    Virtual imaging technology is being used to augment television broadcasts -- virtual objects are seamlessly inserted into the video stream to appear as real entities to TV audiences. Virtual advertisements, the main application of this technology, are providing opportunities to improve the commercial value of television programming while enhancing the contents and the entertainment aspect of these programs. State-of-the-art technologies, such as image recognition, motion tracking and chroma keying, are central to a virtual imaging system. This paper reviews the general framework, the key techniques, and the sports broadcasting applications of virtual imaging technology.

    Studies on opinion evolution in a closed society can help people design strategies to emancipate from the control of public opinions and prevent the diffusion of extremism. In this work, the social judgment based opinion (SJBO) dynamics model is extended to explore the collective debates in a closed system that consists of a social network and a broadcast network. The broadcast network is a group of channels through which the so-called broadcast media or mainstream media transmit the same opinion to social agents. Numerical experiments show that the broadcast media can assimilate most of the agents when contrarians are absent. Including agents' diverse attitudes toward the broadcast media, although downsizes the supporters of broadcast media, fails to make contrarians outnumber the supporters. The dominance of broadcast media in a closed system can be overturned by introducing a small number of inflexible contrarians. Influenced by the competition between contrarians and broadcast media, few centrists survive the collective debates. The scale of supporters is maximized when agents neither have their own initial opinions nor have access to the contrarians, whereas the development of contrarians can be boosted when agents start with non-zero opinions and the repulsion to broadcast media is taken into consideration.

    The 2008-2009 subprime mortgage crisis was catastrophic, not only for the global economy but for families across the social spectrum. The resultant economic upheaval threatened the livelihoods, well-being, and health of many citizens, who were often unsure where to turn for help. At this critical juncture, public broadcasting stations worked to connect viewers to support resources through 2-1-1. This study was designed to evaluate the ability of public broadcasting to increase the use of information and referral services. Autoregressive integrated moving average (ARIMA) modeling and regression analysis document the relationship between public broadcasting initiatives and 2-1-1 call volume in 35 highly affected U.S. markets. Time-series data from St. Louis MO were collected and analyzed in 2008. Station-level data from across the nation were collected during 2009-2010 and analyzed in 2010. ARIMA results show a distinct linkage between the timing and duration of Channel 9 in St. Louis MO (KETC) programming and a subsequent (approximately 400%) increase in 2-1-1 calls regarding financial services and assistance. Regression path analysis not only found evidence of this same effect nationally but also showed that differences in the broadcaster's orientation and approach mediated effects. Specifically, stations' orientations toward engagement were mediated through strong outreach strategies to increase 2-1-1 use. This study documents the ability of public broadcasting to help citizens in need connect with social resources through 2-1-1 services. By focusing attention on the mortgage crisis and its attendant consequences, and by publicizing 2-1-1 services as a gateway to supportive resources, public broadcasters fostered linkages between those in need and social resources. Moreover, the level of a station's commitment to engaging citizens had a strong bearing on the success of its programming initiatives and community partnerships with organizations such as 2-1-1.     We present a novel probabilistic framework that fuses information coming from the audio and video modality to perform speaker diarization. The proposed framework is a Dynamic Bayesian Network (DBN) that is an extension of a factorial Hidden Markov Model (fHMM) and models the people appearing in an audiovisual recording as multimodal entities that generate observations in the audio stream, the video stream, and the joint audiovisual space. The framework is very robust to different contexts, makes no assumptions about the location of the recording equipment, and does not require labeled training data as it acquires the model parameters using the Expectation Maximization (EM) algorithm. We apply the proposed model to two meeting videos and a news broadcast video, all of which come from publicly available data sets. The results acquired in speaker diarization are in favor of the proposed multimodal framework, which outperforms the single modality analysis results and improves over the state-of-the-art audio-based speaker diarization.

    An Admission Control strategy is proposed for unidirectional satellite systems delivering multicast and broadcast services to mobile users. In such systems, both the radio interface and the targeted services impose particular requirements on the RRM task. We briefly discuss the RRM requirements that stem from the services point of view and from the features of the SATIN access scheme that differentiate it from the conventional T-UMTS radio interface. The main functional entities of RRM and the alternative modes of operation are outlined and the proposed Admission Control algorithm is described in detail. The results from the simulation study that demonstrate its performance for a number of different scenarios are finally presented and conclusions derived.

Service and system requirements, advertising revenue, and business communications services are among the economic issues discussed. The institutional framework required to provide an operational radio broadcast service is studied, and new initiatives in direct broadcast audio radio systems, encompassing studies, tests, in-orbit demonstrations of, and proposals for national and international commercial broadcast services are considered.

    This article analyses a television broadcast in England in 1957 in response to the Wolfenden Report (Wolfenden, 1957) into homosexuality and prostitution. Here I argue that those participants in the broadcast who are sympathetic with liberal reforms of the legislation on homosexuality utilize discourses related to normality and the public/private domains to discursively construct the Wolfenden homonormative male. In addition, I also show how, particularly through the trope of homonormativity, both the heterosexual and homosexual audiences are interpellated by the discourses exploited within the broadcast as publics whose subjectivities are reconfigured toward Wolfenden homonormativity.

These include both high impact one-off programmes such as Are we changing planet Earth?, multiple international award winning series such as Frozen Planet, and World Service radio such as Earth Reporters. These programmes have had global audiences; in some cases of tens of millions. Whilst we have only worked using clear scientific evidence and expertise, we have co-produced media which small sections of the general public could consider controversial. For example, in Are we changing planet Earth? the case was presented pre IPCC AR4 for anthropogenic climate change. The final episode of Frozen Planet "On thin ice" presented evidence of how the polar climate is changing and likely future global impacts. It created a large and occasionally hostile international media impact long before broadcast. This continued after broadcast in some media but we believe it stopped because the science presented was robust within the current literature. Based around broadcasting, we used a communication strategy based on our personal experience over the last decade along with our institutional experience going back 40 years. For example our outreach include social media, newspapers, radio and podcasts to speak about underpinning science. We use Twitter during actual broadcasts to circulate links to journal articles and provide context around the science presented on screen. Backed up by a large public outreach campaign at science fairs, public talks, and online resource development, our efforts reached hundreds of thousands of actively interested people in addition to the broadcast viewers and listeners.

    For separate reasons, schools of nursing and public television stations are finding it a matter of mutual interest to work together in the production of distance education content for college nursing students in their communities. The advent of digital television (DTV) broadcasting has given these distance education partnerships new capabilities for reaching more potential students. In this article, I review one innovative collaboration between several nursing education programs and a public broadcasting service member station in South Texas. In this pilot project, nursing faculty were trained in television production techniques and became producers of DTV instructional video material. This case study demonstrates a number of ways in which nursing distance education programs can benefit by designing and delivering course material via digital broadcasting. It also highlights several difficulties that should be considered by distance educators prior to embarking on DTV curriculum development projects.

    The Arizona Geological Survey uses online broadcasting (Webcast or 'Web TV') to help fulfill our statutory mission to 'Inform, advise and assist the public in matters concerning the geological processes, materials and landscapes and the development and use of the mineral resources of this state.' We launched a monthly online broadcast called 'Arizona Mining Review' via Livestream, a low-cost or free video streaming service. The show provides news, interviews, and discussions about mining and mineral resources topics of interest in Arizona, the nation's second largest non-fuel mining state. The costs to set up and broadcast are minor. Interviews with local guests are held in a corner of the AZGS conference room with easy chairs and a couch; long-distance interviews are held via Skype. The broadcast originates from a desktop computer with a webcam, a $60 microphone, three sets of earbud headphones and a powered amplifier. During broadcasts, we supplement interview footage with slides, photos, or video clips that we have or are provided by guests. Initial broadcasts were live; recordings of these were later uploaded to our YouTube channel. Because scheduling and executing a live Internet broadcast is stressful and demanding for both the production team and guests, we recently elected to record and produce episodes prior to broadcasting them. This allows us more control over supplementary materials used during the broadcast; it also permits us to record the broadcast using a high-definition digital video camera that cannot be used for streaming video. In addition to the Arizona Mining Review, we record conferences and workshops and special presentations on topical issues. A video on the recently discovered Little Chino fault has drawn over 3,000 views. Our latest presentations are short 1-2 minute 'video abstracts' delivered by authors of new publications released by the Survey. These include maps and graphics from the reports to help illustrate the topics and their importance. We envision online broadcasts as a viable emergent tool that offers a wide range of opportunities at low cost to aid in distributing our message.

    After the devastating tornadoes in Joplin, MO and in the Deep South in 2011, it seemed appropriate to look at the impact that broadcast meteorologists (and their TV coverage) have on their viewers during severe weather events. Broadcast meteorologists play a vital role in the severe weather warning process and in persuading the public to take the appropriate actions during severe weather. This research was done by developing a survey that addressed the following questions: 1) Is the media doing everything they can persuade viewers to take shelter and protect themselves and their property?; 2) What do you do when a tornado warning is issued?; 3) Is there anything broadcast meteorologists can do or say that will make you take immediate action during severe weather? The survey was disseminated through television markets in Missouri. The goal of this research was to find new, improved and different ways of "connecting" with viewing during severe weather coverage. After looking at the results, we want to see if there are specific words, images or anything else a broadcaster can do that will trigger a response by viewers to take cover. It is my hope the results and analyses from this survey will provide broadcast meteorologists with new and improved techniques to connect with the public and to assist them in making an informed decision during severe weather events.

    Publicly funded broadcasters with a track record in science programming would appear ideally placed to represent climate change to the lay public. Free from the constraints of vested interests and the economic imperative, public service providers are better equipped to represent the scientific, social and economic aspects of climate change than commercial media, where ownership conglomeration, corporate lobbyists and online competition have driven increasingly tabloid coverage with an emphasis on controversy. This prime-time snapshot of the Australian Broadcasting Corporation's main television channel explores how the structural/rhetorical conventions of three established public service genres - a science programme, a documentary and a live public affairs talk show - impact on the representation of anthropogenic climate change. The study findings note implications for public trust, and discuss possibilities for innovation in the interests of better public understanding of climate change.

    This paper examines how Gotō Shinpei (1857-1929) sought to develop imperial networks emanating out of Tokyo in the fields of public health, railways, and communications. These areas helped define colonial modernity in the Japanese empire. In public health, Gotō's friendship with the bacteriologist Kitasato Shibasaburō led to the establishment of an Institute of Infectious Diseases in Tokyo. Key scientists from the institute took up positions in colonial medical colleges, creating a public health network that serviced the empire. Much of the empire itself was linked by a network of railways. Gotō was the first president of the South Manchuria Railway company (SMR). Communication technologies, especially radio, helped to bring the empire closer. By 1925, the Tokyo Broadcasting Station had begun its public radio broadcasts. Broadcasting soon came under the umbrella of the new organization, the Nippon Hōsō Kyōkai (NHK). Gotō was NHK's first president. The empire would soon be linked by radio, and it was by radio that Emperor Hirohito announced to the nation in 1945 that the empire had been lost.

  9. Alcohol marketing in televised international football: frequency analysis.

    Alcohol marketing includes sponsorship of individuals, organisations and sporting events. Football (soccer) is one of the most popular spectator sports worldwide. No previous studies have quantified the frequency of alcohol marketing in a high profile international football tournament. The aims were to determine: the frequency and nature of visual references to alcohol in a representative sample of EURO2012 matches broadcast in the UK; and if frequency or nature varied between matches broadcast on public service and commercial channels, or between matches that did and did not feature England. Eight matches selected by stratified random sampling were recorded. All visual references to alcohol were identified using a tool with high inter-rater reliability. 1846 visual references to alcohol were identified over 1487 minutes of broadcast--an average of 1.24 references per minute. The mean number of references per minute was higher in matches that did vs did not feature England (p = 0.004), but did not differ between matches broadcast on public service vs commercial channels (p = 0.92). The frequency of visual references to alcohol was universally high and higher in matches featuring the only UK home team--England--suggesting that there may be targeting of particularly highly viewed matches. References were embedded in broadcasts, and not particular to commercial channels including paid-for advertising. New UK codes-of-conduct on alcohol marketing at sporting events will not reduce the level of marketing reported here.

  10. Piloting Telepresence-Enabled Education and Outreach Programs from a UNOLS Ship - Live Interactive Broadcasts from the R/V Endeavor

    The University of Rhode Island's R/V Endeavor was recently equipped with a new satellite telecommunication system and a telepresence system to enable live ship-to-shore broadcasts and remote user participation through the Inner Space Center. The Rhode Island Endeavor Program, which provides state-funded ship time to support local oceanographic research and education, funded a 5-day cruise off the Rhode Island coast that involved a multidisciplinary team of scientists, engineers, students, educators and video producers. Using two remotely operated vehicle (ROV) systems, several dives were conducted to explore various shipwrecks including the German WWII submarine U-853. During the cruise, a team of URI ocean engineers supported ROV operations and performed engineering tests of a new manipulator. Colleagues from the United States Coast Guard Academy operated a small ROV to collect imagery and environmental data around the wreck sites. Additionally, a team of engineers and oceanographers from URI tested a new acoustic sound source and small acoustic receivers developed for a fish tracking experiment. The video producers worked closely with the participating scientists, students and two high school science teachers to communicate the oceanographic research during live educational broadcasts streamed into Rhode Island classrooms, to the public Internet, and directly to Rhode Island Public Television. This work contributed to increasing awareness of possible career pathways for the Rhode Island K-12 population, taught about active oceanographic research projects, and engaged the public in scientific adventures at sea. The interactive nature of the broadcasts included live responses to questions submitted online and live updates and feedback using social media tools. This project characterizes the power of telepresence and video broadcasting to engage diverse learners and exemplifies innovative ways to utilize social media and the Internet to draw a varied audience.

    As a global influenza pandemic appears imminent with the spread of avian influenza, the California Department of Health Services (CDHS) and the California Distance Learning Health Network (CDLHN) presented a live 90-min satellite broadcast and subsequent 2-hr small group problem-solving tabletop exercise to practice interventions needed to minimize the consequences of a pandemic event. Public health nurses (PHNs), managers, and other staff in laboratories, clinical care, veterinary medicine, environmental health, public information and safety, emergency management, and transportation down linked the program, broadcast by satellite from the CDHS Richmond Laboratory Campus, to view on-site locally. PHNs represented the professional category with the highest number of participants for those conducting the program outside of California. For those in California, PHNs represented the professional category with the second highest number of participants. Participants and distance-learning facilitators completed a training evaluation survey. Continuing education credits were provided by the Centers for Disease Control and Prevention to participants who completed the satellite broadcast evaluation. This distance-learning-by-satellite method of education paired with an activities-based tabletop exercise, and a focus on local rather than State-based responsibility, marks an innovative method of training PHNs and other staff in emergency preparedness response.

    Crisis communication is seen as an integrated and essential part of disaster management measures. After Typhoon Haiyan (Yolanda) in the Philippines 2013, radio was used to broadcast information to the affected community. The aim of this study was to describe how disaster radio was used to communicate vital messages and health-related information to the public in one affected region after Typhoon Haiyan. Mixed-methods analysis using qualitative content analysis and descriptive statistics was used to analyze 2587 logged radio log files. Radio was used to give general information and to demonstrate the capability of officials to manage the situation, to encourage, to promote recovery and foster a sense of hope, and to give practical advice and encourage self-activity. The content and focus of the messages changed over time. Encouraging messages were the most frequently broadcast messages. Health-related messages were a minor part of all information broadcast and gaps in the broadcast over time were found. Disaster radio can serve as a transmitter of vital messages including health-related information and psychological support in disaster areas. The present study indicated the potential for increased use. The perception, impact, and use of disaster radio need to be further evaluated.     At the time of the cigarette broadcast advertising ban, which took effect in 1971, cigarette manufacturers rapidly shifted advertising expenditures from the broadcast media to the print media. In the last year of broadcast advertising and the first year of the ban, cigarette ad expenditures in a sample of major national magazines increased by 49 and then 131 percent in constant dollars. From an 11-year period preceding the ban to an 11-year period following it, these magazines decreased their coverage of smoking and health by 65 percent, an amount that is statistically significantly greater than decreases found in magazines that did not carry cigarette ads and in two major newspapers. This finding adds to evidence that media dependent on cigarette advertising have restricted their coverage of smoking and health. This may have significant implications for public health, as well as raising obvious concerns about the integrity of the profession of journalism.

    Televised alcohol advertisements in the United Kingdom must abide by the Broadcast Committee of Advertising Practice Code, which provides guidelines concerning advertisements not implying, condoning or encouraging immoderate, irresponsible or antisocial drinking. Previously, 75 per cent of 373 general public respondents were shown one of seven advertisements rated a breach of at least one guideline. This study assessed whether experts in marketing ( n = 25) and alcohol treatment/public health ( n = 25) perceived the same seven television alcohol advertisements as complying with the Broadcast Committee of Advertising Practice Code. Overall, 83 per cent of advertisements were rated as breaching at least one guideline. This provides further proof that self-regulatory alcohol guidelines are not fit for purpose.

    For TV meteorologists talking about uncertainty in a two-minute forecast can be a real challenge. It can quickly open the way to viewer confusion. TV meteorologists understand the uncertainties of short term weather models and have different methods to convey the degrees of confidence to the viewing public. Visual examples are seen in the 7-day forecasts and the hurricane track forecasts. But does the public really understand a 60 percent chance of rain or the hurricane cone? Communication of climate model uncertainty is even more daunting. The viewing public can quickly switch to denial of solid science. A short review of the latest national survey of TV meteorologists by George Mason University and lessons learned from a series of climate change workshops with TV broadcasters provide valuable insights into effectively using visualizations and invoking multimedia-learning theories in weather forecasts to improve public understanding of climate change.

    To analyze the content of television food advertising on Brazilian 'free-to-air' broadcast stations during children's programming. This is a descriptive study which evaluated the content of food advertising between 08:00 a.m. and 06:00 p.m. on three Brazilian 'free-to-air' broadcast stations (A, B and C). Data collection was performed during 10 week days and weekends. Food advertising was organized according to the food group classification from the Food Guide for the Brazilian Population. The annual exposure to food advertising was obtained considering the national children average exposure to television of five daily hours. The χ2 and Fisher's exact test were conducted in order to identify differences in the content of television advertising in the morning and in the afternoon and between broadcast stations. One hundred and twenty six hours of programming were recorded, totalizing 1,369 commercials - 13.8% of food. There was major participation of 'sugars and sweets' (48.1%) and 'oils and fats' (29.1%) among food advertising and much food publicity in the afternoon (15.7%; morning: 12.2%, p = 0.037). Moreover, the broadcast with more audience was the one that advertised more food (A: 63.5%; B: 12.2%; C: 24.3%), especially 'sugar and sweets' (A: 59.2%; B: 43.5%; C: 21.7%). Finally, an annual average exposure to 2,735.5 commercials was obtained for Brazilian children, totalizing 2,106.3 of food rich in sugar and fat publicity. Food advertising is focused on poor nutritionally food, emphasizing the need for specific intervention strategies.

    The level of radio emission from the Sun and other celestial sources that we receive on the Earth is very low when compared to those generated here (e.g. by TV and radio broadcasting stations, engines of automobiles and industrial equipment). Therefore, it requires technically advanced systems to detect those weak emissions in order to study their characteristics, generation mechanisms, etc. - one of the interests of human race to enhance its knowledge about space and its entities. Although inevitable and became part of life, the civilian radio broadcast, communication networks are capable of affecting such observations directly. Studies show that eliminating such interferences at an early stage improves not only the analyses but also the reliability of the results. Towards this an attempt is made to alter the characteristics of an antenna since it is the foremost component of any radio receiver system. The tests are made with a Log-periodic dipole antenna (LPDA) and the changes in the reception characteristics over a few set of undesired frequency bands are discussed here.

    Broadcast meteorologists are among the most trusted members of the media landscape and they have a unique opportunity to reach the broad public with information about climate change. A recent survey by Maibach, et al. (2015) has shown that more than 90% of TV weathercasters think that their audience is at least somewhat interested in learning about the local impacts of climate change and 7 in 10 think that it is appropriate for them to report the science of climate change to their audience. But about half of these TV weathercasters have experienced obstacles to reporting climate change - citing lack of time to research and produce material, in addition to lack of access to appropriate visuals/graphics and access to trusted scientific information. Climate Matters is an NSF funded program that partners with broadcast meteorologists to deliver scientifically sound climate change information to the public that is local and relevant. A team of climate scientists, meteorologists, data analysts, journalists, and multimedia artists analyze and prepare content on a weekly basis so that it may be readily included in a broadcast weather segment, online or during community outreach. The program started as a pilot project with just one meteorologist in 2010 before Climate Central launched a full-time, nationwide program in 2012. Since then, Climate Matters has grown to include over 250 meteorologists strong and in more than 100 markets across the country, including Spanish language TV stations.

    We consider quantum key distribution (QKD) and entanglement distribution using a single-sender multiple-receiver pure-loss bosonic broadcast channel. We determine the unconstrained capacity region for the distillation of bipartite entanglement and secret key between the sender and each receiver, whenever they are allowed arbitrary public classical communication. A practical implication of our result is that the capacity region demonstrated drastically improves upon rates achievable using a naive time-sharing strategy, which has been employed in previously demonstrated network QKD systems. We show a simple example of a broadcast QKD protocol overcoming the limit of the point-to-point strategy. Our result is thus an important step toward opening a new framework of network channel-based quantum communication technology.

    Entity Extraction is a process of identifying meaningful entities from text documents. In enterprises, extracting entities improves enterprise efficiency by facilitating numerous applications, including search, recommendation, etc. However, the problem is particularly challenging on enterprise domains due to several reasons. First, the lack of redundancy of enterprise entities makes previous web-based systems like NELL and OpenIE not effective, since using only high-precision/low-recall patterns like those systems would miss the majority of sparse enterprise entities, while using more low-precision patterns in sparse setting also introduces noise drastically. Second, semantic drift is common in enterprises (“Blue” refers to “Windows Blue”), such that public signals from the web cannot be directly applied on entities. Moreover, many internal entities never appear on the web. Sparse internal signals are the only source for discovering them. To address these challenges, we propose an end-to-end framework for extracting entities in enterprises, taking the input of enterprise corpus and limited seeds to generate a high-quality entity collection as output. We introduce the novel concept of Semantic Pattern Graph to leverage public signals to understand the underlying semantics of lexical patterns, reinforce pattern evaluation using mined semantics, and yield more accurate and complete entities.     The New York • New Jersey Preparedness and Emergency Response Learning Center (NY•NJ PERLC) is one of 14 Centers funded by the Centers for Disease Control and Prevention designed to address the preparedness and response training and education needs of the public health workforce. One of the important niches, or focus areas for the Center, is training to improve the capacity of public health workers to respond with competence to the needs of vulnerable populations. During every phase of a disaster, racial and ethnic minorities, including Latinos, suffer worse outcomes than the general population. Communities with diverse cultural origins and limited English speakers often present more complex issues during public health emergencies. Training that incorporates cultural concepts into the Preparedness Core Competencies may improve the ability of public health workers to engage the Latino community in preparedness activities and ultimately improve outcomes during disasters. This article describes initiatives undertaken by the NY•NJ PERLC to improve the capacity of the public health workforce to respond competently to the needs of Latino populations. In 2012, the Center collaborated with national, state, and local partners to develop a nationwide broadcast founded on the Preparedness Core Competencies, Latinos During Emergencies: Cultural Considerations Impacting Disaster Preparedness. The widely viewed broadcast (497 sites in 47 states and 13 nations) highlighted the commonalities and differences within Latino culture that can impact emergency preparedness and response and outlined practical strategies to enhance participation. The success of the broadcast spurred a number of partner requests for training and technical assistance. Lessons learned from these experiences, including our "undercover" work at local Points of Dispensing, are incorporated into subsequent interactive trainings to improve the competency of public health workers. Participants recommended developing similar training addressing cultural differences, especially for other ethnic groups.

    The National Environmental Education and Training Organization (NEETF) published a report in 2005 that summarized the findings of ten years of NEETF and Roper Research. The report stated, "Our years of data from Roper surveys show a persistent pattern of environmental ignorance even among the most educated and influential members of society." Market research has also shown that 80% of television viewers list the weather as the primary reason for watching the local news. Broadcast meteorologists, with a broader understanding of environmental and related sciences have an opportunity to use their weathercasts to inform the public about the environment and the factors that influence environmental health. As "station scientists," broadcast meteorologists can use the weather, and people's connection to it, to broaden their understanding of the environment they live in. Weather and watershed conditions associated with flooding and drought have major human and environmental impacts. Increasing the awareness of the general public about basic aspects of the hydrologic landscape can be an important part of mitigating the adverse effects of too much or too little precipitation, and of protecting the environment as well. The concept of a watershed as a person's natural neighborhood is a very important one for understanding hydrologic and environmental issues. Everyone lives in a watershed, and the health of a watershed is the result of the interplay between weather and human activity. This paper describes an online course to give broadcast meteorologists a basic understanding of watersheds and how watersheds are impacted by weather. It discusses how to convey watershed science to a media- savvy audience as well as how to model the communication of watershed and hydrologic concepts to the public. The course uses a narrative, story-like style to present its content. It is organized into six short units of instruction, each approximately 20 minutes in duration. Each unit is divided into 6-8 learning objects (independent elements of instruction.) This approach makes the course easily accessible to the broadcast meteorologists and provides them with short, reusable chunks of content to use on-the-air or in educational presentations in their communities.

    Amy Jordan addresses the need to balance the media industry's potentially important contributions to the healthy development of America's children against the consequences of excessive and age-inappropriate media exposure. Much of the philosophical tension regarding how much say the government should have about media content and delivery stems from the U.S. Constitution's First Amendment protection against government interference in free speech, including commercial speech. Courts, Jordan says, have repeatedly had to weigh the rights of commercial entities to say what they please against the need to protect vulnerable citizens such as children. This balancing act is complicated even further, she says, because many government regulations apply only to broadcast television and not to non-broadcast media such as the Internet or cable television, though Congress has addressed the need to protect children's privacy online. The need to protect both free speech and children has given rise to a fluid media policy mix of federal mandates and industry self-regulation. Jordan describes the role of the three branches of the federal government in formulating and implementing media policy. She also notes the jockeying for influence in policymaking by industry lobbies, child advocacy groups, and academic researchers. The media industry itself, says Jordan, is spurred to self-regulation when public disapproval grows severe enough to raise the possibility of new government action. Jordan surveys a range of government and industry actions, from legislatively required parental monitoring tools, such as the V-Chip blocking device on television sets, to the voluntary industry ratings systems governing television, movies, and video games, to voluntary social website disclosures to outright government bans, such as indecency and child privacy information collection. She considers the success of these efforts in limiting children's exposure to damaging content and in improving parents' ability to supervise their children's media use. Jordan concludes by considering the relevance and efficacy of today's media policy given the increasingly rapid pace of technological change. The need for research in informing and evaluating media policy, she says, has never been greater.
