This report differs from most BBC Research Department reports in that it does not contain details of a specific project undertaken at Kingswood Warren. While there has been a continuing development of aspects of digital modulation systems by BBC research engineers over many years, the purpose of this report is to be tutorial. That is, digital transmission techniques need to be explained in a general way if full advantage is to be obtained from other reports concerning digital broadcasting transmission systems. There are, however, references to other specialized publications if particular details are required. The text of this report is based on a paper which was prepared for an Institution of Electrical Engineers' vacation school on new broadcast standards and systems. It discusses, at a general level, the various issues and trade-offs that must be considered in the design of a digital modulation system for broadcast use. It particularly concentrates on giving a simple description of the use and benefits of OFDM systems. The particular issues can be applied to various future broadcast systems which are under development at the BBC and as part of collaborative work in international projects.

The influence of a TV broadcasting satellite, transmitting four additional TV networks was analyzed. It is assumed that the cost of the satellite systems will be financed by the cable TV system operators. The additional TV programs increase income by attracting additional subscribers. Two economic models were established: (1) each local network is regarded as an independent economic unit with individual fees (cost price model) and (2) all networks are part of one public cable TV company with uniform fees (uniform price model). Assumptions are made for penetration as a function of subscription rates. Main results of the study are: the installation of a TV broadcasting satellite improves the economics of CTV-networks in both models; the overall coverage achievable by the uniform price model is significantly higher than that achievable by the cost price model.

The 2008-2009 subprime mortgage crisis was catastrophic, not only for the global economy but for families across the social spectrum. The resultant economic upheaval threatened the livelihoods, well-being, and health of many citizens, who were often unsure where to turn for help. At this critical juncture, public broadcasting stations worked to connect viewers to support resources through 2-1-1. This study was designed to evaluate the ability of public broadcasting to increase the use of information and referral services. Autoregressive integrated moving average (ARIMA) modeling and regression analysis document the relationship between public broadcasting initiatives and 2-1-1 call volume in 35 highly affected U.S. markets. Time-series data from St. Louis MO were collected and analyzed in 2008. Station-level data from across the nation were collected during 2009-2010 and analyzed in 2010. ARIMA results show a distinct linkage between the timing and duration of Channel 9 in St. Louis MO (KETC) programming and a subsequent (approximately 400%) increase in 2-1-1 calls regarding financial services and assistance. Regression path analysis not only found evidence of this same effect nationally but also showed that differences in the broadcaster's orientation and approach mediated effects. Specifically, stations' orientations toward engagement were mediated through strong outreach strategies to increase 2-1-1 use. This study documents the ability of public broadcasting to help citizens in need connect with social resources through 2-1-1 services. By focusing attention on the mortgage crisis and its attendant consequences, and by publicizing 2-1-1 services as a gateway to supportive resources, public broadcasters fostered linkages between those in need and social resources. Moreover, the level of a station's commitment to engaging citizens had a strong bearing on the success of its programming initiatives and community partnerships with organizations such as 2-1-1. We consider quantum key distribution (QKD) and entanglement distribution using a single-sender multiple-receiver pure-loss bosonic broadcast channel. We determine the unconstrained capacity region for the distillation of bipartite entanglement and secret key between the sender and each receiver, whenever they are allowed arbitrary public classical communication. A practical implication of our result is that the capacity region demonstrated drastically improves upon rates achievable using a naive time-sharing strategy, which has been employed in previously demonstrated network QKD systems. We show a simple example of a broadcast QKD protocol overcoming the limit of the point-to-point strategy. Our result is thus an important step toward opening a new framework of network channel-based quantum communication technology.

Nation Binding: How Public Service Broadcasting Mitigates Political Selective Exposure

Recent research suggests that more and more citizens select news and information that is congruent with their existing political preferences. This increase in political selective exposure (PSE) has allegedly led to an increase in polarization. The vast majority of studies stem from the US case with a particular media and political system. We contend that there are good reasons to believe PSE is less prevalent in other systems. We test this using latent profile analysis with national survey data from the Netherlands (n = 2,833). We identify four types of media use profiles and indeed only find partial evidence of PSE. In particular, we find that public broadcasting news cross-cuts all cleavages. This research note offers an important antidote in what is considered a universal phenomenon. We do find, however, a relatively large segment of citizens opting out of news consumption despite the readily available news in today’s media landscape. PMID:27218659

This article analyses a television broadcast in England in 1957 in response to the Wolfenden Report (Wolfenden, 1957) into homosexuality and prostitution. Here I argue that those participants in the broadcast who are sympathetic with liberal reforms of the legislation on homosexuality utilize discourses related to normality and the public/private domains to discursively construct the Wolfenden homonormative male. In addition, I also show how, particularly through the trope of homonormativity, both the heterosexual and homosexual audiences are interpellated by the discourses exploited within the broadcast as publics whose subjectivities are reconfigured toward Wolfenden homonormativity.

Broadcasting environmental knowledge: Open University & BBC collaborations serving massive global audiences

The UK Open University has a long history of working with broadcast media - indeed before it first formed over 40 years ago it was proposed to be a "University of the Air ". Originally the University made its own television programmes that were directly connected with teaching. They were usually recordings of academics giving lectures that were broadcast late at night. Over recent times we have moved into developing co-productions with mainstream broadcast media specifically designed to be of general educational interest to UK and worldwide audiences. These include both high impact one-off programmes such as Are we changing planet Earth?, multiple international award winning series such as Frozen Planet, and World Service radio such as Earth Reporters. These programmes have had global audiences; in some cases of tens of millions. Whilst we have only worked using clear scientific evidence and expertise, we have co-produced media which small sections of the general public could consider controversial. For example, in Are we changing planet Earth? the case was presented pre IPCC AR4 for anthropogenic climate change. The final episode of Frozen Planet "On thin ice" presented evidence of how the polar climate is changing and likely future global impacts. It created a large and occasionally hostile international media impact long before broadcast. This continued after broadcast in some media but we believe it stopped because the science presented was robust within the current literature. Based around broadcasting, we used a communication strategy based on our personal experience over the last decade along with our institutional experience going back 40 years. For example our outreach include social media, newspapers, radio and podcasts to speak about underpinning science. We use Twitter during actual broadcasts to circulate links to journal articles and provide context around the science presented on screen. Backed up by a large public outreach campaign at science fairs, public talks, and online resource development, our efforts reached hundreds of thousands of actively interested people in addition to the broadcast viewers and listeners.

Nursing distance education at the dawn of digital broadcasting: a case study in collaboration.

For separate reasons, schools of nursing and public television stations are finding it a matter of mutual interest to work together in the production of distance education content for college nursing students in their communities. The advent of digital television (DTV) broadcasting has given these distance education partnerships new capabilities for reaching more potential students. In this article, I review one innovative collaboration between several nursing education programs and a public broadcasting service member station in South Texas. In this pilot project, nursing faculty were trained in television production techniques and became producers of DTV instructional video material. This case study demonstrates a number of ways in which nursing distance education programs can benefit by designing and delivering course material via digital broadcasting. It also highlights several difficulties that should be considered by distance educators prior to embarking on DTV curriculum development projects.

The Arizona Geological Survey uses online broadcasting (Webcast or 'Web TV') to help fulfill our statutory mission to 'Inform, advise and assist the public in matters concerning the geological processes, materials and landscapes and the development and use of the mineral resources of this state.' We launched a monthly online broadcast called 'Arizona Mining Review' via Livestream, a low-cost or free video streaming service. The show provides news, interviews, and discussions about mining and mineral resources topics of interest in Arizona, the nation's second largest non-fuel mining state. The costs to set up and broadcast are minor. Interviews with local guests are held in a corner of the AZGS conference room with easy chairs and a couch; long-distance interviews are held via Skype. The broadcast originates from a desktop computer with a webcam, a $60 microphone, three sets of earbud headphones and a powered amplifier. During broadcasts, we supplement interview footage with slides, photos, or video clips that we have or are provided by guests. Initial broadcasts were live; recordings of these were later uploaded to our YouTube channel. Because scheduling and executing a live Internet broadcast is stressful and demanding for both the production team and guests, we recently elected to record and produce episodes prior to broadcasting them. This allows us more control over supplementary materials used during the broadcast; it also permits us to record the broadcast using a high-definition digital video camera that cannot be used for streaming video. In addition to the Arizona Mining Review, we record conferences and workshops and special presentations on topical issues. A video on the recently discovered Little Chino fault has drawn over 3,000 views. Our latest presentations are short 1-2 minute 'video abstracts' delivered by authors of new publications released by the Survey. These include maps and graphics from the reports to help illustrate the topics and their importance. We envision online broadcasts as a viable emergent tool that offers a wide range of opportunities at low cost to aid in distributing our message.

The Moskva television broadcasting system which uses the high-power links from the Gorizont satellite is described. The transmitting device of the ground station is similar to that of the Ekran and Intersputnik systems. The system includes a special television signal processing unit, a unit for introducing dispersion signals, and transmitting equipment for the sound and radio-broadcasting channels. The signal translated by the satellite is received by a network of ground receiving stations and fed to a television transmitter with a power of 1, 10, or 100 W. The signal in the radio-broadcasting channel can be transmitted into the local radio repeater network or transmitted by a USW FM radio-broadcasting transmitter. The Advanced National Seismic System (ANSS) is a major national initiative led by the US Geological Survey that serves the needs of the earthquake monitoring, engineering, and research communities as well as national, state, and local governments, emergency response organizations, and the general public. Legislation authorizing the ANSS was passed in 2000, and low levels of funding for planning and initial purchases of new seismic instrumentation have been appropriated beginning in FY2000. When fully operational, the ANSS will be an advanced monitoring system (modern digital seismographs and accelerographs, communications networks, data collection and processing centers, and well-trained personnel) distributed across the United States that operates with high performance standards, gathers critical technical data, and effectively provides timely and reliable earthquake products, information, and services to meet the Nation’s needs. The ANSS will automatically broadcast timely and authoritative products describing the occurrence of earthquakes, earthquake source properties, the distribution of ground shaking, and, where feasible, broadcast early warnings and alerts for the onset of strong ground shaking. Most importantly, the ANSS will provide earthquake data, derived products, and information to the public, emergency responders, officials, engineers, educators, researchers, and other ANSS partners rapidly and in forms that are useful for their needs.

A study of the connection between TV meteorologists and their viewers during severe weather broadcasts

After the devastating tornadoes in Joplin, MO and in the Deep South in 2011, it seemed appropriate to look at the impact that broadcast meteorologists (and their TV coverage) have on their viewers during severe weather events. Broadcast meteorologists play a vital role in the severe weather warning process and in persuading the public to take the appropriate actions during severe weather. This research was done by developing a survey that addressed the following questions: 1) Is the media doing everything they can persuade viewers to take shelter and protect themselves and their property?; 2) What do you do when a tornado warning is issued?; 3) Is there anything broadcast meteorologists can do or say that will make you take immediate action during severe weather? The survey was disseminated through television markets in Missouri. The goal of this research was to find new, improved and different ways of "connecting" with viewing during severe weather coverage. After looking at the results, we want to see if there are specific words, images or anything else a broadcaster can do that will trigger a response by viewers to take cover. It is my hope the results and analyses from this survey will provide broadcast meteorologists with new and improved techniques to connect with the public and to assist them in making an informed decision during severe weather events.

In Japan, the earthquake early warning system (Kinkyu Jishin Sokuhou in Japanese) maintained by the Japan Meterological Agency (JMA) has been in operation and sending pubic information since October 1, 2007. Messages have been broadcast on television and radio to warn of strong shaking to the public. The threshold for broadcasting a message is an estimated intensity of JMA 5 lower, which is approximately equivalent to MM VII to VIII. During the period from October 2007 through August 2010, messages have been sent 9 times for earthquakes of magnitude 5.2 to 7.0. There have been a few instances of significantly over-estimating or under-estimating the predicted shaking, but in general the performance of the system has been quite good. The quality of the detection system depends on the dense network of high-quality seismometers that cover the Japanese Islands. Representing climate change on public service television: A case study.

Publicly funded broadcasters with a track record in science programming would appear ideally placed to represent climate change to the lay public. Free from the constraints of vested interests and the economic imperative, public service providers are better equipped to represent the scientific, social and economic aspects of climate change than commercial media, where ownership conglomeration, corporate lobbyists and online competition have driven increasingly tabloid coverage with an emphasis on controversy. This prime-time snapshot of the Australian Broadcasting Corporation's main television channel explores how the structural/rhetorical conventions of three established public service genres - a science programme, a documentary and a live public affairs talk show - impact on the representation of anthropogenic climate change. The study findings note implications for public trust, and discuss possibilities for innovation in the interests of better public understanding of climate change.

The feasibility of providing Voice of America (VOA) broadcasts by satellite relay was investigated. Satellite voice broadcast systems are described for three different frequency bands: HF, FHV, and L-band. Geostationary satellite configurations are considered for both frequency bands. A system of subsynchronous, circular satellites with an orbit period of 8 hours was developed for the HF band. The VHF broadcasts are provided by a system of Molniya satellites. The satellite designs are limited in size and weight to the capability of the STS/Centaur launch vehicle combination. At L-band, only four geostationary satellites are needed to meet the requirements of the complete broadcast schedule. These satellites are comparable in size and weight to current satellites designed for the direct broadcast of video program material.

This paper examines how Gotō Shinpei (1857-1929) sought to develop imperial networks emanating out of Tokyo in the fields of public health, railways, and communications. These areas helped define colonial modernity in the Japanese empire. In public health, Gotō's friendship with the bacteriologist Kitasato Shibasaburō led to the establishment of an Institute of Infectious Diseases in Tokyo. Key scientists from the institute took up positions in colonial medical colleges, creating a public health network that serviced the empire. Much of the empire itself was linked by a network of railways. Gotō was the first president of the South Manchuria Railway company (SMR). Communication technologies, especially radio, helped to bring the empire closer. By 1925, the Tokyo Broadcasting Station had begun its public radio broadcasts. Broadcasting soon came under the umbrella of the new organization, the Nippon Hōsō Kyōkai (NHK). Gotō was NHK's first president. The empire would soon be linked by radio, and it was by radio that Emperor Hirohito announced to the nation in 1945 that the empire had been lost.

This paper introduces an interactive contents authoring system which can easily and conveniently produce interactive contents for the Terrestrial Digital Multimedia Broadcasting (T-DMB). For interactive broadcasting service, T-DMB adopted MPEG-4 Systems technology. In order to the interactive service becomes flourishing on the market, various types of interactive contents should be well provided prior to the service. In MPEG-4 Systems specification, broadcasting contents are described by the combination of a large number of nodes, routes and descriptors. In order to provide interactive data services through the T-DMB network, it is essential to have an interactive contents authoring system which allows contents authors to compose interactive contents easily and conveniently even if they lack any background on MPEG-4 Systems technology. The introduced authoring system provides powerful graphical user interface and produces interactive broadcasting contents in the forms of binary and textual format. Researchers at the National Aeronautics and Space Administration Armstrong Flight Research Center in Edwards, California and Vigilant Aerospace Systems collaborated for the flight-test demonstration of an Automatic Dependent Surveillance-Broadcast based collision avoidance technology on a small unmanned aircraft system equipped with the uAvionix Automatic Dependent Surveillance-Broadcast transponder. The purpose of the testing was to demonstrate that National Aeronautics and Space Administration / Vigilant software and algorithms, commercialized as the FlightHorizon UAS"TM", are compatible with uAvionix hardware systems and the DJI Phantom 4 small unmanned aircraft system. The testing and demonstrations were necessary for both parties to further develop and certify the technology in three key areas: flights beyond visual line of sight, collision avoidance, and autonomous operations. The National Aeronautics and Space Administration and Vigilant Aerospace Systems have developed and successfully flight-tested an Automatic Dependent Surveillance-Broadcast Detect and Avoid system on the Phantom 4 small unmanned aircraft system. The Automatic Dependent Surveillance-Broadcast Detect and Avoid system architecture is especially suited for small unmanned aircraft systems because it integrates: 1) miniaturized Automatic Dependent Surveillance-Broadcast hardware; 2) radio data-link communications; 3) software algorithms for real-time Automatic Dependent Surveillance-Broadcast data integration, conflict detection, and alerting; and 4) a synthetic vision display using a fully-integrated National Aeronautics and Space Administration geobrowser for three dimensional graphical representations for ownship and air traffic situational awareness. The flight-test objectives were to evaluate the performance of Automatic Dependent Surveillance-Broadcast Detect and Avoid collision avoidance technology as installed on two small unmanned aircraft systems. In December 2016, four flight tests were conducted at Edwards Air Force Base. Researchers in the ground control station looking at displays were able to verify the Automatic Dependent Surveillance-Broadcast target detection and collision avoidance resolutions.

Personal Communications and Digital Audio Broadcasting are two new services that the European Space Agency (ESA) is investigating for future European and Global Mobile Satellite systems. ESA is active in promoting these services in their various mission options including non-geostationary and geostationary satellite systems. A Medium Altitude Global Satellite System (MAGSS) for global personal communications at L and S-band, and a Multiregional Highly inclined Elliptical Orbit (M-HEO) system for multiregional digital audio broadcasting at L-band are described. Both systems are being investigated by ESA in the context of future programs, such as Archimedes, which are intended to demonstrate the new services and to develop the technology for future non-geostationary mobile communication and broadcasting satellites.

Inside the education system, the need to include astronomy as an innovative element in curricula has become obvious. Alcohol marketing in televised international football: frequency analysis.

Alcohol marketing includes sponsorship of individuals, organisations and sporting events. Football (soccer) is one of the most popular spectator sports worldwide. No previous studies have quantified the frequency of alcohol marketing in a high profile international football tournament. The aims were to determine: the frequency and nature of visual references to alcohol in a representative sample of EURO2012 matches broadcast in the UK; and if frequency or nature varied between matches broadcast on public service and commercial channels, or between matches that did and did not feature England. Eight matches selected by stratified random sampling were recorded. All visual references to alcohol were identified using a tool with high inter-rater reliability. 1846 visual references to alcohol were identified over 1487 minutes of broadcast--an average of 1.24 references per minute. The mean number of references per minute was higher in matches that did vs did not feature England (p = 0.004), but did not differ between matches broadcast on public service vs commercial channels (p = 0.92). The frequency of visual references to alcohol was universally high and higher in matches featuring the only UK home team--England--suggesting that there may be targeting of particularly highly viewed matches. References were embedded in broadcasts, and not particular to commercial channels including paid-for advertising. New UK codes-of-conduct on alcohol marketing at sporting events will not reduce the level of marketing reported here.

The transition to broadcast digital television(DTV) will provide new television services and the improved picture quality of 'high definition television'. It will also allow some portions of the radiofrequency spectrum used for broadcasting to be returned for public safety and commercial uses. The Congress set December 2006 as the target date for completing the DTV transition and turning the analog broadcast signals. However, this date can be extended if fewer than 85 percent of households in a market are able to receive the digital signals. GAO (General Accounting Office) was asked to assess issues related to the DTV transition.

A review is presented of the current television broadcasting situation in European countries, which involves a varied mix of terrestrial VHF or UHF systems and cable networks. A small market has emerged in Europe for receivers using the low-power telecommunications satellite transmission between the program providers and cable network companies. This is expected to change with the launch of medium-power pan-European telecommunication satellites (e.g. ASTRA, EUTELSAT II), which are now directly addressing the market of home reception. DBS (direct broadcast satellite) in the UK, using the D-MAC transmission standard, will offer three additional television channels, data broadcasting services, and a planned evolution to compatible forms of wide-screen, high-definition television. Comments are given on receiver and conditional access system standardization. Some views are expressed on satellite broadcasting as part of an overall broadcasting framework for the future.

The aim of the study was to assess the extent to which members of the UK general public perceive television alcohol advertisements to comply with the regulatory code governing these: the Advertising Standards Authority Code of Broadcast Advertising (BCAP Code). The Code provides a general principle and 16 rules to prevent such adverts implying, condoning or encouraging immoderate, irresponsible or anti-social drinking. Quota sample of 373 adults, representative of the UK population aged 18-74 years in terms of age and gender, were recruited at a train station. Participants were shown one of seven advertisements that had been broadcast in the previous month on the two leading commercial television channels, and then completed a questionnaire with 40 statements representing the BCAP Code rules. Overall, 75% of the participants rated the advertisements as breaching at least one rule from the BCAP Code. Breaches were observed for all the seven advertisements, ranging from 49 to 91% non-compliant. Rules regarding alcohol being presented as contributing to popularity or confidence, and implying that alcohol is capable of changing mood, physical condition, behaviour, or as nourishment, were seen as being breached by over 50% of participants. A clear majority of the UK general public perceive alcohol advertisements to breach the BCAP Code, suggesting that the current regulatory system for UK television alcohol advertisements is inadequate. © The Author 2014. Complementary satellite sound broadcasting systems: A NASA assessment for the Voice of America

Satellite concepts are examined which offer potentially significant sound broadcast coverage of audio as a complement to VOA's existing and planned terrestrial sound broadcasting system. HF bands are emphasized but additional discussion is included for systems using higher frequencies. Low altitude satellites, shuttle altitude (275 km) and sun synchronous (about 1600 to 1800 km), would not be practical for international broadcasting since many satellites would be required for reliable and widespread coverage. Two concepts are discussed which would offer significant and practical broadcast coverage at HF. One, an 8-hr posigrade equatorial orbit, would offer about 1 hr of widespread, twice daily, coverage to three areas of the globe. The time of coverage is even greater when confined to densely populated areas only (2 to 3 hrs). Another orbit, the Apogee at Constant Time/Equatorial (ACE), provides the same coverage, but only once daily to each area. The latter orbit is highly elliptical, allowing insertion of a greater payload (more broadcast channels) with the existing launch capability. The ACE and 8-hr orbit concepts led to systems of about equal costs, with the ACE being slightly better.

Satellite voice broadcast system study, volume 2

This study investigates the feasibility of providing Voice of America (VOA) broadcasts by satellite relay, rather than via terrestrial relay stations. Satellite voice broadcast systems are described for three different frequency bands: HF (26 MHz), VHF (68 MHz), and L-band (1.5 GHz). The geographical areas of interest at HF and L-band include all major land masses worldwide with the exception of the U.S., Canada, and Australia. Geostationary satellite configurations are considered for both frequency bands. In addition, a system of subsynchronous, circular satellites with an orbit period of 8 hours is developed for the HF band. VHF broadcasts, which are confined to the Soviet Union, are provied by a system of Molniya satellites. Satellites intended for HF or VHF broadcastinbg are extremely large and heavy. Satellite designs presented here are limited in size and weight to the capability of the STS/Centaur launch vehicle combination. Even so, at HF it would take 47 geostationary satellites or 20 satellites in 8-hour orbits to fully satisfy the voice-channel requirements of the broadcast schedule provided by VOA. On the other hand, three Molniya satellites suffice for the geographically restricted schedule at VHF. At L-band, only four geostationary satellites are needed to meet the requirements of the complete broadcast schedule. Moreover, these satellites are comparable in size and weight to current satellites designed for direct broadcast of video program material.

Alcohol marketing in televised international football: frequency analysis

Background Alcohol marketing includes sponsorship of individuals, organisations and sporting events. Football (soccer) is one of the most popular spectator sports worldwide. No previous studies have quantified the frequency of alcohol marketing in a high profile international football tournament. The aims were to determine: the frequency and nature of visual references to alcohol in a representative sample of EURO2012 matches broadcast in the UK; and if frequency or nature varied between matches broadcast on public service and commercial channels, or between matches that did and did not feature England. Methods Eight matches selected by stratified random sampling were recorded. All visual references to alcohol were identified using a tool with high inter-rater reliability. Results 1846 visual references to alcohol were identified over 1487 minutes of broadcast - an average of 1.24 references per minute. The mean number of references per minute was higher in matches that did vs did not feature England (p = 0.004), but did not differ between matches broadcast on public service vs commercial channels (p = 0.92). Conclusions The frequency of visual references to alcohol was universally high and higher in matches featuring the only UK home team - England - suggesting that there may be targeting of particularly highly viewed matches. References were embedded in broadcasts, and not particular to commercial channels including paid-for advertising. New UK codes-of-conduct on alcohol marketing at sporting events will not reduce the level of marketing reported here. PMID:24885718

3-DTV research and development in Europe

An overview on the state of the art of 3-DTV in Europe is given, and the new European Co- operation in the Field of Scientific and Technical Research (COST) project and its objectives are described. The paper starts with a report on 3-DTV broadcast transmissions in 1982 using the simple anaglyph technique, which in many European countries found enthusiastic public interest. Following that, in three international audio and video fairs in 1983, 1985, and 1987 in Berlin, presentations of a high-quality two-channel 3-DTV system using large screen projection, showing professionally produced demonstration programs, attracted about 50,000 visitors. Meanwhile, several 3-DTV activities for advertising, information, and special applications such as medical imaging are to be found. In the broadcast domain, research and development aim to transmit 3-DTV within a high-definition TV channel.

A Target Advertisement System Based on TV Viewer's Profile Reasoning

With the rapidly growing Internet, the Internet broadcasting and web casting service have been one of the well-known services. Specially, it is expected that the IPTV service will be one of the principal services in the broadband network [2]. However, the current broadcasting environment is served for the general public and requires the passive attitude to consume the TV programs. For the advanced broadcasting environments, various research of the personalized broadcasting is needed. For example, the current unidirectional advertisement provides to the TV viewers the advertisement contents, depending on the popularity of TV programs, the viewing rates, the age groups of TV viewers, and the time bands of the TV programs being broadcast. It is not an efficient way to provide the useful information to the TV viewers from customization perspective. If a TV viewer does not need particular advertisement contents, then information may be wasteful to the TV viewer. Therefore, it is expected that the target advertisement service will be one of the important services in the personalized broadcasting environments. The current research in the area of the target advertisement classifies the TV viewers into clustered groups who have similar preference. The digital TV collaborative filtering estimates the user's favourite advertisement contents by using the usage history [1, 4, 5]. In these studies, the TV viewers are required to provide their profile information such as the gender, job, and ages to the service providers via a PC or Set-Top Box (STB) which is connected to digital TV. Based on explicit information, the advertisement contents are provided to the TV viewers in a customized way with tailored advertisement contents. However, the TV viewers may dislike exposing to the service providers their private information because of the misuse of it. In this case, it is difficult to provide appropriate target advertisement service.

Studies are underway at JPL in the emerging area of Satellite Sound Broadcast Service (SSBS) for direct reception by low cost portable, semi portable, mobile and fixed radio receivers. This paper addresses the portable reception of digital broadcasting of monophonic audio with source material band limited to 5 KHz (source audio comparable to commercial AM broadcasting). The proposed system provides transmission robustness, uniformity of performance over the coverage area and excellent frequency reuse. Propagation problems associated with indoor portable reception are considered in detail and innovative antenna concepts are suggested to mitigate these problems. It is shown that, with the marriage of proper technologies a single medium power satellite can provide substantial direct satellite audio broadcast capability to CONUS in UHF or L Bands, for high quality portable indoor reception by low cost radio receivers.

Methods are developed and used to predict satellite weight, volume, and RF performance for the various concepts considered. An optimal broadcasting scheme under the presence of secondary content (i.e. advertisements) is proposed. The proposed scheme works both for movies encoded in a Constant Bit Rate (CBR) or a Variable Bit Rate (VBR) format. It is shown experimentally that secondary content in movies can make Video-on-Demand (VoD) broadcasting systems more efficient. An efficient algorithm is given to compute the optimal broadcasting schedule with secondary content, which in particular significantly improves over the best previously known algorithm for computing the optimal broadcasting schedule without secondary content.

As a global influenza pandemic appears imminent with the spread of avian influenza, the California Department of Health Services (CDHS) and the California Distance Learning Health Network (CDLHN) presented a live 90-min satellite broadcast and subsequent 2-hr small group problem-solving tabletop exercise to practice interventions needed to minimize the consequences of a pandemic event. Public health nurses (PHNs), managers, and other staff in laboratories, clinical care, veterinary medicine, environmental health, public information and safety, emergency management, and transportation down linked the program, broadcast by satellite from the CDHS Richmond Laboratory Campus, to view on-site locally. PHNs represented the professional category with the highest number of participants for those conducting the program outside of California. For those in California, PHNs represented the professional category with the second highest number of participants. Participants and distance-learning facilitators completed a training evaluation survey. Continuing education credits were provided by the Centers for Disease Control and Prevention to participants who completed the satellite broadcast evaluation. This distance-learning-by-satellite method of education paired with an activities-based tabletop exercise, and a focus on local rather than State-based responsibility, marks an innovative method of training PHNs and other staff in emergency preparedness response.

Crisis communication is seen as an integrated and essential part of disaster management measures. After Typhoon Haiyan (Yolanda) in the Philippines 2013, radio was used to broadcast information to the affected community. The aim of this study was to describe how disaster radio was used to communicate vital messages and health-related information to the public in one affected region after Typhoon Haiyan. Mixed-methods analysis using qualitative content analysis and descriptive statistics was used to analyze 2587 logged radio log files. Radio was used to give general information and to demonstrate the capability of officials to manage the situation, to encourage, to promote recovery and foster a sense of hope, and to give practical advice and encourage self-activity. The content and focus of the messages changed over time. Encouraging messages were the most frequently broadcast messages. Health-related messages were a minor part of all information broadcast and gaps in the broadcast over time were found. Disaster radio can serve as a transmitter of vital messages including health-related information and psychological support in disaster areas. The present study indicated the potential for increased use. The perception, impact, and use of disaster radio need to be further evaluated. Disclosed is a mechanism on receiving processors in a parallel computing system for providing order to data packets received from a broadcast call and to distinguish data packets received at nodes from several incoming asynchronous broadcast messages where header space is limited. In the present invention, processors at lower leafs of a tree do not need to obtain a broadcast message by directly accessing the data in a root processor's buffer. Instead, each subsequent intermediate node's rank id information is squeezed into the software header of packet headers. At the time of the cigarette broadcast advertising ban, which took effect in 1971, cigarette manufacturers rapidly shifted advertising expenditures from the broadcast media to the print media. In the last year of broadcast advertising and the first year of the ban, cigarette ad expenditures in a sample of major national magazines increased by 49 and then 131 percent in constant dollars. From an 11-year period preceding the ban to an 11-year period following it, these magazines decreased their coverage of smoking and health by 65 percent, an amount that is statistically significantly greater than decreases found in magazines that did not carry cigarette ads and in two major newspapers. This finding adds to evidence that media dependent on cigarette advertising have restricted their coverage of smoking and health. This may have significant implications for public health, as well as raising obvious concerns about the integrity of the profession of journalism.

Televised alcohol advertisements in the United Kingdom must abide by the Broadcast Committee of Advertising Practice Code, which provides guidelines concerning advertisements not implying, condoning or encouraging immoderate, irresponsible or antisocial drinking. Previously, 75 per cent of 373 general public respondents were shown one of seven advertisements rated a breach of at least one guideline. This study assessed whether experts in marketing ( n = 25) and alcohol treatment/public health ( n = 25) perceived the same seven television alcohol advertisements as complying with the Broadcast Committee of Advertising Practice Code. Overall, 83 per cent of advertisements were rated as breaching at least one guideline. This provides further proof that self-regulatory alcohol guidelines are not fit for purpose.

For TV meteorologists talking about uncertainty in a two-minute forecast can be a real challenge. It can quickly open the way to viewer confusion. TV meteorologists understand the uncertainties of short term weather models and have different methods to convey the degrees of confidence to the viewing public. Visual examples are seen in the 7-day forecasts and the hurricane track forecasts. But does the public really understand a 60 percent chance of rain or the hurricane cone? Communication of climate model uncertainty is even more daunting. The viewing public can quickly switch to denial of solid science. A short review of the latest national survey of TV meteorologists by George Mason University and lessons learned from a series of climate change workshops with TV broadcasters provide valuable insights into effectively using visualizations and invoking multimedia-learning theories in weather forecasts to improve public understanding of climate change.

To analyze the content of television food advertising on Brazilian 'free-to-air' broadcast stations during children's programming. This is a descriptive study which evaluated the content of food advertising between 08:00 a.m. and 06:00 p.m. on three Brazilian 'free-to-air' broadcast stations (A, B and C). Data collection was performed during 10 week days and weekends. Food advertising was organized according to the food group classification from the Food Guide for the Brazilian Population. The annual exposure to food advertising was obtained considering the national children average exposure to television of five daily hours. The χ2 and Fisher's exact test were conducted in order to identify differences in the content of television advertising in the morning and in the afternoon and between broadcast stations. One hundred and twenty six hours of programming were recorded, totalizing 1,369 commercials - 13.8% of food. There was major participation of 'sugars and sweets' (48.1%) and 'oils and fats' (29.1%) among food advertising and much food publicity in the afternoon (15.7%; morning: 12.2%, p = 0.037). Moreover, the broadcast with more audience was the one that advertised more food (A: 63.5%; B: 12.2%; C: 24.3%), especially 'sugar and sweets' (A: 59.2%; B: 43.5%; C: 21.7%). Finally, an annual average exposure to 2,735.5 commercials was obtained for Brazilian children, totalizing 2,106.3 of food rich in sugar and fat publicity. Food advertising is focused on poor nutritionally food, emphasizing the need for specific intervention strategies.

Doug Hill, chief meteorologist for WJLA-TV in Washington, D.C., recalled the broadcast news coverage of two supercell thunderstorms that swept through the region on September 24, producing three tornadoes and causing two fatalities. Hill said that only one local radio station which airs his forecasts activated the federal emergency alert system to immediately notify the public about the tornadoes, and added that there should be some changes in requirements. “Somehow, broadcast stations have to get the idea that these warnings and requests to activate [the alerts] are not done [just] for fun,” he said.Hill was among several experts appearing at an October 11 congressional hearing, “Weatherproofing the U.S.: Are We Prepared for Severe Storms?” The hearing, which was held by the U.S. House of Representatives' Science Committee, included testimony about the nation's emergency preparedness in dealing with several types of severe weather: tornadoes, hurricanes, and wind storms.

Downlink Cooperative Broadcast Transmission Based on Superposition Coding in a Relaying System for Future Wireless Sensor Networks.

This study investigates the superiority of cooperative broadcast transmission over traditional orthogonal schemes when applied in a downlink relaying broadcast channel (RBC). Two proposed cooperative broadcast transmission protocols, one with an amplify-and-forward (AF) relay, and the other with a repetition-based decode-and-forward (DF) relay, are investigated. By utilizing superposition coding (SupC), the source and the relay transmit the private user messages simultaneously instead of sequentially as in traditional orthogonal schemes, which means the channel resources are reused and an increased channel degree of freedom is available to each user, hence the half-duplex penalty of relaying is alleviated. To facilitate a performance evaluation, theoretical outage probability expressions of the two broadcast transmission schemes are developed, based on which, we investigate the minimum total power consumption of each scheme for a given traffic requirement by numerical simulation. The results provide details on the overall system performance and fruitful insights on the essential characteristics of cooperative broadcast transmission in RBCs. It is observed that better overall outage performances and considerable power gains can be obtained by utilizing cooperative broadcast transmissions compared to traditional orthogonal schemes.

As the digitization is integrated into daily life, media including video and audio are heavily transferred over the Internet nowadays. Voice-over-Internet Protocol (VoIP), the most popular and mature technology, becomes the focus attracting many researches and investments. However, most of the existing studies focused on a one-to-one communication model in a homogeneous network, instead of one-to-many broadcasting model among diverse embedded devices in a heterogeneous network. In this paper, we present the implementation of a VoIP broadcasting service on the open source-Linphone-in a heterogeneous network environment, including WiFi, 3G, and LAN networks. The proposed system featuring VoIP broadcasting over heterogeneous networks can be integrated with heterogeneous agile devices, such as embedded devices or mobile phones. VoIP broadcasting over heterogeneous networks can be integrated into modern smartphones or other embedded devices; thus when users run in a traditional AM/FM signal unreachable area, they still can receive the broadcast voice through the IP network. Also, comprehensive evaluations are conducted to verify the effectiveness of the proposed implementation.

Climate Matters: Increasing Climate Literacy Through Broadcast Meteorologists

Broadcast meteorologists are among the most trusted members of the media landscape and they have a unique opportunity to reach the broad public with information about climate change. A recent survey by Maibach, et al. (2015) has shown that more than 90% of TV weathercasters think that their audience is at least somewhat interested in learning about the local impacts of climate change and 7 in 10 think that it is appropriate for them to report the science of climate change to their audience. But about half of these TV weathercasters have experienced obstacles to reporting climate change - citing lack of time to research and produce material, in addition to lack of access to appropriate visuals/graphics and access to trusted scientific information. Climate Matters is an NSF funded program that partners with broadcast meteorologists to deliver scientifically sound climate change information to the public that is local and relevant. A team of climate scientists, meteorologists, data analysts, journalists, and multimedia artists analyze and prepare content on a weekly basis so that it may be readily included in a broadcast weather segment, online or during community outreach. The program started as a pilot project with just one meteorologist in 2010 before Climate Central launched a full-time, nationwide program in 2012. Since then, Climate Matters has grown to include over 250 meteorologists strong and in more than 100 markets across the country, including Spanish language TV stations.

An initial evaluation of a TDMA satellite broadcast architecture with an integrated ground network is proposed in this study as one option for the Aeronautical Telecommunications Network (ATN). The architecture proposed consists of a ground based network that is dedicated to the reception and transmissions of Automatic Dependent Surveillance Broadcast (ADS-B) messages from Mode-S or UAT type systems, along with tracks from primary and secondary surveillance radars. Additionally, the ground network could contain VHF Digital Link Mode 2, 3 or 4 transceivers for the reception and transmissions of Controller-Pilot Data Link Communications (CPDLC) messages and for voice. The second part of the ATN network consists of a broadcast satellite based system that is mainly dedicated for the transmission of surveillance data as well as En-route Flight Information Service Broadcast (FIS-B) to all aircraft. The system proposed integrates those two network to provide a nation wide comprehensive service utilizing near term or existing technologies and hence keeping the economic factor in prospective. The next few sections include a background introduction, the ground subnetwork, the satellite subnetwork, modeling and simulations, and conclusion and recommendations.

Retrospective content analysis of the 1342-page Health Security Act of 1993, the printed text of President Clinton's speech before Congress on September 22, 1993, and a sample of local television news stories on health system reform broadcast during the week of September 19 through 25, 1993. The state of California. During the week, 316 television news stories on health system reform were aired during the 166 local news broadcasts sampled. Health system reform was the second most frequently reported topic, second to stories on violent crime. News stories on health system reform averaged 1 minute 38 seconds in length, compared with 57 seconds for violent crime. Fifty-seven percent of the local news stories focused on interest group politics. Compared with the content of the Health Security Act, local news broadcasts devoted a significantly greater portion of their stories to financing, eligibility, and preventive services. Local news stories gave significantly less attention to cost-saving mechanisms, long-term care benefits, and changes in Medicare and Medicaid, and less than 2% of stories mentioned quality assurance mechanisms, malpractice reform, or new public health initiatives. Of the 316 televised news stories, 53 reported on the president's speech, covering many of the same topics emphasized in the speech (financing, organization and administration, and eligibility) and de-emphasizing many of the same topics (Medicare and Medicaid, quality assurance, and malpractice reform). Two percent of the president's speech covered partisan politics; 45% of the local news stories on the speech featured challenges from partisan politicians. Although health system reform was the focus of a large number of local television news stories during the week, in-depth explanation was scarce. In general, the news stories provided superficial coverage framed largely in terms of the risks and costs of reform to specific stakeholders.

Counter-Based Broadcast Scheme Considering Reachability, Network Density, and Energy Efficiency for Wireless Sensor Networks.

A wireless sensor network (WSN) is emerging as an innovative method for gathering information that will significantly improve the reliability and efficiency of infrastructure systems. Broadcast is a common method to disseminate information in WSNs. A variety of counter-based broadcast schemes have been proposed to mitigate the broadcast-storm problems, using the count threshold value and a random access delay. However, because of the limited propagation of the broadcast-message, there exists a trade-off in a sense that redundant retransmissions of the broadcast-message become low and energy efficiency of a node is enhanced, but reachability become low. Therefore, it is necessary to study an efficient counter-based broadcast scheme that can dynamically adjust the random access delay and count threshold value to ensure high reachability, low redundant of broadcast-messages, and low energy consumption of nodes. Thus, in this paper, we first measure the additional coverage provided by a node that receives the same broadcast-message from two neighbor nodes, in order to achieve high reachability with low redundant retransmissions of broadcast-messages. Second, we propose a new counter-based broadcast scheme considering the size of the additional coverage area, distance between the node and the broadcasting node, remaining battery of the node, and variations of the node density. Finally, we evaluate performance of the proposed scheme compared with the existing counter-based broadcast schemes. Simulation results show that the proposed scheme outperforms the existing schemes in terms of saved rebroadcasts, reachability, and total energy consumption.

Weaving latino cultural concepts into Preparedness Core Competency training.

The New York • New Jersey Preparedness and Emergency Response Learning Center (NY•NJ PERLC) is one of 14 Centers funded by the Centers for Disease Control and Prevention designed to address the preparedness and response training and education needs of the public health workforce. One of the important niches, or focus areas for the Center, is training to improve the capacity of public health workers to respond with competence to the needs of vulnerable populations. During every phase of a disaster, racial and ethnic minorities, including Latinos, suffer worse outcomes than the general population. Communities with diverse cultural origins and limited English speakers often present more complex issues during public health emergencies. Training that incorporates cultural concepts into the Preparedness Core Competencies may improve the ability of public health workers to engage the Latino community in preparedness activities and ultimately improve outcomes during disasters. This article describes initiatives undertaken by the NY•NJ PERLC to improve the capacity of the public health workforce to respond competently to the needs of Latino populations. In 2012, the Center collaborated with national, state, and local partners to develop a nationwide broadcast founded on the Preparedness Core Competencies, Latinos During Emergencies: Cultural Considerations Impacting Disaster Preparedness. The widely viewed broadcast (497 sites in 47 states and 13 nations) highlighted the commonalities and differences within Latino culture that can impact emergency preparedness and response and outlined practical strategies to enhance participation. The success of the broadcast spurred a number of partner requests for training and technical assistance. Lessons learned from these experiences, including our "undercover" work at local Points of Dispensing, are incorporated into subsequent interactive trainings to improve the competency of public health workers. Participants recommended developing similar training addressing cultural differences, especially for other ethnic groups.

Mobile broadcast service is one of the emerging most important new services in 3G networks. To better operate and manage mobile broadcast services, mobile broadcast business management system (MBBMS) should be designed and developed. Such a system, with its distributed nature, complicated XML data and security mechanism, faces many challenges in testing technology. In this paper, we study the conformance testing methodology of MBBMS, and design and implement a MBBMS protocol conformance testing tool based on TTCN-3, a standardized test description language that can be used in black-box testing of reactive and distributed system. In this methodology and testing tool, we present a semi-automatic XML test data generation method of TTCN-3 test suite and use HMSC model to help the design of test suite. In addition, we also propose an integrated testing method for hierarchical MBBMS security architecture. This testing tool has been used in industrial level’s testing.

Since the deployment of the first Digital Broadcasting Satellite Systems, European satellite operators and service providers have been faced with the continuously increasing demand for Digital Broadcasting Services. Their success is built on the availability of the MPEG and DVB standards. Undoubtedly, conventional digital television broadcasting is today the `Killer' application. Various service providers already offer multimedia applications through DVB-S systems based upon the `Push' technology. Although these services do not currently represent the core business for broadcasting satellite operators, their percentage is increasing. `Push' technology services include Data Carousel, Webcasting, Turbo Internet, File casting and so on. Such technology can support the implementation of different emerging multimedia services scenarios from Newsgroups, Network collaborative learning, and tele-medicine, to others that may be invented in the near future. The penetration rate of multi-channel television reception is still increasing. Broadcasting satellites benefit both from the development of new, more segmented and sophisticated offers and from the development of Internet services. Satellite is likely to enter these new markets at different levels of the value chain: Even if the satellite has demonstrated its capacity to fully serve the television, combinations with other networks may be necessary to address the new markets: at the consumer premises, Internet-related services will require a return path; at the backbone level, satellite becomes a component of a full telecommunications solution. In the pervasive computing environment using smart devices equipped with various sensors, a wireless data broadcasting system for spatial data items is a natural way to efficiently provide a location dependent information service, regardless of the number of clients. A non-flat wireless broadcast system can support the clients in accessing quickly their preferred data items by disseminating the preferred data items more frequently than regular data on the wireless channel. To efficiently support the processing of spatial window queries in a non-flat wireless data broadcasting system, we propose a distributed air index based on a maximum boundary rectangle (MaxBR) over grid-cells (abbreviated DAIM), which uses MaxBRs for filtering out hot data items on the wireless channel. Unlike the existing index that repeats regular data items in close proximity to hot items at same frequency as hot data items in a broadcast cycle, DAIM makes it possible to repeat only hot data items in a cycle and reduces the length of the broadcast cycle. Consequently, DAIM helps the clients access the desired items quickly, improves the access time, and reduces energy consumption. In addition, a MaxBR helps the clients decide whether they have to access regular data items or not. Simulation studies show the proposed DAIM outperforms existing schemes with respect to the access time and energy consumption.

The National Environmental Education and Training Organization (NEETF) published a report in 2005 that summarized the findings of ten years of NEETF and Roper Research. The report stated, "Our years of data from Roper surveys show a persistent pattern of environmental ignorance even among the most educated and influential members of society." Market research has also shown that 80% of television viewers list the weather as the primary reason for watching the local news. Broadcast meteorologists, with a broader understanding of environmental and related sciences have an opportunity to use their weathercasts to inform the public about the environment and the factors that influence environmental health. As "station scientists," broadcast meteorologists can use the weather, and people's connection to it, to broaden their understanding of the environment they live in. Weather and watershed conditions associated with flooding and drought have major human and environmental impacts. Increasing the awareness of the general public about basic aspects of the hydrologic landscape can be an important part of mitigating the adverse effects of too much or too little precipitation, and of protecting the environment as well. The concept of a watershed as a person's natural neighborhood is a very important one for understanding hydrologic and environmental issues. Everyone lives in a watershed, and the health of a watershed is the result of the interplay between weather and human activity. This paper describes an online course to give broadcast meteorologists a basic understanding of watersheds and how watersheds are impacted by weather. It discusses how to convey watershed science to a media- savvy audience as well as how to model the communication of watershed and hydrologic concepts to the public. The course uses a narrative, story-like style to present its content. It is organized into six short units of instruction, each approximately 20 minutes in duration. Each unit is divided into 6-8 learning objects (independent elements of instruction.) This approach makes the course easily accessible to the broadcast meteorologists and provides them with short, reusable chunks of content to use on-the-air or in educational presentations in their communities.

Perceptual video quality comparison of 3DTV broadcasting using multimode service systems

Multimode service (MMS) systems allow broadcasters to provide multichannel services using a single HD channel. Using these systems, it is possible to provide 3DTV programs that can be watched either in three-dimensional (3-D) or two-dimensional (2-D) modes with backward compatibility. In the MMS system for 3DTV broadcasting using the Advanced Television Systems Committee standards, the left and the right views are encoded using MPEG-2 and H.264, respectively, and then transmitted using a dual HD streaming format. The left view, encoded using MPEG-2, assures 2-D backward compatibility while the right view, encoded using H.264, can be optionally combined with the left view to generate stereoscopic 3-D views. We analyze 2-D and 3-D perceptual quality when using the MMS system by comparing items in the frame-compatible format (top-bottom), which is a conventional transmission scheme for 3-D broadcasting. We performed perceptual 2-D and 3-D video quality evaluation assuming 3DTV programs are encoded using the MMS system and top-bottom format. The results show that MMS systems can be preferable with regard to perceptual 2-D and 3-D quality and backward compatibility.

To examine the extent and nature of food television advertising directed at children in Spain using an international food-based system and the United Kingdom nutrient profile model (UKNPM). Cross-sectional study of advertisements of food and drinks shown on five television channels over 7 days in 2012 (8am-midnight). Showing time and duration of each advertisement was recorded. Advertisements were classified as core (nutrient-rich/calorie-low products), non-core, or miscellaneous based on the international system, and either healthy/less healthy, i.e., high in saturated fats, trans-fatty acids, salt, or free sugars (HFSS), according to UKNPM. The food industry accounted for 23.7% of the advertisements (4212 out of 17,722) with 7.5 advertisements per hour of broadcasting. The international food-based coding system classified 60.2% of adverts as non-core, and UKNPM classified 64.0% as HFSS. Up to 31.5% of core, 86.8% of non-core, and 8.3% of miscellaneous advertisements were for HFSS products. The percentage of advertisements for HFSS products was higher during reinforced protected viewing times (69.0%), on weekends (71.1%), on channels of particular appeal to children and teenagers (67.8%), and on broadcasts regulated by the Spanish Code of self-regulation of the advertising of food products directed at children (70.7%). Both schemes identified that a majority of foods advertised were unhealthy, although some classification differences between the two systems are important to consider. The food advertising Code is not limiting Spanish children's exposure to advertisements for HFSS products, which were more frequent on Code-regulated broadcasts and during reinforced protected viewing time. This new service is characterized by digital transmission at data rates up to 256 kb/s from satellites in geostationary orbit to small, low-cost, mobile and portable receivers. The satellite sound broadcasting service is a logical step beyond navigation satellite service, such as that provided by the GPS Navstar system. The mass market appeal of satellite sound broadcasting in the area of lightsat technology and low-cost digital radios has greatly facilitated the financing of this type of space service.

The film was made at the instigation of Robinson, a writer and editor, and covers the last twenty-two months of her life from the diagnosis of incurable ovarian cancer to her graveside funeral service. Towers praises the film-makers for their empathetic and sensitive handling of a difficult subject, and recommends that the film be made available for teaching purposes.

This paper presents results of a continuing interdisciplinary study of the potential applications of Fixed- and Broadcast-Satellites for educational information transfer in the United States for the period 1975-1985. The status of U.S. education is examined and needs, trends and issues are discussed. The existing educational telecommunications infrastructure is examined and opportunities for satellite services are defined. Potential uses include networking of educational institutions and service centers for delivery of public and instructional television, computer-aided instruction, computing and information resources to regions and groups not now adequately served. Systems alternatives and some of the organizational and economic issues inherent in the deployment of an educational satellite system are discussed.-

Satellite Sound Broadcasting is an attractive satellite application. Before regulatory decisions can be made in 1992, the propagation effects encountered have to be characterized. The Electrical Engineering Research Laboratory has nearly completed a system which will allow amplitude measurements to be made over 10 MHz bandwidths in the 800 to 1800 MHz frequency range. The system uses transmission from a transportable tower, and reception inside buildings or in the shadow of trees or utility poles. The goal is to derive propagation models for use by systems engineers who are about to design satellite broadcast systems. The advance of fiber-optics technology has helped to focus future development of satellite services into areas where satellites are uniquely competitive. One of these preferred satellite applications is the broadcasting of high-quality sound for stationary or mobile reception by listeners using low-cost, consumer-grade receivers. Before such services can be provided, however, the political hurdles of spectrum allocation have to be surmounted and the technical questions of standardization for world-wide compatibility have to be resolved. In order to arrive at an optimal system design, efficient in the use of our scarce spectral resources, affordable both to the broadcaster and the listener, and providing predictable performance, the propagation effects to which the service is subjected have to be characterized. Consequently, the objective of the research project is to make basic propagation measurements for direct Satellite Sound Broadcasting Service (SSBS). The data obtained should allow the development of propagation models to be used by communications engineers designing the operational systems. Such models shall describe the effects of shadowing and multipath propagation on SSBS receivers operating in a specified environment, such as inside commercial or residential buildings of various construction and also in the shadow of trees or utility poles as might be encountered by transporting or mobile listeners.

The Personal Localized Alert Network (PLAN), aka Commercial Mobile Alert System (CMAS), is readying for roll out and will be broadcasting emergency public alerts to millions of cell phones by the middle of 2012. Learn how the National Weather Serivce (NWS) is supplying PLAN with geo-referenced weather alert information in the industry standard Common Alerting Protocol (CAP) format and how you can access this same information for integration with mobile devices, other consumer electronics, and decision support systems. Information will also be provided on the NWS' new collaborative venue that encourages wide participation in the evolution and use of NWS CAP alerts in a variety of applications.
