    On June 15, the FERC dismissed a motion by the Puerto Rico Electric Power Authority (PREPA) to intervene to challenge the filing of Merck, Sharp and Dohme Quimica De Puerto Rico, Inc. (Merck), for qualifying status under PURPA. (Docket QF 84-188). The FERC's reason for dismissing the motion for intervention was that the Merck submission was not a true application for certification, but rather, merely a notice that the proposed facility would in fact be a qualifying facility. Under FERC rules, a qualifying cogenerator or small power producer may follow either of two procedures: (1) an application procedure, under whichmore » the FERC will rule on whether a particular facility is a qualifying facility, or (2) a notification procedure, under which FERC does not rule. The application is a voluntary, optional procedure, provided by FERC for situations in which a potential qualifying facility requires affirmative certification, typically for financing purposes. Otherwise, merely filing a notification is sufficient for a qualifying facility to be able to take advantage of the benefits of PURPA.« less

    The SIRTF Science Center's (SSC) Science Operations System (SOS) has to contend with nearly one hundred critical operations files via comprehensive file management services. The management is accomplished via the registered file system (otherwise known as TFS) which manages these files in a registered file repository composed of a virtual file system accessible via a TFS server and a file registration database. The TFS server provides controlled, reliable, and secure file transfer and storage by registering all file transactions and meta-data in the file registration database. An API is provided for application programs to communicate with TFS servers and the repository. A command line client implementing this API has been developed as a client tool. This paper describes the architecture, current implementation, but more importantly, the evolution of these services based on evolving community use cases and emerging information system technology.

    Socket welds are easier and faster to make than are butt welds. However, they are often not used in nuclear facilities because the crevices between the pipes and the socket sleeves may be subject to crevice corrosion. If socket welds can be qualified for wider use in facilities that process nuclear materials, the radiation exposures to welders can be significantly reduced. The current tests at the Idaho Chemical Processing Plant (ICPP) are designed to determine if socket welds can be qualified for use in the waste processing system at a nuclear fuel processing plant.

Through the Geospatial Data Download Service, the public is now able to download the EPA Geodata shapefile containing facility and site information from EPA's national program systems.     of research. A descriptive statistical method of data analysis was used in this study. Findings revealed that newly qualified registered nurses were not competent. The highest score obtained was 51% and the lowest score was 22% with an average score of 34.05%. The results concerning the implementation of the phases of the nursing process indicated that participants were fairly competent in terms of knowledge, skills, attitudes and values of assessment. Participants had very little knowledge of nursing diagnosis and were not competent on the skills of diagnosis. Participants lacked basic knowledge, skills, attitudes and values of the nursing process. They lacked critical thinking skills in their approach to providing quality patient care. The recommendations of the study relate to improving the system of clinical accompaniment, reviewing the clinical facilities where learners are allocated, reviewing the implementation of the curriculum, the methods of teaching and the quality assurance mechanisms that are in place. Further research is recommended on competence of newly qualified registered nurses at other nursing colleges or similar context.

    To make them more responsive to their community’s needs, federally qualified health centers (FQHCs) are required to have a governing board comprised of at least 51% consumers. However, the extent to which consumer board members actually resemble the typical FQHC patient has not been assessed, which according to the political science literature on representation may influence the board’s ability to represent the community. This mixed-methods study uses four years of data from the Health Resources and Services Administration, combined with Uniform Data System, Bureau of Labor Statistics, and Area Resource File data to describe and identify factors associated with the composition of FQHC governing boards. Board members are classified into one of three groups: non-consumers, non-representative consumers (who do not resemble the typical FQHC patient), and representative consumers (who resemble the typical FQHC patient). The analysis finds that a minority of board members are representative consumers, and telephone interviews with a stratified random sample of 30 FQHC board members confirmed the existence of significant socioeconomic gaps between consumer board members and FQHC patients. This may make FQHCs less responsive to the needs of the predominantly low-income communities they serve. PMID:23052684

    A computer program called "autogen hypertext map generator" satisfies a need for documenting and assisting in visualization of, and navigation through, model files used in the AUTOGEN and APGEN software mentioned in the two immediately preceding articles. This program parses autogen script files, autogen model files, PERL scripts, and apgen activity-definition files and produces a hypertext map of the files to aid in the navigation of the model. This program also provides a facility for adding notes and descriptions, beyond what is in the source model represented by the hypertext map. Further, this program provides access to a summary of the model through variable, function, sub routine, activity and resource declarations as well as providing full access to the source model and source code. The use of the tool enables easy access to the declarations and the ability to traverse routines and calls while analyzing the model.

    Nuclear (fission) thermal propulsion has been identified as a critical technology for a manned mission to Mars by the year 2019. Facilities are required that will support ground tests to qualify the nuclear rocket engine design, which must support a realistic thermal and neutronic environment in which the fuel elements will operate at a fraction of the power for a flight weight reactor/engine. This paper describes the design of a fuel element ground test facility, with a strong emphasis on safety and economy. The details of major structures and support systems of the facility are discussed, and a design diagram of the test facility structures is presented.

    Establishing space communication between ground facilities and other satellites is a painstaking task that requires many precise calculations dealing with relay time, atmospheric conditions, and satellite positions, to name a few. The Space Communications Emulation Facility (SCEF) team here at NASA is developing a facility that will approximately emulate the conditions in space that impact space communication. The emulation facility is comprised of a 32 node distributed cluster of computers; each node representing a satellite or ground station. The objective of the satellites is to observe the topography of the Earth (water, vegetation, land, and ice) and relay this information back to the ground stations. Software originally designed by the University of Kansas, labeled the Emulation Manager, controls the interaction of the satellites and ground stations, as well as handling the recording of data. The Emulation Manager is installed on a Linux Operating System, employing both Java and C++ programming codes. The emulation scenarios are written in extensible Markup Language, XML. XML documents are designed to store, carry, and exchange data. With XML documents data can be exchanged between incompatible systems, which makes it ideal for this project because Linux, MAC and Windows Operating Systems are all used. Unfortunately, XML documents cannot display data like HTML documents. Therefore, the SCEF team uses XML Schema Definition (XSD) or just schema to describe the structure of an XML document. Schemas are very important because they have the capability to validate the correctness of data, define restrictions on data, define data formats, and convert data between different data types, among other things. At this time, in order for the Emulation Manager to open and run an XML emulation scenario file, the user must first establish a link between the schema file and the directory under which the XML scenario files are saved.     The traditional Medicare program requires an enrollee to have a hospital stay of at least three consecutive calendar days to qualify for coverage of subsequent postacute care in a skilled nursing facility. This long-standing policy, implemented to discourage premature discharges from hospitals, might now be inappropriately lengthening hospital stays for patients who could be transferred sooner. To assess the implications of eliminating the three-day qualifying stay requirement, we compared hospital and postacute skilled nursing facility utilization among Medicare Advantage enrollees in matched plans that did or did not eliminate that requirement in 2006–10. Among hospitalized enrollees with a skilled nursing facility admission, the mean hospital length-of-stay declined from 6.9 days to 6.7 days for those no longer subject to the qualifying stay but increased from 6.1 to 6.6 days among those still subject to it, for a net decline of 0.7 day when the three-day stay requirement was eliminated. The elimination was not associated with more hospital or skilled nursing facility admissions or with longer lengths-of-stay in a skilled nursing facility. These findings suggest that eliminating the three-day stay requirement conferred savings on Medicare Advantage plans and that study of the requirement in traditional Medicare plans is warranted.     The aim of this paper is to discuss findings from an analysis of accidents in concrete construction companies in Spain and to compare the accident rates of qualified and non-qualified workers. A total of 125,021 accidents between 2003 and 2008 involving both blue-collar and white-collar workers were analysed, comparing the variables of occupation, age, company staff, length of service, location of the accident, together with the severity of the accidents. Results showed that lack of experience in the first month is more significant in non-qualified workers and experienced supervisors and that head injuries are more likely to lead to fatalities. The most remarkable similarity was that fatal accidents to and from the worksite are a problem common to both groups of workers.

    To determine if the proportion of consumers on federally qualified health center (FQHC) governing boards is associated with their use of federal grant funds to provide uncompensated care. Using FQHC data from the Uniform Data System, county-level data from the Area Resource File and governing board data from FQHC grant applications, the uncompensated care an FQHC provides relative to the amount of its federal funding is modeled as a function of board and executive committee composition using fixed-effects regression with FQHC and county-level controls. Consumer governance does not predict how much uncompensated care an FQHC provides relative to the size of its federal grant. Rather, the proportion of an FQHC's patient-mix that is uninsured drives uncompensated care provision. Aside from a small executive committee effect, consumer governance does not influence FQHCs' provision of uncompensated care. More work is needed to understand the role of consumer governance.

    In view of changing educational paradigm (adopting of two-tier system of higher education concept - undergraduate and graduate programs) a need of using of modern learning and information and communications technologies arises putting into practice learner-centered approaches in training of highly qualified specialists for extraction and processing of solid commercial minerals enterprises. In the unstable market demand situation and changeable institutional environment, from one side, and necessity of work balancing, supplying conditions and product quality when mining-and-geological parameters change, from the other side, mining enterprises have to introduce and develop the integrated management process of product and informative and logistic flows under united management system. One of the main limitations, which keeps down the developing process on Russian mining enterprises, is staff incompetence at all levels of logistic management. Under present-day conditions extraction and processing of solid commercial minerals enterprises need highly qualified specialists who can do self-directed researches, develop new and improve present arranging, planning and managing technologies of technical operation and commercial exploitation of transport and transportation and processing facilities based on logistics. Learner-centered approach and individualization of the learning process necessitate the designing of individual learning route (ILR), which can help the students to realize their professional facilities according to requirements for specialists for extraction and processing of solid commercial minerals enterprises.

    Aim The aim of this research was to explore how newly qualified nurses learn to organise, delegate and supervise care in hospital wards when working with and supervising healthcare assistants. It was part of a wider UK research project to explore how newly qualified nurses recontextualise the knowledge they have gained during their pre-registration nurse education programmes for use in clinical practice. Method Ethnographic case studies were conducted in three hospital sites in England. Data collection methods included participant observations and semi-structured interviews with newly qualified nurses, healthcare assistants and ward managers. A thematic analysis was used to examine the data collected. Findings Five styles of how newly qualified nurses delegated care to healthcare assistants were identified: the do-it-all nurse, who completes most of the work themselves; the justifier, who over-explains the reasons for decisions and is sometimes defensive; the buddy, who wants to be everybody's friend and avoids assuming authority; the role model, who hopes that others will copy their best practice but has no way of ensuring how; and the inspector, who is acutely aware of their accountability and constantly checks the work of others. Conclusion Newly qualified nurses require educational and organisational support to develop safe and effective delegation skills, because suboptimal or no delegation can have negative effects on patient safety and care.

    The Astrometric Telescope Facility (ATF) is a spaceborne observatory proposed for use on the Space Station (SS) as an Initial Operating Capability (IOC) payload. The primary objective of the ATF will be the search for extrasolar planetary systems and a detailed investigation of any discovered systems. In addition, it will have the capability of conducting other astrophysics investigations; e.g., measuring precise distances and motions of stars within our galaxy. The purposes of the study were to: (1) define mission and system requirements; (2) define a strawman system concept for the facility at the Prephase A level; (3) define the need for additional trade studies or technology development; and (4) estimate program cost for the strawman concept. It has been assumed for the study that the ATF will be a SS payload, will use a SS-provided Coarse Pointing System (CPS), will meet SS constraints, and will make maximum use of existing flight qualified designs or designs to be qualified by the SS program for general SS use.
