  4. Separate and unsanitary: African American women railroad car cleaners and the Women's Service Section, 1918-1920.

    The Women's Service Section (WSS) investigated federally controlled railroad stations and yards at the end of World War I. Few women worked in car cleaning before the war, and railroad management preferred to block women workers, especially African Americans, from gaining any kind of foothold in railroad work. African American women were the single largest group of railroad car cleaners during this period but they were routinely denied adequate facilities, including toilets, locker rooms, and dining facilities throughout the railroad system. By raising the issues of facilities, workers' rights, and public health, these women shaped federal policy and widened the agenda of the WSS to include a direct attack on segregated workplaces. This article argues that African American women car cleaners launched an industrial campaign that wove together concerns about racism, sexism, and health issues, and successfully removed barriers to women working in a predominately male industry.

  10. In-field implementation of impedance-based structural health monitoring for insulated rail joints

    Track defects are a major safety concern for the railroad industry. Among different track components, insulated rail joints, which are widely used for signaling purposes, are considered a weak link in the railroad track. Several joint-related defects have been identified by the railroad community, including rail wear, torque loss, and joint bar breakage. Current track inspection techniques rely on manual and visual inspection or on specially equipped testing carts, which are costly, timeconsuming, traffic disturbing, and prone to human error. To overcome the aforementioned limitations, the feasibility of utilizing impedance-based structural health monitoring for insulated rail joints is investigated in this work. For this purpose, an insulated joint, provided by Koppers Inc., is instrumented with piezoelectric transducers and assembled with 136 AREA rail plugs. The instrumented joint is then installed and tested at the Facility for Accelerated Service Testing, Transportation Technology Center Inc. The effects of environmental and operating conditions on the measured impedance signatures are investigated through a set of experiments conducted at different temperatures and loading conditions. The capabilities of impedance-based SHM to detect several joint-related damage types are also studied by introducing reversible mechanical defects to different joint components.

    In 1997, low levels of carbon tetrachloride (below the maximum contaminant level [MCL] of 5 {micro}g/L) were detected in groundwater at Inman, Kansas, by the Kansas Department of Health and Environment (KDHE). The 1997 KDHE sampling was conducted under the U.S. Department of Agriculture (USDA) private well sampling program. The Commodity Credit Corporation (CCC), a USDA agency, operated a grain storage facility in Inman from 1954 to 1965. Carbon tetrachloride is the contaminant of primary concern at sites associated with former CCC/USDA grain storage operations. Inman is located in southwest McPherson County, approximately 10 mi southwest of the city ofmore » McPherson (Figure 1.1). To determine whether the former CCC/USDA facility at Inman is a potential contaminant source and its possible relationship to the contamination in groundwater, the CCC/USDA has agreed to conduct an investigation at Inman, in accordance with the Intergovernmental Agreement between the KDHE and the Farm Service Agency of the USDA. For this work plan, Argonne compiled historical data related to the previous investigations and grain storage operations at Inman. Through a review of documents acquired from all available sources, other potential contaminant source areas (in addition to the former CCC/USDA facility) have been identified as (1) the commercial grain storage structures northwest of Inman, along the railroad right-of-way, and (2) small former private grain storage facilities west of Main Street and near the former CCC/USDA facility at the southern edge of Inman (Figure 1.2).     A walk through survey was conducted at Koppers Company, Incorporated, Florence, South Carolina in July, 1984. The facility treated poles, posts, and railroad ties with creosote, pentachlorophenol, or chromated copper arsenate. Pentachlorophenol monitoring was performed and showed pentachlorophenol exposures of 0.04 to 0.12 mg/cm/sup 3/. Sampling was attempted for creosote, but the data were invalid due to faulty analytical techniques. The facility employed 141 people, of whom 125 were production workers and 16 were administrative staff. All employees were required to wear hard hats and safety shoes. Treatment operators and helpers were supplied with eye protection, gloves, boots, disposable coveralls,more » and slickers when needed. Respirators were provided when entering treatment cylinders. Preemployment medical examinations were conducted on all new employees. Periodical physicals were not offered. No physician or licensed nurse was located on site. Two employees trained in first aid were responsible for providing emergency treatment. About half of the employees used work uniforms while the remainder brought work clothing from home. Showers and change room facilities were provided.« less

    As a part of a series of epidemiological studies of railroad workers, measurements were made to characterize workers' exposures to diesel exhaust. Since diesel exhaust is not a single compound, an exposure marker was sought. The personal exposures to respirable particulate matter (RPM) of over 530 workers in 39 common jobs were measured in four U.S. railroads over a three-year period. Significant amounts of cigarette smoke (20-90%) were found in many of these samples. Therefore, the respirable particulate concentration, adjusted to remove the fraction of cigarette smoke (ARP), was chosen as a marker of diesel exhaust exposures. The geometric mean exposures to ARP ranged from 17 micrograms/m3 for clerks to 134 micrograms/m3 for locomotive shop workers. Significant interrailroad variations were observed in some job groups indicating that the different facilities, equipment, and work practices found among the railroads can affect a worker's exposure to diesel exhaust. Climate was also found to have a significant effect on exposure in some job groups.

    To describe the characteristics of persons killed by trains while trespassing (ie, using railroad property for activities unrelated to railroad operations). Case series obtained from records of the state medical examiner. North Carolina, 1990 through 1994. One hundred twenty-eight persons ranging in age from 7 to 84 years who were killed in 125 separate incidents. Of 224 railroad-related deaths during the study period, 128 cases (57%) involved trespassers. Trespasser fatalities typically involved unmarried male pedestrians 20 to 49 years of age with less than a high school education. Eighty-two percent of incidents occurred in the trespassers' county of residence, indicating that few deaths involved transients. Fatalities among railroad trespassers exhibited both geographic and temporal clustering. Seventy-eight percent of trespassers were killed while intoxicated (median alcohol level, 56 mmol/L [260 mg/dL]). Deaths among trespassers are the leading cause of railroad-related mortality in North Carolina. Greater efforts are needed to reduce this type of preventable injury. Prevention of trespasser fatalities is dependent on control of alcohol abuse, enforcement of existing laws, and education of the public regarding the dangers of railroad trespassing.

    LOADER is a Windows-based simulation of a complex procedural task. The task requires subjects to execute long sequences of console-operation actions (e.g., button presses, switch actuations, dial rotations) to accomplish specific goals. The LOADER interface is a graphical computer-simulated console which controls railroad cars, tracks, and cranes in a fictitious railroad yard. We hypothesized that acquisition of LOADER performance skill would be supported by the representation of a dynamic graphical model linking console actions to goal and goal states in the 'railroad yard'. Twenty-nine subjects were randomly assigned to one of two treatments (i.e., dynamic model or no model). During training, both groups received identical text-based instruction in an instructional-window above the LOADER interface. One group, however, additionally saw a dynamic version of the bird's-eye view of the railroad yard. After training, both groups were tested under identical conditions. They were asked to perform the complete procedure without guidance and without access to either type of railroad yard representation. Results indicate that rather than becoming dependent on the animated rail yard model, subjects in the dynamic model condition apparently internalized the model, as evidenced by their performance after the model was removed.

The Railroad Operation and Maintenance Team at Kennedy completed the refurbishment of locomotive 3 in October. The 15-month process, including a new paint scheme, dealt with extensive corrosion to the locomotive because of Kennedy's proximity to the Atlantic Ocean.     The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility at Agra, Kansas, from the 1950s to the early 1970s. No structures remain on the property, and the land is used for agricultural purposes, specifically wheat production. The property is currently owned by the Kyle Railroad Co. and is leased to Mr. Herb VanEaton. The Pro-Ag Marketing grain storage facility is directly south of the former CCC/USDA facility. Quarterly progress reports for October-December 2008, January-March 2009, and April- June 2009 (Argonne 2009a,b,c) provided detailed information regarding construction and startup of the cleanup.
