The Women's Service Section (WSS) investigated federally controlled railroad stations and yards at the end of World War I. Few women worked in car cleaning before the war, and railroad management preferred to block women workers, especially African Americans, from gaining any kind of foothold in railroad work. African American women were the single largest group of railroad car cleaners during this period but they were routinely denied adequate facilities, including toilets, locker rooms, and dining facilities throughout the railroad system. By raising the issues of facilities, workers' rights, and public health, these women shaped federal policy and widened the agenda of the WSS to include a direct attack on segregated workplaces. This article argues that African American women car cleaners launched an industrial campaign that wove together concerns about racism, sexism, and health issues, and successfully removed barriers to women working in a predominately male industry.

A methodology for designing operational facilities for collaboration by multiple experts has begun to take shape as an outgrowth of a project to design such facilities for scientific operations of the planned 2003 Mars Exploration Rover (MER) mission. The methodology could also be applicable to the design of military "situation rooms" and other facilities for terrestrial missions. It was recognized in this project that modern mission operations depend heavily upon the collaborative use of computers. It was further recognized that tests have shown that layout of a facility exerts a dramatic effect on the efficiency and endurance of the operations staff. The facility designs (for example, see figure) and the methodology developed during the project reflect this recognition. One element of the methodology is a metric, called effective capacity, that was created for use in evaluating proposed MER operational facilities and may also be useful for evaluating other collaboration spaces, including meeting rooms and military situation rooms. The effective capacity of a facility is defined as the number of people in the facility who can be meaningfully engaged in its operations. A person is considered to be meaningfully engaged if the person can (1) see, hear, and communicate with everyone else present; (2) see the material under discussion (typically data on a piece of paper, computer monitor, or projection screen); and (3) provide input to the product under development by the group. The effective capacity of a facility is less than the number of people that can physically fit in the facility. For example, a typical office that contains a desktop computer has an effective capacity of .4, while a small conference room that contains a projection screen has an effective capacity of around 10. Little or no benefit would be derived from allowing the number of persons in an operational facility to exceed its effective capacity: At best, the operations staff would be underutilized

A variety of designs for Mars rover and lander science operations centers are discussed in this paper, beginning with a brief description of the Pathfinder science operations facility and its strengths and limitations. Particular attention is then paid to lessons learned in the design and use of operations facilities for a series of mission-like field tests of the FIDO prototype Mars rover. These lessons are then applied to a proposed science operations facilities design for the 2003 Mars Exploration Rover (MER) mission. Issues discussed include equipment selection, facilities layout, collaborative interfaces, scalability, and dual-purpose environments. The paper concludes with a discussion of advanced concepts for future mission operations centers, including collaborative immersive interfaces and distributed operations. This paper's intended audience includes operations facility and situation room designers and the users of these environments.

The principal objectives of the National Facilities Study (NFS) were to: (1) determine where U.S. facilities do not meet national aerospace needs; (2) define new facilities required to make U.S. capabilities 'world class' where such improvements are in the national interest; (3) define where consolidation and phase-out of existing facilities is appropriate; and (4) develop a long-term national plan for world-class facility acquisition and shared usage. The Space Operations Facilities Task Group defined discrete tasks to accomplish the above objectives within the scope of the study. An assessment of national space operations facilities was conducted to determine the nation's capability to meet the requirements of space operations during the next 30 years. The mission model used in the study to define facility requirements is described in Volume 3. Based on this model, the major focus of the Task Group was to identify any substantive overlap or underutilization of space operations facilities and to identify any facility shortfalls that would necessitate facility upgrades or new facilities. The focus of this initial study was directed toward facility recommendations related to consolidations, closures, enhancements, and upgrades considered necessary to efficiently and effectively support the baseline requirements model. Activities related to identifying facility needs or recommendations for enhancing U.S. international competitiveness and achieving world-class capability, where appropriate, were deferred to a subsequent study phase.

Deaths among railroad trespassers. The role of alcohol in fatal injuries.

To describe the characteristics of persons killed by trains while trespassing (ie, using railroad property for activities unrelated to railroad operations). Case series obtained from records of the state medical examiner. North Carolina, 1990 through 1994. One hundred twenty-eight persons ranging in age from 7 to 84 years who were killed in 125 separate incidents. Of 224 railroad-related deaths during the study period, 128 cases (57%) involved trespassers. Trespasser fatalities typically involved unmarried male pedestrians 20 to 49 years of age with less than a high school education. Eighty-two percent of incidents occurred in the trespassers' county of residence, indicating that few deaths involved transients. Fatalities among railroad trespassers exhibited both geographic and temporal clustering. Seventy-eight percent of trespassers were killed while intoxicated (median alcohol level, 56 mmol/L [260 mg/dL]). Deaths among trespassers are the leading cause of railroad-related mortality in North Carolina. Greater efforts are needed to reduce this type of preventable injury. Prevention of trespasser fatalities is dependent on control of alcohol abuse, enforcement of existing laws, and education of the public regarding the dangers of railroad trespassing.

Railroad trespassers are persons on railroad property whose presence is prohibited or unlawful. Most trespassers are walking along or across railroad tracks. In 1997, fatalities to railroad trespassers became the leading cause of railroad-related deaths in the United States. In 1998, 513 persons were injured and 536 persons were killed while trespassing (Federal Railroad Administration, unpublished data, 1999). This report presents three incidents in which trespassers were injured or killed and summarizes a study of fatal and nonfatal injuries to railroad trespassers in Georgia from 1990 through 1996.

Lung cancer in railroad workers exposed to diesel exhaust.

Diesel exhaust has been suspected to be a lung carcinogen. The assessment of this lung cancer risk has been limited by lack of studies of exposed workers followed for many years. In this study, we assessed lung cancer mortality in 54,973 U.S. railroad workers between 1959 and 1996 (38 years). By 1959, the U.S. railroad industry had largely converted from coal-fired to diesel-powered locomotives. We obtained work histories from the U.S. Railroad Retirement Board, and ascertained mortality using Railroad Retirement Board, Social Security, and Health Care Financing Administration records. Cause of death was obtained from the National Death Index and death certificates. There were 43,593 total deaths including 4,351 lung cancer deaths. Adjusting for a healthy worker survivor effect and age, railroad workers in jobs associated with operating trains had a relative risk of lung cancer mortality of 1.40 (95% confidence interval, 1.30-1.51). Lung cancer mortality did not increase with increasing years of work in these jobs. Lung cancer mortality was elevated in jobs associated with work on trains powered by diesel locomotives. Although a contribution from exposure to coal combustion products before 1959 cannot be excluded, these results suggest that exposure to diesel exhaust contributed to lung cancer mortality in this cohort. The Energy Conservation Projects to benefit the railroad industry using the Norfolk Southern Company as a model for the railroad industry has five unique tasks which are in areas of importance within the rail industry, and specifically in the area of energy conservation. The NIU Engineering and Technology research team looked at five significant areas in which research and development work can provide unique solutions to the railroad industry in energy the conservation. (1) Alternate Fuels - An examination of various blends of bio-based diesel fuels for the railroad industry, using Norfolk Southern as a model for the industry. Themore » team determined that bio-diesel fuel is a suitable alternative to using straight diesel fuel, however, the cost and availability across the country varies to a great extent. (2) Utilization of fuel cells for locomotive power systems - While the application of the fuel cell has been successfully demonstrated in the passenger car, this is a very advanced topic for the railroad industry. There are many safety and power issues that the research team examined. (3) Thermal and emission reduction for current large scale diesel engines - The current locomotive system generates large amount of heat through engine cooling and heat dissipation when the traction motors are used to decelerate the train. The research team evaluated thermal management systems to efficiently deal with large thermal loads developed by the operating engines. (4) Use of Composite and Exotic Replacement Materials - Research team redesigned various components using new materials, coatings, and processes to provide the needed protection. Through design, analysis, and testing, new parts that can withstand the hostile environments were developed. (5) Tribology Applications - Identification of tribology issues in the Railroad industry which play a significant role in the improvement of energy usage. France has been disposing of low-level radioactive waste (LLW) at the Centre de Stockage de la Manche (CSM) since 1969 and now at the Centre de Stockage de l`Aube (CSA) since 1992. In France, several agencies and companies are involved in the development and implementation of LLW technology. The Commissariat a l`Energie Atomic (CEA), is responsible for research and development of new technologies. The Agence National pour la Gestion des Dechets Radioactifs is the agency responsible for the construction and operation of disposal facilities and for wastes acceptance for these facilities. Compagnie Generale des Matieres Nucleaires provides fuel services, includingmore » uranium enrichment, fuel fabrication, and fuel reprocessing, and is thus one generator of LLW. Societe pour les Techniques Nouvelles is an engineering company responsible for commercializing CEA waste management technology and for engineering and design support for the facilities. Numatec, Inc. is a US company representing these French companies and agencies in the US. In Task 1.1 of Numatec`s contract with Martin Marietta Energy Systems, Numatec provides details on the design, construction and operation of the LLW disposal facilities at CSM and CSA. As a part of a series of epidemiological studies of railroad workers, measurements were made to characterize workers' exposures to diesel exhaust. Since diesel exhaust is not a single compound, an exposure marker was sought. The personal exposures to respirable particulate matter (RPM) of over 530 workers in 39 common jobs were measured in four U.S. railroads over a three-year period. Significant amounts of cigarette smoke (20-90%) were found in many of these samples. Therefore, the respirable particulate concentration, adjusted to remove the fraction of cigarette smoke (ARP), was chosen as a marker of diesel exhaust exposures. The geometric mean exposures to ARP ranged from 17 micrograms/m3 for clerks to 134 micrograms/m3 for locomotive shop workers. Significant interrailroad variations were observed in some job groups indicating that the different facilities, equipment, and work practices found among the railroads can affect a worker's exposure to diesel exhaust. Climate was also found to have a significant effect on exposure in some job groups.

The space-based orbital transfer vehicle will require a large cryogenic fuel storage facility at the Space Station. An alternative to fuel storage onboard the Space Station, is on a tethered orbital refueling facility (TORF) which is separated from the Space Station by a sufficient distance to induce a gravity gradient to settle the propellants. Facility operations are a major concern associated with a tethered LO2/LH2 storage depot. A study was carried out to analyze these operations so as to identify the preferred TORF deployment direction (up or down) and whether the TORF should be permanently or intermittently deployed. The analyses considered safety, contamination, rendezvous, servicing, transportation rate, communication, and viewing. An upwardly, intermittently deployed facility is the preferred configuration for a tethered cryogenic fuel storage.

US locomotive operators have exposure to multi-axis whole-body vibration (WBV) and shocks while seated. This study assessed operator-related and ergonomic seating design factors that may have confounding or mitigating influence on WBV exposure and its effects. Vibration exposure was measured according to international guidelines (ISO 2631-1; 1997); ergonomic work place factors and vibration effects were studied with a cross-sectional survey instrument distributed to a randomly selected group of railroad engineers ( n=2546) and a control group; and during vehicle inspections. The survey response rate was 47% for the RR engineers ( n=1195) and 41% for the controls ( n=323). Results of the mean basic vibration measurements were for the x, y, z-direction and vector sum 0.14, 0.22, 0.28 and 0.49 m/s 2 respectively; almost all crest factors (CF), MTVV and VDV values were above the critical ratios given in ISO 2631-1. The prevalence of serious neck and lower back disorders among locomotive engineers was found to be nearly double that of the sedentary control group without such exposure. Railroad engineers rated their seats mostly unacceptable regarding different adjustment and comfort aspects (3.02-3.51; scale 1=excellent to 4=unacceptable), while the control group rated their chairs more favorably (1.96-3.44). Existing cab and seat design in locomotives can result in prolonged forced awkward spinal posture of the operator combined with WBV exposure. In a logistic regression analysis, time at work being bothered by vibration (h/day) was significantly associated with an increased risk of low back pain, shoulder and neck pain, and sciatic pain among railroad engineers. Customized vibration attenuation seats and improved cab design of the locomotive controls should be further investigated.

As part of a series of epidemiologic studies of the mortality patterns of railroad workers, various air contaminants were measured to characterize the workers' current exposures to diesel exhaust. Nitrogen dioxide (NO2), which is a constituent of diesel exhaust, was examined as one possible marker of diesel exposure. An adaptation of the Palmes personal passive sampler was used to measure the NO2 exposures of 477 U.S. railroad workers at four railroads. The range of NO2 exposures expressed as the arithmetic average +/- two standard errors for the five career job groups were as follows: signal maintainers, 16-24 parts per billion (ppb); clerks/dispatchers/station agents, 23-43 ppb; engineers/firers, 26-38 ppb; brakers/conductors, 50-74 ppb; and locomotive shop workers, 95-127 ppb. Variations among railroads and across seasons were not significant for most job groups.

An automated test facility capable of simultaneously operating three 2.5 kW, 30-cm mercury ion thrusters and their power processors is described, along with a test program conducted for the documentation of thruster characteristics as a function of time. Facility controls are analog, with full redundancy, so that in the event of malfunction the facility automaticcally activates a backup mode and notifies an operator. Test data are recorded by a central data collection system and processed as daily averages. The facility has operated continuously for a period of 37 months, over which nine mercury ion thrusters and four power processor units accumulated a total of over 14,500 hours of thruster operating time.

In 2014 Gemini Observatory started the base facility operations (BFO) project. The project's goal was to provide the ability to operate the two Gemini telescopes from their base facilities (respectively Hilo, HI at Gemini North, and La Serena, Chile at Gemini South). BFO was identified as a key project for Gemini's transition program, as it created an opportunity to reduce operational costs. In November 2015, the Gemini North telescope started operating from the base facility in Hilo, Hawaii. In order to provide the remote operator the tools to work from the base, many of the activities that were normally performed by the night staff at the summit were replaced with new systems and tools. This paper describes some of the key systems and tools implemented for environmental monitoring, and the design used in the implementation at the Gemini North telescope.

Effect of facility on the operative costs of distal radius fractures.

The purpose of this study was to investigate whether ambulatory surgery centers can deliver lower-cost care and to identify sources of those cost savings. We performed a cost identification analysis of outpatient volar plating for closed distal radius fractures at a single academic medical center. Multiple costs and time measures were taken from an internal database of 130 consecutive patients and were compared by venue of treatment, either an inpatient facility or an ambulatory, stand-alone surgery facility. The relationships between total cost and operative time and multiple variables, including fracture severity, patient age, gender, comorbidities, use of bone graft, concurrent carpal tunnel release, and surgeon experience, were examined, using multivariate analysis and regression modeling to identify other cost drivers or explanatory variables. The mean operative cost was considerably greater at the inpatient facility ($7,640) than at the outpatient facility ($5,220). Cost drivers of this difference were anesthesia services, post-anesthesia care unit, and operating room costs. Total surgical time, nursing time, set-up, and operative times were 33%, 109%, 105%, and 35% longer, respectively, at the inpatient facility. There was no significant difference between facilities for the additional variables, and none of those variables independently affected cost or operative time. The only predictor of cost and time was facility type. This study supports the use of ambulatory stand-alone surgical facilities to achieve efficient resource utilization in the operative treatment of distal radius fractures. We also identified several specific costs and time measurements that differed between facilities, which can serve as potential targets for tertiary facilities to improve utilization. Railway bed gravel foundation has a constant permanent impact on urban ecology and ground surface. It is only natural that larger objects, such as railway stations, make broader impact. Surface run-off waters polluted by harmful substances existing in railroad track body (ballast section) flow along railroad tracks and within macadam, go down into subterranean ground flow and then enter neighbouring rivers and water basins. This paper presents analytic calculations and characteristics of surface run-off liquid filtration which flows through gravel multiple layers (railroad track ballast section). The authors analyse liquids with various density and viscosity flowing in multi-layer porous medium. The paper also describes liquid stationary and non-stationary weepage into gravel foundation of railroad tracks.

Lunar launch and landing facilities and operations

The Florida Institute of Technology established an Interdisciplinary Design Team to design a lunar based facility whose primary function involves launch and landing operations for future moon missions. Both manned and unmanned flight operations were considered in the study with particular design emphasis on the utilization (or reutilization) of all materials available on the moon. This resource availability includes man-made materials which might arrive in the form of expendable landing vehicles as well as in situ lunar minerals. From an engineering standpoint, all such materials are considered as to their suitability for constructing new lunar facilities and/or repairing or expanding existing structures. Also considered in this design study was a determination of the feasibility of using naturally occurring lunar materials to provide fuel components to support lunar launch operations. Conventional launch and landing operations similar to those used during the Apollo Program were investigated as well as less conventional techniques such as rail guns and electromagnetic mass drivers. The Advanced Space Design team consisted of students majoring in Physics and Space Science as well as Electrical, Mechanical, Chemical and Ocean Engineering.

Conducting integrated operations and maintenance in wind tunnel ground test facilities requires a balance of meeting due dates, efficient operation, responsiveness to the test customer, data quality, effective maintenance (relating to readiness and reliability), and personnel and facility safety. Safety is non-negotiable, so the balance must be an "and" with other requirements and needs. Pressure to deliver services faster at increasing levels of quality in under-maintained facilities is typical. A challenge for management is to balance the "need for speed" with safety and quality. It s especially important to communicate this balance across the organization - workers, with a desire to perform, can be tempted to cut corners on defined processes to increase speed. Having a lean staff can extend the time required for pre-test preparations, so providing a safe work environment for facility personnel and providing good stewardship for expensive National capabilities can be put at risk by one well-intending person using at-risk behavior. This paper documents a specific, though typical, operational environment and cites management and worker safety initiatives and tools used to provide a safe work environment. Results are presented and clearly show that the work environment is a relatively safe one, though still not good enough to keep from preventing injury. So, the journey to a zero injury work environment - both in measured reality and in the minds of each employee - continues. The intent of this paper is to provide a benchmark for others with operational environments and stimulate additional sharing and discussion on having and keeping a safe work environment.

Diesel exhaust is a mixture of combustion gases and ultrafine particles coated with organic compounds. There is concern whether exposure can result in or worsen obstructive airway diseases, but there is only limited information to assess this risk. U.S. railroad workers have been exposed to diesel exhaust since diesel locomotives were introduced after World War II, and by 1959, 95% of the locomotives were diesel. We conducted a case–control study of railroad worker deaths between 1981 and 1982 using U.S. Railroad Retirement Board job records and next-of-kin smoking, residential, and vitamin use histories. There were 536 cases with chronic obstructive pulmonary disease (COPD) and 1,525 controls with causes of death not related to diesel exhaust or fine particle exposure. After adjustment for age, race, smoking, U.S. Census region of death, vitamin use, and total years off work, engineers and conductors with diesel-exhaust exposure from operating trains had an increased risk of COPD mortality. The odds of COPD mortality increased with years of work in these jobs, and those who had worked ≥ 16 years as an engineer or conductor after 1959 had an odds ratio of 1.61 (95% confidence interval, 1.12–2.30). These results suggest that diesel-exhaust exposure contributed to COPD mortality in these workers. Further study is needed to assess whether this risk is observed after exposure to exhaust from later-generation diesel engines with modern emission controls. PMID:16835052

Rail transportation has been an important part of the North American transportation network since the 19th century and it continues to be a major contributor to the economic well-being and the global competitiveness of the U.S. The recent expansion in freight rail volumes and forecasts for continuous growth, together with more favorable attitudes for urban passenger rail present several challenges for the rail industry. One of the challenges is the availability of a well educated engineering workforce. The rail industry has recognized a need to attract new railroad professionals from various disciplines for management and technical positions, but most universities eliminated railroad engineering from their curricula after the recruitment levels faded several decades ago. Today, railroad expertise and related engineering courses exist at only a few universities and most students graduate without any exposure to rail topics. While industry representatives have expressed their concern about a future workforce, little data is available on the extent of the demand, on the characteristics and skills of preferred candidates, and on the role that universities can play. A benchmarking study was undertaken to investigate the demand for university engineering graduates and assess whether current methods are sufficient to attract, educate, recruit, train and retain engineering students in the railroad profession. Data was collected from industry human resources and training managers to define the quantitative and qualitative needs for railroad engineers. In addition, recently hired engineers working in the rail industry were surveyed to determine the extent of their university exposure in rail topics and how it affected their career choice. The surveys indicated an increase of over 300 percent in the annual recruitment for railroad engineers by the participating companies between 2002 and 2005. A mathematical modeling approach to resource allocation for railroad-highway crossing safety upgrades.

State Departments of Transportation (S-DOT's) periodically allocate budget for safety upgrades at railroad-highway crossings. Efficient resource allocation is crucial for reducing accidents at railroad-highway crossings and increasing railroad as well as highway transportation safety. While a specific method is not restricted to S-DOT's, sorting type of procedures are recommended by the Federal Railroad Administration (FRA), United States Department of Transportation for the resource allocation problem. In this study, a generic mathematical model is proposed for the resource allocation problem for railroad-highway crossing safety upgrades. The proposed approach is compared to sorting based methods for safety upgrades of public at-grade railroad-highway crossings in Tennessee. The comparison shows that the proposed mathematical modeling approach is more efficient than sorting methods in reducing accidents and severity. Copyright © 2012 Elsevier Ltd. All rights reserved.

The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) and Oregon Department of Fish and Wildlife (ODFW) are cooperating in a joint effort to enhance steelhead and re-establish salmon runs in the Umatilla River Basin. As an integral part of this program, Bonifer Pond, Minthorn Springs, Imeques C-mem-ini-kem and Thornhollow satellite facilities are operated for acclimation and release of juvenile summer steelhead (Oncorhynchus mykiss), fall and spring chinook salmon (O. tshawytscha) and coho salmon (O. kisutch). Minthorn is also used for holding and spawning adult summer steelhead and Three Mile Dam is used for holding and spawning adult fall chinookmore » and coho salmon. Bonifer, Minthorn, Imeques and Thornhollow facilities are operated for acclimation and release of juvenile salmon and summer steelhead. The main goal of acclimation is to reduce stress from trucking prior to release and improve imprinting of juvenile salmonids in the Umatilla River Basin. Juveniles are transported to the acclimation facilities primarily from Umatilla and Bonneville Hatcheries. During the Option 2 period of the Lunar Transportation Facilities and Operations Study (LTFOS), a joint McDonnell Douglas Space Systems Company Kennedy Space Center (MDSSC-KSC) and National Aeronautics and Space Administration Kennedy Space Center (NASA-KSC) Study team conducted a comparison of the functional testing of the RL-10 and Space Shuttle Main Engine, a quick-look impact assessment of the Synthesis Group Report, and a detailed assessment of the Synthesis Group Report. The results of these KSC LTFOS team efforts are included. The most recent study task effort was a detailed assessment of the Synthesis Group Report. The assessment was conducted to determine the impact on planetary launch and landing facilities and operations. The result of that effort is a report entitled 'Analysis of the Synthesis Group Report, its Architectures and their Impacts on PSS Launch and Landing Operations' and is contained in Appendix A. The report is structured in a briefing format with facing pages as opposed to a narrative style. A quick-look assessment of the Synthesis Group Report was conducted to determine the impact of implementing the recommendations of the Synthesis Group on KSC launch facilities and operations. The data was documented in a presentation format as requested by Kennedy Space Center Technology and Advanced Projects Office and is included in Appendix B. Appendix C is a white paper on the comparison of the functional testing of the RL-10 and Space Shuttle Main Engine. The comparison was undertaken to provide insight regarding common test requirements that would be applicable to Lunar and Mars Excursion Vehicles (LEV and MEV).

The economic efficiency and competitiveness of environment-friendly rail transportation depends on safety, availability and maintenance of single highly loaded structure components. Until now these components have been changed in fixed maintenance intervals irrespective of any usage related conditions. With the knowledge and evaluation of the component conditions, life cycle costs can be reduced by means of optimized maintenance and/or "fit for purpose" design. For example, rail-bound vehicle wheel sets are among the most highly stressed travelling gear components of the bogie. if such a component fails, a serious accident may occur. For this reason, a health monitoring system based on the interpretation of ultrasonic sound signatures has been developed. First, the ultrasonic waves generated by an artificial defect on the outer wheel tread of a railroad wheel towards an acoustic sensor, placed inside the hollow shaft of the railroad axis were simulated with a EFIT (Elastodynamic Finite Integration Technique). The results achieved proved that relevant signals can be found in a frequency range up to 300 kHz. Based on this a diagnostic unit was designed and built for application under rotation conditions, which consists of a piezo-electric sensor, primary electronics, an analog-to-digital converter, a digital signal processor, a trigger unit, and a telemetric transmitter. This diagnostic unit was integrated in the hollow shaft of a railroad wheel axis, a component of a special laboratory test rig. Algorithms which allow for the rotation-synchronized processing of acoustic signals were implemented into the rotating diagnostic unit. After successfully completing a campaign for this test rig, a second test was performed inside the wheel/railroad simulation test rig of the Deutsche Bahn AG under railroad-like conditions. The data generated inside the hollow shaft of the railroad wheel axis by the diagnostic unit were telemetrically transmitted to an industrial computer

An experimental research program conducted to expand the operational capabilities of the NASA Langley Mach 7 Scramjet Test Facility is described. Previous scramjet testing in this facility was limited to a single simulated flight condition of Mach 6.9 at an altitude of 115,300 ft. The arc heater research demonstrates the potential of the facility for scramjet testing at simulated flight conditions from Mach 4 (at altitudes from 77,000 to 114,000 ft) to Mach 7 (at latitudes from 108,000 to 149,000 ft). Arc heater electrical characteristics, operational problems, measurements of nitrogen oxide contaminants, and total-temperature profiles are discussed.

The diesel exhaust exposures of railroad workers in thirteen job groups from four railroads in the United States were used to estimate U.S. national average exposures with a linear statistical model which accounts for the significant variability in exposure caused by climate, the differences among railroads and the uneven distribution of railroad workers across climatic regions. Personal measurements of respirable particulate matter, adjusted to remove the contribution of cigarette smoke particles, were used as a marker for diesel exhaust. The estimated national means of adjusted respirable particulate matter (ARP) averaged 10 micrograms/m3 lower than the simple means for each job group, reflecting the climatic differences between the northern railroads studied and the distribution of railroad workers nationally. Limited historical records, including some industrial hygiene data, were used to evaluate past diesel exhaust exposures, which were estimated to be approximately constant from the 1950's to 1983.

The 60-megawatt test reactor, NASA’s only reactor, was the eighth largest test reactor in the world. The facility was built by the Lewis Research Center in the late 1950s to study the effects of radiation on different materials that could be used to construct nuclear propulsion systems for aircraft or rockets. The reactor went critical for the first time in 1961. For the next two years, two operators were on duty 24 hours per day working on the fission process until the reactor reached its full-power level in 1963. Reactor Operators were responsible for monitoring and controlling the reactor systems. Once the reactor was running under normal operating conditions, the work was relatively uneventful. Normally the reactor was kept at a designated power level within certain limits. Occasionally the operators had to increase the power for a certain test. The shift supervisor and several different people would get together and discuss the change before boosting the power. All operators were required to maintain a Reactor Operator License from the Atomic Energy Commission. The license included six months of training, an eight-hour written exam, a four-hour walkaround, and testing on the reactor controls.

Man-vehicle systems research facility: Design and operating characteristics

The Man-Vehicle Systems Research Facility (MVSRF) provides the capability of simulating aircraft (two with full crews), en route and terminal air traffic control and aircrew interactions, and advanced cockpit (1995) display representative of future generations of aircraft, all within the full mission context. The characteristics of this facility derive from research, addressing critical human factors issues that pertain to: (1) information requirements for the utilization and integration of advanced electronic display systems, (2) the interaction and distribution of responsibilities between aircrews and ground controllers, and (3) the automation of aircrew functions. This research has emphasized the need for high fidelity in simulations and for the capability to conduct full mission simulations of relevant aircraft operations. This report briefly describes the MVSRF design and operating characteristics.

This paper describes the full-mission flight simulation facility at the NASA Ames Research Center. The Man-Vehicle Systems Research Facility (MVSRF) supports aeronautical human factors research and consists of two full-mission flight simulators and an air-traffic-control simulator. The facility is used for a broad range of human factors research in both conventional and advanced aviation systems. The objectives of the research are to improve the understanding of the causes and effects of human errors in aviation operations, and to limit their occurrence. The facility is used to: (1) develop fundamental analytical expressions of the functional performance characteristics of aircraft flight crews; (2) formulate principles and design criteria for aviation environments; (3) evaluate the integration of subsystems in contemporary flight and air traffic control scenarios; and (4) develop training and simulation technologies.

Automated railroad reconstruction from remote sensing image based on texture filter

Techniques of remote sensing have been improved incredibly in recent years and very accurate results and high resolution images can be acquired. There exist possible ways to use such data to reconstruct railroads. In this paper, an automated railroad reconstruction method from remote sensing images based on Gabor filter was proposed. The method is divided in three steps. Firstly, the edge-oriented railroad characteristics (such as line features) in a remote sensing image are detected using Gabor filter. Secondly, two response images with the filtering orientations perpendicular to each other are fused to suppress the noise and acquire a long stripe smooth region of railroads. Thirdly, a set of smooth regions can be extracted by firstly computing global threshold for the previous result image using Otsu's method and then converting it to a binary image based on the previous threshold. This workflow is tested on a set of remote sensing images and was found to deliver very accurate results in a quickly and highly automated manner.
