Automatic query formulations in information retrieval.
Salton, G; Buckley, C; Fox, E A
1983-07-01
Modern information retrieval systems are designed to supply relevant information in response to requests received from the user population. In most retrieval environments the search requests consist of keywords, or index terms, interrelated by appropriate Boolean operators. Since it is difficult for untrained users to generate effective Boolean search requests, trained search intermediaries are normally used to translate original statements of user need into useful Boolean search formulations. Methods are introduced in this study which reduce the role of the search intermediaries by making it possible to generate Boolean search formulations completely automatically from natural language statements provided by the system patrons. Frequency considerations are used automatically to generate appropriate term combinations as well as Boolean connectives relating the terms. Methods are covered to produce automatic query formulations both in a standard Boolean logic system, as well as in an extended Boolean system in which the strict interpretation of the connectives is relaxed. Experimental results are supplied to evaluate the effectiveness of the automatic query formulation process, and methods are described for applying the automatic query formulation process in practice.

Automatic-repeat-request error control schemes
NASA Technical Reports Server (NTRS)
Lin, S.; Costello, D. J., Jr.; Miller, M. J.
1983-01-01
Error detection incorporated with automatic-repeat-request (ARQ) is widely used for error control in data communication systems. This method of error control is simple and provides high system reliability. If a properly chosen code is used for error detection, virtually error-free data transmission can be attained. Various types of ARQ and hybrid ARQ schemes, and error detection using linear block codes are surveyed.

Naturalization fosters the long-term political integration of immigrants
Hainmueller, Jens; Hangartner, Dominik; Pietrantuono, Giuseppe
2015-01-01
Does naturalization cause better political integration of immigrants into the host society? Despite heated debates about citizenship policy, there exists almost no evidence that isolates the independent effect of naturalization from the nonrandom selection into naturalization. We provide new evidence from a natural experiment in Switzerland, where some municipalities used referendums as the mechanism to decide naturalization requests. Balance checks suggest that for close naturalization referendums, which are decided by just a few votes, the naturalization decision is as good as random, so that narrowly rejected and narrowly approved immigrant applicants are similar on all confounding characteristics. This allows us to remove selection effects and obtain unbiased estimates of the long-term impacts of citizenship. Our study shows that for the immigrants who faced close referendums, naturalization considerably improved their political integration, including increases in formal political participation, political knowledge, and political efficacy. Health rights pamphlets: critical literacy and inclusive citizenship, South Africa.
Strecker, Morgan; Stuttaford, Maria; London, Leslie
2014-06-01
The Ottawa Charter recognizes the importance of strengthening community action for health and developing personal skills. At the same time, a rights-based approach to health includes the right to information, participation and accountability. The Learning Network for Health and Human Rights is a research and learning collaboration between Civil Society Organisations (CSOs) and universities in the Western Cape, South Africa. For the purposes of this article, a CSO is understood to be any organization that is outside of the state and private market sector. As part of a wider programme of action research, the learning network developed six pamphlets aimed at enhancing individual and collective skills to support action related to the implementation of the right to health. The research reported here analyses how the pamphlets, coupled with directed training, strengthened skills, promoted critical literacy and supported inclusive citizenship. Eighteen semi-structured interviews and eight focus groups were conducted with 59 participants from eight CSOs, their members, beneficiaries and communities. The success of the pamphlets was found to be attributed to the role they played in a wider training programme, requested by the CSOs and developed jointly by CSOs and university-based researchers. Community action on the right to health is contingent on personal as well as collective skills development. Understanding of the right to health and skills for participation and accountability were extended in breadth and depth, which enabled inclusive citizenship.

An expert system for scheduling requests for communications Links between TDRSS and ERBS
NASA Technical Reports Server (NTRS)
Mclean, David R.; Littlefield, Ronald G.; Beyer, David S.
1987-01-01
An ERBS-TDRSS Contact Planning System (ERBS-TDRSS CPS) is described which uses a graphics interface and the NASA Transportable Interference Engine. The procedure involves transfer of the ERBS-TDRSS Ground Track Orbit Prediction data to the ERBS flight operations area, where the ERBS-TDRSS CPS automatically generates requests for TDRSS service. As requested events are rejected, alternative context sensitive strategies are employed to generate new requested events until a schedule is completed. A report generator builds schedule requests for separate ERBS-TDRSS contacts.

The AIRSAR automated, Web-based data processing and distribution system is an integrated, end-to-end synthetic aperture radar (SAR) processing system. Designed to function under limited resources and rigorous demands, AIRSAR eliminates operational errors and provides for paperless archiving. Also, it provides a yearly tune-up of the processor on flight missions, as well as quality assurance with new radar modes and anomalous data compensation. The software fully integrates a Web-based SAR data-user request subsystem, a data processing system to automatically generate co-registered multi-frequency images from both polarimetric and interferometric data collection modes in 80/40/20 MHz bandwidth, an automated verification quality assurance subsystem, and an automatic data distribution system for use in the remote-sensor community. Features include Survey Automation Processing in which the software can automatically generate a quick-look image from an entire 90-GB SAR raw data 32-MB/s tape overnight without operator intervention. Also, the software allows product ordering and distribution via a Web-based user request system. To make AIRSAR more user friendly, it has been designed to let users search by entering the desired mission flight line (Missions Searching), or to search for any mission flight line by entering the desired latitude and longitude (Map Searching). For precision image automation processing, the software generates the products according to each data processing request stored in the database via a Queue management system. Users are able to have automatic generation of coregistered multi-frequency images as the software generates polarimetric and/or interferometric SAR data processing in ground and/or slant projection according to user processing requests for one of the 12 radar modes.

Both healthy and sick people increasingly use electronic media to obtain medical information and advice. For example, Internet users may send requests to Web-based expert forums, or so-called "ask the doctor" services. To automatically classify lay requests to an Internet medical expert forum using a combination of different text-mining strategies. We first manually classified a sample of 988 requests directed to a involuntary childlessness forum on the German website "Rund ums Baby" ("Everything about Babies") into one or more of 38 categories belonging to two dimensions ("subject matter" and "expectations"). After creating start and synonym lists, we calculated the average Cramer's V statistic for the association of each word with each category. We also used principle component analysis and singular value decomposition as further text-mining strategies. With these measures we trained regression models and determined, on the basis of best regression models, for any request the probability of belonging to each of the 38 different categories, with a cutoff of 50%. Recall and precision of a test sample were calculated as a measure of quality for the automatic classification. According to the manual classification of 988 documents, 102 (10%) documents fell into the category "in vitro fertilization (IVF)," 81 (8%) into the category "ovulation," 79 (8%) into "cycle," and 57 (6%) into "semen analysis." These were the four most frequent categories in the subject matter dimension (consisting of 32 categories). The expectation dimension comprised six categories; we classified 533 documents (54%) as "general information" and 351 (36%) as a wish for "treatment recommendations." The generation of indicator variables based on the chi-square analysis and Cramer's V proved to be the best approach for automatic classification in about half of the categories. In combination with the two other approaches, 100% precision and 100% recall were realized in 18 (47%) out of the 38 categories in the test sample. For 35 (92%) categories, precision and recall were better than 80%. For some categories, the input variables (ie, "words") also included variables from other categories, most often with a negative sign. For example, absence of words predictive for "menstruation" was a strong indicator for the category "pregnancy test." Our approach suggests a way of automatically classifying and analyzing unstructured information in Internet expert forums. The technique can perform a preliminary categorization of new requests and help Internet medical experts to better handle the mass of information and to give professional feedback.

The rapid growth of the Hispanic population in the United States, particularly those of the second generation, who have automatic rights of citizenship, could be expected to result in increased influence and representation in politics for this group. We show that the effect of a sheer growth in numbers at the national level is diminished by several factors: low probabilities of naturalisation by Hispanic immigrants; non-participation in voting, especially by the US-born generations; and concentration of growth in Congressional Districts that already have Hispanic Representatives. It is a challenge for public policy to reduce the lag between population growth and political representation. PMID:24009469
A System for Automatically Generating Scheduling Heuristics
NASA Technical Reports Server (NTRS)
Morris, Robert
1996-01-01
The goal of this research is to improve the performance of automated schedulers by designing and implementing an algorithm by automatically generating heuristics by selecting a schedule. The particular application selected by applying this method solves the problem of scheduling telescope observations, and is called the Associate Principal Astronomer. The input to the APA scheduler is a set of observation requests submitted by one or more astronomers. Each observation request specifies an observation program as well as scheduling constraints and preferences associated with the program. The scheduler employs greedy heuristic search to synthesize a schedule that satisfies all hard constraints of the domain and achieves a good score with respect to soft constraints expressed as an objective function established by an astronomer-user.

A data transmission system having a common request line and a special request line in addition to a transmission line. The special request line has priority over the common request line. A plurality of node stations are multi-drop connected to the transmission line. Among the node stations, a supervising station is connected to the special request line and takes precedence over other slave stations to become a master station. The master station collects data from the slave stations. The station connected to the common request line can assign a master control function to any station requesting to be assigned the master control function within a short period of time. Each station has an auto response control circuit. The master station automatically collects data by the auto response controlling circuit independently of the microprocessors of the slave stations.

Over the last two decades sexuality has emerged as a key theme in debates about citizenship, leading to the development of the concept of sexual citizenship. This article reviews this literature and identifies four main areas of critical framing: work that contests the significance of sexuality to citizenship; critiques that focus on the possibilities and limitations of mobilising the language of citizenship in sexual politics; analyses of sexual citizenship in relation to nationalisms and border making; and literature that critically examines western constructions of sexuality and sexual politics underpinning understandings of sexual citizenship. In order to progress the field theoretically, the article seeks to extend critiques of sexual citizenship focusing on two key aspects of its construction: the sexual citizen-subject and spaces of sexual citizenship. It argues for a critical rethink that encompasses a de-centring of a ‘western-centric’ focus in order to advance understandings of how sexual citizenship operates both in the Global North and South. To date, work on health democracy has never dealt with relationships between patient associations and the pharmaceutical industry. The emergence of a genuine health citizenship depends, however, to a great extent on the quality of such a relationship. This communication, which is based on a survey of 1742 patient associations and 270 French-pharmaceutical companies, conducted by BVA upon request of the Ethics Commitee of the French association of pharmaceutical companies (CODEEM) highlights the significance of the ethical issues. Beyond the financial issue, the relationship between patient associations and pharmaceutical companies raises the issue of associations governance, and reveals the limits of "association expertise" but also a high expectations for effective partnerships.

A journey to citizenship: constructions of citizenship and identity in the British Citizenship Test.
Gray, Debra; Griffin, Christine
2014-06-01
The British Citizenship Test was introduced in 2005 as one of a raft of new procedures aimed at addressing the perceived problems of integration and social cohesion in migrant communities. In this study, we argue that this new citizenship procedure signals a shift in British political discourse about citizenship - particularly, the institutionalization of a common British citizen identity that is intended to draw citizens together in a new form of political/national community. In line with this, we examine the British Citizenship Test from a social psychological perspective to interrogate the ways in which the test constitutes identity, constitutes citizenship, and constitutes citizenship-as-identity. Analysis of the test and its associated documents highlights three ways in which Britishness-as-identity is constituted, that is, as a collective identity, as a superordinate and national identity, and finally as both a destination and a journey. These findings are discussed in terms of their implications for models of citizenship and models of identity. © 2013 The British Psychological Society.
Context-Aware Intelligent Assistant Approach to Improving Pilot's Situational Awareness
NASA Technical Reports Server (NTRS)

2004-01-01
Faulty decision making due to inaccurate or incomplete awareness of the situation tends to be the prevailing cause of fatal general aviation accidents. Of these accidents, loss of weather situational awareness accounts for the largest number of fatalities. We describe a method for improving weather situational awareness through the support of a contextaware, domain and task knowledgeable, personalized and adaptive assistant. The assistant automatically monitors weather reports for the pilot's route of flight and warns her of detected anomalies. When and how warnings are issued is determined by phase of flight, the pilot s definition of acceptable weather conditions, and the pilot's preferences for automatic notification. In addition to automatic warnings, the pilot is able to verbally query for weather and airport information. By noting the requests she makes during the approach phase of flight, our system learns to provide the information without explicit requests on subsequent flights with similar conditions. We show that our weather assistant decreases the effort required to maintain situational awareness by more than 5.5 times when compared to the conventional method of in-flight weather briefings.

We present a novel "participatory telerobotics" system that generalizes the existing concept of participatory sensing to include real-time teleoperation and telepresence by treating humans with mobile devices as ad-hoc telerobots. In our approach, operators or analysts first choose a desired location for remote surveillance or activity from a live geographic map and are then automatically connected via a coordination server to the nearest available trusted human. That human's device is then activated and begins recording and streaming back to the operator a live audiovisual feed for telepresence, while allowing the operator in turn to request complex teleoperative motions or actions from the human. Supported action requests currently include walking, running, leaning, and turning, all with controllable magnitudes and directions. Compliance with requests is automatically measured and scored in real time by fusing information received from the device's onboard sensors, including its accelerometers, gyroscope, magnetometer, GPS receiver, and cameras. Streams of action requests are visually presented by each device to its human in the form of an augmented reality game that rewards prompt physical compliance while remaining tolerant of network latency. Because of its ability to interactively elicit physical knowledge and operations through ad-hoc collaboration, we anticipate that our participatory telerobotics system will have immediate applications in the intelligence, retail, healthcare, security, and travel industries.

Compassion, Citizenship and Education in South Africa: An Opportunity for Transformation?

2004-11-01
This study explores how citizenship education in South Africa is guided by liberal and communitarian concepts of citizenship. Its contention is that citizenship education, as it has evolved through policy discourses on "Values, Education and Democracy", is heavily influenced by liberal and communitarian concepts of citizenship. Nonetheless, the liberal-communitarian concept of citizenship education is not sufficient on its own to bring about educational transformation in institutions. Instead, citizenship education initiatives in South Africa need to promote a sense of compassion, motivating learners to take seriously the suffering of others. It is argued that such compassion represents a precondition of genuine educational transformation.

Automatic Photoelectric Telescopes (APT's) allow an astronomer to be removed form the telescope site in both time and space. APT's 'execute' an observation program (a set of observation requests) expressed in an ASCII-based language (ATIS) and collect observation results expressed in this same language. The observation program is currently constructed by a Principal Astronomer from the requests of multiple users; the execution is currently controlled by a simple heuristic dispatch scheduler. Research aimed at improving the use of APT's is being carried out by the Entropy Reduction Engine (ERE) project at NASA Ames. The overall goal of the ERE project is the study and construction of systems that integrate planning, scheduling, and control. This paper discusses the application of some ERE technical results to the improvement of both the scheduling and the operation of APT's.

Women and citizenship post‐trafficking: the case of Nepal
Richardson, Diane; Laurie, Nina; Poudel, Meena; Townsend, Janet
2016-01-01
Abstract This article analyses the relationship between gender, sexuality and citizenship embedded in models of citizenship in the Global South, specifically in South Asia, and the meanings associated with having – or not having – citizenship. It does this through an examination of women's access to citizenship in Nepal in the context of the construction of the emergent nation state in the ‘new’ Nepal ‘post‐conflict’. Our analysis explores gendered and sexualized constructions of citizenship in this context through a specific focus on women who have experienced trafficking, and are beginning to organize around rights to sustainable livelihoods and actively lobby for changes in citizenship rules which discriminate against women. Building from this, in the final section we consider important implications of this analysis of post‐trafficking experiences for debates about gender, sexuality and citizenship more broadly. Research about citizenship and disability: a scoping review.
Sépulchre, Marie
2017-05-01
To identify the characteristics of peer-reviewed literature on citizenship and disability published in English from 1985 to 2015. A scoping review was conducted using the Arksey and O'Malley framework. Several databases were searched for peer-reviewed journal articles including the terms citizenship and disability, impairment or handicap in their abstract or title; published between 1985 and 2015; in English. A total of 295 articles were included. Key findings are (1) the number of articles about disability and citizenship increased dramatically over the past three decades, (2) the meaning of citizenship is often left undiscussed, (3) citizenship is more often discussed in terms of access to social rights and less so in regards to contributions to society and participation in family life, technology and culture, (4) disabled people tend to be represented as a homogeneous category, (5) most studies are qualitative and non-participatory. To broaden knowledge about the situation, membership and participation of persons with disabilities in society, further research should develop the conceptual use of citizenship in relation to disability, explore different research designs, investigate various citizenship sectors and take into account the complexity of personal and social situations of persons with disabilities. Implications for Rehabilitation The notion of citizenship is closely related to the goals of rehabilitation as it touches upon issues of membership and participation in society; Understanding the multiple dimensions of citizenship will help practitioners to design and improve rehabilitation treatments and connect these not only to social citizenship rights but also to the various social roles and contributions of persons with disabilities; A better understanding of the complex relationship between citizenship and disability on the part of practitioners is crucial since strategies and policy documents about persons with disabilities often mention citizenship.

Citizenship, Community Mental Health, and the Common Good.
Atterbury, Kendall; Rowe, Michael
2017-07-01
In this article, we address the issue of community mental health and the common good via an applied theory of citizenship to support the social inclusion, empowerment, and inclusion of persons diagnosed with psychiatric disorders. We begin by discussing citizenship, and the concept of the common good, in regard to historical conceptions of citizenship, including the historical exclusion of women, people of color, persons with mental illness, and others. We then review the development of our citizenship framework in response to the limitations of even the most innovative community mental health interventions, specifically the practice of mental health outreach to persons who are homeless. We review findings from three citizenship research studies - a community-level intervention, an individual- and group-level intervention, and development of an individual instrument of citizenship - along with brief comments on current citizenship research. We conclude with a discussion of the challenges of realizing both the individual and collective potential of, and challenges to, the citizenship framework in relation to current and future community mental health systems of care. The software for schedule creation and optimization solves a difficult, important and practical problem. The proposed solution is an online employee portal where administrator users can create and manage watch schedules and employee requests. Each employee can login with his/her own account and see his/her assignments, manage requests, etc. Employees set as administrators can perform the employee scheduling online, manage requests, etc. This scheduling software allows users not only to see the initial and optimized watch schedule in a simple and understandable form, but also to create special rules and criteria and input their business. The system using rules automatically will generate watch schedule.

General health conditions as well as quality of life must urgently be improved in developing countries. This improvement could be achieved, at least in part, by the practice of citizenship. Education exerts a special role in citizenship development. In this regard, teachers in school are of great importance, since they influence and inspire the students beyond the formal curricula. The purpose of this study was to evaluate the citizenship perception of teachers from basic and junior schools, and their opinion about their role and the school on the student citizenship development. Forty teachers from public schools in the city of Sao Paulo (SP, Brazil) were interviewed. Their opinions and speeches were analysed employing qualitative methods. It has been observed that the teachers consider the school as the place where citizenship should be developed. They know how important are their attitudes and disposition of mind on student formation. They understand "citizenship" as active participation in the society, beyond rights, duties and knowledge.

The purpose of this study was to explore the relationship between organisational support, organisational identification, and organisational citizenship behaviour and the predictors of organisational citizenship behaviour in Taiwanese male nurses. The turnover rate among male nurses is twice that of female nurses. Organisational citizenship behaviour is the predictor of turnover intention. Little information is available on the relationship between organisational support, organisational identification and organisational citizenship behaviour, particularly for male nurses. Data were collected in 2010 from a questionnaire mailed to 167 male nurses in Taiwan. A cross-sectional survey with simple sampling was used in this study. The results showed that organisational identification and organisational support were correlated with organisational citizenship behaviour. Organisational distinctiveness, organisational support of work conditions and the type of organisation were the main predictors of organisational citizenship behaviour. Together they accounted for 40.7% of the total variation in organisational citizenship behaviour. Organisational distinctiveness was the most critical predictor, accounting for 29.6% of the variation. Organisational support and organisational identification have positive relationships with organisational behaviour. Organisational distinctiveness is an important factor in explaining organisational citizenship behaviour in male nurses. This finding provides concrete directions for managers to follow when providing organisational identification, in particular, the organisational distinctiveness will help male nurses to display increasingly more organisational citizenship behaviour. © 2012 John Wiley & Sons Ltd.

This article scans recent developments within citizenship studies and relates them to the field of dementia, specifically the 'dementia friendly communities' agenda. The dementia friendly communities agenda is selected for several reasons, most notably because, it is an area of practice in the field of dementia where citizenship is perhaps most clearly enacted. The aim of the article is to help with the advancement of social citizenship as a key concept for dementia studies, by using two of the latest ideas within citizenship studies; namely, understandings of citizenship as (a) occurring in ordinary places and (b) potentially enacted within the domestic sphere to explore dementia friendly communities. It is argued that the interplay between these two developments pave the way for deeper consideration and realisation of social citizenship in the context of people with dementia. © The Author(s) 2016.

Traffic Aware Strategic Aircrew Requests (TASAR) Concept of Operations
NASA Technical Reports Server (NTRS)
Henderson, Jeffrey
2013-01-01
Aircrews submit trajectory change requests to air traffic control (ATC) to better achieve the operator's preferred business trajectory. Requests are currently made with limited information and are often denied because the change is not compatible with traffic. Also, request opportunities can be overlooked due to lack of automation that advises aircrews of trajectory changes that improve flight time, fuel burn, and other objectives. The Traffic Aware Strategic Aircrew Requests (TASAR) concept leverages Automatic Dependent Surveillance-Broadcast (ADS-B) surveillance information to advise the aircrew of beneficial trajectory changes that are probed for traffic compatibility prior to issuing the request to ATC. This document describes the features, benefits, and limitations of TASAR automation hosted on an Electronic Flight Bag. TASAR has two modes: (1) auto mode that continuously assesses opportunities for improving the performance of the flight and (2) manual mode that probes trajectory changes entered by aircrews for conflicts and performance objectives. The roles and procedures of the aircrew and ATC remain unchanged under TASAR.

...The Department of Homeland Security (DHS) is amending its regulations to enable U.S. Citizenship and Immigration Services (USCIS) to migrate from a paper file-based, non-integrated systems environment to an electronic customer-focused, centralized case management environment for benefit processing. This transformation process will allow USCIS to streamline benefit processing, eliminate the capture and processing of redundant data, and reduce the number of and automate its forms. This transformation process will be a phased multi-year initiative to restructure USCIS business processes and related information technology systems. DHS is removing references to form numbers, form titles, expired regulatory provisions, and descriptions of internal procedures, many of which will change during transformation. DHS is also finalizing interim rules that permitted submission of benefit requests with an electronic signature when such requests are submitted in an electronic format rather than on a paper form and that removed references to filing locations for immigration benefits. In addition, in this rule DHS is publishing the final rule for six other interim rules published during the past several years, most of which received no public comments.
[Nudge strategies at a glance: an overview. More freedom or new paternalism?
Leone, Luca
2016-01-01
Under the theoretical assumptions of individual bounded rationality and of behavioural psychology about human actions and agency, nudge has been promoted as an alternative to traditional regulatory tools, characterized by being inexpensive, choice-preserving, and bound to promote legitimate goals and citizens' welfare within through specific choice architectures. Applicable to several domains, health included, the nudging approach runs in connection with requests and needs arising from marketing strategies, with the aim of maximizing economic rationality and efficiency. However, as nudge was framed having in mind the notion of consumer, it fails to fully meet the values connected to the idea of citizenship. Most nudges strategies seem to imply a top-down vision - though soft paternalistic - where pre-defined and often black-boxed values pretend to define individual and collective directions. The representational and ethical issues surrounding nudge, the psychological mechanisms working behind it, and the correlated legal issues request a precise and accurate scrutiny, if we want nudging interventions to be legitimately and democratically framed within policy strategies and human agency not to be disregarded, but empowered by behaviourally-based actions.

The government of chronic poverty: from exclusion to citizenship?
Hickey, Sam
2010-01-01
Development trustees have increasingly sought to challenge chronic poverty by promoting citizenship amongst poor people, a move that frames citizenship formation as central to overcoming the exclusions and inequalities associated with uneven development. For sceptics, this move within inclusive neoliberalism is inevitably depoliticising and disempowering, and our cases do suggest that citizenship-based strategies rarely alter the underlying basis of poverty. However, our evidence also offers some support to those optimists who suggest that progressive moves towards poverty reduction and citizenship formation have become more rather than less likely at the current juncture. The promotion of citizenship emerges here as a significant but incomplete effort to challenge poverty that persists over time.

Researchers have discovered inconsistent relationships between prosocial motives and citizenship behaviors. We draw on impression management theory to propose that impression management motives strengthen the association between prosocial motives and affiliative citizenship by encouraging employees to express citizenship in ways that both "do good" and "look good." We report 2 studies that examine the interactions of prosocial and impression management motives as predictors of affiliative citizenship using multisource data from 2 different field samples. Across the 2 studies, we find positive interactions between prosocial and impression management motives as predictors of affiliative citizenship behaviors directed toward other people (helping and courtesy) and the organization (initiative). Study 2 also shows that only prosocial motives predict voice-a challenging citizenship behavior. Our results suggest that employees who are both good soldiers and good actors are most likely to emerge as good citizens in promoting the status quo.

This article charts the diverse pathways through which austerity and other policy shifts associated with neoliberalism have come to be embodied globally in ill-health. It combines a review of research on these processes of embodiment with the development of a theory of the resulting forms of biological sub-citizenship. This theory builds on other studies that have already sought to complement and complicate the concept of biological citizenship with attention to the globally uneven experience and embodiment of bioinequalities. Focused on the unevenly embodied sequelae of austerity, the proceeding theorization of biological sub-citizenship is developed in three stages of review and conceptualization: 1) Biological sub-citizenship through exclusion and conditionalization; 2) Biological sub-citizenship through extraction and exploitation; and 3) Biological sub-citizenship through financialized experimentation. In conclusion the paper argues that the analysis of biological sub-citizenship needs to remain open-ended and relational in order to contribute to socially-searching work on the social determinants of health. Existing literature on sexual citizenship has emphasized the sexuality-related claims of de jure citizens of nation-states, generally ignoring immigrants. Conversely, the literature on immigration rarely attends to the salience of sexual issues in understanding the social incorporation of migrants. This article seeks to fill the gap by theorizing and analyzing immigrant sexual citizenship. While some scholars of sexual citizenship have focused on the rights and recognition granted formally by the nation-state and others have stressed more diffuse, cultural perceptions of community and local belonging, we argue that the lived experiences of immigrant sexual citizenship call for multiscalar scrutiny of templates and practices of citizenship that bridge national policies with local connections. Analysis of ethnographic data from a study of 76 Mexican gay and bisexual male immigrants to San Diego, California reveals the specific citizenship templates that these men encounter as they negotiate their intersecting social statuses as gay/bisexual and as immigrants (legal or undocumented); these include an “asylum” template, a “rights” template, and a “local attachments” template. However, the complications of their intersecting identities constrain their capacity to claim immigrant sexual citizenship. The study underscores the importance of both intersectional and multiscalar approaches in research on citizenship as social practice. PMID:25013360

The educative goal of citizenship education through science education converges to the declared purpose of the SSI research movement. Socioscientific issues formulated in science education research covering topics as biotechnology, environmental issues, sustainable development, energy choices, have been introduced in French Middle Schools. But citizenship is often not clarified and can be multiple. After having clarified who is the citizen targeted by SSI research movement, the concept of citizen in the French curriculum needs to be clarify. What do these citizens have in common with the citizen that a sociology literature review let see oscillating between obedience and critical thinking has also been investigated. The paper also looks at the teachers' views and their contribution to citizenship education through socioscientific topics described in the national curriculum. From the analysis, different teachers' views of citizenship education have been highlighted: a normative citizenship education in connection with civility and rules and an emancipatory citizenship education to develop pupils' skills such as searching and evaluating information, argumentation and critical thinking in order to enable pupils to build their own argued opinion and to participate to public debates. This last emancipatory view of citizenship education is congruent with the aim of social empowerment within the SSI research movement.

This study seeks to identify workplace conditions that influence the degree to which employees feel worn out, tired, or on edge attributed to engaging in organizational citizenship behavior (OCB) and also how this phenomenon, which we refer to as citizenship fatigue, is associated with future occurrences of OCB. Using data collected from 273 employees and their peers at multiple points in time, we found that the relationship between OCB and citizenship fatigue depends on levels of perceived organizational support, quality of team-member exchange relationships, and pressure to engage in OCB. Specifically, the relationship between OCB and citizenship fatigue is significantly stronger and positive when perceived organizational support is low, and it is significantly stronger and negative when the quality of team-member exchange is high and pressure to engage in OCB is low. Our results also indicate that citizenship fatigue is negatively related to subsequent acts of OCB. Finally, supplemental analyses reveal that the relationship between OCB and citizenship fatigue may vary as a function of the specific facet of OCB. We conclude with a discussion of the key theoretical and practical implications of our findings. (c) 2015 APA, all rights reserved.

While research suggests that schools can foster active citizenship among youth, studies have not tested whether ethnic minority youth may benefit differently from school experiences than ethnic majority youth. In this study of 219 students (138 German majority and 81 Turkish-origin minority; M age = 18.26; 55% females), we examined the association between different experiences at school and 4 indicators of youth active citizenship, controlling for various socio-demographic characteristics. Although value of social studies was associated with three out of four active citizenship indicators among both ethnic groups, the effects of the other school-related variables on active citizenship were moderated by ethnicity. Specifically, indicators of classroom climate, such as open classroom climate and classroom community, were only associated with greater active citizenship among Turkish-minority youth, while participatory factors, such as engagement in school decisions, were only associated with active citizenship among native German youth. © 2016 International Union of Psychological Science.

Research has returned mixed results concerning the relationship between prosocial motivation and citizenship behavior. Building from research suggesting that mixed motives might explain these equivocal findings, we conducted two field studies examining the interaction between prosocial and competitive motives and two types of citizenship behavior. Prosocial motivation, but not competitive motivation, was positively related to citizenship behavior directed at others, though this relationship was weakened when prosocial motives were accompanied by competitive motives. Prosocial motives compensated for weak competitive motives to predict citizenship behavior directed toward the organization. Our studies expand research on prosocial and competitive motivation, mixed-motives, and citizenship behavior. Further, they carry personnel implications given that many organizations seek to hire employees high on both competitive and prosocial motivation.

This article considers ARQ methods on a power-limited channel (e.g., the deep-space channel), where it is important to minimize the total power needed to transmit the data, as opposed to a bandwidth-limited channel (e.g., terrestrial data links), where the spectral efficiency or the total required transmission time is the most relevant performance measure. In the analysis, we compare the performance of three reference concatenated coded systems used in actual deep-space missions to that obtainable by ARQ methods using the same codes, in terms of required power, time to transmit with a given number of retransmissions, and achievable probability of word error. The ultimate limits of ARQ with an arbitrary number of retransmissions are also derived.
Traffic Aware Strategic Aircrew Requests (TASAR)

Under Instrument Flight Rules, pilots are not permitted to make changes to their approved trajectory without first receiving permission from Air Traffic Control (ATC). Referred to as "user requests," trajectory change requests from aircrews are often denied or deferred by controllers because they have awareness of traffic and airspace constraints not currently available to flight crews. With the introduction of Automatic Dependent Surveillance-Broadcast (ADS-B) and other information services, a rich traffic, weather, and airspace information environment is becoming available on the flight deck. Automation developed by NASA uses this information to aid flight crews in the identification and formulation of optimal conflict-free trajectory requests. The concept of Traffic Aware Strategic Aircrew Requests (TASAR) combines ADS-B and airborne automation to enable user-optimal in-flight trajectory replanning and to increase the likelihood of ATC approval for the resulting trajectory change request. TASAR may improve flight efficiency or other user-desired attributes of the flight while not impacting and potentially benefiting the air traffic controller. This paper describes the TASAR concept of operations, its enabling automation technology which is currently under development, and NASA s plans for concept assessment and maturation.

This study investigates whether organizational citizenship behaviors enhance job satisfaction among nursing personnel, while exploring whether customer-oriented perception has a moderating effect between nursing personnel's organizational citizenship behaviors and job satisfaction. The authors used a cross-sectional survey sent to 500 nurses with 232 valid responses. According to the research findings, nurses' organizational citizenship behaviors have a positive and significant influence on job satisfaction. Results also indicated that the moderating effect of nurses' customer-oriented perception on the relationship between their organizational citizenship behaviors and job satisfaction was stronger for high customer-oriented perception than it was low customer-oriented perception.

To prefetch images in a hospital-wide picture archiving and communication system (PACS), a rule must be devised to permit accurate selection of examinations in which a patient's images are stored. We developed an inductive method to compose prefetch rules from practical data which were obtained in a hospital using a decision tree algorithm. Our methods were evaluated on data acquired in Osaka University Hospital for one month. The data collected consisted of 58,617 cases of consultation reservations, 643,797 examination histories of patients, and 323,993 records of image requests in PACS. Four parameters indicating whether the images of the patient were requested or not for each consultation reservation were derived from the database. As a result, the successful selection sensitivity for consultations in which images were requested was approximately 0.8, and the specificity for excluding consultations accurately where images were not requested was approximately 0.7.
Citizenship development of adolescents during the lower grades of secondary education.

The present study focuses on the development of citizenship competences of Dutch adolescents, including the political and social aspects as part of adolescents' daily lives. We followed 5070 adolescents aged 12-16 years across a three-year period in lower secondary education. The variance on school and student level was estimated and a three-level mixed-effects regression model was fit to analyze differences in citizenship development. The results indeed show development of citizenship competences during secondary school, but the observed patterns were not always positive. Students generally showed an increase in their citizenship knowledge, but a decline in their societal interest, prosocial ability and reflective thinking. Differences between groups of students could be explained by both schools and student characteristics. Especially girls and minority students developed the most citizenship competences. Understanding these differences is important for schools to improve their practices in ways that support the development of citizenship competences of various groups of students. This article explores the reasons for therapeutic pacifism among people living with HIV (PLHIVs) in urban Zambia. It contributes to a growing ethnography on global health, biosociality, and patient-provider dynamics. Therapeutic citizenship is a biopolitical citizenship that includes claims and ethical projects that emerge from techniques to control and manage bodies. In some contexts, therapeutic citizenship has included activism and claims-making against local, national, and international power brokers. This article investigates therapeutic citizenship in the specific context of impoverished urban Zambian compounds, sites of food insecurity, unemployment, and political exclusion, as well as targets for donor, NGO, and faith-based organisation projects and PLHIV support group proliferation. The article utilises data from participant observations at two Lusaka AIDS clinics, interviews, and focused discussions with support groups of PLHIVs. It argues that PLHIVs continuously negotiate subjectivities related to kinship, clientship, religious belief, and political citizenship in processes that complicate therapeutic citizenship. Rather than fostering participation in PLHIV support groups or challenging 'politics as usual' through activist claims-making to institutions of biopower, these processes lead to therapeutic pacifism.

Social representations of health councilors regarding the right to health and citizenship.
Moura, Luciana Melo de; Shimizu, Helena Eri
2017-03-30
To know the structure of the social representations of right to health and citizenship of health municipal councilors. This is a qualitative study, based on the central nucleus theory of social representations, carried out in eight municipalities of the Integrated Region for the Development of the Surroundings of the Federal District, Brazil. The intentional sample consisted of municipal health councilors. Between June and December 2012, free recall questionnaires were used, of which 68 were answered with the inducing term health, and 64 with the inducing term citizenship. Data were analyzed using EVOC software and Bardin's content analysis. The representational field of the right to health is associated with the idea of universal law guaranteed by the Constitution and the Unified Health System (SUS), and of citizenship linked to rights and duties. The conceptions of right to health are understood as a condition for reaching citizenship, and citizenship as social protection.

This study evaluated hypothesized positive linkages between organizational citizenship behavior and the emotional intelligence dimensions of perception, using emotion, understanding emotion, and management of emotion, involving two samples. Sample 1 comprised 334 employed college students, 52% male, with a mean age of 23.4 yr., who worked an average of 29.6 hr. per week. Sample 2 comprised 72 professors, 81% female, with a mean age of 47 yr. Measures were the Emotional Intelligence Scale and the Organizational Citizenship Behavior Scale. Results of hierarchical multiple regressions indicated a positive link between organizational citizenship behavior and emotional intelligence. There were differences between the samples. In Sample 1, each of the emotional intelligence dimensions were positively linked to citizenship behavior: using and managing emotion were the greatest contributors. In Sample 2, managing emotion was the only contributor. Emotional intelligence had the strongest relationship with citizenship behavior directed at individuals.
Citizenship and Community Mental Health Care.

Citizenship is an approach to supporting the social inclusion and participation in society of people with mental illnesses. It is receiving greater attention in community mental health discourse and literature in parallel with increased awareness of social determinants of health and concern over the continued marginalization of persons with mental illness in the United States. In this article, we review the definition and principles of our citizenship framework with attention to social participation and access to resources as well as rights and responsibilities that society confers on its members. We then discuss our citizenship research at both individual and social-environmental levels, including previous, current, and planned efforts. We also discuss the role of community psychology and psychologists in advancing citizenship and other themes relevant to a citizenship perspective on mental health care and persons with mental illness. © Society for Community Research and Action 2018.
Two instructional designs for dialogic citizenship education: an effect study.

2009-09-01
Despite the renewed interest in citizenship education, relatively little is known about effective ways to realize citizenship education in the classroom. In the literature on citizenship education, dialogue is considered to be a crucial element. However, there is very little, if any, empirical research into the different ways to stimulate dialogue. The main aim of this study is to arrive at an understanding of how citizenship education can be integrated in history classes. The focus is on the effect of a dialogic approach to citizenship education on students' ability to justify an opinion on moral issues. Four hundred and eighty-two students in the eighth grade of secondary education. Two curriculum units for dialogic citizenship education were developed and implemented. The two curriculum units differed in the balance between group work and whole-class teaching. Students' ability to justify an opinion was assessed by means of short essays written by students on a moral issue. The effectiveness of both curriculum units was compared with regular history classes. Students who participated in the lessons for dialogic citizenship education were able to justify their opinion better than students who participated in regular history lessons. The results further show a positive effect of the amount of group work involved. The results of this study indicate that a dialogic approach to citizenship education as an integral part of history classes helps students to form a more profound opinion about moral issues in the subject matter. In addition, group work seems to be a more effective method to implement dialogue in the classroom than whole-class teaching.

Sleep and organizational citizenship behavior: the mediating role of job satisfaction.
Barnes, Christopher M; Ghumman, Sonia; Scott, Brent A
2013-01-01
We examine sleep as an important factor beyond the work domain that is relevant to organizational citizenship behavior. In a field study of 87 employees from a variety of organizations, an objective measure of sleep quantity predicted organizational citizenship behavior directed toward organizations but not organizational citizenship behavior directed toward individuals. Additionally, job satisfaction mediated this relationship. In a second field study of 85 working college students, we found that natural variation in daily sleep over the course of a work week predicted daily variance in organizational citizenship behavior directed toward both individuals and organizations, and that job satisfaction mediated these relationships. Based on these findings, we discuss theoretical and practical implications of sleep-deprived employees.

The automatic alignment system for the National Ignition Facility (NIF) is a large-scale parallel system that directs all 192 laser beams along the 300-m optical path to a 50-micron focus at target chamber in less than 50 minutes. The system automatically commands 9,000 stepping motors to adjust mirrors and other optics based upon images acquired from high-resolution digital cameras viewing beams at various locations. Forty-five control loops per beamline request image processing services running on a LINUX cluster to analyze these images of the beams and references, and automatically steer the beams toward the target. This paper discusses the upgrades to the NIF automatic alignment system to handle new alignment needs and evolving requirements as related to various types of experiments performed. As NIF becomes a continuously-operated system and more experiments are performed, performance monitoring is increasingly important for maintenance and commissioning work. Data, collected during operations, is analyzed for tuning of the laser and targeting maintenance work. Handling evolving alignment and maintenance needs is expected for the planned 30-year operational life of NIF.

There is a gap in the literature about the influence of customer-oriented perception on nursing personnel's organizational citizenship behaviors. Organizational citizenship behaviors are the type of contextual behaviors that are difficult to observe and measure as such behaviors are usually generated in quite subtle and unpredictable ways. This study tested the hypothesis: Customer-oriented perception is associated with increased organizational citizenship behaviors for nurses. If nursing personnel's customer-oriented perception can increase their willingness to display organizational citizenship behaviors, it may facilitate hospital operation and enhance organizational effectiveness. A cross-sectional design using a questionnaire survey of nurses in 10 medical centers was used. Five hundred copies of the questionnaire were distributed, and 232 effective copies were retrieved, with a valid response rate of 46.4%. Structural equation modeling was performed in SPSS 11.0 and Amos 7.0 (SPSS Inc., Chicago, IL, USA) statistical software packages. The main finding was that favorable customer-oriented perception is associated with increased organizational citizenship behaviors for nurses. Extensive training and customer-oriented performance evaluation are proposed in the hope of creating customer-oriented perception among nursing personnel and subsequently inspiring the display of organizational citizenship behaviors. ©2010 Sigma Theta Tau International.
Is Charismatic Leadership Effective When Workers Are Pressured To Be Good Citizens?
Horn, Dewaynna; Mathis, Christopher J; Robinson, Sammie L; Randle, Natasha
2015-01-01
Prior research has explored how employees' perceptions of their leaders impact their work attitudes and behaviors. Studies have shown that charismatic leaders motivate individuals to be more engaged and to exhibit more organizational citizenship behaviors. This study considers how a moderator, citizenship pressure, affects how charismatic leaders might inspire their followers to go above and beyond and be more engaged in their work. Using a sample of 243 workers, this study's findings show that charismatic leadership has a stronger positive effect on job engagement when employees perceive less citizenship pressure. Citizenship pressure did not moderate the relationship between charismatic leadership and organizational citizenship behavior. Implications of this study include an examination of the moderating influence of citizenship pressure, a relatively new construct. Practically, the implications may shed some light on leadership factors that encourage increased effort from employees and greater employee engagement. More specifically, findings suggest that persons are motivated to exhibit more OCBs to meet high expectations of charismatic leaders. However, when seeking engagement, feeling pressure to perform these OCBs has a reverse effect as more job engagement results with less citizenship pressure. Future research suggestions and limitations are discussed.

Emerging from popular education movements in Latin America, ecopedagogy is a critical environmental pedagogy which focuses on understanding the connections between social conflict and environmentally harmful acts carried out by humans. These connections are often politically hidden in education. Ecopedagogy, while being pluralistic, is in its essence defined as a critical, transformative environmental pedagogy centred on increasing social and environmental justice. Its ultimate aim is to find a sustainable balance between the conflicting goals of diverse notions of human progress and environmental wellbeing. This article is based on two comparative research projects. The first was a qualitative study on ecopedagogical models involving 31 expert ecopedagogues in Argentina, Brazil and the Appalachian region of the United States. They were asked for their perspectives on how successful ecopedagogy can be defined within the contexts in which they taught and conducted research. The second study analysed how 18 international expert scholars of citizenship and/or environmental pedagogy from six world continents regarded the ways in which citizenship intersects with environmental issues and the pedagogies of both in an increasingly globalised world, with specific focus on Global Citizenship Education. Results from the first study indicate the following two needs for effective environmental pedagogies: (1) for there to be an ecopedagogical paradigm shift in environmental teaching and research; and (2) for ecopedagogy to be an essential element of citizenship education (and vice versa). This article examines how conflicting processes of globalisation both help and hinder in achieving such a paradigm shift by decentring traditional nation-state citizenship. Results from the second study indicate how critical teaching within and between different spheres of citizenship (e.g. local, national, global, and planetary citizenship) is essential for ecopedagogy (and the ecopedagogical element).

"Citizenship" is a term from political theory. The term has moved from the relationship between the individual and the state toward addressing the position of 'others' in society. Here, I am concerned with people with long-term mental health problems. I explore the possibilities of ethnographically studying this rather more cultural understanding of citizenship with the use of the concept of relational citizenship, attending to people who leave Dutch institutions for mental health care. Relational citizenship assumes that people become citizens through interactions, whereby they create particular relations and social spaces. Rather than studying the citizen as a particular individual, citizenship becomes a matter of sociality. In this article, I consider what social spaces these relationships create and what values and mechanisms keep people together. I argue that the notion of neighborhood as a form of community, although built implicitly or explicitly into mental health care policy, is no longer the most plausible model to understand social spaces.

Organizational citizenship behavior just referred to a set of discretionary workplace behaviors that exceed one's job requirements. The main objective of this study was to determine the relationship between organizational perceived justice and organizational citizenship behavior. This cross-sectional study was done in Shahid Sadoughi Hospital in Yazd, Iran in 2013. A total of 100 hospital employees contributed in the study. The required data was gathered using 2 valid questionnaires, including the Moorman & Niehoff organizational perceived justice questionnaire and the McKinsey organizational citizenship behavior questionnaire. Data were analyzed using SPSS version 16. Descriptive statistics, Chi square, and Pearson's correlation coefficient were used for data analysis. There was a significant positive relationship between organizational perceived justice and organizational citizenship behavior among the studied hospital's employees (P ≤ 0.05, R = 0.33). This study confirmed that any policy that leads to better organizational justice perception will contribute in better organizational citizenship behavior which will increase the hospital's productivity.

Facebook is an increasingly popular online social networking site. The purpose of this study was to describe the Facebook activity of residents and fellows and their opinions regarding the impact of Facebook on the doctor-patient relationship. An anonymous questionnaire was emailed to 405 residents and fellows at the Rouen University Hospital, France, in October 2009. Of the 202 participants who returned the questionnaire (50%), 147 (73%) had a Facebook profile. Among responders, 138 (99%) displayed their real name on their profile, 136 (97%) their birthdates, 128 (91%) a personal photograph, 83 (59%) their current university and 76 (55%) their current position. Default privacy settings were changed by 61% of users, more frequently if they were registered for >1 year (p=0.02). If a patient requested them as a 'friend', 152 (85%) participants would automatically decline the request, 26 (15%) would decide on an individual basis and none would automatically accept the request. Eighty-eight participants (48%) believed that the doctor-patient relationship would be altered if patients discovered that their doctor had a Facebook account, but 139 (76%) considered that it would change only if the patient had open access to their doctor's profile, independent of its content. Residents and fellows frequently use Facebook and display personal information on their profiles. Insufficient privacy protection might have an impact the doctor-patient relationship.

Criminal law repercussions on the Civil Protection System
NASA Astrophysics Data System (ADS)
Altamura, M.; Musso, L.
2009-09-01
The legal systems of our Countries provide the citizenship with a high level of protection. Personal safety and the protection of property are guaranteed by the State through organized structures among which we can include the Civil Protection. The progress of science and technology has greatly improved monitoring tools, currently used by the Civil Protection, which allow, to a certain extent, to predict and prevent risk and natural hazards. The assertion of an individual right, which in some cases has reached a constitutional rank, to benefit from Civil Protection services and the widespread perception throughout the citizenship of the competence of the system to prevent disasters, often causes people to take legal action against Civil Protection authorities should they fail in their duties to protect. However, the attempt of having both recognized an economic compensation for the suffered loss and the punishment of those whom misled, frequently undergoes criminal law. This process could have results that may jeopardize the effectiveness of Civil Protection service without meeting citizens’ demands. A dual effort is thus necessary in order to solve such a problem. On the one hand, an interdisciplinary knowledge needs to pervade criminal law in an attempt to relieve its self-referentiality and pretended supremacy. On the other hand an alternative, and more agile, system -such as civil or administrative law- has to be identified in order to respond to the legitimate requests for protection in the case of a faulty behaviour of the authorities.

"We have always lived here": indigenous movements, citizenship and poverty in Argentina.
vom Hau, Matthias; Wilde, Guillermo
2010-01-01
This article explores the nexus between indigenous mobilisation, citizenship, and poverty in Argentina. A subnational comparison of land struggles among the Diaguita Calchaqu in Tucumn and the Mbya Guaran in Misiones shows that changing global and national opportunity structures, most prominently a new multicultural citizenship regime, set the stage for indigenous mobilisation. In turn, local transformations of capitalist development motivate indigenous mobilising efforts, whereas leadership patterns and state-movement relations shape the capacity to mobilise. Diaguita and Mbya mobilisation reveals that indigenous movements play a central role in the activation of formal citizenship rights and the contestation of dominant notions of poverty. At the same time, the current design of multicultural citizenship and the adverse socioeconomic incorporation of indigenous communities also counteract indigenous mobilising efforts in Argentina.
Leader-member exchange and safety citizenship behavior: The mediating role of coworker trust.
Jiang, Li; Li, Feng; Li, YongJuan; Li, Rui
2017-01-01
To achieve high safety levels, mere compliance with safety regulations is not sufficient; employees must be proactive and demonstrate safety citizenship behaviors. Trust is considered as a mechanism for facilitating the effects of a leader on employee citizenship behaviors. Increasingly research has focused on the role of trust in a safety context; however, the role of coworker trust has been overlooked. The mediating role of coworker trust in the relationship between the leader-member exchange and safety citizenship behavior is the focus of this field study. Front-line employees from an air traffic control center and an airline maintenance department completed surveys measuring leader-member exchange, co-worker trust, and safety citizenship behavior. Structural Equation Modeling revealed affective and cognitive trust in coworkers is influenced by leader-member exchange. A trust-based mediation model where cognitive trust and affective trust mediate the relationship between the leader-member exchange and safety citizenship behavior emerged. Results of this study add to our understanding of the relationship between leader-member exchange and safety behavior. The effect of co-worker trust and the extent to which employees participate in workplace safety practice were identified as critical factors. The findings show that managers need to focus on developing cognitive and affective coworker trust to improve safety citizenship behaviors.

1994-01-01
This paper outlines a new telescope operations model that is intended to achieve low operating costs with high operating efficiency and high scientific productivity. The model is based on the existing Principal Astronomer approach used in conjunction with ATIS, a language for commanding remotely located automatic telescopes. This paper introduces the notion of an Associate Principal Astronomer, or APA. At the heart of the APA is automatic observation loading and scheduling software, and it is this software that is expected to help achieve efficient and productive telescope operations. The purpose of the APA system is to make it possible for astronomers to submit observation requests to and obtain resulting data from remote automatic telescopes, via the Internet, in a highly-automated way that minimizes human interaction with the system and maximizes the scientific return from observing time.

The Johns Hopkins Children's Medical and Surgery Center developed a Web-based Antimicrobial Stewardship Program (ASP) in 2005. The present study aimed to assess longitudinal antimicrobial request and approval patterns for this ASP. We analyzed a total of 16,229 antimicrobial requests for 3,542 patients between June 1, 2005, and June 30, 2009. Antimicrobial approval was the outcome of interest. We assessed gaming by studying trends in automatically approved requests. Nonparametric tests for trend were performed to detect changes in approval patterns. Multiple logistic regression was used to identify factors associated with approval. The vast majority (91.3%) of antimicrobial requests were approved, with an increase of 6.1% over time (P < .01). Renewal requests were more likely than primary requests (adjusted odds ratio [aOR], 1.72; 95% confidence interval [CI], 1.45-2.04) to be approved. Antiviral requests had higher odds of approval than antibiotic requests (aOR, 1.27; 95% CI, 1.04-1.56). Compared with requests by medical services, requests by surgical services had lower odds of approval (aOR, 0.70; 95% CI, 0.59-0.83), whereas pediatric intensive care requests had higher odds of approval (aOR, 1.18; 95% CI, 1.00-1.40). The number of auto-approved requests remained consistent. The Web-based ASP allows management of a large number of antimicrobial requests, without apparent gaming. Observed differences in approval patterns based on patient, requestor, and antimicrobial factors may inform the development of ASPs and evaluation of provider education and training. Several factors including emotional intelligence affect the efficiency of people. It seems that organizational behavior of each person is strongly influenced by emotional intelligence. Therefore, the present study is aimed to examine the relationship between emotional intelligence and organizational citizenship behavior in critical and emergency nurses in teaching hospitals supervised by Kerman Medical University in Southeast of Iran. This study employed a descriptive cross sectional design. A census sample consisted of 150 critical and emergency nurses working in teaching hospitals supervised by Kerman Medical University participated in this study. Emotional intelligence and organizational citizenship behavior questionnaire was used to assess nurses' emotional intelligence and organizational citizenship behavior by available sampling method. The results showed that the mean age of the participants was 35 years. Most participants (94%) were females and belonged to the age group of 26-30 years. Overall mean score of organizational citizenship behavior scale was 88.21 (±10.4). In the organizational citizenship behavior categories, altruism mean score was higher than the other mean scores. Overall mean score of emotional intelligence was (121.08 ± 17.56). In the subgroups of emotional intelligence, mean score of the relationship management, was higher than the average of other factors. Pearson's correlation coefficient showed no significant relationship between emotional intelligence and organizational citizenship behavior (p ≥ 0.05). The study suggests that health care managers should organize systematic and dynamic policies and procedures in dealing with emotional intelligence and organizational citizenship behavior to assist critical and emergency nurses.

This study used participatory methods and concept-mapping techniques to develop a greater understanding of the construct of citizenship and an instrument to assess the degree to which individuals, particularly those with psychiatric disorders, perceive themselves to be citizens in a multifaceted sense (that is, not in a simply legal sense). Participants were persons with recent experience of receiving public mental health services, having criminal justice charges, having a serious general medical illness, or having more than one of these "life disruptions," along with persons who had not experienced any of these disruptions. Community-based participatory methods, including a co-researcher team of persons with experiences of mental illness and other life disruptions, were employed. Procedures included conducting focus groups with each life disruption (or no disruption) group to generate statements about the meaning of citizenship (N = 75 participants); reducing the generated statements to 100 items and holding concept-mapping sessions with participants from the five stakeholder groups (N = 66 participants) to categorize and rate each item in terms of importance and access; analyzing concept-mapping data to produce citizenship domains; and developing a pilot instrument of citizenship. Multidimensional scaling and hierarchical cluster analysis revealed seven primary domains of citizenship: personal responsibilities, government and infrastructure, caring for self and others, civil rights, legal rights, choices, and world stewardship. Forty-six items were identified for inclusion in the citizenship measure. Citizenship is a multidimensional construct encompassing the degree to which individuals with different life experiences perceive inclusion or involvement across a variety of activities and concepts.

Background: Organizational citizenship behavior just referred to a set of discretionary workplace behaviors that exceed one’s job requirements. The main objective of this study was to determine the relationship between organizational perceived justice and organizational citizenship behavior. Methods: This cross-sectional study was done in Shahid Sadoughi Hospital in Yazd, Iran in 2013. Descriptive statistics, Chi square, and Pearson’s correlation coefficient were used for data analysis. Results: There was a significant positive relationship between organizational perceived justice and organizational citizenship behavior among the studied hospital’s employees (P ≤ 0.05, R = 0.33). Conclusion: This study confirmed that any policy that leads to better organizational justice perception will contribute in better organizational citizenship behavior which will increase the hospital’s productivity. Because nurses deliver care to patients on behalf of hospitals, hospitals should enhance the spontaneous organizational citizenship behaviors of front-line nurses to increase patient satisfaction and, hence, to increase the competitiveness of the hospital. However, a major gap in the literature is the lack of evidence-based studies of the correlations among job satisfaction, organizational commitment, and organizational citizenship behaviors in nursing personnel. Therefore, this study performed a cross-sectional survey of nurses in 1 large hospital in Taiwan; out of 400 questionnaires distributed, 386 valid questionnaires were collected, which was a valid response rate of 96.50%. The survey results revealed that organizational commitment has a significant positive effect on organizational citizenship behaviors (γ11 = 0.57, p < .01) and that job satisfaction has a significant positive moderating effect on the relationship between organizational commitment and organizational citizenship behaviors (Δχ2 = 26.397, p < .01). Therefore, hospitals can improve the job satisfaction of their nursing staff by improving perceived working satisfaction, interpersonal satisfaction, and remunerative satisfaction, which would then improve organizational commitment and organizational citizenship behaviors.
Dual citizenship rights: do they make more and richer citizens?
Mazzolari, Francesca
2009-02-01
In the 1990s, Colombia, the Dominican Republic, Ecuador, Costa Rica, and Brazil passed dual citizenship laws granting their expatriates the right to naturalize in the receiving country without losing their nationality of origin. I estimate the effects of these new laws on naturalization rates and labor market outcomes in the United States. Based on data from the 1990 and 2000 U.S. censuses, I find that immigrants recently granted dual nationality rights are more likely to naturalize relative to immigrants from other Latin American countries. They also experience relative employment and earnings gains, together with drops in welfare use, suggesting that dual citizenship rights not only increase the propensity to naturalize but may also promote economic assimilation. The effects of dual citizenship on improved economic performance, if mediated through naturalization, are consistent with American citizenship conferring greater economic opportunities.
Citizenship struggles in Soviet successor states.
Brubaker, W R
1992-01-01
"The breakup of the Soviet Union has transformed yesterday's internal migrants, secure in their Soviet citizenship, into today's international migrants of contested legitimacy and uncertain membership. This transformation has touched Russians in particular, of whom some 25 million live in non-Russian successor states. This article examines the politics of citizenship vis-a-vis Russian immigrants in the successor states, focusing on the Baltic states, where citizenship has been a matter of sustained and heated controversy." The author concludes that "formal citizenship cannot be divorced from broader questions of substantive belonging. Successor states' willingness to accept Russian immigrants as citizens, and immigrants' readiness to adopt a new state as their state, will depend on the terms of membership for national minorities and the organization of public life in the successor states." Data are from a variety of published sources. excerpt

This paper describes work on the Multimission VICAR Planner (MVP) system to automatically construct executable image processing procedures for custom image processing requests for the JPL Multimission Image Processing Lab (MIPL). This paper focuses on two issues. First, large search spaces caused by complex plans required the use of hand encoded control information. In order to address this in a manner similar to that used by human experts, MVP uses a decomposition-based planner to implement hierarchical/skeletal planning at the higher level and then uses a classical operator based planner to solve subproblems in contexts defined by the high-level decomposition.
