A compendium of coal conversion process descriptions is presented. The SRS and MC data bases were utilized to provide information paticularly in the areas of existing process designs and process evaluations. Additional information requirements were established and arrangements were made to visit process developers, pilot plants, and process development units to obtain information that was not otherwise available. Plant designs, process descriptions and operating conditions, and performance characteristics were analyzed and requirements for further development identified and evaluated to determine the impact of these requirements on the process commercialization potential from the standpoint of economics and technical feasibility. A preliminary methodology was established for the comparative technical and economic assessment of advanced processes.

A concept focusing on wind dependent departure operations has been developed the current version of this concept is called the Wake Turbulence Mitigation for Departures (WTMD). This concept takes advantage the fact that cross winds of sufficient velocity blow wakes generated by "heavy" and B757 category aircraft on the downwind runway away from the upwind runway. Supervisory Air Traffic Controllers would be responsible for authorization of the Procedure. An investigation of the information requirements necessary to for Supervisors to approve monitor and terminate the Procedure was conducted. Results clearly indicated that the requisite information is currently available in air traffic control towers and that additional information was not required.

This paper describes the development, design, and implementation of the Requirements, Verification, and Compliance (RVC) database used on the International Space Welding Experiment (ISWE) project managed at Marshall Space Flight Center. The RVC is a systems engineer's tool for automating and managing the following information: requirements; requirements traceability; verification requirements; verification planning; verification success criteria; and compliance status. This information normally contained within documents (e.g. specifications, plans) is contained in an electronic database that allows the project team members to access, query, and status the requirements, verification, and compliance information from their individual desktop computers. Using commercial-off-the-shelf (COTS) database software that contains networking capabilities, the RVC was developed not only with cost savings in mind but primarily for the purpose of providing a more efficient and effective automated method of maintaining and distributing the systems engineering information. In addition, the RVC approach provides the systems engineer the capability to develop and tailor various reports containing the requirements, verification, and compliance information that meets the needs of the project team members. The automated approach of the RVC for capturing and distributing the information improves the productivity of the systems engineer by allowing that person to concentrate more on the job of developing good requirements and verification programs and not on the effort of being a "document developer".

The purpose of this paper is to outline ways in which characteristics of memory functioning determine truth judgements regarding verbally transmitted information. Findings on belief formation from several areas of psychology were reviewed in order to identify general principles that appear to underlie the designation of information in memory as "true" or "false". Studies on belief formation have demonstrated that individuals have a tendency to encode information as "true" and that an additional encoding step is required to tag information as "false". This additional step can involve acquisition and later recall of semantic-episodic associations between message content and contextual cues that signal that information is "false". Semantic-episodic interactions also appear to prevent new information from being accepted as "true" through encoding bias or the assignment of a "false" tag to data that is incompatible with prior knowledge. It is proposed that truth judgements are made through a combined weighting of the reliability of the information source and the compatibility of this information with already stored data. This requires interactions in memory. Failure to integrate different types of memories, such as semantic and episodic memories, can arise from mild hippocampal dysfunction and might result in delusions.

To compare processed foods consumption behavior, we divided samples into two groups based on level of information about food additives (whether respondents felt that information on food additives was sufficient or not). We analyzed differences in attitudes toward food additives and toward purchasing processed foods, subjective norms, perceived behavioral control, and behavioral intentions to processed foods between sufficient information group and lack information group. The results confirmed that more than 78% of respondents thought information on food additives was insufficient. However, the group who felt information was sufficient had more positive attitudes about consuming processed foods and behavioral intentions than the group who thought information was inadequate. This study found people who consider that they have sufficient information on food additives tend to have more positive attitudes toward processed foods and intention to consume processed foods. This study suggests increasing needs for nutrition education on the appropriate use of processed foods. Designing useful nutrition education requires a good understanding of factors which influence on processed foods consumption.

The theory extends principles of Shannon's mathematical theory of communication [1948] and statistical mechanics to information development processes concerned with the flow, transformation, and meaning of information. The REF defines the relationship between requirements changes, requirements volatility, requirements quality, requirements entropy and uncertainty, and engineering effort. The REF is evaluated via simulation experiments to assess its practical utility as a new method for measuring, monitoring and predicting requirements trends and engineering effort at any given time in the process. The REF treats the requirements engineering process as an open system in which the requirements are discrete information entities that transition from initial states of high entropy, disorder and uncertainty toward the desired state of minimum entropy as engineering effort is input and requirements increase in quality. The distribution of the total number of requirements R among the N discrete quality levels is determined by the number of defined quality attributes accumulated by R at any given time. Quantum statistics are used to estimate the number of possibilities P for arranging R among the available quality levels. The requirements entropy H R is estimated using R, N and P by extending principles of information theory and statistical mechanics to the requirements engineering process. The information I increases as HR and uncertainty decrease, and the change in information AI needed to reach the desired state of quality is estimated from the perspective of the receiver. The HR may increase, decrease or remain steady depending on the degree to which additions, deletions and revisions impact the distribution of R among the quality levels. Current requirements trend metrics generally treat additions, deletions and revisions the same and simply measure the quantity of these changes over time. The REF evaluates the quantity of requirements changes over time, distinguishes between their positive and negative effects by calculating their impact on HR, Q, and AI, and forecasts when the desired state will be reached, enabling more accurate assessment of the status and progress of the requirements engineering effort. Results from random variable simulations suggest the REF is an improved leading indicator of requirements trends that can be readily combined with current methods. The increase in I, or decrease in H R and uncertainty, is proportional to the engineering effort E input into the requirements engineering process. The REF estimates the AE needed to transition R from their current state of quality to the desired end state or some other interim state of interest. Simulation results are compared with measured engineering effort data for Department of Defense programs published in the SE literature, and the results suggest the REF is a promising new method for estimation of AE.

The current study examines the human-machine interface of a battery electric vehicle (BEV) from a user-perspective, focussing on the evaluation of BEV-specific displays, the relevance of provided information and challenges for drivers due to the concept of electricity in a road vehicle. A sample of 40 users drove a BEV for 6 months. Data were gathered at three points of data collection. Participants perceived the BEV-specific displays as only moderately reliable and helpful for estimating the displayed parameters. This was even less the case after driving the BEV for 3 months. A taxonomy of user requirements was compiled revealing the need for improved and additional information, especially regarding energy consumption and efficiency. Drivers had difficulty understanding electrical units and the energy consumption of the BEV. On the background of general principles for display design, results provide implications how to display relevant information and how to facilitate drivers' understanding of energy consumption in BEVs. Practitioner Summary: Battery electric vehicle (BEV) displays need to incorporate new information. A taxonomy of user requirements was compiled revealing the need for improved and additional information in the BEV interface. Furthermore, drivers had trouble understanding electrical units and energy consumption; therefore, appropriate assistance is required. Design principles which are specifically important in the BEV context are discussed.

Commercial spaceflight is expected to rapidly develop in the near future. This will begin with sub-orbital missions and then progress to orbital flights. Technical informed consent of spaceflight participants is required by the commercial spaceflight operator for regulatory purposes. Additionally, though not required by regulation, the aerospace medicine professional involved in the medical screening of both spaceflight participants and crewmembers will be asked to assist operators in obtaining medical informed consent for liability purposes. The various federal and state regulations regarding informed consent for sub-orbital commercial spaceflight are evolving and are unfamiliar to most aerospace medical professionals and are reviewed and discussed.

Visual prostheses require an effective representation method due to the limited display condition which has only 2 or 3 levels of grayscale in low resolution. Edges derived from abrupt luminance changes in images carry essential information for object recognition. Typical binary (black and white) edge images have been used to represent features to convey essential information. However, in scenes with a complex cluttered background, the recognition rate of the binary edge images by human observers is limited and additional information is required. The polarity of edges and cusps (black or white features on a gray background) carries important additional information; the polarity may provide shape from shading information missing in the binary edge image. This depth information may be restored by using bipolar edges. We compared object recognition rates from 16 binary edge images and bipolar edge images by 26 subjects to determine the possible impact of bipolar filtering in visual prostheses with 3 or more levels of grayscale. Recognition rates were higher with bipolar edge images and the improvement was significant in scenes with complex backgrounds. The results also suggest that erroneous shape from shading interpretation of bipolar edges resulting from pigment rather than boundaries of shape may confound the recognition.

"The Dose Makes the Poison": Informing Consumers About the Scientific Risk Assessment of Food Additives.

Intensive risk assessment is required before the approval of food additives. During this process, based on the toxicological principle of "the dose makes the poison,ˮ maximum usage doses are assessed. However, most consumers are not aware of these efforts to ensure the safety of food additives and are therefore sceptical, even though food additives bring certain benefits to consumers. This study investigated the effect of a short video, which explains the scientific risk assessment and regulation of food additives, on consumers' perceptions and acceptance of food additives. The primary goal of this study was to inform consumers and enable them to construct their own risk-benefit assessment and make informed decisions about food additives. The secondary goal was to investigate whether people have different perceptions of food additives of artificial (i.e., aspartame) or natural origin (i.e., steviolglycoside). To attain these research goals, an online experiment was conducted on 185 Swiss consumers. Participants were randomly assigned to either the experimental group, which was shown a video about the scientific risk assessment of food additives, or the control group, which was shown a video about a topic irrelevant to the study. After watching the video, the respondents knew significantly more, expressed more positive thoughts and feelings, had less risk perception, and more acceptance than prior to watching the video. Thus, it appears that informing consumers about complex food safety topics, such as the scientific risk assessment of food additives, is possible, and using a carefully developed information video is a successful strategy for informing consumers. © 2015 Society for Risk Analysis.

Decentralized event-triggered consensus control strategy for leader-follower networked systems

In this paper, the consensus problem of leader-follower networked systems is addressed. At first, a centralized and a decentralized event-triggered control strategy are proposed, which make the control actuators of followers update at aperiodic invent interval. In particular, the latter one makes each follower requires the local information only. After that, an improved triggering function that only uses the follower's own information and the neighbors' states at their latest event instants is developed to relax the requirement of the continuous state of the neighbors. In addition, the strategy does not require the information of the topology, nor the eigenvalues of the Laplacian matrix. And if the follower does not have direct connection to the leader, the leader's information is not required either. It is analytically shown that by using the proposed strategy the leader-follower networked system is able to reach consensus without continuous communication among followers. Simulation examples are given to show effectiveness of the proposed control strategy.

Biomedical research networks need to integrate research data among their members and with external partners. To support such data sharing activities, an adequate information technology infrastructure is necessary. To facilitate the establishment of such an infrastructure, we developed a reference model for the requirements. The reference model consists of five reference goals and 15 reference requirements. Using the Unified Modeling Language, the goals and requirements are set into relation to each other. In addition, all goals and requirements are described textually in tables. This reference model can be used by research networks as a basis for a resource efficient acquisition of their project specific requirements. Furthermore, a concrete instance of the reference model is described for a research network on liver cancer. The reference model is transferred into a requirements model of the specific network. Based on this concrete requirements model, a service-oriented information technology architecture is derived and also described in this paper.

A method utilizing business process model and notation (BPMN) to model integration requirement and automatically transforming it to executable integration configuration was proposed in this paper. Based on the method, a tool was developed to model integration requirement and transform it to integration configuration. In addition, an integration case in radiology scenario was used to verify the method.

Integrated calibration of multiview phase-measuring profilometry

Phase-measuring profilometry (PMP) measures per-pixel height information of a surface with high accuracy. Height information captured by a camera in PMP relies on its screen coordinates. Therefore, a PMP measurement from a view cannot be integrated directly to other measurements from different views due to the intrinsic difference of the screen coordinates. In order to integrate multiple PMP scans, an auxiliary calibration of each camera's intrinsic and extrinsic properties is required, in addition to principal PMP calibration. This is cumbersome and often requires physical constraints in the system setup, and multiview PMP is consequently rarely practiced. In this work, we present a novel multiview PMP method that yields three-dimensional global coordinates directly so that three-dimensional measurements can be integrated easily. Our PMP calibration parameterizes intrinsic and extrinsic properties of the configuration of both a camera and a projector simultaneously. It also does not require any geometric constraints on the setup. In addition, we propose a novel calibration target that can remain static without requiring any mechanical operation while conducting multiview calibrations, whereas existing calibration methods require manually changing the target's position and orientation. Our results validate the accuracy of measurements and demonstrate the advantages on our multiview PMP.

This document provides a complete description of the Airborne Information for Lateral Spacing (AILS) alerting algorithms. The purpose of AILS is to provide separation assurance between aircraft during simultaneous approaches to closely spaced parallel runways. AILS will allow independent approaches to be flown in such situations where dependent approaches were previously required (typically under Instrument Meteorological Conditions (IMC)). This is achieved by providing multiple levels of alerting for pairs of aircraft that are in parallel approach situations. This document#s scope is comprehensive and covers everything from general overviews, definitions, and concepts down to algorithmic elements and equations. The entire algorithm is presented in complete and detailed pseudo-code format. This can be used by software programmers to program AILS into a software language. A discrete-time adaptive control law for stabilization, command following, and disturbance rejection that is effective for systems that are unstable, MIMO, and/or nonminimum phase. The adaptive control algorithm includes guidelines concerning the modeling information needed for implementation. This information includes the relative degree, the first nonzero Markov parameter, and the nonminimum-phase zeros. Except when the plant has nonminimum-phase zeros whose absolute value is less than the plant's spectral radius, the required zero information can be approximated by a sufficient number of Markov parameters. No additional information about the poles or zeros need be known. Numerical examples are presented to illustrate the algorithm's effectiveness in handling systems with errors in the required modeling data, unknown latency, sensor noise, and saturation.

Commercial space flight is expected to rapidly develop in the near future. This will begin with sub-orbital missions and then progress to orbital flights. In the United States, technical informed consent of space flight participants is required by the commercial space flight operator for regulatory purposes. Additionally, though not required by U.S. regulation, the aerospace medicine professional involved in the medical screening of both space flight participants and crewmembers will be asked to assist operators in obtaining medical informed consent for liability purposes. The various US federal and state regulations regarding informed consent for sub-orbital commercial space flight are evolving and are unfamiliar to most aerospace medical professionals and are reviewed and discussed.

Components of the methodology are based on simplifying assumptions and require information that, for many species, may be sparse or unreliable. These assumptions are presented in the report and should be carefully considered when using output from the methodology. In addition, this methodology can be used to recommend species for more intensive demographic modeling or highlight those species that may not require any additional protection because effects of wind energy development on their populations are projected to be small.

Comparing object recognition from binary and bipolar edge images for visual prostheses

Visual prostheses require an effective representation method due to the limited display condition which has only 2 or 3 levels of grayscale in low resolution. Edges derived from abrupt luminance changes in images carry essential information for object recognition. Typical binary (black and white) edge images have been used to represent features to convey essential information. However, in scenes with a complex cluttered background, the recognition rate of the binary edge images by human observers is limited and additional information is required. The polarity of edges and cusps (black or white features on a gray background) carries important additional information; the polarity may provide shape from shading information missing in the binary edge image. This depth information may be restored by using bipolar edges. We compared object recognition rates from 16 binary edge images and bipolar edge images by 26 subjects to determine the possible impact of bipolar filtering in visual prostheses with 3 or more levels of grayscale. Recognition rates were higher with bipolar edge images and the improvement was significant in scenes with complex backgrounds. The results also suggest that erroneous shape from shading interpretation of bipolar edges resulting from pigment rather than boundaries of shape may confound the recognition. PMID:28458481

Antifibrinolytic agents and desmopressin as hemostatic agents in cardiac surgery.

To review the use of systemic hemostatic medications for reducing bleeding and transfusion requirements with cardiac surgery. Articles were obtained through computerized searches involving MEDLINE (from 1966 to September 2000). Additionally, several textbooks containing information on the diagnosis and management of bleeding associated with cardiac surgery were reviewed. The bibliographies of retrieved publications and textbooks were reviewed for additional references. Due to the large number of randomized investigations involving systemic hemostatic medications for reducing bleeding associated with cardiac surgery, the article selection process focused on recent randomized controlled trials, metaanalyses and pharmacoeconomic evaluations. The primary outcomes extracted from the literature were blood loss and associated transfusion requirements, although other outcome measures such as mortality were extracted when available. Although the majority of investigations for reducing cardiac bleeding and transfusion requirements have involved aprotinin, evidence from recent meta-analyses and randomized trials indicates that the synthetic antifibrinolytic agents, aminocaproic acid and tranexamic acid, have similar clinical efficacy. Additionally, aminocaproic acid (and to a lesser extent tranexamic acid) is much less costly. More comparative information of hemostatic agents is needed retative to other outcomes (eg., reoperation rates, myocardial infarction, stroke). There is insufficient evidence to recommend the use of desmopressin for reducing bleeding and transfusion requirements in cardiac surgery, although certain subsets of patients may benefit from its use. Of the medications that have been used to reduce bleeding and transfusion requirements with cardiac surgery, the antifibrinolytic agents have the best evidence supporting their use. Aminocaproic acid is the least costly therapy based on medication costs and transfusion requirements.

The purpose of the requirements document was to identify and to list the weather functional requirements needed to achieve the Access 5 vision of "operating High Altitude, Long Endurance (HALE) Unmanned Aircraft Systems (UAS) routinely, safely, and reliably in the National Airspace System (NAS) for Step 1." A discussion of the Federal Aviation Administration (FAA) references and related policies, procedures, and standards is provided as basis for the recommendations supported within this document. Additional procedures and reference documentation related to weather functional requirements is also provided for background. The functional requirements and related information are to be proposed to the FAA and various standards organizations for consideration and approval. The appendix was designed to show that sources of flight weather information are readily available to UAS pilots conducting missions in the NAS. All weather information for this presentation was obtained from the public internet.

Spin-Echo Modulated Small Angle Neutron Scattering with spatial resolution, i.e. quantitative Spin-Echo Dark Field Imaging, is an emerging technique coupling neutron imaging with spatially resolved quantitative small angle scattering information. However, the currently achieved relatively large modulation periods of the order of millimeters are superimposed to the images of the samples. So far this required an independent reduction and analyses of the image and scattering information encoded in the measured data and is involving extensive curve fitting routines. Apart from requiring a priori decisions potentially limiting the information content that is extractable also a straightforward judgment of the data quality and information content is hindered. In contrast we propose a significantly simplified routine directly applied to the measured data, which does not only allow an immediate first assessment of data quality and delaying decisions on potentially information content limiting further reduction steps to a later and better informed state, but also, as results suggest, generally better analyses. In addition the method enables to drop the spatial resolution detector requirement for non-spatially resolved Spin-Echo Modulated Small Angle Neutron Scattering.

This final rule also requires that all providers and suppliers periodically update and certify the accuracy of their enrollment information to receive and maintain billing privileges in the Medicare program. In addition, this final rule implements provisions in the statute that require us to ensure that all Medicare providers and suppliers are qualified to provide the appropriate health care services. These statutory provisions include requirements meant to protect beneficiaries and the Medicare Trust Funds by preventing unqualified, fraudulent, or excluded providers and suppliers from providing items or services to Medicare beneficiaries or billing the Medicare program or its beneficiaries.

A Virtual Information-Action Workspace for Command and Control

Information overload has become a critical challenge within military Command and Control. However, the problem is not so much one of too much information but of abundant information that is poorly organized and poorly represented. In addition, the capabilities to test the effects of decisions before they are implemented and to monitor the progress of events after a decision is implemented are primitive. A virtual information-action workspace could be designed to resolve these issues. The design of such a space would require a detailed understanding of the specific information needed to support decision making in Command and Control. That information can be obtained with the use of knowledge acquisition and knowledge representation tools from the field of applied cognitive psychology. In addition, it will be necessary to integrate forms for perception and action into a virtual space that will support access to the information and that will provide means for testing and implementing decisions. This paper presents a rationale for a virtual information-action workspace and outlines an approach to its design.

The paper discusses modeling and methods of data visualization in geographic information systems. Information processing in Geoinformatics is based on the use of models. Therefore, geoinformation modeling is a key in the chain of GEODATA processing. When solving problems, using geographic information systems often requires submission of the approximate or insufficient reliable information about the map features in the GIS database. Heterogeneous data of different origin and accuracy have some degree of uncertainty. In addition, not all information is accurate: already during the initial measurements, poorly defined terms and attributes (e.g., "soil, well-drained") are used. Therefore, there are necessary methods for working with uncertain requirements, classes, boundaries. The author proposes using spatial information fuzzy sets. In terms of a characteristic function, a fuzzy set is a natural generalization of ordinary sets, when one rejects the binary nature of this feature and assumes that it can take any value in the interval.

The move from a retrospective payment system (value added) to a prospective payment system (diagnostic related) has not only influenced the health care business but also changed their information systems' requirements. The change in requirements can be attributed both to an increase in data processing tasks and also to an increase in the need for information to more effectively manage the organization. A survey was administered to capture the response of health care institutions, in the area of information systems, to the prospective payment system. The survey results indicate that the majority of health care institutions have responded by increasing their information resources, both in terms of hardware and software, and have moved to integrate the medical and financial data. In addition, the role of the information system has changed from a cost accounting system to one intended to provide a competitive edge in a highly competitive marketing environment.

Requirements for data integration platforms in biomedical research networks: a reference model

Biomedical research networks need to integrate research data among their members and with external partners. To support such data sharing activities, an adequate information technology infrastructure is necessary. To facilitate the establishment of such an infrastructure, we developed a reference model for the requirements. The reference model consists of five reference goals and 15 reference requirements. Using the Unified Modeling Language, the goals and requirements are set into relation to each other. In addition, all goals and requirements are described textually in tables. This reference model can be used by research networks as a basis for a resource efficient acquisition of their project specific requirements. Furthermore, a concrete instance of the reference model is described for a research network on liver cancer. The reference model is transferred into a requirements model of the specific network. Information infrastructure that supports collaborative science is a complex system of people, organizational arrangements, and tools that require co-management. Contemporary studies are exploring how to establish and characterize effective collaborative information environments. Collaboration depends on the flow of information across the human and technical system components through mechanisms that create linkages, both conceptual and technical. This transcends the need for requirements solicitation and usability studies, highlighting synergistic interactions between humans and technology that can lead to emergence of group level cognitive properties. We consider the ramifications of placing priority on establishing new metaphors and new types of learning environments located near-to-data-origin for the field sciences. In addition to changes in terms of participant engagement, there are implications in terms of innovative contributions to the design of information systems and data exchange. While data integration occurs in the minds of individual participants, it may be facilitated by collaborative thinking and community infrastructure. Existing learning frameworks - from Maslow’s hierarchy of needs to organizational learning - require modification and extension if effective approaches to decentralized information management and systems design are to emerge. Case studies relating to data integration include ecological community projects: development of cross-disciplinary conceptual maps and of a community unit registry.

A large body of work in the clinical guidelines field has identified requirements for guideline systems, but there are formidable challenges in translating such requirements into production-quality systems that can be used in routine patient care. Detailed analysis of requirements from an implementation perspective can be useful in helping define sub-requirements to the point where they are implementable. Further, additional requirements emerge as a result of such analysis. During such an analysis, study of examples of existing, software-engineering efforts in non-biomedical fields can provide useful signposts to the implementer of a clinical guideline system. The goals of the project are to provide information from satellite remote sensing to support numeric nutrient criteria development and to determine data processing methods and data quality requirements to support nutrient criteria development and implementation. The approach is to identify water quality indicators that are used by decision makers to assess water quality and that are related to optical properties of the water; to develop remotely sensed data products based on algorithms relating remote sensing imagery to field-based observations of indicator values; to develop methods to assess estuarine water quality, including trends, spatial and temporal variability, and seasonality; and to develop tools to assist in the development and implementation of estuarine and coastal nutrient criteria. Additional slides present process, criteria development, typical data sources and analyses for criteria process, the power of remote sensing data for the process, examples from Pensacola Bay, spatial and temporal variability, pixel matchups, remote sensing validation, remote sensing in coastal waters, requirements for remotely sensed data products, and needs assessment. An additional presentation examines group engagement and information collection. Topics include needs assessment purpose and objectives, understanding water quality decision making, determining information requirements, and next steps.

Based upon analysis of SMOV and Cycle 17 observations through April 2010, this ISR expands, updates, and supersedes recommendations and information provided about target acquisitions (TA) in the COS Instrument Handbook version 2. This ISR provides an overview of COS TA, presents general guidelines and recommendations for crafting COS TAs, establishes COS TA centering accuracy requirements to achieve COS photometric, velocity, and resolution objectives, and summarizes the performance of the COS on-board TA modes as compared to these centering requirements. Updated TA strategy recommendations are given where appropriate, a user-oriented table lists where to find important quantities for the analysis and interpretation of COS TAs, and a brief appendix with additional supporting information is included. An overview of COS TA strategies is provided in Section 2 and Table 1; important updates to ACQ/SEARCH requirements and SEARCH-SIZE recommendations as a function of target coordinate accuracy are given in Tables 2 and 3; COS TA performance by mode is described in Section 5; important header keywords that are useful for evaluating the quality of COS TAs are listed in Table 5 along with where to find them; Table 6 gives a summary of COS TA modes, options, and recommended values; Section 7 summarizes updated recommendations and guidelines for COS TA; and Appendix A provides additional useful COS TA information.

The Ministry of Health of Slovenia decided to support the introduction of two new organised screening programmes for cancer, one for breast and the other for colon cancer in 2005. This was an addition to the first, already running, programme for cervical cancer. Two of them are entrusted to the Institute of Oncology while the National CINDI programme takes care of the third one. Besides connection to some external public databases, cancer screening programmes require national Cancer Registry data. High quality and user friendly information support for citizens and medical professionals following doctrinal requirements and possible changes is a must.

"Keep a low profile": pesticide residue, additives, and freon use in Australian tobacco manufacturing

Objectives: To review the Australian tobacco industry's knowledge of pesticide residue on Australian tobacco and its policies and practices on resisting calls by tobacco control advocates that consumers should be informed about pesticide residue as well as additives. Methods: Review of previously internal industry documents relevant to pesticides and additives in Australian tobacco located from the Master Settlement Agreement websites. Results: Between 1972 and 1994 Philip Morris Australia was aware that its leaf samples were often contaminated with pesticide residue, sometimes including organochlorine levels described by PM's European laboratories as being "extremely high". Consumers were not advised of the contamination nor products withdrawn. From 1981, the industry also resisted calls to declare fully the extent of use and long term safety data on all additives used in their products. They developed standard public responses that were evasive and misleading and, in 2000, implemented voluntary additive disclosure which allowed the companies to continue to avoid disclosure of any ingredient they deemed to be a trade secret. There was extensive use of ozone depleting freon in Australian tobacco manufacturing. Again, the industry kept this information away from consumers. Conclusions: Australian smokers are unable to make informed decisions about smoking because pesticide and additive disclosure remains voluntary. The Australian government should regulate tobacco to require full disclosure including information on the likely health consequences of inhaling pesticide and additive pyrolysis products. Developing global indicators for quality of maternal and newborn care: a feasibility assessment

Abstract Objective To assess the feasibility of applying the World Health Organization’s proposed 15 indicators of quality of care for maternal and newborn health at health-facility level in low- and middle-income settings. Methods Six of the indicators are about maternal health, five are for newborn health and four are general cross-cutting indicators. We used data collected routinely in facility registers and obtained as part of facility assessments from 963 health-care facilities specializing in maternity services in 10 countries in Africa and Asia. We made a feasibility assessment of the availability of data and the clarity of indicator definitions and identified additional information and data collection processes needed to apply the proposed indicators in real-life settings. Findings Of the indicators evaluated, 10 were clearly defined, of which four could be applied directly in the field and six would require revisions to operationalize them. The other five indicators require further development, with one of them being ready for implementation by using information readily available in registers and four requiring further information before deployment. For indicators that measure coverage of care or availability of services or products, there is a need to further strengthen measurement. Information on emergency obstetric complications was not recorded in a standard manner, thus limiting the reliability of the information. Conclusion While some of the proposed indicators can already be applied, other indicators need to be refined or will need additional sources and methods of data collection to be applied in real-world settings. The Expected Value of Information Framework has been proposed as a method for identifying when health care technologies should be immediately reimbursed and when any reimbursement should be withheld while awaiting more evidence. This framework assesses the value of obtaining additional evidence to inform a current reimbursement decision. This represents the burden of not having the additional evidence at the time of the decision. However, when deciding whether to reimburse now or await more evidence, decision makers need to know the value of investing in more research to inform a future decision. Assessing this value requires consideration of research costs, research time, and what happens to patients while the research is undertaken and after completion. The investigators describe a development of the calculation of the expected value of sample information that assesses the value of investing in further research, including an only-in-research strategy and an only-with-research strategy.

Information is indispensable for effective management and development of health services and therefore considered as an important operational asset or resource. A Health Information System is mainly required to support management and operations at four levels: namely transactional and functional; operational control; management planning and control; and strategic planning. To provide the necessary information needs of users at these levels of management in the health care system, a structured information system coupled with appropriate information technology is required. Adequate and relevant information is needed regarding population characteristics, resources available and expended, output and outcome of health care activities. Additionally information needs to be reliable, accurate, timely, easily accessible and presented in a compact and meaningful form. With a well-planned health information system health authorities would be in a position to provide a quality, cost-effective and efficient health service for as many people as need it, optimal utilisation of resources and to maintain and improve the community's health status.

Conversion of the microprocessors and software for the Mold Heating and Cooling (MHAC) pump package control systems was initiated to allow required system enhancements and provide data communications capabilities with the Plastics Information and Control System (PICS). The existing microprocessor-based control systems for the pump packages use an Intel 8088-based microprocessor board with a maximum of 64 Kbytes of program memory. The requirements for the system conversion were developed, and hardware has been selected to allow maximum reuse of existing hardware and software while providing the required additional capabilities and capacity.
