The Southwest U.S. Seismo-Acoustic Network (SUSSAN) is a collaborative project designed to produce infrasound event detection bulletins for the infrasound community for research purposes. We are aggregating a large, unique, near real-time data set with available ground truth information from seismo-acoustic arrays across New Mexico, Utah, Nevada, California, Texas and Hawaii. The data are processed in near real-time (~ every 20 minutes) with detections being made on individual arrays and locations determined for networks of arrays. The detection and location data are then combined with any available ground truth information and compiled into a bulletin that will be released to the general public directly and eventually through the IRIS infrasound event bulletin. We use the open source Earthworm seismic data aggregation software to acquire waveform data either directly from the station operator or via the Incorporated Research Institutions for Seismology Data Management Center (IRIS DMC), if available. The data are processed using InfraMonitor, a powerful infrasound event detection and localization software program developed by Stephen Arrowsmith at Los Alamos National Laboratory (LANL). Our goal with this program is to provide the infrasound community with an event database that can be used collaboratively to study various natural and man-made sources. We encourage participation in this program directly or by making infrasound array data available through the IRIS DMC or other means. Sandia National Laboratories is a multi-program laboratory managed and operated by Sandia Corporation, a wholly owned subsidiary of Lockheed Martin Corporation, for the U.S. Department of Energy's National Nuclear Security Administration under contract DE-AC04-94AL85000. Guidelines for determining flood flow frequency—Bulletin 17C
England, John F.; Cohn, Timothy A.; Faber, Beth A.; Stedinger, Jery R.; Thomas, Wilbert O.; Veilleux, Andrea G.; Kiang, Julie E.; Mason, Robert R.
2018-03-29
Accurate estimates of flood frequency and magnitude are a key component of any effective nationwide flood risk management and flood damage abatement program. In addition to accuracy, methods for estimating flood risk must be uniformly and consistently applied because management of the Nation’s water and related land resources is a collaborative effort involving multiple actors including most levels of government and the private sector.Flood frequency guidelines have been published in the United States since 1967, and have undergone periodic revisions. In 1967, the U.S. Water Resources Council presented a coherent approach to flood frequency with Bulletin 15, “A Uniform Technique for Determining Flood Flow Frequencies.” The method it recommended involved fitting the log-Pearson Type III distribution to annual peak flow data by the method of moments. The first extension and update of Bulletin 15 was published in 1976 as Bulletin 17, “Guidelines for Determining Flood Flow Frequency” (Guidelines). It extended the Bulletin 15 procedures by introducing methods for dealing with outliers, historical flood information, and regional skew. Bulletin 17A was published the following year to clarify the computation of weighted skew. The next revision of the Bulletin, the Bulletin 17B, provided a host of improvements and new techniques designed to address situations that often arise in practice, including better methods for estimating and using regional skew, weighting station and regional skew, detection of outliers, and use of the conditional probability adjustment. The current version of these Guidelines are presented in this document, denoted Bulletin 17C. It incorporates changes motivated by four of the items listed as “Future Work” in Bulletin 17B and 30 years of post-17B research on flood processes and statistical methods. The updates include: adoption of a generalized representation of flood data that allows for interval and censored data types; a new method, called the Expected Moments Algorithm, which extends the method of moments so that it can accommodate interval data; a generalized approach to identification of low outliers in flood data; and an improved method for computing confidence intervals.Federal agencies are requested to use these Guidelines in all planning activities involving water and related land resources. State, local, and private organizations are encouraged to use these Guidelines to assure uniformity in the flood frequency estimates that all agencies concerned with flood risk should use for Federal planning decisions. This revision is adopted with the knowledge and understanding that review of these procedures will be ongoing. Updated methods will be adopted when warranted by experience and by examination and testing of new techniques.

The ISC Contribution to Monitoring Research
NASA Astrophysics Data System (ADS)
Storchak, D. A.; Bondar, I.; Harris, J.; Gaspà Rebull, O.
2010-12-01
The International Seismological Centre (ISC) is a non-governmental organization charged with production of the ISC Bulletin - the definitive global summary of seismicity based on reports from over 4.5 thousand seismic stations worldwide. The ISC data have been extensively used in preparation of the Comprehensive Test Ban Treaty (CTBT). They are now used by the CTBTO Preparatory Technical Secretariat (PTS) and the State Parties as an important benchmark for assessing and monitoring detection capabilities of the International Monitoring System (IMS). The ISC also provides a valuable collection of reviewed waveform readings at academic and operational sites co-located with the IMS stations. To improve the timeliness of its Bulletin, the ISC is making a special effort in collecting preliminary bulletins from a growing number of networks worldwide that become available soon after seismic events occur. Preliminary bulletins are later substituted with the final analysis data once these become available to the ISC from each network. The ISC also collects and maintains data sets that are useful for monitoring research. These are the IASPEI Reference Event List of globally distributed GT0-5 events, the groomed ISC bulletin (EHB), the IDC REB, USArray phase picking data. In cooperation with the World Data Center for Seismology, Denver (USGS), the ISC also maintains the International Seismographic Station Registry that holds parameters of seismic stations used in the international data exchange. The UK Foreign and Commonwealth Office along with partners from several Nordic countries are currently funding a project to make the ISC database securely linked with the computer facilities at PTS and National Data Centres. The ISC Bulletin data are made available via a dedicated software link designed to offer the ISC data in a way convenient to monitoring community.

Flynn, Kathleen M.; Kirby, William H.; Hummel, Paul R.
2006-01-01
Estimates of flood flows having given recurrence intervals or probabilities of exceedance are needed for design of hydraulic structures and floodplain management. Program PeakFQ provides estimates of instantaneous annual-maximum peak flows having recurrence intervals of 2, 5, 10, 25, 50, 100, 200, and 500 years (annual-exceedance probabilities of 0.50, 0.20, 0.10, 0.04, 0.02, 0.01, 0.005, and 0.002, respectively). As implemented in program PeakFQ, the Pearson Type III frequency distribution is fit to the logarithms of instantaneous annual peak flows following Bulletin 17B guidelines of the Interagency Advisory Committee on Water Data. The parameters of the Pearson Type III frequency curve are estimated by the logarithmic sample moments (mean, standard deviation, and coefficient of skewness), with adjustments for low outliers, high outliers, historic peaks, and generalized skew. This documentation provides an overview of the computational procedures in program PeakFQ, provides a description of the program menus, and provides an example of the output from the program.

The Image of the Month program (IOTM) is intended to help secondary school educators enhance their curricula by offering eye-catching pictures from the forefront of astronomical research, along with explanations aimed at those students. The pictures on the monthly bulletins are usually taken by University of Michigan (UM) astronomers, using telescopes from all over the world, from Dexter, Michigan to the Chilean Andes---or orbiting telescopes, such as the Hubble Space Telescope. We try to convey not only the scientific interest of each image, but also a sense of what it is like to be a practicing scientist. The program was created by the faculty of the Department of Astronomy at UM after consultation with secondary school science educators. This year over 700 teachers subscribed to the program, which continues to be funded by the National Science Foundation so that it is free of charge to teachers and schools.
Are Private Interests Clouding the Peer-Review Process of the WHO Bulletin? A Case Study.
Homedes, Nuria; Ugalde, Antonio
2016-01-01
Readers' trust on the medical literature has been eroded, and journal editors and some editorial boards are taking measures to ensure that authors fully and accurately report research findings and disclose conflicts of interest. This article describes a case study in which the papers editor of the World Health Organization (WHO) Bulletin influenced the content of an article that had been approved by the external reviewers. The editor objected to the publication of the large price differentials of the new molecular entities (NMEs) across the Latin American countries where they had been tested and the limited added therapeutic value of the NMEs that had been assessed by independent drug bulletins. This article summarizes the exchanges with WHO staff and posits the hypothesis that the WHO Bulletin might be affected by the shifts in WHO financing. Several authors have raised concern about the impact of financial conflicts of interest in WHO activities in the field of nutrition, intellectual property, and in the emergency response to the flu pandemic. Moreover, it has been reported that powerful WHO contributors pressured WHO into revising its publication policy. This is the first time that authors question if these conflicts of interest are also affecting the editorial independence of the WHO Bulletin.

The International Service for the Geoid (ISG) was established in 1992 and it is currently an official service of the International Association of Geodesy (IAG). Its activities are coordinated by the International Gravity Field Service (IGFS) and they are also related to those of the IAG Commission 2 on Gravity Field. ISG is hosted by Politecnico di Milano in Italy. The main task of ISG is to collect, analyze and redistribute local, regional and even continental geoid models, which are therefore the main products of the service. In this work the geoid repository is described, specifying the information provided for the models, the unified ASCII format used for their storing and the possible policy rules for their redistribution. Moreover, the current state-of-art of the repository is presented, in particular analyzing the geographical distribution of the available models and their years of computation. Note that not only the latest released geoid models are collected in the ISG repository, but also less recent ones, with the aim of keeping memory of the progress done in this research field during the years. Software for estimating and handling geoid models is provided too. Apart from distributing geoid models and software, the service has also educational and research purposes. From this perspective, additional products are the international schools on geoid computation that have been organized by ISG since 1994, basically every 2-3 years. A historical overview of the schools, with emphasis on the school program and its evolution in time, is here presented. As for the research activities, apart from participating to international projects and working groups, the main ISG product was the publication of the IGeS Bulletin in the past and the Newton's Bulletin nowadays, in cooperation with the International Gravimetric Bureau (BGI). The Newton's Bulletin has a technical and applied nature and it has been recently selected by the geodetic community for publications on the assessment of EGM2008 and GOCE global gravity models. Finally a short presentation of the service website as the main platform for the product distribution and advertising is here provided.

This program begins to satisfy a longstanding need for a consistent level of detail, standardization in categorization, and scale of compilation for land-use and land-cover maps and data. The statistical information contained in this Bulletin provides land-use acreage tabulations for the first 20 counties that have been completed. Statistics are being compiled for the remaining counties and will be published shortly. This information has been derived from the recently completed Land-Use Map of West Virginia (on open file at the West Virginia Geological and Economic Survey - Environmental Section). In addition to land-use acreage, we have also included land-use percent. All statistics throughout this Bulletin are in the same format for ease of comparison.

Geologic map and guide of the island of Oahu, Hawaii
Stearns, Harold T.
1939-01-01
This bulletin, although designated Bulletin 2, is actually the fourth of a series published by the Division of Hydrography of the Territory of Hawaii. All four of the bulletins thus far published relate to the geology and ground-water resources of the island of Oahu.1 Together they present the results obtained on this island in the program of ground-water investigation of the Territory that has been conducted in cooperation with the Geological Survey, of the United States Department of the Interior. Bulletin 5 which is in preparation will describe the progress made in developing the ground-water resources of Oahu since Bulletin 1 was issued. In Bulletin 2 is presented the detailed geologic map of Oahu that has resulted from this investigation. The base for this map is the new topographic map of Oahu prepared by the Topographic Branch of the Geological Survey. This bulletin also contains a guide to the geology along the main highways, which can be used advantageously in connection with the geologic map. For 18 years the writer has had the great privilege of working under the technical direction of Mr. 0. E. Meinzer, geologist in charge of the Division of Ground Water, U. S. Geological Survey. Nearly two decades ago Mr. Meinzer envisioned the great benefits that the people of Hawaii would derive from a thorough study of the groundwater resources of these islands. He also recognized that a full knowledge of these resources could be obtained only by a complete understanding of the geology of the islands and the processes which formed them. This bulletin is one of a series that has been made possible largely as a result of his broad vision. Credit is due Mr. W. 0 . Clark for the location of all the dikes shown on plate 2 in the headwaters of Kamananui Stream near the north end of the Koolau Range, and to Dr. C. K. Wentworth for about a dozen dikes north of Kaimuki. Messrs. 0. E. Meinzer, G. R. Mansfield, M. H. Carson, G. A. Macdonald, and S. H. Elbert kindly criticized the manuscript. Mr. Harry L. Taeuber designed the cover and with James Y. Nitta prepared the illustrations. Their work has greatly enriched this bulletin. The topographic maps of 15-minute quadrangles, on a scale of 1 to 20,000 (approximately 3 inches to the mile), were used in the field as a base for the geologic mapping. The data were then transferred to the new topographic map of Oahu, which is on a scale of 1 to 62,500. The resulting geologic map is reproduced as plate 2 (in pocket) of this report. Some of the outcrops are too small to be shown on this smaller map. Plate 2 of this report was listed as plate 2 in Bulletin 1, which was, however, published without the map because of the time required to prepare and engrave the topographic base and the geologic map. The geologic structure sections at the bottom of plate 2 were not described in Bulletin 1, but are discussed below.

Character development is the keynote of scouting. By precept and practice it…

Previous work provided preliminary evidence that different patterns of use among ecstasy users may impact on perceived side-effects. Participants recruited via an ecstasy-related bulletin board differed in their responses compared to those recruited via other means. The present investigation compares self-reports of psychobiological difficulties among ecstasy users recruited either via a bulletin board or by alternative methods. Qualitative data included reports of any negative or positive changes attributable to ecstasy use and reasons for cessation of use. An Internet-based design was utilized and 209 volunteers completed the study, 117 of whom were recruited via a bulletin board devoted to discussion of ecstasy. Psychobiological difficulties attributable to ecstasy use varied, with mood fluctuation the most common. Differences between the two groups in the extent to which these problems were reported was found. Bulletin board recruits were less likely to report anxiety or poor concentration, but more likely to report tremors/twitches. For the whole sample, lifetime use was associated more with psychobiologial problems, although this pattern was stronger and more pervasive for the non-bulletin board participants. Bulletin board recruits were more aware of possible negative psychological effects and were more likely to report adopting harm reduction strategies. From the qualitative data three negative consequences of use were identified, the most common of which was "psychological problems". In support of the quantitative findings the likelihood of reporting psychological problems increased with lifetime exposure to ecstasy in both recruitment conditions but interestingly this did not appear to impact on reasons for cessation of use. Participants also reported a number of effects that they regarded as beneficial. Future research should also take these aspects of use into account.

Materials & Engineering: Propelling Innovation MRS Bulletin Special Issue Session
DOE Office of Scientific and Technical Information (OSTI.GOV)
Rao, Gopal
Materials enable engineering; and, engineering in turn depends on materials to transform design concepts and equations into physical entities. This relationship continues to grow with expanding societal demand for new products and processes. MRS Bulletin, a publication of the Materials Research Society (MRS) and Cambridge University Press, planned a special issue for December 2015 on Materials and Engineering: Propelling Innovation. This special issue of MRS Bulletin captured the unique relationship between materials and engineering, which are closely intertwined. A special half day session at the 2015 MRS Fall Meeting in Boston captured this discussion through presentations by high level expertsmore » followed by a panel discussion on what it takes to translate materials discoveries into products to benefit society. The Special Session included presentations by experts who are practitioners in materials as well as engineering applications, followed by a panel discussion. Participants discussed state-of-the-art in materials applications in engineering, as well as how engineering needs have pushed materials developments, as also reflected in the 20 or so articles published in the special issue of MRS Bulletin. As expected, the discussions spanned the broad spectrum of materials and provided very strong interdisciplinary interactions and discussions by participants and presenters.« less

The Alaska Volcano Observatory (AVO) established in 1988 as a cooperative program of the U.S. Geological Survey, the Geophysical Institute at the University of Alaska Fairbanks, and the Alaska Division of Geological and Geophysical Surveys, monitors active volcanoes in Alaska. Thirty-three volcanoes are currently monitored by a seismograph network consisting of 193 stations, of which 40 are three-component stations. The current state of AVO’s seismic network, and data processing and availability are summarized in the annual AVO seismological bulletin, Catalog of Earthquake Hypocenters at Alaska Volcanoes, published as a USGS Data Series (most recent at http://pubs.usgs.gov/ds/467). Despite a rich seismic data set for 12 VEI 2 or greater eruptions, and over 80,000 located earthquakes in the last 21 years, the volcanic seismicity in the Aleutian Arc remains understudied. Initially, AVO seismic data were only provided via a data supplement as part of the annual bulletin, or upon request. Over the last few years, AVO has made seismic data more available with the objective of increasing volcano seismic research on the Aleutian Arc. The complete AVO earthquake catalog data are now available through the annual AVO bulletin and have been submitted monthly to the on-line Advanced National Seismic System (ANSS) composite catalog since 2008. Segmented waveform data for all catalog earthquakes are available upon request and efforts are underway to make this archive web accessible as well. Continuous data were first archived using a tape backup, but the availability of low cost digital storage media made a waveform backup of continuous data a reality. Currently the continuous AVO waveform data can be found in several forms. Since late 2002, AVO has burned all continuous waveform data to DVDs, as well as storing these data in Antelope databases at the Geophysical Institute. Beginning in 2005, data have been available through a Winston Wave Server housed at the USGS in Anchorage. AVO waveform data were added to the Incorporated Research Institutions for Seismology Data Management Center (IRIS-DMC) beginning in 2008 and now includes continuous waveform data from all available AVO seismograph stations in real time. Data coverage is available through the DMC’s Metadata Aggregator.

The social problem posed by family conflict to the physical and psychological health and well-being of children, parents, and underlying family relationships is a cause for concern. Inter-parental and parent-child conflict are linked with children's behavioral, emotional, social, academic, and health problems, with children's risk particularly elevated in distressed marriages. Supported by the promise of brief psycho-educational programs (e.g., Halford et al. in Journal of Family Psychology 22:497-505, 2008; Sanders in Journal of Family Psychology 22:506-517, 2008), the present paper presents the development and evaluation of a prevention program for community families with children, concerned with family-wide conflict and relationships, and building on Emotional Security Theory (Davies and Cummings in Psychological Bulletin 116:387-411, 1994). This program uniquely focuses on translating research and theory in this area into brief, engaging programs for community families to improve conflict and emotional security for the sake of the children. Evaluation is based on multi-domain and multi-method assessments of family-wide and child outcomes in the context of a randomized control design. A series of studies are briefly described in the programmatic development of a prevention program for conflict and emotional security for community families, culminating in a program for family-wide conflict and emotional security for families with adolescents. With regard to this ongoing program, evidence is presented at the post-test for improvements in family-wide functioning, consideration of the relative benefits for different groups within the community, and preliminary support for the theoretical bases for program outcomes.

NASA's prospective medicine program, with the principal elements of physical examinations and an educational program for health awareness is described. Participation in the voluntary physical examination program is increasing. In 1976 13,621 employees were given partial or complete examination in NASA Health Units. From the 941 examinations performed at NASA Headquarters in 1976, 522 principal findings were detected. Equipment and techniques in exercise EKG, tonometry, and colonoscopy were partially responsible for this high rate. The health awareness program includes consultations with physicians, training devices and courses, health bulletins, and special screening programs. Epidemiological studies, now underway, will be used to evaluate the health awareness programs.

Regional Studies of the Potwar Plateau Area, Northern Pakistan
Warwick, Peter D.; Wardlaw, Bruce R.
2007-01-01
The papers in this volume are products of a cooperative program between the Geological Survey of Pakistan (GSP) and the U.S. Geological Survey (USGS), sponsored by the Government of Pakistan and the U.S. Agency for International Development. The focus of the program, the Coal Resources Exploration and Assessment Program (COALREAP), was to explore and assess Pakistan?s indigenous coal resources. As part of COALREAP, GSP and USGS geologists conducted regional geologic studies from 1988 to 1991 of the coal-bearing areas in the Potwar region of northern Pakistan. A reference section was selected from which to obtain faunal and floral analyses. The composite sections at Nammal Pass and Nammal Dam served as the basis for this regional reference. Although this Bulletin 2078 is being released in 2007, the writing and technical reviews were completed in 1993, and the chapters reflect the work done until that time. During the long production process for the Bulletin, which ultimately resulted in the oversize plates being digitized, the scientific content of the chapters was not changed, and most reports published since 1993 were not cited. A change in the age of the Patala Formation is discussed below [in the full preface], but the age discussions and illustrations in the chapters were not updated.

This study reports on the Brazilian experience of developing a specialized bulletin, the Brazilian Health Technology Assessment Bulletin (BRATS), on health technology assessments (HTA). The editorial process, format, and dissemination strategy of the publication are presented. A critical appraisal of the available issues was made using the checklist for HTA reports of the International Network of Agencies for Health Technology Assessment. The initial impact was estimated based on a retrospective observational measurement of the types of publications that cite the bulletin as a source of information. The publications citing BRATS were identified using Google Scholar. Since June 2008, fourteen issues of the bulletin have been produced. BRATS has not presented any significant limitation that would compromise generalizations of its results within the Brazilian context. The initial impact of the bulletin, however, has been small, which may be due to its exclusively electronic dissemination format and technical language. We found nine publications citing BRATS in Google Scholar. It is hoped that the bulletin will promote the continuity of HTA actions among health-sector managers and professionals in Brazil.

Development and evaluation of an electronic drug and therapeutics bulletin.
Alderman, Christopher P
2002-10-01
To describe the development, implementation, and initial evaluation of a paperless drug and therapeutics bulletin that is distributed by electronic mail from the pharmacy department of an Australian teaching hospital. A standardized format for the bulletin was designed and approved in February 2001. The aim of the bulletin is to facilitate the timely dissemination of concise, factual information about issues of current interest in therapeutics, drug safety, and the cost-effective use of medicines. A simple and attractive graphic design was chosen, and the hospital's clinical pharmacists and drug information staff developed an initial bank of content during the period immediately preceding the launch. The bulletin is presented as a 1-page, read-only file in Word for Windows format and was initially distributed by electronic mail to all users of the hospital's computerized communication network. As the popularity of the bulletin increased, healthcare practitioners from outside of the hospital began to request permission for inclusion on the circulation list, and the content was frequently forwarded by E-mail to workers in other hospitals and community-based settings. The bulletin is now distributed to pharmacists around Australia via 2 separate moderated discussion lists, one of which provides an archive site for previous editions. Healthcare workers in Singapore, the US, Canada, and New Zealand also receive the bulletin, which is now also abstracted by a major Australian pharmacy journal. A readership survey (also electronically distributed) was used to seek feedback after the publication of the first 12 editions. Readers indicated a high level of satisfaction with the content, format, and frequency of distribution of the materials. Although the concept and execution of this project was relatively simple, an extensive literature review did not reveal any previously published reports describing this type of approach to the distribution of a pharmacy bulletin. The development and implementation of the electronic drug and therapeutics bulletin has provided an opportunity to use modern communication technology to promote safe and effective medication use and appears to have been well received.
In-Service Physical Educators' Experiences of Online Adapted Physical Education Endorsement Courses.
Sato, Takahiro; Haegele, Justin A; Foot, Rachel
2017-04-01
The purpose of this study was to investigate in-service physical education (PE) teachers' experiences during online adapted physical education (APE) graduate courses. Based on andragogy theory (adult learning theory) we employed a descriptive qualitative methodology using an explanatory case study design. The participants (6 female and 3 male) were in-service PE teachers enrolled in an online graduate APE endorsement program. Data collection included journal reflection reports and face-to-face interviews. A constant comparative method was used to interpret the data. Three interrelated themes emerged from the participants' narratives. The first theme, instructor communication, exposes the advantages and disadvantages the participants perceived regarding communication while enrolled in the online APE graduate courses. The second theme, bulletin board discussion experiences, described participants' perceptions of the use of the bulletin board discussion forum. Lastly, the final theme, assessment experiences, described how the participants learned knowledge and skills through online courses related to assessment and evaluation.

The Emory Prevention Research Center's Cancer Prevention and Control Research Network mini-grant program funded faith-based organizations to implement policy and environmental change to promote healthy eating and physical activity in rural South Georgia. This study describes the existing health promotion environment and its relationship to church member behavior. Cross-sectional. Data were obtained from parishioners of six churches in predominantly rural South Georgia. Participants were 319 church members with average age of 48 years, of whom 80% were female and 84% were black/African-American. Questionnaires assessed perceptions of the existing church health promotion environment relative to nutrition and physical activity, eating behavior and intention to use physical activity facilities at church, and eating and physical activity behaviors outside of church. Multiple regression and ordinal logistic regression using generalized estimating equations were used to account for clustered data. Results indicate that delivering messages via sermons and church bulletins, having healthy eating programs, and serving healthy foods are associated with participants' self-reported consumption of healthy foods at church (all p values ≤ .001). Serving more healthy food and less unhealthy food was associated with healthier eating in general but not to physical activity in general (p values ≤ .001). The church environment may play an important role in supporting healthy eating in this setting and more generally.

Confidence intervals for expected moments algorithm flood quantile estimates
Cohn, Timothy A.; Lane, William L.; Stedinger, Jery R.
2001-01-01
Historical and paleoflood information can substantially improve flood frequency estimates if appropriate statistical procedures are properly applied. However, the Federal guidelines for flood frequency analysis, set forth in Bulletin 17B, rely on an inefficient “weighting” procedure that fails to take advantage of historical and paleoflood information. This has led researchers to propose several more efficient alternatives including the Expected Moments Algorithm (EMA), which is attractive because it retains Bulletin 17B's statistical structure (method of moments with the Log Pearson Type 3 distribution) and thus can be easily integrated into flood analyses employing the rest of the Bulletin 17B approach. The practical utility of EMA, however, has been limited because no closed‐form method has been available for quantifying the uncertainty of EMA‐based flood quantile estimates. This paper addresses that concern by providing analytical expressions for the asymptotic variance of EMA flood‐quantile estimators and confidence intervals for flood quantile estimates. Monte Carlo simulations demonstrate the properties of such confidence intervals for sites where a 25‐ to 100‐year streamgage record is augmented by 50 to 150 years of historical information. The experiments show that the confidence intervals, though not exact, should be acceptable for most purposes.
