The NGA-West2 project is a large multidisciplinary, multi-year research program on the Next Generation Attenuation (NGA) models for shallow crustal earthquakes in active tectonic regions. The research project has been coordinated by the Pacific Earthquake Engineering Research Center (PEER), with extensive technical interactions among many individuals and organizations. NGA-West2 addresses several key issues in ground-motion seismic hazard, including updating the NGA database for a magnitude range of 3.0–7.9; updating NGA ground-motion prediction equations (GMPEs) for the “average” horizontal component; scaling response spectra for damping values other than 5%; quantifying the effects of directivity and directionality for horizontal ground motion; resolving discrepancies between the NGA and the National Earthquake Hazards Reduction Program (NEHRP) site amplification factors; analysis of epistemic uncertainty for NGA GMPEs; and developing GMPEs for vertical ground motion. Heuristic reusable dynamic programming: efficient updates of local sequence alignment.

Recomputation of the previously evaluated similarity results between biological sequences becomes inevitable when researchers realize errors in their sequenced data or when the researchers have to compare nearly similar sequences, e.g., in a family of proteins. We present an efficient scheme for updating local sequence alignments with an affine gap model. In principle, using the previous matching result between two amino acid sequences, we perform a forward-backward alignment to generate heuristic searching bands which are bounded by a set of suboptimal paths. Given a correctly updated sequence, we initially predict a new score of the alignment path for each contour to select the best candidates among them. Then, we run the Smith-Waterman algorithm in this confined space. Furthermore, our heuristic alignment for an updated sequence shows that it can be further accelerated by using reusable dynamic programming (rDP), our prior work. In this study, we successfully validate "relative node tolerance bound" (RNTB) in the pruned searching space. Furthermore, we improve the computational performance by quantifying the successful RNTB tolerance probability and switch to rDP on perturbation-resilient columns only. In our searching space derived by a threshold value of 90 percent of the optimal alignment score, we find that 98.3 percent of contours contain correctly updated paths. We also find that our method consumes only 25.36 percent of the runtime cost of sparse dynamic programming (sDP) method, and to only 2.55 percent of that of a normal dynamic programming with the Smith-Waterman algorithm.

Bisphenol A (BPA) is a chemical used in the production of numerous consumer products resulting in potential daily human exposure to this chemical. The FDA previously evaluated the body of BPA toxicology data and determined that BPA is safe at current exposure levels. Although consistent with the assessment of some other regulatory agencies around the world, this determination of BPA safety continues to be debated in scientific and popular publications, resulting in conflicting messages to the public. Thus, the National Toxicology Program (NTP), National Institute of Environmental Health Sciences (NIEHS), and U.S. Food and Drug Administration (FDA) developed a consortium-based research program to link more effectively a variety of hypothesis-based research investigations and guideline-compliant safety testing with BPA. This collaboration is known as the Consortium Linking Academic and Regulatory Insights on BPA Toxicity (CLARITY-BPA). To present revised core competencies for doctoral programs in health services research (HSR), modalities to deliver these competencies, and suggested methods for assessing mastery of these competencies. Core competencies were originally developed in 2005, updated (but unpublished) in 2008, modestly updated for a 2016 HSR workforce conference, and revised based on feedback from attendees. Additional feedback was obtained from doctoral program directors, employer/workforce experts and attendees of presentation on these competencies at the AcademyHealth's June 2017 Annual Research Meeting. The current version (V2.1) competencies include the ethical conduct of research, conceptual models, development of research questions, study designs, data measurement and collection methods, statistical methods for analyzing data, professional collaboration, and knowledge dissemination. These competencies represent a core that defines what HSR researchers should master in order to address the complexities of microsystem to macro-system research that HSR entails. There are opportunities to conduct formal evaluation of newer delivery modalities (e.g., flipped classrooms) and to integrate new Learning Health System Researcher Core Competencies, developed by AHRQ, into the HSR core competencies. Core competencies in HSR are a continually evolving work in progress because new research questions arise, new methods are developed, and the trans-disciplinary nature of the field leads to new multidisciplinary and team building needs. © Health Research and Educational Trust.

Background Clinical guidelines are considered important instruments to improve quality in health care. Since 1998 the Royal Dutch Society for Physical Therapy (KNGF) produced evidence-based clinical guidelines, based on a standardized program. New developments in the field of guideline research raised the need to evaluate and update the KNGF guideline program. Purpose of this study is to compare different guideline development programs and review the KNGF guideline program for physical therapy in the Netherlands, in order to update the program. Method Six international guideline development programs were selected, and the 23 criteria of the AGREE Instrument were used to evaluate the guideline programs. Information about the programs was retrieved from published handbooks of the organizations. Also, the Dutch program for guideline development in physical therapy was evaluated using the AGREE criteria. Further comparison the six guideline programs was carried out using the following elements of the guideline development processes: Structure and organization; Preparation and initiation; Development; Validation; Dissemination and implementation; Evaluation and update. Results Compliance with the AGREE criteria of the guideline programs was high. Four programs addressed 22 AGREE criteria, and two programs addressed 20 AGREE criteria. The previous Dutch program for guideline development in physical therapy lacked in compliance with the AGREE criteria, meeting only 13 criteria. Further comparison showed that all guideline programs perform systematic literature searches to identify the available evidence. Recommendations are formulated and graded, based on evidence and other relevant factors. It is not clear how decisions in the development process are made. US Topo Maps 2014: Program updates and research

The U. S. Geological Survey (USGS) US Topo map program is now in year two of its second three-year update cycle. Since the program was launched in 2009, the product and the production system tools and processes have undergone enhancements that have made the US Topo maps a popular success story. Research and development continues with structural and content product enhancements, streamlined and more fully automated workflows, and the evaluation of a GIS-friendly US Topo GIS Packet. In addition, change detection methodologies are under evaluation to further streamline product maintenance and minimize resource expenditures for production in the future. The US Topo map program will continue to evolve in the years to come, providing traditional map users and Geographic Information System (GIS) analysts alike with a convenient, freely available product incorporating nationally consistent data that are quality assured to high standards.

This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmentalmore » concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.« less

The U.S. Nuclear Regulatory Commission (NRC) reviews the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed to the periodicmore » update and improvement of the guidance to ensure that it remains a state-of-the-art design evaluation tool. To this end, the NRC is updating its guidance to stay current with recent research on human performance, advances in HFE methods and tools, and new technology being employed in plant and control room design. A New U.S. Carbon Cycle Science Plan

The report "A U.S. carbon cycle science plan" (J. L. Sarmiento and S. C. Wofsy, U.S. Global Change Res. Program, Washington, D. C., 1999) outlined research priorities and promoted coordinated carbon cycle research across federal agencies in the United States for nearly a decade. Building on this framework and subsequent reports (http://www.carboncyclescience.gov/docs.php), a working group comprised of 27 scientists was formed in 2008 under the United States Carbon Cycle Science Program to review the 1999 Science Plan, and to develop an updated strategy for carbon cycle research for the period from 2010 to 2020. This comprehensive review is being conducted with wide input from the research and stakeholder communities. The recommendations of the Carbon Cycle Science Working Group (CCSWG) will go to U.S. agency managers who have collective responsibility for setting national carbon cycle science priorities and for sponsoring much of the carbon cycle research in the United States. This presentation will provide an update on the ongoing planning process, will outline the steps that the CCSWG is undertaking in building consensus towards an updated U.S. Carbon Cycle Science Plan, and will seek input on the best ways in which to coordinate efforts with ongoing and upcoming research in Canada and Mexico, as well as with ongoing work globally.

Microgravity greatly benefits the study of fundamental combustion processes. In this environment, buoyancy-induced flow is nearly eliminated, weak or normally obscured forces and flows can be isolated, gravitational settling or sedimentation is nearly eliminated, and temporal and spatial scales can be expanded. This document reviews the state of knowledge in microgravity combustion science with the emphasis on NASA-sponsored developments in the current period of 1992 to early 1995. The subjects cover basic research in gaseous premixed and diffusion-flame systems, flame structure and sooting, liquid droplets and pools, and solid-surface ignition and flame spread. They also cover applied research in combustion synthesis of ceramic-metal composites, advanced diagnostic instrumentation, and on-orbit fire safety. The review promotes continuing research by describing the opportunities for Principal Investigator participation through the NASA Research Announcement program and the available NASA Lewis Research Center ground-based facilities and spaceflight accommodations. This review is compiled by the members and associates of the NASA Lewis Microgravity Combustion Branch, and it serves as an update of two previous overview reports.

An update is presented of non-turbine general aviation engine programs. The program encompasses conventional, lightweight diesel and rotary engines. It's three major thrusts are: (1) reduced SFC's; (2) improved fuels tolerance; and (3) reduced emissions. Current and planned future programs in such areas as lean operation, improved fuel management, advanced cooling techniques and advanced engine concepts, are described. These are expected to lay the technology base, by the mid to latter 1980's, for engines whose life cycle fuel costs are 30 to 50% lower than today's conventional engines.

ARMI is uniquely qualified to provide research and monitoring results that are scalable from local to national levels, and are useful to resource managers. ARMI has produced nearly 400 peer-reviewed publications, including 18 in 2011. Some of those publications are highlighted in this fact sheet. ARMI also has a new Website (armi.usgs.gov). You can now use it to explore an up-to-date list of ARMI products, to find summaries of research topics, to search for ARMI activities in your area, and to obtain amphibian photographs. ARMI's annual meeting was organized by Walt Sadinski, Upper Midwest Environmental Science Center, and held in St Louis, Missouri. The U.S. Nuclear Regulatory Commission (NRC) reviews and evaluates the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed tomore » the periodic update and improvement of these guidance documents to ensure that they remain state-of-the-art design evaluation tools. Thus, the NRC has initiated a project with BNL to update the NRC guidance to remain current with recent research on human performance, advances in HFE methods and tools, and new technology. INL supported Brookhaven National Lab (BNL) to update the detailed HFE review criteria contained in NUREG-0711 and NUREG-0700 based on (1) feedback obtained from end users, (2) the results of NRC research and development efforts supporting the NRC staff’s HFE safety reviews, and (3) other material the project staff identify as applicable to the update effort. Accelerating Research Impact in a Learning Health Care System

Background: Since 1998, the Veterans Health Administration (VHA) Quality Enhancement Research Initiative (QUERI) has supported more rapid implementation of research into clinical practice. Objectives: With the passage of the Veterans Access, Choice and Accountability Act of 2014 (Choice Act), QUERI further evolved to support VHA’s transformation into a Learning Health Care System by aligning science with clinical priority goals based on a strategic planning process and alignment of funding priorities with updated VHA priority goals in response to the Choice Act. Design: QUERI updated its strategic goals in response to independent assessments mandated by the Choice Act that recommended VHA reduce variation in care by providing a clear path to implement best practices. Specifically, QUERI updated its application process to ensure its centers (Programs) focus on cross-cutting VHA priorities and specify roadmaps for implementation of research-informed practices across different settings. QUERI also increased funding for scientific evaluations of the Choice Act and other policies in response to Commission on Care recommendations. Results: QUERI’s national network of Programs deploys effective practices using implementation strategies across different settings. QUERI Choice Act evaluations informed the law’s further implementation, setting the stage for additional rigorous national evaluations of other VHA programs and policies including community provider networks. Conclusions: Grounded in implementation science and evidence-based policy, QUERI serves as an example of how to operationalize core components of a Learning Health Care System, notably through rigorous evaluation and scientific testing of implementation strategies to ultimately reduce variation in quality and improve overall population health. In 2003, we developed an ab initio program, ZCURVE 1.0, to find genes in bacterial and archaeal genomes. In this work, we present the updated version (i.e. ZCURVE 3.0). Using 422 prokaryotic genomes, the average accuracy was 93.7% with the updated version, compared with 88.7% with the original version. Such results also demonstrate that ZCURVE 3.0 is comparable with Glimmer 3.02 and may provide complementary predictions to it. In fact, the joint application of the two programs generated better results by correctly finding more annotated genes while also containing fewer false-positive predictions. As the exclusive function, ZCURVE 3.0 contains one post-processing program that can identify essential genes with high accuracy (generally >90%). We hope ZCURVE 3.0 will receive wide use with the web-based running mode. The Canadian Electricity Association (CEA) identified a need and contracted the Energy & Environmental Research Center (EERC) to create and maintain an information clearinghouse on global research and development activities related to mercury emissions from coal-fired electric utilities. With the support of CEA, the Center for Air Toxic Metals{reg_sign} (CATM{reg_sign}) Affiliates, and the U.S. Department of Energy (DOE), the EERC developed comprehensive quarterly information updates that provide a detailed assessment of developments in the various areas of mercury monitoring, control, policy, and research. A total of eight topical reports were completed and are summarized and updated in this final CEAmore » quarterly report. The original quarterly reports can be viewed at the CEA Web site (www.ceamercuryprogram.ca). In addition to a comprehensive update of previous mercury-related topics, a review of results from the CEA Mercury Program is provided. Members of Canada's coal-fired electricity generation sector (ATCO Power, EPCOR, Manitoba Hydro, New Brunswick Power, Nova Scotia Power Inc., Ontario Power Generation, SaskPower, and TransAlta) and CEA, have compiled an extensive database of information from stack-, coal-, and ash-sampling activities. Data from this effort are also available at the CEA Web site and have provided critical information for establishing and reviewing a mercury standard for Canada that is protective of environment and public health and is cost-effective. Specific goals outlined for the CEA mercury program included the following: (1) Improve emission inventories and develop management options through an intensive 2-year coal-, ash-, and stack-sampling program; (2) Promote effective stack testing through the development of guidance material and the support of on-site training on the Ontario Hydro method for employees, government representatives, and contractors on an as-needed basis; (3) Strengthen laboratory analytical capabilities through analysis and quality assurance programs; and (4) Create and maintain an information clearinghouse to ensure that all parties can keep informed on global mercury research and development activities.« less

Exploration Technology research focuses on developing instruments and techniques to discover hidden hydrothermalmore » systems and to explore the deep portions of known systems. Research in geophysical and geochemical methods is expected to yield increased knowledge of hidden geothermal systems. Imagery Rescripting of Early Traumatic Memories in Social Phobia

Negative self-images appear to play a role in the maintenance of social phobia and research suggests they are often linked to earlier memories of socially traumatic events. Imagery rescripting is a clinical intervention that aims to update such unpleasant or traumatic memories, and is increasingly being incorporated in cognitive behavioral therapy programs. In previous research, we have found that imagery rescripting was superior to a control condition in terms of its beneficial effects on negative beliefs, image and memory distress, fear of negative evaluation, and anxiety in social situations. In this article, we describe our imagery rescripting procedure. We consider the importance of updating negative imagery in social phobia, the theoretical basis for imagery rescripting, directions for future research, and how to conduct imagery rescripting, including potential problems and their solutions. The SRP reviewed the updated research plans for the Risk of Incompatible Vehicle/Habitat Design (HAB Risk) and the Risk of Performance Errors Due to Training Deficiencies (Train Risk). Gastroscopy and colonoscopy are widely used for the early diagnosis of stomach and colorectal cancer. The present revision integrates recent data regarding previous quality indicators and novel indicators suggested for gastroscopy and colonoscopy procedures for the National Cancer Screening Program in Korea. The new indicators, developed by the Quality Improvement Committee of the Korean Society for Gastrointestinal Endoscopy, vary in the level of supporting evidence, and most are based solely on expert opinion. Updated indicators validated by clinical research were prioritized, but were chosen by expert consensus when such studies were absent. The resultant quality indicators were graded according to the levels of consensus and recommendations. The updated indicators will provide a relevant guideline for high-quality endoscopy. The future direction of quality indicator development should include relevant outcome measures and an evidence-based approach to support proposed performance targets.

This final rule updates the payment rates used under the prospective payment system (PPS) for skilled nursing facilities (SNFs) for fiscal year (FY) 2017. In addition, it specifies a potentially preventable readmission measure for the Skilled Nursing Facility Value-Based Purchasing Program (SNF VBP), and implements requirements for that program, including performance standards, a scoring methodology, and a review and correction process for performance information to be made public, aimed at implementing value-based purchasing for SNFs. Additionally, this final rule includes additional polices and measures in the Skilled Nursing Facility Quality Reporting Program (SNF QRP). This final rule also responds to comments on the SNF Payment Models Research (PMR) project.

Weather data has been collected in Los Alamos since 1910. Bowen (1990) provided climate statistics (temperature and precipitation) for the 1961– 1990 averaging period, and included other analyses (e.g., wind and relative humidity) based on the available station locations and time periods. Before completing a nursing PhD program, doctoral students are encouraged to seek out and apply for a position in one of many, often highly competitive postdoctoral programs. These programs include the more traditional National Institutes of Health (NIH) funded experiences, such as the T32, as well as the nontraditional institution funded positions, including the associate faculty role. Graduates often need guidance on which postdoctoral programs are available, the resources each program offers to promote development of the applicant's program of research, the disadvantages of each program, and what each program uses as benchmarks for success. This article summarizes both traditional and nontraditional postdoctoral positions including the T32, F32, F99/K00, T90/R90, research supplements, associate faculty, research associate, and hospital-affiliated postdoctoral positions. This article updates previous papers describing postdoctoral opportunities and offers a starting place to aide PhD students planning their postgraduate activities in seeking and evaluating these positions.

The 2013 Advanced Environmental Health/Advanced Food Technology (AEH/AFT) Standing Review Panel (from here on referred to as the SRP) participated in a WebEx/teleconference with members of the Space Human Factors and Habitability (SHFH) Element, representatives from the Human Research Program (HRP), and NASA Headquarters on November 22, 2013 (list of participants is in Section IX of this report). The SRP reviewed the updated research plans for the Risk of Adverse Health Effects Due to Alterations in Host-Microorganism Interactions (Host Microbe Risk) and the Risk of Performance Decrement and Crew Illness Due to an Inadequate Food System (Food Risk). The SRP also received a status update on the Risk of Adverse Health Effects of Exposure to Dust and Volatiles during Exploration of Celestial Bodies (Dust Risk). Overall, the SRP was impressed with the strong research plans presented by the scientists and staff associated with the SHFH Element. The SRP also thought that the updated research plans were thorough, well organized, and presented in a comprehensive manner. The SRP agrees with the changes made to the Host Microbe Risk and Food Risk portfolios and thinks that the targets for Gap closure are appropriate.

NASA Langley continues to aggressively investigate the potential advantages of active flow control over more traditional aerodynamic techniques. This paper provides an update to a previous paper and describes both the progress in the various research areas and the significant changes in the NASA research programs. The goals of the topics presented are focused on advancing the state of knowledge and understanding of controllable fundamental mechanisms in fluids as well as to address engineering challenges. An organizational view of current research activities at NASA Langley in active flow control as supported by several projects is presented. On-center research as well as NASA Langley funded contracts and grants are discussed at a relatively high level. The products of this research are to be demonstrated either in bench-top experiments, wind-tunnel investigations, or in flight as part of the fundamental NASA R&D program and then transferred to more applied research programs within NASA, DOD, and U.S. industry.

With the clear potential for discovery and innovation, and the need to deal with the deluge of biological data, many academic institutions are committing significant resources to develop CBB research and training programs. One of the technical challenges within the Atmospheric Environment Safety Technologies (AEST) Project of the Aviation Safety Program was to "improve and expand remote sensing and mitigation of hazardous atmospheric environments and phenomena"1. In 2012, the author performed an analysis comparing various characteristics of accidents associated with different types of atmospheric hazard environments2. This document reports an update to that analysis which was done in preparation for presenting these findings at the 2015 annual meeting of the Transportation Research Board. Specifically, an additional three years of data were available, and a time-trend analysis was added.

The economic burden resulting from illness, disability, and premature death is of major importance in the allocation of health care resources and in the evaluation of health research and programs. This article updates the 1963 and 1972 studies of the costs of illness. In 1980, the estimated total economic costs of illness were $455 billion: $211 billion for direct costs, $68 billion for morbidity, and $176 billion for mortality. Diseases of the circulatory system and injuries and poisonings were the most costly, with variations in the diagnostic distributions among the three types of costs and by age and sex. PMID:10311399

The Energy Department's radiation health effects research program is floundering in a morass of administrative confusion due to an ill-considered 1990 joint management agreement between DOE and the Health and Human Services Department, a National Academy of Sciences panel says. The NAS panel said the [open quotes]administrative difficulties[close quotes] created by the DOE-HHS agreement appear to be [open quotes]stifling creativity and efficiency within DOE's Epidemiology Research Program, delaying the completion and publication of research.[close quotes] The panel also expressed concern that DOE has failed to adequately fund or staff its health research office, and that the department had no mastermore » research plan to identify research needs or set forth uniform, scientifically rigorous data collection procedures. The panel said DOE's lack of commitment was particularly evident in its failure to set up an effective health surveillance program for its nuclear work force. In addition, the panel said DOE had fallen short on promises to create a comprehensive computer bank of health research data that would be continually updated with new information gleaned from an ongoing worker surveillance program. Between 1993-2014, the National Undergraduate Fellowship (NUF) program, sponsored by the DOE Office of Fusion Energy Sciences, provided summer research internships for outstanding undergraduate students from around the country. Since then, the NUF program was merged into the Science Undergraduate Laboratory Internship (SULI) program, sponsored by the DOE Office of Workforce Development for Teachers and Students. While there were many similarities between the two programs, the SULI program did not include the one-week introductory course in plasma physics or the opportunity for participants to present their summer research results at this meeting. In the past two years, working with representatives from both OFES and WDTS, we have again implemented some of the most important components of the NUF program. The week-long, introductory course in plasma physics is included and streamed live- especially important since most undergraduate physics students have not taken a plasma physics course before they begin their research. Students are again able to present their research to our community, a critical component of a full research experience and plans are underway to obtain additional funding to once again include universities as eligible host sites.

We report on the status of "A Partnership in Observational and Computational Astronomy (POCA)” under the NSF's "Partnerships in Astronomy and Astrophysics Research and Education (PAARE)" program. This partnership includes South Carolina State University (a Historically Black College/University), Clemson University (a Ph.D. granting institution) and the National Optical Astronomy Observatory. We have reached the midpoint of this 5-year award and discuss the successes, challenges and obstacles encountered to date. Included is a summary of our summer REU program, the POCA graduate fellowship program, faculty research capacity building, outreach activities, increased use of NSF facilities and shared resources. Additional POCA research presentations by the authors are described elsewhere in these proceedings. The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the U.S. Department of Energy (DOE) Office of Science (SC), the single largest supporter of basic research in the physical sciences in the United States. In support of SC programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 25 years. Updated recommendations: an assessment of NICE clinical guidelines

Background Updating is important to ensure clinical guideline (CG) recommendations remain valid. However, little research has been undertaken in this field. We assessed CGs produced by the National Institute for Health and Care Excellence (NICE) to identify and describe updated recommendations and to investigate potential factors associated with updating. Also, we evaluated the reporting and presentation of recommendation changes. Methods We performed a descriptive analysis of original and updated CGs and recommendations, and an assessment of presentation formats and methods for recording information. We conducted a case-control study, defining cases as original recommendations that were updated (‘new-replaced’ recommendations), and controls as original recommendations that were considered to remain valid (‘not changed’ recommendations). We performed a comparison of main characteristics between cases and controls, and we planned a multiple regression analysis to identify potential predictive factors for updating. Results We included nine updated CGs (1,306 recommendations) and their corresponding original versions (1,106 recommendations). Updated CGs included 812 (62%) recommendations ‘not reviewed’, 368 (28.1%) ‘new’ recommendations, 104 (7.9%) ‘amended’ recommendations, and 25 (1.9%) recommendations reviewed but unchanged. The presentation formats used to indicate the changes in recommendations varied widely across CGs. Changes in ‘amended’, ‘deleted’, and ‘new-replaced’ recommendations (n = 296) were reported infrequently, mostly in appendices. These changes were recorded in 167 (56.4%) recommendations; and were explained in 81 (27.4%) recommendations. We retrieved a total of 7.1% (n = 78) case recommendations (‘new-replaced’) and 2.4% (n = 27) control recommendations (‘not changed’) in original CGs. The updates were mainly from ‘Fertility CG’, about ‘gynaecology, pregnancy and birth’ topic, and ‘treatment’ or ‘prevention’ purposes. We did not perform the multiple regression analysis as originally planned due to the small sample of recommendations retrieved. Conclusion Our study is the first to describe and assess updated CGs and recommendations from a national guideline program. Our results highlight the pressing need to standardise the reporting and presentation of updated recommendations and the research gap about the optimal way to present updates to guideline users. Federal, State, and local government agencies require current and accurate cost information for publicly funded substance abuse treatment programs to guide program assessments and reimbursement decisions. The Center for Substance Abuse Treatment (CSAT) published a list of modality-specific cost bands for this purpose in 2002. However, the upper and lower values in these ranges are so wide that they offer little practical guidance for funding agencies. Thus, the dual purpose of this investigation was to assemble the most current and comprehensive set of economic cost estimates from the readily-available literature and then use these estimates to develop updated modality-specific cost bands for more reasonable reimbursement policies. Although cost estimates were scant for some modalities, the recommended cost bands are based on the best available economic research, and we believe these new ranges will be more useful and pertinent for all stakeholders of publicly-funded substance abuse treatment. An assessment was made of the NASA Lewis Small Business Innovation Research (SBIR) Program for the years 1983 to 1989. The assessment was based on the study of 99 Phase 1 contracts and 39 Phase 2 contracts. The overall impact of SBIR was found to be very positive, contributing strongly to many NASA programs. In addition, many successful efforts were commercialized benefiting the small business, federal agencies, and the aerospace industry. The program was evaluated in terms of contract quality, innovativeness, comparison to the state-of-the-art, achievement of goals, difficulty, and impact. Program difficulties were also identified, which could suggest possible program improvements. Much of the information gained in this assessment provided a basis for a SBIR data base which will be updated every year. This data base is computerized and will provide an excellent source of information about past SBIR efforts and company capabilities.

The last formal review of academic anesthesiology department Web sites (ADWs) for content was conducted in 2009. ADWs have been rated as very important by medical students in researching residency training programs; however, the rapid evolution of sites require that descriptive statistics must be more current to be considered reliable. We set out to provide an updated overview of ADW content and to better understand residency program directors' (PD) role and comfort with ADWs. Two independent reviewers (ND and HL) analyzed all 131 Accreditation Council for Graduate Medical Education (ACGME) accredited ADWs. A binary system (Yes/No) was used to determine which features were present. Reviewer reliability was confirmed with inter-rater reliability and percentage agreement calculation. Additionally, a blinded electronic survey (Survey Monkey, Portland, OR) was sent to anesthesiology residency PDs via electronic mail investigating the audiences for ADWs, the frequency of updates and the degree of PD involvement. 13% of anesthesiology departments still lack a Web site with a homepage with links to the residency program and educational offerings (18% in 2009). Only half (55%) of Web sites contain information for medical students, including clerkship information. Furthermore, programs rarely contain up-to-date calendars (13%), accreditation cycle lengths (11%), accreditation dates (7%) or board pass rates (6%). The PD survey, completed by 42 of 131 PDs, noted a correlation (r = 0.36) between the number of years as PD and the frequency of Web site updates - less experienced PDs appear to update their sites more frequently (p = 0.03). Although 86% of PDs regarded a Web site as "very" important in recruitment, only 9% felt "very" comfortable with the skills required to advertise and market a Web site. Despite the overall increase in ADW content since 2009, privacy concerns, limited resources and time constraints may prevent PDs from providing the most up-to-date Web sites for applicants and other interested audiences. PDs are aware of value of Web sites for recruitment, are typically involved in determining ADW content, but few feel very comfortable marketing a training program on the Web.
Large scale Wyoming transportation data: a resource planning tool

The U.S. Geological Survey Fort Collins Science Center created statewide roads data for the Bureau of Land Management Wyoming State Office using 2009 aerial photography from the National Agriculture Imagery Program. The updated roads data resolves known concerns of omission, commission, and inconsistent representation of map scale, attribution, and ground reference dates which were present in the original source data. To ensure a systematic and repeatable approach of capturing roads on the landscape using on-screen digitizing from true color National Agriculture Imagery Program imagery, we developed a photogrammetry key and quality assurance/quality control protocols. Therefore, the updated statewide roads data will support the Bureau of Land Management’s resource management requirements with a standardized map product representing 2009 ground conditions. The updated Geographic Information System roads data set product, represented at 1:4,000 and +/- 10 meters spatial accuracy, contains 425,275 kilometers within eight attribute classes. The quality control of these products indicated a 97.7 percent accuracy of aspatial information and 98.0 percent accuracy of spatial locations. Approximately 48 percent of the updated roads data was corrected for spatial errors of greater than 1 meter relative to the pre-existing road data. Twenty-six percent of the updated roads involved correcting spatial errors of greater than 5 meters and 17 percent of the updated roads involved correcting spatial errors of greater than 9 meters. The Bureau of Land Management, other land managers, and researchers can use these new statewide roads data set products to support important studies and management decisions regarding land use changes, transportation and planning needs, transportation safety, wildlife applications, and other studies.

Access to space and cost have been two major inhibitors of low Earth orbit research. The Retrievable Payload Carrier (RPC) Program is a commercial space program which strives to overcome these two barriers to space experimentation. The RPC Program's fleet of spacecraft, ground communications station, payload processing facility, and experienced integration and operations team will provide a convenient 'one-stop shop' for investigators seeking to use the unique vantage point and environment of low Earth orbit for research. The RPC is a regularly launched and retrieved, free-flying spacecraft providing resources adequate to meet modest payload/experiment requirements, and presenting ample surface area, volume, mass, and growth capacity for investigator usage. Enhanced capabilities of ground communications, solar-array-supplied electrical power, central computing, and on-board data storage pick up on the path where NASA's Long Duration Exposure Facility (LDEF) blazed the original technology trail. Mission lengths of 6-18 months, or longer, are envisioned. The year 1992 was designated as the 'International Space Year' and coincides with the 500th anniversary of Christopher Columbus's voyage to the New World. This is a fitting year in which to launch the full scale development of our unique shop of discovery whose intent is to facilitate retrieving technological rewards from another new world: space. Presented is an update on progress made on the RPC Program's development since the November 1991 LDEF Materials Workshop.

This paper explores the synthesis of programs that track dynamic conditions in their environment. An approach is proposed in which the designer specifies, in a declarative language, aspects of the environment in which the program will be embedded. This specification is then automatically compiled into a program that, when executed, updates internal data structures so as to maintain as an invariant a desired correspondence between internal data structures and states of the external environment. This approach retains much of the flexibility of declarative programming while guaranteeing a hard bound on the execution time of information-update functions.

The guidelines for health economics and outcomes research (HEOR) fellowship training programs devised by the American College of Clinical Pharmacy (ACCP) and the International Society of Pharmacoeconomics and Outcomes Research (ISPOR) suggest that continuous improvements are made to ensure that postgraduate training through didactic and professional experiences prepare fellows for HEOR research careers. The HEOR Fellowship Program at Novartis Pharmaceuticals Corporation was standardized to enhance the fellows' HEOR research understanding and align professional skill sets with the ACCP-ISPOR Fellowship Program Guidelines. Based on feedback from an internal task force comprised of HEOR employees and current and former fellows, the HEOR Fellowship Program was normatively and qualitatively assessed to evaluate the current curricular program. Fellowship program activities were instituted to ensure that the suggested minimum level requirements established by the guidelines were being met. Research opportunities enabling fellows to work hand-in-hand with other fellows and HEOR professionals were emphasized. Curricular enhancements in research methodology and professional training and development, and materials for a structured journal club focusing on specific methodological and HEOR research topics were developed. A seminar series (e.g., creating SMART Goals, StrengthsFinder 2.0) and professional courses (e.g., ISPOR short courses, statistics.com) were included to enhance the fellows' short- and long-term professional experience. Additional program attributes include an online reference library developed to enrich the current research facilities and a Statistical Analysis Software training program. Continuously assessing and updating HEOR fellowship programs keeps programs up-to-date in the latest HEOR concepts and approaches used to evaluate health care, both professionally and educationally. This final rule updates the Home Health Prospective Payment System (HH PPS) payment rates, including the national, standardized 60-day episode payment rates, the national per-visit rates, and the non-routine medical supply (NRS) conversion factor; effective for home health episodes of care ending on or after January 1, 2017. This rule also: Implements the last year of the 4-year phase-in of the rebasing adjustments to the HH PPS payment rates; updates the HH PPS case-mix weights using the most current, complete data available at the time of rulemaking; implements the 2nd-year of a 3-year phase-in of a reduction to the national, standardized 60-day episode payment to account for estimated case-mix growth unrelated to increases in patient acuity (that is, nominal case-mix growth) between CY 2012 and CY 2014; finalizes changes to the methodology used to calculate payments made under the HH PPS for high-cost "outlier" episodes of care; implements changes in payment for furnishing Negative Pressure Wound Therapy (NPWT) using a disposable device for patients under a home health plan of care; discusses our efforts to monitor the potential impacts of the rebasing adjustments; includes an update on subsequent research and analysis as a result of the findings from the home health study; and finalizes changes to the Home Health Value-Based Purchasing (HHVBP) Model, which was implemented on January 1, 2016; and updates to the Home Health Quality Reporting Program (HH QRP).

The EarthScope Program (www.earthscope.org) funded by the National Science Foundation fosters interdisciplinary exploration of the geologic structure and evolution of the North American continent by means of seismology, geodesy, magnetotellurics, in-situ fault-zone sampling, geochronology, and high-resolution topographic measurements. EarthScope scientific data and findings are transforming the study of Earth structure and processes throughout the planet. These data enhance the understanding and mitigation of hazards and inform environmental and economic applications of geoscience. The EarthScope Program also offers significant resources and opportunities for education and outreach (E&O) in the Earth system sciences. The EarthScope National Office (ESNO) at Arizona State University serves all EarthScope stakeholders, including researchers, educators, students, and the general public. ESNO continues to actively support and promote E&O with programmatic activities such as a regularly updated presence on the web and social media, newsletters, biannual national conferences, workshops for E&O providers and informal educators (interpreters), collaborative interaction with other Earth science organizations, continuing education for researchers, promotion of place-based education, and support for regional K-12 teacher professional-development programs led by EarthScope stakeholders. EarthScope E&O, coordinated by ESNO, leads the compilation and dissemination of the data, findings, and legacy of the epic EarthScope Program. Animal research regulatory agencies have issued updated requirements for emergency response planning by regulated research institutions. A thorough emergency response plan is an essential component of an institution's animal care and use program, but developing an effective plan can be a daunting task. The author provides basic information drawn from the field of emergency management about best practices for developing emergency response plans. Planners should use the basic principles of emergency management to develop a common-sense approach to managing emergencies in their facilities.

The Peregrine Sounding Rocket Program is a joint basic research program of NASA Ames Research Center, NASA Wallops, Stanford University and the Space Propulsion Group, Inc. (SPG). The goal is to determine the applicability of liquifying hybrid technology to a small launch system. The approach is to design, build, test and y a stable, efficient liquefying fuel hybrid rocket vehicle to an altitude of 100 km. The program was kicked o in October of 2006 and has seen considerable progress in the subsequent 18 months. Two virtually identical vehicles will be constructed and own out of the NASA Sounding Rocket Facility at Wallops Island. This paper presents the current status of the project as of June 2008. Poor Accrual in Palliative Research Studies: An Update From the Rapid Response Radiotherapy Program

Background In June 2003, the Rapid Response Radiotherapy Program (RRRP) implemented changes to recruitment strategies in attempts to increase patient accrual to research studies. Such modifications included the use of a dedicated research assistant to screen for and identify eligible study patients, the introduction of more appropriate inclusion criteria, and the switch towards telephone interviews to minimize patient burden. The purpose of this study is to provide an update on patient accrual in the RRRP. Methods All patients seen in the RRRP from January 2002 to December 2009 were recorded in a prospective database. Reasons for referral, eligibility for clinical trials, reasons for non-accrual, and various demographics information were recorded. Descriptive statistics summarized findings. Results A total of 4726 patient visits were recorded from January 1st, 2002 to December 31st, 2009. Prior to changes, the overall rate of accrual into research studies was 14.9% versus 48.1% after changes were implemented. Patients were not accrued onto studies mainly to due ineligibility according to study protocol. Other reasons such as language barrier (12.1%), physician objection (3.5%), patient declining participation (11.3%) and lack of a research assistant (9.3%) were cited. Conclusions Changes in clinical structure and study design can significantly impact accrual patterns in palliative radiotherapy studies. Despite these changes however, the majority of patients are still not enrolled in studies. Therefore additional efforts need to be made to maximize patient accrual and minimize attrition. The Small Turboshaft Engine Research (STER) program provides a vehicle for evaluating the application of emerging technologies to Army turboshaft engine systems and to investigate related phenomena. Capitalizing on the resources at hand, in the form of both the NASA facilities and the Army personnel, the program goal of developing a physical understanding of engine system dynamics and/or system interactions is being realized. STER entries investigate concepts and components developed both in-house and out-of-house. Emphasis is placed upon evaluations which have evolved from on-going basic research and advanced development programs. Army aviation program managers are also encouraged to make use of STER resources, both people and facilities. The STER personnel have established their reputations as experts in the fields of engine system experimental evaluations and engine system related phenomena. The STER facility has demonstrated its utility in both research and development programs. The STER program provides the Army aviation community the opportunity to perform system level investigations, and then to offer the findings to the entire engine community for their consideration in next generation propulsion systems. In this way results of the fundamental research being conducted to meet small turboshaft engine technology challenges expeditiously find their way into that next generation of propulsion systems.

In 2013, the Accreditation Council for Graduate Medical Education updated requirements for training in community pediatrics and advocacy in pediatric residency programs. In light of this update, the aim of this study was to better understand how community pediatrics is being taught and evaluated in pediatric residency programs in the United States. Cross-sectional exploratory study using a Web-based survey of pediatric residency program directors in September 2014. Questions focused on teaching and evaluation of 10 community pediatrics competencies. Of 85 programs (43% response rate), 30% offered a separate training track and/or 6-block individualized curriculum in community pediatrics or advocacy. More than 75% required all residents to learn 7 of 10 competencies queried. Respondents in urban settings were more likely to teach care of special populations (P = .02) and public speaking (P < .01). Larger programs were more likely to teach (P = .04) and evaluate (P = .02) community-based research. Experiential learning and classroom-based didactics were the most frequent teaching methodologies. Many programs used multiple teaching methodologies for all competencies. Observation was the most frequent evaluation technique used; portfolio review and written reflection were also commonly reported. Our findings show a strong emphasis on community pediatrics and advocacy teaching among responding US pediatric residency programs. Although respondents reported a variety of teaching and evaluation methods, there were few statistically significant differences between programs. Copyright © 2017 Academic Pediatric Association.
