NASA and Rockwell have embarked on a cooperative agreement to define, develop, fabricate, and operate an integrated propulsion technology demonstrator (IPTD) for the purpose of validating design, process, and technology improvements of launch vehicle propulsion systems. This program, a result of NRA8-11, Task Area 1 A, is jointly funded by both NASA and Rockwell and is sponsored by the Reusable Launch Vehicle office at NASA Marshall Space flight Center. This program plan provides to the joint NASA/Rockwell integrated propulsion technology demonstrator (IPTD) team a description of the activities within tasks / sub tasks and associated schedules required to successfully achieve program objectives. This document also defines the cost elements and manpower allocations for each sub task for purpose of program control. This plan is updated periodically by developing greater depth of direction for outyear tasks as the program matures. Updating is accomplished by adding revisions to existing pages or attaching page revisions to this plan. In either case, revisions will be identified by appropriate highlighting of the change, or specifying a revision page through the use of footnotes on the bottom right of each change page. Authorization for the change is provided by the principal investigators to maintain control of this program plan document and IPTD program activities.

Every hospital has a fire safety plan, although some fail to update their plans when circumstances change, such as when the facility is refurbished or new fire protection equipment is added, or when new wings bring in additional patients and staff. Others may fail to develop new education programs to heighten staff awareness of what is expected of them during a fire and to train employees to meet those expectations. In this report, we'll examine the new fire safety plans at two Massachusetts hospitals and the revisions they made to address these issues. We'll offer suggestions for effectively evaluating and revising your own fire safety plans.

The Department of Energy, Richland Operations Office (RL) Manual Environmental Restoration Program Quality System Requirements (QSR) for the Hanford Site, defines all quality requirements governing Hanford Environmental Restoration (ER) Program activities. The QSR requires that ER Program participants develop Quality Management Plans (QMPs) that describe how the QSR requirements will be implemented for their assigned scopes of work. This standard review plan (SRP) describes the ER program participant responsibilities for submittal of QMPs to the RL Environmental Restoration Division for review and the RL methodology for performing the reviews of participant QMPS. This rule with comment period finalizes the Medicare program provisions relating to contract determinations involving Medicare Advantage (MA) organizations and Medicare Part D prescription drug plan sponsors, including eliminating the reconsideration process for review of contract determinations, revising the provisions related to appeals of contract determinations, and clarifying the process for MA organizations and Part D plan sponsors to complete corrective action plans. In this final rule with comment period, we also clarify the intermediate sanction and civil money penalty (CMP) provisions that apply to MA organizations and Medicare Part D prescription drug plan sponsors, modify elements of their compliance plans, retain voluntary self-reporting for Part D sponsors and implement a voluntary self-reporting recommendation for MA organizations, and revise provisions to ensure HHS has access to the books and records of MA organizations and Part D plan sponsors' first tier, downstream, and related entities. Although we have decided not to finalize the mandatory self-reporting provisions that we proposed, CMS remains committed to adopting a mandatory self-reporting requirement. To that end, we are requesting comments that will assist CMS in crafting a future proposed regulation for a mandatory self-reporting requirement.

During the second half of fiscal year 1996, activities at the Yucca Mountain Site Characterization Project (Project) supported the objectives of the revised Program Plan released this period by the Office of Civilian Radioactive Waste Management of the US Department of Energy (Department). Outlined in the revised plan is a focused, integrated program of site characterization, design, engineering, environmental, and performance assessment activities that will achieve key Program and statutory objectives. The plan will result in the development of a license application for repository construction at Yucca Mountain, if the site is found suitable. Activities this period focused on twomore » of the three near-term objectives of the revised plan: updating in 1997 the regulatory framework for determining the suitability of the site for the proposed repository concept and providing information for a 1998 viability assessment of continuing toward the licensing of a repository. The Project has also developed a new design approach that uses the advanced conceptual design published during the last reporting period as a base for developing a design that will support the viability assessment. The initial construction phase of the Thermal Testing Facility was completed and the first phase of the in situ heater tests began on schedule. In addition, phase-one construction was completed for the first of two alcoves that will provide access to the Ghost Dance fault.« less

Colorado submitted the request for approval of these rule revisions into the State Implementation Plan (SIP) on July 11, 2005 and supplemented its request on October 25, 2005. EPA is approving only the portions of Colorado's revisions to Regulation Number 3 that relate to the prevention of significant deterioration (PSD) and non-attainment new source review (NSR) construction permit programs of the State of Colorado. Other revisions, renumberings, additions, or deletions to Regulation No. 3 made by Colorado as part of the April 16, 2004 final rulemaking are being acted on by EPA in a separate final action related to Colorado's Interstate Transport SIP (see proposed action at 76 FR 21835, April 19, 2011). Colorado has a federally approved NSR program for new and modified sources impacting attainment and non-attainment areas in the State. This action is being taken under section 110 of the Clean Air Act (CAA).

The attached MYPP scope/schedule reflects the Integrated Target Case submitted in the April 1995 Activity Data Sheets (ADS) with the exception of B Plant and the Plutonium Finishing Plant (PFP). The 8 Plant assumption in FY 1997 reflects the planning case in the FY 1997 ADS with a shortfall of $5 million. PFP assumptions have been revised from the FY 1997 ADS based on the direction provided this past summer by DOE-Headquarters. This includes the acceleration of the polycube stabilization back to its originally planned completion date. ...The Environmental Protection Agency (EPA) is proposing a Federal Implementation Plan (FIP) to address regional haze in the State of Montana. EPA developed this proposal in response to the State's decision in 2006 to not submit a regional haze State Implementation Plan (SIP) revision. EPA is proposing to determine that the FIP satisfies requirements of the Clean Air Act (CAA or ``the Act'') that require states, or EPA in promulgating a FIP, to assure reasonable progress towards the national goal of preventing any future and remedying any existing man-made impairment of visibility in mandatory Class I areas. In addition, EPA is also proposing to approve a revision to the Montana SIP submitted by the State of Montana through the Montana Department of Environmental Quality on February 17, 2012. The State's submittal contains revisions to the Montana Visibility Plan that includes amendments to the ``Smoke Management'' section, which adds a reference to Best Available Control Technology (BACT) as the visibility control measure for open burning as currently administered through the State's air quality permit program. This change was made to meet the requirements of the Regional Haze Rule. EPA will act on the remaining revisions in the State's submittal in a future action.

As residencies and practices mature, a frequent undertaking is the revision of initial data sets and information systems. This report presents an expanded data set which has been developed in the Family Medicine Residency Program at the University of Rochester and suggests guidelines for the selection of data items and revision of existing information systems. In the selection of data items it is important to carefully identify planned use and definition of terms, as well as to carefully consider the complexity of the items and the realistic ability of personnel to maintain and update both individual items and the entire set of data. The implementation of a revised data system requires careful planning and frequent involvement of staff to insure accurate collection of information and proper managment of workload. The implementation phase should not be considered complete until an ongoing system for reviewing and maintaining data is established.

The U.S. Nuclear Regulatory Commission (NRC) reviews the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed to the periodicmore » update and improvement of the guidance to ensure that it remains a state-of-the-art design evaluation tool. To create an evaluation plan for the World Federation for Medical Education (WFME) accreditation standards for basic medical education. We conceptualized the 100 basic standards from "Basic Medical Education: WFME Global Standards for Quality Improvement: The 2012 Revision" as medical education program objectives. Standards were simplified into evaluable items, which were then categorized as inputs, processes, outputs and/or outcomes to generate a logic model and corresponding plan for data collection. WFME standards posed significant challenges to evaluation due to complex wording, inconsistent formatting and lack of existing assessment tools. Our resulting logic model contained 244 items. Standard B 5.1.1 separated into 24 items, the most for any single standard. A large proportion of items (40%) required evaluation of more than one input, process, output and/or outcome. Only one standard (B 3.2.2) was interpreted as requiring evaluation of a program outcome. Current WFME standards are difficult to use for evaluation planning. Our analysis may guide adaptation and revision of standards to make them more evaluable. Our logic model and data collection plan may be useful to medical schools planning an institutional self-review and to accrediting authorities wanting to provide guidance to schools under their purview.

...EPA is finalizing a limited approval and limited disapproval of a state implementation plan (SIP) revision submitted by the State of California on November 17, 2007, to address the ``transport SIP'' provisions of Clean Air Act (CAA) section 110(a)(2)(D)(i) for the 1997 8-hour ozone National Ambient Air Quality Standards (NAAQS or standards) and the 1997 fine particulate matter (PM2.5) NAAQS. Section 110(a)(2)(D)(i) of the CAA requires that each SIP contain, among other things, adequate measures prohibiting emissions of air pollutants in amounts which will interfere with any other State's measures required under title I, part C of the CAA to prevent significant deterioration of air quality. EPA is approving California's SIP revision with respect to those Districts that implement SIP- approved permit programs meeting the approval criteria and simultaneously disapproving California's SIP revision with respect to those Districts that do not implement SIP-approved permit programs meeting the approval criteria, as discussed in our May 31, 2011 proposed rule (76 FR 31263).

EPA is disapproving the Texas Qualified Facilities Program because it does not meet the Minor NSR SIP requirements nor does it meet the NSR SIP requirements for a substitute Major NSR SIP revision. EPA is also approving three definitions that are severable from the Qualified Facilities submittals. These three definitions we are approving are, ``grandfathered facility,'' ``maximum allowable emission rate table (MAERT),'' and ``new facility.'' Moreover, we are making an administrative correction to the SIP-approved definition of ``facility.'' We are taking this action under section 110, part C, and part D of the Federal Clean Air Act (the Act or CAA).

This document contains ground-water monitoring plans for process-water disposal trenches located on the Hanford Site. These trenches, designated the 300 Area Process Trenches, have been used since 1973 for disposal of water that contains small quantities of both chemicals and radionuclides. The ground-water monitoring plans contained herein represent revision and expansion of an effort initiated in June 1985. At that time, a facility-specific monitoring program was implemented at the 300 Area Process Trenches as part of a regulatory compliance effort for hazardous chemicals being conducted on the Hanford Site. This monitoring program was based on the ground-water monitoring requirements formore » interim-status facilities, which are those facilities that do not yet have final permits, but are authorized to continue interim operations while engaged in the permitting process. The applicable monitoring requirements are described in the Resource Conservation and Recovery Act (RCRA), 40 CFR 265.90 of the federal regulations, and in WAC 173-303-400 of Washington State's regulations (Washington State Department of Ecology 1986). The program implemented for the process trenches was designed to be an alternate program, which is required instead of the standard detection program when a facility is known or suspected to have contaminated the ground water in the uppermost aquifer. The Space Construction Experiment (SCE) was defined for integration into the Space Shuttle. This included development of flight assignment data, revision and update of preliminary mission timelines and test plans, analysis of flight safety issues, and definition of ground operations scenarios. New requirements for the flight experiment and changes for a large space antenna feed mask test article were incorporated. The program plan and cost estimates were updated. This paper describes a class of knowledge-based 'assistant' systems for space system planning. Derived from technology produced for the DARPA/USAF Pilot's Associate program, these assistant systems help the human planner by doing the bookkeeping to maintain plan data and executing the procedures and heuristics currently used by the human planner to define, assess, diagnose, and revise plans. Intelligent systems for Space Station Freedom assembly sequence planning and Advanced Launch System modeling will be presented as examples. Ongoing NASA-funded work on a framework supporting the development of such tools will also be described.

Groundwater protection is a national priority that is promulgated in a variety of environmental regulations at local, state, and federal levels. To effectively coordinate and ensure compliance with applicable regulations, the US Department of Energy has issued DOE Order 5400.1 (now under revision) that requires all US Department of Energy facilities to prepare separate groundwater protection program descriptions and plans. This document describes the Groundwater Protection Management Program for the Hanford Site located in the state of Washington. DOE Order 5400.1 specifies that the Groundwater Protection Management Program cover the following general topical areas: (1) documentation of the groundwater regime,more » (2) design and implementation of a groundwater monitoring program to support resource management and comply with applicable laws and regulations, (3) a management program for groundwater protection and remediation, (4) a summary and identification of areas that may be contaminated with hazardous waste, (5) strategies for controlling these sources, (6) a remedial action program, and (7) decontamination and decommissioning and related remedial action requirements. Many of the above elements are covered by existing programs at the Hanford Site; thus, one of the primary purposes of this document is to provide a framework for coordination of existing groundwater protection activities. Additionally, it describes how information needs are identified and can be incorporated into existing or proposed new programs. The Groundwater Protection Management Program provides the general scope, philosophy, and strategies for groundwater protection/management at the Hanford Site. Subtier documents provide the detailed plans for implementing groundwater-related activities and programs. ...EPA is finalizing a limited approval and limited disapproval of two permitting rules submitted by California as a revision to the Placer County Air Pollution Control District (PCAPCD) and Feather River Air Quality Management District (FRAQMD) portion of the California State Implementation Plan (SIP). These revisions were proposed in the Federal Register on February 22, 2013 and concern construction and modification of stationary sources of air pollution within each District. We are approving local rules that regulate these emission sources under the Clean Air Act as amended in 1990 (CAA). Final approval of these rules makes the rules federally enforceable and corrects program deficiencies identified in a previous EPA rulemaking (76 FR 44809, July 27, 2011). EPA is also making a technical amendment to the Code of Federal Regulations (CFR) to reflect this previous rulemaking, which removed an obsolete provision from the California SIP.

...EPA is proposing to approve a revision to the District of Columbia State Implementation Plan (SIP) submitted by the District of Columbia through the District Department of the Environment (DDOE) on October 27, 2011 that addresses regional haze for the first implementation period. This revision addresses the requirements of the Clean Air Act (CAA) and EPA's rules that require states to prevent any future, and remedy any existing, anthropogenic impairment of visibility in mandatory Class I areas caused by emissions of air pollutants from numerous sources located over a wide geographic area (also referred to as the ``regional haze program''). States are required to assure reasonable progress toward the national goal of achieving natural visibility conditions in Class I areas. EPA is proposing to determine that the Regional Haze plan submitted by the District of Columbia satisfies these requirements of the CAA. EPA is also proposing to approve this revision as meeting the infrastructure requirements relating to visibility protection for the 1997 8-Hour Ozone National Ambient Air Quality Standard (NAAQS) and the 1997 and 2006 fine particulate matter (PM2.5) NAAQS.

...EPA is proposing to approve revisions to the SIP for the State of Texas that relate to antibacksliding of Major NSR SIP Requirements for the one-hour ozone NAAQS; Major NNSR SIP requirements for the 1997 eight-hour ozone NAAQS; Major NSR Reform Program with Plantwide Applicability Limit (PAL) provisions; and non-PAL aspects of the Major NSR SIP requirements. EPA proposes to find that these changes to the Texas SIP comply with the Federal Clean Air Act (the Act or CAA) and EPA regulations and are consistent with EPA policies. Texas submitted revisions to these programs on June 10, 2005, and February 1, 2006. EPA disapproved these SIP revisions on September 15, 2010 (75 FR 56424). In response to the 2010 disapproval, Texas submitted revisions to these programs in two separate SIP submittals on March 11, 2011. These SIP submittals include resubmittal of the rules that were previously submitted June 10, 2005, and February 1, 2006, and subsequently disapproved by EPA on September 15, 2010. On February 22, 2012, Texas proposed further revisions to the NSR Reform Program to further clarify and ensure compliance with Federal requirements relating to NSR Reform. On May 3, 2012, Texas provided a letter to EPA which requested that EPA parallel process the revisions proposed February 22, 2012, and included a demonstration showing how its submitted rules are at least as stringent as the Federal NSR Reform Program. Texas has requested that EPA parallel process the revisions proposed February 22, 2012, and consider the May 3, 2012, letter in the review of the March 11, 2011, SIP submittals. Today, EPA is proposing to find that the March 11, 2011, SIP submittals; the February 22, 2012, proposed revisions; and the May 3, 2012, letter, address each of the grounds for EPA's September 15, 2010, disapproval and other issues related to the Texas NSR Reform revisions as identified later. Accordingly, EPA proposes to approve these two March 11, 2011, revisions; the February 22, 2012, proposed revisions for which Texas has requested parallel processing; and the May 3, 2012, letter as part of the Texas NSR SIP. EPA is proposing this action under section 110 and parts C and D of the Act.

Section 110(a)(2)(D)(i) of the CAA requires that each SIP contain adequate provisions to prohibit emissions that adversely affect air quality in other States through interstate transport. EPA is proposing a limited approval and limited disapproval of California's SIP revision for the 1997 8-hour ozone and 1997 PM2.5 NAAQS with respect to the requirement in CAA section 110(a)(2)(D)(i)(II) that each SIP contain adequate measures prohibiting emissions of air pollutants in amounts which will interfere with other States' measures required under title I, part C of the CAA to prevent significant deterioration of air quality. A strategic plan for the U.S. space science and applications program during the next 5 to 10 years was developed and published in 1988. Based on the strategies developed by the advisory committees of both the National Academy of Science and NASA, the plan balances major, moderate, and small mission initiatives, the utilization of the Space Station Freedom, and the requirements for a vital research base. The Office of Space Science and Applications (OSSA) strategic plan is constructed around five actions: establish a set of programmatic themes; establish a set of decision rules; establish a set of priorities for missions and programs within each theme; demonstrate that the strategy will yield a viable program; and check the strategy for consistency within resource constraints. The OSSA plan is revised annually. This OSSA 1990 Strategic Plan refines the 1989 Plan and represents OSSA's initial plan for fulfilling its responsibilities in two major national initiatives. The Plan is now built on interrelated, complementary strategies for the core space science and applications program, for the U.S. Global Change Research Program, and for the Space Exploration Initiative. The challenge is to make sure that the current level of activity is sustained through the end of this century and into the next. The 1990 Plan presents OSSA's strategy to do this.

Supply chain management that considers the flow of raw materials, products and information has become a focal issue in modern manufacturing and service systems. Supply chain management requires effective use of assets and information that has far reaching implications beyond satisfaction of customer demand, flow of goods, services or capital. Aggregate planning, a fundamental decision model in supply chain management, refers to the determination of production, inventory, capacity and labor usage levels in the medium term. Traditionally standard mathematical programming formulation is used to devise the aggregate plan so as to minimize the total cost of operations. However, this formulation is purely an economic model that does not include sustainability considerations. In this study, we revise the standard aggregate planning formulation to account for additional environmental and social criteria to incorporate triple bottom line consideration of sustainability. We show how these additional criteria can be appended to traditional cost accounting in order to address sustainability in aggregate planning. We analyze the revised models and interpret the results on a case study from real life that would be insightful for decision makers.

The Islamic Republic of Iran arguably has one of the most successful family planning programs in the developing world. This success is all the more interesting for advocates of population programs because the political leaders of the Islamic regime were once strongly opposed to family planning. Indeed, after gaining power following the 1979 revolution, they were responsible for dismantling Iran's relatively new family planning program and introducing pronatalist policies. This article provides an account of the different phases of the population policy in Iran and examines the diverse elements that led politico-religious leaders to revise their views about fertility control and to participate in creating a workable family planning program. The complex formal and informal strategies that the political experts, the media, the religious authorities, and the government of the Islamic Republic adopted in order to achieve this about-face are described. The analysis is based on data collected by the first author during anthropological field research in 1993-96, by means of informal interviews with officials, with medical personnel, with family planning clients, and with religious leaders.

The EPA is considering a number of amendments to the transportation control plan which it promulgated Nov. 8, 1973 for the Metropolitan Boston Intrastate Air Quality Control Region. Included in the proposed amendments is a revised regulation for reduction of commuter travel which would include students and employees. This program would be implemented in conjunction with the carpool matching program being developed by the Commonwealth of Massachusetts and the employee pass program offered by the Massachusetts Bay Transportation Authority. A new provision for limiting overall hydrocarbon emissions from major users of organic compounds is included. Also published are a proposalmore » for encouraging bicycle use, new proposals for controlling carbon monoxide levels outside the Boston core area, and a new procedure for periodic monitoring and updating of the plan. The achievement of sustainable use of our natural world is one of the major issues confronting humankind today. Environmental issues are inherently complex and difficult to resolve. Successful resolution of our most pressing environmental problems, such as climate change and ocean acidification, will require well-trained earth and environmental scientists that think critically in a multi-dimensional framework at variable spatial and temporal scales. This begs the question as to how we can both attract and successfully educate students in such a way that will permit them to tackle the multitude of environmental problems currently facing society. This poster details one way to successfully attract and train students in an interdisciplinary environmental education framework by sharing: (1) some of the successful strategies and programmatic structure of the University of Delaware's undergraduate environmental programs that have grown over 60% in two years after a major programmatic revision; and (2) the current round of programmatic revisions that will complete the strategic planning process.* The interdisciplinary environmental education program at the University of Delaware has a strong programmatic core that provides students with the requisite quantitative training and field experience to solve complicated environmental issues. At the same time, the environmental program includes the social, political, and economic contexts of environmental issues. Together, these two parts of the core best equip students to mitigate environmental problems. Following a strategic planning effort, the University of Delaware is building upon past successes in training environmental scientists and managers by further reformulating its environmental programs to leverage the power of theme-based learning which complements the programmatic core in such a way to teach problem-solving skills. Health plans have continued to exit the Medicare+Choice program in recent years, despite efforts of Congress and the Centers for Medicare and Medicaid Services (CMS) to reform the program. Congress and CMS therefore stand poised to make additional, substantial reforms to the program. CMS has proposed to consolidate its oversight of the program, extend the due date for Medicare+Choice plans to file their adjusted community rate proposals, revise risk-adjustment processes, streamline the marketing review process, enhance quality-improvement requirements, institute results based performance assessment audits, coordinate policy changes to coincide with contracting cycles, expand its fall advertising campaign for the program, provide better employer-based Medicare options for beneficiaries, and take steps to minimize beneficiary costs. Congressional leaders have proposed various legislative remedies to improve the program, including creation of an entirely new pricing structure for the program based on a competitive bidding process.

This document contains provisions of chapter 6 (Promoting Social Development) of the Revised Fifth Five-Year Economic and Social Development Plan (1984-86) of the Republic of Korea. The plan calls for the efficient control of population growth by targeting intensive efforts to women 20-30 years old, eradicating the traditional preference for male children, providing incentives to foster a small family norm, and discouraging couples from having too many children. Family planning (FP) programs will be expanded to increase the contraceptive prevalence rate and improve the quality of contraceptive services. Emphasis will be placed on women 34 years or younger residing in poor urban and remote rural areas. The emphasis of the evaluations of FP guidance and evaluation teams will be on the actual prevention of birth rather than on the contraceptive use ratio, and the FP program will be linked to other health and medical schemes. Families with 2 children or less will receive extended medical services and free kindergarten tuition. Families with 3 or more children may face discriminatory policy measures. The Family Law will be amended to allow daughters to inherit, the Medical Insurance Law will be changed to allow family members dependent upon female workers to be insured, and social institutions hindering female participation in the work force will be banned. The dissemination of FP information and population education will be expanded.

A program for mission planning called the Analytic Satellite Ephemeris Program (ASEP), produces projected data for orbits that remain fairly close to the Earth. ASEP does not take into account lunar and solar perturbations. These perturbations are accounted for in another program called GRAVE, which incorporates more flexible means of input for initial data, provides additional kinds of output information, and makes use of structural programming techniques to make the program more understandable and reliable. GRAVE was revised, and a new program called ORBIT was developed. It is divided into three major phases: initialization, integration, and output. Results of the program development are presented.

These revisions address the requirements of the Clean Air Act (CAA or Act) and EPA's rules that require states to prevent any future and remedy any existing anthropogenic impairment of visibility in mandatory Class I areas (national parks and wilderness areas) caused by emissions of air pollutants from numerous sources located over a wide geographic area (also referred to as the ``regional haze program''). States are required to assure reasonable progress toward the national goal of achieving natural visibility conditions in Class I areas. EPA is proposing a limited approval of these SIP revisions to implement the regional haze requirements for Kentucky on the basis that the revisions, as a whole, strengthen the Kentucky SIP. Also in this action, EPA is proposing a limited disapproval of these same SIP revisions because of the deficiencies in the Commonwealth's regional haze SIP submittal arising from the remand by the U.S. Court of Appeals for the District of Columbia Circuit (DC Circuit) to EPA of the Clean Air Interstate Rule (CAIR).

It is well established that the activity of producing a text is a complex one involving three main cognitive processes: Planning, translating, and revising. Although these processes are crucial in skilled writing, beginning and developing writers seem to struggle with them, mainly with planning and revising. To trace the development of the high-level writing processes of planning and revising, from Grades 4 to 9, and to examine whether these skills predict writing quality in younger and older students (Grades 4-6 vs. 7-9), after controlling for gender, school achievement, age, handwriting fluency, spelling, and text structure. Participants were 381 students from Grades 4 to 9 (age 9-15). Students were asked to plan and write a story and to revise another story by detecting and correcting mechanical and substantive errors. From Grades 4 to 9, we found a growing trend in students' ability to plan and revise despite the observed decreases and stationary periods from Grades 4 to 5 and 6 to 7. Moreover, whereas younger students' planning and revising skills made no contribution to the quality of their writing, in older students, these high-level skills contributed to writing quality above and beyond control predictors. The findings of this study seem to indicate that besides the increase in planning and revising, these skills are not fully operational in school-age children. Indeed, given the contribution of these high-level skills to older students' writing, supplementary instruction and practice should be provided from early on. © 2013 The British Psychological Society.

During 1991, NASA approved a revised metric use policy and developed a NASA Metric Transition Plan. This Plan targets the end of 1995 for completion of NASA's metric initiatives. This Plan also identifies future programs that NASA anticipates will use the metric system of measurement. Field installations began metric transition studies in 1991 and will complete them in 1992. Half of NASA's Space Shuttle payloads for 1991, and almost all such payloads for 1992, have some metric-based elements. In 1992, NASA will begin assessing requirements for space-quality piece parts fabricated to U.S. metric standards, leading to development and qualification of high priority parts.

The projected ability of the Tank Farm to support DWPF startup and continued operation has diminished somewhat since revision 1 of this Plan.
