Three-year trends in full-text article publication and downloads including most common journals used for each purpose, systematic literature searches requested and completed, and subscriptions to a weekly public health current literature awareness service. From 2011 to 2013, CDC scientists published a total of 7718 articles in the peer-reviewed literature. During the same period, article downloads from the CDC Library increased 25% to more than 1.1 million, completed requests for reviews of the scientific literature increased by 34%, and electronic subscriptions to literature compilation services increased by 23%. CDC's scientific output and information use via the CDC Library are both increasing. Researchers and field staff are making greater use of literature review services and other customized information content delivery. Virtual public health library access is an increasingly important resource for the scientific practice of public health.

All HA comments were classified into one of three categories: "Request for regulatory actions," "Request for medical and scientific information," or "Data deficiencies." The comments were graded according to their impact on patients' safety, the drug's benefit-risk profile, and the MAH's pharmacovigilance system. A total of 476 comments were identified through the analysis of 63 PSUR HA ARs received in 2013 and 2014; 47 (10%) were classified as "Requests for regulatory actions," 309 (65%) as "Requests for medical and scientific information," and 118 (25%) comments were related to "Data deficiencies." The most frequent comments were requests for labeling changes (35 HA comments in 19 ARs). The aggregate analysis revealed commonly raised issues and prompted changes of the MAH's procedures related to the preparation of PSURs. The authors believe that this novel instrument based on the evaluation of PSUR HA ARs serves as a valuable mechanism to enhance the quality of PSURs and decisions about optimization of the use of the products and, therefore, contributes to improve further the MAH's pharmacovigilance system and patient safety. This paper reviews the court-released discovery documents obtained from litigation against Monsanto over its herbicide Roundup and through Freedom of Information Act requests (requests to regulatory agencies and public universities in the United States). We sought evidence of corporate malfeasance and undisclosed conflicts of interest with respect to issues of scientific integrity. The findings include evidence of ghostwriting, interference in journal publication, and undue influence of a federal regulatory agency.

An empirical analysis of journal policy effectiveness for computational reproducibility.

A key component of scientific communication is sufficient information for other researchers in the field to reproduce published findings. For computational and data-enabled research, this has often been interpreted to mean making available the raw data from which results were generated, the computer code that generated the findings, and any additional information needed such as workflows and input parameters. Many journals are revising author guidelines to include data and code availability. This work evaluates the effectiveness of journal policy that requires the data and code necessary for reproducibility be made available postpublication by the authors upon request. We assess the effectiveness of such a policy by ( i ) requesting data and code from authors and ( ii ) attempting replication of the published findings. We chose a random sample of 204 scientific papers published in the journal Science after the implementation of their policy in February 2011. We found that we were able to obtain artifacts from 44% of our sample and were able to reproduce the findings for 26%. We find this policy-author remission of data and code postpublication upon request-an improvement over no policy, but currently insufficient for reproducibility.

Retraction policies of top scientific journals ranked by impact factor.

This study gathered information about the retraction policies of the top 200 scientific journals, ranked by impact factor. Editors of the top 200 science journals for the year 2012 were contacted by email. One hundred forty-seven journals (74%) responded to a request for information. Of these, 95 (65%) had a retraction policy. Of journals with a retraction policy, 94% had a policy that allows the editors to retract articles without authors' consent. The majority of journals in this sample had a retraction policy, and almost all of them would retract an article without the authors' permission.

Frauds in scientific production are not a rare phenomenon, even in the medical field. Among these frauds are some types of authorship misconduct, such as plagiarism and ghostwriting sponsored by pharmaceutical industries. Another type of misconduct, which is particularly detrimental to science, is the e-commerce of scientific works, which has been growing and frequently shown in the press. To analyze the e-commerce of scientific papers and the means by which these services are offered. Eighteen Brazilian web sites that offer elaboration of scientific papers were selected. A request for the elaboration of a final essay for a forged post-graduate course was sent to each of them. The research requested had already been completed, consequently technical, ethical and bibliographical characteristics were already known to the author. Ten enterprises accepted the order and, except for one, they have not objected to the conditions imposed: Field research, approval by an ethics committee on research and use of the Vancouver norms. Six have not replied and two have not accepted the order alleging that they had no co-workers available for the task. E-commerce of scientific papers is a fact which can negatively interfere in the ethical, scientific and professional development of graduate and post-graduate students, as well as in scientific production by adulterating data and information found in literature. A new approach is recommended, especially when evaluating final essays.

Participants received headlines delivered to their PDAs alerting them to new books, National Guideline Clearinghouse guidelines, Cochrane Reviews, and National Institutes of Health (NIH) Clinical Alerts, as well as updated content in UpToDate, Harrison's Online, Scientific American Medicine, and Clinical Evidence. Participants could request additional information for any of the headlines, and the information was delivered via e-mail during their next synchronization. Participants completed a survey at the conclusion of the study to gauge their opinions about the service. Of the 816 headlines delivered to the 16 study participants' PDAs during the project, Scientific American Medicine generated the highest proportion of headline requests at 35%. Most users of the PDA Alerts software reported that they learned about new medical developments sooner than they otherwise would have, and half reported that they learned about developments that they would not have heard about at all. While some users liked the PDA platform for receiving headlines, it seemed that a Web database that allowed tailored searches and alerts could be configured to satisfy both PDA-oriented and e-mail-oriented users.

Analysis of the access patterns at GSFC distributed active archive center

The Goddard Space Flight Center (GSFC) Distributed Active Archive Center (DAAC) has been operational for more than two years. Its mission is to support existing and pre Earth Observing System (EOS) Earth science datasets, facilitate the scientific research, and test Earth Observing System Data and Information System (EOSDIS) concepts. Over 550,000 files and documents have been archived, and more than six Terabytes have been distributed to the scientific community. Information about user request and file access patterns, and their impact on system loading, is needed to optimize current operations and to plan for future archives. To facilitate the management of daily activities, the GSFC DAAC has developed a data base system to track correspondence, requests, ingestion and distribution. In addition, several log files which record transactions on Unitree are maintained and periodically examined. This study identifies some of the users' requests and file access patterns at the GSFC DAAC during 1995. The analysis is limited to the subset of orders for which the data files are under the control of the Hierarchical Storage Management (HSM) Unitree. The results show that most of the data volume ordered was for two data products. The volume was also mostly made up of level 3 and 4 data and most of the volume was distributed on 8 mm and 4 mm tapes. In addition, most of the volume ordered was for deliveries in North America although there was a significant world-wide use. There was a wide range of request sizes in terms of volume and number of files ordered. On an average 78.6 files were ordered per request. Using the data managed by Unitree, several caching algorithms have been evaluated for both hit rate and the overhead ('cost') associated with the movement of data from near-line devices to disks. The algorithm called LRU/2 bin was found to be the best for this workload, but the STbin algorithm also worked well.

A key component of scientific communication is sufficient information for other researchers in the field to reproduce published findings. For computational and data-enabled research, this has often been interpreted to mean making available the raw data from which results were generated, the computer code that generated the findings, and any additional information needed such as workflows and input parameters. Many journals are revising author guidelines to include data and code availability. This work evaluates the effectiveness of journal policy that requires the data and code necessary for reproducibility be made available postpublication by the authors upon request. We assess the effectiveness of such a policy by (i) requesting data and code from authors and (ii) attempting replication of the published findings. We chose a random sample of 204 scientific papers published in the journal Science after the implementation of their policy in February 2011. We found that we were able to obtain artifacts from 44% of our sample and were able to reproduce the findings for 26%. We find this policy—author remission of data and code postpublication upon request—an improvement over no policy, but currently insufficient for reproducibility. PMID:29531050

Peer-reviewed publications are one measure of scientific productivity. From a project, program, or institutional perspective, publication tracking provides the quantitative data necessary to guide the prudent stewardship of federal, foundation, and institutional investments by identifying the scientific return for the types of support provided. In this article, the authors describe the Vanderbilt Institute for Clinical and Translational Research's (VICTR's) development and implementation of a semiautomated process through which publications are automatically detected in PubMed and adjudicated using a "just-in-time" workflow by a known pool of researchers (from Vanderbilt University School of Medicine and Meharry Medical College) who receive support from Vanderbilt's Clinical and Translational Science Award. Since implementation, the authors have (1) seen a marked increase in the number of publications citing VICTR support, (2) captured at a more granular level the relationship between specific resources/services and scientific output, (3) increased awareness of VICTR's scientific portfolio, and (4) increased efficiency in complying with annual National Institutes of Health progress reports. They present the methodological framework and workflow, measures of impact for the first 30 months, and a set of practical lessons learned to inform others considering a systems-based approach for resource and publication tracking. They learned that contacting multiple authors from a single publication can increase the accuracy of the resource attribution process in the case of multidisciplinary scientific projects. They also found that combining positive (e.g., congratulatory e-mails) and negative (e.g., not allowing future resource requests until adjudication is complete) triggers can increase compliance with publication attribution requests.

In an effort to make physicians more aware of the hazards of the workplace to pregnant workers, the Council on Scientific Affairs' Advisory Panel on Reproductive Hazards in the Workplace prepared this third and final report reviewing the effects of chemical exposure. A total of 120 chemicals were considered for reviews based on an estimation of their imminent hazard, ie, widespread use and/or inherent toxicity. Following a brief introduction, which sets out general principles, clinical applications, and aids to the recognition of a human teratogen, the report presents reviews and opinions for three representative chemicals. Information concerning the remaining 117 compounds is available upon request.

The bibliographic data is provided under the control of a graphical user interface so that the user may quickly and easily retrieve pertinent information from the large database. Tackling the “So What” Problem in Scientific Research: A Systems-Based Approach to Resource and Publication Tracking

Peer-reviewed publications are one measure of scientific productivity. From a project, program, or institutional perspective, publication tracking provides the quantitative data necessary to guide the prudent stewardship of federal, foundation, and institutional investments by identifying the scientific return for the types of support provided. In this article, the authors describe the Vanderbilt Institute for Clinical and Translational Research’s (VICTR’s) development and implementation of a semi-automated process through which publications are automatically detected in PubMed and adjudicated using a “just-in-time” workflow by a known pool of researchers (from Vanderbilt University School of Medicine and Meharry Medical College) who receive support from Vanderbilt’s Clinical and Translational Science Award. Since implementation, the authors have: (1) seen a marked increase in the number of publications citing VICTR support; (2) captured at a more granular level the relationship between specific resources/services and scientific output; (3) increased awareness of VICTR’s scientific portfolio; and (4) increased efficiency in complying with annual National Institutes of Health progress reports. They present the methodological framework and workflow, measures of impact for the first 30 months, and a set of practical lessons learned to inform others considering a systems-based approach for resource and publication tracking. They learned that contacting multiple authors from a single publication can increase the accuracy of the resource attribution process in the case of multidisciplinary scientific projects. They also found that combining positive (e.g., congratulatory e-mails) and negative (e.g., not allowing future resource requests until adjudication is complete) triggers can increase compliance with publication attribution requests. The Report to Congress on Black Carbon describes domestic and international sources of black carbon emissions, and summarizes available scientific information on the climate effects of black carbon. Further, the Report evaluates available black carbon mitigation options and their potential for protecting climate, public health, and the environment. The EPA Advisory Council on Clean Air Compliance Analysis has peer-reviewed the report. In the October 2009 Interior Appropriations bill, Congress requested that EPA, in consultation with other Federal agencies, study the emissions and impacts of black carbon in the US and internationally. To fulfill this charge, EPA has conducted an intensive effort to compile, assess, and summarize available scientific information on the current and future impacts of black carbon, and to evaluate the effectiveness of available mitigation approaches and technologies for protecting climate, public health, and the environment.

The importance of scientific evaluation of biological evidence--data from eight years of case review.

In 2009, the National Research Council published a report stating that the addition of more science and technology into the field of forensic science in the United States would be of great benefit to the judicial system. As a starting point to address this NRC report, one needs to make an assessment of the system. One factor that is continuously requested is an estimate of an error rate. In any given scientific area of forensics that is difficult to quantitate except by external review and audits. After eight years of requested defense review of cases with biological and DNA evidence, most cases appear to be scientifically sound in test methods and procedures. However, there were some cases where errors in the forensic science process did occur. This article takes information compiled from those eight years of defense review and summarizes the cases where errors have been discovered and discusses the scientific implications of these errors. The scope of this article is limited to crime scene collection and forensic science laboratory testing of biological materials for body fluid identification and DNA individualization to a source. The greatest value of defense review comes from (a) providing effective balance and independent oversight to the judicial process and (b) collecting data into a format that can be useful as a guide in training programs. Global climate change is a topic that has become very controversial despite strong support within the scientific community. It is common for agencies releasing information about climate change to be served with Freedom of Information Act (FOIA) requests for everything that led to that conclusion. Capturing and presenting the provenance, linking to the research papers, data sets, models, analyses, observation instruments and satellites, etc. supporting key findings has the potential to mitigate skepticism in this domain. The U.S. Global Change Research Program (USGCRP) is now coordinating the production of a National Climate Assessment (NCA) that presents our best understanding of global change. We are now developing a Global Change Information System (GCIS) that will present the content of that report and its provenance, including the scientific support for the findings of the assessment. We are using an approach that will present this information both through a human accessible web site as well as a machine readable interface for automated mining of the provenance graph. We plan to use the developing W3C PROV Data Model and Ontology for this system.

This article is a review of the international scientific literature on informed consent and its use in some of the constituent organizations of the International Psychoanalytical Association (IPA). Because psychoanalysis comprises a theory based on practice, the dearth of clinical material for study, training and research purposes is a serious problem for analysts. Supervisions, presentations at scientific societies and congresses, publications and teaching material involve patients to an extent that goes beyond the work done in their sessions. Should consent be requested in these cases? This contribution addresses controversial and long-standing issues such as informed consent and confidentiality, audio recording of treatments, knowledge production, the ambivalence of participating subjects over time and the perspective of analysts and patients respectively. The authors consider the various alternative approaches available for the handling of these ethical dilemmas without losing sight of the patient's dignity and personal rights, while also taking account of the position of the analyst. Recapitulating how genetic modification technology and its agro-food products aroused strong societal opposition in the European Union, this paper demonstrates how this opposition contributed to shape the European regulatory frame on GM crops. More specifically, it describes how this opposition contributed to a de facto moratorium on the commercialization of new GM crop events in the end of the nineties. From this period onwards, the regulatory frame has been continuously revised in order to slow down further erosion of public and market confidence. Various scientific and technical reforms were made to meet societal concerns relating to the safety of GM crops. In this context, the precautionary principle, environmental post-market monitoring and traceability were adopted as ways to cope with scientific uncertainties. Labeling, traceability, co-existence and public information were installed in an attempt to meet the general public request for more information about GM agro-food products, and the specific demand to respect the consumers' and farmers' freedom of choice. Despite these efforts, today, the explicit role of public participation and/or ethical consultation during authorization procedures is at best minimal. Moreover, no legal room was created to progress to an integral sustainability evaluation during market procedures. It remains to be seen whether the recent policy shift towards greater transparency about value judgments, plural viewpoints and scientific uncertainties will be one step forward in integrating ethical concerns more explicitly in risk analysis. As such, the regulatory frame stands open for further interpretation, reflecting in various degrees a continued interplay with societal concerns relating to GM agro-food products. In this regard, both societal concerns and diversely interpreted regulatory criteria can be inferred as signaling a request - and even a quest - to render more explicit the broader-than-scientific dimension of the actual risk analysis.

Decision-making and evaluation of science causal claims: Effects of goals on uses of evidence and explanatory mechanism

Evidence and explanatory mechanism are central to scientific practices. Using such information could also inform decisions about issues in which science can play some role, from policy issues like climate change to personal issues like vaccination. While research suggests that people tend to focus on non-science considerations when making science-related decisions, there is also evidence that people can reason very productively with evidence and mechanism. This study examines how the goals participants pursue when reading a science report influences how they attend to information about causal mechanism and evidence. Two hundred and seventeen high school students were asked either to evaluate the truth of a scientific claim, to make a personal decision based on the claim, or to make a social policy decision based on the claim using an online task-based survey. All three groups of participants attended to evidence and mechanism, but participants with different goals requested different types of information and were influenced by evidence and mechanism for different reasons. The findings suggest that goals influence how participants use evidence and mechanism.

CD-ROM (Compact Disk-Read Only Memory) is becoming the standard media not only in audio recording, but also in the publication of data and information accessible on many computer platforms. Little has been written about the complicated process involved in creating easy-to-use, high quality, and useful CD-ROM's containing scientific data. This document is a manual designed to aid those who are responsible for the publication of scientific data on CD-ROM. All aspects and steps of the procedure are covered, from feasibility assessment through disk design, data preparation, disc mastering, and CD-ROM distribution. General advice and actual examples are based on lessons learned from the publication of scientific data for an interdisciplinary field experiment. Appendices include actual files from a CD-ROM, a purchase request for CD-ROM mastering services, and the disk art for the first disk published for the project.

The AMMA information system aims at expediting data and scientific results communication inside the AMMA community and beyond. It has already been adopted as the data management system by several projects and is meant to become a reference information system about West Africa area for the whole scientific community. The AMMA database and the associated on line tools have been developed and are managed by two French teams (IPSL Database Centre, Palaiseau and OMP Data Service, Toulouse). The complete system has been fully duplicated and is operated by AGRHYMET Regional Centre in Niamey, Niger. The AMMA database contains a wide variety of datasets: - about 250 local observation datasets, that cover geophysical components (atmosphere, ocean, soil, vegetation) and human activities (agronomy, health...) They come from either operational networks or scientific experiments, and include historical data in West Africa from 1850; - 1350 outputs of a socio-economics questionnaire; - 60 operational satellite products and several research products; - 10 output sets of meteorological and ocean operational models and 15 of research simulations. Database users can access all the data using either the portal http://database.amma-international.org or http://amma.agrhymet.ne/amma-data. Different modules are available. The complete catalogue enables to access metadata (i.e. information about the datasets) that are compliant with the international standards (ISO19115, INSPIRE...). Registration pages enable to read and sign the data and publication policy, and to apply for a user database account. The data access interface enables to easily build a data extraction request by selecting various criteria like location, time, parameters... At present, the AMMA database counts more than 740 registered users and process about 80 data requests every month In order to monitor day-to-day meteorological and environment information over West Africa, some quick look and report display websites have been developed. They met the operational needs for the observational teams during the AMMA 2006 (http://aoc.amma-international.org) and FENNEC 2011 (http://fenoc.sedoo.fr) campaigns. But they also enable scientific teams to share physical indices along the monsoon season (http://misva.sedoo.fr from 2011). A collaborative WIKINDX tool has been set on line in order to manage scientific publications and communications of interest to AMMA (http://biblio.amma-international.org). Now the bibliographic database counts about 1200 references. It is the most exhaustive document collection about African Monsoon available for all. Every scientist is invited to make use of the different AMMA on line tools and data. Privacy was defined as a fundamental human right in the Universal Declaration of Human Rights at the 1948 United Nations General Assembly. However, there is still no consensus on what constitutes privacy. In this review, we look at the evolution of privacy as a concept from the era of Hippocrates to the era of social media and big data. To appreciate the modern measures of patient privacy protection and correctly interpret the current regulatory framework in the United States, we need to analyze and understand the concepts of individually identifiable information, individually identifiable health information, protected health information, and de-identification. The Privacy Rule of the Health Insurance Portability and Accountability Act defines the regulatory framework and casts a balance between protective measures and access to health information for secondary (scientific) use. The rule defines the conditions when health information is protected by law and how protected health information can be de-identified for secondary use. With the advents of artificial intelligence and computational linguistics, computational text de-identification algorithms produce de-identified results nearly as well as those produced by human experts, but much faster, more consistently and basically for free. Modern clinical text de-identification systems now pave the road to big data and enable scientists to access de-identified clinical information while firmly protecting patient privacy. However, clinical text de-identification is not a perfect process. In order to maximize the protection of patient privacy and to free clinical and scientific information from the confines of electronic healthcare systems, all stakeholders, including patients, health institutions and institutional review boards, scientists and the scientific communities, as well as regulatory and law enforcement agencies must collaborate closely. On the one hand, public health laws and privacy regulations define rules and responsibilities such as requesting and granting only the amount of health information that is necessary for the scientific study. On the other hand, developers of de-identification systems provide guidelines to use different modes of operations to maximize the effectiveness of their tools and the success of de-identification. Institutions with clinical repositories need to follow these rules and guidelines closely to successfully protect patient privacy. To open the gates of big data to scientific communities, healthcare institutions need to be supported in their de-identification and data sharing efforts by the public, scientific communities, and local, state, and federal legislators and government agencies.

Developed as part of the National Care for the Elderly Programme (NPO), TOPICS-MDS is a uniform, national database on the health and wellbeing of the older persons and caregivers who participated in NPO-funded projects. TOPICS-MDS Consortium has gained extensive experience in constructing a standardized questionnaire to collect relevant health care data on quality of life, health services utilization, and informal care use. A proactive approach has been undertaken not only to ensure the standardization and validation of instruments but also the infrastructure for external data requests. Efforts have been made to promote scientifically and socially responsible use of TOPICS-MDS; data has been available for secondary use since early 2014. Through this data sharing initiative, researchers can explore health issues in a broader framework which may have not been possible within individual NPO projects; this broader framework is highly relevant for influencing health policy. In this article, we provide an overview of the development and on-going progress of TOPICS-MDS. We further describe how information derived from TOPICS-MDS can be applied to facilitate future scientific innovations and public health initiatives to improve care for frail older persons and their caregivers.

The term biotechnology first appeared in the programs of the Scientific and Technological Research Council of Turkey (TUBITAK) in 1982. The State Planning Organization (SPO) in 1988 defined biotechnology and the scientific fields. Moreover, it put forward an institutional framework and suggested priority areas for research and development. Turkey has been researching and investing in biotechnology for almost four decades. This review covers the development of science and technology policy with its history, consensus and consequences, bio-industries in Turkey, and research activities in biotechnology at Turkish Universities. Details are provided by the research groups in response to a common request for information on their activities and major publications in the field. The information provided has been grouped under thematic topics within the broad theme of biotechnology, and summarized within these topics. Although many aspects of biotechnological research are being pursued in Turkey, it appears that the most common research activities of the field are in fermentation processes, environmental biotechnology, and biomedical engineering.

The Planetary Science Division (PSD) within the National Aeronautics and Space Administrations (NASA) Science Mission Directorate (SMD) at NASA Headquarters sought to understand how to better realize a scientific return on spacecraft system technology investments currently being funded. In order to achieve this objective, a team at NASA Glenn Research Center was tasked with surveying the science and mission communities to collect their insight on technology infusion and additionally sought inputs from industry, universities, and other organizations involved with proposing for future PSD missions. This survey was undertaken by issuing a Request for Information (RFI) activity that requested input from the proposing community on present technology infusion efforts. The Technology Infusion Study was initiated in March 2013 with the release of the RFI request. The evaluation team compiled and assessed this input in order to provide PSD with recommendations on how to effectively infuse new spacecraft systems technologies that it develops into future competed missions enabling increased scientific discoveries, lower mission cost, or both. Since December 2001 scientific investigations in a gas hydrate research well program were undertaken in the Mackenzie Delta in the Canadian Arctic, supported by a new Data and Information System. The program comprised a main production well and two scientific observation wells. During the drilling period of the main Mallik well hole we were able to elaborate an information system very close in time and space to the activities and operations at the drill site and in the laboratories of the Inuvik Research Center. Due to the particular conditions and characteristics of Methane Drilling Projects, the technical realization and the structure of the data management required adapted individual solutions. On the one hand, the physical properties of the Methane and the climate in the Arctic enforced working under extreme conditions not only for the staff but also for the technical equipment. On the other hand, the sensitive data demanded security on a very high level. Considering these characteristics, a database structure has been set up successfully on a server in Inuvik, supported by our Drilling Information System (DIS). The drilling period ended in March 2002 and the scientific evaluation phase began. Until now a detailed database with all on-site gained information and data from the succeeding analyses has been made available in the ICDP information network (http://www.icdp-online.de/html/sites/mallik/index/index.html). Lithological descriptions, borehole measurements, monitoring data and an archive of all the core runs and samples are stored in the Mallik Data Warehouse. A request started from the Internet generates results dynamically which accomplish the needs of the user. The user even can generate own litho-logs which enables him/her to compare all kinds of borehole information for his/her scientific work. All these functions and sevices are covered by an highly sophisticated security management due to different defined areas of confidentiality within the Mallik Science Team.

Rational use of anticancer drugs and patient lawsuits in the state of São Paulo, Southeastern Brazil.

To assess the rationality of legal suits and administrative requests requiring anticancer drugs filed against and submitted to the São Paulo State Department of Health, in view of scientific evidence on efficacy and safety. A descriptive cross-sectional study was carried out based on information on lawsuits filed by cancer patients requiring anticancer drugs were furnished by the Department of Health. These drugs are among those having the greatest financial impact on the Brazilian Health System in 2006 and 2007. The drugs were assessed according to clinical evidence on efficacy and safety, based on Micromedex categorization, on systematic reviews and meta-analyses. Indications present in the legal documentation were compared to the indications approved by regulatory agencies. Bevacizumab, capecitabine, cetuximab, erlotinib, rituximab, imatinib, and temozolomide accounted for expenses over R$ 40 million to meet 1220 requests and lawsuits, at an average cost of R$ 33,500 per patient. Selected studies do not recommend all the indications for the prescribed drugs. Approximately 17% of requests and lawsuits did not provide evidence for the required indication, and these amounted to inappropriate expenses of, at least, R$ 6.8 million. The results reinforce the need for technical expertise in dealing with legal suits and for capacity-building of health professionals in approaching the scientific literature, in order to appropriately select drugs and to ensure the best therapeutic decision for each clinical condition, and thus guarantee access to safe and effective health technologies and, therefore, to enhance the quality of the Brazilian pharmaceutical services model in oncology.

The International Association for Danube Research (IAD), a legal association (Verein) according to Austrian law, presently consists of 13 member countries and 12 expert groups covering all water-relevant scientific disciplines. IAD, founded in 1956, represents a traditional and significant stakeholder in the Danube River Basin, fulfilling an important task towards an integrative water and river basin management requested by the EU Water Framework Directive. IAD, stretching between basic and applied research, adapted its strategy after the major political changes in 1989. IAD fosters transdisciplinary and transboundary projects to support integrative Danube River protection in line with the governmental International Commission for the Protection of the Danube River (ICPDR) in which IAD has had observer status since 1998. Recent scientific outputs of IAD encompass, amongst others, a water quality map of the Danube and major tributaries, the Sturgeon Action Plan, hydromorphological mapping of the Drava, a macrophyte inventory, and a Mures River study. The extraction of high resolution surface information from satellite data has become an important area of research. One of the numerous fields of application is disaster management. Detailed information about the affected terrain is not only needed for analyses during the emergency relief phase, but also for reconstruction and prevention activities. In this paper the authors present the generation of a Digital Surface Model (DSM) based on three very high resolution optical satellite images. The DSM was produced to supplement a flood mapping activity in Jordan and serves as example for the implementation of scientific results during an emergency request. The flood affected the Zaatari refugee camp in Jordan and was mapped by the Center for Satellite Based Crisis Information (ZKI) at the German Aerospace Center (DLR) in January 2013 under emergency mapping conditions.

Every day, ISS astronauts photograph designated sites and dynamic events on the Earth's surface using digital cameras equipped with a variety of lenses. Depending on observation parameters, astronauts can collect high resolution (4-6 m pixel size) or synoptic views (lower resolution but covering very large areas) digital data in 3 (red-green-blue) color bands. ISS crews have daily opportunities to document a variety of high-latitude phenomena. Although lighting conditions, ground track and other viewing parameters change with orbital precessions and season, the 51.6o orbital inclination and 400 km altitude of the ISS provide the crew an unique vantage point for collecting image-based data of polar phenomena, including surface observations to roughly 65o latitude, and upper atmospheric observations that reach nearly to the poles. During the 2007-2009 timeframe of the IPY, polar observations will become a scientific focus for the CEO experiment; the experiment is designated ISS-IPY. We solicit requests from scientists for observations from the ISS that are coordinated with or complement ground-based polar studies. The CEO imagery website for ISS-IPY provides an on-line form that allows IPY investigators to interact with CEO scientists and define their imagery requests. This information is integrated into daily communications with the ISS astronauts about their Earth Observations targets. All data collected are cataloged and posted on the website for downloading and assimilation into IPY projects. Examples of imagery and detailed information about scientific observations from the ISS can also be downloaded from the ISS-IPY web site.

The existing World Data Centers (WDC) continue to serve excellently the worldwide scientific community in providing free access to a huge number of global geophysical databases. Various institutions at different geographic locations house these Centers, mainly organized by a scientific discipline. However, population of the Centers requires mandatory or voluntary submission of locally collected data. Recently many digital geomagnetic datasets have been placed on the World Wide Web and some of these sets have not been even submitted to any data center. This has created an urgent need for more sophisticated search engines capable of identifying geomagnetic data on the Web and then retrieving a certain amount of data for the scientific analysis. In this study, we formulate a concept of the virtual global magnetic observatory (VGMO) that currently uses a pre-set list of the Web-based geomagnetic data holders (including WDC) as retrieving a requested case-study interval. Saving the retrieved data locally over the multiple requests, a VGMO user begins to build his/her own data sub-center, which does not need to search the Web if the newly requested interval will be within a span of the earlier retrieved data. At the same time, this self-populated sub-center becomes available to other VGMO users down on the requests chain. Some aspects of the Web``crawling'' helping to identify the newly ``webbed'' digital geomagnetic data are also considered.

In the framework of the African Monsoon Multidisciplinary Analyses (AMMA) programme, several tools have been developed in order to facilitate and speed up data and information exchange between researchers from different disciplines. The AMMA information system includes (i) a multidisciplinary user-friendly data management and dissemination system, (ii) report and chart archives associated with display websites and (iii) a scientific paper exchange system. The AMMA information system is enriched by several previous (IMPETUS...) and following projects (FENNEC, ESCAPE, QweCI, DACCIWA…) and is becoming a reference information system about West Africa monsoon. (i) The AMMA project includes airborne, ground-based and ocean measurements, satellite data use, modelling studies and value-added product development. Therefore, the AMMA database user interface enables to access a great amount and a large variety of data: - 250 local observation datasets, that cover many geophysical components (atmosphere, ocean, soil, vegetation) and human activities (agronomy, health). They have been collected by operational networks from 1850 to present, long term monitoring research networks (CATCH, IDAF, PIRATA...) or scientific campaigns; - 1350 outputs of a socio-economics questionnaire; - 60 operational satellite products and several research products; - 10 output sets of meteorological and ocean operational models and 15 of research simulations. All the data are documented in compliance with metadata international standards, and delivered into standard formats. The data request user interface takes full advantage of the data and metadata base relational structure and enables users to elaborate easily multicriteria data requests (period, area, property, property value…). The AMMA data portal counts around 800 registered users and process about 50 data requests every month. The AMMA databases and data portal have been developed and are operated jointly by SEDOO and ESPRI in France: http://database.amma-international.org. The complete system is fully duplicated and operated by CRA in Niger: http://amma.agrhymet.ne/amma-data. (ii) A day-to-day chart and report display application has been designed and operated in order to monitor meteorological and environment information and to meet the observational team needs during the 2006 AMMA SOP (http://aoc.amma-international.org) and 2011 FENNEC campaigns (http://fenoc.sedoo.fr). At present the websites constitute a testimonial view on the campaigns and a preliminary investigation tool for researchers. Since 2011, the same application enables a group of French and Senegalese researchers and forecasters to share in near real time physical indices and diagnosis calculated from numerical weather operational forecasts, satellite products and in situ operational observations along the monsoon season, in order to better estimate, understand and anticipate the monsoon intraseasonal variability (http://misva.sedoo.fr). (iii) A collaborative WIKINDX tool has also been set online in order to gather together scientific publications, theses and communications of interest to AMMA: http://biblio.amma-international.org. The United States Department of Agriculture, Animal and Plant Health Inspection Service (USDA-APHIS) has been exploring methods of quantitative risk assessment to support decision-making, provide risk management options and identify research needs. With current changes in world trade, regulatory decisions must have a scientific basis which is transparent, consistent, documentable and defensible. These quantitative risk assessment methods are described in an accompanying paper in this issue. In the present article, the authors provide an illustration by presenting an application of these methods. Prior to proposing changes in regulations, USDA officials requested an assessment of the risk of introduction of foreign animal disease to the United States of America through garbage from Alaskan cruise ships. The risk assessment team used a combination of quantitative and qualitative methods to evaluate this question. Quantitative risk assessment methods were used to estimate the amount of materials of foreign origin being sent to Alaskan landfills. This application of quantitative risk assessment illustrates the flexibility of the methods in addressing specific questions. By applying these methods, specific areas were identified where more scientific information and research were needed. Even with limited information, the risk assessment provided APHIS management with a scientific basis for a regulatory decision.

To understand patients' perceptions of decision making and identify relationships among decision-making models. This qualitative study was made up of four focus group interviews (elderly persons, users of health support groups, students, and rural inhabitants). Participants were asked to report their perceptions of decision making in three written clinical scenarios (hypertension, breast cancer, prostate cancer). The analysis was based on the principles of grounded theory. Most patients perceived decision making as shared decision making, a deliberative question-response interaction with the physician that allowed patients to be experts in obtaining clearer information, participating in the care process, and negotiating compromises with physician preferences. Requesting second opinions allowed patients to maintain control, even within the paternalistic model preferred by elderly persons. Facilitating factors (trust, qualitative non-verbal communication, time to think) and obstacles (serious/emergency situations, perceived inadequate scientific competence, problems making requests, fear of knowing) were also part of shared decision making. In the global concept of patient-centered care, shared decision making can be flexible and can integrate paternalistic and informative models. Physicians' expertise should be associated with biomedical and relational skills through listening to, informing, and advising patients, and by supporting patients' choices. The National Aeronautics and Space Administration has developed a globally-distributed complex of earth resources data bases since LANDSAT 1 was launched in 1972. NASA envisages considerable growth in the number, extent, and complexity of such data bases, due to the improvements expected in its remote sensing data rates, and the increasingly multidisciplinary nature of its scientific investigations. Work already has begun on information systems to support multidisciplinary research activities based on data acquired by the space station complex and other space-based and terrestrial sources. In response to a request from NASA's former Associate Administrator for Space Science and Applications, the National Research Council convened a committee in June 1985 to identify the critical issues involving information systems support to space science and applications. The committee has suggested that OSSA address four major information systems issues; centralization of management functions, interoperability of user involvement in the planning and implementation of its programs, and technology.

Scientific writing and editing: a new role for the library.

Traditional library instruction programs teach scientists how to find and manage information, but not how to report their research findings effectively. Since 1990, the William H. Welch Medical Library has sponsored classes on scientific writing and, since 1991, has offered a fee-based editing service for affiliates of the Johns Hopkins Medical Institutions. These programs were designed to fill an educational gap: Although formal instruction was offered to support other phases of the scientific communication process, the medical institutions had no central resource designed to help scientists develop and improve their writing skills. The establishment of such a resource at Welch has been well received by the community. Attendance at classes has grown steadily, and in 1993 a credit course on biomedical writing was added to the curriculum. The editing service, introduced in late 1991, has generated more requests for assistance than can be handled by the library's editor. This service not only extends the library's educational outreach but also generates a revenue stream. The Welch program in scientific writing and editing, or elements of it, could provide a model for other academic medical libraries interested in moving in this new direction. PMID:8547910

Health plans and hospitals have long used drug formularies, but the processes by which formulary committees made decisions have typically lacked transparency and scientific rigor. A growing number of organizations have begun implementing formulary guidelines issued by the Academy of Managed Care Pharmacy (AMCP). These guidelines call for health plans to request formally that drug companies present a standardized "dossier" that contains detailed information not only on the drug's effectiveness and safety but also on its economic value relative to alternative therapies. This paper describes the guidelines, reviews progress to date, and analyzes several critical issues for the future.

Inclusion of data summaries and data terms improved users' understanding of referenced documents from a subject perspective as well as from a data perspective; furthermore, a radical shift in document ordering behavior occurred during the experiment toward proportionately more requests for data-summarized items.

AWS-Glacier As A Storage Foundation For AWS-EC2 Hosted Scientific Data Services

Using AWS Glacier as a base level data store for a scientific data service presents new challenges for the web accessible data services, along with their software clients and human operators. All meaningful Glacier transactions take at least 4 hours to complete. This is in contrast to the various web APIs for data such as WMS, WFS, WCS, DAP2, and Netcdf tools which were all written based on the premise that the response will be (nearly) immediate. Only DAP4 and WPS contain an explicit asynchronous component to their respective protocols which allows for "return later" behaviors. We were able to put Hyrax (a DAP4 server) in front of Glacier-held resources, but there were significant issues. Any kind of probing of the datasets happens at the cost of the Glacier retrieval period, 4 hours. A couple of crucial things fall out of this: The first is that the service must cache metadata, including coordinate map arrays, so that a client can have enough information available in the "immediate" time frame to make a decisions about what to ask for from the dataset. This type of request planning is important because a data access request will take 4 hours to complete unless the data resource has been cached. The second thing is that the clients need to change their behavior when accessing datasets in an asynchronous system, even if the metadata is cached. Commonly, client applications will request a number of data components from a DAP2 service in the course of "discovering" the dataset. This may not be a well-supported model of interaction with Glacier or any other high latency data store.

The dawn of open access to phylogenetic data.

The scientific enterprise depends critically on the preservation of and open access to published data. This basic tenet applies acutely to phylogenies (estimates of evolutionary relationships among species). Increasingly, phylogenies are estimated from increasingly large, genome-scale datasets using increasingly complex statistical methods that require increasing levels of expertise and computational investment. Moreover, the resulting phylogenetic data provide an explicit historical perspective that critically informs research in a vast and growing number of scientific disciplines. One such use is the study of changes in rates of lineage diversification (speciation--extinction) through time. As part of a meta-analysis in this area, we sought to collect phylogenetic data (comprising nucleotide sequence alignment and tree files) from 217 studies published in 46 journals over a 13-year period. We document our attempts to procure those data (from online archives and by direct request to corresponding authors), and report results of analyses (using Bayesian logistic regression) to assess the impact of various factors on the success of our efforts. Overall, complete phylogenetic data for [Formula: see text] of these studies are effectively lost to science. Our study indicates that phylogenetic data are more likely to be deposited in online archives and/or shared upon request when: (1) the publishing journal has a strong data-sharing policy; (2) the publishing journal has a higher impact factor, and; (3) the data are requested from faculty rather than students. Importantly, our survey spans recent policy initiatives and infrastructural changes; our analyses indicate that the positive impact of these community initiatives has been both dramatic and immediate. Although the results of our study indicate that the situation is dire, our findings also reveal tremendous recent progress in the sharing and preservation of phylogenetic data.
