When I first applied for a Department of Homeland Security (DHS) internship I was concerned that my major in Mass Communications and Emergency Management would not be suited for the hard science environment. A Role for Science in Responding to Health Crises

The Department of Homeland Security's (DHS) Science and Technology (S&T) Directorate plays a role in public health that extends beyond biodefense. These responsibilities were exercised as part of the 2014-16 Ebola outbreak, leading to productive and beneficial contributions to the international public health response and improved operations in the United States. However, we and others have identified numerous areas for improvement. Based on our successes and lessons learned, we propose a number of ways that DHS, the interagency, and academia can act now to ensure improved responses to future public health crises. These include pre-developing scientific capabilities to respond agnostically to threats, and disease-specific master question lists to organize and inform initial efforts. We are generating DHS-specific playbooks and tools for anticipating future needs and capturing requests from DHS components and our national and international partners, where efforts will also be used to refine and exercise communication and information-sharing practices. These experiences and improvement efforts have encouraged discussions on the role of science in developing government policy, specifically responding to public health crises. We propose specific considerations for both scientists and government decision makers to ensure that the best available science is incorporated into policy and operational decisions to facilitate highly effective responses to future health crises. In an effort to protect the United States from the ever increasing threat of domestic terrorism, the Department of Homeland Security, Science and Technology Directorate (DHS S&T), has significantly increased research activities to counter the terrorist use of explosives. More over, DHS S&T has established a robust Counter-Improvised Explosive Device (C-IED) Program to Deter, Predict, Detect, Defeat, and Mitigate this imminent threat to the Homeland. A methodology was developed that allows users to evaluate a new ''quad chart'' and rank it, compared to all other quad charts across S&T divisions. It couples a logic model with an evidential reasoning model using an Excel spreadsheet containing weights of the subjective merits of different technologies. The methodology produces an Excel spreadsheet containing the aggregate rankings of the different technologies. It uses Extensible Logic Modeling (ELM) for logic models combined with LANL software called INFTree for evidential reasoning.« less

The US Department of Homeland Security (DHS) has directed its Protective Security Advisors (PSAs) to form partnerships with the owners and operators of assets most essential to the Nation's well being - a subclass of critical infrastructure and key resources (CIKR) - and to conduct site visits for these and other high-risk assets as part of the Enhanced Critical Infrastructure Protection (ECIP) Program. During each such visit, the PSA documents information about the facility's current CIKR protection posture and overall security awareness. The primary goals for ECIP site visits (DHS 2009) are to: (1) inform facility owners and operators ofmore » the importance of their facilities as an identified high-priority CIKR and the need to be vigilant in light of the ever-present threat of terrorism; (2) identify protective measures currently in place at these facilities, provide comparisons of CIKR protection postures across like assets, and track the implementation of new protective measures; and (3) enhance existing relationships among facility owners and operators; DHS; and various Federal, State, local tribal, and territorial partners. PSAs conduct ECIP visits to assess overall site security; educate facility owners and operators about security; help owners and operators identify gaps and potential improvements; and promote communication and information sharing among facility owners and operators, DHS, State governments, and other security partners. Information collected during ECIP visits is used to develop metrics; conduct sector-by-sector and cross-sector vulnerability comparisons; identify security gaps and trends across CIKR sectors and subsectors; establish sector baseline security survey results; and track progress toward improving CIKR security through activities, programs, outreach, and training (Snyder 2009). The data being collected are used in a framework consistent with the National Infrastructure Protection Plan (NIPP) risk criteria (DHS 2009). The NIPP framework incorporates consequence, threat, and vulnerability components and addresses all hazards. The analysis of the vulnerability data needs to be reproducible, support risk analysis, and go beyond protection. It also needs to address important security/vulnerability topics, such as physical security, cyber security, systems analysis, and dependencies and interdependencies. This report provides an overview of the approach being developed to estimate vulnerability and provide vulnerability comparisons for sectors and subsectors. the information will be used to assist DHS in analyzing existing protective measures and vulnerability at facilities, to identify potential ways to reduce vulnerabilities, and to assist in preparing sector risk estimates. The owner/operator receives an analysis of the data collected for a specific asset, showing a comparison between the facility's protection posture/vulnerability index and those of DHS sector/subsector sites visited. This comparison gives the owner/operator an indication of the asset's security strengths and weaknesses that may be contributing factors to its vulnerability and protection posture. The information provided to the owner/operator shows how the asset compares to other similar assets within the asset's sector or subsector. A 'dashboard' display is used to illustrate the results in a convenient format. The dashboard allows the owner/operator to analyze the implementation of additional protective measures and to illustrate how such actions would impact the asset's Protective Measures Index (PMI) or Vulnerability Index (VI).« less

A NASA Goddard Space Flight Center Heliophysics Science Division-led team that includes NOAA Space Weather Prediction Center, the Catholic University of America, Electric Power Research Institute (EPRI), and Electric Research and Management, Inc., recently partnered with the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) to better understand the impact of Geomagnetically Induced Currents (GIC) on the electric power industry. In recent years, there has been increasing interest in the security of digital images. This study focuses on the gray scale image encryption using dynamic harmony search (DHS). In this research, first, a chaotic map is used to create cipher images, and then the maximum entropy and minimum correlation coefficient is obtained by applying a harmony search algorithm on them. This process is divided into two steps. In the first step, the diffusion of a plain image using DHS to maximize the entropy as a fitness function will be performed. However, in the second step, a horizontal and vertical permutation will be applied on the best cipher image, which is obtained in the previous step. Additionally, DHS has been used to minimize the correlation coefficient as a fitness function in the second step. The simulation results have shown that by using the proposed method, the maximum entropy and the minimum correlation coefficient, which are approximately 7.9998 and 0.0001, respectively, have been obtained.

Following the terrorist attacks in 2001, much time and effort has been put toward improving catastrophic incident response. But recovery--the period following initial response that focuses on the long-term viability of the affected area--has received less attention. Recognizing the importance of being able to recover an area following a catastrophic incident, the Department of Defense, through its Defense Threat Reduction Agency (DTRA), and the Department of Homeland Security, through its Science and Technology Directorate (DHS S&T), created the Interagency Biological Restoration Demonstration (IBRD) program. IBRD was a 4-year program jointly managed and funded by DTRA and DHS S&T, the goal of which was to reduce the time and resources necessary to recover a wide urban area from an intentional release of Bacillus anthracis. Specific program objectives included understanding the social, economic, and operational interdependencies that affect recovery; establishing long-term coordination between the Departments of Defense and Homeland Security; developing strategic recovery/restoration plans; identifying and demonstrating technologies that support recovery; and exercising recovery activities and technology solutions. IBRD has made important first steps toward improving national preparedness in the area biological incident recovery. Specifically, IBRD has helped enhance the efficacy and efficiency of recovering large urban areas by developing consequence management guidance; identifying key S&T capabilities and integrating them with planning and guidance documents; and establishing key relationships across the federal interagency, federal-to-regional, civilian-to-military, and public-to-private stakeholders. Upon completion of IBRD in fall 2010, both DTRA and DHS S&T planned follow-on programs.

Researchers at NASA's Goddard Space Flight Center have developed an autonomous aerosol backscatter lidar instrument for use on the high-altitude ER-2 aircraft (for more information please visit http://cpl.gsfc.nasa.gov). Work is currently underway to transfer this instrument to a UAV platform such as Global Hawk. While the NASA applications are Earth science and satellite validation, there is clearly a Homeland Security application for such an instrument. One novel concept is to have a fleet of UAVs stationed around the country, each UAV having a payload including a lidar instrument. In the event of attack, the appropriate UAV(s) could be launched for purposes of, e.g., plume detection and tracking that are critical for decision support. While the existing lidar instrument is not directly capable of biological species discrimination, it is capable of plume tracking and thus can demonstrate to DHS the capabilities and utility of such instruments. Using NASA funding we will have an instrument ready to fly on Global Hawk by end of 2005. We would like to find partners, either within private industry or within DHS who would be willing to contribute aircraft access and flight hours for a demonstration flight. Longer-term partnerships to develop more advanced and more capable types of lidar instruments are also desirable. In this presentation we will detail the existing ER-2 lidar instrument and show measurement results, show the progress made on adapting to the Global Hawk platform, present concepts for DHS uses of such instruments, and openly pursue partnership opportunities.

Many critical infrastructure sectors have been investigating cyber security issues for several years especially with the help of two primary government programs. The U.S. Department of Energy (DOE) National SCADA Test Bed and the U.S. Department of Homeland Security (DHS) Control Systems Security Program have both implemented activities aimed at securing the industrial control systems that operate the North American electric grid along with several other critical infrastructure sectors (ICS). These programs have spent the last seven years working with industry including asset owners, educational institutions, standards and regulating bodies, and control system vendors. The programs common mission is tomore » provide outreach, identification of cyber vulnerabilities to ICS and mitigation strategies to enhance security postures. The success of these programs indicates that a similar approach can be successfully translated into other sectors including nuclear operations, safeguards, and security. The industry regulating bodies have included cyber security requirements and in some cases, have incorporated sets of standards with penalties for non-compliance such as the North American Electric Reliability Corporation Critical Infrastructure Protection standards. These DOE and DHS programs that address security improvements by both suppliers and end users provide an excellent model for nuclear facility personnel concerned with safeguards and security cyber vulnerabilities and countermeasures. It is not a stretch to imagine complete surreptitious collapse of protection against the removal of nuclear material or even initiation of a criticality event as witnessed at Three Mile Island or Chernobyl in a nuclear ICS inadequately protected against the cyber threat.« less

Within the Department of Homeland Security (DHS), the Office of Cyber and Infrastructure Analysis (OCIA)'s National Infrastructure Simulation and Analysis Center (NISAC) develops capabilities to support the DHS mission and the resilience of the Nation’s critical infrastructure. At Sandia National Laboratories, under DHS/OCIA direction, NISAC is developing models of financial sector dependence on communications. This capability is designed to improve DHS's ability to assess potential impacts of communication disruptions to major financial services and the effectiveness of possible mitigations. The terrorist attacks of 11 September 2001 led to the largest US Government transformation since the formation of the Department of Defense following World War II. More than 22 different agencies, in whole or in part, and >170,000 employees were reorganized to form a new Cabinet-level Department of Homeland Security (DHS), with the primary mission to protect the American homeland. Legislation enacted in November 2002 transferred the entire Federal Emergency Management Agency and several Department of Health and Human Services (HHS) assets to DHS, including the Office of Emergency Response, and oversight for the National Disaster Medical System, Strategic National Stockpile, and Metropolitan Medical Response System. This created a potential separation of "health" and "medical" assets between the DHS and HHS. A subsequent presidential directive mandated the development of a National Incident Management System and an all-hazard National Response Plan. While no Department of Veterans Affairs (VA) assets were targeted for transfer, the VA remains the largest integrated healthcare system in the nation with important support roles in homeland security that complement its primary mission to provide care to veterans. The Emergency Management Strategic Healthcare Group (EMSHG) within the VA's medical component, the Veteran Health Administration (VHA), is the executive agent for the VA's Fourth Mission, emergency management. In addition to providing comprehensive emergency management services to the VA, the EMSHG coordinates medical back-up to the Department of Defense, and assists the public via the National Disaster Medical System and the National Response Plan. This article describes the VA's role in homeland security and disasters, and provides an overview of the ongoing organizational and operational changes introduced by the formation of the new DHS. Challenges and opportunities for public health are highlighted.

This document was prepared for the US-CERT Control Systems Center of the National Cyber Security Division (NCSD) of the Department of Homeland Security (DHS). DHS has been tasked under the Homeland Security Act of 2002 to coordinate the overall national effort to enhance the protection of the national critical infrastructure. Homeland Security Presidential Directive HSPD-7 directs the federal departments to identify and prioritize critical infrastructure and protect it from terrorist attack. The US-CERT National Strategy for Control Systems Security was prepared by the NCSD to address the control system security component addressed in the National Strategy to Secure Cyberspace andmore » the National Strategy for the Physical Protection of Critical Infrastructures and Key Assets. The US-CERT National Strategy for Control Systems Security identified five high-level strategic goals for improving cyber security of control systems; the I/O upgrade described in this document supports these goals. The vulnerability assessment Test Bed, located in the Information Operations Research Center (IORC) facility at Idaho National Laboratory (INL), consists of a cyber test facility integrated with multiple test beds that simulate the nation's critical infrastructure. The fundamental mission of the Test Bed is to provide industry owner/operators, system vendors, and multi-agency partners of the INL National Security Division a platform for vulnerability assessments of control systems. The Input/Output (I/O) upgrade to the Test Bed (see Work Package 3.1 of the FY-05 Annual Work Plan) will provide for the expansion of assessment capabilities within the IORC facility. It will also provide capabilities to connect test beds within the Test Range and other Laboratory resources. This will allow real time I/O data input and communication channels for full replications of control systems (Process Control Systems [PCS], Supervisory Control and Data Acquisition Systems [SCADA], and components). This will be accomplished through the design and implementation of a modular infrastructure of control system, communications, networking, computing and associated equipment, and measurement/control devices. The architecture upgrade will provide a flexible patching system providing a quick ''plug and play''configuration through various communication paths to gain access to live I/O running over specific protocols. This will allow for in-depth assessments of control systems in a true-to-life environment. The full I/O upgrade will be completed through a two-phased approach. Phase I, funded by DHS, expands the capabilities of the Test Bed by developing an operational control system in two functional areas, the Science & Technology Applications Research (STAR) Facility and the expansion of various portions of the Test Bed. Law enforcement agencies play a key role in protecting the nation from and responding to terrorist attacks. The National Institute of Justice (NIJ) is the focal point for the research, development, test and evaluation of technology for law enforcement. NIJ and the Department of Homeland Security's Directorate of Science & Technology (DHS S&T) have related missions to support research and technology development for public safety. DHS S&T provides law enforcement agencies technology to respond to terrorist threats involving weapons of mass destruction, while NIJ focuses on technologies applicable across the spectrum of law enforcement needs. Investment in C3I technology offers perhaps the greatest potential benefit with respect to improving the ability to law enforcement agencies to respond to all types of crime including terrorist acts. Providing effective communications and information systems remains a key technology challenge, as does providing law enforcement responders accurate information that they can act on. Sensors and surveillance systems can play a key role in identifying terrorists and preventing or effectively responding to a terrorist attack.

National Security Science and Technology Initiative: Air Cargo Screening

The non-intrusive inspection (NII) of consolidated air cargo carried on commercial passenger aircraft continues to be a technically challenging, high-priority requirement of the Department of Homeland Security's Science and Technology Directorate (DHS S&T), the Transportation Security Agency and the Federal Aviation Administration. The goal of deploying a screening system that can reliably and cost-effectively detect explosive threats in consolidated cargo without adversely affecting the flow of commerce will require significant technical advances that will take years to develop. To address this critical National Security need, the Battelle Memorial Institute (Battelle), under a Cooperative Research and Development Agreement (CRADA) with fourmore » of its associated US Department of Energy (DOE) National Laboratories (Oak Ridge, Pacific Northwest, Idaho, and Brookhaven), conducted a research and development initiative focused on identifying, evaluating, and integrating technologies for screening consolidated air cargo for the presence of explosive threats. Battelle invested $8.5M of internal research and development funds during fiscal years 2007 through 2009. The primary results of this effort are described in this document and can be summarized as follows: (1) Completed a gap analysis that identified threat signatures and observables, candidate technologies for detection, their current state of development, and provided recommendations for improvements to meet air cargo screening requirements. (2) Defined a Commodity/Threat/Detection matrix that focuses modeling and experimental efforts, identifies technology gaps and game-changing opportunities, and provides a means of summarizing current and emerging capabilities. (3) Defined key properties (e.g., elemental composition, average density, effective atomic weight) for basic commodity and explosive benchmarks, developed virtual models of the physical distributions (pallets) of three commodity types and three explosive benchmarks combinations, and conducted modeling and simulation studies to begin populating the matrix of commodities, threats, and detection technologies. (4) Designed and fabricated basic (homogeneous) commodity test pallets and fabricated inert stimulants to support experiments and to validate modeling/simulation results. (5) Developed/expanded the team's capabilities to conduct full-scale imaging (neutron and x-ray) experiments of air cargo commodities and explosive benchmarks. (6) Conducted experiments to improve the collection of trace particles of explosives from a variety of surfaces representative of air cargo materials by means of mechanical (air/vibration/pressure), thermal, and electrostatic methods. Air cargo screening is a difficult challenge that will require significant investment in both research and development to find a suitable solution to ensure the safety of passengers without significantly hindering the flow of commodities. The initiative funded by Battelle has positioned this group to make major contributions in meeting the air cargo challenge by developing collaborations, developing laboratory test systems, improving knowledge of the challenges (both technical and business) for air cargo screening, and increasing the understanding of the capabilities for current inspection methods (x-ray radiography, x-ray backscatter, etc.) and potential future inspection methods (neutron radiography, fusion of detector modalities, advanced trace detection, etc.). Lastly, air cargo screening is still an issue that will benefit from collaboration between Department of Energy Laboratories and Battelle. On January 7, 2010, DHS Secretary Napolitano joined White House Press Secretary Robert Gibbs and Assistant to the President for Counterterrorism and Homeland Security John Brennan to announce several recommendations DHS has made to the President for improving the technology and procedures used to protect air travel from acts of terrorism. (This announcement followed the 25 Dec'09 Delta/Northwest Airlines Flight 253 terror attack.) Secretary Napolitano outlined five recommendations DHS will pursue to enhance the safety of the traveling public. One of the five recommendations, read as follows: 'Establish a partnership on aviation security between DHS and the Department of Energy and its National Laboratories in order to develop new and more effective technologies to deter and disrupt known threats and proactively anticipate and protect against new ways by which terrorists could seek to board an aircraft.' In conclusion, it appears very timely that Battelle and its DOE lab partners initiated a serious collaboration on the air cargo topic, and that we should continue to work toward future collaboration in response to the government's needs.« less

Since the terrorist attacks of September 11, 2001, and the subsequent establishment of the U.S. Department of Homeland Security (DHS), considerable efforts have been made to estimate the risks of terrorism and the cost effectiveness of security policies to reduce these risks. DHS, industry, and the academic risk analysis communities have all invested heavily in the development of tools and approaches that can assist decisionmakers in effectively allocating limited resources across the vast array of potential investments that could mitigate risks from terrorism and other threats to the homeland. Decisionmakers demand models, analyses, and decision support that are useful for this task and based on the state of the art. Since terrorism risk analysis is new, no single method is likely to meet this challenge. In this article we explore a number of existing and potential approaches for terrorism risk analysis, focusing particularly on recent discussions regarding the applicability of probabilistic and decision analytic approaches to bioterrorism risks and the Bioterrorism Risk Assessment methodology used by the DHS and criticized by the National Academies and others.

The US Department of Homeland Security (DHS) is developing indices to better assist in the risk management of critical infrastructures. The first of these indices is the Protective Measures Index - a quantitative index that measures overall protection across component categories: physical security, security management, security force, information sharing, protective measures and dependencies. The Protective Measures Index, which can also be recalculated as the Vulnerability Index, is a way to compare differing protective measures (eg fence versus security training). The second of these indices is the Resilience Index, which assesses a site's resilience and consists of three primary components: robustness, resourcefulness and recovery. The third index is the Criticality Index, which assesses the importance of a facility. The Criticality Index includes economic, human, governance and mass evacuation impacts. The Protective Measures Index, Resilience Index and Criticality Index are being developed as part of the Enhanced Critical Infrastructure Protection initiative that DHS protective security advisers implement across the nation at critical facilities. This paper describes two core themes: determination of the vulnerability, resilience and criticality of a facility and comparison of the indices at different facilities.

Following recommendations made in Homeland Security Presidential Directive 7, which established a national policy for the identification and increased protection of critical infrastructure and key resources (CIKR) by Federal departments and agencies, the U.S. Department of Homeland Security (DHS) in 2006 developed the Enhanced Critical Infrastructure Protection (ECIP) program. The ECIP program aimed to provide a closer partnership with state, regional, territorial, local, and tribal authorities in fulfilling the national objective to improve CIKR protection. The program was specifically designed to identify protective measures currently in place in CIKR and to inform facility owners/operators of the benefits of new protectivemore » measures. The ECIP program also sought to enhance existing relationships between DHS and owners/operators of CIKR and to build relationships where none existed (DHS 2008; DHS 2009). In 2009, DHS and its protective security advisors (PSAs) began assessing CIKR assets using the ECIP program and ultimately produced individual protective measure and vulnerability values through the protective measure and vulnerability indices (PMI/VI). The PMI/VI assess the protective measures posture of individual facilities at their 'weakest link,' allowing for a detailed analysis of the most vulnerable aspects of the facilities (Schneier 2003), while maintaining the ability to produce an overall protective measures picture. The PMI has six main components (physical security, security management, security force, information sharing, protective measures assessments, and dependencies) and focuses on actions taken by a facility to prevent or deter the occurrence of an incident (Argonne National Laboratory 2009). As CIKR continue to be assessed using the PMI/VI and owners/operators better understand how they can prevent or deter incidents, academic research, practitioner emphasis, and public policy formation have increasingly focused on resilience as a necessary component of the risk management framework and infrastructure protection. This shift in focus toward resilience complements the analysis of protective measures by taking into account the three other phases of risk management: mitigation, response, and recovery (Figure 1). Thus, the addition of a robust resilience index (RI) to the established PMI/VI provides vital information to owners/operators throughout the risk management process. Combining a pre-incident focus with a better understanding of resilience, as well as potential consequences from damaged CIKR, allows owners/operators to better understand different ways to decrease risk by (1) increasing physical security measures to prevent an incident, (2) supplementing redundancy to mitigate the effects of an incident, and (3) enhancing emergency action and business continuity planning to increase the effectiveness of recovery procedures. Information provided by the RI methodology is also used by facility owners/operators to better understand how their facilities compare to similar sector/subsector sites and to help them make risk-based decisions. This report provides an overview of the RI methodology developed to estimate resilience and provide resilience comparisons for sectors and subsectors. The information will be used to (1) assist DHS in analyzing existing response and recovery methods and programs at facilities and (2) identify potential ways to increase resilience. The RI methodology is based on principles of Appreciative Inquiry, which is 'the coevolutionary search for the best in people, their organizations, and the relevant world around them' (Cooperrider et al. 2005). Appreciative Inquiry identifies the best of 'what is' and helps to envision 'what might be.' The ECIP program and the RI represent a new model (using Appreciative Inquiry principles) for information sharing between government and industry (Fisher and Petit 2010). A 'dashboard' display, which provides an interactive tool - rather than a static report, presents the results of the RI in a convenient format. Additional resilience measures can be modeled to illustrate how such actions would impact the asset's RI value.« less

Understanding the flow of fines in porous media and fractured media is significant for industrial, environmental, geotechnical and petroleum technologies to name a few. Several models have been proposed to simulate the flow and transport of fines using single or two-phase flow approaches while other models rely on mobile and immobile transport approaches. However, to the authors' best knowledge, all the proposed modeling approaches have not been compared to each other in order to define their limitations and domain of validation. In the present study, several models describing the transport of fines in heterogeneous porous and fractured media will be presented and compared to each other. Furthermore, we will evaluate their performance on the same published experimental sets of published data. DHS is removing references to form numbers, form titles, expired regulatory provisions, and descriptions of internal procedures, many of which will change during transformation. DHS is also finalizing interim rules that permitted submission of benefit requests with an electronic signature when such requests are submitted in an electronic format rather than on a paper form and that removed references to filing locations for immigration benefits. Integrated security systems are essential to pre-empting criminal assaults. Nearly 500,000 sites have been identified (source: US DHS) as critical infrastructure sites that would suffer severe damage if a security breach should occur. NASA's Atmospheric Science Data Center (ASDC) is piloting the use of Geographic Information System (GIS) technology that can be leveraged for crisis planning, emergency response, and disaster management/awareness. Many different organizations currently use GIS tools and geospatial data during a disaster event. ASDC datasets have not been fully utilized by this community in the past due to incompatible data formats that ASDC holdings are archived in. Through the successful implementation of this pilot effort and continued collaboration with the larger Homeland Defense and Department of Defense emergency management community through the Homeland Infrastructure Foundation-Level Data Working Group (HIFLD WG), our data will be easily accessible to those using GIS and increase the ability to plan, respond, manage, and provide awareness during disasters. The objective of this project, which was supported by the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Chemical and Biological Division (CBD), was to investigate options for the decontamination of the exteriors and interiors of vehicles in the civilian setting in order to restore those vehicles to normal use following the release of a highly toxic chemical. The ORNL Trusted Corridors Project has several other names: SensorNet Transportation Pilot; Identification and Monitoring of Radiation (in commerce) Shipments (IMR(ic)S); and Southeastern Transportation Corridor Pilot (SETCP). The project involves acquisition and analysis of transportation data at two mobile and three fixed inspection stations in five states (Kentucky, Mississippi, South Carolina, Tennessee, and Washington DC). Collaborators include the State Police organizations that are responsible for highway safety, law enforcement, and incident response. This report provides relevant information and analysis to the Department of Homeland Security (DHS) that will assist DHS in determining how to meet the requirements of federal technology transfer legislation. These legal requirements are grouped into five categories: (1) establishing an Office of Research and Technology Applications, or providing the functions thereof; (2) information management; (3) enabling agreements with non-federal partners; (4) royalty sharing; and (5) invention ownership/obligations. These five categories provide the organizing framework for this study, which benchmarks other federal agencies/laboratories engaged in technology transfer/transition Four key agencies--the Department of Health & Human Services (HHS), the U.S. Departmentmore » of Agriculture (USDA), the Department of Energy (DOE), and the Department of Defense (DoD)--and several of their laboratories have been surveyed. An analysis of DHS's mission needs for commercializing R&D compared to those agencies/laboratories is presented with implications and next steps for DHS's consideration. CT scanners are deployed world-wide to detect explosives in checked and carry-on baggage. Though very similar to single- and dual-energy multi-slice CT scanners used today in medical imaging, some recently developed explosives detection scanners employ multiple sources and detector arrays to eliminate mechanical rotation of a gantry, photon counting detectors for spectral imaging, and limited number of views to reduce cost. For each bag scanned, the resulting reconstructed images are first processed by automated threat recognition algorithms to screen for explosives and other threats. Human operators review the images only when these automated algorithms report the presence of possible threats.more » The US Department of Homeland Security (DHS) has requirements for future scanners that include dealing with a larger number of threats, higher probability of detection, lower false alarm rates and lower operating costs. One tactic that DHS is pursuing to achieve these requirements is to augment the capabilities of the established security vendors with third-party algorithm developers. A third-party in this context refers to academics and companies other than the established vendors. DHS is particularly interested in exploring the model that has been used very successfully by the medical imaging industry, in which university researchers develop algorithms that are eventually deployed in commercial medical imaging equipment. The purpose of this paper is to discuss opportunities for third-parties to develop advanced reconstruction and threat detection algorithms.« less
