    The assembly, maintenance, and servicing of the Space Station and its facilities are discussed. The tools and facilities required for the assembly, maintenance, and servicing of the Station are described; the ground and transportation infrastructures needed for the Space Station are examined. The roles of automation and robotics in reducing the EVAs of the crew, minimizing disturbances to the Space Station environment, and enhancing user friendliness are investigated. Servicing/maintenance tasks are categorized based on: (1) urgency, (2) location of servicing/maintenance, (3) environmental control, (4) dexterity, (5) transportation, (6) crew interactions, (7) equipment interactions, and (8) Space Station servicing architecture. An example of a servicing mission by the Space Station for the Hubble Space Telescope is presented.

A candidtate strawman space station was depicted from a synthesis of space station concepts derived from NASA space station architecture studies done by eight contractors. The shuttle servicing hardware and kits were identified and their applicability in transitioning servicing capability to the space station was evaluated.

    The first quarter of the next century will see an operational space station that will provide a permanently manned base for satellite servicing, multiple strategic scientific and commercial payload deployment, and Orbital Maneuvering Vehicle/Orbital Transfer Vehicle (OMV/OTV) retrieval replenishment and deployment. The space station, as conceived, is constructed in orbit and will be maintained in orbit. The construction, servicing, maintenance and deployment tasks, when coupled with the size of the station, dictate that some form of transportation and manipulation device be conceived. The Transporter described will work in conjunction with the Orbiter and an Assembly Work Platform (AWP) to construct the Work Station. The Transporter will also work in conjunction with the Mobile Remote Servicer to service and install payloads, retrieve, service and deploy satellites, and service and maintain the station itself. The Transporter involved in station construction when mounted on the AWP and later supporting a maintenance or inspection task with the Mobile Remote Servicer and the Flight Telerobotic Servicer is shown.

    Technology requirements for automated satellite servicing operations aboard the NASA space station were studied. The three major tasks addressed: (1) servicing requirements (satellite and space station elements) and the role of automation; (2) assessment of automation technology; and (3) conceptual design of servicing facilities on the space station.   5. Residential proximity to gasoline service stations and preterm birth.

    Preterm birth (PTB) is a growing public health problem potentially associated with ambient air pollution. Gasoline service stations can emit atmospheric pollutants, including volatile organic compounds potentially implicated in PTB. The objective of this study was to evaluate the relationship between residential proximity to gasoline service stations and PTB. Singleton live births on the Island of Montreal from 1994 to 2006 were obtained (n=267,478). Gasoline service station locations, presence of heavy-traffic roads, and neighborhood socioeconomic status (SES) were determined using a geographic information system. Multivariable logistic regression was used to analyze the association between PTB and residential proximity to gasoline service stations (50, 100, 150, 200, 250, and 500 m), accounting for maternal covariates, neighborhood SES, and heavy-traffic roads. For all distance categories beyond 50 m, presence of service stations was associated with a greater odds of PTB. Associations were robust to adjustment for maternal covariates for distance categories of 150 and 200 m but were nullified when adjusting for neighborhood SES. In analyses accounting for the number of service stations, the likelihood of PTB within 250 m was statistically significant in unadjusted models. Associations were, however, nullified in models accounting for maternal covariates or neighborhood SES. Our results suggest that there is no clear association between residential proximity to gasoline service stations in Montreal and PTB. Given the correlation between proximity of gasoline service stations and SES, it is difficult to delineate the role of these factors in PTB.

  14. User assembly and servicing system for Space Station, an evolving architecture approach

    On-orbit assembly and servicing of a variety of scientific and applications hardware systems is expected to be one of the Space Station's primary functions. The hardware to be serviced will include the attached payloads resident on the Space Station, the free-flying satellites and co-orbiting platforms brought to the Space Station, and the polar orbiting platforms. The requirements for assembly and servicing such a broad spectrum of missions have led to the development of an Assembly and Servicing System Architecture that is composed of a complex array of support elements. This array is comprised of US elements, both Space Station and non-Space Station, and elements provided by Canada to the Space Station Program. For any given servicing or assembly mission, the necessary support elements will be employed in an integrated manner to satisfy the mission-specific needs. The structure of the User Assembly and Servicing System Architecture and the manner in which it will evolved throughout the duration of the phased Space Station Program are discussed. Particular emphasis will be placed upon the requirements to be accommodated in each phase, and the development of a logical progression of capabilities to meet these requirements.

    The Executive Summary volume 1, includes an overview of both phases of the Definition of Technology Development Missions for Early Space Station Satellite Servicing. The primary purpose of Phase 1 of the Marshall Space Flight Center (MSFC) Satellite Servicing Phase 1 study was to establish requirements for demonstrating the capability of performing satellite servicing activities on a permanently manned Space Station in the early 1990s. The scope of Phase 1 included TDM definition, outlining of servicing objectives, derivation of initial Space Station servicing support requirements, and generation of the associated programmatic schedules and cost. The purpose of phase 2 of the satellite servicing study was to expand and refine the overall understanding of how best to use the manned space station as a test bed for demonstration of satellite servicing capabilities.

    Gas service stations are one of the major sources of volatile organic compounds in urban environments. Their emissions are expected not only to affect the ambient air quality but also that in any nearby buildings. This is particularly the case in Malta where most service stations have been built within residential zones. For this reason, it is important to understand the dispersion of volatile organic compounds (VOCs) from service stations and their infiltration into nearby residences. Two models were considered; one to predict the dispersion of VOCs in the outdoor environment in the vicinity of the service station and another one to predict the filtration of the compounds indoors. The two models can be used in tandem to predict the concentration of indoor VOCs that originate from a service station in the vicinity. Outdoor and indoor concentrations of VOCs around a service station located in a street canyon were measured, and the results used to validate the models. Predictions made using the models were found to be in general agreement with the measured concentrations of the pollutants.

    A history of on-orbit servicing and repair is given with emphasis placed on the Solar Maximum Repair Mission.     A satellite communications system includes an orbiting communications satellite for relaying communications to and from a plurality of ground stations, and a network management center for making connections via the satellite between the ground stations in response to connection requests received via the satellite from the ground stations, the network management center being configured to provide both open-end service and closed-end service. The network management center of one embodiment is configured to provides both types of service according to a predefined channel access protocol that enables the ground stations to request the type of service desired. The channel access protocol may be configured to adaptively allocate channels to open-end service and closed-end service according to changes in the traffic pattern and include a free-access tree algorithm that coordinates collision resolution among the ground stations.

    A plan for advancing the state of automation and robotics technology as an integral part of the U.S. space station development effort was studied. This study was undertaken: (1) to determine the benefits that will accrue from using automated systems onboard the space station in support of satellite servicing; (2) to define methods for increasing the capacity for, and effectiveness of satellite servicing while reducing demands on crew time and effort and on ground support; (3) to find optimum combinations of men/machine activities in the performance of servicing functions; and (4) project the evolution of automation technology needed to enhance or enable satellite servicing capabilities to match the evolutionary growth of the space station. A secondary intent is to accelerate growth and utilization of robotics in terrestrial applications as a spin-off from the space station program.

Station-based servicing is discussed as well as expendable launch vehicle-based servicing concepts.

Issues such as capture/berthing, servicing, logistics support, and stowage were assessed for station design and operational approaches. This paper will highlight critical visiting vehicle design considerations, identify station issues, and provide recommendations for accommodation of a wide range of visiting vehicle requirements of the future.

  10. An overview of the technical design of MSAT mobile satellite communications services

    The Canadian MSAT mobile satellite communications system is being implemented in cooperation with the American Mobile Satellite Consortium (AMSC). Two satellites are to be jointly acquired and each satellite is expected to backup the other. This paper describes the technical concepts of the services to be offered and the baseline planning of the infrastructure for the ground segment. MSAT service requirements are analyzed for mobile radio, telephone, data, and aeronautical services. The MSAT system will use nine beams in a narrow range of L-band frequencies with frequency reuse. Beams may be added to cover flight information areas in the Atlantic and Pacific oceans. The elements of the network architecture are: a network control centre, data hub stations, gateway stations, base stations, mobile terminals, and a signalling system to interconnect the elements of the system. The network control center will manage the network and allocate space segment capacity; data hub stations will support a switched packet mobile data service; the gateway stations will provide interconnection to the public telephone system and data networks; and the base stations will support private circuit switched voice and data services. Several alternative designs for the signalling system are described.

    The concept of a privately owned and operated fee-for-service laboratory as an element of a civil manned space station, envisioned as the venture of a group of private investors and an experienced laboratory operator to be undertaken with the cooperation of NASA is discussed. This group would acquire, outfit, activate, and operate the labortory on a fee-for-service basis, providing laboratory services to commercial firms, universities, and government agencies, including NASA. This concept was developed to identify, stimulate, and assist potential commercial users of a manned space station. A number of the issues which would be related to the concept, including the terms under which NASA might consider permitting private ownership and operation of a major space station component, the policies with respect to international participation in the construction and use of the space station, the basis for charging users for services received from the space station, and the types of support that NASA might be willing to provide to assist private industry in carrying out such a venture are discussed.

The term space station and the overall space station configuration refers, for the purpose of this report, to a group of potential LEO spacecraft that support the overall space station mission. The group consisted of the central space station at 28.5 deg or 90 deg inclinations, unmanned free-flying spacecraft that are both tethered and untethered, a short-range servicing vehicle, and a longer range servicing vehicle capable of GEO payload transfer. The time phasing for preferred propulsion technology approaches is also investigated, as well as the high-leverage, state-of-the-art advancements needed, and the qualitative and quantitative benefits of these advancements on STS/space station operations. The time frame of propulsion technologies applicable to this study is the early 1990's to approximately the year 2000.

    This paper describes an architecture for an autonomous deep space tracking station (DS-T). The architecture targets fully automated routine operations encompassing scheduling and resource allocation, antenna and receiver predict generation. track procedure generation from service requests, and closed loop control and error recovery for the station subsystems. This architecture has been validated by the construction of a prototype DS-T station, which has performed a series of demonstrations of autonomous ground station control for downlink services with NASA's Mars Global Surveyor (MGS).

    The Shuttle Remote Manipulator System is a mature system which has successfully completed 18 flights. Its primary functional design driver was the capability to deploy and retrieve payloads from the Orbiter cargo bay. The Space Station Freedom Mobile Servicing Center is still in the requirements definition and early design stage. Its primary function design drivers are the capabilities: to support Space Station construction and assembly tasks; to provide external transportation about the Space Station; to provide handling capabilities for the Orbiter, free flyers, and payloads; to support attached payload servicing in the extravehicular environment; and to perform scheduled and un-scheduled maintenance on the Space Station. The differences between the two systems in the area of geometric configuration, mobility, sensor capabilities, control stations, control algorithms, handling performance, end effector dexterity, and fault tolerance are discussed.

    Concerns for atmospheric pollution from auto exhaust have led to the blending of "oxygenates" with motor fuels. The most common oxygenate, methyl tert-butyl ether (MTBE) is currently required within several metropolitan areas (Denver and Phoenix) in the range of 12% of the motor fuel. Amendments to the Clean Air Act may expand this requirement to as many as 44 other areas of the United States in the near future. In consideration of the magnitude of potential uncontrolled exposures from its extensive use and a related concern involving the potential influence of MTBE blending on exposures to other constituents of gasoline (particularly benzene), an evaluation of exposures among service station attendants and operators was undertaken at the request, and in cooperation with, the American Petroleum Institute during the latter part of 1990. For application of the survey results to a broad audience, three categories or types of service stations were identified with regard to MTBE use and exposure potential: a) service stations that do not use MTBE or use it only as an octane enhancer, b) service stations with seasonal requirements to use 12-15% MTBE (the Denver, Colorado, and Phoenix, Arizona, metropolitan areas), and c) service stations equipped with stage II (active) vapor recovery systems (several coastal areas, most notably Southern California). At the two sampled service stations that use only minimal amounts of MTBE (less than 1%), only 1 of 32 personal breathing zone (PBZ) samples from attendants was above the analytical limit of detection, reported at 0.16 ppm.     Access mode is an important factor in public transport systems. Most of the train users from Cicalengka to Padalarang via Bandung use paratransit as access mode. Access modes under this study are only paratransit and walking. This study aims to explore the relationship between access mode choice to the station and the perception about walking distance to station, perception about attributes of paratransit service quality which consist of accessibility, cheapness, comfortable, swiftness, safety, security and easiness. Of all the variables tested, walking distance to the station is the only variable relating to the mode access choice. So, a person will tend to use paratransit when his/her perception of walking distance to station is relatively far away. While perceptions about the quality of paratransit service can not determine whether a person will choose paratransit or not.

  6. Exposure to volatile organic compounds in an ethanol and gasoline service station.

    The present study was conducted to determine the VOCs concentrations in a service station located in a residential and commercial area in the city of Rio de Janeiro. This is, to our knowledge, the first published determination in Brazil, where both ethanol and ethanol-blended gasoline are used. Electro polished, stainless steel, evacuated canisters were used for sampling. The analysis was performed by gaschromatography with flame ionization detection (CG-FID) and by gas chromatography-mass spectrometry (CG-MS). A total of 80 and 56 compounds were determined in samples collected at the service station and control location, respectively. The most abundant compounds at the service station were in order of decreasing concentration (units: microg m(-3)): 2-methylbutane (1,715.7), 2-methylbut-1-ene (1,043.2), isobutene (758.8), 2-methylprop-1-ene (703.7), 2-methylpentane (492.1), pentadi-1,3-ene (189.7), toluene (157.0), benzene (144.5), but-2-ene (126.3) and m,p-xylene (123.2). A mean concentration of 144.5 microg m(-3) was determined for benzene, this value is about ten times the concentration determined in the control location in this work and about 70 times the value determined in other locations of Rio de Janeiro using charcoal cartridges for the sampling. The mean benzene/toluene ratios are 0.92 and 0.31 in the service station and control location, respectively. Since in Brazil service station workers are employed to fill customer's cars (self-service is not commonly used) the possible risk of cancer of these workers should be evaluated in a future study.

    The question is addressed which was raised by the Critical Evaluation Task Force (CETF) analysis of the space station: if a Flight Telerobotic Servicer (FTS) of a given technical risk could be built for use during space station assembly, could it save significant extravehicular (EVA) resources. Key issues and trade-offs associated with using an FTS to aid in space station assembly phase tasks such as construction and servicing are identified. A methodology is presented that incorporates assessment of candidate assembly phase tasks, telerobotics performance capabilities, development costs, operational constraints (STS and proximity operations), maintenance, attached payloads, and polar platforms. A discussion of the issues is presented with focus on potential FTS roles: (1) as a research-oriented test bed to learn more about space usage of telerobotics; (2) as a research-based test bed with an experimental demonstration orientation and limited assembly and servicing applications; or (3) as an operational system to augment EVA, to aid the construction of the space station, and to reduce the programmatic (schedule) risk by increasing the flexibility of mission operations. During the course of the study, the baseline configuration was modified into Phase 1 (a station assembled in 12 flights), and Phase 2 (a station assembled over a 30 flight period) configuration.

    Primary health care plays an important role in addressing the burden of non-communicable diseases (NCDs) in low- and middle-income countries. In light of the rapid urbanization of Vietnam, this study aims to explore health professionals' views about the responsiveness of primary health care services at commune health stations, particularly regarding the increase of NCDs in urban settings. This qualitative study was conducted in Hanoi from July to August 2015. We implemented 19 in-depth interviews with health staff at four purposely selected commune health stations and conducted a brief inventory of existing NCD activities at these commune health stations. We also interviewed NCD managers at national, provincial, and district levels. The interview guides reflected six components of the WHO health system framework, including service delivery, health workforce, health information systems, access to essential medicines, financing, and leadership/governance. A thematic analysis approach was applied to analyze the interview data in this study. Six themes, related to the six building blocks of the WHO health systems framework, were identified. These themes explored the responsiveness of commune health stations to NCDs in urban Hanoi. Health staff at commune health stations were not aware of the national strategy for NCDs. Health workers noted the lack of NCD informational materials for management and planning. The limited workforce at health commune stations would benefit from more health workers in general and those with NCD-specific training and skills. In addition, the budget for NCDs at commune health stations remains very limited, with large differences in the implementation of national targeted NCD programs. Some commune health stations had no NCD services available, while others had some programming. A lack of NCD treatment drugs was also noted, with a negative impact on the provision of NCD-related services at commune health stations. These themes were also reflected in the inventory of existing NCD related activities. Health professionals view the responsiveness of commune health stations to NCDs in urban Hanoi, Vietnam as weak. Appropriate policies should be implemented to improve the primary health care services on NCDs at commune health stations in urban Hanoi, Vietnam.

    Rapid growth in car ownership in Malaysia plays a major role to traffic congestion. Hence, public transportation is crucial to cater the residents in high-density area especially in Klang Valley. Signage information in public transport station is one of an important passenger information system. Poor placement of sign information will decrease the efficiency of passenger flow and caused congestion in the station. Passenger information system is very useful for trip planning and decision making. Therefore, it is interesting to study the performance of passenger information system in focusing the movement behavior of pedestrian at non-peak period. Thus, the study on pedestrian movement during non-peak period on weekdays and weekends in mass transit stations and bus transit stations in Klang Valley was carried out by using video observation. The observation of the pedestrian movement was made in Mass Transit Station 1 in the middle of Kuala Lumpur and Mass Transit Station 2 in southern of Kuala Lumpur. The other site was focused at Bus Transit Station 1 in Putrajaya and Bus Transit Station 2 in Kajang. Findings shown that Mass Transit Station 1 having the best facility in terms of passenger information which the level of service obtained is LOS A, while the lowest level of service which is LOS E was obtained in Bus Transit Station 2.

  2. Health Risk Assessment of Ambient Air Concentrations of Benzene, Toluene and Xylene (BTX) in Service Station Environments

    A comprehensive evaluation of the adverse health effects of human exposures to BTX from service station emissions was carried out using BTX exposure data from the scientific literature. The data was grouped into different scenarios based on activity, location and occupation and plotted as Cumulative Probability Distributions (CPD) plots. Health risk was evaluated for each scenario using the Hazard Quotient (HQ) at 50% (CEXP50) and 95% (CEXP95) exposure levels. HQ50 and HQ95 > 1 were obtained with benzene in the scenario for service station attendants and mechanics repairing petrol dispensing pumps indicating a possible health risk. The risk was minimized for service stations using vapour recovery systems which greatly reduced the benzene exposure levels. HQ50 and HQ95 < 1 were obtained for all other scenarios with benzene suggesting minimal risk for most of the exposed population. However, HQ50 and HQ95 < 1 was also found with toluene and xylene for all scenarios, suggesting minimal health risk. The lifetime excess Cancer Risk (CR) and Overall Risk Probability for cancer on exposure to benzene was calculated for all Scenarios and this was higher amongst service station attendants than any other scenario.     A major guideline for the design of the U.S. Space Station is that the Space Station address a wide variety of functions. These functions include the servicing of unmanned assets in space, the support of commercial labs in space and the efficient management of the Space Station itself; the largest space asset. The technologies of Automation and Robotics have the promise to help in reducing Space Station operating costs and to achieve a highly efficient use of the human in space. The use of advanced automation and artificial intelligence techniques, such as expert systems, in Space Station subsystems for activity planning and failure mode management will enable us to reduce dependency on a mission control center and could ultimately result in breaking the umbilical link from Earth to the Space Station. The application of robotic technologies with advanced perception capability and hierarchical intelligent control to servicing system will enable the servicing of assets either in space or in situ with a high degree of human efficiency. The results of studies leading toward the formulation of an automation and robotics plan for Space Station development are presented.
