Industrial food animal production (IFAP) operations adversely impact environmental public health through air, water, and soil contamination. We sought to determine how state permitting and agriculture agencies respond to these public health concerns. We conducted semi-structured qualitative interviews with staff at 12 state agencies in seven states, which were chosen based on high numbers or rapid increase of IFAP operations. The interviews served to gather information regarding agency involvement in regulating IFAP operations, the frequency and type of contacts received about public health concerns, how the agency responds to such contacts, and barriers to additional involvement. Permitting and agriculture agencies' responses to health-based IFAP concerns are constrained by significant barriers including narrow regulations, a lack of public health expertise within the agencies, and limited resources. State agencies with jurisdiction over IFAP operations are unable to adequately address relevant public health concerns due to multiple factors. Combining these results with previously published findings on barriers facing local and state health departments in the same states reveals significant gaps between these agencies regarding public health and IFAP. There is a clear need for regulations to protect public health and for public health professionals to provide complementary expertise to agencies responsible for regulating IFAP operations.

Using a generalization of the q-commutation relations, we develop a formalism in which it is possible to define generalized q-bosonic operators. This formalism includes both types of the usual q-deformed bosons as special cases. The coherent states of these operators show interesting and novel noise reduction properties including simultaneous squeezing in both field components, unlike the conventional case in which squeezing is permitted in only one component. This also contrasts with the usual quantum group deformation which also only permits one component squeezing.

Prior to promulgation of the Rule, there were approximately 20 full-scale bioreactor projects in North America, including one in Canada. Of these, six were permitted by EPA (four Project XL sites and two projects listed separately under a cooperative research agreement at the Outer Loop Landfill in Kentucky). In March 2014, there were about 40 bioreactor projects reported, including 30 active RD&D projects in 11 approved states and one project on tribal lands. Wisconsin features the largest number of projects at 13, due primarily to the fact that landfill owners in the state must either eliminate landfill disposal of biodegradable materials or to achieve the complete stabilization of deposited organic waste at MSW landfills within 40 years after closure. Most landfill operators have selected a bioreactor approach to attempt to achieve the latter goal. In summary, only 16 of 50 (32%) states have currently adopted the Rule, meaning that development of RD&D permitting procedures that are consistent with EPA’s requirements has generally not occurred. The predominant single reason cited for not adopting the Rule was lack of interest amongst landfill facilities in the state. Subtitle D and its state derivatives already allow leachate recirculation over prescriptive (i.e., minimum technology) liner systems, which is often the primary goal of site operators seeking to control leachate treatment costs. The state of Wisconsin has recently established the legislative basis for what may be the first, operating water-pollution permit market in the United States. The efficient properties of such markets have been discussed widely in the theoretical literature, but little empirical work has been published regarding the potential cost savings attainable in specific situations. This paper describes part of the empirical analysis that supported the creation of a transferable discharge permit (TDP) market on the Fox River in Wisconsin. A multiperiod water quality planning model is developed to illustrate the performance of a TDP market under conditions of varying stream flow and temperature. The model is applied to the case of the Fox River and is used to compare the cost of achieving target water quality levels under conventional regulatory rules with the cost associated with operation of a TDP market. In addition to the cost estimates, the simulation of market performance yields information on the probable pattern of trading that may occur in the Fox River TDP market.

This comparison indicates that plasma waves play an important part in beam behavior, although the present state of plasma-wave theory does not permit more than a qualitative comparison. The theories of immersed-emitter and electron-trap neutralizer operation are discussed; and, to the extent permitted by experimental data, the theory is compared with experimental results. Experimental data are lacking completely at the present time for operation in space. The results that might be expected in space and the means of simulating such operation in Earth-bound facilities, however, are discussed.

Emphasis is placed on development of a specification structure which will permit addressing Operational Missions and Flight Phases, Flight Regions, Classification of Required Operational Capability, Categorization of Flight Phases, and Levels of Flying Qualities. A number of definitions is established to permit addressing the rotorcraft state, flight envelopes, environments, and the conditions under which degraded flying qualities are permitted. Tentative requirements are drafted for Required Operational Capability Class 1. Also included is a Background Information and Users Guide for the draft specification structure proposed for the MIL-H-8501A revision. The Washington State Department of Transportation municipal stormwater monitoring program, in operation for about 8 years, never has received an external, objective assessment. In addition, the Washington State Department of Transportation would like to identify the standard operating procedures and quality assurance protocols that must be adopted so that their monitoring program will meet the requirements of the new National Pollutant Discharge Elimination System municipal stormwater permit. As a result, in March 2009, the Washington State Department of Transportation asked the U.S. Geological Survey to assess their pre-2009 municipal stormwater monitoring program. This report presents guidelines developed for the Washington State Department of Transportation to meet new permit requirements and regional/national stormwater monitoring standards to ensure that adequate processes and procedures are identified to collect high-quality, scientifically defensible municipal stormwater monitoring data. These include: (1) development of coherent vision and cooperation among all elements of the program; (2) a comprehensive approach for site selection; (3) an effective quality assurance program for field, laboratory, and data management; and (4) an adequate database and data management system.

For purposes of the Hanford facility dangerous waste permit application, the US Department of Energy`s contractors are identified as ``co-operators`` and sign in that capacity (refer to Condition I.A.2. of the Dangerous Waste Portion of the Hanford Facility Resource Conservation and Recovery Act Permit). Any identification of these contractors as an ``operator`` elsewhere in the application is not meant to conflict with the contractors` designation as co-operators but rather is based on the contractors` contractual status with the U.S. Department of Energy, Richland Operations Office. The Dangerous Waste Portion of the initial Hanford Facility Resource Conservation and Recovery Act Permit,more » which incorporated five treatment, storage, and/or disposal units, was based on information submitted in the Hanford Facility Dangerous Waste Permit Application and in closure plan and closure/postclosure plan documentation. During 1995, the Dangerous Waste Portion was modified twice to incorporate another eight treatment, storage, and/or disposal units; during 1996, the Dangerous Waste Portion was modified once to incorporate another five treatment, storage, and/or disposal units. The permit modification process will be used at least annually to incorporate additional treatment, storage, and/or disposal units as permitting documentation for these units is finalized. Airports are active facilities with numerous on-going operations at their sites. The following operations may adversely affect the water quality of nearby aquatic environments: De-icing runways; de-icing taxiways; de-icing and anti-icing aircraft; aircraft maintenance; and salt de-icer application. Until the amendments to the Clean Water Act of 1972, referred to as the Water Quality Act of 1987, were passed by Congress, the majority of storm water discharges in the US were unregulated. The Water Quality Act of 1987 was promulgated as an effort to manage the pollution resulting from storm water runoff. Delays in coordinating permit approvals between federal and state agencies translate into increased operational costs and stresses for the oil and gas industry. Making federal lease stipulation and area restriction data available on state agency Web sites will streamline a potential lessors review of available leases, encourage more active bidding on unleased federal lands, and give third-party operators independent access to data who otherwise may not have access to lease restrictions and other environmentalmore » data. As a requirement of the Energy Policy Conservation Act (EPCA), the Bureau of Land Management (BLM) is in the process of inventorying oil and natural gas resources beneath onshore federal lands and the extent and nature of any stipulation, restrictions, or impediments to the development of these resources. The EPCA Phase 1 Inventory resulted in a collection of GIS coverage files organized according to numerous lease stipulation reference codes. Meanwhile, state agencies also collect millions of data elements concerning oil and gas operations. Much of the oil and gas data nationwide is catalogued in the Ground Water Protection Council's (GWPC's) successfully completed Risk Based Data Management System (RBDMS). The GWPC and the states of Colorado, New Mexico, Utah, and Montana are implementing a pilot project where BLM lease stipulation data and RBDMS data will be displayed in a GIS format on the Internet. This increased access to data will increase bid activity, help expedite permitting, and encourage exploration on federal lands. Linking environmental, lease stipulation and resource inventory assessment data and making a GIS interface for the data available to industry and other agencies via the internet represents an important step in the GWPC strategy for all oil and gas regulatory e-commerce. The next step beyond mere data sharing for facilitating the permitting process is to make it possible for industry to file those permit applications electronically. Concentrated animal feeding operations (CAFOs) pose wide ranging environmental risks to many parts of the US and across the globe, but datasets for CAFO risk assessments are not readily available. Within the United States, some of the greatest concentrations of CAFOs occur in North Carolina. It is also one of the only states with publicly accessible location data for classes of CAFOs that are required to obtain water quality permits from the U.S. Environmental Protection Agency (EPA); however, there are no public data sources for the large number of CAFOs that do not require EPA water quality permits. We combined public records of CAFO locations with data collected in North Carolina by the Waterkeeper and Riverkeeper Alliances to examine the distribution of both permitted and non-permitted CAFOs across the state. Over half (55%) of the state's 6646 CAFOs are located in the Coastal Plain, a low-lying region vulnerable to flooding associated with regular cyclonic and convective storms. We identified 19% of CAFOs ≤ 100 m of the nearest stream, and some as close as 15 m to the nearest stream, a common riparian buffer width for water quality management. Future climate scenarios suggest large storm events are expected to become increasingly extreme, and dry interstorm periods could lengthen. Such extremes could exacerbate the environmental impacts of CAFOs. Understanding the potential impacts of CAFO agroecosystems will require remote sensing to identify CAFOs, fieldwork to determine the extent of environmental footprints, and modeling to identify thresholds that determine environmental risk under changing conditions. There are faint glimmers of hope again for offshore California operators. After more than a decade of often bitter strife over offshore oil and gas development and transportation issues, state officials and oil producers may be moving toward compromise solutions. Agricultural producers and public health authorities apply pesticides to control pests that damage crops and carry diseases. Due to the toxic nature of most pesticides, they are regulated by governments. Regulatory provisions require pesticides to be registered and restrictions operate to safeguard human health and the environment. Yet pesticides used near surface waters pose dangers to non-target species and drinking water supplies leading some governments to regulate discharges of pesticides under pollution discharge permits. The dual registration and discharge permitting provisions are burdensome. In the United States, agricultural interest groups are advancing new legislation that would exempt pesticide residues from water permitting requirements. An analysis of the dangers posed by pesticide residues in drinking water leads to a conclusion that both pesticide registration and pollutant discharge permitting provisions are needed to protect human health and aquatic species. The development of shale gas resources in the United States has been controversial as governments have been tardy in devising sufficient safeguards to protect both people and the environment. Alleged health and environmental damages suggest that other countries around the world that decide to develop their shale gas resources can learn from these problems and take further actions to prevent situations resulting in the release of harmful pollutants. Looking at U.S. federal regulations governing large animal operations under the permitting provisions of the Clean Water Act, the idea of a permitting program is proposed to respond to the risks of pollution by shale gas development activities. Governments can require permits before allowing the drilling of a new gas well. Each permit would include fluids and air emissions reduction plans containing best management practices to minimize risks and releases of pollutants. The public availability of permits and permit applications, as occurs for water pollution under various U.S. permitting programs, would assist governments in protecting public health. The permitting proposals provide governments a means for providing further assurances that shale gas development projects will not adversely affect people and the environment. We use the modular variables formalism to show that, in a number of protocols relevant for quantum information and for the realization of fundamental tests of quantum mechanics, it is possible to loosen the requirements on the logical subspace without jeopardizing their usefulness or their successful implementation. Such protocols involve measurements of appropriately chosen modular variables that permit the readout of the encoded discrete quantum information from the corresponding logical states. Finally, we demonstrate the experimental feasibility of our approach by applying it to the transverse degrees of freedom of single photons.

Treatment and disposal of explosives and munitions items have represented a significant management challenge for Department of Defense (DOD) facilities, particularly in light of increased regulatory scrutiny under the Federal Facilities Compliance Act provisions of the Resource Conservation and Recovery Act (RCRA). Subpart X of the RCRA regulations for storage, treatment, and disposal of hazardous wastes was drafted specifically to address explosive wastes. Until just recently, any DOD facility that was performing open burning/open detonation (OB/OD) of explosives was doing so under interim status for RCRA Part B Subpart X. In August 1996, Eglin Air Force Base (AFB), Florida becamemore » the first Air Force facility to be issued a final Part B Subpart X permit to perform OB/OD operations at two Eglin AFB active test ranges. This presentation will examine how Eglin AFB worked proactively with the State of Florida Department of Environmental Protection (FDEP) and EPA Region IV to develop permit conditions based upon risk assessment considerations for both air and ground-water exposure pathways. It will review the role of air emissions and air dispersion modeling in assessing potential exposure and impacts to both onsite and offsite receptors, and will discuss how air monitoring will be used to assure that the facility remains in compliance during OB/OD activities. The presentation will also discuss the soil and ground-water characterization program and associated risk assessment provisions for quarterly ground-water monitoring to assure permit compliance. Terra Incognita: Absence of Concentrated Animal Feeding Operations from the National Land Cover Database and Implications for Environmental Risk

The number of concentrated animal feeding operations (CAFOs) has increased rapidly in recent decades. Although important to food supplies, CAFOs may present significant risks to human health and environmental quality. The National land cover database (NLCD) is a publically available database of land cover whose purpose is to provide assessment of ecosystem health, facilitate nutrient modeling, land use planning, and developing land management practices. However, CAFOs do not align with any existing NLCD land cover classes. This is especially concerning due to their distinct nutrient loading characteristics, potential for other environmental impacts, and given that individual CAFOs may occupy several NLCD pixels worth of ground area. Using 2011 NLCD data, we examined the land cover classification of CAFO sites in North Carolina (USA). Federal regulations require CAFOs with a liquid waste disposal system to obtain a water quality permit. In North Carolina, there were 2679 permitted sites as of 2015, primarily in the southeastern part of the state. As poultry operations most frequently use dry waste disposal systems, they are not required to obtain a permit and thus, their locations are undocumented. For each permitted CAFO, we determined the mode of the NLCD land uses within a 50m buffer surrounding point coordinates. We found permitted CAFOS were most likely to be classified as hay/pasture (58%). An additional 13% were identified as row crops, leaving 29% as a non-agricultural land cover class, including wetlands (12%). This misclassification of CAFOs can have implications for environmental management and public policy. Scientists and land managers need access to better spatial data on the distribution of these operations to monitor the environmental impacts and identify the best landscape scale mitigation strategies. We recommend adding a new land cover class (concentrated animal operations) to the NLCD database.

A number of entrepreneurs are committed to the goal of developing and operating reusable launch vehicles for private human space travel. In order to promote this emerging industry, and to create a clear legal, regulatory, and safety regime, the United States (U.S.) Congress passed the Commercial Space Launch Amendments Act of 2004 (CSLAA). Signed on December 23, 2004 by U.S. President George W. Bush, the CSLAA makes the Federal Aviation Administration (FAA) responsible for regulating human spaceflight. The CSLAA, among other things, establishes an experimental permit regime for developmental reusable suborbital rockets. This paper describes the FAA's approach in developing guidelines for obtaining and maintaining an experimental permit, and describes the core safety elements of those guidelines.

We construct ℓ -spin-flipping matrices from the coefficient matrices of pure states of n qubits and show that the ℓ -spin-flipping matrices are congruent and unitary congruent whenever two pure states of n qubits are SLOCC and LU equivalent, respectively. The congruence implies the invariance of ranks of the ℓ -spin-flipping matrices under SLOCC and then permits a reduction of SLOCC classification of n qubits to calculation of ranks of the ℓ -spin-flipping matrices. The unitary congruence implies the invariance of singular values of the ℓ -spin-flipping matrices under LU and then permits a reduction of LU classification of n qubits to calculation of singular values of the ℓ -spin-flipping matrices. Furthermore, we show that the invariance of singular values of the ℓ -spin-flipping matrices Ω 1^{(n)} implies the invariance of the concurrence for even n qubits and the invariance of the n-tangle for odd n qubits. Thus, the concurrence and the n-tangle can be used for LU classification and computing the concurrence and the n-tangle only performs additions and multiplications of coefficients of states.

...Under section 110(k)(6) of the Clean Air Act, EPA is proposing to correct our May 2004 final approval of revisions to the San Joaquin Valley Unified Air Pollution Control District portion of the California State Implementation Plan. EPA is also proposing to take action on three amended District rules, one of which was submitted on March 7, 2008 and the other two of which were submitted on March 17, 2009. Two of the submitted rules reflect revisions to approved District rules that provide for review of new and modified stationary sources (``new source review'' or NSR) within the District, and the third reflects revisions to an approved District rule that provides a mechanism by which existing stationary sources may be exempt from the requirement to secure a Federally-mandated operating permit. The NSR rule revisions relate to exemptions from permitting and from offsets for certain agricultural operations, to the establishment of NSR applicability and offset thresholds consistent with a classification of ``extreme'' nonattainment for the ozone standard, and to the implementation of EPA's NSR Reform Rules. With respect to the revised District NSR rules, EPA is proposing a limited approval and limited disapproval because, although the changes would strengthen the SIP, there are deficiencies in enforceability that prevent full approval. With respect to the operating permit rule, EPA is proposing a full approval. Lastly, EPA is proposing to rescind certain obsolete permitting requirements from the District portion of the California plan. If EPA were to finalize the limited approval and limited disapproval action, as proposed, then a sanctions clock, and EPA's obligation to promulgate a Federal implementation plan, would be triggered because certain revisions to the District rules that are the subject of this action are required under anti-backsliding principles established for the transition from the 1-hour to the 8-hour ozone standard.

Christman have announced a joint initiative to establish commercial hazardous waste treatment and disposal facilities Pennsylvania. The state Hazardous Sites Cleanup Act, which Gov. Robert P. Casey signed into law last October, called for accelerated efforts in this regard. This renewal application for the Industrial Wastewater Reuse Permit (IWRP) WRU-I-0160-01 at Idaho National Laboratory (INL), Materials and Fuels Complex (MFC) Industrial Waste Ditch (IWD) and Industrial Waste Pond (IWP) is being submitted to the State of Idaho, Department of Environmental Quality (DEQ). This application has been prepared in compliance with the requirements in IDAPA 58.01.17, Recycled Water Rules. Information in this application is consistent with the IDAPA 58.01.17 rules, pre-application meeting, and the Guidance for Reclamation and Reuse of Municipal and Industrial Wastewater (September 2007). This application is being submitted using much of the same information contained in themore » initial permit application, submitted in 2007, and modification, in 2012. There have been no significant changes to the information and operations covered in the existing IWRP. Summary of the monitoring results and operation activity that has occurred since the issuance of the WRP has been included. MFC has operated the IWP and IWD as regulated wastewater land treatment facilities in compliance with the IDAPA 58.01.17 regulations and the IWRP. Industrial wastewater, consisting primarily of continuous discharges of nonhazardous, nonradioactive, routinely discharged noncontact cooling water and steam condensate, periodic discharges of industrial wastewater from the MFC facility process holdup tanks, and precipitation runoff, are discharged to the IWP and IWD system from various MFC facilities. Wastewater goes to the IWP and IWD with a permitted annual flow of up to 17 million gallons/year. All requirements of the IWRP are being met. The Operations and Maintenance Manual for the Industrial Wastewater System will be updated to include any new requirements.« less

Medicines that are vital for the saving and preserving of life in conditions of public health emergency or endemic serious disease are known as essential medicines. In many developing world settings such medicines may be unavailable, or unaffordably expensive for the majority of those in need of them. Furthermore, for many serious diseases (such as HIV/AIDS and tuberculosis) these essential medicines are protected by patents that permit the patent-holder to operate a monopoly on their manufacture and supply, and to price these medicines well above marginal cost. Recent international legal doctrine has placed great stress on the need to globalise intellectual property rights protections, and on the rights of intellectual property rights holders to have their property rights enforced. Although international intellectual property rights law does permit compulsory licensing of protected inventions in the interests of public health, the use of this right by sovereign states has proved highly controversial. In this paper I give an argument in support of states' sovereign right to expropriate private intellectual property in conditions of public health emergency. This argument turns on a social contract argument for the legitimacy of states. The argument shows, further, that under some circumstances states are not merely permitted compulsory to license inventions, but are actually obliged to do so, on pain of failure of their legitimacy as sovereign states. The argument draws freely on a loose interpretation of Thomas Hobbes's arguments in his Leviathan, and on an analogy between his state of War and the situation of public health disasters.

Off-label prescription of genetically modified organism medicines in europe: emerging conflicts of interest?

Recently, the first human medicine containing a genetically modified organism (GMO medicine) was authorized for use in the European market. Just as any medicinal product, the market authorization for a GMO medicine contains a precise description of the therapeutic use for which the medicinal product is intended. Within this use, the application of the GMO medicine is permitted, without the need for the institution to obtain a specific permit. In practice, however, medicinal products are also frequently prescribed for treatment outside the registered therapeutic use, a practice that is referred to as "off-label use." While off-label use of conventional medicines is permitted and has been very useful, the off-label use of GMO medicines is not covered in the European Union (EU) legislation or guidelines and falls under each member state's national environmental legislation. This implies that in the Netherlands and most other EU member states, an environmental permit will be required for any institution that uses the GMO medicine outside the registered application(s). In the Netherlands, this permit is identical to the permits required for the execution of clinical trials involving nonregistered GMOs. The application procedure for such permit is time-consuming. This process can therefore limit the therapeutic options for medical professionals. As a consequence, desired treatment regimens could be withheld for certain patient (groups). To make future off-label use of GMO medicines permissible in a way that is acceptable for all stakeholders, regulators should adopt a proactive attitude and formulate transparent legislative procedures for this. Only then the field can maintain the public acceptance of GMO medicines, while maintaining the freedom to operate of medical professionals.

In 2005, Oklahoma mines produced both industrial minerals and coal. No metals were mined in the state. Based on value, leading industrial minerals include crushed stone followed by cement, construction sand and gravel, industrial sand and gravel, iodine and gypsum. The Oklahoma Department of Mines (ODOM) reported that more than 343 mine operators produced nonfuel minerals from 405 mines in the state. However, 530 mining permitted sites were on file. The operation of an APPLE II based undulator beamline with all its polarization states (linear horizontal and vertical, circular and elliptical, and continous variation of the linear vector) requires an effective description allowing an automated calculation of gap and shift parameter as function of energy and operation mode. The extension of the linear polarization range from 0 to 180° requires 4 shiftable magnet arrrays, permitting use of the APU (adjustable phase undulator) concept. Studies for a pure fixed gap APPLE II for the SLS revealed surprising symmetries between circular and linear polarization modes allowing for simplified operation. A semi-analytical model covering all types of APPLE II and its implementation will be presented.

An entanglement witness (EW) is an operator that allows the detection of entangled states. We give necessary and sufficient conditions for such operators to be optimal, i.e., to detect entangled states in an optimal way. We show how to optimize general EW, and then we particularize our results to the nondecomposable ones; the latter are those that can detect positive partial transpose entangled states (PPTES's). We also present a method to systematically construct and optimize this last class of operators based on the existence of ``edge'' PPTES's, i.e., states that violate the range separability criterion [Phys. Lett. A 232, 333 (1997)] in an extreme manner. This method also permits a systematic construction of nondecomposable positive maps (PM's). Our results lead to a sufficient condition for entanglement in terms of nondecomposable EW's and PM's. Finally, we illustrate our results by constructing optimal EW acting on H=C2⊗C4. The corresponding PM's constitute examples of PM's with minimal ``qubit'' domains, or-equivalently-minimal Hermitian conjugate codomains.

The Transient Reactor Test Facility (TREAT) is a large air-cooled test facility located at the Idaho National Engineering Laboratory. Two of the major design features of TREAT, its large size and its being an air-cooled reactor, provide clues to both its advantages and disadvantages for supporting nuclear laser experiments. Its large size, which is dictated by the dilute uranium/graphite fuel, permits accommodation of geometrically large experiments. However, TREAT's large size also results in relatively long transients so that the energy deposited in an experiment is large relative to the peak power available from the reactor. TREAT's air-cooling mode of operation allows its configuration to be changed fairly readily. Due to air cooling, the reactor cools down slowly, permitting only one full power transient a day, which can be a disadvantage in some experimental programs. The reactor is capable of both steady-state or transient operation.

On April 1, 2010, the Environmental Protection Agency (EPA) issued a set of new guidelines to several of its Regional offices regarding the compliance of surface coal mining operations in Appalachia with the provisions of the Clean Water Act (CWA), the National Environmental Policy Act, and the environmental justice Executive Order (E.O. 12898). The stated purpose of the guidance was to explain more fully the approach that the EPA will be following in permit reviews, and to provide additional assurance that its Regional offices use clear, consistent, and science-based standards in reviewing the permits. Although the new guidelines go into effect immediately, they will be subjected to review both by the public and by the EPA's Science Advisory Board, with a set of final guidelines to be issued no later than April 1, 2011.

A superconductor comprised of a polycrystalline metal oxide such as YBa[sub 2]Cu[sub 3]O[sub 7[minus]X] (where 0 < X < 0.5) exhibits superconducting properties and is capable of conducting very large current densities. By aligning the two-dimensional Cu-O layers which carry the current in the superconducting state in the a- and b-directions, i.e., within the basal plane, a high degree of crystalline axes alignment is provided between adjacent grains permitting the conduction of high current densities. The highly anisotropic diamagnetic susceptibility of the polycrystalline metal oxide material permits the use of an applied magnetic field to orient the individual crystals when in the superconducting state to substantially increase current transport between adjacent grains. In another embodiment, the anisotropic paramagnetic susceptibility of rare-earth ions substituted into the oxide material is made use of as an applied magnetic field orients the particles in a preferential direction. This latter operation can be performed with the material in the normal (non-superconducting) state. 4 figs.
