The MITT Study Area includes the existing Mariana Islands Range Complex (MIRC), additional areas on the high seas, and a general transit corridor between Hawaii to MITT where training and testing activities may occur. The MIRC is the only major Navy range complex in the Study Area. The DoN is preparing this EIS/OEIS to renew current regulatory permits and authorizations, address current training and testing not covered under existing permits and authorizations, and to obtain those permits and authorizations necessary to support force structure changes and emerging and future training and testing requirements including those associated with new platforms and weapons systems within the MITT Study Area, starting in 2015, thereby ensuring critical Department of Defense (DoD) requirements are met. The DoN will invite the National Marine Fisheries Service, United States (U.S.) Fish and Wildlife Service (Pacific Islands Fish and Wildlife Office), and U.S. Air Force, to be cooperating agencies in preparation of the EIS/OEIS.

The National Environmental Policy Act of 1969 (NEPA) requires that an Environmental Impact Statement (FIS) be prepared whenever a federal action is considered that could result in a significant impact on the environment. Such actions include the issuance of construction or operating licenses for nuclear facilities and power plants, hydroelectric dams, or the diversion of water from rivers and lakes. An EIS is usually required if federal funds are involved. The U.S. Environmental Protection Agency and U.S. Council for Environmental Quality have developed guidelines and regulations for the preparation of an EIS. An EIS is not a scientific report. It is a legal document whose primary function is its use by decision-making agencies in approving or not approving the proposed federal action. The EIS is also used to inform the public and other government agencies of the environmental impacts of the proposed facility. The NEPA process allows public input into the decision-making process. An EIS should be short and concise, analytical, conclusory, be written for a non-technical audience, discuss the pros and cons of the proposed facility, and examine the impacts of all alternatives to the proposed action. The EIS should identify all adverse environmental impacts that cannot be avoided. The conclusions reached in the EIS should be clearly stated and supported by discussions and data in the text and by references to show that the agency has made the necessary analyses. The paper discusses the purpose and contents of these documents and the environmental procedures used in the U.S.A., especially as they relate to nuclear power plants.

The EIS will consider the potential environmental impacts of new fuel economy standards for model years 2017-2025 passenger cars and light trucks that NHTSA will be proposing pursuant to the Energy Independence and Security Act of 2007. This notice initiates the NEPA scoping process by inviting comments from Federal, State, and local agencies, Indian tribes, and the public to help identify the environmental issues and reasonable alternatives to be examined in the EIS. This notice also provides guidance for participating in the scoping process and additional information about the alternatives NHTSA expects to consider in its NEPA analysis. In preparing this notice, NHTSA has shared the document with the Council on Environmental Quality (CEQ), the Environmental Protection Agency (EPA), and the Department of Energy (DOE).

NASA is required by the National Environmental Policy Act (NEPA) to prepare an appropriate level environmental analysis for its major projects. Development of the X-33 Technology Demonstrator and its associated flight test program required an environmental impact statement (EIS) under the NEPA. The EIS process is consists of four parts: the "Notice of Intent" to prepare an EIS and scoping; the draft EIS which is distributed for review and comment; the final ETS; and the "Record of Decision." Completion of this process normally takes from 2 - 3 years, depending on the complexity of the proposed action. Many of the agency's newest fast track, technology demonstration programs require NEPA documentation, but cannot sustain the lengthy time requirement between program concept development to implementation. Marshall Space Flight Center, in cooperation with Kennedy Space Center, accomplished the NEPA process for the X-33 Program in 13 months from Notice of Intent to Record of Decision. In addition, the environmental team implemented an extensive public involvement process, conducting a total of 23 public meetings for scoping and draft EIS comment along with numerous informal meetings with public officials, civic organizations, and Native American Indians. This paper will discuss the fast track approach used to successfully accomplish the NEPA process for X-33 on time.

The merits of the fauna section of the Olympic Dam Project Environmental Impact Statement (EIS) are discussed. The values of different survey methods and monitoring organisms used in this document are evaluated following 10 years of fauna monitoring and research subsequent to the preparation of the EIS. The pilot fauna reconnaissance was found to be of little value, although the associated literature review formed an integral part of the EIS. Over 95% of all amphibian, reptile and bird species recorded at Olympic Dam were confirmed or predicted to occur in the EIS. Mammal predictions were less accurate because of themore » sparse populations and irruptive nature of several arid-zone species. Prediction and monitoring of rare species were demonstrably difficult. The Olympic Dam Project EIS was found in general to be an accurate and useful document. The National Enviromental Policy Act requires that government agencies make a detailed enviromental impact statement (EIS) for all research significantly affecting the environment. These statements must be supplemented if the project substantially changes or if new information is obtained. The Foundation on Economic Trends argued that three developments in recombinant DNA research will significantly alter the enviromental impact, thereby mandating a new EIS by the National Institutes of Health (NIH). These developments are cloning oncogenic viruses, engineering the human immunodeficiency virus into cells not normally susceptible to it, and introducing AIDS genetic codes into mice. The U.S. District Court, District of Columbia, held that the first two projects do not pose a greater risk and that the enviromental assessment being prepared by NIH on the third satisfies the requirements of the National Enviromental Policy Act.

The US Department of Energy (DOE), prepared a draft Supplement Analysis (SA) for Continued Operation of Lawrence Livermore National Laboratory (LLNL) and Sandia National Laboratories, Livermore (SNL-L), in accordance with DOE`s requirements for implementation of the National Environmental Policy Act of 1969 (NEPA) (10 Code of Federal Regulations [CFR] Part 1021.314). It considers whether the Final Environmental Impact Statement and Environmental Impact Report for Continued Operation of Lawrence Livermore National Laboratory and Sandia National Laboratories, Livermore (1992 EIS/EIR) should be supplement3ed, whether a new environmental impact statement (EIS) should be prepared, or no further NEPA documentation is required. The SAmore » examines the current project and program plans and proposals for LLNL and SNL-L, operations to identify new or modified projects or operations or new information for the period from 1998 to 2002 that was not considered in the 1992 EIS/EIR. This EIS analyzes the significant environmental impacts that could occur if various technologies for management and disposal of high-level and transuranic wastes from commercial nuclear power reactors were to be developed and implemented. This EIS will serve as the environmental input for the decision on which technology, or technologies, will be emphasized in further research and development activities in the commercial waste management program. The action proposed in this EIS is to (1) adopt a national strategy to develop mined geologic repositories for disposal of commercially generated high-level and transuranic radioactive waste (while continuing to examine subseabed and very deepmore » hole disposal as potential backup technologies) and (2) conduct a R and D program to develop such facilities and the necessary technology to ensure the safe long-term containment and isolation of these wastes. The Department has considered in this statement: development of conventionally mined deep geologic repositories for disposal of spent fuel from nuclear power reactors and/or radioactive fuel reprocessing wastes; balanced development of several alternative disposal methods; and no waste disposal action. This EIS reflects the public review of and comments offered on the draft statement. Included are descriptions of the characteristics of nuclear waste, the alternative disposal methods under consideration, and potential environmental impacts and costs of implementing these methods. Because of the programmatic nature of this document and the preliminary nature of certain design elements assumed in assessing the environmental consequences of the various alternatives, this study has been based on generic, rather than specific, systems. At such time as specific facilities are identified for particular sites, statements addressing site-specific aspects will be prepared for public review and comment.« less

In the summer of 2020, the National Aeronautics and Space Administration (NASA) plans to launch a spacecraft as part of the Mars 2020 mission. One option for the rover on the proposed spacecraft uses a Multi-Mission Radioisotope Thermoelectric Generator (MMRTG) to provide continuous electrical and thermal power for the mission. An alternative option being considered is a set of solar panels for electrical power with up to 80 Light-Weight Radioisotope Heater Units (LWRHUs) for local component heating. Both the MMRTG and the LWRHUs use radioactive plutonium dioxide. NASA is preparing an Environmental Impact Statement (EIS) in accordance with the Nationalmore » Environmental Policy Act. Guidelines for implementation of the National Environmental Policy Act state that environmental impact statements (EISs) shall use “appropriate graphics.” We examined one component of graphics, typography, identifying applicable criteria from the literature and applying them to 150 EISs prepared by seven agencies. We found that the EISs ranged widely in typographic quality. The average EIS met fewer than seven of ten criteria; 12% were considered unreadable. The results suggest that weak typography may seriously limit public review of EISs. Agencies are encouraged to make typography a serious component of their public participation programs.

The DOE, after an independent review, has adopted an Environmental Assessment (EA) prepared by the US Department of Agriculture (USDA) which evaluates use of an Integrated Wildlife Damage Management approach at Argonne National Laboratory-East (ANL-E) in DuPage County, Illinois (April 1995). In 1994, the USDA issued a programmatic Environmental Impact Statement (EIS) that covers nationwide animal damage control activities. The EA for Management of Wildlife Causing Damage at ANL-E tiers off this programmatic EIS. The USDA wrote the EA as a result of DOE`s request to USDA to prepare and implement a comprehensive Wildlife Management Damage Plan; the USDA hasmore » authority for animal damage control under the Animal Damage Control Act of 1931, as amended, and the Rural Development, Agriculture and Related Agencies Appropriations Act of 1988. DOE has determined, based on the analysis in the EA, that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an EIS is not required. This report contains the Environmental Assessment, as well as the Finding of No Significant Impact (FONSI).« less

The final EIR/EIS, which we prepared and now announce in accordance with the National Environmental Policy Act of 1969 (NEPA), describes the restoration of approximately 2,300 acres (ac) of former farmland located in Sonoma County, California, near the San Pablo Bay. The final EIR/EIS responds to all comments we received on the draft document. The restoration project, which would be implemented by the SLT, would restore natural estuarine ecosystems on diked baylands, while providing public access and recreational and educational opportunities compatible with ecological and cultural resources protection. The U.S. Army Corps of Engineers, San Francisco District, and the National Marine Fisheries Service of the National Oceanic and Atmospheric Administration are cooperating agencies on the final EIR/EIS.

The Department of Energy/National Nuclear Security Administration (DOE/NNSA) is proposing to provide analytical chemistry (AC) and materials characterization (MC) capabilities at the Los Alamos National Laboratory (LANL) by using a combination of existing space in two existing buildings: the Radiological Laboratory/Utility/Office Building (RLUOB) and the Plutonium Facility, Building 4 (PF-4) in TA-55. This represents a change from decisions made by DOE as informed by previous National Environmental Policy Act (NEPA) analyses. In accordance with Council on Environmental Quality (CEQ) and DOE requirements, NNSA is preparing a Supplement Analysis (SA) to evaluate the potential environmental impacts of the proposed action. Themore » focus of this analysis is on determining whether the proposal to provide AC and MC laboratory capabilities in existing space in RLUOB and PF-4 rather than building a new nuclear facility (NF) is a substantial change that is relevant to environmental concerns or whether new circumstance or information relevant to environmental concerns and bearing on the proposed action or its impacts are significant. The end result of the analysis is a determination whether the existing Chemistry and Metallurgy Research Building Replacement Environmental Impact Statement (CMRR EIS) should be supplemented, a new EIS should be prepared, or no further NEPA analysis is necessary. This report provides data for incorporation into the Supplement Analysis being written by Leidos, Inc. under contract to NNSA. Responding to the data call requires several areas of expertise. Los Alamos subject matter experts estimate equipments lists, facility modifications, waste quantities, labor needs and radiological doses. Los Alamos NEPA experts assist Leidos in compiling existing data from the LANL Site-Wide Environmental Impact Statement (SWEIS) and CMRR EIS for public and other impacts. Bounding conditions are used to determine NEPA estimates.« less

The proposed DOE action considered in this environmental impact statement (EIS) is to implement appropriate processes for the safe and efficient management of spent nuclear fuel and targets at the Savannah River Site (SRS) in Aiken County, South Carolina, including placing these materials in forms suitable for ultimate disposition. Options to treat, package, and store this material are discussed. The material included in this EIS consists of approximately 68 metric tons heavy metal (MTHM) of spent nuclear fuel 20 MTHM of aluminum-based spent nuclear fuel at SRS, as much as 28 MTHM of aluminum-clad spent nuclear fuel from foreign andmore » domestic research reactors to be shipped to SRS through 2035, and 20 MTHM of stainless-steel or zirconium-clad spent nuclear fuel and some Americium/Curium Targets stored at SRS. Alternatives considered in this EIS encompass a range of new packaging, new processing, and conventional processing technologies, as well as the No Action Alternative. A preferred alternative is identified in which DOE would prepare about 97% by volume (about 60% by mass) of the aluminum-based fuel for disposition using a melt and dilute treatment process. The remaining 3% by volume (about 40% by mass) would be managed using chemical separation. Impacts are assessed primarily in the areas of water resources, air resources, public and worker health, waste management, socioeconomic, and cumulative impacts.« less

A methodology for monitoring the impacts predicted in environmental impact statements (EIS's) was developed using the EIS on phosphate development in southeastern Idaho as a case study. A monitoring system based on this methodology: (1) coordinates a comprehensive, intergovernmental monitoring effort; (2) documents the major impacts that result, thereby improving the accuracy of impact predictions in future EIS's; (3) helps agencies control impacts by warning them when critical impact levels are reached and by providing feedback on the success of mitigating measures; and (4) limits monitoring data to the essential information that agencies need to carry out their regulatory and environmental protection responsibilities. The methodology is presented as flow charts accompanied by tables that describe the objectives, tasks, and products for each work element in the flow chart.

Adequate provision of information is essential for decision making. This paper provides the results of the quality assessment of Environmental Impact Statements (EIS), documents prescribed by EIA Directive (337/85/EEC). The assessment was completed by several categories of reviewers in Estonia, which has been an EU member state since 2004. The quality assessment of EIS was based on the EC Guidance on EIS Review (2001). Firstly, the quality assessment of 50 randomly selected EIS was carried out by a single reviewer. Secondly, the individual grading among 24 independent reviewers of a single EIS was tested. Thirdly, a comparison of the resultsmore » of 15 individual and 5 group assessments of the same EIS was conducted. The results from the quality assessment of the selected EIS demonstrate a satisfactory level of information provided for decision making; 68% of the sample EIS were positively graded. However, more than half of the 50 EIS were graded as 'just satisfactory'. Comparison between the individual and group assessment of the same EIS demonstrates that the group assessment is more critical than the individual assessment. This possibly results from a wider technical expertise and balancing of subjective values and perspectives among group members. Arguably, the current practice of EIA competent authorities assessing the quality of EIS with individuals could be revised. We discuss the effect of the group assessment on expanding the narrow technical expertise and the subjectivity of a single expert.« less

This report has been prepared to make available and archive background scientific data and related information on climate, ambient air quality, and ambient noise levels collected during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The US Department of Energy (DOE) published a notice withdrawing its Notice of Intent to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated.more » The report presents a general description of the climate add air quality for the islands of Hawaii (henceforth referred to as Hawaii), Maui and Oahu. It also presents a literature review as baseline information on the health effects of sulfide. The scientific background data and related information is being made available for use by others in conducting future scientific research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.« less

The importance of emotional intelligence (EI) for effective teamwork and leadership within the workplace is increasingly apparent. As suggested by the 2013 CAPE Outcomes, we recommend that colleges and schools of pharmacy consider EI-related competencies to build self-awareness and professionalism among students. In this Statement, we provide two examples of the introduction of EI into pharmacy curricula. In addition, we provide a 4-phase process based on recommendations developed by EI experts for structuring and planning EI development. In September and October 1995, the Oregon Department of Energy (ODOE) and the Oregon Hanford Waste Board (the Board) carried out an ambitious public involvement process. They set out to explore new ways to better involve the public in technical issues involving the US Department of Energy (USDOE). They selected the draft Programmatic Environmental Impact Statement (EIS) on the Storage and Disposition of Weapons-Usable Fissile Materials as the subject for the public involvement effort. They selected this EIS because of its high degree of technical complexity, its potential for impacting Hanford cleanup and Oregon, its broad reach of issues involvingmore » all USDOE sites and the long lead time it allowed for preparation. The traditional process used by USDOE for public involvement seldom allows external agencies sufficient lead time to develop good public involvement processes. For this EIS, USDOE began the public involvement process very early in the development of the EIS, which allowed them the lead time they needed. ODOE and the Board have a great deal of experience in working with the public on a wide range of nuclear issues. This project was larger and more complex than anything they had attempted before. They used several different forums and a common format. The public response was very positive and encouraging.« less

The Department of Energy (DOE) has prepared an environmental assessment (EA), DOE/EA-0804, for the proposed replacement of a deteriorated brine disposal pipeline from the Strategic Petroleum Reserve (SPR) Bryan Mound storage facility in Brazoria County, Texas, into the Gulf of Mexico. In addition, the ocean discharge outfall would be moved shoreward by locating the brine diffuser at the end of the pipeline 3.5 miles offshore at a minimum depth of 30 feet. The action would occur in a floodplain and wetlands; therefore, a floodplain/wetlands assessment has been prepared in conjunction with this EA. Based on the analyses in the EA,more » DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969 (42 USC. 4321, et seg.). Therefore, the preparation of an Environmental Impact Statement (EIS) is not required, and the Department is issuing this Finding of No Significant Impact (FONSI). This FONSI also includes a Floodplain Statement of Findings in accordance with 10 CFR Part 1022.« less

Welcome to this symposium which is part of the ongoing effort to prepare an Environmental Impact Statement (EIS) regarding mountaintop mining and valley fills. The EIS is being prepared by the U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, U.S. Office of Surface Mining, and U.S. Fish and Wildlife Service, in cooperation with the State of West Virginia. Aquatic Ecosystem Enhancement (AEE) at mountaintop mining sites is one of fourteen technical areas identified for study by the EIS Interagency Steering Committee. Three goals were identified in the AEE Work Plan: 1. Assess mining and reclamation practices to show howmore » mining operations might be carried out in a way that minimizes adverse impacts to streams and other environmental resources and to local communities. Clarify economic and technical constraints and benefits. 2. Help citizens clarify choices by showing whether there are affordable ways to enhance existing mining, reclamation, mitigation processes and/or procedures. 3. Ide identify data needed to improve environmental evaluation and design of mining projects to protect the environment. Today’s symposium was proposed in the AEE Team Work Plans but coordinated planning for the event began September 15, 1999 when representatives from coal industry, environmental groups and government regulators met in Morgantown. The meeting participants worked with a facilitator from the Canaan Valley Institute to outline plans for the symposium. Draft Environmental Impact Statement for the Ulysses Mission (Tier 2)

This Draft Environmental Impact Statement (DEIS) addresses the environmental impacts which may be caused by the preparation and operation of the Ulysses spacecraft, including its planned launch on the Space Transportation System (STS) Shuttle and the alternative of canceling further work on the mission. The launch configuration will use the STS/Inertial Upper Stage (IUS)/Payload Assist Module-Special(PAM-S) combination. The Tier 1 EIS included a delay alternative which considered the Titan 4 launch vehicle as an alternative booster stage for launch in 1991 or later. However, the U.S. Air Force, which procures the Titan 4 for NASA, could not provide a Titan 4 vehicle for the 1991 launch opportunity because of high priority Department of Defense requirements. The only expected environmental effects of the proposed action are associated with normal Shuttle launch operations. These impacts are limited largely to the near-field at the launch pad, except for temporary stratospheric ozone effects during launch and occasional sonic boom effects near the landing site. These effects have been judged insufficient to preclude Shuttle launches. In the event of (1) an accident during launch, or (2) reentry of the spacecraft from earth orbit, there are potential adverse health and environmental effects associated with the possible release of plutonium dioxide from the spacecraft's radioisotope thermoelectric generators (RTG). The potential effects considered in this EIS include risks of air and water quality impacts, local land area contamination, adverse health and safety impacts, the disturbance of biotic resources, impacts on wetland areas or areas containing historical sites, and socioeconomic impacts. Intensive analysis of the possible accidents associated with the proposed action are underway and preliminary results indicate small health or environmental risks. The results of a Final Safety Analysis Report will be available for inclusion into the final EIS.
