Report-reading patterns of technical managers and nonmanagers

A survey to determine the review and reading processes used by technical managers and nonmanagers indicates that the summary, abstract, conclusion, title page, and introduction are the components used most frequently by both groups to decide whether to read a NASA technical report. In the review process, significantly more managers than nonmanagers use the summary and conclusion, whereas significantly more nonmanagers use the abstract and title page. The most common sequence of review consists of the title page, abstract, and summary, in that order, for both groups. In the reading process, the conclusion, results and discussion, and summary are the components read by the highest percentage of both groups.

Efforts in the DOE/NASA concept development and evaluation program are discussed for the solar power satellite power transmission and reception system. A technical summary is provided together with a summary of system assessment activities. System options and system definition drivers are described. Major system assessment activities were in support of the reference system definition, solid state system studies, critical technology supporting investigations, and various system and subsystem tradeoffs. These activities are described together with reference system updates and alternative concepts for each of the subsystem areas. Conclusions reached as a result of the numerous analytical and experimental evaluations are presented. Remaining issues for a possible follow-on program are identified.

A summary of work accomplished under Technical Task Agreement by the Marshall Space Flight Center (MSFC) documents activities regarding the Environmental Control and Life Support Systems (ECLSS) of the International Space Station (ISS) program. These MSFC activities were in-line to the designing, the development, the testing, and the flight of ECLSS equipment. MSFC's unique capabilities for performing integrated system testing and analyses, and its ability to perform some tasks cheaper and faster to support ISS program needs are the basis for the Technical Task Agreement activities. Tasks were completed in the Water Recovery Systems, Air Revitalization Systems, and microbiology areas. The results of each task is described in this summary report.

The Office of Exploration (OEXP) at NASA Headquarters has been tasked with defining and recommending alternatives for an early 1990's nationaL decision on a focused program of human exploration of the solar system. The Mission Analysis and System Engineering (MASE) group, which is managed by the Exploration Studies Office at the Lyndon B. Johnson Space Center, is responsible for coordinating the technical studies necessary for accomplishing such a task. This technical report, produced by the MASE, describes the process that has been developed in a case study approach. The four case studies developed in FY88 include: (1) Human Expedition to Phobos; (2) Human Expedition to Mars; (3) Lunar Observatory; and (4) Lunar Outpost to Early Mars Evolution. The final outcome of this effort is a set of programmatic and technical conclusions and recommendations for the following year's work.

The purpose of the project is to determine the feasibility of an interconnection of the electric power systems of Sarawak and West Kalimantan as is being done elsewhere in the region. The report presents technical and economic evaluations and assesses the realibility of the system after the interconnection. The study is divided into three volumes. The 2nd Space Solar Power Technical Interchange Meeting (SSP TIM 2) was conducted September 21st through 24th with the first part consisting of a Plenary session. The summary results of this Plenary session are contained in part one of this report. The attendees were then organized into Working Breakout Sessions and Integrated Product Team (IPT) Sessions for the purpose of conducting in-depth discussions in specific topic areas and developing a consensus as to appropriate study plans and actions to be taken. The Second part covers the Plenary Summary Session, which contains the summary results of the Working Breakout Sessions and IPT Sessions. The appendix contains the list of attendees. The ob'jective was to provide an update for the study teams and develop plans for subsequent study activities. This SSP TIM 2 was initiated and the results reported electronically over the Internet. A technical summary is presented of the escape/rescue and the hazards analyses for manned missions and operations in the 1980 time frame. Hazards are interpreted as hazards to man, not to equipment, program schedule, or program objectives. Hazards in 39 individual areas are analyzed, and corrective measures are recommended. Over 200 safety guidelines are proposed, based on significant hazards. Escape and rescue situtations and requirements are identified and analyzed, and escape/survival/rescue concepts are defined to cope with each escape/rescue situation. Areas in which research or technical development efforts could improve mission safety are identified. It is concluded that the primary emphasis should be on survival and escape provisions, with rescue required only where self-help cannot bring the endangered crewmen to a safe haven.

Case managers facilitate continuity of care for persons living with HIV (PLWH) by coordination of resources and referrals to social services and medical care. The complexity of HIV care and associated comorbidities drives the need for medical and psychosocial care coordination, which may be achieved through health information exchange (HIE) systems. However, the use of HIE has not been well studied in the context of HIV services. The purpose of this descriptive qualitative study is to explore factors influencing case managers' adoption of electronic clinical data (ECD) summaries as an HIE strategy in HIV care through application of the "fit between individuals, task and technology" (FITT) framework. Focus group methodology was used to gather perceptions from 48 participants who provided direct case management services for PLWH in New York City. Questions addressed current quality and efficiency challenges to HIE utilization in the context of case management of PLWH as well as barriers and enablers to use of an ECD summary. Analysis of the data was guided by the FITT framework. Major themes by interaction type were: (1) task-technology fit - resources, time and workflow; (2) individual-task fit - training and technical support; and 3) individual-technology fit - ECD summary functionality, technical difficulties and the need of a computer for each end-user. Our findings provide evidence for the applicability of the FITT framework to explore case managers' perceptions of factors influencing the adoption of ECD summary systems for HIV care prior to actual implementation. Assessment of fit among individual, task, and technology and addressing the concerns identified prior to implementation is critical to successful adoption of health information technology as a strategy to improve quality and efficiency in health care. The Half-Degree Imager (HDI) was first attached to the WIYN 0.9-m Telescope in October, 2013. In the three years since then, it has served a large community of astronomers throughout the WIYN 0.9-m consortium. The large field of view and relatively short readout time, combined with a large selection of broad-band and narrow-band filters, make HDI a powerful tool for large-area surveys. I will provide a summary of the technical features of this CCD camera and its operations, and present statistics on its use -- showing the fraction of time lost due to bad weather and technical problems. I will reserve time to answer questions from the audience, including those who may be interested in using HDI for their own projects.

Systematic reviews are important for decision-makers. They offer many potential benefits but are often written in technical language, are too long, and do not contain contextual details which makes them hard to use for decision-making. There are many organizations that develop and disseminate derivative products, such as evidence summaries, from systematic reviews for different populations or subsets of decision-makers. This systematic review will assess the effectiveness of systematic review summaries on increasing policymakers' use of systematic review evidence and to identify the components or features of these summaries that are most effective. We will include studies of policy-makers at all levels as well as health-system managers. We will include studies examining any type of "evidence summary," "policy brief," or other products derived from systematic reviews that present evidence in a summarized form. The primary outcomes are the following: (1) use of systematic review summaries decision-making (e.g., self-reported use of the evidence in policy-making, decision-making) and (2) policy-maker understanding, knowledge, and/or beliefs (e.g., changes in knowledge scores about the topic included in the summary). We will conduct a systematic review of randomized controlled trials (RCTs), non-randomized controlled trials (NRCTs), controlled before-after studies (CBA), and interrupted time series (ITS) studies. The results of this review will inform the development of future systematic review summaries to ensure that systematic review evidence is accessible to and used by policy-makers making health-related decisions.

Phase 2 of the four phase NASA/DoD Aerospace Knowledge Diffusion Research Project was undertaken to study the transfer of scientific and technical information (STI) from government to the aerospace industry and the role of librarians and technical information specialists in the transfer process. Data was collected through a self-administered mailback questionnaire. Libraries identified as holding substantial aerospace or aeronautical technical report collections were selected to receive the questionnaires. Within each library, the person responsible for the technical report was requested to answer the questionnaire. Questionnaires were returned from approx. 68 pct. of the libraries. The respondents indicated that scientists and engineer are not aware of the services available from libraries/technical information centers and that scientists and engineers also under-utilized their services. The respondents also indicated they should be more involved in the process.

Although national eHealth strategies have existed now for more than a decade in many countries, they have been implemented with varying success. In Germany, the eHealth strategy so far has resulted in a roll out of electronic health cards for all citizens in the statutory health insurance, but in no clinically meaningful IT-applications. The aim of this study was to test the technical and organisation feasibility, usability, and utility of an eDischarge application embedded into a laboratory Health Telematics Infrastructure (TI). The tests embraced the exchange of eDischarge summaries based on the multiprofessional HL7 eNursing Summary standard between a municipal hospital and a nursing home. All in all, 36 transmissions of electronic discharge documents took place. They demonstrated the technical-organisation feasibility and resulted in moderate usability ratings. A comparison between eDischarge and paper-based summaries hinted at higher ratings of utility and information completeness for eDischarges. Despite problems with handling the electronic health card, the proof-of-concept for the first clinically meaningful IT-application in the German Health TI could be regarded as successful.

Feasibility analyses and systems engineering studies for a 20,000 tons per day medium Btu (MBG) coal gasification plant to be built by TVA in Northern Alabama were conducted. Aerospace environment effects (high energy electrons, thermal cycling, atomic oxygen, and aircraft fluids) on polymeric and composite materials considered for structural use in spacecraft and advanced aircraft are examined. These materials include Mylar, Ultem, and Kapton. In addition to providing information on the behavior of the materials, attempts are made to relate the measurements to the molecular processes occurring in the material. A summary and overview of the technical aspects are given along with a list of the papers that resulted from the studies. The actual papers are included in the appendices and a glossary of technical terms and definitions is included in the front matter.

The feasibility of measuring JT9D propulsion system flight inertia loads on a 747 airplane is studied. Flight loads background is discussed including the current status of 747/JT9D loads knowledge. An instrumentation and test plan is formulated for an airline-owned in-service airplane and the Boeing-owned RA001 test airplane. Technical and cost comparisons are made between these two options. An overall technical feasibility evaluation is made and a cost summary presented. Conclusions and recommendations are presented in regard to using existing inertia loads data versus conducting a flight test to measure inertia loads.

The GREET 2017 release includes an updated version of the GREET1 (the fuel-cycle GREET model) and GREET2 (the vehicle-cycle GREET model), both in the Microsoft Excel platform and in the GREET.net modeling platform. EPA’s Technical Support Centers (TSC) included in ORD’s Safe and Healthy Communities (SHC) Research Action Plan fill the need for supplying subject-matter experts to continually assess state-of-the-art research and practices and channel this information to users in both direct applications (i.e., site-specific technical support) and general applications (i.e., technical transfer activities such as technical guidance documents, conferences, or workshops) . The TSCs are charged with providing solutions by: 1) linking EPA research to Agency decision-makers; 2) applying best practices to real world field applications; and 3) channeling feedback from field application to research communities. The TSP goal is to provide Regional Remedial Project Managers (RPMs), Corrective Action Staff, and On-Scene Coordinators (OSCs) with a diverse set of readily-accessible resources for technical assistance. This research summary provides six case studies – two from each of the three TSCs (Ground Water Technical Support Center, Engineering Technical Support Center, and Site Characterization Technical Support Center) – to exemplify and summarize the variety of TSC approaches that contribute to fulfilling the TSP mission. A survey was conducted to determine the opinions of readers concerning the format (organization) of NASA technical reports and usage of technical report components. A survey questionnaire was sent to 513 LaRC engineers and scientists and 600 engineers and scientists from three (3) professional/technical societies. The response rates were 74 and 85 percent, respectively. The questionnaire included the order in which users read report components, the components reviewed or read to determine whether to read a report, report components which could be deleted, the desirability of a table of contents, the desirability of both a summary and abstract, the location of the symbols list and glossary, the integration of illustrative material, the preferred format for reference citations, column layout and right margin treatment, and person/voice. The results of the reader preference survey indicated that the conclusion was the component most often ready by survey respondents. The summary, conclusion, abstract, title page, and introduction were the components used most frequently to determine if a report would actually be read. Respondents indicated that a summary as well as an abstract should be included, that the definition of symbols and glossary of terms should be located in the front of the report, and that illustrative material should be integrated with the text rather than grouped at the end of the report. Citation by number was the preferred format for references. A one-column, ragged right margin was preferred. Third person, passive voice was the style of writing preferred by the respondents.

Documentary, retrospective, quali-quantitative research, which aimed to examine the approaches of scientific productions through summaries of the 12 and 13 national seminar on guidelines for the education in nursing, which raised the medium-level technical professional education in nursing. quantify and discuss the scientific production of events regarding the geographical distribution of authors, objectives and methodology of the studies. As a criterion for inclusion the abstracts should contain at least one of the following descriptors in the title and/or objectives: education in nursing, technical education in nursing, vocational education. Reviewed 637 abstracts, 23 met the inclusion criteria. The production was concentrated in the Southeast region in Brazil and the objectives featured mainly teaching practices of the nurses. There was little expressiveness of vocational at the event, signaling the need for more studies, considering the relevance of the technical level professionals for the Nursing profession and the health system.

Studies relative to some formation evaluation aspects of geothermal reservoirs are reported. The particular reservoirs considered were the liquid dominated type with a lithology of the sedimentary nature. Specific problems of interest included the resistivity behavior of brines and rocks at elevated temperatures and studies on the feasibility of using the well log resistivity data to obtain estimates of reservoir permeability. Several papers summarizing the results of these studies were presented at various technical meetings for rapid dissemination of the results to potential users. These papers together with a summary of data most recently generated are included. A brief reviewmore » of the research findings precedes the technical papers. The research concerning space-based solar power conversion and delivery systems is summarized. The potential concepts for a photovoltaic satellite solar power system was studied with emphasis on ground output power levels of 5,000 MW and 10,000 MW. A power relay satellite, and certain aspects of the economics of these systems were also studied. A second study phase examined in greater depth the technical and economic aspects of satellite solar power systems. Throughout this study, the focus was on the economics of satellite solar power. The results indicate technical feasibility of the concept, and provide a preliminary economic justification for the first phase of a substantial development program. A development program containing test satellites is recommended. Also, development of alternative solar cell materials (other than silicon) is recommended.

Objectives We sought to clarify how large a proportion of fatal medical accidents can be considered to be caused by poor non-technical skills, and to support development of a policy to reduce number of such accidents by making recommendations about possible training requirements. Design Summaries of reports of fatal medical accidents, published by the Japan Medical Safety Research Organization, were reviewed individually. Three experienced clinicians and one patient safety expert conducted the reviews to determine the cause of death. Views of the patient safety expert were given additional weight in the overall determination. Setting A total of 73 summary reports of fatal medical accidents were reviewed. These reports had been submitted by healthcare organisations across Japan to the Japan Medical Safety Research Organization between April 2010 and March 2013. Primary and secondary outcome measures The cause of death in fatal medical accidents, categorised into technical skills, non-technical skills and inevitable progress of disease were evaluated. Non-technical skills were further subdivided into situation awareness, decision making, communication, team working, leadership, managing stress and coping with fatigue. Results Overall, the cause of death was identified as non-technical skills in 34 cases (46.6%), disease progression in 33 cases (45.2%) and technical skills in two cases (5.5%). In two cases, no consensual determination could be achieved. Further categorisation of cases of non-technical skills were identified as 14 cases (41.2%) of problems with situation awareness, eight (23.5%) with team working and three (8.8%) with decision making. These three subcategories, or combinations of them, were identified as the cause of death in 33 cases (97.1%). Conclusions Poor non-technical skills were considered to be a significant cause of adverse events in nearly half of the fatal medical accidents examined. Improving non-technical skills may be effective for reducing accidents, and training in particular subcategories of non-technical skills may be especially relevant. PMID:28209605

QUANTIFYING ALTERNATIVE SPLICING FROM PAIRED-END RNA-SEQUENCING DATA.

RNA-sequencing has revolutionized biomedical research and, in particular, our ability to study gene alternative splicing. The problem has important implications for human health, as alternative splicing may be involved in malfunctions at the cellular level and multiple diseases. However, the high-dimensional nature of the data and the existence of experimental biases pose serious data analysis challenges. We find that the standard data summaries used to study alternative splicing are severely limited, as they ignore a substantial amount of valuable information. Current data analysis methods are based on such summaries and are hence sub-optimal. Further, they have limited flexibility in accounting for technical biases. We propose novel data summaries and a Bayesian modeling framework that overcome these limitations and determine biases in a non-parametric, highly flexible manner. These summaries adapt naturally to the rapid improvements in sequencing technology. We provide efficient point estimates and uncertainty assessments. The approach allows to study alternative splicing patterns for individual samples and can also be the basis for downstream analyses. We found a several fold improvement in estimation mean square error compared popular approaches in simulations, and substantially higher consistency between replicates in experimental data. Our findings indicate the need for adjusting the routine summarization and analysis of alternative splicing RNA-seq studies. We provide a software implementation in the R package casper.

Systematic reviews are important for decision makers. They offer many potential benefits but are often written in technical language, are too long, and do not contain contextual details which make them hard to use for decision-making. There are many organizations that develop and disseminate derivative products, such as evidence summaries, from systematic reviews for different populations or subsets of decision makers. This systematic review aimed to (1) assess the effectiveness of evidence summaries on policymakers' use of the evidence and (2) identify the most effective summary components for increasing policymakers' use of the evidence. We present an overview of the available evidence on systematic review derivative products. We included studies of policymakers at all levels as well as health system managers. We included studies examining any type of "evidence summary," "policy brief," or other products derived from systematic reviews that presented evidence in a summarized form. The primary outcomes were the (1) use of systematic review summaries in decision-making (e.g., self-reported use of the evidence in policymaking and decision-making) and (2) policymakers' understanding, knowledge, and/or beliefs (e.g., changes in knowledge scores about the topic included in the summary). We also assessed perceived relevance, credibility, usefulness, understandability, and desirability (e.g., format) of the summaries. Our database search combined with our gray literature search yielded 10,113 references after removal of duplicates. From these, 54 were reviewed in full text, and we included six studies (reported in seven papers) as well as protocols from two ongoing studies. Two studies assessed the use of evidence summaries in decision-making and found little to no difference in effect. There was also little to no difference in effect for knowledge, understanding or beliefs (four studies), and perceived usefulness or usability (three studies). Summary of findings tables and graded entry summaries were perceived as slightly easier to understand compared to complete systematic reviews. Two studies assessed formatting changes and found that for summary of findings tables, certain elements, such as reporting study event rates and absolute differences, were preferred as well as avoiding the use of footnotes. Evidence summaries are likely easier to understand than complete systematic reviews. However, their ability to increase the use of systematic review evidence in policymaking is unclear. Generic professional capabilities (non-technical competencies) are increasingly valued for their links to patient outcomes and clinician well-being. This study explores the emotional change, and practice-related outcomes, of participants of a veterinary professional key skills (PKS) continuing professional development (CPD) module. Reflective summaries produced by participants were analysed. A change in emotion, from 'negative' to 'positive', was the focus of analysis. Sections regarding these emotions were thematically analysed. Analysis was performed on 46 summaries. Three themes were identified: 'the PKS module' (centred on reluctance becoming surprise and stimulation), 'developing non-technical competencies' (unease to confidence) and 'stress and coping through a reflective focus' (anxiety to harmony). The changing emotions were connected to positive cognitive reappraisal and often behaviour changes, benefitting self, practice, clients and patients. The PKS module teaches participants to reflect; a new and challenging concept. The consequences of this enabled participants to understand the importance of professional topics, to be appreciative as well as critical, and to enjoy their job. Importantly, the module stimulated coping responses. Better understanding of roles led to participants having more reasonable expectations of themselves, more appreciation of their work and reduced stress. This paper provides a summary of the 49 trauma and related papers published in British Journal of Oral and Maxillofacial Surgery during the period January 2008 to December 2009. 16/49 (32%) of these publications were full length articles, which covered areas such as epidemiology, service provision, materials and operative surgery. In addition there were other articles including short communications, technical notes, letters to the editor and interesting cases. Whilst fewer full length articles were published compared to the other sub-specialties, it was reassuring to see that the studies represent all aspects of trauma. An experiment is reported which: extended the concepts of data flagging and tagging to the aerospace scientific and technical literature; generated experience with the assignment of data summaries and data terms by documentation specialists; and obtained real world assessments of data summaries and data terms in information products and services. Inclusion of data summaries and data terms improved users' understanding of referenced documents from a subject perspective as well as from a data perspective; furthermore, a radical shift in document ordering behavior occurred during the experiment toward proportionately more requests for data-summarized items.
Clinical Trial Results Summary for Laypersons: A User Testing Study.

To apply "user testing" to maximize readability and acceptability of a Clinical Trial Results Laypersons Summary-a new European requirement. "User testing" (using questionnaire and semistructured interview) assessed whether people could find and understand key points. Findings were used to improve content and design, prior to retesting. Participants had a range of levels of health literacy and there was a higher education group. Participants accessed the summary on screen. In round 1 we tested 12 points of information. In round 2 a revised summary addressing round 1 findings was tested, leading to a third final version. In round 1, 2 of 12 points of information did not reach the target and interviews raised further format and content issues (some distracting technical explanations and inability to find or understand the 2 main study purposes). These findings informed revisions for the version tested in round 2, with 2 different points not reaching the target (inclusion criteria relating to duration of seasonal allergies and how researchers found out about participants' symptoms). Identified problems in both rounds were addressed and reflected in the final version. Despite improvements, participants did not consistently understand that summaries were intended for the public, or to only interpret results of single trials in the context of additional trials. All readers, including those with higher education, found the clear and straightforward language acceptable. Applying "user testing" resulted in a largely health-literate summary suitable for people across a range of backgrounds.

This paper is a summary overview of a study conducted at the NASA Marshall Space Flight Center (NASA MSFC) during the initial phases of the Space Launch Initiative (SLI) program to evaluate a large number of technical problems associated with the design, development, test, evaluation and operation of several major liquid propellant rocket engine systems (i.e., SSME, Fastrac, J-2, F-1). One of the primary results of this study was the identification of the Fundamental Root Causes that enabled the technical problems to manifest, and practices that can be implemented to prevent them from recurring in future propulsion system development efforts, such as that which is currently envisioned in the field of nuclear thermal propulsion (NTF). The ISOLDE facility has undergone numerous changes over the last 17 years driven by both the physics and technical community with a common goal to improve on beam variety, beam quality and safety. Improvements have been made in civil engineering and operational equipment while continuing developments aim to ensure operations following a potential increase in primary beam intensity and energy. This paper outlines the principal technical changes incurred at ISOLDE by building on a similar publication of the facility upgrades by Kugler (2000 Hyperfine Interact. 129 23-42). We sought to clarify how large a proportion of fatal medical accidents can be considered to be caused by poor non-technical skills, and to support development of a policy to reduce number of such accidents by making recommendations about possible training requirements. Summaries of reports of fatal medical accidents, published by the Japan Medical Safety Research Organization, were reviewed individually. Three experienced clinicians and one patient safety expert conducted the reviews to determine the cause of death. Views of the patient safety expert were given additional weight in the overall determination. A total of 73 summary reports of fatal medical accidents were reviewed. These reports had been submitted by healthcare organisations across Japan to the Japan Medical Safety Research Organization between April 2010 and March 2013. The cause of death in fatal medical accidents, categorised into technical skills, non-technical skills and inevitable progress of disease were evaluated. Non-technical skills were further subdivided into situation awareness, decision making, communication, team working, leadership, managing stress and coping with fatigue. Overall, the cause of death was identified as non-technical skills in 34 cases (46.6%), disease progression in 33 cases (45.2%) and technical skills in two cases (5.5%). In two cases, no consensual determination could be achieved. Further categorisation of cases of non-technical skills were identified as 14 cases (41.2%) of problems with situation awareness, eight (23.5%) with team working and three (8.8%) with decision making. These three subcategories, or combinations of them, were identified as the cause of death in 33 cases (97.1%). Poor non-technical skills were considered to be a significant cause of adverse events in nearly half of the fatal medical accidents examined. Improving non-technical skills may be effective for reducing accidents, and training in particular subcategories of non-technical skills may be especially relevant. Phase 1 of a 4 part study was undertaken studying the use of scientific and technical information (STI) by U.S. aerospace engineers and scientists. Specific attention was paid to institutional and socioeconomic variables and to the step-by-step process of information gathering used by the respondents. Data were collected by means of three self administered mail-back questionnaires. The approximately 34,000 members of the American Institute of Aeronautics and Astronautics (AIAA) served as the study population. More than 65 percent of the randomly selected respondents returned the questionnaires in each of the three groups. Respondents relied more heavily upon informal sources of information than formal sources and turned to librarians and other technical information specialists only when they did not obtain results via informal means or their own formal searches.

The gain in interferometric resolution of extragalactic sources at radio frequencies which can be achieved by placing a very long baseline interferometry (VLBI) antenna in space is quantitatively described and a VLBI demonstration experiment using a large deployable antenna, which if realized could be a very acceptable first venture for VLBI in space is discussed. For 20 years, the Ministry of Health, Labour and Welfare (MHLW, formerly Ministry of Health and Welfare (MHW)) has been trying to increase transparency of the review process for approving reports in order to promote the rational use of newly approved drugs and medical devices. The first Summary Basis of Approval (SBA) was published by MHW in 1994. In 1999, evaluation reports were prepared by MHW and the Pharmaceuticals and Medical Devices Evaluation Center to make them available to the public. In 2005, a notice from the Chief Executive of the Pharmaceuticals and Medical Devices Agency (PMDA) made procedures for public release of information on reviewing applications for new drugs. In 2006, 90 review reports of newly approved drugs and eight medical devices were revealed on PMDA websites. The dissemination of information by the United States Food and Drug Administration (FDA) and that of the European Medicines Agency (EMA) were studied and compared with that of the MHLW and PMDA. While common technical documents (CTD) for new drugs and summary technical documents (STED) for new medical devices have been released by PMDA, such documents are not released by the FDA and EMA. The European Public Assessment Report (EAPR) summary for the public is an interesting questionnaire approach that uses the "What," "How" and "Why" format. Finally, future proposals for the next decade are also outlined.

In July 1984, an interagency Fiber Optics Task Group was formed under the aegis of the Federal Telecommunication Standards Committee to study on-premises distribution systems, with emphasis on optical fiber implementation, sharing mutual problems and potential solutions for them. The first volume of these Proceedings is devoted to summarizing the results of the activities of the five technical area Study Groups. These Study Groups played a major role in the Workshop since it was their mission to identify key research and development requirements in their technical areas, etimate the prospects for success of research and development projects directed toward fulfilling these requirements, and determine appropriate time scales for the initiation and completion of these efforts. The determination of which new scientific and technological knowledge, data, and techniques will be required to achieve the Division of Magnetic Fusion Energy programmore » goals, and the construction of an evaluated compilation of research and development needs along with suggestions for levels of effort needed to achieve these goals were among the objectives of the Study Groups. Except for technical issues, literature on this topic is scant, so this article is based more on personal experience and data collected from surveys. Much can be done to prevent such problems, such as a need for standardization with related clinical studies for devices as well as processes used for telehealth is underlined, besides evaluation of outcomes of projects undertaken. Approximate Bayesian computation (ABC) is an approach for using measurement data to calibrate stochastic computer models, which are common in biology applications. ABC is becoming the “go-to” option when the data and/or parameter dimension is large because it relies on user-chosen summary statistics rather than the full data and is therefore computationally feasible. One technical challenge with ABC is that the quality of the approximation to the posterior distribution of model parameters depends on the user-chosen summary statistics. In this paper, the user requirement to choose effective summary statistics in order to accurately estimate the posterior distribution of model parameters is investigated and illustrated by example, using a model and corresponding real data of mitochondrial DNA population dynamics. We show that for some choices of summary statistics, the posterior distribution of model parameters is closely approximated and for other choices of summary statistics, the posterior distribution is not closely approximated. A strategy to choose effective summary statistics is suggested in cases where the stochastic computer model can be run at many trial parameter settings, as in the example. PMID:24288668

The technical and economic aspects of satellite solar power systems are presented with a focus on the current configuration 5000 MW system. The technical studies include analyses of the orbital system structures, control and stationkeeping, and the formulation of program plans and costs for input to the economic analyses. The economic analyses centered about the development and use of a risk analysis model for a system cost assessment, identification of critical issues and technologies, and to provide information for programmatic decision making. A preliminary economic examination of some utility interface issues is included. Under the present state-of-knowledge, it is possible to formulate a program plan for the development of a satellite solar power system that can be economically justified. The key area of technological uncertainty is man's ability to fabricate and assemble large structures in space.

Thermochromic liquid crystals (TLC), Particle Image Velocimetry (PIV), Infrared Imaging Themography (IR) and True-Colour Digital Image Processing (TDIP) have been successfully used in non-intrusive technical, industrial and biomedical studies and applications. These four tools (based on the desktop computers) have come together during the past two decades to produce a powerful advanced experimental technique as a judgment of quality of information that cannot be obtained from any other imaging procedure. The brief summary of the history of this technique is reviewed, principal methods and tools are described and some examples are presented. With this objective, a new experimental technique have been developed and applied to the study of heat and mass transfer and for biomedical diagnosis. Automated evaluation allows determining the heat and flow visualisation and locate the area of suspicious tissue of human body.

This report is an in-depth summary of the state-of-the-art in nuclear piping fracture mechanics. It represents the culmination of 20 years of work done primarily in the US, but also attempts to include important aspects from other international efforts. Although the focus of this work was for the nuclear industry, the technology is also applicable in many cases to fossil plants, petrochemical/refinery plants, and the oil and gas industry. In compiling this detailed summary report, all of the equations and details of the analysis procedure or experimental results are not necessarily included. Rather, the report describes the important aspects andmore » limitations, tells the reader where he can go for further information, and more importantly, describes the accuracy of the models. Nevertheless, the report still contains over 150 equations and over 400 references.
