The volume of timber harvested from Minnesota tax-forfeited land increased from about 145,000 cord equivalents in 1960 to 235,000 cord equivalents in 1975. Actual prices paid for stumpage decreased slightly in the 1960's and increased in the 1970's. However, in deflated dollars, stumpage prices decreased slightly throughout the period.

The structure of a computer-oriented cartographic model for assessing roundwood supply for generation of base load electricity is discussed. The model provides an analytical procedure for coupling spatial information of harvesting economics and owner willingness to sell stumpages. Supply is characterized in terms of standing timber; of accessibility considering various harvesting and hauling factors; and of availability as affected by ownership and residential patterns. Factors governing accessibility to timber include effective harvesting distance to haulic roads as modified by barriers and slopes. Haul distance is expressed in units that take into account the relative ease of travel along various road types to a central processing facility. Areas of accessible timber are grouped into spatial units, termed 'timbersheds', of common access to particular haul road segments that belong to unique 'transport zones'. Timber availability considerations include size of ownership parcels, housing density and excluded areas. The analysis techniques are demonstrated for a cartographic data base in western Massachusetts.

The local branches of the Russian Forestry Service, the leskhozy, were known for their efficiency and management skills in the Soviet era and were one of the very few community-based "Soviet-type" institutions to survive the transition. This article examines the role of the leskhozy in the new market economy. Our analysis is based on data from interviews with informants attached to the forestry sector in the Murmansk area. In some cases their knowledge of the leskhozy stretches back to the emergence of the system in 1947. Our principal finding is that the struggle to survive as a federal body in the current legal and economic climate is forcing the leskhozy to relegate sustainable forestry management, presumably their primary raison d'être, to the lower portions of their list of priorities. Several consequences result. There is a heightened incidence of illegal logging, and corruption informs the allocation of forest areas to private interests. Stumpage prices have plummeted as timber from subsidized commercial cutting (ostensibly sanitary cutting or thinning) has flooded the markets. The root cause of these tribulations lies with the market-based harvesting permit system. Its introduction in the 1990s did little to eliminate the self-seeking practices of the old Soviet forestry management hierarchies. In the free market, local forestry managers can turn their dual responsibilities to their own advantage inasmuch as they control the allocation of harvesting permits while at the same time controlling logging practices.

SRWC bioenergy productivity and economic feasibility on marginal lands.

Evolving bioenergy markets necessitate consideration of marginal lands for woody biomass production worldwide particularly the southeastern U.S., a prominent wood pellet exporter to Europe. Growing short rotation woody crops (SRWCs) on marginal lands minimizes concerns about using croplands for bioenergy production and reinforces sustainability of wood supply to existing and growing global biomass markets. We estimated mean annual aboveground green biomass increments (MAIs) and assessed economic feasibility of various operationally established (0.5 ha-109 ha) SRWC stands on lands used to mitigate environmental liabilities of municipal wastewater, livestock wastewater and sludge, and subsurface contamination by petroleum and pesticides. MAIs (Mg ha(-1) yr(-1)) had no consistent relationship with stand density or age. Non-irrigated Populus, Plantanus occidentalis L. and Pinus taeda L. stands produced 2.4-12.4 Mg ha(-1) yr(-1). Older, irrigated Taxodium distchum L., Fraxinus pennsylvanica L., and coppiced P. occidentalis stands had higher MAIs (10.6-21.3 Mg ha(-1) yr(-1)) than irrigated Liquidambar styraciflua L. and non-coppiced, irrigated P. occidentalis (8-18 Mg ha(-1) yr(-1)). Natural hardwood MAIs at 20-60 years were less than hardwood and P. taeda productivities at 5-20 years. Unlike weed control, irrigation and coppicing improved managed hardwood productivity. Rotation length affected economic outcomes although the returns were poor due to high establishment and maintenance costs, low productivities and low current stumpage values, which are expected to quickly change with development of robust global markets. Balancing conservation and economic sustainability: the future of the Amazon timber industry.

Most discussions ignore the fact that logging can be part of a renewable, environmentally benign, and broadly equitable economic activity in these remote places. We estimate there to be some 4.5 +/- 1.35 billion m(3) of commercial timber volume in the Brazilian Amazon today, of which 1.2 billion m(3) is currently profitable to harvest, with a total potential stumpage value of $15.4 billion. A successful forest sector in the Brazilian Amazon will integrate timber harvesting on private lands and on unprotected and unsettled government lands with timber concessions on public lands. If a legal, productive, timber industry can be established outside of protected areas, it will deliver environmental benefits in synergy with those provided by the region's network of protected areas, the latter of which we estimate to have an opportunity cost from lost timber revenues of $2.3 billion over 30 years. Indeed, on all land accessible to harvesting, the timber industry could produce an average of more than 16 million m(3) per year over a 30-year harvest cycle-entirely outside of current protected areas-providing $4.8 billion in returns to landowners and generating $1.8 billion in sawnwood sales tax revenue. This level of harvest could be profitably complemented with an additional 10% from logging concessions on National Forests. This advance, however, should be realized only through widespread adoption of reduced impact logging techniques.

Albedo is an important physical property of the land surface which influences the total amount of incoming solar radiation that is reflected back into space. It is a critical ecosystem service that helps regulate the Earth's energy balance and, in the context of climate mitigation, has been shown to have a strong influence on the overall effectiveness of land management schemes designed to counteract climate change. Previously, we demonstrated that incorporating the physical effects of albedo into an ecological economic forest model of locations in the White Mountain National Forest, in New Hampshire, USA, leads to a substantially shorter optimal rotation period for forest harvest than under a carbon- and timber-only approach. In this study, we investigate similar tradeoffs at 565 sites across the entire state of New Hampshire in a variety of different forest types, latitudes, and elevations. Additionally, we use a regression tree approach to calculate the influence of biogeochemical and physical factors on the optimal rotation period. Our results suggest that in many instances, incorporating albedo may lead to optimal rotation times approaching zero, or, perpetual clear-cut. Overall, the difference between growing season and winter-time albedo for forested and harvested states was the most significant variable influencing the rotation period, followed by timber stumpage price, and biomass growth rate. These results provide an initial understanding of tradeoffs amongst these three ecosystem services and provide guidance for forest managers as to the relative important properties of their forests when these three services are incentivized economically.

New Hampshire's Changing Wintertime Climate: Impact on Forestry Practices

Over the past four decades wintertime temperatures in New England have risen more than 2 degrees Celsius. This has had a significant impact on winter recreation in the region. Here we examine the effect of New Hampshire's warming wintertime climate on the logging industry, a vital source of revenue in New Hampshire, particularly in the northern counties such as Coos and Grafton. Recent statements from the industry have indicated that warmer wintertime temperatures have reduced the number of days for which the road is frozen and able to support the weight of the logging trucks. To assess the magnitude of change in New Hampshire, we examined the change in number of frozen road days in 15 locations for the period December through March for the years 1970 to 2007. We applied a Freeze-Thaw formula, based on daily mean temperatures, to determine when the roads were frozen or thawed. By dividing the state into three regions based on latitude and taking the mean results of the 5 towns located in each region, we find that since 1970 the northern region has lost 9 frozen road days and the central region has lost 10 frozen road days. The southern region also shows a loss in frozen days but with a much weaker trend. We also performed a sensitivity analysis by calculating trends using start years from 1965 to 1975 and found that the original results were robust. The strongest individual town trend was found in Berlin, located in Coos County, having already lost 18 days since 1970. Using estimates from a prior study suggest that the cost of a 9 day reduction in frozen road days per winter represents a loss of more than one million dollars in stumpage fees per year. The results of this study suggest that the forestry industry may need to consider alternative methods for logging in the near future.

The Minnesota Wood Energy Scale-up Project began in late 1993 with the first trees planted in the spring of 1994. The purpose of the project is to track and monitor economic costs of planting, maintaining and monitoring larger scale commercial plantings. For 15 years, smaller scale research plantings of hybrid poplar have been used to screen for promising, high-yielding poplar clones. In this project 1000 acres of hybrid poplar trees were planted on Conservation Reserve Program (CRP) land near Alexandria, Minnesota in 1994. The fourteen landowners involved re-contracted with the CRP for five-year extensions of their existing 10-year contracts. Thesemore » extended contracts will expire in 2001, when the plantings are 7 years old. The end use for the trees planted in the Minnesota Wood Energy Scale-up Project is undetermined. They will belong to the owner of the land on which they are planted. There are no current contracts in place for the wood these trees are projected to supply. The structure of the wood industry in the Minnesota has changed drastically over the past 5 years. Stumpage values for fiber have risen to more than $20 per cord in some areas raising the possibility that these trees could be used for fiber rather than energy. Several legislative mandates have forced the State of Minnesota to pursue renewable energy including biomass energy. These mandates, a potential need for an additional 1700 MW of power by 2008 by Northern States Power, and agricultural policies will all affect development of energy markets for wood produced much like agricultural crops. There has been a tremendous amount of local and international interest in the project. Contractual negotiations between area landowners, the CRP, a local Resource Conservation and Development District, the Minnesota Department of Natural Resources and others are currently underway for additional planting of 1000 acres in spring 1995.« less
