A survey was conducted in a meeting sponsored by ALAT (Latin American Association of Thoracic Diseases). Each of the seven editors reported about their journal and answered a questionnaire. The improvement in knowledge divulgation is the main motivation of respiratory societies to edit their own journals. To disseminate medical knowledge and report experiences, are the main motivations of authors to submit papers. The most common deficiency of submitted manuscripts is a bad compliance with journal requirements. An improvement in the relationship between author-editor-reviewer should be the best strategy to enhance the quality of the manuscripts. Suggestions to improve the Latin American journals included to professionalize editorial work, to increase the meticulousness of manuscripts reviewers and to reinforce international norms for editing medical journals. Some major problems reported were a lack of a regular and adequate periodicity in publishing the issues, lack of original papers submitted that mean a "milestone" for the specialty a low percentage of submitted papers rejection and a high and frequent turnover of editors. Although several journals are available in electronic indices, they should be maintained in their printed form. Each journal should have printed its subscription fee, even considering that its subscription is included in the annual society membership fee. The feasibility to generate a multinational Latin American Journal on Respiratory Diseases should be explored.

Research requires funding! Every researcher understands the crucial role that money plays in implementing a research study. Research for nursing is no different. In the current economic environment, funding sources have become limited. Therefore, researchers need to be prepared to submit grant proposals which will give them a competitive edge over other proposals. This paper will: (1) describe the development of a grant proposal for National Institutes of Health funding, and (2) provide suggestions to novice researchers about how to write a proposal that has the potential to receive a fundable score. This team of early stage investigators submitted a proposal which received a fundable score, but was not selected for funding. The proposal was revised, re-submitted, and received a highly competitive score that did result in funding. The lessons learned from this process can be useful for other nurses seeking to secure funding for their research projects.

This paper aims at providing an introduction to the behavior of authors submitting a paper to a scientific journal. Dates of electronic submission of papers to the Journal of the Serbian Chemical Society have been recorded from the 1st January 2013 till the 31st December 2014, thus over 2 years. There is no Monday or Friday effect like in financial markets, but rather a Tuesday-Wednesday effect occurs: papers are more often submitted on Wednesday; however, the relative number of going to be accepted papers is larger if these are submitted on Tuesday. On the other hand, weekend days (Saturday and Sunday) are not the best days to finalize and submit manuscripts. An interpretation based on the type of submitted work ("experimental chemistry") and on the influence of (senior) coauthors is presented. A thermodynamic connection is proposed within an entropy context. A (new) entropic distance is defined in order to measure the "opaqueness" = disorder) of the submission process.

Deconstructing doctoral dissertations: how many papers does it take to make a PhD?

A collection of coauthored papers is the new norm for doctoral dissertations in the natural and biomedical sciences, yet there is no consensus on how to partition authorship credit between PhD candidates and their coauthors. Guidelines for PhD programs vary but tend to specify only a suggested range for the number of papers to be submitted for evaluation, sometimes supplemented with a requirement for the PhD candidate to be the principal author on the majority of submitted papers. Here I use harmonic counting to quantify the actual amount of authorship credit attributable to individual PhD graduates from two Scandinavian universities in 2008. Harmonic counting corrects for the inherent inflationary and equalizing biases of routine counting methods, thereby allowing the bibliometrically identifiable amount of authorship credit in approved dissertations to be analyzed with unprecedented accuracy. Unbiased partitioning of authorship credit between graduates and their coauthors provides a post hoc bibliometric measure of current PhD requirements, and sets a de facto baseline for the requisite scientific productivity of these contemporary PhD's at a median value of approximately 1.6 undivided papers per dissertation. Comparison with previous census data suggests that the baseline has shifted over the past two decades as a result of a decrease in the number of submitted papers per candidate and an increase in the number of coauthors per paper. A simple solution to this shifting baseline syndrome would be to benchmark the amount of unbiased authorship credit deemed necessary for successful completion of a specific PhD program, and then monitor for departures from this level over time. Harmonic partitioning of authorship credit also facilitates cross-disciplinary and inter-institutional analysis of the scientific output from different PhD programs. Juxtaposing bibliometric benchmarks with current baselines may thus assist the development of harmonized guidelines and transparent transnational quality assurance procedures for doctoral programs by providing a robust and meaningful standard for further exploration of the causes of intra- and inter-institutional variation in the amount of unbiased authorship credit per dissertation.

The Misapplication of Probability Theory in Quantum Mechanics

This article is a revision of two papers submitted to the APS in the past two and a half years. In these papers, arguments and proofs are summarized for the following: (1) The wrong conclusion by EPR that Quantum Mechanics is incomplete, perhaps requiring the addition of ``hidden variables'' for completion. Theorems that assume such ``hidden variables,'' such as Bell's theorem, are also wrong. (2) Quantum entanglement is not a realizable physical phenomenon and is based entirely on assuming a probability superposition model for quantum spin. Such a model directly violates conservation of angular momentum. (3) Simultaneous multiple-paths followed by a quantum particle traveling through space also cannot possibly exist. Besides violating Noether's theorem, the multiple-paths theory is based solely on probability calculations. Probability calculations by themselves cannot possibly represent simultaneous physically real events. None of the reviews of the submitted papers actually refuted the arguments and evidence that was presented. These analyses should therefore be carefully evaluated since the conclusions reached have such important impact in quantum mechanics and quantum information theory.

In this program we have used ROSAT (Roentgen Satellite Mission) to observe X-ray emission around several high redshift radio galaxies in a search for extended, hot plasma which may indicate the presence of a rich galaxy cluster. When this program was begun, massive, X-ray emitting galaxy clusters were known to exist out to to z=0.8, but no more distant examples had been identified. However, we had identified several apparently rich clusters around 3CR radio galaxies at z greater than 0.8, and hoped to use ROSAT to confirm the nature of these structures as massive, virialized clusters. We have written up our results and submitted them as a paper to the Astrophysical Journal. This paper has been refereed and requires some significant revisions to accommodate the referees comments. We are in the process of doing this, adding some additional analysis as well. We will resubmit the paper early in 2000, and hopefully will meet with the referee's approval. We are including three copies of the submitted paper here, although it has not yet been accepted for publication.

The paper deals with structure, importance and advantage as well as the path of development of the Uniform requirements for manuscripts submitted to biomedical journals (Vancouver style) from 1978, when they were established and firstly published, through changes and amendments up to their last--fourth edition. Authorship, abstract, key words and literature citation are fields dealt with in detail with appropriate discussions. Data from ocean observations and experiments often are not submitted to appropriate data centers, or if they are submitted, may not be easily retrievable. These problems arise for a variety of reasons. Data are not always submitted, even when required by the agency funding the research, because the rewards for submitting data are not strong enough. Once data are submitted, the typical data center disaggregates the data into its component parameters, so it is difficult to get all the data related to a particular experiment back out of the system. With the advent of persistent identifiers, like digital object identifiers , the rapid evolution of the high-speed Internet, and the availability of large digital storage capacities that enable the transfer and storage of comprehensive data sets, it is now possible to restructure data management in a way that will create new incentives for ocean scientists to submit their data, for others to use it, and for the originating scientists to get credit for their effort and creativity in collecting the data. This presentation will report on a new activity of the Scientific Committee on Oceanic Research and the International Ocean Data and Information Exchange of UNESCO's Intergovernmental Oceanographic Commission that is mapping out new ways to (1) submit the data underlying the figures and tables in traditionally published papers to a recognized repository and link it to the publication, and (2) stimulate the submission of data publications that can be cited on originating scientists' CVs.

Practices in Code Discoverability: Astrophysics Source Code Library

Here we describe the Astrophysics Source Code Library (ASCL), which takes an active approach to sharing astrophysics source code. ASCL's editor seeks out both new and old peer-reviewed papers that describe methods or experiments that involve the development or use of source code, and adds entries for the found codes to the library. This approach ensures that source codes are added without requiring authors to actively submit them, resulting in a comprehensive listing that covers a significant number of the astrophysics source codes used in peer-reviewed studies. The ASCL now has over 340 codes in it and continues to grow. In 2011, the ASCL has on average added 19 codes per month. An advisory committee has been established to provide input and guide the development and expansion of the new site, and a marketing plan has been developed and is being executed. All ASCL source codes have been used to generate results published in or submitted to a refereed journal and are freely available either via a download site or from an identified source. This paper provides the history and description of the ASCL. It lists the requirements for including codes, examines the advantages of the ASCL, and outlines some of its future plans.

Particle kinetic simulation of high altitude hypervelocity flight

In this grant period, the focus has been on enhancement and application of the direct simulation Monte Carlo (DSMC) particle method for computing hypersonic flows of re-entry vehicles. Enhancement efforts dealt with modeling gas-gas interactions for thermal non-equilibrium relaxation processes and gas-surface interactions for prediction of vehicle surface temperatures. Both are important for application to problems of engineering interest. The code was employed in a parametric study to improve future applications, and in simulations of aeropass maneuvers in support of the Magellan mission. Detailed comparisons between continuum models for internal energy relaxation and DSMC models reveals that several discrepancies exist. These include definitions of relaxation parameters and the methodologies for implementing them in DSMC codes. These issues were clarified and all differences were rectified in a paper (Appendix A) submitted to Physics of Fluids A, featuring several key figures in the DSMC community as co-authors and B. Haas as first author. This material will be presented at the Fluid Dynamics meeting of the American Physical Society on November 21, 1993. The aerodynamics of space vehicles in highly rarefied flows are very sensitive to the vehicle surface temperatures. Rather than require prescribed temperature estimates for spacecraft as is typically done in DSMC methods, a new technique was developed which couples the dynamic surface heat transfer characteristics into the DSMC flow simulation code to compute surface temperatures directly. This model, when applied to thin planar bodies such as solar panels, was described in AIAA Paper No. 93-2765 (Appendix B) and was presented at the Thermophysics Conference in July 1993. The paper has been submitted to the Journal of Thermophysics and Heat Transfer. Application of the DSMC method to problems of practical interest requires a trade off between solution accuracy and computational expense and limitations. A parametric study was performed and reported in AIAA Paper No. 93-2806 (Appendix C) which assessed the accuracy penalties associated with simulations of varying grid resolution and flow domain size. The paper was also presented at the Thermophysics Conference and will be submitted to the journal shortly. Finally, the DSMC code was employed to assess the pitch, yaw, and roll aerodynamics of the Magellan spacecraft during entry into the Venus atmosphere at off-design attitudes. This work was in support of the Magellan aerobraking maneuver of May 25-Aug. 3, 1993. Furthermore, analysis of the roll characteristics of the configuration with canted solar panels was performed in support of the proposed 'Windmill' experiment. Results were reported in AIAA Paper No. 93-3676 (Appendix D) presented at the Atmospheric Flight Mechanics Conference in August 1993, and were submitted to Journal of Spacecraft and Rockets.

The majority of research papers published in Chronobiology International report the findings of investigations conducted on laboratory animals and human beings. The editors and the readers of the journal expect the authors of submitted manuscripts to have made an important contribution to biological rhythm and related research through the ethical conduct of investigations and unbiased and accurate reporting of findings. Authors of scientific papers are required to disclose any potential conflict of interest. The journal accepts only papers that are original work, no part of which has been submitted for publication elsewhere, except as brief abstracts. The journal and its editors endorse the compliance of investigators to the principles of the Declaration of Helsinki of the World Medical Association, which relate to the conduct of ethical research on human beings, and the Guide for the Care and Use of Laboratory Animals of the Institute for Laboratory Animal Research of the National Research Council, which relate to the conduct of ethical research on laboratory and other animals. The peer review of manuscripts by Chronobiology International thus includes judgment as to whether or not the investigative methods conform to the standards of good research practice. This article updates the ethical policies, standards, and procedures for manuscripts submitted to Chronobiology International that involve human and animal biological rhythm research, both from the perspective of the criteria of quality chronobiology investigation and from the perspective of humane and ethical research on human beings and animals.

During 2003, Dr R A Said published essentially duplicate versions of a paper in two archival journals: Nanotechnology and the Journal of The Electrochemical Society. The papers in question were: `Microfabrication by localized electrochemical deposition: experimental investigation and theoretical modelling' (2003 Nanotechnology 14 523) and `Shape formation of microstructures fabricated by localized electrochemical deposition' (2003 J. Electrochem. Soc. 150 C549). The two papers were submitted, revised, and published at essentially the same time. The papers used the same figures and neither paper referenced the other. Nanotechnology requires a signed copyright-transfer form assigning copyright in articles published to Institute of Physics Publishing, and the Journal of The Electrochemical Society requires the same for The Electrochemical Society. It is a tradition of long standing, stated in the information for contributors, that submission implies that the work has not been submitted, copyrighted, or accepted for publication elsewhere. Hence, duplicate publication not only raises legal questions and represents a serious breach of scientific ethics, but also leads to an unnecessary imposition on readers', referees', and editors' time. We regard this infraction as a serious matter. An apology from the author for this grave error is printed below. The Astrophysics Source Code Library (ASCL), founded in 1999, takes an active approach to sharing astrophysical source code. ASCL's editor seeks out both new and old peer-reviewed papers that describe methods or experiments that involve the development or use of source code, and adds entries for the found codes to the library. This approach ensures that source codes are added without requiring authors to actively submit them, resulting in a comprehensive listing that covers a significant number of the astrophysics source codes used in peer-reviewed studies. The ASCL moved to a new location in 2010, and has over 300 codes in it and continues to grow. In 2011, the ASCL (http://asterisk.apod.com/viewforum.php?f=35) has on average added 19 new codes per month; we encourage scientists to submit their codes for inclusion. An advisory committee has been established to provide input and guide the development and expansion of its new site, and a marketing plan has been developed and is being executed. All ASCL source codes have been used to generate results published in or submitted to a refereed journal and are freely available either via a download site or from an identified source. This presentation covers the history of the ASCL and examines the current state and benefits of the ASCL, the means of and requirements for including codes, and outlines its future plans.

Accurate energy calibration is critical for the timeliness and accuracy of analysis results of spectra submitted to National Reachback, particularly for the detection of threat items. Many spectra submitted for analysis include either a calibration spectrum using 137Cs or no calibration spectrum at all. The single line provided by 137Cs is insufficient to adequately calibrate nonlinear spectra. A calibration source that provides several lines that are well-spaced, from the low energy cutoff to the full energy range of the detector, is needed for a satisfactory energy calibration. Gender aspects in medical publication - the Wiener klinische Wochenschrift.

Medicine is a discipline where there are still pronounced gender imbalances. Whereas worldwide about 50% of beginners in medical schools are female, only few of them reach leading positions. Our aim was to analyze how this situation is reflected in a peer-reviewed general medical-scientific journal. We screened all papers submitted to the Wiener klinische Wochenschrift - The Middle European Journal of Medicine between January 2001 and September 2009, analyzing the percentage of female first authors of submitted papers and accepted papers, the contribution of female authors depending on the type of article and medical specialty, and the percentage of invited female peer reviewers as well as the quality of their reviews. During the period studied, a total of 2507 manuscripts were submitted to Wiener klinische Wochenschrift. 26% of these papers had female first authors, and this proportion increased continuously from 16% in 2001 to 32% in 2007, whereafter it remained constant. The proportion of papers submitted by female first authors was dependent on the medical subspecialty (e.g. 48% female first authors of pediatric papers, 12% female first authors of cardiology papers). There was no difference in the acceptance rate of papers by male and female first authors; however, a somewhat higher rate of papers with female first authors was subject to rapid rejection (21% vs. 16%). Papers with female first authors more often named a different corresponding author than papers with male first authors, and in most of these cases the corresponding author was a man. More than 40% of all submitted original papers, 24% of the review articles, but only 10% of the editorials had female first authors. During the years studied only 5-11% of reviewers were women, despite that the quality of their reviews was generally better than those by men. Among the 21 members of the editorial board only one is a woman. Between 2001 and 2007 the percentage of manuscripts submitted to Wiener klinische Wochenschrift by female authors constantly increased and is now around 30%, reaching almost 50% in some specialties such as pediatrics. Nevertheless, there remains a massive gender imbalance in Wiener klinische Wochenschrift: review papers or invited editorials are only rarely authored by female researchers, a very low percentage of peer reviewers is female - although the quality of their reviews is generally better - and only one member of the editorial board is female. Even though this is mostly a reflection of the general situation in academic medicine, medical journals can and must take action and contribute to the elimination of these gender inequalities.

When qualifying for higher academic positions junior academics face increasing demands for submitting papers for publication. The criteria for assessing these publications are presently under discussion. Contributions to international English language journals are more highly regarded, and it has become indispensable to have papers published in journals listed in SCI and SSCI. The question remains whether these criteria are valid to judge academic qualifications. Whereas one criterion for validity may be the publication practice of the present academic representatives, it appears that to some extent the chairs themselves would not fulfill the requirements for academic qualification today. Results regarding this are presented and discussed.

The different reference styles demanded by journals, both for in-text citations and manuscript bibliographies, require that significant time and attention be paid to minute detail that constitute a tedious obstacle on the road to publication for all authors, but especially for those from resource-limited countries and/or writing in a second language. To illustrate this, we highlight different reference styles requested by five popular journals to which operational research papers are often submitted. We call for a simpler, standardised format for in-text and bibliography reference citations, so that researchers can concentrate on the science and its interpretation rather than fonts and punctuation. This final rule amends the portions of the Medicaid regulations under which an intermediate care facility for the mentally retarded (ICF/MR) with substantial deficiencies that did not pose an immediate jeopardy to the health and safety of clients could continue participation in the Medicaid program. These regulations gave State Medicaid agencies the option of submitting written plans to either correct deficiencies or permanently reduce the number of beds in the certified portion of the facility. This rule removes all requirements for submitting, approving, and monitoring correction plans for ICFs/MR. The requirements for submitting and approving correction plans are being removed because the time limit for submission of these plans has passed. The provisions for monitoring correction plans are being removed because there are no remaining facilities for which these provisions apply. This final rule also removes requirements for submitting and approving reduction plans for ICFs/MR because the time limit for submitting these plans has passed. It retains and updates the requirements for monitoring and compliance that apply to those ICFs/MR for which reduction plans were approved by January 1, 1990.

Findings From the INANE Survey on Student Papers Submitted to Nursing Journals.

Nursing students are often encouraged or required to submit scholarly work for consideration for publication but most manuscripts or course assignment papers do not meet journal standards and consume valuable resources from editors and peer reviewers. The International Academy of Nursing Editors (INANE) is a group of nurse editors and publishers dedicated to promoting best practices in publishing in the nursing literature. In August 2014, editors at INANE's annual meeting voiced frustrations over multiple queries, poorly written student papers, and lack of proper behavior in following through. This article describes the findings of a survey distributed to INANE members to seek feedback about submissions by students. Fifty-three (53) members responded to an online anonymous survey developed by the INANE Student Papers Work Group. Data were analyzed using descriptive statistics for Likert-type questions and content analysis of open-ended questions. Quantitative data revealed that most editors reported problems with student papers across all levels of graduate programs. Six themes emerged from the qualitative data: submissions fail to follow author guidelines; characteristics of student submissions; lack of professional behavior from students; lack of professional behavior from faculty; editor responses to student submissions; and faculty as mentors. These themes formed the basis for recommendations and strategies to improve student scholarly writing. Overall, editors endorsed supporting new scholars in the publication process but faculty engagement was integral to student success. Copyright © 2016 Elsevier Inc. All rights reserved.

In October 2003, NASA embarked on the ACAST project (Advanced CNS Architectures and System Technologies) to perform research and development on selected communications, navigation, and surveillance (CNS) technologies to enhance the performance of the National Airspace System (NAS). The Networking Research Group of NASA's ACAST project, in order to ensure global interoperability and deployment, formulated their own salient list of requirements. In the present work, lignocellulosic micro/nanofibers (LCMNF) were produced from pine sawdust. For that, pine sawdust was submitted to alkali treatment and subsequent bleaching stages, tailoring its chemical composition with the purpose of obtaining effective LCMNF. The obtained LCMNF were characterized and incorporated to recycled cardboard boxes with the purpose of producing recycled paper. The obtained results showed that it was possible to obtain LCMNF with the same reinforcing potential than those cellulose nanofibers (CNF) prepared by oxidative or other chemical methods In fact, the obtained papers increased the breaking length of recycled cardboard from 3338m to 5347m, being a value significantly higher than the requirements to produce paper bags. Overall, the studied strategies could allow a significant reduction of paper basis weight, with the consequent material saving and, thus, contribution to the environment. Material manufacturers and suppliers are often surprised when a material commonly provided to industry is not approved for use on manned spacecraft. Often the reason is a lack of test data in environments that simulate those encountered in space applications, especially oxygen-enriched conditions, which significantly increase both the likelihood of material combustion and the propagation of a fire. This paper introduces the requirements for flight approval of non-metallic materials, focusing on material testing for human-rated space flight programs; it reviews the history of flight materials requirements and provides the rationale for such and introduces specific requirements related to testing and to good material engineering and design practices. After describing the procedure for submitting materials to be tested, the paper outlines options available if a material fails testing. In addition, this treatise introduces the National Aeronautics and Space Administration's (NASA's) Materials and Processes Technical Information System (MAPTIS), a database housing all test data produced in accordance with NASA-STD-6001, Flammability, Odor, Offgassing, and Compatibility Requirements and Test Procedures for Materials in Environments that Support Combustion.

Promoting a research culture among junior radiation oncologists: outcomes from the introduction of the Australian and New Zealand research requirement in training.

Since 2005, radiation oncology trainees in Australia and New Zealand have had to undertake a piece of original research during training, and submit a manuscript, as first author, for senior peer-review. Satisfactory completion of this requirement is one component of eligibility to sit the Royal Australian and New Zealand College of Radiologists Fellowship examinations. The purpose of this study was to examine the value of this curriculum requirement, including the publication rates and potential barriers to trainee research. An online survey was sent to 116 radiation oncologists/trainees who trained since the mandatory research requirement was introduced (2005-2011). Questions concerned research topics, publications, subsequent research activity, perceptions on barriers to research and aids to conducting research during training. A web-based search of PubMed by author name was carried out to complete and verify publication statistics. In total, 108 (93.1%) of the 116 trainees across 20 centres who submitted their research papers to the Radiation Oncology Faculty Research Committee were successful in meeting the required standard first time. Half of these trainees ultimately published their paper in a peer-reviewed journal. Of trainees responding to the survey, 62% presented their research at a scientific meeting. Most of the studies were either retrospective (62.3%) or dosimetry/physics projects (10.1%). The main problems encountered in conducting projects were competing clinical commitments and lack of dedicated research time. Notably, long ethics approval processes, lack of supervision and statistical support for projects were not considered barriers. This mandatory research requirement ensures trainees initiate and complete at least one project during their training. Since the introduction of this curriculum component, half of the research projects have resulted in publication in a peer-reviewed journal. Increased 'protected time' and training in scientific writing and methods may improve publication rates and quality. This first review of the Australian and New Zealand radiation oncology trainee research requirement highlights areas that need to be addressed to further support and foster a research culture among junior radiation oncologists. Rammed earth is a sustainable material with low embodied energy. However, its development as a building material requires a better evaluation of its moisture-thermal buffering abilities and its mechanical behavior. Both of these properties are known to strongly depend on the amount of water contained in wall pores and its evolution. Thus the aim of this paper is to present a procedure to measure this key parameter in rammed earth or cob walls by using two types of probes operating on the Time Domain Reflectometry (TDR) principle. A calibration procedure for the probes requiring solely four parameters is described. This calibration procedure is then used to monitor the hygrothermal behavior of a rammed earth wall (1.5 m × 1 m × 0.5 m), instrumented by six probes during its manufacture, and submitted to insulated, natural convection and forced convection conditions. These measurements underline the robustness of the calibration procedure over a large range of water content, even if the wall is submitted to quite important temperature variations. They also emphasize the importance of gravity on water content heterogeneity when the saturation is high, as well as the role of liquid-to-vapor phase change on the thermal behavior. PMID:28788603

The rejection rate by scientific journals may be rather high, sometimes up to 70-90%. On receipt of notification of rejection, one may experience various stages of the Kübler-Ross grief cycle--denial, anger, bargaining, depression and acceptance, with an initial shock and an intermediate 'testing' stage. A paper may be rejected because of several reasons, such as the following: (1) it was submitted to an inappropriate journal, (2) journal format was not followed, (3) reading was not interesting or scientific/clinically sound, (4) topic was not current, (5) research was not novel, (6) low publication priority despite the absence of major flaws, (7) poor En-glish/writing style, (8) poor methods and statistics, (9) unbelievable results that were not properly discussed and (10) 'recycled' paper. Plagiarism is not tolerated. Simultaneous submission to 2 or more journals is not allowed. Outright rejection sometimes occurs in 70-80%; for 10-15%, the editor rejects without sending the paper to reviewers for obvious reasons as mentioned. For the majority, reviewers give feedback that leads to the editor rejecting the paper. On receiving notification of rejection, one should read the feedback and consider its contents prior to rewriting and submitting the paper to another journal (sometimes reviewers may see the same manuscript several times if asked by different editors). An invitation to resubmit 'de novo' occurs in only 1-5% of submissions; it requires substantial revision before resubmission. Being rejected but invited to resubmit a revised version occurs in 5-20% of submissions--it indicates a good chance of acceptance; one should carefully read the feedback and respond/comply with all suggestions. We reviewed the authorship characteristics, editorial processing, and final fate of 126 papers dealing with data from countries other than the United States and Canada and submitted to the American Journal of Public Health in 1989. The acceptance rate of these international health papers was 22%, similar to that of all papers (25%). Authors from developed countries had higher acceptance rates than authors from developing countries, but the highest acceptance rate (36%) was for international health papers with joint authorship from both developed and developing countries. Of 83 rejected papers, 72% were published in other journals. Of these, 45% were published in journals covered by Index Medicus, a figure similar to that for all papers rejected by the Journal. Incorporating a GPS capability on the Space Shuttle presented unique system integration design considerations and has led to an integration concept that has minimum impact on the existing Shuttle hardware and software systems. This paper presents the Space Shuttle GPS integrated design and the concepts used in implementing this GPS capability. The major focus of the paper is on the modifications that will be made to the navigation systems in the Space Shuttle General Purpose Computers (GPC) and on the Operational Requirements of the integrated GPS/GPC system. Shuttle navigation system architecture, functions and operations are discussed for the current system and with the GPS integrated navigation capability. The GPS system integration design presented in this paper has been formally submitted to the Shuttle Avionics Software Control Board for implementation in the on-board GPC software.

This paper examines the refereeing procedures at the scientific weekly Nature during and after World War II. In 1939 former editorial assistants L. J. F. Brimble and A. J. V. Gale assumed a joint editorship of Nature. The Brimble–Gale era is now most famous for the editors' unsystematic approach to external refereeing. Although Brimble and Gale did sometimes consult external referees, papers submitted or recommended by scientists whom the pair trusted were often not sent out for further review. Their successor, John Maddox, would also print papers he admired without external refereeing. It was not until 1973 that editor David Davies made external peer review a requirement for publication in Nature. Nature's example shows that as late as the 1960s a journal could be considered scientifically respectable even if its editors were known to eschew systematic external peer review. PMID:26495581

Often, the regulatory approval process itself appears too challenging and approvals are not even requested. We believe that petitions can be successful and want to encourage interested parties to submit good quality approval petitions to the regulatory authorities. The objective of this paper is to review petition requirements so that researchers and companies in other countries will be able to prepare petitions requesting approval for the import and sale of irradiated foods into North America.

The goals outlined for the research project for this year have been completed, and the following supporting documentation is attached: 1. A copy of the proposal outlining the principal goals: (a) Improve the characterization of semiconductor crystals through new etches and etching procedures. (b) Developed a novel voltammetric method to characterize semiconductor crystals as a result of searching for improved etches for lead-tin-telluride. (c) Presented paper at ACCG- 10. (d) Prepared manuscripts for publication. Completed additional testing suggested by reviewers and re-submitted manuscripts. (e) Worked with an undergraduate student on this project to provide her an opportunity to have a significant research experience prior to graduation. 2. In addition to the anticipated goals the following were also accomplished: (a) Submitted the newly developed procedures for consideration as a patent or a NASA Tech Brief. (b) Submitted a paper for presentation at the forthcoming ICCG- 12 conference. 3. A copy of the final draft of the publication as submitted to the editors of the Journal of Crystal Growth.

Writing a scientific research paper for submission to a peer-reviewed journal requires compositional skill and attention to details. In evaluating submitted manuscripts, journal editors and reviewers often encounter recurrent mistakes in composition and in compliance with the stylistic requirements of the particular publication. This editorial article identifies core tenets of effective scientific writing in the social and behavioral sciences, and it delineates commonly committed errors in violation of the style prescribed by the American Psychological Association (APA). The editor organizes his advice in a user-friendly checklist to assist both authors and reviewers associated with this journal (Body Image: An International Journal of Research), as well as other journals that adhere to APA style. This advisory article may also assist research supervisors and instructors in academic training contexts.

Deception, discrimination, and fear of reprisal: lessons in ethics from third-year medical students.

To systematically examine ethical conflicts reported by all State University of New York Upstate Medical University third-year students, compare them with conflicts reported in the literature, and identify content areas that compel new or renewed emphasis in national educational objectives, standard curricula, and texts. From 1999 to 2002, all third-year students submitted papers for a required bioethics course. These papers depicted ethical issues arising during clinical clerkships. The authors devised a checklist of ethical issues; after analyzing the students' papers, the authors applied the checklist to the papers to create a taxonomy. Three hundred twenty-seven students submitted 688 cases involving 40 ethical issues. The most common issues were deliberate lies or deceptions (n = 68), patients' right to refuse recommended treatment (n = 48), and insistence on futile treatment (n = 46). Students perceived overt and subtle discrimination toward patients, reflected in substandard or excessive treatment. In 81 cases (12%), students expressed reluctance to speak up about moral conflict for fear of reprisal. This fear was expressed in 18 (45%) of the 40 issues-particularly student-specific (36 [52% of 69]) and quality of care (7 [24% of 29])-and most frequently in cases involving surgery (p < .025) and obstetrics-gynecology patients (p < .01). Students discerned ethical dilemmas in both "usual and customary" and seemingly incidental situations. Students who described fear of speaking up perceived a tradeoff between academic survival and patients' interests. The cases demonstrated that students still lacked the tools to navigate ethical dilemmas effectively. The authors propose that moral courage is within the realm of professional expectations for medical students; its cultivation is an appropriate formal objective for medical education.
