BIS also amends the authorization of VEU Lam Research Corporation (Lam) by updating the addresses of ten eligible destinations and reformatting the list of Lam's existing eligible destinations into groups associated with specific eligible items. BIS also updates the EAR to amend the addresses and lists of eligible items for VEUs SK hynix Semiconductor (China) Ltd. and SK hynix Semiconductor (Wuxi) Ltd. Finally, BIS amends Supplement No. 7 to part 748 of the EAR to include language reminding exporters that the language in the Supplement does not supersede other requirements in the EAR. These amendments to the authorizations of the named VEUs are not the result of activities of concern. The respective changes were prompted by factors arising from the companies' normal course of business or are being done at the request of the companies.

"The Explanatory Supplement to the Astronomical Almanac" (hereafter "The Explanatory Supplement") is a comprehensive reference book on the topic of positional astronomy, covering the theories and algorithms used to produce "The Astronomical Almanac" (AsA), an annual publication produced jointly by the Nautical Almanac Office of the US Naval Observatory (USNO) and Her Majesty's Nautical Almanac Office (HMNAO) of the UK Hydrographic Office. The first edition of The Explanatory Supplement appeared in 1961 and was reprinted with amendments during the 1970s. The second edition was printed in 1992 and reprinted until 2006. Since the second edition, several changes have taken place in positional astronomy regarding reference systems and internationally accepted models, data sets, and computational methods; these have been incorporated into the AsA. Additionally, the data presented in the AsA have been modified over the years, with new tables being added and some being discontinued. Given these changes, a new edition of The Explanatory Supplement is appropriate. The third edition has been in development for the last few years and will be available in 2010. The book is organized similarly to the second (1991) edition, with each chapter written by subject matter experts. Authors from USNO and HMNAO contributed to the majority of the book, but there are authors from Jet Propulsion Laboratory, Technical University of Dresden, National Geospatial-Intelligence Agency, University of Texas Austin, and University of Virginia. This paper will discuss this latest edition of the Explanatory Supplement.

Expansion of dryland agriculture requires intensive supplement of organic fertilizers to improve the fertility of nutrient-poor desert soils. The environmental impact of organic supplements in hot desert climates is not well understood. We report on seasonal emissions of nitrous oxide (N 2 O) from sand and loess soils, amended with limed and non-limed anaerobic digestate of poultry manure in the Israeli Negev desert. All amended soils had substantially higher N 2 O emissions, particularly during winter applications, compared to unammended soils. Winter emissions from amended loess (10-175mgN 2 Om -2 day -1 ) were markedly higher than winter emissions from amended sand (2-7mgN 2 Om -2 day -1 ). Enumeration of marker genes for nitrification and denitrification suggested that both have contributed to N 2 O emissions according to prevailing environmental conditions. Lime treatment of digested manure inhibited N 2 O emissions regardless of season or soil type, thus reducing the environmental impact of amending desert soils with manure digestate. The study investigated the effects of organic amendments: pineapple pulp (PP) and agar hydrolyzate (AH), on micropropagation and Pb bioaccumulation and tolerance in a woody shrub Daphne jasminea cultured in vitro. The amendments were analyzed for their content of carbohydrates, phenolic acids, and phytohormones and added at a dose of 10 mL L -1 to the medium containing 1.0 mM lead nitrate. Micropropagation coefficient increased by 10.2-16.6 % in PP and AH variants, respectively. Growth tolerance index increased by 22.9-31.8 % for the shoots and by 60.1-82.4 % for the roots. In the absence of Pb, the additives inhibited multiplication and growth of microplantlets. PP and AH facilitated Pb accumulation in plant organs, especially in the roots. PP enhanced bioconcentration factor and AH improved Pb translocation to the shoots. Adaptation to Pb was associated with increased accumulation of phenolics and higher radical scavenging activity. Medium supplementation, particularly with AH, enhanced antiradical activity of Pb-adapted lines but reduced the content of phenolic compounds. The study results indicated that supplementation with organic amendments may be beneficial in in vitro selection against lead toxicity.

The multi-billion dollar dietary supplement industry is global in reach. The industry has been criticized for problems related to poor quality control, safety, misbranding, and adulteration. In this review, we describe how the US Food and Drug Administration (FDA) regulates dietary supplements within the framework of the Federal Food, Drug, and Cosmetic Act (FD&C Act). The Dietary Supplement Health and Education Act of 1994 (DSHEA), which amended the FD&C Act, gave the FDA the authority to promulgate Good Manufacturing Practices for dietary supplements and required that manufacturers provide the FDA information supporting a conclusion that the ingredients are reasonably expected to be safe if the dietary ingredients were not marketed in the USA before 15 October 1994. Recent amendments to the FD&C Act require that serious dietary-supplement-related adverse events be reported to the FDA and provide the agency with mandatory recall authority. We discuss the presence of naturally occurring (e.g. Ephedra, Citrus aurantium, Acacia) and synthetic (e.g. β-methylphenethylamines, methylsynephrine, α-ethyl-phenethylamine) biologically active phenethylamines (PEAs) in dietary supplements and of PEA drugs (e.g. clenbuterol, fenfluramine, sibutramine, lorcaserin) in weight-loss products. Regulatory actions against manufacturers of products labelled as dietary supplements that contain the aliphatic amines 1,3-dimethylamine and 1,3-dimethylbutylamine, and PEAs such as β-methylphenethylamine, aegeline, and Dendrobium illustrate the FDA's use of its authority under the FD&C Act to promote dietary supplement safety. The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations at 10 CFR Part 61 to require low-level radioactive waste disposal facilities to conduct site-specific analyses to demonstrate compliance with the performance objectives in Subpart C. The amendments would require licensees to conduct site-specific analyses for protection of the public and inadvertent intruders as well as analyses for long-lived waste. The amendments would ensure protection of public health and safety, while providing flexibility to demonstrate compliance with the performance objectives, for current and potential future waste streams. NRC staff intends to submit proposed rule language and associated regulatorymore » basis to the Commission for its approval in early 2012. The NRC staff also intends to develop associated guidance to accompany any proposed amendments. The guidance is intended to supplement existing low-level radioactive waste guidance on issues pertinent to conducting site-specific analyses to demonstrate compliance with the performance objectives. The guidance will facilitate implementation of the proposed amendments by licensees and assist competent regulatory authorities in reviewing the site-specific analyses. Specifically, the guidance provides staff recommendations on general considerations for the site-specific analyses, modeling issues for assessments to demonstrate compliance with the performance objectives including the performance assessment, intruder assessment, stability assessment, and analyses for long-lived waste. This paper describes the technical basis for changes to the rule language and the proposed guidance associated with implementation of the rule language. The NRC staff, per Commission direction, intends to propose amendments to 10 CFR Part 61 to require licensees to conduct site-specific analyses to demonstrate compliance with performance objectives for the protection of public health and the environment. The amendments would require a performance assessment to demonstrate protection of the general population from releases of radioactivity, an assessment to demonstrate protection of a potential inadvertent intruder, and a long-term analysis to assess how the design of the facility considers the potential radiological impacts associated with disposal of long-lived waste streams. Concurrently, the NRC staff intends to propose associated guidance to facilitate the implementation of the requirements to conduct site-specific analyses. In proposing these amendments to the regulation and associated guidance, the NRC staff has conducted extensive public outreach since 2009 including three public meetings and four briefings of the NRC's Advisory Committee on Reactor Safeguards. The NRC staff plans to submit the proposed amendments to the regulations to the Commission in early 2012. Subsequently, the proposed amendments and associated guidance would be published in the Federal Register for public comment pending approval of the proposed amendments to the regulations by the Commission. Following the public comment period, NRC staff plans to address public comments and revise, as necessary, the regulations and associated guidance before publishing a final rule, which is anticipated in 2013. In 2002, the EPA amended 40 CFR 61 Subpart H and 40 CFR 61 Appendix B Method 114 to include requirements from ANSI/HPS N13.1-1999 Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stack and Ducts of Nuclear Facilities for major emission points. Additionally, the WDOH amended the Washington Administrative Code (WAC) 246-247 Radiation protection-air emissions to include ANSI/HPS N13.1-1999 requirements for major and minor emission points when new permitting actions are approved. A result of the amended regulations is the requirement to prepare a written technical basis for the radiological air emission sampling and monitoring program. Pilot-scale development at the Foster Wheeler Energia Oy 10 MW{sub th} circulating PFBC at Karhula, Finland, has demonstrated the advantages of pressurized fluidized bed combustion (PFBC) technology. Commercial scale deployment of the technology at the Lakeland Utilities MacIntosh Unit No. 4 has been proposed. Development of uses for the ashes from PFBC systems is being actively pursued as part of commercial demonstration of PFBC technologies. Western Research Institute (WRI), in conjunction with the US Department of Energy (DOE), Federal Energy Technology Center (FETC), Foster Wheeler Energy International, Inc., and the Electric Power Research Institute (EPRI), conducted a laboratory scale investigationmore » of the technical feasibility of PFBC ash as an amendment for acidic soils and spoils encountered in agricultural and reclamation applications. Ashes were collected from the Foster Wheeler Energia Oy pilot circulating PFBC tests in Karhula, Finland, operating on (1) low-sulfur subbituminous and (2) high-sulfur bituminous coals. The results of the technical feasibility testing indicated the following: (1) PFBC fly ash (Karhula-low S fly ash) and ag-lime (CaCO{sub 3}) were used as amendments attempting to ameliorate acid spoil conditions. These materials were found to be effective acid mine spoil amendments. (2) The greenhouse study demonstrated that PFBC ash and/or bed ash amended spoils resulted in similar seed germination numbers as compared to the ag-lime amended spoils. (3) The greenhouse study also demonstrated that PFBC fly ash and/or bed ash amended spoils resulted in comparable plant productivity to the ag-lime amended spoils. In fact, all amendments resulted in statistically the same levels of plant production for each plant species.« less

An amendment is required to adjust the value assigned to imported cotton and the cotton content of imported products so that it is the same as those paid on domestically produced cotton. In addition, AMS is updating two Harmonized Tariff Schedule (HTS) statistical reporting numbers that were amended since the last assessment adjustment. This proposed rule is a companion document to the direct final rule published elsewhere in this issue of the Federal Register. AMS is publishing this amendment as a direct final rule without prior proposal because the agency is contemplated by statute and required by regulation in 7 CFR 1205.510 and anticipates no significant adverse comment. AMS has explained its reasons in the preamble of the direct final rule. If AMS receives no significant adverse comment during the comment period, no further action on this proposed rule will be taken. If, however, AMS receives significant adverse comment, AMS will withdraw the direct final rule and it will not take effect. In that case, AMS will address all public comments in a subsequent final rule based on this proposed rule. AMS will not institute a second comment period on this rule. Any parties interested in commenting must do so during this comment period.

The Food and Drug Administration (FDA) is amending its regulations on supplements and other changes to an approved application to implement the manufacturing changes provision of the Food and Drug Administration Modernization Act of 1997 (the Modernization Act). The final rule requires manufacturers to assess the effects of manufacturing changes on the identity, strength, quality, purity, and potency of a drug or biological product as those factors relate to the safety or effectiveness of the product. The final rule sets forth requirements for changes requiring supplement submission and approval before the distribution of the product made using the change, changes requiring supplement submission at least 30 days prior to the distribution of the product, changes requiring supplement submission at the time of distribution, and changes to be described in an annual report.

The Drug Enforcement Administration is updating its regulations for the import and export of tableting and encapsulating machines, controlled substances, and listed chemicals, and its regulations relating to reports required for domestic transactions in listed chemicals, gamma-hydroxybutyric acid, and tableting and encapsulating machines. In accordance with Executive Order 13563, the Drug Enforcement Administration has reviewed its import and export regulations and reporting requirements for domestic transactions in listed chemicals (and gamma-hydroxybutyric acid) and tableting and encapsulating machines, and evaluated them for clarity, consistency, continued accuracy, and effectiveness. The amendments clarify certain policies and reflect current procedures and technological advancements. The amendments also allow for the implementation, as applicable to tableting and encapsulating machines, controlled substances, and listed chemicals, of the President's Executive Order 13659 on streamlining the export/import process and requiring the government-wide utilization of the International Trade Data System (ITDS). This rule additionally contains amendments that implement recent changes to the Controlled Substances Import and Export Act (CSIEA) for reexportation of controlled substances among members of the European Economic Area made by the Improving Regulatory Transparency for New Medical Therapies Act. Since 1991 the Regulation (EEC) no. 2092/91 on organic production of agricultural products is applied for plants and plant products. Because of the increasing consumer's demand this regulation has to be supplemented by the area of livestock production. At present an amended commission proposal is discussed which also includes the amendments of the European Parliament. Besides the general principles of livestock production in organic farming the conversion periods from conventional to organic farming, the origin of the animals, feed and supplements, veterinary treatments as well as housing conditions for livestock are described. The negotiations in Brussels will have to achieve a compromise which gives a clear distinction from conventional livestock production, and which allows as many farms as possible, that are producing according to the rules of organic farming under various conditions within the EU member states, to proceed with minor adaptations to the new regulation.

The EPA subsequently received three petitions for reconsideration of these final rules. On September 26, 2008, the EPA granted reconsideration and issued a stay for the issues raised in the petitions regarding process heaters and flares. On December 22, 2008, the EPA addressed those specific issues by proposing amendments to certain provisions for process heaters and flares and extending the stay of these provisions until further notice. The EPA also proposed technical corrections to the rules for issues that were raised in the petitions for reconsideration. In this action, the EPA is finalizing those amendments and technical corrections and is lifting the stay of all the provisions granted on September 26, 2008 and extended until further notice on December 22, 2008.

Supplementation with β-alanine plays an important role as a precursor of carnosine, the most effective intramuscular buffer, and has been seen as a potential ergogenic aid, especially for high-intensity modalities such as basketball. Thus, the aim of the present study was to investigate the effects of 6 weeks of β-alanine supplementation on repeated sprint ability (RSA) and technical performances in young elite Brazilian basketball players. In total, 27 young basketball players (17±1 years) were randomized into a β-alanine group (Gβ - 6.4 g day -1 of β-alanine) and a placebo group (GP - 6.4 g day -1 of dextrose). Before and after the supplementation period the athletes performed a RSA test composed of ten 30 m sprints with two 180° changes of direction interspaced by 30 s of recovery. During the recovery period (i.e., after the sprints) the athletes performed a countermovement jump (CMJ) and a set of three free throws. After 48 h they performed a Yo-Yo intermittent recovery test level 1 (Yo-Yo IR1). Both groups increased the distance covered in the Yo-Yo IR1 after the supplementation period ( p = 0.001). On the other hand, both groups presented impairment in RSA time-performance (total time, best time, and mean time, p ≤ 0.04), while no significant changes were observed for technical task performances (i.e., CMJ and free throws) ( p ≥ 0.07). No between-group interactions were observed for any variable measured ( p ≥ 0.31). Thus, 6 weeks of β-alanine supplementation did not improve RSA or technical performances in young elite basketball players.

Research on feasible methods for the enhancement of bioremediation in soil contaminated by crude oil is vital in oil-exporting countries such as Kuwait, where crude oil is a major pollutant and the environment is hostile to biodegradation. This study investigated the possibility of enhancing crude oil bioremediation by supplementing soil with cost-effective organic materials derived from two widespread locally grown trees, Conocarpus and Tamarix. Amendments in soils increased the counts of soil microbiota by up to 98% and enhanced their activity by up to 95.5%. The increase in the biodegradation of crude oil (75%) and high levels of alkB expression substantiated the efficiency of the proposed amendment technology for the bioremediation of hydrocarbon-contaminated sites. The identification of crude-oil-degrading bacteria revealed the dominance of the genus Microbacterium (39.6%), Sphingopyxis soli (19.3%), and Bordetella petrii (19.6%) in unamended, Conocarpus-amended, and Tamarix-amended contaminated soils, respectively. Although soil amendments favored the growth of Gram-negative bacteria and reduced bacterial diversity, the structures of bacterial communities were not significantly altered.

This study aimed to evaluate the role of different amount of zeolite with low dosage of lime amendment on the greenhouse gas (GHGs) emission and maturity during the dewatered fresh sewage sludge (DFSS) composting. The evolution of CO2, CH4, NH3 and N2O and maturity indexes were monitored in five composting mixtures prepared from DFSS mixed with wheat straw, while 10%, 15% and 30% zeolite+1% lime were supplemented (dry weight basis of DFSS) into the composting mass and compared with treatment only 1% lime amended and control without any amendment. The results showed that addition of higher dosage of zeolite+1% lime drastically reduce the GHGs emissions and NH3 loss. Comparison of GHGs emissions and compost quality showed that zeolite amended treatments were superior than control and 1% lime amended treatments. Therefore, DFSS composting with 30% zeolite+1% lime as consortium of additives were found to emit very less amount of GHGs and gave the highest maturity than other treatments. The sports nutrition segment of the dietary supplement industry enjoyed nearly a decade of unfettered growth under federal legislation passed in 1994. A series of breakthroughs in the dietary supplement field led to the development and marketing of innovative products designed to enhance performance, build muscle, or lose excess fat. As the popularity of these products soared and evolved into a multi-billion dollar industry, the sports nutrition supplement market drew the attention of federal and state regulatory bodies and sports antidoping authorities. Growing concerns over potential health risks and unfair athletic advantages have spurred government regulators and legislators to heighten the scrutiny of this market, leading to recent legislative amendments and increased government enforcement action.

Treatment of high ethanol concentration wastewater by biological sand filters: enhanced COD removal and bacterial community dynamics.

Winery wastewater is characterized by its high chemical oxygen demand (COD), seasonal occurrence and variable composition, including periodic high ethanol concentrations. In addition, winery wastewater may contain insufficient inorganic nutrients for optimal biodegradation of organic constituents. Two pilot-scale biological sand filters (BSFs) were used to treat artificial wastewater: the first was amended with ethanol and the second with ethanol, inorganic nitrogen (N) and phosphorus (P). A number of biochemical parameters involved in the removal of pollutants through BSF systems were monitored, including effluent chemistry and bacterial community structures. The nutrient supplemented BSF showed efficient COD, N and P removal. Comparison of the COD removal efficiencies of the two BSFs showed that N and P addition enhanced COD removal efficiency by up to 16%. Molecular fingerprinting of BSF sediment samples using denaturing gradient gel electrophoresis (DGGE) showed that amendment with high concentrations of ethanol destabilized the microbial community structure, but that nutrient supplementation countered this effect.
