EPA Facility Registry Service (FRS): PCS_NPDES
This web feature service contains location and facility identification information from EPA's Facility Registry Service (FRS) for the subset of facilities that link to the Permit Compliance System (PCS) or the National Pollutant Discharge Elimination System (NPDES) module of the Integrated Compliance Information System (ICIS). PCS tracks NPDES surface water permits issued under the Clean Water Act. This system is being incrementally replaced by the NPDES module of ICIS. Under NPDES, all facilities that discharge pollutants from any point source into waters of the United States are required to obtain a permit. The permit will likely contain limits on what can be discharged, impose monitoring and reporting requirements, and include other provisions to ensure that the discharge does not adversely affect water quality. FRS identifies and geospatially locates facilities, sites or places subject to environmental regulations or of environmental interest. Using vigorous verification and data management procedures, FRS integrates facility data from EPA's national program systems, other federal agencies, and State and tribal master facility records and provides EPA with a centrally managed, single source of comprehensive and authoritative information on facilities. NPDES (National Pollution Discharge & Elimination System) Minor Dischargers
As authorized by the Clean Water Act, the National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. The NPDES permit program regulates direct discharges from municipal and industrial wastewater treatment facilities that discharge directly into surface waters. The NPDES permit program is part of the Permit Compliance System (PCS) which issues, records, tracks, and regulates point source discharge facilities. Individual homes that are connected to a municipal system, use a septic system, or do not have a surface discharge do not need an NPDES permit. Facilities in PCS are identified as either major or minor. Within the major/minor classification, facilities are grouped into municipals or non-municipals. In many cases, non-municipals are industrial facilities. This data layer contains Minor dischargers. Major municipal dischargers include all facilities with design flows of greater than one million gallons per day; minor dischargers are less that one million gallons per day. Essentially, a minor discharger does not meet the discharge criteria for a major. Since its introduction in 1972, the NPDES permit program is responsible for significant improvements to our Nation's water quality.

During the fall of 1996, the Interstate Oil and Gas Compact Commission sponsored sessions for government and industry representatives to discuss concerns about the National Pollution Discharge Elimination System (NPDES) program under the Clean Water Act. In January 1997, the NPDES Education/Communication/Training Workgroup (ECT Workgroup) was established with co-leaders from the Environmental Protection Agency (EPA) and industry. The Monsanto Analytical Testing (MAT) program was devised and implemented in order to provide analytical standards to Monsanto manufacturing plants involved in the self-monitoring of plant discharges as required by National Pollutant Discharge Elimination System (NPDES) permit conditions. Standards are prepared and supplied at concentration levels normally observed at each individual plant. These levels were established by canvassing all Monsanto plants having NPDES permits and by determining which analyses and concentrations were most appropriate. Standards are prepared by Monsanto's analyses and concentrations were most appropriate. The U.S. EPA has utilized the Clean Water Act - National Pollutant Discharge Elimination System permitting program to protect waters of the U.S for over 40 years. NPDES permit effluent limitations serve as the primary mechanism for controlling discharges of pollutants to receiving waters. When developing effluent limitations for an NPDES permit, a permit writer must consider limits based on both the technology available to control the pollutants (i.e., technology-based effluent limits) and limits that are protective of the water quality standards of the receiving water (i.e., water quality-based effluent limits). WET testing is one of the water quality-based effluent limitation mechanisms available to permit writers that is useful in determining how the additive, synergistic and compounding effects of toxic effluents effect streams. This presentation will provide an overview of the current EPA NPDES permit program direction for increasing the efficacy of NPDES permits program administered by the U.S. EPA and States. The training implementation plan is expected to provide permit writers with a clearer understanding of WET requirements as established via the U.S. EPA WET test manuals, NPDES permitting regulatory authorities, and the WET science which has been long established. not applicable

The Y-12 Plant conducts a surface water monitoring program in response to DOE Orders and state of Tennessee requirements under the National Pollutant Discharge Elimination System (NPDES). The anticipated codification of DOE Order 5400.5 for radiation protection of the public and the environment (10 CFR Part 834) will require an environmental radiation protection plan (ERPP). The NPDES permit issued by the state of Tennessee requires a radiological monitoring plan (RMP) for Y-12 Plant surface waters. In a May 4, 1995 memo, the state of Tennessee, Division of Water Pollution Control, stated their desired needs and goals regarding the content ofmore » RMPs, associated documentation, and data resulting from the RMPs required under the NPDES permitting system (L. Bunting, General Discussion, Radiological Monitoring Plans, Tennessee Division of Water Pollution Control, May 4,1995). Appendix A provides an overview of how the Y-12 Plant will begin to address these needs and goals. It provides a more complete, documented basis for the current Y-12 Plant surface water monitoring program and is intended to supplement documentation provided in the Annual Site Environmental Reports (ASERs), NPDES reports, Groundwater Quality Assessment Reports, and studies conducted under the Y-12 Plant Environmental Restoration (ER) Program. The purpose of this update to the Y-12 Plant RMP is to satisfy the requirements of the current NPDES permit, DOE Order 5400.5, and 10 CFR Part 834, as current proposed, by defining the radiological monitoring plan for surface water for the Y-12 Plant. This plan includes initial storm water monitoring and data analysis. Related activities such as sanitary sewer and sediment monitoring are also summarized. The Environmental Protection Agency staff published the final storm water regulation on November 16, 1990. The storm water regulation is included in the National Pollutant Discharge Elimination System (NPDES) regulations. It specifies the permit application requirements for certain storm water discharges such as industrial activity or municipal separate storm sewers serving populations of 100,000 or greater. Storm water discharge associated with industrial activity is discharge from any conveyance used for collecting and conveying storm water that is directly related to manufacturing, processing, or raw material storage areas at an industrial plant. Quantitative testing data is required for these discharges. Anmore » individual storm water permit application was completed and submitted to Tennessee Department of Environment and Conservation (TDEC) personnel in October 1992. After reviewing this data in the permit application, TDEC personnel expressed concern with the fecal coliform levels at many of the outfalls. The 1995 NPDES Permit (Part 111-N, page 44) requires that an investigation be conducted to determine the validity of this data. If the fecal coliform data is valid, the permit requires that a report be submitted indicating possible causes and proposed corrective actions.« less

A pilot-scale wetland treatment system was specifically designed and constructed at Clemson University to evaluate removal of mercury, selenium, and other constituents from flue gas desulfurization (FGD) wastewater. Specific objectives of this research were: (1) to measure performance of a pilot-scale constructed wetland treatment system in terms of decreases in targeted constituents (Hg, Se and As) in the FGD wastewater from inflow to outflow; (2) to determine how the observed performance is achieved (both reactions and rates); and (3) to measure performance in terms of decreased bioavailability of these elements (i.e. toxicity of sediments in constructed wetlands and toxicity ofmore » outflow waters from the treatment system). Performance of the pilot-scale constructed wetland treatment systems was assessed using two criteria: anticipated NPDES permit levels and toxicity evaluations using two sentinel toxicity-testing organisms (Ceriodaphnia dubia and Pimephales promelas). These systems performed efficiently with varied inflow simulations of FGD wastewaters removing As, Hg, and Se concentrations below NPDES permit levels and reducing the toxicity of simulated FGD wastewater after treatment with the constructed wetland treatment systems. Sequential extraction procedures indicated that these elements (As, Hg, and Se) were bound to residual phases within sediments of these systems, which should limit their bioavailability to aquatic biota. Sediments collected from constructed wetland treatment systems were tested to observe toxicity to Hyalella azteca or Chironomus tetans. Complete survival (100%) was observed for H. azteca in all cells of the constructed wetland treatment system and C. tentans had an average of 91% survival over the three treatment cells containing sediments. Survival and growth of H. azteca and C. tentans did not differ significantly between sediments from the constructed wetland treatment system and controls. Since the sediments of the constructed wetland treatment system are repositories for As, Hg, and Se and the bioavailability of these elements decreased after deposition, the pilot-scale constructed wetland treatment system contributed significantly to mitigation of risks to aquatic life from these elements.« less

One of Los Angeles County Department of Public Works` many responsibilities is to manage non-point pollution that enters the storm drain network within Los Angeles County. The management of this non-point source pollution is mandated by the NPDES guidelines under the Federal Clean Water Act. These guidelines require the County to monitor the drainage network and the storm water and urban runoff flowing through it. The County covers over 3,117 square miles, with the NPDES Permit covering over 3,100 square miles and over 2500 miles of storm drains. A proposed solution to monitor and manage this vast geographic area ismore » centered upon an Arc/Info GIS. Some of the many concerns which need to be addressed include the administration and evaluation of Best Management Practices (BMP`s), storm drain inspection for illegal connections and illicit discharges, and pollutant load assessment and modeling. Subsurface drainage resulting from irrigated agriculture is a toxic threat to fish and wildlife resources throughout the western United States. Studies by the U.S. Department of the Interior show that migratory waterfowl have been poisoned by drainwater contaminants on at least six national wildlife refuges. Allowing this poisoning to continue is a violation of the Migratory Bird Treaty Act under U.S. Federal law. Critical wetlands and waterfowl populations are threatened in both the Pacific and Central flyways. The public is also at risk and health warnings have been issued in some locations. Subsurface irrigation drainage is a complex effluent containing toxic concentrations of trace elements, salts, and nitrogenous compounds. Some of the contaminants are classified by the U.S. Environmental Protection Agency (EPA) as priority pollutants and they can be present in concentrations that exceed EPA's criteria for toxic waste. The on-farm drainage systems used to collect and transport this wastewater provide point-source identification as well as a mechanism for toxics control through the National Pollutant Discharge Elimination System (NPDES) permit process. A four-step approach is presented for dealing with irrigation drainage in an environmentally sound manner. This regulatory strategy is very similar to those commonly used for industrial discharges and includes site evaluation, contaminant reduction through NPDES, and compliance monitoring. The EPA must recognize subsurface irrigation drainage as a specific class of pollution subject to regulation under the NPDES process. Active involvement by EPA is necessary to ensure that adequate controls on this wastewater are implemented.

Exact solutions of nonlinear partial differential equations (NPDEs) are obtained via the enhanced (G'/G)-expansion method. The method is subsequently applied to find exact solutions of the Drinfel'd-Sokolov-Wilson (DSW) equation and the (2+1)-dimensional Painlevé integrable Burgers (PIB) equation. The efficiency of this method for finding these exact solutions is demonstrated. The method is effective and applicable for many other NPDEs in mathematical physics.

In support of the Weldon Spring Site Remedial Action Project Federal Facilities Agreement, a copy of the Quarterly Environmental Data Summary (QEDS) for the first quarter of 1998 is enclosed. The data presented in this letter and attachment constitute the QEDS. The data were received from the contract laboratories, verified by the Weldon Spring Site verification group and, except for air monitoring data and site KPA generated data (uranium analyses), merged into the data base during the first quarter of 1998. Air monitoring data presented are the most recent complete sets of quarterly data. Air data are not stored inmore » the data base, and KPA data are not merged into the regular data base. Significant data, defined as data values that have exceeded defined {open_quotes}above normal{close_quotes} Level 2 values, are discussed in this letter for Environmental Monitoring Plan (EMP) generated data only. Above normal Level 2 values are based, in ES&H procedures, on historical high values, DOE Derived Concentration Guides (DCGs), NPDES limits and other guidelines. The procedures also establish actions to be taken in the event that {open_quotes}above normal{close_quotes} data occur. All data received and verified during the first quarter were within a permissible range of variability except for those detailed below. Above normal occurrences are cited for groundwater, air, and NPDES data. There were none for springs or surface water. The following discussion offers a brief summary of the data merged during the first quarter that exceeded the above normal criteria and updates on past reported above normal data. The attached tables present the most recent data for air and the data merged into the data base during the first quarter 1998 for groundwater, NPDES, surface water, and springs. Graphs showing concentrations of selected contaminants of concern at some of the critical locations have also been included in this QEDS. The graphs are discussed in the separate sections.« less

The following operations may adversely affect the water quality of nearby aquatic environments: De-icing runways; de-icing taxiways; de-icing and anti-icing aircraft; aircraft maintenance; and salt de-icer application. Until the amendments to the Clean Water Act of 1972, referred to as the Water Quality Act of 1987, were passed by Congress, the majority of storm water discharges in the US were unregulated. The Water Quality Act of 1987 was promulgated as an effort to manage the pollution resulting from storm water runoff. The management and availability of Indiana’s water resources increase in importance every year. Specifically, information on low-flow characteristics of streams is essential to State water-management agencies. These agencies need low-flow information when working with issues related to irrigation, municipal and industrial water supplies, fish and wildlife protection, and the dilution of waste. Industrial, municipal, and other facilities must obtain National Pollutant Discharge Elimination System (NPDES) permits if their discharges go directly to surface waters. The Indiana Department of Environmental Management (IDEM) requires low-flow statistics in order to administer the NPDES permit program. Low-flow-frequency characteristics were computed for 272 continuous-record stations. The information includes low-flow-frequency analysis, flow-duration analysis, and harmonic mean for the continuous-record stations. For those stations affected by some form of regulation, low-flow frequency curves are based on the longest period of homogeneous record under current conditions. Low-flow-frequency values and harmonic mean flow (if sufficient data were available) were estimated for the 166 partial-record stations. Partial-record stations are ungaged sites where streamflow measurements were made at base flow.

This paper proposes a lattice Boltzmann model with an amending function for one-dimensional nonlinear partial differential equations (NPDEs) in the form ut + αuux + βunux + γuxx + δuxxx + ζuxxxx = 0. This model is different from existing models because it lets the time step be equivalent to the square of the space step and derives higher accuracy and nonlinear terms in NPDEs. With the Chapman-Enskog expansion, the governing evolution equation is recovered correctly from the continuous Boltzmann equation. The numerical results agree well with the analytical solutions.

This is the second annual storm water report prepared in accordance with the National Pollutant Discharge Elimination System (NPDES) permit issued to the Y-12 National Security Complex (Y-12 Complex) on December 1, 2011, and the corresponding Y-12 Storm Water Pollution Prevention Plan (SWP3) which became effective on September 7, 2012. However, Appendix A does contain some analytical data gathered under the previous NPDES permit and SWP3 for comparison purposes. The quality of storm water exiting the Y-12 Complex via East Fork Poplar Creek remained relatively stable from 2012 to 2013. However, there was one largely unexpected high concentration of mercurymore » noted in an area that is not known to have previously been a mercury use area. This was noted in Sector AA, Outfall 014. This outfall is normally sampled on a rotating basis but, due this elevated concentration, will be sampled again in 2014. The Y-12 Complex will continue to implement appropriate BMPs and reduce outside material storage ares where possible. Emphasis will continue to be placed on site inspections and timely implementation of proper storm water control measures.« less

A laboratory scale study on Fe and Mn removal in upflow anaerobic bioreactor of a working volume of 20 L with coir fibre as the filter medium was investigated for a period of 312 days. The maximum Fe and Mn levels considered were 10 and 5 mg/L respectively, which are the typical average values of textile effluents subsequent to the primary and secondary treatments. Ten sub-experimental runs were conducted with varying HRTs (5 days to 1 day), ratios of COD:SO42- (20 to 3.5), Fe levels (0.005 to 10 mg/L) and Mn levels (0 to 5 mg/L). COD:SO2 of 3.5 was identified as the optimum point at which sulphate reducing bacteria (SRBs) out competed methane producing bacteria (MPBs) and further reduction of this ratio caused total and/or significant inhibition of MPBs, thus building sulphate reducing conditions. The effluent contained Fe and Mn below the permissible levels (1.6 and 1.1 mg/L for Fe and Mn, respectively) stipulated by US National Pollution Discharge Elimination System (NPDES) for inland surface waters at HRTs higher than 3 days. Results of the mass balance showed more Fe accumulation (60%) in sediments whereas 27% in the filter media. An opposite observation was noticed for Mn.

An inventory was conducted to assess the number, type, spatial distribution, and costs of microbiological monitoring programs in southern California marine waters from Point Conception to the US/Mexico International Border. The location of each sampling site was determined using global positioning system (GPS), and estimates of geographic coverage were determined using geographic information system (GIS) techniques. Twenty-one programs conducted 87,007 tests annually at 576 sites in the study area. The largest number of sites was sampled in Orange County, whereas the largest number of analyses was performed in Los Angeles County because monitoring programs in this area focused on daily monitoring. Fifteen of the 21 programs were managed by National Pollutant Discharge Elimination System (NPDES) permitted sewage effluent dischargers who sampled both offshore and shoreline waters and typically tested for three indicator bacteria (total coliform, fecal coliform, and enterococcus). Their combined efforts comprised 82% of all of the microbiological indicator analyses conducted on an annual basis. Five of the remaining monitoring organizations were public health agencies, which typically focus their efforts on testing only total coliforms. Laboratory methodology also varied considerably, with NPDES permittees predominantly utilizing membrane filtration while public health agencies generally used multiple tube fermentation or premanufactured test kits. Nearly three quarters of all the effort expended in southern California occurred along the shoreline as opposed to offshore locations. Two thirds of this shoreline effort was focused on high-use sandy beaches and in proximity to perennial fresh-water outlets (storm drains and creeks). Most sampling occurred at a set of fixed sites that were revisited frequently, but only represented about 7% of the total shoreline. We estimated that roughly $3 million is spent annually on monitoring bathing water quality in southern California, exceeding that spent in any other part of the country.

Mathematical modeling of many physical systems leads to nonlinear evolution equations because most physical systems are inherently nonlinear in nature. The investigation of traveling wave solutions of nonlinear partial differential equations (NPDEs) plays a significant role in the study of nonlinear physical phenomena. In this article, we construct the traveling wave solutions of modified KDV-ZK equation and viscous Burgers equation by using an enhanced (G '/G) -expansion method. A number of traveling wave solutions in terms of unknown parameters are obtained. Derived traveling wave solutions exhibit solitary waves when special values are given to its unknown parameters. 35C07; 35C08; 35P99.

As a condition of the modified National Pollutant Discharge Elimination System (NPDES) permit issued to the Oak Ridge Gaseous Diffusion Plant (ORGDP; now referred to as the Oak Ridge K-25 Site) on September 11, 1986, a Biological Monitoring and Abatement Program (BMAP) was developed for the receiving stream (Mitchell Branch or K-1700 stream). On October 1, 1992, a renewed NPDES permit was issued for the K-25 Site. A biological monitoring plan was submitted for Mitchell Branch, Poplar Creek, Poplar Creek Embayment of the Clinch River and any unnamed tributaries of these streams. The objectives of BMAP are to (1) demonstratemore » that the effluent limitations established for the Oak Ridge K-25 Site protect and maintain the use of Mitchell Branch for growth and propagation of fish and other aquatic life and (2) document the effects on stream biota resulting from operation of major new pollution abatement facilities, including the Central Neutralization Facility (CNF) and the Toxic Substances Control Act (TSCA) incinerator. The BMAP consists of four tasks: (1) toxicity monitoring; (2) bioaccumulation monitoring; (3) assessment of fish health; and (4) instream monitoring of biological communities, including benthic macroinvertebrates and fish.
