A Sewer System Management Plan (SSMP) is required by the State Water Resources Control Board (SWRCB) Order No. 2006-0003-DWQ Statewide General Waste Discharge Requirements (WDR) for Sanitary Sewer Systems (General Permit). DOE, National Nuclear Security Administration (NNSA), Sandia Field Office has filed a Notice of Intent to be covered under this General Permit. The General Permit requires a proactive approach to reduce the number and frequency of sanitary sewer overflows (SSOs) within the State. SSMPs must include provisions to provide proper and efficient management, operation, and maintenance of sanitary sewer systems and must contain a spill response plan.

Maintainability Program Requirements for Space Systems

This document is established to provide common general requirements for all NASA programs to: design maintainability into all systems where maintenance is a factor in system operation and mission success; and ensure that maintainability characteristics are developed through the systems engineering process. These requirements are not new. Design for ease of maintenance and minimization of repair time have always been fundamental requirements of the systems engineering process. However, new or reusable orbital manned and in-flight maintainable unmanned space systems demand special emphasis on maintainability, and this document has been prepared to meet that need. Maintainability requirements on many NASA programs differ in phasing and task emphasis from requirements promulgated by other Government agencies. This difference is due to the research and development nature of NASA programs where quantities produced are generally small; therefore, the depth of logistics support typical of many programs is generally not warranted. The cost of excessive maintenance is very high due to the logistics problems associated with the space environment. The ability to provide timely maintenance often involves safety considerations for manned space flight applications. This document represents a basic set of requirements that will achieve a design for maintenance. These requirements are directed primarily at manned and unmanned orbital space systems. To be effective, maintainability requirements should be tailored to meet specific NASA program and project needs and constraints. NASA activities shall invoke the requirements of this document consistent with program planning in procurements or on inhouse development efforts.

Contraband detection systems for homeland security applications are typically tested for probability of detection (PD) and probability of false alarm (PFA) using pass-fail testing protocols. Test protocols usually require specified values for PD and PFA to be demonstrated at a specified level of statistical confidence CL. Based on a recent more theoretical treatment of this subject [1], this summary reviews the definition of CL and provides formulas and spreadsheet functions for constructing tables of general test requirements and for determining the minimum number of tests required. The formulas and tables in this article may be generally applied to many other applications of pass-fail testing, in addition to testing of contraband detection systems.

The critical information required for the design of a reliable, low cost, advanced avionics system which would enhance the safety and utility of general aviation is stipulated. Sufficient data is accumulated upon which industry can base the design of a reasonably priced system having the capability required by general aviation in and beyond the 1980's. The key features of the Air Traffic Control (ATC) system are: a discrete address beacon system, a separation assurance system, area navigation, a microwave landing system, upgraded ATC automation, airport surface traffic control, a wake vortex avoidance system, flight service stations, and aeronautical satellites. The critical parameters that are necessary for component design are identified. The four primary functions of ATC (control, surveillance, navigation, and communication) and their impact on the onboard avionics system design are assessed.

This report describes a general-purpose Requirements Specification Language, RSL. The purpose of RSL is to specify precisely the external structure of a mechanized system and to define requirements that the system must meet. A system can be comprised of a mixture of hardware, software, and human processing elements. RSL is a hybrid of features found in several popular requirements specification languages, such as SADT (Structured Analysis and Design Technique), PSL (Problem Statement Language), and RMF (Requirements Modeling Framework). While languages such as these have useful features for structuring a specification, they generally lack formality. To overcome the deficiencies of informal requirements languages, RSL has constructs for formal mathematical specification. These constructs are similar to those found in formal specification languages such as EHDM (Enhanced Hierarchical Development Methodology), Larch, and OBJ3.

Health requirements were developed as long range goals for future advanced coal extraction systems which would be introduced into the market in the year 2000. The goal of the requirements is that underground coal miners work in an environment that is as close as possible to the working conditions of the general population, that they do not exceed mortality and morbidity rates resulting from lung diseases that are comparable to those of the general population, and that their working conditions comply as closely as possible to those of other industries as specified by OSHA regulations. This document serves as the System Test Approach for the GMAT Project. Preparation for system testing consists of three major stages: 1) The Test Approach sets the scope of system testing, the overall strategy to be adopted, the activities to be completed, the general resources required and the methods and processes to be used to test the release. It also details the activities, dependencies and effort required to conduct the System Test. 2) Test Planning details the activities, dependencies and effort required to conduct the System Test. 3) Test Cases documents the tests to be applied, the data to be processed, the automated testing coverage and the expected results. This document covers the first two of these items, and established the framework used for the GMAT test case development. The test cases themselves exist as separate components, and are managed outside of and concurrently with this System Test Plan.

The accuracy requirements of optical processors in adaptive optics systems are determined by estimating the required accuracy in a general optical linear algebra processor (OLAP) that results in a smaller average residual aberration than that achieved with a conventional electronic digital processor with some specific computation speed. Special attention is given to an error analysis of a general OLAP with regard to the residual aberration that is created in an adaptive mirror system by the inaccuracies of the processor, and to the effect of computational speed of an electronic processor on the correction. Results are presented on the ability of an OLAP to compete with a digital processor in various situations.

The Controlled Ecological Life Support Systems (CELSS) program is evaluating higher plants as a means of providing life support functions aboard space craft. These plant systems will be capable of regenerating air and water while meeting some of the food requirements of the crew. In order to grow plants in space, a series of systems are required to provide the necessary plant support functions. Some of the systems required for CELSS experiments are such that is is likely that existing technologies will require refinement, or novel technologies will need to be developed. To evaluate and test these technologies, a series of KC-135 precursor flights are being proposed. A general purpose free floating experiment platform is being developed to allow the KC-135 flights to be used to their fullest. This paper will outline the basic design for the CELSS Free Floating Test Bed (FFTB), and the requirements for the individual subsystems. Several preliminary experiments suitable for the free floater will also be discussed.

Guidelines are presented for incorporation of the onboard checkout and monitoring function (OCMF) into the designs of the space shuttle propulsion systems. The guidelines consist of and identify supporting documentation; requirements for formulation, implementation, and integration of OCMF; associated compliance verification techniques and requirements; and OCMF terminology and nomenclature. The guidelines are directly applicable to the incorporation of OCMF into the design of space shuttle propulsion systems and the equipment with which the propulsion systems interface. The techniques and general approach, however, are also generally applicable to OCMF incorporation into the design of other space shuttle systems.

An increasing number of forthcoming spatial experiments will require a description of the solar system gravitational field including all the second order terms in the PN (Post-Newtonian) metric. This will be the case for missions planned or in project, like TIPO, ASTROD, LATOR. However, the solar system metric recommended by the IAU resolution B1.3, during its 24th general assembly in 2000, allows light propagation calculations until order 1.5 only. Hence, it is necessary to generalize this framework to include relevant contributing terms, which indeed are required for a great number of near-future interplanetary space missions. The present paper proposes such an extension for both General Relativity and Scalar-Tensor theories.

Methods are presented of using skew rays to optimize a generally astigmatic optical system to obtain the desired Gaussian beam focus and minimize aberrations, and to calculate the propagating generally astigmatic Gaussian beam parameters at any point. The optimization method requires very little computation beyond that of a conventional ray optimization, and requires no explicit calculation of the properties of the propagating Gaussian beam. Unlike previous methods, the calculation of beam parameters does not require matrix calculations or the introduction of non-physical concepts such as imaginary rays.

General capabilities of data base management technology are described. Information requirements posed by the space station life cycle are discussed, and it is asserted that data base management technology supporting engineering/manufacturing in a heterogeneous hardware/data base management system environment should be applied to meeting these requirements. Today's commercial systems do not satisfy all of these requirements. The features of an R&D data base management system being developed to investigate data base management in the engineering/manufacturing environment are discussed. Implementation of INSPIRE Directive in Poland requires not only legal transposition but also development of a number of technological solutions. The one of such tasks, associated with creation of Spatial Information Infrastructure in Poland, is developing a complex model of georeference database. Significant funding for GBDOT project enables development of the national basic topographical database as a multiresolution database (MRDB). Effective implementation of this type of database requires developing procedures for generalization of geographic information (generalization of digital landscape model - DLM), which, treating TOPO10 component as the only source for creation of TOPO250 component, will allow keeping conceptual and classification consistency between those database elements. To carry out this task, the implementation of the system's concept (prepared previously for Head Office of Geodesy and Cartography) is required. Such system is going to execute the generalization process using constrained-based modeling and allows to keep topological relationships between the objects as well as between the object classes. Full implementation of the designed generalization system requires running comprehensive tests which would help with its calibration and parameterization of the generalization procedures (related to the character of generalized area). Parameterization of this process will allow determining the criteria of specific objects selection, simplification algorithms as well as the operation order. Tests with the usage of differentiated, related to the character of the area, generalization process parameters become nowadays the priority issue. Parameters are delivered to the system in the form of XML files, which, with the help of dedicated tool, are generated from the spreadsheet files (XLS) filled in by user. Using XLS file makes entering and modifying the parameters easier. Among the other elements defined by the external parametric files there are: criteria of object selection, metric parameters of generalization algorithms (e.g. simplification or aggregation) and the operations' sequence. Testing on the trial areas of diverse character will allow developing the rules of generalization process' realization, its parameterization with the proposed tool within the multiresolution reference database. The authors have attempted to develop a generalization process' parameterization for a number of different trial areas. The generalization of the results will contribute to the development of a holistic system of generalized reference data stored in the national geodetic and cartographic resources.

The engineering-specified requirements for integrated information processing by means of the Integrated Programs for Aerospace-Vehicle Design (IPAD) system are presented. A data model is described and is based on the design process of a typical aerospace vehicle. The Lunar Surface Systems Project developed system concepts that would be necessary to establish and maintain a permanent human presence on the Lunar surface. A variety of specific system implementations were generated as a part of the scenarios, some level of system definition was completed, and masses estimated for each system. The essential elements of the design process consist of the mission definition phase that provides the system requirements, the conceptual design, the preliminary design and finally the detailed design. Mission definition is performed largely by operations analysts in conjunction with the customer. The result of their study is handed off to the systems engineers for documentation as the systems requirements. The document that provides these requirements is the basis for the further design work of the design engineers at the Lockheed-Georgia Company. The design phase actually begins with conceptual design, which is generally conducted by a small group of engineers using multidisciplinary design programs. Because of the complexity of the design problem, the analyses are relatively simple and generally dependent on parametric analyses of the configuration. The result of this phase is a baseline configuration from which preliminary design may be initiated.

This study of advanced electrostatic ion thrusters for space propulsion was initiated to determine the suitability of the baseline 30-cm thruster for future missions and to identify other thruster concepts that would better satisfy mission requirements. The general scope of the study was to review mission requirements, select thruster designs to meet these requirements, assess the associated thruster technology requirements, and recommend short- and long-term technology directions that would support future thruster needs. Preliminary design concepts for several advanced thrusters were developed to assess the potential practical difficulties of a new design. This study produced useful general methodologies for assessing both planetary and earth orbit missions. For planetary missions, the assessment is in terms of payload performance as a function of propulsion system technology level. For earth orbit missions, the assessment is made on the basis of cost (cost sensitivity to propulsion system technology level).

The Generalized Advanced Propeller Analysis System (GAPAS) computer code is described. GAPAS was developed to analyze advanced technology multi-bladed propellers which operate on aircraft with speeds up to Mach 0.8 and altitudes up to 40,000 feet. GAPAS includes technology for analyzing aerodynamic, structural, and acoustic performance of propellers. The computer code was developed for the CDC 7600 computer and is currently available for industrial use on the NASA Langley computer. A description of all the analytical models incorporated in GAPAS is included. Sample calculations are also described as well as users requirements for modifying the analysis system. Computer system core requirements and running times are also discussed.

Ultrashort pulse energy distribution for propulsion in space

This thesis effort focuses on the development of a novel, space-based ultrashort pulse transmission system for spacecraft. The goals of this research include: (1) ultrashort pulse transmission strategies for maximizing safety and efficiency; (2) optical transmission system requirements; (3) general system requirements including control techniques for stabilization; (4) optical system requirements for achieving effective ablative propulsion at the receiving spacecraft; and (5) ultrashort pulse transmission capabilities required for future missions in space. A key element of the research is the multiplexing device required for aligning the ultrashort pulses from multiple laser sources along a common optical axis for transmission. This strategy enables access to the higher average and peak powers required for useful missions in space.

Radiometer requirements for Earth-observation systems using large space antennas

Requirements are defined for Earth observation microwave radiometry for the decade of the 1990's by using large space antenna (LSA) systems with apertures in the range from 50 to 200 m. General Earth observation needs, specific measurement requirements, orbit mission guidelines and constraints, and general radiometer requirements are defined. General Earth observation needs are derived from NASA's basic space science program. Specific measurands include soil moisture, sea surface temperature, salinity, water roughness, ice boundaries, and water pollutants. Measurements are required with spatial resolution from 10 to 1 km and with temporal resolution from 3 days to 1 day. The primary orbit altitude and inclination ranges are 450 to 2200 km and 60 to 98 deg, respectively. Contiguous large scale coverage of several land and ocean areas over the globe dictates large (several hundred kilometers) swaths. Radiometer measurements are made in the bandwidth range from 1 to 37 GHz, preferably with dual polarization radiometers with a minimum of 90 percent beam efficiency. Reflector surface, root mean square deviation tolerances are in the wavelength range from 1/30 to 1/100.

Specific actions needed to plan and effect transportation system improvements are identified within the constraints of limited financial, energy and land use resources, and diverse community requirements. A specific program is described which would develop the necessary generalized methodology for devising improved transportation systems and evaluate them against specific criteria for intermodal and intramodal optimization. A consistent, generalized method is provided for study and evaluation of transportation system improvements.

The purpose of this document is to address the requirements necessary for a successful conversion of the Nuclear Design (ND) application code systems to the NLTSS environment. The ND application code system community can be characterized as large-scale scientific computation carried out on supercomputers. NLTSS is a distributed operating system being developed at LLNL to replace the LTSS system currently in use. The implications of change are examined including a description of the computational environment and users in ND. The discussion then turns to requirements, first in a general way, followed by specific requirements, including a proposal for managing the transition.

This paper describes an approach to the creation of a methodology for the development of knowledge based systems. It specifies some requirements and suggests how these requirements might be met. General requirements can be satisfied using a systems approach. More specific ones can be met by viewing an organization as a network of consultations for coordinating expertise. The nature of consultations is described and the form of a possible cognitive model using a blackboard architecture is outlined. The value of the approach is illustrated in terms of certain knowledge elicitation methods.
