The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities. The Independent Technical Analysis Process (ITAP) was created to provide non-routine analysis for fish and wildlife agencies and tribes in particular and the public in general on matters related tomore » juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. The process was designed to maintain the independence of analysts and reviewers from parties requesting analyses, to avoid potential bias in technical products. The objectives identified for this project were to administer a rigorous, transparent process to deliver unbiased technical assistance necessary to coordinate recommendations for storage reservoir and river operations that avoid potential conflicts between anadromous and resident fish. Seven work elements, designated by numbered categories in the Pisces project tracking system, were created to define and accomplish project goals as follows: (1) 118 Coordination - Coordinate technical analysis and review process: (a) Retain expertise for analyst/reviewer roles. This study investigated the extent to which position in the Australian Football League (AFL) national draft is associated with individual game performance metrics. Physical/technical skill performance metrics were collated from all participants in the 2014 national under 18 (U18) championships (18 games) drafted into the AFL (n = 65; 17.8 ± 0.5 y); 232 observations. Players were subdivided into draft position (ranked 1-65) and then draft round (1-4). Here, earlier draft selection (i.e., closer to 1) reflects a more desirable player. Microtechnology and a commercial provider facilitated the quantification of individual game performance metrics (n = 16). Linear mixed models were fitted to data, modelling the extent to which draft position was associated with these metrics. Draft position in the first/second round was negatively associated with "contested possessions" and "contested marks", respectively. Physical performance metrics were positively associated with draft position in these rounds. Correlations weakened for the third/fourth rounds. Contested possessions/marks were associated with an earlier draft selection. Physical performance metrics were associated with a later draft selection. Recruiters change the type of U18 player they draft as the selection pool reduces. juniors with contested skill appear prioritised.

Over the past several years, there has been considerable interest by the nuclear industry in the Nuclear Regulatory Commission (NRC) explicitly defined an activity level in plant waste materials at which the radiological impacts would be so low as to be considered Below Regulatory Concern (BRC). In January 1989, Electric Power Research Institute (EPRI) completed an extensive industry research effort to develop the technical bases for establishing criteria for the disposal of very low activity wastes in ordinary disposal facilities. The Nuclear Management and Resources Council (NUMARC), with assistance from the Edison Electric Institute (EEI) and the Electric Power Researchmore » Institute (EPRI), drafted a petition titled: Petition for Rulemaking Regarding Disposal of Below Regulatory Concern Radioactive Wastes from Commercial Nuclear Power Plants.'' Subsequent to the industry making a final decision for submittal of the drafted BRC petition, EPRI was requested to evaluate the technical and economic impact of six BRC options. These options are: take no action in pursuing a BRC waste exemption, petition the NRC for authorization to disposal of any BRC waste in any ordinary disposal facility, limit disposal of BRC waste to the nuclear power plant site, limit disposal of BRC waste to the nuclear power plant site and other utility owned property, petition for a mixed waste exemption, and petition for single waste stream exemptions in sequence (i.e. soil, followed by sewage sludge, etc.). The petition and technical bases were written to support the disposal of any BRC waste type in any ordinary disposal facility. These documents do not provide all of the technical and economic information needed to completely assessment the BRC options. With the goal of improving the communication skills of Nepali nongovernmental organizations (NGO) involved in HIV/AIDS prevention programs and activities, Save the Children, US (SC/US) invited 12 leading NGOs in HIV/AIDS prevention to attend an information, education, and communication (IEC) workshop at the end of 1993 addressing the principles of materials development and how the groups could coordinate their activities and improve the quality of materials developed. The Nepal NGO HIV/AIDS IEC Coordination Committee resulted. 17 organizations now comprise the committee which has reviewed and commented upon 60 draft educational materials developed by member organizations and other NGOs working in more remote areas of the country. The committee has proved to be a good forum for improving materials development and distribution in Nepal and for providing technical assistance to the NGO community. NGO communication skills have increased markedly. The group has also facilitated the transfer of technical skills, coordination, and resource allocation.

Triathlon is a sport consisting of sequential swimming, cycling and running. The main diversity within the sport of triathlon resides in the varying event distances, which creates specific technical, physiological and nutritional considerations for athlete and practitioner alike. The purpose of this article is to review physiological as well as nutritional aspects of triathlon and to make recommendations on ways to enhance performance. Aside from progressive conditioning and training, areas that have shown potential to improve triathlon performance include drafting when possible during both the swim and cycle phase, wearing a wetsuit, and selecting a lower cadence (60-80 rpm) in the final stages of the cycle phase. Adoption of a more even racing pace during cycling may optimise cycling performance and induce a "metabolic reserve" necessary for elevated running performance in longer distance triathlon events. In contrast, drafting in swimming and cycling may result a better tactical approach to increase overall performance in elite Olympic distance triathlons. Daily energy intake should be modified to reflect daily training demands to assist triathletes in achieving body weight and body composition targets. Carbohydrate loading strategies and within exercise carbohydrate intake should reflect the specific requirements of the triathlon event contested. Development of an individualised fluid plan based on previous fluid balance observations may assist to avoid both dehydration and hyponatremia during prolonged triathlon racing.

The primary goal of the presented project was to develop a pump family with stroke volumes of 20, 50, 70 and 90 ml, which could be produced at low cost but with sufficient quality. The housing parts of the pump were thermoformed from technical semifinished materials. All blood contacting surfaces of the pump were coated with biomaterials in a controlled dipping process. During the design and fabrication process a professional CAD-system was used. This facilitated spatial presentations of pump components for first evaluations at the initial draft stages. The CAD-design data were then transformed to CNC-controlled lathes and mill's for the fabrication of pump tools. The stresses and strains of the moving blood pump components, such as membranes and valves, were precalculated by means of Finite-Element-Analysis (FEM). After completion of the pump, the internal flow fields were investigated by flow-visualization techniques using non-Newtonian test fluids, and the pump characteristics (function curves) were investigated in appropriate circulatory mock loops. The paper covers all above aspects from first draft to final fabrication and testing.

Recent Advances in Model-Assisted Probability of Detection

The increased role played by probability of detection (POD) in structural integrity programs, combined with the significant time and cost associated with the purely empirical determination of POD, provides motivation for alternate means to estimate this important metric of NDE techniques. One approach to make the process of POD estimation more efficient is to complement limited empirical experiments with information from physics-based models of the inspection process or controlled laboratory experiments. The Model-Assisted Probability of Detection (MAPOD) Working Group was formed by the Air Force Research Laboratory, the FAA Technical Center, and NASA to explore these possibilities. Since the 2004 inception of the MAPOD Working Group, 11 meetings have been held in conjunction with major NDE conferences. This paper will review the accomplishments of this group, which includes over 90 members from around the world. Included will be a discussion of strategies developed to combine physics-based and empirical understanding, draft protocols that have been developed to guide application of the strategies, and demonstrations that have been or are being carried out in a number of countries. The talk will conclude with a discussion of future directions, which will include documentation of benefits via case studies, development of formal protocols for engineering practice, as well as a number of specific technical issues.

The draft Mil-Std-1540E has been updated to reflect lessons learned since its publication as an SMC Standard in 2008, [1], and an earlier Aerospace Corporation Technical Report released in 2006, [2]. This paper discusses the technical rationale supporting some of the unit random vibration test requirements to provide better insight into their derivation and application to programs. It is intended that these requirements be tailored for each program to reflect the customer risk profile. Several tailoring options are provided and a two phase test strategy is discussed to highlight its applicability to utilizing heritage hardware in new applications.

The National Early Care and Education Learning Collaboratives Project (ECELC) aims to improve best practices in early care and education (ECE) programs in topic areas of the Nutrition and Physical Activity Self-Assessment in Child Care (NAP SACC). Technical assistance is a component of the ECELC, yet its effect on outcomes is unclear. Beyond dose and duration of technical assistance, limited research exists on characteristics of technical assistance that contribute to outcomes. The objective of this study was to identify and describe technical assistance characteristics and explore associations with NAP SACC outcomes. We collected data from 10 collaboratives comprising 84 ECE programs in 2 states in 2015-2016. The objective of technical assistance was to support programs in improving best practices. Technical assistance was provided to programs via on-site, telephone, or email and was tailored to program needs. We used a mixed-methods design to examine associations between technical assistance and NAP SACC outcomes. We used multiple regression analysis to assess quantitative data and qualitative comparative analysis to determine necessary and sufficient technical assistance conditions supporting NAP SACC outcomes. We also conducted a document review to describe technical assistance that referred conditions identified by the qualitative comparative analysis. Regression analyses detected an inverse relationship between changes in NAP SACC scores and hours of technical assistance. No clear pattern emerged in the qualitative comparative analysis, leaving no necessary and sufficient conditions. However, the qualitative comparative analysis identified feedback as a potentially important component of technical assistance, whereas resource sharing and frequent email were characteristics that seemed to reduce the likelihood of improved outcomes. Email and resource sharing were considered primarily general information rather than tailored technical assistance. Technical assistance may be used in programs and made adaptable to program needs. The inclusion and evaluation of technical assistance, especially tailored approaches, is warranted for environmental interventions, including ECE settings.

The inclined air-curtain technology was applied to build an inclined air-curtain range hood. A draft generator was applied to affect the inclined air-curtain range hood in three directions: lateral (θ=0°), oblique (θ=45°), and front (θ=90°). The three suction flow rates provided by the inclined air-curtain range hood were 10.1, 10.9, and 12.6 m3/min. The laser-assisted flow visualization technique and the tracer-gas test method were used to investigate the performance of the range hood under the influence of a draft. The results show that the inclined air-curtain range hood has a strong ability to resist the negative effect of a front draft until the draft velocity is greater than 0.5 m/s. The oblique draft affected the containment ability of the inclined air-curtain range hood when the draft velocity was larger than 0.3 m/s. When the lateral draft effect was applied, the capture efficiency of the inclined air-curtain range hood decreased quickly in the draft velocity from 0.2 m/s to 0.3 m/s. However, the capture efficiencies of the inclined air-curtain range hood under the influence of the front draft were higher than those under the influence of the oblique draft from 0.3 m/s to 0.5 m/s. Purpose and Objectives The National Early Care and Education Learning Collaboratives Project (ECELC) aims to improve best practices in early care and education (ECE) programs in topic areas of the Nutrition and Physical Activity Self-Assessment in Child Care (NAP SACC). Technical assistance is a component of the ECELC, yet its effect on outcomes is unclear. Beyond dose and duration of technical assistance, limited research exists on characteristics of technical assistance that contribute to outcomes. The objective of this study was to identify and describe technical assistance characteristics and explore associations with NAP SACC outcomes. Intervention Approach We collected data from 10 collaboratives comprising 84 ECE programs in 2 states in 2015–2016. The objective of technical assistance was to support programs in improving best practices. Technical assistance was provided to programs via on-site, telephone, or email and was tailored to program needs. An action checklist for improving the workplace environment by means of enhancing mental health of workers (Mental Health Action Check List: MHACL) was developed. The use of the checklist for primary prevention was examined. MHACL was developed through three steps: (1) Review of related references and collection of improvement examples for designing a draft MHACL; (2) pilot application of the draft at industrial workplaces and trials at workshops of occupational health staff; and (3) proposing a new MHACL for general use in industry. Workplace improvement actions related to mental health were listed in eight technical areas. From 84 workplaces in Japan, 201 such actions were collected. Typical improvement action phrases were extracted based on these examples, and a draft MHACL containing 40 generally applicable actions were prepared. This draft was applied to selected workplaces for its use as a tool for group discussion. Then, the utility of the checklist was discussed by 105 occupational health staff working in public service offices. The workshop suggested modifications of the draft MHACL including improved check items and usage procedures and the need to use easy-to-understand actions. The final version of the MHACL comprised 30 items in six technical areas: A) sharing work planning, B) work time and organization, C) ergonomic work methods, D) workplace environment, E) mutual support in the workplace, and F) preparedness and care. A new action checklist was proposed for use as a means of changing existing workplace environments and proposing practical actions for improving it. The checklist was confirmed to be useful for organizing workplace-level discussion for identifying immediate improvements at the workplace. The checklist is expected to be widely applied for promoting primary prevention measures in terms of better mental health.

Protection of working mothers: operational guide document. The aim of this operational guide document is to protect the health of working mothers and their babies during pregnancy, puerperium and breastfeeding. The project was developed by a technical working group which included professionals in the pertinent fields from the Workplace Prevention and Safety Services of the local Vasta-2 Area of the Marche Regional Health Service:physicians, health assistants, and nurses. It is considered to be a useful tool for risk assessment at the workplace aimed at professionals who are involved, with various duties and responsibilities, in the health care of the working mother. This paper consists of two functionally related sections, "Table of risks" and "Technical specifications". In the "Table of Risks" section, the occupational hazards for women during pregnancy or postpartum were analyzed with the highest possible degree of care. To this end the technical group provided, for each occupational hazard, its own operational suggestions, in relation to legislation, current scientific knowledge and Guidelines of other Italian Regions. The Marche Regional Section of the Italian Society of Occupational Health and Industrial Hygiene (SIMLII) participated in the final draft of the entire document. The second section, "Technical Specifications", illustrates the main tasks and any risks involved in the 34 manufacturing sectors most prevalent in this area. This operational guide document is intended to be the beginning of a common strategy in public health to achieve a wider field of action in promotion and information aimed at protecting the reproductive health of working mothers.

Background In May 2012, the U.S. Environmental Protection Agency (USEPA) released the draft assessment entitled An Assessment of Potential Mining Impacts on Salmon Ecosystems of Bristol Bay, Alaska, or the Bristol Bay Assessment. The purpose of the assessment is to provide a characterization of the biological and mineral resources of the Bristol Bay watershed, increase understanding of the potential impacts of large-scale mining on the region’s fish resources, and inform future governmental decisions. During the public comment period for the May 2012 draft, numerous technical reports were submitted to the public docket. The USEPA identified several of these reports as providing information about issues raised by the peer reviewers, but the reports did not show evidence of prior peer review. This document describes a new method to determine whether the flaws in a particular reactor pressure vessel are consistent with the assumptions regarding the number and sizes of flaws used in the analyses that formed the technical justification basis for the new voluntary alternative Pressurized Thermal Shock (PTS) rule (Draft 10 CFR 50.61a). The new methodology addresses concerns regarding prior methodology because ASME Code Section XI examinations do not detect all fabrication flaws, they have higher detection performance for some flaw types, and there are flaw sizing errors always present (e.g., significant oversizing of small flaws and systematic under sizingmore » of larger flaws). The new methodology allows direct comparison of ASME Code Section XI examination results with values in the PTS draft rule Tables 2 and 3 in order to determine if the number and sizes of flaws detected by an ASME Code Section XI examination are consistent with those assumed in the probabilistic fracture mechanics calculations performed in support of the development of 10 CFR 50.61a.« less

The effects of draft on the flow and spillage characteristics of wall-mounted and jet-isolated range hoods were investigated. A specially designed draft generator that could supply low-swirl air current was used to provide "cross draft" from three directions, lateral (θ = 0(o)), oblique (θ = 45(o)), and front (θ = 90(o)), with respect to the center point of the range hoods. Flow characteristics of oil mist were inspected through visualization of smoke flows with light scattering (laser light sheet-assisted visualization of smoke flow). The leakage mechanisms, which were closely related to the flow features, were studied by examining both movies and still pictures showing smoke-flow evolution. The sulfur hexafluoride tracer gas concentration detection method was employed to measure the capture indices. The results showed that the lateral draft pushed the pollutants generated under the hood in the opposite direction and induced serious spillage. The oblique draft pushed the pollutants toward both the rear wall and opposite side and induced more serious spillage than did the lateral draft. The frontal draft forced the pollutants to bifurcate into streams moving toward the left and the right, and induced the most serious pollutant spillage among the three tested drafts. Pollutant spillage became critically significant as the cross draft velocity was increased to greater than 0.2 m/sec. Spillage of pollutants increased as the velocity of the cross draft was increased. Increasing the suction flow rate of the range hood may increase resistance to the draft, but the benefits were limited at draft velocities greater than 0.2 m/sec. Both range hoods had a similarly low capture index under the influence of the lateral draft. For the oblique and frontal drafts, the jet-isolated range hood demonstrated a higher capture index than did the wall-mounted range hood.

The National Football League (NFL) combine: does normalized data better predict performance in the NFL draft?

The objective of this study was to investigate the predictive ability of National Football League (NFL) combine physical test data to predict draft order over the years 2005-2009. The NFL combine provides a setting in which NFL personnel can evaluate top draft prospects. The predictive ability of combine data in its raw form and when normalized in both a ratio and allometric manner was examined for 17 positions. Data from 8 combine physical performance tests were correlated with draft order to determine the direction and strength of relationship between the various combine measures and draft order. Players invited to the combine and subsequently drafted in the same year (n = 1,155) were included in the study. The primary finding was that performance in the combine physical test battery, whether normalized or not, has little association with draft success. In terms of predicting draft order from outcomes of the 8 tests making up the combine battery, normalized data provided no advantage over raw data. Of the 8 performance measures investigated, straight sprint time and jumping ability seem to hold the most weight with NFL personnel responsible for draft decisions. The NFL should consider revising the combine test battery to reflect the physical characteristics it deems important. It may be that NFL teams are more interested in attributes other than the purely physical traits reflected in the combine test battery. Players with aspirations of entering the NFL may be well advised to develop mental and technical skills in addition to developing the physical characteristics necessary to optimize performance.

Effects of drafting on energy expenditure in in-line skating.

The purpose of this study was to measure the effects of drafting on energy expenditure in in-line skating, and to investigate whether the "benefit of drafting", i.e. the decrease in energy expenditure, was different between two velocities and two distances separating the two skaters. Eight recreational in-line skaters performed six exercises of 6 min, at 2 velocities (V(1) = 5.51+/-0.45 m x sec(-1); V(2) = 7.01+/-0.67 m x sec(-1)) in 3 conditions (ND = without drafting; D(1)=0.74-0.87 m "close"; D(2) = 1.19-1.36 m "far"). Collection of expired gas was carried out using a breath-by-breath portable gas analyser K4(b2) and the distance between the skaters was measured by video analysis. The skaters' energy expenditure was reduced in all drafting conditions; between D(1) and ND by 9.6+/-4.4% at V(1) and by 2.7+/-3.3% at V(2); between D(2) and ND by 8.8+/-6.0% at V(1) and by 4.2+/-4.8% at V(2). This reduction was significantly (p<0.05) more important at V(1) than V(2) and no differences were observed between D(1) and D(2). In in-line skating, the technical difficulties for drafting efficiently, especially while cornering, resulted in a reduced "benefit of drafting" at high velocity than in other sports. Moreover, the need for the subject to adjust their own cycle frequency to that of the lead skater while drafting "close" would explain partly that there were no significant differences between drafting at D(1) and D(2). These results suggest that the drafting technique should be emphasized in training, especially in non-skilled skaters at high velocities and when cornering.

Background Historically, effectiveness of community collaborative prevention efforts has been mixed. Consequently, research has been undertaken to better understand the factors that support their effectiveness; theory and some related empirical research suggests that the provision of technical assistance is one important supporting factor. The current study examines one aspect of technical assistance that may be important in supporting coalition effectiveness, the collaborative relationship between the technical assistance provider and site lead implementer. Methods Four and one-half years of data were collected from technical assistance providers and prevention team members from the 14 community prevention teams involved in the PROSPER project. Results Spearman correlation analyses with longitudinal data show that the levels of the collaborative relationship during one phase of collaborative team functioning associated with characteristics of internal team functioning in future phases. Conclusions Results suggest that community collaborative prevention work should consider the collaborative nature of the technical assistance provider – prevention community team relationship when designing and conducting technical assistance activities, and it may be important to continually assess these dynamics to support high quality implementation. Mexican-US cooperation on renewable energy programs

I traveled to Mexico on April 1 with Pete Smith and Chris Rovero of Oak Ridge Associated Universities on a mission sponsored by the Agency for International Development (AID) to initiate a technical support project with Mexican government and private institutions. We met with officials of AID; the Programa Nacional de Solidaridad; the Laboratorio de Energia Solar; Instituto Investigaciones de Electricidad; Comision Federal de Electricidad; Compania de Luz y Fuerza del Centro; and several private firms to discuss the terms of support. An AIDE Memoire was drafted outlining the scope of future assistance. I traveled to San Jose, Cost Rica on April 7, 1991. There I met with Carlos Rodriguez, manager of Cooperativa Electrica de San Carlos, and Federico Baltodano, the director of BEL Ingenieria to discuss the San Lorenzo hydroelectric project. Details of an engineering and financial analysis outlining the costs and benefits of adding daily pondage to the project were discussed, as was the project development schedule and other issues. I returned to Oak Ridge on April 9, 1991.

The flow and spillage characteristics of an inclined quad-vortex (IQV) range hood subject to the influence of drafts from various directions were studied. The laser-assisted smoke flow visualization technique was used to reveal the flow characteristics, and the tracer-gas (sulfur hexafluoride) concentration detection method was used to indicate the quantitative values of the capture efficiency of the hood. It was found that the leakage mechanisms of the IQV range hood are closely related to the flow characteristics. A critical draft velocity of about 0.5 m/s and a critical face velocity of about 0.25 m/s for the IQV range hood were found. When the IQV range hood was influenced by a draft with a velocity larger than the critical draft velocity, the spillage of pollutants became significant and the pollutant spillage rate increased with increasing draft velocity. At draft velocities less than or equal to the critical value, no containment leakages induced by the turbulence diffusion, reverse flow, or boundary-layer separation were observed, and the capture efficiency was about 100%. The IQV range hood exhibited a high ability to resist the influences of lateral and frontal drafts. The capture efficiency of the IQV range hood operated at the suction flow rate 5 to 9 m(3)/min is higher than that of the conventional range hood operated at 11 to 15 m(3)/min.

This study assessed the value of technical assistance provided by state health department expert advisors and by the staff of the National Association of Chronic Disease Directors (NACDD) to community groups that participated in the Action Communities for Health, Innovation, and Environmental Change (ACHIEVE) Program, a CDC-funded health promotion program. We analyzed quantitative and qualitative data reported by community project coordinators to assess the nature and value of technical assistance provided by expert advisors and NACDD staff and the usefulness of ACHIEVE resources in the development and implementation of community action plans. A grounded theory approach was used to analyze and categorize phrases in text data provided by community coordinators. Open coding placed conceptual labels on text phrases. Frequency distributions of the quantitative data are described and discussed. The most valuable technical assistance and program support resources were those determined to be in the interpersonal domain (ie, interactions with state expert advisors, NACDD staff, and peer-to-peer support). The most valuable technical assistance events were action institutes, coaches' meetings, webinars, and technical assistance conference calls. This analysis suggests that ACHIEVE communities valued the management and training assistance provided by expert advisors and NACDD staff. State health department expert advisors provided technical guidance and support, including such skills or knowledge-based services as best-practice strategies, review and discussion of community assessment data, sustainability planning, and identification of possible funding opportunities. NACDD staff led development and implementation of technical assistance events.
