With coordination from the APS Renewal Steering Committee (the members of which are the co-authors of this paper), staff and users of the U.S. Department of Energy's Advanced Photon Source (APS) at Argonne National Laboratory are in the process of developing a renewal plan for the facility. The renewal is a coordinated upgrade of the accelerator, beamlines, and associated technical structure that will enable users of the APS to address key scientific challenges in the coming decades. The cost of the renewal is estimated to be from $300M to $400M and to take approximately six years from start to finish.

The challenge for hospital controllers in overseeing the prospective payment system (PPS) lies not in acquiring technical expertise but in working with the chief executive officer to coordinate organizational change. Specifically, the controller should assist in creating a prospective payment committee (PPC)--an interdisciplinary group of executives, middle managers, and medical staff. The PPC's duties, among others, include educating staff about the PPS, development of a productivity reporting system, and review of the responsibility accounting structure.

40 experts representing Nepal, Malaysia, Thailand, Singapore, Korea, and the Philippines participated in a 3-day workshop in Manila in March 1976 for the purpose of discussing and proposing ways of dealing with the financial problems confronting the population programs of the individual countries. The Inter-Governmental Coordinating Committee for Southeast Asia Family/Population Planning sponsored the workshop. The recommendations made at the meeting were: 1) standardization of financing reporting procedures by the region's country programs on family planning; 2) closer coordination between donor agencies and policy-making bodies of country programs in the disbursement of funds; 3) frequent exchanges of experiences, ideas, technicaL knowledge, and other matters pertaining to the financial management of such programs; and 4) inclusion of applicable financial management topics in the training of clinical staffs and those involved in follow-up operations. Additionally, a proposal was made that national population organizations or committees develop research and evaluation units. Workshop discussion sessions focused on financial planning and management, accounting and disbursement of funds, use and control of foreign aid, cost of effectiveness and benefit analysis, and financial reporting.

NASA continues to operate all sizes of UAS in all classes of airspace both domestically and internationally. Missions range from highly complex operations in coordination with piloted aircraft, ground, and space systems in support of science objectives to single aircraft operations in support of aeronautics research. One such example is a scaled commercial transport aircraft being used to study recovery techniques due to large upsets. NASA's efforts to support routine UAS operations continued on several fronts last year. At the national level in the United States (U.S.), NASA continued its support of the UAS Executive Committee (ExCom) comprised of the Federal Aviation Administration (FAA), Department of Defense (DoD), Department of Homeland Security (DHS), and NASA. The committee was formed in recognition of the need of UAS operated by these agencies to access to the National Airspace System (NAS) to support operational, training, development and research requirements. Recommendations were received on how to operate both manned and unmanned aircraft in class D airspace and plans are being developed to validate and implement those recommendations. In addition the UAS ExCom has begun developing recommendations for how to achieve routine operations in remote areas as well as for small UAS operations in class G airspace. As well as supporting the UAS ExCom, NASA is a participant in the recently formed Aviation Rule Making Committee for UAS. This committee, established by the FAA, is intended to propose regulatory guidance which would enable routine civil UAS operations. As that effort matures NASA stands ready to supply the necessary technical expertise to help that committee achieve its objectives. By supporting both the UAS ExCom and UAS ARC, NASA is positioned to provide its technical expertise across the full spectrum of UAS airspace access related topic areas. The UAS NAS Access Project got underway this past year under the leadership of NASA s Aeronautics Research Mission Directorate. This project is focused on advancing the state of the art and providing research and analysis results in the areas of Separation Assurance, Communications (non-governmental spectrum allocation for UAS), Certification, and Human System Integration (ground control station design/pilot interfaces). The project is working in close coordination with the FAA and industry standards organizations (e.g. RTCA SC 203). Human research ethics committees in technical universities.

Human research ethics has developed in both theory and practice mostly from experiences in medical research. Human participants, however, are used in a much broader range of research than ethics committees oversee, including both basic and applied research at technical universities. Although mandated in the United States, the United Kingdom, Canada, and Australia, non-medical research involving humans need not receive ethics review in much of Europe, Asia, Latin America, and Africa. Our survey of the top 50 technical universities in the world shows that, where not specifically mandated by law, most technical universities do not employ ethics committees to review human studies. As the domains of basic and applied sciences expand, ethics committees are increasingly needed to guide and oversee all such research regardless of legal requirements. We offer as examples, from our experience as an ethics committee in a major European technical university, ways in which such a committee provides needed services and can help ensure more ethical studies involving humans outside the standard medical context. We provide some arguments for creating such committees, and in our supplemental article, we provide specific examples of cases and concerns that may confront technical, engineering, and design research, as well as outline the general framework we have used in creating our committee. © The Author(s) 2014.

Last year may prove to be a pivotal year for the National Aeronautics and Space Administration (NASA) in the Unmanned Aircraft Systems (UAS) arena, especially in relation to routine UAS access to airspace as NASA accepted an invitation to join the UAS Executive Committee (UAS ExCom). The UAS ExCom is a multi-agency, Federal executive-level committee comprised of the Federal Aviation Administration (FAA), Department of Defense (DoD), Department of Homeland Security (DHS), and NASA with the goals to: 1) Coordinate and align efforts between key Federal Government agencies to achieve routine safe federal public UAS operations in the National Airspace System (NAS); 2) Coordinate and prioritize technical, procedural, regulatory, and policy solutions needed to deliver incremental capabilities; 3) Develop a plan to accommodate the larger stakeholder community at the appropriate time; and 4) Resolve conflicts between Federal Government agencies (FAA, DoD, DHS, and NASA), related to the above goals. The committee was formed in recognition of the need of UAS operated by these agencies to access to the National Airspace System (NAS) to support operational, training, development and research requirements. In order to meet that need, technical, procedural, regulatory, and policy solutions are required to deliver incremental capabilities leading to routine access. The formation of the UAS ExCom is significant in that it represents a tangible commitment by FAA senior leadership to address the UAS access challenge. While the focus of the ExCom is government owned and operated UAS, civil UAS operations are bound to benefit by the progress made in achieving routine access for government UAS. As the UAS ExCom was forming, NASA's Aeronautics Research Mission Directorate began to show renewed interest in UAS, particularly in relation to the future state of the air transportation system under the Next Generation Air Transportation System (NextGen). NASA made funding from the American Recovery and Revitalization Act available in order to continue addressing the issue of routine civil UAS access.

The IEEE American National Standards smart grid publications and standards development projects IEEE 2030, which addresses smart grid interoperability, and IEEE 1547TM, which addresses distributed resources interconnection with the grid, have made substantial progress since 2009. The IEEE 2030TM and 1547 standards series focus on systems-level aspects and cover many of the technical integration issues involved in a mature smart grid. The status and highlights of these two IEEE series of standards, which are sponsored by IEEE Standards Coordinating Committee 21 (SCC21), are provided in this paper.

The Hydrologic lnstrumentation Facility (HIF) of the U.S. Geological Survey (USGS) has nationwide responsibility for all aspects of hydrologic field instrumentation in support of Survey data-collection programs. Each year the HIF publishes a report to inform Water Resources Division (WRD) personnel of progress made by the HIF in fulfilling its mission to improve instrumentation services to the Division. The report for fiscal year 1993 (FY93) describes the activities of the HIF, including major accomplish- ments for the year; personnel actions; active projects (reported by section--Technical Services Section, Administrative Services Section, Field Coordination, Applications and Development Section, Test and Evaluation Section, Field Service and Supply Section); and planned activities for the coming year. Since 1978, the structure of ESO involves a Scientific and Technical Committee (STC) which advises the Council on scientific and technical matters. This committee meets twice a year, usually at Garehing; its members are nominated by the Council and their term is 4 years. The STC has 10 members, who are as evenly distributed as possible among member countries, although indeed mainly chosen for their scientific abilities. The chairman is invited to attend Council meetings and to report to the members.

Should a sustainable Asian carp population become established in the Great Lakes, native fish populations, as well as many threatened or endangered plant/animal species populations, could be impacted. In response to this threat, the Asian Carp Regional Control Committee (ACRCC) was formed in part to coordinate efforts to understand and organize against the Asian carp threat. The Asian Carp Control Strategy Framework (2012a) outlined major tasks to be completed for a better understanding of factors related to the advance of Asian carp populations towards the Great Lakes. In addition, the ACRCC formed the Monitoring and Rapid Response Workgroup to address Asian carp monitoring and removal (ACRCC 2012b).

The same basic principles, on which the methods of power cables protection against overloads are based, are summed up by different criteria and formulations within ANSI/IEEE and CENELEC/IEC publications. The studies carried out by the technical committees of these organizations have been examined and compared in order to point out not only their differences but also their complementary aspects. By arranging the two approaches, it has been possible to outline a third way to determine the admissible duration of overload currents and define intermediate criteria for the emergency ratings of cables and for the coordination of protective devices.

To describe and evaluate the impact of quality improvement (QI) support provided to skilled nursing facilities (SNFs) by a Quality Improvement Organization (QIO). Retrospective, mixed-method, process evaluation of a QI project intended to decrease preventable hospital readmissions from SNFs. Five SNFs in Connecticut. SNF Administrators, Directors of Nursing, Assistant Directors of Nursing, Admissions Coordinators, Registered Nurses, Certified Nursing Assistants, Receptionists, QIO Quality Improvement Consultant. QIO staff provided training and technical assistance to SNF administrative and clinical staff to establish or enhance QI infrastructure and implement an established set of QI tools [Interventions to Reduce Acute Care Transfers (INTERACT) tools]. Baseline SNF demographic, staffing, and hospital readmission data; baseline and follow-up SNF QI structure (QI Committee), processes (general and use of INTERACT tools), and outcome (30-day all-cause hospital readmission rates); details of QIO-provided training and technical assistance; QIO-perceived barriers to quality improvement; SNF leadership-perceived barriers, accomplishments, and suggestions for improvement of QIO support. Success occurred in establishing QI Committees and targeting preventable hospital readmissions, as well as implementing INTERACT tools in all SNFs; however, hospital readmission rates decreased in only 2 facilities. QIO staff and SNF leaders noted the ongoing challenge of engaging already busy SNF staff and leadership in QI activities. SNF leaders reported that they appreciated the training and technical assistance that their institutions received, although most noted that additional support was needed to bring about improvement in readmission rates. This process evaluation documented mixed clinical results but successfully identified opportunities to improve recruitment of and provision of technical support to participating SNFs. US Space VLBI Proposed Outreach Web Site

The study of how VLBI might be pursued in space began in the late 1970's, when it was realized that the size of the earth was a serious limitation to the study of compact radio sources. By going to space, achieving angular resolution at radio wavelengths that could not be obtained with VLBI systems that were limited by the size of the earth, important tests could not be made of quasar models. The technology appeared to be within reach, and an early space VLBI concept, QUASAT, emerged as a joint project, involving both US and European scientists. In 1984, a workshop was held in Gross Enzerdorf, Austria, under joint sponsorship of NASA and the European Space Agency (ESA). The principal conclusion of the workshop was that a VLBI station in space, telemetering its data to ground data stations, working in connection with ground-based radio telescopes, would give the opportunity to achieve angular resolution of a few tens of micro-arc-seconds, and could develop high-quality radio maps of many classes of radio sources. The ground telemetry stations would also function as the source of a stable local oscillator for the spacecraft, which needs a highly stable frequency reference. The Deep Space Network of NASA could play a vital role in both the frequency-locking system and data acquisition. One outcome of the Gross Enzerdorf workshop was the convening, by COSPAR, of an ad hoc Committee on Space VLBI, to review and recommend procedures by which international collaboration on VLBI in space might be coordinated and promoted. In October 1985, the committee met in Budapest and recommended that the Inter-Agency Consultative Group (IACG) would be an appropriate body to coordinate VLBI activities in space. At the same time ESA convened a committee to explore the technical aspects of coordinating ground and space VLBI activities. At this stage both NASA and ESA were supporting preliminary studies of the QUASAT mission, with effective coordination between the two groups. The Soviet Union had also begun planning a mission with the clear intent to fly it as soon as the could; the mission was designated RadioAstron. In December 1985, the Soviets formed an international study team for the RadioAstron mission, holding the first meeting in Moscow. Subsequent meetings of this international committee were held in Budapest in May 1986 and in Moscow in December 1986. Thus, in 1986 there were three VLBI mission concepts under study: the NASA QUASAT mission, an ESA counterpart, and the Soviet RadioAstron mission.

A multidisciplinary U.S. research community is undertaking a new coordinated effort to study the state and dynamics of the Earth's deep mantle and core. At an open meeting held at the Massachusetts Institute of Technology, Cambridge, from September 11 to 12, 1992, over 120 Earth scientists gathered to discuss this new program, which is an outgrowth of activity during the previous year by an ad hoc steering committee. The research program will be coordinated by a community-based scientific organization and supported through competitive research proposals submitted to the National Science Foundation with the aim of facilitating cooperative research projects cutting across traditional disciplinary and institutional boundaries.The new organization is the U.S. Studies of the Earth's Deep Interior (SEDI) Coordinating Committee. This committee will facilitate communication among the U.S. SEDI research community, federal funding agencies, the AGU Committee for Studies of the Earth's Interior (SEI), the Union SEDI Committee of the International Union of Geodesy and Geophysics, and the general public (Figure 1).

On Aug. 25, 1980, without warning, a large oil slick invaded the north and west coasts of Bahrain. This serious incident was designated a national emergency, and a special high-level government committee was established immediately to handle the response procedure. This paper describes how the committee functioned with the private sector and the problems encountered and overcome. The lessons learned have stimulated interest in the proposed use of computers to aid combat operations as both a technical tool and an information service. In addition, this experience can guide those responsible for controlling response operations for future major oil spills inmore » coastal areas. With proper planning, a highly satisfactory cooperative organization can be established between goverment and the private sector to respond effectively, economically, and with minimum environmental damage to a major oil spill affecting coastal waters and shorelines. Part of this planning is to collate and record the major available response equipment and material packages, thereby increasing the necessary state of readiness.« less

A VLHC informal study group started to come together at Fermilab in the fall of 1995 and at the 1996 Snowmass Study the parameters of this machine took form. The VLHC as now conceived would be a 100 TeV hadron collider. It would use the Fermilab Main Injector (now nearing completion) to inject protons at 150 GeV into a new 3 TeV Booster and then into a superconducting pp collider ring producing 100 TeV c.m. interactions. A luminosity of {approximately}10{sup 34} cm{sup -2}s{sup -1} is planned. Our plans were presented to the Subpanel on the Planning for the Future ofmore » US High- Energy Physics (the successor to the Drell committee) and in February 1998 their report stated ``The Subpanel recommends an expanded program of R&D on cost reduction strategies, enabling technologies, and accelerator physics issues for a VLHC. These efforts should be coordinated across laboratory and university groups with the aim of identifying design concepts for an economically and technically viable facility`` The coordination has been started with the inclusion of physicists from Brookhaven National Laboratory (BNL), Lawrence Berkeley National Laboratory (LBNL), and Cornell University. The Langley Guidance, Navigation, and Control Technical Committee (GNCTC) was one of six technical committees created in 1991 by the Chief Scientist, Dr. Michael F. Card. During the kickoff meeting Dr. Card charged the chairmen to: (1) establish a cross-Center committee; (2) support at least one workshop in a selected discipline; and (3) prepare a technical paper on recent accomplishments in the discipline and on opportunities for future research. The Guidance, Navigation, and Control Committee was formed and selected for focus on the discipline of Space robotics. This report is a summary of the committee's assessment of recent accomplishments and opportunities for future research. The report is organized as follows. First is an overview of the data sources used by the committee. Next is a description of technical needs identified by the committee followed by recent accomplishments. Opportunities for future research ends the main body of the report. It includes the primary recommendation of the committee that NASA establish a national space facility for the development of space automation and robotics, one element of which is a telerobotic research platform in space. References 1 and 2 are the proceedings of two workshops sponsored by the committee during its June 1991, through May 1992 term. The focus of the committee for the June 1992 - May 1993 term will be to further define to the recommended platform in space and to add an additional discipline which includes aircraft related GN&C issues. To the latter end members performing aircraft related research will be added to the committee. The end of the Cold War brought with it opportunities to resolve a number of conflicts around the world, including those in Angola, Cambodia, El Salvador and Mozambique. International political efforts to negotiate peace in these countries were accompanied by significant aid programmes ostensibly designed to redress the worst effects of conflict and to contribute to the consolidation of peace. Such periods of political transition, and associated aid inflows, constitute an opportunity to improve health services in countries whose health indicators have been among the worst in the world and where access to basic health services is significantly diminished by war. This paper analyzes the particular constraints to effective coordination of health sector aid in situations of 'post'-conflict transition. These include: the uncertain legitimacy and competence of state structures; donor choice of implementing channels; and actions by national and international political actors which served to undermine coordination mechanisms in order to further their respective agendas. These obstacles hindered efforts by health professionals to establish an effective coordination regime, for example, through NGO mapping and the establishment of aid coordinating committees at national and provincial levels. These technical measures were unable to address the basic constitutional question of who had the authority to determine the distribution of scarce resources during a period of transition in political authority. The peculiar difficulties of establishing effective coordination mechanisms are important to address if the long-term effectiveness of rehabilitation aid is to be enhanced.

Electronic Health Record system downtimes may have a great impact on patient care continuity. This paper describes the analysis and actions taken to redesign the Contingency Plan Procedure for the Electronic Health Record System of Hospital Italiano de Buenos Aires. After conducting a thorough analysis of the data gathered at post-contingency meetings, weaknesses were identified in the procedure; thus, strategic actions were recommended to redesign the Contingency Plan to secure an effective communications channel, as well as a formal structure for functions that may support the decision-making process. The main actions were: 1) to incorporate the IT Contingencies Committee (Plan management); 2) to incorporate the Coordinator (general supervision of the procedure); and 3) to redefine the role of the Clinical Informatics Resident, who will be responsible for managing communication between the technical team and Electronic Health Record users. As users need the information for continuity of care, key users evaluated the impact of the new strategy with an adapted survey.

As the LDEF program draws to a close, it leaves in place the fundamental building blocks for a Space Environment and Effects (SEE) program. Results from LDEF data analyses and investigations now form a substantial core of knowledge on the long term effects of the space environment on materials, system and structures. In addition, these investigations form the basic structure of a critically-needed SEE archive and database system. An agency-wide effort is required to capture all elements of a SEE program to provide a more comprehensive and focused approach to understanding the space environment, determining the best techniques for both flight and ground-based experimentation, updating the models which predict both the environments and those effects on subsystems and spacecraft, and, finally, ensuring that this multitudinous information is properly maintained, and inserted into spacecraft design programs. Many parts and pieces of a SEE program already exist at various locations to fulfill specific needs. The primary purpose of this program, under the direction of the Office of Advanced Concepts and Technology (OACT) in NASA Headquarters, is to take advantage of these parts; apply synergisms where possible; identify and when possible fill-in gaps; coordinate and advocate a comprehensive SEE program. The SEE program must coordinate and support the efforts of well-established technical communities wherein the bulk of the work will continue to be done. The SEE program will consist of a NASA-led SEE Steering Committee, consisting of government and industry users, with the responsibility for coordination between technology developers and NASA customers; and Technical Working Groups with primary responsibility for program technical content in response to user needs. The Technical Working Groups are as follows: Materials and Processes; Plasma and Fields; Ionizing Radiation; Meteoroids and Orbital Debris; Neutral External Contamination; Thermosphere, Thermal, and Solar Conditions; Electromagnetic Effects; Integrated Assessments and Databases. Specific technology development tasks will be solicited through a NASA Research Announcement to be released in May of 1994. The areas in which tasks are solicited include: (1) engineering environment definitions, (2) environments and effects design guidelines, (3) environments and effects assessment models and databases, and (4) flight/ground simulation/technology assessment data.

Factors affecting sustainability of rural water schemes in Swaziland

The Millennium Development Goal (MDG) target to reduce the proportion of people without sustainable access to safe drinking water by the year 2015 has been met as of 2010, but huge disparities exist. Some regions, particularly Sub-Saharan Africa are lagging behind it is also in this region where up to 30% of the rural schemes are not functional at any given time. There is need for more studies on factors affecting sustainability and necessary measures which when implemented will improve the sustainability of rural water schemes. The main objective of this study was to assess the main factors affecting the sustainability of rural water schemes in Swaziland using a Multi-Criteria Analysis Approach. The main factors considered were: financial, social, technical, environmental and institutional. The study was done in Lubombo region. Fifteen functional water schemes in 11 communities were studied. Data was collected using questionnaires, checklist and focused group discussion guide. A total of 174 heads of households were interviewed. Statistical Package for Social Sciences (SPSS) was used to analyse the data and to calculate sustainability scores for water schemes. SPSS was also used to classify sustainability scores according to sustainability categories: sustainable, partially sustainable and non-sustainable. The averages of the ratings for the different sub-factors studied and the results on the sustainability scores for the sustainable, partially sustainable and non-sustainable schemes were then computed and compared to establish the main factors influencing sustainability of the water schemes. The results indicated technical and social factors as most critical while financial and institutional, although important, played a lesser role. Factors which contributed to the sustainability of water schemes were: functionality; design flow; water fetching time; ability to meet additional demand; use by population; equity; participation in decision making on operation and maintenance; existence of fund for operation and maintenance; willingness to contribute money; existence of a user’s committee; participation in the initial planning and design of the water scheme; and coordination between the local leaders and user’s committee. The main factors which made the schemes unsustainable were: long fetching time; non-involvement in decision making; lack of willingness to contribute funds; absence of users committee; and lack of cooperation between local leaders and the users committee. Water service providers should address the technical, social, financial and institutional factors identified affecting sustainability in their planning and implementation of rural water schemes.

[Management committees in health services: an empirical study].

The aim of the article, based on field data collected from a continuing education program for primary health clinic administrators, was to analyze the functioning of a health service management strategy called "management committees". Different meanings and operational modalities emerged in the committees. Various antimonies appeared in the way the committees operate (autonomy versus heteronomy, reproduction of "instituted" versus "instituting" processes, and communicative versus instrumental reasoning), thus reflecting the level of complexity in this management mechanism. Healthcare provision per se by the clinics only appeared occasionally on the committees' agenda, which mainly focused on administrative issues. The article suggests that further research is needed on the coordinator's involvement in the field of forces constituting the management committee, besides developing pedagogical strategies to support the clinic coordinators and health teams in building the committees. The primary data were submitted to an epistemological discussion anchored in the idea of double hermeneutics, multiple validation of research results, and the relationship between theory and practice.

This report summarizes accomplishments of the McKenzie River Focus Watershed Council (MWC) in the areas of coordination and administration during Fiscal Year 2000. Coordination and administration consist of prioritization and planning for projects; project management and implementation; procurement of funding for long-term support of the Council; and watershed education/outreach program for residents and local schools. Key accomplishments in the area of project planning include coordinating: monthly Council and executive committee meetings; staffing the Upper Willamette Spring Chinook Working Group; staffing the water quality technical committee; and guiding education and stewardship projects. Key accomplishments in the area of project management includemore » the completion of the McKenzie-Willamette Confluence Assessment; securing funds for project planning in the confluence area; near completion of the BPA funded McKenzie sub-basin assessment; development of a framework for a McKenzie Watershed Conservation Strategy; an evaluation of Council's monitoring programs - ambient water quality, storm-event water quality, Tier III water quality, and macroinvertebrate monitoring. The Council, in cooperation with the McKenzie River Cooperative, completed habitat enhancements in the Gate Creek and Deer Creek sub-watersheds. This partnership recently submitted Bring Back the Natives grant for initiation of projects in other McKenzie tributaries. The Council will also be working with a local business to develop a river-side riparian enhancement and native landscaping project on the lodge grounds. This will serve as a demonstration project for blending fish and wildlife habitat concerns with maintaining grounds for business opportunities. Accomplishments in the area of procurement of funding included developing the FY2000 Scope of Work and budget for approval by the Council and BPA; providing quarterly budget and work program progress reports to the Council; and securing additional funding from Council partner organizations and foundations. This report on a method of analysis of aircraft accidents has been prepared by a special committee on the nomenclature, subdivision, and classification of aircraft accidents organized by the National Advisory Committee for Aeronautics in response to a request dated February 18, 1928, from the Air Coordination Committee consisting of the Assistant Secretaries for Aeronautics in the Departments of War, Navy, and Commerce. The work was undertaken in recognition of the difficulty of drawing correct conclusions from efforts to analyze and compare reports of aircraft accidents prepared by different organizations using different classifications and definitions. The air coordination committee's request was made "in order that practices used may henceforth conform to a standard and be universally comparable." the purpose of the special committee therefore was to prepare a basis for the classification and comparison of aircraft accidents, both civil and military. The goal of the project 'State Research, Outreach and Technical Assistance to Improve the Nation's Transmission and Distribution Systems' was for the National Association of State Energy Officials (NASEO) to partner with the National Governors Association (NGA) Center for Best Practices, the National Conference of State Legislators (NCSL), and the National Association of Regulatory Utility Commissioners (NARUC) to assist DOE's Office of Electricity Delivery and Energy Reliability (OE) in its effort to modernize and expand America's electric delivery system. NASEO focused on key transmission and distribution issues where coordination between the federal and state governments was critical. Throughout the durationmore » of this program, NASEO engaged in monthly coordination - occasionally more often - with NGA, NCSL and NARUC. NASEO staff and General Counsel Jeff Genzer also had regular face-to-face meetings, phone calls and emails with OE staff to learn from DOE and share information and feedback from the state energy offices on transmission and distribution. To commence work on this project, NASEO met with OE, NGA, NCSL and NARUC in January 2005 and remained committed to regular communications with all involved entities throughout the duration of this project. NASEO provided comments and analysis to the other partners on deliverable reports under this award. This award provided support to NASEO's Energy Production Committee (chaired by Dub Taylor of Texas, followed by Tom Fuller of Wyoming) to plan and host sessions at NASEO's Annual Meeting and Energy Outlook Conferences. Sessions included presentations from state, DOE, national laboratory and private sector experts on transmission, distribution, distributed energy resources, integrating renewable resources into the electricity grid. NASEO disseminated information to its members through emails and its website on transmission and distribution technology and policy. NASEO was an active member of the National Council on Electricity Policy as part of its transmission and distribution work. The National Council on Electricity Policy (National Council) is a venture between NASEO, NARUC, NCSL, National Association of Clean Air Agencies (NACAA) and the National Governors Association (NGA). The National Council also includes several federal members including FERC, DOE, and the U.S. Environment Protection Agency (EPA). NASEO members serve on the policy committee and NASEO General Council Jeff Genzer is a member of the National Council's Executive Committee. NASEO staff participated on regularly scheduled policy committee and executive committee calls and helped to plan agendas and publications for various state decision-makers. Specifically, NASEO organized state energy officials and participating in formulating the agenda for meetings, including the Mid-Atlantic Distributed Generation Workshop in New Jersey in September 2007. NASEO shared the results of these meetings through its website, email communications and direct conversations with state energy officials. NASEO participated as a member of the National Action Plan for Energy Efficiency (NAPEE) Leadership Committee, representing the interests and expertise of the state energy offices. In addition, NASEO was part of the Long-Term Vision Committee. NASEO members also participated in these activities and NASEO has encouraged further efforts of its membership with regards to NAPEE. NASEO has worked to ensure that its membership has the most timely and accurate information about transmission and distribution technology and policy. Its work with other associations has facilitated greater partnerships to enhance activities across the nation and encourage state energy offices to collaborate with public utility commissions, legislatures and executives to improve modern transmission and distribution. NASEO has identified transmission and distribution as a key area for further action.« less

In June of 2017, the Translator Group met to develop this coordinated three-year vision plan, incorporating key feedback and aligning to ARM’s mission priorities. This plan responds to a shift in how we determine our priorities, given the new needs of the ARM Facility. In the past, individual Translators have determined priorities in conversation with individual DOE Atmospheric System Research (ASR) working groups. To better support ARM’s Decadal Vision (https://www.arm.gov/publications/programdocs/doe-sc-arm-14-029.pdf), however, the Translator Group is instead developing a coordinated response to needs from our user community to better balance resources and skills among participants. This approach agrees with direction frommore » ARM leadership and the ARM-ASR Coordination Team (AACT). To develop this plan the Translator Group reviewed feedback received from the User Executive Committee (UEC) and the Triennial Review, as well as priorities from ASR working groups and Principal Investigators (PIs), the LES ARM Symbiotic Simulation and Observation (LASSO) project, and new instrumentation and activities as described by the ARM Technical Director. Efforts to develop a national level federal interagency committee to coordinate federal activities were initiated by national weed program managers with the USDA Forest Service and the Bureau of Land Management in 1989. FICMNEW was formally established through a Memorandum of Understanding that was signed by agency administrators of member agencies in August, 1994.

The Advanced Scientific Computing Advisory Committee (ASCAC) was charged to form a standing subcommittee to review the Department of Energy’s Office of Scientific and Technical Information (OSTI) and to begin by assessing the quality and effectiveness of OSTI’s recent and current products and services and to comment on its mission and future directions in the rapidly changing environment for scientific publication and data. The Committee met with OSTI staff and reviewed available products, services and other materials. This report summaries their initial findings and recommendations.

Outcomes mapping: a method for dental schools to coordinate learning and assessment based on desired characteristics of a graduate.

This project, utilizing a seldom-used approach to dental education, was designed to define the desired characteristics of a graduating dental student; convert those characteristics to educational outcomes; and use those outcomes to map a dental school's learning and assessment programs, based on outcomes rather than courses and disciplines. A detailed rubric of the outcomes expected of a graduating dental student from this school was developed, building on Commission on Dental Accreditation (CODA) standards and the school's competencies. The presence of each characteristic in the rubric was mapped within and across courses and disciplines. To assess implementation of the rubric, members of two faculty committees and all fourth-year students were asked to use it to rate 1) the importance of each characteristic, 2) the extent to which the school teaches and assesses each, and 3) the extent to which each counts toward overall assessment of competence. All thirty-three faculty members (100 percent) on the committees participated, as did forty-six of the fifty-five students (84 percent). The groups gave high scores to the importance of each characteristic, especially for knowledge and technical competence (then separate categories but merged in the final rubric) and for self-assessment, as well as the extent to which they are being taught and assessed. Respondents most commonly named critical thinking as the area that should be emphasized more. Mapping the curriculum and creating its related database allow the faculty and administration to more systematically coordinate learning and assessment than was possible with a course-based approach.
