Evolution of Scientific and Technical Information Distribution

World Wide Web (WWW) and related information technologies are transforming the distribution of scientific and technical information (STI). We examine 11 recent, functioning digital libraries focusing on the distribution of STI publications, including journal articles, conference papers, and technical reports. We introduce 4 main categories of digital library projects: based on the architecture (distributed vs. centralized) and the contributor (traditional publisher vs. authoring individual/organization). Many digital library prototypes merely automate existing publishing practices or focus solely on the digitization of the publishing cycle output, not sampling and capturing elements of the input. Still others do not consider for distribution the large body of "gray literature." We address these deficiencies in the current model of STI exchange by suggesting methods for expanding the scope and target of digital libraries by focusing on a greater source of technical publications and using "buckets," an object-oriented construct for grouping logically related information objects, to include holdings other than technical publications.

National GAP Conference 2007-Discussion Groups Report

We led two discussion groups during the 2007 National GAP Conference. These discussion groups provided information to help develop a survey of National Gap Analysis Program (GAP) data users. One group discussed technical issues, and the second group discussed the use of GAP data for decisionmaking. Themes emerging from the technical issues group included concerns about data quality, need for information on how to use data, and passive data distribution. The decisionmaking discussion included a wide range of topics including the need to understand presentation of information, the need to connect with and understand users of data, the revision of GAP's mission, and the adaptability of products and data. The decisionmaking group also raised concerns regarding technical issues. One conclusion is that a deep commitment to ongoing information transfer and support is a key component of success for the GAP program.

Injury and violence prevention strategies have greater potential for impact when they are based on scientific evidence. Systematic reviews of the scientific evidence can contribute key information about which policies and programs might have the greatest impact when implemented. However, systematic reviews have limitations, such as lack of implementation guidance and contextual information, that can limit the application of knowledge. “Technical packages,” developed by knowledge brokers such as the federal government, nonprofit agencies, and academic institutions, have the potential to be an efficient mechanism for making information from systematic reviews actionable. Technical packages provide information about specific evidence-based prevention strategies, along with the estimated costs and impacts, and include accompanying implementation and evaluation guidance to facilitate adoption, implementation, and performance measurement. We describe how systematic reviews can inform the development of technical packages for practitioners, provide examples of technical packages in injury and violence prevention, and explain how enhancing review methods and reporting could facilitate the use and applicability of scientific evidence. A telephone survey of U.S. aerospace engineers and scientists belonging to the Society of Automotive Engineers (SAE) was conducted between December 4, 1991 and January 5, 1992. The survey was undertaken to (1) validate the telephone survey as an appropriate technique for collecting data from U.S. aerospace engineers and scientists; (2) collect information about how the results of NASA/DoD aerospace research are used in the R&D process; (3) identify those selection criteria which affect the use of federally-funded aerospace R&D; and (4) obtain information that could be used to develop a self-administered mail questionnaire for use with the same population. The average rating of importance of U.S. government technical reports was 2.5 (on a 4-point scale); The mean/median number of times U.S. government technical reports were used per 6 months was 8/2. Factors scoring highest for U.S. government technical reports were technical accuracy (2.9), reliable data and technical information (2.8), and contains comprehensive data and information (2.7) on a 4-point system. The factors scoring highest for influencing the use of U.S. government technical reports were relevance (3.1), technical accuracy (3.06), and reliable data/information (3.02). Ease of use, familiarity, technical accuracy, and relevance correlated with use of U.S. government technical reports. Survey demographics, survey questionnaire, and the NASA/DoD Aerospace Knowledge Diffusion Research Project publications list are included.

This paper presents the design and implementation of an architecture based on the integration of simple network management protocol version 3 (SNMPv3) and the standard ISO/IEEE 11073 (X73) to manage technical information in home-based telemonitoring scenarios. This architecture includes the development of an SNMPv3-proxyX73 agent which comprises a management information base (MIB) module adapted to X73. In the proposed scenario, medical devices (MDs) send information to a concentrator device [designated as compute engine (CE)] using the X73 standard. This information together with extra information collected in the CE is stored in the developed MIB. Finally, the information collected is available for remote access via SNMP connection. Moreover, alarms and events can be configured by an external manager in order to provide warnings of irregularities in the MDs' technical performance evaluation. This proposed SNMPv3 agent provides a solution to integrate and unify technical device management in home-based telemonitoring scenarios fully adapted to X73.

Injury and violence prevention strategies have greater potential for impact when they are based on scientific evidence. Systematic reviews of the scientific evidence can contribute key information about which policies and programs might have the greatest impact when implemented. However, systematic reviews have limitations, such as lack of implementation guidance and contextual information, that can limit the application of knowledge. "Technical packages," developed by knowledge brokers such as the federal government, nonprofit agencies, and academic institutions, have the potential to be an efficient mechanism for making information from systematic reviews actionable. Technical packages provide information about specific evidence-based prevention strategies, along with the estimated costs and impacts, and include accompanying implementation and evaluation guidance to facilitate adoption, implementation, and performance measurement. We describe how systematic reviews can inform the development of technical packages for practitioners, provide examples of technical packages in injury and violence prevention, and explain how enhancing review methods and reporting could facilitate the use and applicability of scientific evidence. © The Author(s) 2016.

Phase 2 of the four phase NASA/DoD Aerospace Knowledge Diffusion Research Project was undertaken to study the transfer of scientific and technical information (STI) from government to the aerospace industry and the role of librarians and technical information specialists in the transfer process. Data was collected through a self-administered mailback questionnaire. Libraries identified as holding substantial aerospace or aeronautical technical report collections were selected to receive the questionnaires. Within each library, the person responsible for the technical report was requested to answer the questionnaire. Questionnaires were returned from approx. 68 pct. of the libraries. The respondents indicated that scientists and engineer are not aware of the services available from libraries/technical information centers and that scientists and engineers also under-utilized their services. The respondents also indicated they should be more involved in the process.

Aerospace engineers and scientists from Western Europe, Japan, and the United States were surveyed as part of the NASA/DoD Aerospace Knowledge Diffusion Research Project. Questionnaires were used to solicit their opinions regarding the following: (1) the importance of technical communications to their profession; (2) the use and production of technical communications; and (3) their views about the appropriate content of an undergraduate course in technical communications. The ability to communicate technical information effectively was very important to the aerospace engineers and scientists who participated in the study. A considerable portion of their working week is devoted to using and producing technical information. The types of technical communications used and produced varied within and among the three groups. The type of technical communication product used and produced appears to be related to respondents' professional duties. Respondents from the three groups made similar recommendations regarding the principles, mechanics, and on-the-job communications to be included in an undergraduate technical communications course for aerospace majors.

Phase 1 of a four part study was undertaken to investigate the use of scientific and technical information (STI) by U.S. aerospace engineers and scientists. Specific attention was paid to institutional and sociometric variables and to the step-by-step process of information gathering used by the respondents. Data were collected by means of three self-administered mail-back questionnaires. The approximately 34,000 members of the American Institute of Aeronautics and Astronautics served as the study population. More than 65 percent of the randomly selected respondants returned the questionnaires in each of the three groups. Respondants relied more heavily on informal sources of information than formal sources and turned to librarians and other technical information specialists only when they did not obtain results via informal means or their own formal searches. The report includes frequency distributions for the questions.

This research is devoted to problems of safety of the industrial information network. Basic sub-networks, ensuring reliable operation of the elements of the industrial Automatic Process Control System, were identified. The core tasks of technical diagnostics of industrial information safety were presented. The structure of the technical diagnostics system of the information safety was proposed. It includes two parts: a generator of cyber-attacks and the virtual model of the enterprise information network. The virtual model was obtained by scanning a real enterprise network. A new classification of cyber-attacks was proposed. This classification enables one to design an efficient generator of cyber-attacks sets for testing the virtual modes of the industrial information network. The numerical method of the Monte Carlo (with LPτ - sequences of Sobol), and Markov chain was considered as the design method for the cyber-attacks generation algorithm. The proposed system also includes a diagnostic analyzer, performing expert functions. As an integrative quantitative indicator of the network reliability the stability factor (Kstab) was selected. This factor is determined by the weight of sets of cyber-attacks, identifying the vulnerability of the network. The weight depends on the frequency and complexity of cyber-attacks, the degree of damage, complexity of remediation. The proposed Kstab is an effective integral quantitative measure of the information network reliability.
Technical Feasibility Assessment of Lunar Base Mission Scenarios

Investigation of the literature pertaining to lunar base (LB) missions and the technologies required for LB development has revealed an information gap that hinders technical feasibility assessment. This information gap is the absence of technical readiness levels (TRL) (Mankins, 1995) and information pertaining to the criticality of the critical enabling technologies (CETs) that enable mission success. TRL is a means of identifying technical readiness stages of a technology. Criticality is defined as the level of influence the CET has on the mission scenario. The hypothesis of this research study is that technical feasibility is a function of technical readiness and technical readiness is a function of criticality. A newly developed research analysis method is used to identify the technical feasibility of LB mission scenarios. A Delphi is used to ascertain technical readiness levels and CET criticality-to-mission. The research analysis method is applied to the Delphi results to determine the technical feasibility of the LB mission scenarios that include: observatory, science research, lunar settlement, space exploration gateway, space resource utilization, and space tourism. The CETs identified encompasses four major system level technologies of: transportation, life support, structures, and power systems. Results of the technical feasibility assessment show the observatory and science research LB mission scenarios to be more technical ready out of all the scenarios, but all mission scenarios are in very close proximity to each other in regard to criticality and TRL and no one mission scenario stands out as being absolutely more technically ready than any of the other scenarios. What is significant and of value are the Delphi results concerning CET criticality-to-mission and the TRL values evidenced in the Tables that can be used by anyone assessing the technical feasibility of LB missions.

This audit was initiated in response to a hotline complaint regarding the review, approval, and release of scientific and technical information (STI) at Johnson Space Center. The complainant alleged that Johnson personnel conducting export control reviews of STI were not fully qualified to conduct those reviews and that the reviews often did not occur until after the STI had been publicly released. NASA guidance requires that STI, defined as the results of basic and applied scientific, technical, and related engineering research and development, undergo certain reviews prior to being released outside of NASA or to audiences that include foreign nationals. The process includes technical, national security, export control, copyright, and trade secret (e.g., proprietary data) reviews. The review process was designed to preclude the inappropriate dissemination of sensitive information while ensuring that NASA complies with a requirement of the National Aeronautics and Space Act of 1958 (the Space Act)1 to provide for the widest practicable and appropriate dissemination of information resulting from NASA research activities. We focused our audit on evaluating the STI review process: specifically, determining whether the roles and responsibilities for the review, approval, and release of STI were adequately defined and documented in NASA and Center-level guidance and whether that guidance was effectively implemented at Goddard Space Flight Center, Johnson Space Center, Langley Research Center, and Marshall Space Flight Center. Johnson was included in the review because it was the source of the initial complaint, and Goddard, Langley, and Marshall were included because those Centers consistently produce significant amounts of STI.

The flow of U.S. government-funded and foreign scientific and technical information (STI) through libraries and related facilities to users in government and industry is examined, summarizing preliminary results of Phase 2 of the NASA/DOD Aerospace Knowledge Diffusion Research Project (NAKDRP). The design and objectives of NAKDRP are reviewed; the NAKDRP model of STI transfer among producers, STI intermediaries, surrogates (technical report repositories or clearinghouses), and users is explained and illustrated with diagrams; and particular attention is given to the organization and operation of aerospace libraries. In a survey of North American libraries it was found that 25-30 percent of libraries regularly receive technical reports from ESA and the UK; the corresponding figures for Germany and for France, Sweden, and Japan are 18 and 5 percent, respectively. Also included is a series of bar graphs showing the librarians' assessments of the quality and use of NASA Technical Reports.

Section 2 describes each type of report in the NASA STI Report Series and other forms of publications. It also discusses dissemination and safeguarding of STI. Section 3 gives technical, data quality, and dissemination reviews, including the mandatory review via NASA Form 1676, NASA Scientific and Technical Information (STI) Document Availability Authorization (DAA). It also describes handling unlimited and limited/restricted STI. Section 4 provides recommended standards for document format, composition, and organization and element of a typical report. Section 5 presents miscellaneous preparation recommendations. Section 6 discusses two required forms, Standard Form 298 and NF-1676. Data collection and preparation of authoritative reviews on space food and nutrition research

The collection and classification of information for a manually operated information retrieval system on the subject of space food and nutrition research are described. The system as it currently exists is designed for retrieval of documents, either in hard copy or on microfiche, from the technical files of the MSC Food and Nutrition Section by accession number, author, and/or subject. The system could readily be extended to include retrieval by affiliation, report and contract number, and sponsoring agency should the need arise. It can also be easily converted to computerized retrieval. At present the information retrieval system contains nearly 3000 documents which consist of technical papers, contractors' reports, and reprints obtained from the food and nutrition files at MSC, Technical Library, the library at the Texas Medical Center in Houston, the BMI Technical Libraries, Dr. E. B. Truitt at MBI, and the OSU Medical Libraries. Additional work was done to compile 18 selected bibliographies on subjects of immediate interest on the MSC Food and Nutrition Section.

The NASA Software Documentation Standard (hereinafter referred to as Standard) can be applied to the documentation of all NASA software. This Standard is limited to documentation format and content requirements. It does not mandate specific management, engineering, or assurance standards or techniques. This Standard defines the format and content of documentation for software acquisition, development, and sustaining engineering. Format requirements address where information shall be recorded and content requirements address what information shall be recorded. This Standard provides a framework to allow consistency of documentation across NASA and visibility into the completeness of project documentation. This basic framework consists of four major sections (or volumes). The Management Plan contains all planning and business aspects of a software project, including engineering and assurance planning. The Product Specification contains all technical engineering information, including software requirements and design. The Assurance and Test Procedures contains all technical assurance information, including Test, Quality Assurance (QA), and Verification and Validation (V&V). Engineering and Technical Services contains the core knowledge in Information Technology (IT). This includes data systems and analysis, inter and intranet based systems design and data security. Including the design and development of embedded real-time s o h a r e applications for flight and supporting ground systems, Engineering and Technical Services provide a wide range of IT services and products specific to the Glenn Research Center research and engineering community. In the 7000 Directorate I work directly in the 7611 organization. This organization is known as the Aviation Environments Technical Branch. My mentor is Vincent Satterwhite who is also the Branch Chief of the Aviation Environments Technical Branch. In this branch, I serve as the Assistant program manager of the Engineering Technology Program. The Engineering Technology Program (ETP) is one of three components of the High School L.E.R.C.I.P. This is an Agency-sponsored, eight-week research-based apprenticeship program designed to attract traditionally underrepresented high school students that demonstrate an aptitude for and interest in mathematics, science, engineering, and technology.

A discussion of multimedia technology is included to provide context for the STI Program effort. The STI Program's Multimedia Initiative is discussed in detail. Parallels and differences between multimedia and traditional information systems project development are highlighted. Challenges faced by the program in initiating its multimedia project are summarized along with lessons learned. The paper concludes with a synopsis of the benefits the program hopes to provide its users through the introduction of multimedia illustrated by examples of successful multimedia projects.

Descriptive and analytical data regarding the flow of aerospace-based scientific and technical information (STI) in the academic community are presented. An overview is provided of the Federal Aerospace Knowledge Diffusion Research Project, illustrating a five-year program on aerospace knowledge diffusion. Preliminary results are presented of the project's research concerning the information-seeking habits, practices, and attitudes of U.S. aerospace engineering and science students and faculty. The type and amount of education and training in the use of information sources are examined. The use and importance ascribed to various information products by U.S. aerospace faculty and students including computer and other information technology is assessed. An evaluation of NASA technical reports is presented and it is concluded that NASA technical reports are rated high in terms of quality and comprehensiveness, citing Engineering Index and IAA as the most frequently used materials by faculty and students.

The early NASA international scientific and technical information exchange arrangements were usually detailed in correspondence with the librarians of the institutions involved. While this type of exchange grew to include some 200 organizations in 43 countries, NASA's main focus shifted to the relationship with the European Space Agency (ESA), which began in 1964. The NASA/ESA Tripartite Exchange Program provides more than 4000 technical reports from the NASA-produced Aerospace Database. The experience in the evolving cooperation between NASA and ESA has established the model for more recent exchange agreements with Israel, Australia, and Canada. The results of these agreements are made available to participating European organizations through the NASA File.

This critical information includes the technical difficulties and challenges of validating and combining ocean color data from an array of independent satellite systems to form consistent and accurate global bio-optical time series products. EPA’s Technical Support Centers (TSC) included in ORD’s Safe and Healthy Communities (SHC) Research Action Plan fill the need for supplying subject-matter experts to continually assess state-of-the-art research and practices and channel this information to users in both direct applications (i.e., site-specific technical support) and general applications (i.e., technical transfer activities such as technical guidance documents, conferences, or workshops) . The TSCs are charged with providing solutions by: 1) linking EPA research to Agency decision-makers; 2) applying best practices to real world field applications; and 3) channeling feedback from field application to research communities. The TSP goal is to provide Regional Remedial Project Managers (RPMs), Corrective Action Staff, and On-Scene Coordinators (OSCs) with a diverse set of readily-accessible resources for technical assistance. This research summary provides six case studies – two from each of the three TSCs (Ground Water Technical Support Center, Engineering Technical Support Center, and Site Characterization Technical Support Center) – to exemplify and summarize the variety of TSC approaches that contribute to fulfilling the TSP mission. This critical information includes the technical difficulties and challenges of validating and combining ocean color data from an array of independent satellite systems to form consistent and accurate global bio-optical time series products. High-throughput omics datasets often contain technical replicates included to account for technical sources of noise in the measurement process. Although summarizing these replicate measurements by using robust averages may help to reduce the influence of noise on downstream data analysis, the information on the variance across the replicate measurements is lost in the averaging process and therefore typically disregarded in subsequent statistical analyses.We introduce RepExplore, a web-service dedicated to exploit the information captured in the technical replicate variance to provide more reliable and informative differential expression and abundance statistics for omics datasets. The software builds on previously published statistical methods, which have been applied successfully to biomedical omics data but are difficult to use without prior experience in programming or scripting. RepExplore facilitates the analysis by providing a fully automated data processing and interactive ranking tables, whisker plot, heat map and principal component analysis visualizations to interpret omics data and derived statistics. A readily accessible archive of information that is valid, current, and technically defensible is needed to make informed highway-planning, design, and management decisions. The National Highway Runoff Water-Quality Data and Methodology Synthesis (NDAMS) is a cataloging and assessment of the documentation of information relevant to highway-runoff water quality available in published reports. The report review process is based on the NDAMS review sheet, which was designed by the USGS with input from the FHWA, State transportation agencies, and the regulatory community. The report-review process is designed to determine the technical merit of the existing literature in terms of current requirements for data documentation, data quality, quality assurance and quality control (QA/QC), and technical issues that may affect the use of historical data. To facilitate the review process, the NDAMS review sheet is divided into 12 sections: (1) administrative review information, (2) investigation and report information, (3) temporal information, (4) location information (5) water-quality-monitoring information, (6) sample-handling methods, (7) constituent information, (8) sampling focus and matrix, (9) flow monitoring methods, (10) field QA/QC, (11) laboratory, and (12) uncertainty/error analysis. This report describes the NDAMS report reviews and metadata documentation methods and provides an overview of the approach and of the quality-assurance and quality-control program used to implement the review process. Detailed information, including a glossary of relevant terms, a copy of the report-review sheets, and reportreview instructions are completely documented in a series of three appendixes included with this report. Therefore the reviews are repeatable and the methods can be used by transportation research organizations to catalog new reports as they are published.

The NASA Scientific and Technical Information Program utilizes a technology infrastructure assembled in the mid 1960s to late 1970s to process and disseminate its information products. When this infrastructure was developed it placed NASA as a leader in processing STI. The retrieval engine for the STI database was the first of its kind and was used as the basis for developing commercial, other U.S., and foreign government agency retrieval systems. Due to the combination of changes in user requirements and the tremendous increase in technological capabilities readily available in the marketplace, this infrastructure is no longer the most cost-effective or efficient methodology available. Consequently, the NASA STI Program is pursuing a modernization effort that applies new technology to current processes to provide near-term benefits to the user. In conjunction with this activity, we are developing a long-term modernization strategy designed to transition the Program to a multimedia, global 'library without walls.' Critical pieces of the long-term strategy include streamlining access to sources of STI by using advances in computer networking and graphical user interfaces; creating and disseminating technical information in various electronic media including optical disks, video, and full text; and establishing a Technology Focus Group to maintain a current awareness of emerging technology and to plan for the future.

Ways of accumulating and presenting graphics illustrations on a shoestring budget are suggested. Information must be collected and organized on the wide variety of potentially applicable technologies, including: previous research results, key technical parameters and characteristics, technology readiness levels, relationships to other technologies, costs, and potential barriers and risks. This information must be manipulated to facilitate planning and documentation. An assessment is included of the programmatic and technical risks associated with each technology task as well as potential risk mitigation plans. Risks are assessed and tracked in terms of likelihood of the risk occurring and consequences of the risk if it does occur. The risk assessments take into account cost, schedule, and technical risk dimensions. Assessment data must be simplified for presentation to decision makers. The Systems Analysis and Concepts Directorate (SACD) at NASA Langley Research Center has a wealth of experience in performing Technology Assessment and Portfolio Analysis as this has been a business line since 1978.

A preliminary Long Duration Exposure Facility (LDEF) Materials Data Base was developed by the LDEF Materials Special Investigation Group (MSIG). The LDEF Materials Data Base is envisioned to eventually contain the wide variety and vast quantity of materials data generated from LDEF. The data is searchable by optical, thermal, and mechanical properties, exposure parameters (such as atomic oxygen flux) and author(s) or principal investigator(s). Tne LDEF Materials Data Base was incorporated into the Materials and Processes Technical Information System (MAPTIS). MAPTIS is a collection of materials data which has been computerized and is available to engineers, designers, and researchers in the aerospace community involved in the design and development of spacecraft and related hardware. The LDEF Materials Data Base is described and step-by-step example searches using the data base are included. Information on how to become an authorized user of the system is included.
An acceptable role for computers in the aircraft design process

Some of the reasons why the computerization trend is not wholly accepted are explored for two typical cases: computer use in the technical specialties and computer use in aircraft synthesis. The factors that limit acceptance are traced in part, to the large resources needed to understand the details of computer programs, the inability to include measured data as input to many of the theoretical programs, and the presentation of final results without supporting intermediate answers. Other factors are due solely to technical issues such as limited detail in aircraft synthesis and major simplifying assumptions in the technical specialties. These factors and others can be influenced by the technical specialist and aircraft designer. Some of these factors may become less significant as the computerization process evolves, but some issues, such as understanding large integrated systems, may remain issues in the future. Suggestions for improved acceptance include publishing computer programs so that they may be reviewed, edited, and read. Other mechanisms include extensive modularization of programs and ways to include measured information as part of the input to theoretical approaches.

A series of test products were developed from LANDSAT data sets for North Central Texas that paralleled the needs of ranchers, technical personnel, and the media. The products and evaluation questionnaires were mailed to approximately 150 ranchers who had reported an interest in evaluating the information systems. In addition to the rancher group, fourteen media people and a thirty-three member group in the agri business/technical community was also chosen to receive test products. The aim of this project was to produce audiovisual patient information, which was user friendly and fit for purpose. The purpose of the audiovisual patient information is to inform patients about randomized controlled trials, as a supplement to their trial-specific written information sheet. Audiovisual patient information is known to be an effective way of informing patients about treatment. User involvement is also recognized as being important in the development of service provision. The aim of this paper is (i) to describe and discuss the process of developing the audiovisual patient information and (ii) to highlight the challenges and opportunities, thereby identifying implications for practice. A future study will test the effectiveness of the audiovisual patient information in the cancer clinical trial setting. An advisory group was set up to oversee the project and provide guidance in relation to information content, level and delivery. An expert panel of two patients provided additional guidance and a dedicated operational team dealt with the logistics of the project including: ethics; finance; scriptwriting; filming; editing and intellectual property rights. Challenges included the limitations of filming in a busy clinical environment, restricted technical and financial resources, ethical needs and issues around copyright. There were, however, substantial opportunities that included utilizing creative skills, meaningfully involving patients, teamworking and mutual appreciation of clinical, multidisciplinary and technical expertise. Developing audiovisual patient information is an important area for nurses to be involved with. However, this must be performed within the context of the multiprofessional team. Teamworking, including patient involvement, is crucial as a wide variety of expertise is required. Many aspects of the process are transferable and will provide information and guidance for nurses, regardless of specialty, considering developing this format of patient information.

The IDCA conducted a program review at Los Alamos National Laboratory, September 14 and 15, 2010. The review was divided into three parts: 1) an update on the current status of the program, 2) an information exchange and discussion on technical details for current issues and future planning, and 3) a tour of the SSST testing facilities at LANL. The meeting started with an update from DHS by Laura Parker and a restating of some of the objectives of the Proficiency Test of which the IDCA is currently engaged. This update was followed by a discussion of some high levelmore » programmatic issues particularly about ways of communicating the overall goals of the IDCA to non-technical representatives. The final topic focused on the difficulty of releasing information, including the DHS approval process, ITAR, and open publication. Next JGR presented a technical summary of accomplishments, schedule, milestones, and future directions. These key points made were: 1) about 1/3 of the materials have been tested, 2) some participants are behind others causing a lag in report writing, 3) method reports have been assigned to various participants to speed up the process of reporting, 4) the SSST Compendium needs reformatting and restructuring, and 5) the Compendium needs a web site to house with access control. After the technical update, some of the Proficiency Test results were shown comparing data from the various laboratories. These results included comparisons of the RDX standard, KC/sugar mixtures (-100 mesh and as received), KC/dodecane, KP/Al, and KP/C. Impact, friction, ESD, and DSC results were the focus. All the participants were involved in these discussions. This report includes summary notes, presentations, and explanatory information.« less

This documentation is necessary to ensure that critical information is related to the scientific community and NASA management. This critical information includes the technical difficulties and challenges of validating and combining ocean color data from an array of independent satellite systems to form consistent and accurate global bio-optical time series products. This technical report is not meant as a substitute for scientific literature. Instead, it will provide a ready and responsive vehicle for the multitude of technical reports issued by an operational project. The SIMBIOS Science Team Principal Investigators' (PIs) original contributions to this report are in chapters four and above. The purpose of these contributions is to describe the current research status of the SIMBIOS-NRA-96 funded research. Systems Engineering is fundamental to good engineering, which in turn depends on the integration and application of engineering lessons learned. Thus, good Systems Engineering also depends on systems engineering lessons learned from within the aerospace industry being documented and applied. About ten percent of the engineering lessons learned documented in the NASA Lessons Learned Information System are directly related to Systems Engineering. A key issue associated with lessons learned datasets is the communication and incorporation of this information into engineering processes. As part of the NASA Technical Standards Program activities, engineering lessons learned datasets have been identified from a number of sources. These are being searched and screened for those having a relation to Technical Standards. This paper will address some of these Systems Engineering Lessons Learned and how they are being related to Technical Standards within the NASA Technical Standards Program, including linking to the Agency's Interactive Engineering Discipline Training Courses and the life cycle for a flight vehicle development program.

Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the Energy Technology Data Exchange (ETDE) and (2) the International Nuclear Information System (INIS). This publication identifies current organizations doing research in all energy fields, standardizes the format for recording these organization names in bibliographic citations, assigns a numeric code to facilitate data entry, and identifies report number prefixes assigned by these organizations. The early NASA international scientific and technical information (STI) exchange arrangements were usually detailed in correspondence with the librarians of the institutions involved. While this type of exchange, which involved only hardcopy (paper) products, grew to include some 220 organization in 43 countries, NASA's main focus shifted substantially to the STI relationship with the European Space Agency (ESA) which began in 1964. The NASA/ESA Tripartite Exchange Program, which now has more than 500 participants, provides more than 4,000 highly-relevant technical reports, fully processed, for the NASA produced 'Aerospace Database'. In turn, NASA provides an updated copy of this Database, known in Europe as the 'NASA File', for access, through ESA's Information Retrieval Service, by participating European organizations. Our experience in the evolving cooperation with ESA has established the 'model' for our more recent exchange agreements with Israel, Australia, Canada, and one under negotiation with Japan. The results of these agreements are made available to participating European organizations through the NASA File.

These materials include Mylar, Ultem, and Kapton. Digital government is typically defined as the production and delivery of information and services inside government and between government and the public using a range of information and communication technologies. Two types of government relationships with other entities are government-to-citizen and government-to-government relationships. Both offer opportunities and challenges. Assessment of a public health agency's readiness for digital government includes examination of technical, managerial, and political capabilities. Public health agencies are especially challenged by a lack of funding for technical infrastructure and expertise, by privacy and security issues, and by lack of Internet access for low-income and marginalized populations. Public health agencies understand the difficulties of working across agencies and levels of government, but the development of new, integrated e-programs will require more than technical change - it will require a profound change in paradigm.

The technical feasibility of using combustion as an oil spill mitigation tool was studied. Part I of the two-part report is a practical guide oriented toward the needs of potential users, while Part II is the research or resource document from which the practical guidance was drawn. The study included theoretical evaluations of combustion of petroleum pool fires under the effects of weathering and an oil classification system related to combustion potential. The theoretical analysis of combustion is balanced by practical experience of oil burning and case history information. Decision elements are provided which can be used as a guidemore » for technical evaluations of a particular oil spill situation. The rationale for assessing technical feasibility is given in the context of other alternatives available for response to an oil spill. As part of a review of the NASA Langley Research Center scientific and technical information program, 50 technical reports from industry, research institutions, and government agencies were systematically examined and analyzed to determine current usage and practice in regard to (1) typography, including composition method, type style, type size, and margin treatment; (2) graphic design, including layout and imposition of material on the page; and (3) physical media, including paper, ink, and binding methods. The results indicate that approximately 50 percent of the reports were typeset, 70 percent used Roman (serif) type, 80 percent used 10- or 11-point type for text, 60 percent used a ragged right-hand margin, slightly more than half used paragraph indentation, 75 percent used a single-column layout, 65 percent had one or more figures or tables placed perpendicular to (not aligned with) the text, and perfect binding was the most frequently used binding method.

The NASA Software Documentation Standard (hereinafter referred to as "Standard") is designed to support the documentation of all software developed for NASA; its goal is to provide a framework and model for recording the essential information needed throughout the development life cycle and maintenance of a software system. The NASA Software Documentation Standard can be applied to the documentation of all NASA software. The Standard is limited to documentation format and content requirements. It does not mandate specific management, engineering, or assurance standards or techniques. This Standard defines the format and content of documentation for software acquisition, development, and sustaining engineering. Format requirements address where information shall be recorded and content requirements address what information shall be recorded. This Standard provides a framework to allow consistency of documentation across NASA and visibility into the completeness of project documentation. The basic framework consists of four major sections (or volumes). The Management Plan contains all planning and business aspects of a software project, including engineering and assurance planning. The Product Specification contains all technical engineering information, including software requirements and design. The Assurance and Test Procedures contains all technical assurance information, including Test, Quality Assurance (QA), and Verification and Validation (V&V). The Management, Engineering, and Assurance Reports is the library and/or listing of all project reports.

The Digital Mapping Techniques '07 (DMT'07) workshop was attended by 85 technical experts from 49 agencies, universities, and private companies, including representatives from 27 state geological surveys. This year's meeting, the tenth in the annual series, was hosted by the South Carolina Geological Survey, from May 20-23, 2007, on the University of South Carolina campus in Columbia, South Carolina. Each DMT workshop has been coordinated by the U.S. Geological Survey's National Geologic Map Database Project and the Association of American State Geologists (AASG). As in previous year's meetings, the objective was to foster informal discussion and exchange of technical information, principally in order to develop more efficient methods for digital mapping, cartography, GIS analysis, and information management. At this meeting, oral and poster presentations and special discussion sessions emphasized: 1) methods for creating and publishing map products (here, 'publishing' includes Web-based release); 2) field data capture software and techniques, including the use of LIDAR; 3) digital cartographic techniques; 4) migration of digital maps into ArcGIS Geodatabase format; 5) analytical GIS techniques; and 6) continued development of the National Geologic Map Database.
An Informatics Blueprint for Healthcare Quality Information Systems

There is a critical gap in our nation's ability to accurately measure and manage the quality of medical care. A robust healthcare quality information system (HQIS) has the potential to address this deficiency through the capture, codification, and analysis of information about patient treatments and related outcomes. Because non-technical issues often present the greatest challenges, this paper provides an overview of these socio-technical issues in building a successful HQIS, including the human, organizational, and knowledge management (KM) perspectives. Through an extensive literature review and direct experience in building a practical HQIS (the National Comprehensive Cancer Network Outcomes Research Database system), we have formulated an “informatics blueprint” to guide the development of such systems. While the blueprint was developed to facilitate healthcare quality information collection, management, analysis, and reporting, the concepts and advice provided may be extensible to the development of other types of clinical research information systems. Mobile phone applications (apps) are increasingly being used by patients with chronic kidney disease (CKD). We sought to describe the main purpose of commonly available renal diet apps and to quantify the accuracy of information, technical quality, and health literacy demand of renal diet apps. The design was content analysis. All eligible renal diet apps in the Australian Apple App Store, Google Play, Windows Phone, and Blackberry App World were evaluated. Eligible apps were in English and were related to kidney disease in humans (of any type or stage). Exclusion criteria included apps which were prohibited because of password protection. Renal diet information in the apps was compared with evidence-based guidelines for the management of kidney disease to quantify information accuracy. App information was evaluated using the Silberg Scale. Technical quality and health literacy demand were evaluated using the Mobile Application Rating Scale. A total of 21 apps were eligible for evaluation. The main purpose of these apps was to provide food and nutrition information (57.1%) or for educative purposes for CKD patients (38.1%). Only 47.6% (10/21) of apps contained accurate evidence-based information. Overall, app technical quality was considered acceptable (mean Mobile Application Rating Scale score 3.19 ± 0.35 out of 5), with 80.9% of apps scoring acceptable or greater for app technical quality. Scores for health literacy demand also indicated that most apps (15/21, 71.4%) were acceptable. A range of apps currently exist that may provide individuals with CKD with useful food and nutrition information or increase their knowledge of the renal diet. These apps are also mainly of acceptable technical quality and health literacy demand. However, caution is required when using renal diet apps because more than half of the apps evaluated were not accurate and evidence based. Copyright © 2017 National Kidney Foundation, Inc. The standard distinction between poetic and referential language, the gulf between science and the humanities, and the distress many teachers of English feel when faced for the first time with the prospect of teaching technical writing are discussed. In the introduction of many technical writing textbooks. Technical communication is divorced from other forms of linguistic experience by making language limiting and reductive rather than creative and expansive. The emphasis on technical/scientific writing as radically different had blinded people to those traits it has in common with all species of composition and has led to a neglect of research, on fundamental rhetorical issues. A complete rhetorical theory of technical discourse should include information about the attitudes and motives of writers, the situations which motivate (or coerce) them to write, definitive features of technical style and form, interrelationship of expression and creativity, and functions of communication in shaping and preserving scientific networds and institutions. The previous areas should be explored with respect to contemporary practice and within an historical perspective.

Researchers must be familiar with a variety of source literature to facilitate the informed use of structural equation modelling. Knowledge can be acquired through the study of an expanding literature found in a diverse set of publishing forums. We propose that structural equation modelling publications can be roughly classified into two groups: (a) technical and (b) substantive applications. Technical materials focus on the procedures rather than substantive conclusions derived from applications. The focus of this article is the former category; included are foundational/major contributions, minor contributions, critical and evaluative reviews, integrations, simulations and computer applications, precursor and historical material, and pedagogical textbooks. After a brief introduction, we annotate 294 articles in the technical category dating back to Sewall Wright (1921).

Organizations must continuously seek safety. When considering computerized health information systems, "safety" includes protecting the integrity, confidentiality, and availability of information assets such as patient information, key components of the technical information system, and critical personnel. "High Reliability Theory" (HRT) argues that organizations with strong leadership support, continuous training, redundant safety mechanisms, and "cultures of high reliability" can deploy and safely manage complex, risky technologies such as nuclear weapons systems or computerized health information systems. In preparation for the Health Insurance Portability and Accountability Act (HIPAA) of 1996, the Office of the Assistant Secretary of Defense (Health Affairs), the Offices of the Surgeons General of the United States Army, Navy and Air Force, and the Telemedicine and Advanced Technology Research Center (TATRC), US Army Medical Research and Materiel Command sponsored organizational, doctrinal, and technical projects that individually and collectively promote conditions for a "culture of information assurance." These efforts include sponsoring the "P3 Working Group" (P3WG), an interdisciplinary, tri-service taskforce that reviewed all relevant Department of Defense (DoD), Miliary Health System (MHS), Army, Navy and Air Force policies for compliance with the HIPAA medical privacy and data security regulations; supporting development, training, and deployment of OCTAVE(sm), a self-directed information security risk assessment process; and sponsoring development of the Risk Information Management Resource (RIMR), a Web-enabled enterprise portal about health information assurance.

Designing air quality policies that improve public health can benefit from information about air pollution health risks and impacts, which include respiratory and cardiovascular diseases and premature death. Several computer-based tools help automate air pollution health impact assessments and are being used for a variety of contexts. Expanding information gathered for a May 2014 World Health Organization expert meeting, we survey 12 multinational air pollution health impact assessment tools, categorize them according to key technical and operational characteristics, and identify limitations and challenges. Key characteristics include spatial resolution, pollutants and health effect outcomes evaluated, and method for characterizing population exposure, as well as tool format, accessibility, complexity, and degree of peer review and application in policy contexts. While many of the tools use common data sources for concentration-response associations, population, and baseline mortality rates, they vary in the exposure information source, format, and degree of technical complexity. We find that there is an important tradeoff between technical refinement and accessibility for a broad range of applications. Analysts should apply tools that provide the appropriate geographic scope, resolution, and maximum degree of technical rigor for the intended assessment, within resources constraints. A systematic intercomparison of the tools' inputs, assumptions, calculations, and results would be helpful to determine the appropriateness of each for different types of assessment. Future work would benefit from accounting for multiple uncertainty sources and integrating ambient air pollution health impact assessment tools with those addressing other related health risks (e.g., smoking, indoor pollution, climate change, vehicle accidents, physical activity). © 2016 Society for Risk Analysis.

Physicians increasingly allow their perceived legal responsibilities to displace their clinical judgment. Misunderstandings that surround the term "standard of care" have encouraged fears of liability and have led to the practice of defensive medicine. Physicians may consider the standard of care to be a technical or legal obligation, but an optimal standard would be one based on detailed knowledge of a patient's medical history and personal condition. It would include the physician's clinical judgment, which integrates specific technical and legal information with clinical experience in caring for patients. Occasionally, such judgment may conflict with the rulings of a court, which considers technical and legal information without the benefit of clinical judgment. The technical report summarizes current information on the physical oceanography of the Pacific Coast of Washington and Oregon, including information on currents, water mass characteristics, vertical stratification and mixing, upwelling, and waves. A general outline of the California current system is given, including the California and Davidson surface currents, the California and Washington undercurrents, and shelf currents. Conditions affecting local and nearshore currents, considered important in the event of an oil spill, are discussed. MomConnect is a national initiative coordinated by the South African National Department of Health that sends text-based mobile phone messages free of charge to pregnant women who voluntarily register at any public healthcare facility in South Africa. We describe the system design and architecture of the MomConnect technical platform, planned as a nationally scalable and extensible initiative. It uses a health information exchange that can connect any standards-compliant electronic front-end application to any standards-compliant electronic back-end database. The implementation of the MomConnect technical platform, in turn, is a national reference application for electronic interoperability in line with the South African National Health Normative Standards Framework. The use of open content and messaging standards enables the architecture to include any application adhering to the selected standards. Its national implementation at scale demonstrates both the use of this technology and a key objective of global health information systems, which is to achieve implementation scale. The system’s limited clinical information, initially, allowed the architecture to focus on the base standards and profiles for interoperability in a resource-constrained environment with limited connectivity and infrastructural capacity. Maintenance of the system requires mobilisation of national resources. Future work aims to use the standard interfaces to include data from additional applications as well as to extend and interface the framework with other public health information systems in South Africa. This paper reports the results of an exploratory study that investigated the influence of technical uncertainty on the use of information and information sources by U.S. industry-affiliated aerospace engineers and scientists in completing or solving a project, task, or problem. Data were collected through a self-administered questionnaire. Survey participants were U.S. aerospace engineers and scientists whose names appeared on the Society of Automotive Engineers (SAE) mailing list. The results support the findings of previous research and the following study assumptions. Information and information-source use differ for projects, problems, and tasks with high and low technical uncertainty. As technical uncertainty increases, information-source use changes from internal to external and from informal to formal sources. As technical uncertainty increases, so too does the use of federally funded aerospace research and development (R&D). The use of formal information sources to learn about federally funded aerospace R&D differs for projects, problems, and tasks with high and low technical uncertainty.
Second Microgravity Fluid Physics Conference

The conference's purpose was to inform the fluid physics community of research opportunities in reduced-gravity fluid physics, present the status of the existing and planned reduced gravity fluid physics research programs, and inform participants of the upcoming NASA Research Announcement in this area. The plenary sessions provided an overview of the Microgravity Fluid Physics Program information on NASA's ground-based and space-based flight research facilities. An international forum offered participants an opportunity to hear from French, German, and Russian speakers about the microgravity research programs in their respective countries. Two keynote speakers provided broad technical overviews on multiphase flow and complex fluids research. Presenters briefed their peers on the scientific results of their ground-based and flight research. Fifty-eight of the sixty-two technical papers are included here.

The purpose of this study is to identify the major challenges to coordination between emergency department (ED) teams and emergency medical services (EMS) teams. We conducted a series of focus groups involving both ED and EMS team members using a crisis scenario as the basis of the focus group discussion. We also collected organizational workflow data. We identified three major challenges to coordination between ED and EMS teams including ineffectiveness of current information and communication technologies, lack of common ground, and breakdowns in information flow. The three challenges highlight the importance of designing systems from socio-technical perspective. In particular, these inter-team coordination systems must support socio-technical issues such as awareness, context, and workflow between the two teams.

The U.S. government technical report is a primary means by which the results of federally funded research and development (R&D) are transferred to the U.S. aerospace industry. However, little is known about this information product in terms of its actual use, importance, and value in the transfer of federally funded R&D. To help establish a body of knowledge, the U.S. government technical report is being investigated as part of the NASA/DOD Aerospace Knowledge Diffusion Research Project. In this report, we summarize the literature on technical reports and provide a model that depicts the transfer of federally funded aerospace R&D via the U.S. government technical report. We present results from our investigation of aerospace knowledge diffusion vis-a-vis the U.S. government technical report, and present the results of research that investigated aerospace knowledge diffusion vis-a-vis U.S. academic librarians and technical information specialists as information intermediaries.

Congress mandated a pilot project to demonstrate the feasibility of establishing a Department of Defense (DoD) telemedicine information analysis center (TIAC). The project developed a medical information support system to show the core capabilities of a TIAC. The productivity and effectiveness of telemedicine researchers and clinical practitioners can be enhanced by the existence of an information analysis center (IACs) devoted to the collection, analysis, synthesis, and dissemination of worldwide scientific and technical information related to the field of telemedicine. The work conducted under the TIAC pilot project establishes the basic IAC functions and assesses the utility of the TIAC to the military medical departments. The pilot project capabilities are Web-based and include: (1) applying the science of classification (taxonomy) to telemedicine to identify key words; (2) creating a relational database of this taxonomy to a bibliographic database using these key words; (3) developing and disseminating information via a public TIAC Web site; (4) performing a specific baseline technical area task for the U.S. Army Medical Command; and (5) providing analyses by subject matter experts.

The purpose of this technical report is to provide current documentation of the the Sensor Intercomparison and Merger for Biological and Interdisciplinary Oceanic Studies (SIMBIOS) Project activities, NASA Research Announcement (NRA) research status, satellite data processing, data product validation, and field calibration. This documentation is necessary to ensure that critical information is related to the scientific community and NASA management. This critical information includes the technical difficulties and challenges of validating and combining ocean color data from an array of independent satellite systems to form consistent and accurate global bio-optical time series products. This technical report is not meant as a substitute for scientific literature. Instead, it will provide a ready and responsive vehicle for the multitude of technical reports issued by an operational project. The SIMBIOS Science Team Principal Investigators (PIs) original contributions to this report are in chapters four and above. The purpose of these contributions is to describe the current research status of the SIMBIOS-NRA-99 funded research. The contributions are published as submitted, with the exception of minor edits to correct obvious grammatical or clerical errors.

Results are reported from pilot surveys on the use of scientific and technical information (STI) by U.S. and NATO-nation aerospace scientists and engineers, undertaken as part of the NASA/DOD Aerospace Knowledge Diffusion Research Project. The survey procedures and the demographic characteristics of the 67 scientists and engineers who responded to the survey are summarized, and the results are presented in a series of tables and discussed in detail. Findings emphasized include: (1) both U.S. and NATO respondents spend around 60 percent of their work week producing or using STI products; (2) NATO respondents are more likely than their U.S. counterparts to use 'formal' STI products (like technical reports and papers) and the services of librarians and online data bases; (3) most of the respondents use computers and information technology in preparing STI products; and (4) respondents who had taken courses in technical communication agreed on the value and ideal subject matter of such courses.
