Technical reports constitute a product, the primary means for communicating the results of research to the user. The Langley scientific and technical information (STI) review and evaluation project undertook a review of the technical report as an effective product for information communication. Style manuals describing theory and practice in technical report preparation; publication manuals covering such factors as design, layout, and type style; and copies of technical reports were obtained from industrial, academic, governmental, and research organizations. Based on an analysis of this material, criteria will be established for the report components, for the relationship of the components within the report context, and for the overall report organization. The criteria will be used as bench marks and compared with the publication standards currently used to prepare NASA technical reports.

An experimental electronic dissemination project, the Langley Technical Report Server (LTRS), has been undertaken to determine the feasibility of delivering Langley technical reports directly to the desktops of researchers worldwide. During the first six months, over 4700 accesses occurred and over 2400 technical reports were distributed. This usage indicates the high level of interest that researchers have in performing literature searches and retrieving technical reports at their desktops. The initial system was developed with existing resources and technology. The reports are stored as files on an inexpensive UNIX workstation and are accessible over the Internet. This project will serve as a foundation for ongoing projects at other NASA centers that will allow for greater access to NASA technical reports.

A reader preference survey of engineers and scientists at the NASA Langley Research Center and in three professional/technical societies was conducted to determine the opinions of report users and producers concerning the format (organization) of NASA technical reports and the usage of technical report components. The survey questionnaire contained fourteen questions covering twelve survey topics. This article reports the findings of two survey topics: the components initially reviewed or read to determine whether to read a report in its entirety and the order in which report components are read.

The U.S. government technical report is a primary means by which the results of federally funded research and development (R&D) are transferred to the U.S. aerospace industry. However, little is known about this information product in terms of its actual use, importance, and value in the transfer of federally funded R&D. To help establish a body of knowledge, the U.S. government technical report is being investigated as part of the NASA/DOD Aerospace Knowledge Diffusion Research Project. In this report, we summarize the literature on technical reports and provide a model that depicts the transfer of federally funded aerospace R&D via the U.S. government technical report. We present results from our investigation of aerospace knowledge diffusion vis-a-vis the U.S. government technical report, and present the results of research that investigated aerospace knowledge diffusion vis-a-vis U.S. academic librarians and technical information specialists as information intermediaries.

The U.S. government technical report is a primary means by which the results of federally funded research and development (R&D) are transferred to the U.S. aerospace industry. However, little is known about this information product in terms of its actual use, importance, and value in the transfer of federally funded (U.S.) R&D. To help establish a body of knowledge, the U.S. government technical report is being investigated as part of the NASA/DOD Aerospace Knowledge Diffusion Research Project. In this paper, we summarize the literature on technical reports and provide a model that depicts the transfer of federally funded aerospace R&D via the U.S. government technical report. We present results from two surveys (one of five studies) of our investigation of aerospace knowledge diffusion vis-a-vis the U.S. government technical report and close with a brief overview of on-going research into the use of the U.S. government technical report as a rhetorical device for transferring federally funded aerospace R&D.

This article discusses the U.S. government technical report and the transfer of federally funded aerospace research and development in a conceptual framework of the federal government as a producer of scientific and technical information. The article summarizes current literature and research and discusses U.S. government technical report use and the importance of using data obtained from the NASA/DoD Aerospace Knowledge Diffusion Research Project. The authors make a case for changing existing U.S. technology policy and present a research agenda for the U.S. government technical report.

A study was undertaken to investigate the relationship between the use of U.S. government technical reports by U.S. aerospace engineers and scientists and seven selected sociometric variables. Data were collected by means of a self-administered mail survey which was distributed to a randomly drawn sample of American Institute of Aeronautics and Astronautics (AIAA) members. Two research questions concerning the use of conference meeting papers, journal articles, in-house technical reports, and U.S. government technical reports were investigated. Relevance, technical quality, and accessibility were found to be more important determinants of the overall extent to which U.S. government technical reports and three other information products were used by U.S. aerospace engineers and scientists.

This article discusses the U.S. government technical report and the transfer of federally funded aerospace research and development in a conceptual framework of the federal government as a producer of scientific and technical information. The article summarizes current literature and research and discusses U.S. government technical report use and the importance of using data obtained from the NASA/DoD Aerospace Knowledge Diffusion Research Project. The authors make a case for changing existing U.S. technology policy and present a research agenda for the U.S. government technical report.

The U.S. government technical report is a primary means by which the results of federally funded research and development (R&D) are transferred to the U.S. aerospace industry. However, little is known about this information product in terms of its actual use, importance, and value in the transfer of federally funded R&D. To help establish a body of knowledge, the U.S. government technical report is being investigated as part of the NASA/DOD Aerospace Knowledge Diffusion Research Project. In this report, we summarize the literature on technical reports and provide a model that depicts the transfer of federally funded aerospace R&D via the U.S. government technical report. We present results from our investigation of aerospace knowledge diffusion vis-a-vis the U.S. government technical communications practices of U.S. aerospace engineers and scientists affiliated with, not necessarily belonging to, the Society of Manufacturing Engineers (SME).

The relationship between the use of U.S. government technical reports by U.S. aerospace engineers and scientists and selected institutional and sociometric variables was investigated. The methodology used for this study was survey research. Data were collected by means of a self-administered mail questionnaire. The approximately 34,000 members of the American Institute of Aeronautics and Astronauts (AIAA) served as the study population. The response rate for the survey was 70 percent. A dependent relationship was found to exist between the use of U.S. government technical reports and three of the institutional variables (academic preparation, years of professional aerospace work experience, and technical discipline). The use of U.S. government technical reports was found to be independent of all of the sociometric variables. The institutional variables best explain the use of U.S. government technical reports by U.S. aerospace engineers and scientists.

A telephone survey of U.S. aerospace engineers and scientists belonging to the Society of Automotive Engineers (SAE) was conducted between December 4, 1991 and January 5, 1992. The survey was undertaken to (1) validate the telephone survey as an appropriate technique for collecting data from U.S. aerospace engineers and scientists; (2) collect information about how the results of NASA/DoD aerospace research are used in the R&D process; (3) identify those selection criteria which affect the use of federally-funded aerospace R&D; and (4) obtain information that could be used to develop a self-administered mail questionnaire for use with the same population. The average rating of importance of U.S. government technical reports was 2.5 (on a 4-point scale); The mean/median number of times U.S. government technical reports were used per 6 months was 8/2. Factors scoring highest for U.S. government technical reports were technical accuracy (2.9), reliable data and technical information (2.8), and contains comprehensive data and information (2.7) on a 4-point system. The factors scoring highest for influencing the use of U.S. government technical reports were relevance (3.1), technical accuracy (3.06), and reliable data/information (3.02). Ease of use, familiarity, technical accuracy, and relevance correlated with use of U.S. government technical reports. Survey demographics, survey questionnaire, and the NASA/DoD Aerospace Knowledge Diffusion Research Project publications list are included.

The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities. The Independent Technical Analysis Process (ITAP) was created to provide non-routine analysis for fish and wildlife agencies and tribes in particular and the public in general on matters related tomore » juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. The process was designed to maintain the independence of analysts and reviewers from parties requesting analyses, to avoid potential bias in technical products. The objectives identified for this project were to administer a rigorous, transparent process to deliver unbiased technical assistance necessary to coordinate recommendations for storage reservoir and river operations that avoid potential conflicts between anadromous and resident fish. Seven work elements, designated by numbered categories in the Pisces project tracking system, were created to define and accomplish project goals as follows: (1) 118 Coordination - Coordinate technical analysis and review process: (a) Retain expertise for analyst/reviewer roles. (b) Draft research directives. (c) Send directive to the analyst. (d) Coordinate two independent reviews of the draft report. (e) Ensure reviewer comments are addressed within the final report. NASA implemented a system of technical authority following the Columbia Accident Investigation Board (CAE) report calling for independent technical authority to be exercised on the Space Shuttle Program activities via a virtual organization of personnel exercising specific technical authority responsibilities. After the current NASA Administrator reported for duty, and following the first of two planned "Shuttle Return to Flight" missions, the NASA Chief Engineer and the Administrator redirected the Independent Technical Authority to a program of Technical Excellence and Technical Authority exercised within the existing engineering organizations. This paper discusses the original implementation of technical authority and the transition to the new implementation of technical excellence, including specific measures aimed at improving safety of future Shuttle and space exploration flights.

The U.S. government technical report is a primary means by which the results of federally funded research and development (R&D) are transferred to the U.S. aerospace industry. However, little is known about this information product in terms of its actual use, importance, and value in the transfer of federally funded R&D. Little is also known about the intermediary-based system that is used to transfer the results of federally funded R&D to the U.S. aerospace industry. To help establish a body of knowledge, the U.S. government technical report is being investigated as part of the NASA/DOD Aerospace Knowledge Diffusion Research Project. In this report, we summarize the literature on technical reports, present a model that depicts the transfer of federally funded aerospace R&D via the U.S. government technical report, and present the results of research that investigated aerospace knowledge diffusion vis-a-vis the technical communication practices of U.S. aerospace engineers and scientists who were members of the American Institute of Aeronautics and Astronautics (AIAA) and identified themselves as educators.

The Technical Report Interchange project is a cooperative experimental effort between NASA Langley Research Center, Los Alamos National Laboratory, Air Force Research Laboratory, Sandia National Laboratory and Old Dominion University to allow for the integration of technical reports. This is accomplished using the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH) and having each site cache the metadata from the other participating sites. Each site also implements additional software to ingest the OAI-PMH harvested metadata into their native digital library (DL). This allows the users at each site to see an increased technical report collection through the familiar DL interfaces and tale advantage of whatever valued added are provided by the native DL.

On January 14, 1993, NASA Langley Research Center (LaRC) made approximately 130 formal, 'unclassified, unlimited' technical reports available via the anonymous FTP Langley Technical Report Server (LTRS). LaRC was the first organization to provide a significant number of aerospace technical reports for open electronic dissemination. LTRS has been successful in its first 18 months of operation, with over 11,000 reports distributed and has helped lay the foundation for electronic document distribution for NASA. The availability of World Wide Web (WWW) technology has revolutionized the Internet-based information community. This paper describes the transition of LTRS from a centralized FTP site to a distributed data model using the WWW, and suggests how the general model for LTRS can be applied to other similar systems.

Phase 2 of the four phase NASA/DoD Aerospace Knowledge Diffusion Research Project was undertaken to study the transfer of scientific and technical information (STI) from government to the aerospace industry and the role of librarians and technical information specialists in the transfer process. Data was collected through a self-administered mailback questionnaire. Libraries identified as holding substantial aerospace or aeronautical technical report collections were selected to receive the questionnaires. Within each library, the person responsible for the technical report was requested to answer the questionnaire. Questionnaires were returned from approx. 68 pct. of the libraries. The respondents indicated that scientists and engineer are not aware of the services available from libraries/technical information centers and that scientists and engineers also under-utilized their services. The respondents also indicated they should be more involved in the process.

The purpose of this technical report is to provide current documentation of the Sensor Intercomparison and Merger for Biological and Interdisciplinary Oceanic Studies (SIMBIOS) Project activities, satellite data processing, and data product validation. This documentation is necessary to ensure that critical information is related to the scientific community and NASA management. This critical information includes the technical difficulties and challenges of validating and combining ocean color data from an array of independent satellite systems to form consistent and accurate global bio-optical time series products. This technical report focuses on the SIMBIOS Project s efforts in support of the Moderate-Resolution Imaging Spectroradiometer (MODIS) on the Earth Observing System (EOS) Terra platform (similar evaluations of MODIS/Aqua are underway). This technical report is not meant as a substitute for scientific literature. Instead, it will provide a ready and responsive vehicle for the multitude of technical reports issued by an operational project.

The U.S. government technical report is a primary means by which the results of federally funded research and development (R&D) are transferred to the U.S. aerospace industry. However, little is known about this information product in terms of its actual use, importance, and value in the transfer of federally funded R&D. Little is also known about the intermediary-based system that is used to transfer the results of federally funded R&D to the U.S. aerospace industry. To help establish a body of knowledge, the U.S. government technical report is being investigated as part of the NASA/DOD Aerospace Knowledge Diffusion Research Project. In this paper, we summarize the literature on the U.S. government technical report and present the results of a survey of U.S. aerospace engineers and scientists that solicited their opinions concerning the format of NASA Langley Research Center (LaRC)-authored technical reports. To learn more about the preferences of U.S. aerospace engineers and scientists concerning the format of NASA LaRC-authored technical reports, we surveyed 133 report producers (i.e., authors) and 137 report users in March-April 1996. Questions covered such topics as (1) the order in which report components are read, (2) components used to determine if a report would be read, (3) those components that could be deleted, (4) the placement of such components as the symbols list, (e) the de-sirability of a table of contents, (5) the format of reference citations, (6) column layout and right margin treatment, and (7) and person and voice. Mail (self-reported) surveys were used to collect the data. The response rates for report producers (i.e., authors) was 68% and for users was 62%.
RNA-seq: technical variability and sampling

Background RNA-seq is revolutionizing the way we study transcriptomes. mRNA can be surveyed without prior knowledge of gene transcripts. Alternative splicing of transcript isoforms and the identification of previously unknown exons are being reported. Initial reports of differences in exon usage, and splicing between samples as well as quantitative differences among samples are beginning to surface. Biological variation has been reported to be larger than technical variation. In addition, technical variation has been reported to be in line with expectations due to random sampling. However, strategies for dealing with technical variation will differ depending on the magnitude. The size of technical variance, and the role of sampling are examined in this manuscript. Results In this study three independent Solexa/Illumina experiments containing technical replicates are analyzed. When coverage is low, large disagreements between technical replicates are apparent. Exon detection between technical replicates is highly variable when the coverage is less than 5 reads per nucleotide and estimates of gene expression are more likely to disagree when coverage is low. Although large disagreements in the estimates of expression are observed at all levels of coverage. Conclusions Technical variability is too high to ignore. Technical variability results in inconsistent detection of exons at low levels of coverage. Further, the estimate of the relative abundance of a transcript can substantially disagree, even when coverage levels are high. This may be due to the low sampling fraction and if so, it will persist as an issue needing to be addressed in experimental design even as the next wave of technology produces larger numbers of reads. We provide practical recommendations for dealing with the technical variability, without dramatic cost increases. PMID:21645359

In this report, we summarize the literature on technical reports and provide a model that depicts the transfer of federally funded aerospace R&D via the U.S. government technical report. We present results from our investigation of aerospace knowledge diffusion vis-a-vis the U.S. government technical report, and present the results of research that investigated aerospace knowledge diffusion vis-a-vis the production and use of information by U.S. aerospace engineers and scientists who had changed their American Institute of Aeronautics and Astronautics (AIAA) membership from student to professional in the past five years.

The outcome of critical incidents in the operating theatre has been shown to be influenced by the behaviour of anaesthetic technicians (ATs) assisting anaesthetists, but the specific non-technical skills involved have not been described. We performed a review of critical incidents (n=1433) reported to the Australian Incident Monitoring System between 2002 and 2008 to identify which non-technical skills were used by ATs. The reports were assessed if they mentioned anaesthetic assistance or had the boxes ticked to identify "inadequate assistance" or "absent supervision or assistance". A total of 90 critical incidents involving ATs were retrieved, 69 of which described their use of non-technical skills. In 20 reports, the ATs ameliorated the critical incident, whilst in 46 they exacerbated the critical incident, and three cases had both positive and negative non-technical skills described. Situation awareness was identified in 39 reports, task management in 23, teamwork in 21 and decision-making in two, but there were no descriptions of issues related to leadership, stress or fatigue management. Situation awareness, task management and teamwork appear to be important non-technical skills for ATs in the development or management of critical incidents in the operating theatre. This analysis has been used to support the development of a non-technical skills taxonomy for anaesthetic assistants.

The purpose of this series of technical reports is to provide current documentation of the Sensor Intercomparison and Merger for Biological and Interdisciplinary Ocean Studies (SIMBIOS) Project activities, NASA Research Announcement (NRA) research status, satellite data processing, data product validation and field calibration. This documentation is necessary to ensure that critical information is related to the scientific community and NASA management. This critical information includes the technical difficulties and challenges of combining ocean color data from an array of independent satellite systems to form consistent and accurate global bio-optical time series products. This technical report is not meant to substitute for scientific literature. Instead, it will provide a ready and responsive vehicle for the multitude of technical reports issues by an operational project.

PDA Technical Report No. 14 has been written to provide current best practices, such as application of risk-based decision making, based in sound science to provide a foundation for the validation of column-based chromatography processes and to expand upon information provided in Technical Report No. 42, Process Validation of Protein Manufacturing. The intent of this technical report is to provide an integrated validation life-cycle approach that begins with the use of process development data for the definition of operational parameters as a basis for validation, confirmation, and/or minor adjustment to these parameters at manufacturing scale during production of conformance batches and maintenance of the validated state throughout the product's life cycle.

A survey of engineers and scientists concerning the format of NASA technical reports indicates that a summary as well as an abstract should be included, that the definitions of symbols and glossary of terms should be located in the front of the report, and that the illustrative material should be integrated with the text rather than grouped at the end of the report. Citation of references by number, one-column, ragged-right-margin layout, and third-person writing style are also preferred by a majority of the respondents. The preferences of managers and nonmanagers are very similar for all aspects of technical report format covered by the survey.

The Assistant Secretary for Special Education and Rehabilitative Services announces a priority under the Technical Assistance to Improve State Data Capacity program. The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2013 and later years. The NESC eras requested by the NASA Jet Propulsion Laboratory (JPL) to conduct an independent review of the Mars Reconnaissance Orbiter (MRO) Thermal/Vacuum (T/V) Anomaly Assessment. Because the anomaly resulted in the surface contamination of the MRO, selected members of the Materials Super Problem Resolution Team (SPRT) and the NASA technical community having technical expertise relative to contamination issues were chosen for the independent review. The consultation consisted of a review of the MRO Project's reported response to the assessment findings, a detailed review of JPL technical assessment final report, and detailed discussions with the JPL assessment team relative to their findings.

Objectives We sought to clarify how large a proportion of fatal medical accidents can be considered to be caused by poor non-technical skills, and to support development of a policy to reduce number of such accidents by making recommendations about possible training requirements. Design Summaries of reports of fatal medical accidents, published by the Japan Medical Safety Research Organization, were reviewed individually. Three experienced clinicians and one patient safety expert conducted the reviews to determine the cause of death. Views of the patient safety expert were given additional weight in the overall determination. Setting A total of 73 summary reports of fatal medical accidents were reviewed. These reports had been submitted by healthcare organisations across Japan to the Japan Medical Safety Research Organization between April 2010 and March 2013. Primary and secondary outcome measures The cause of death in fatal medical accidents, categorised into technical skills, non-technical skills and inevitable progress of disease were evaluated. Non-technical skills were further subdivided into situation awareness, decision making, communication, team working, leadership, managing stress and coping with fatigue. Results Overall, the cause of death was identified as non-technical skills in 34 cases (46.6%), disease progression in 33 cases (45.2%) and technical skills in two cases (5.5%). In two cases, no consensual determination could be achieved. Further categorisation of cases of non-technical skills were identified as 14 cases (41.2%) of problems with situation awareness, eight (23.5%) with team working and three (8.8%) with decision making. These three subcategories, or combinations of them, were identified as the cause of death in 33 cases (97.1%). Conclusions Poor non-technical skills were considered to be a significant cause of adverse events in nearly half of the fatal medical accidents examined. Improving non-technical skills may be effective for reducing accidents, and training in particular subcategories of non-technical skills may be especially relevant. PMID:28209605

The U.S. government technical report is a primary means by which the results of federally funded research and development (R&D) are transferred to the U.S. aerospace industry. However, little is known about this information product in terms of its actual use, importance, and value in the transfer of federally funded R&D. Little is also known about the intermediary-based system that is used to transfer the results of federally funded R&D to the U.S. aerospace industry. To help establish a body of knowledge, the U.S. government technical report is being investigated as part of the NASA/DoD Aerospace Knowledge Diffusion Research Project. In this article, we summarize the literature on the U.S. government technical report and present the results of a survey of U.S. aerospace engineers and scientists that solicited their opinions concerning the format of NASA Langley Research Center (LaRC)-authored technical reports. To learn more about the preferences of U.S. aerospace engineers and scientists concerning the format of NASA LaRC-authored technical reports, we surveyed 133 report producers (i.e., authors) and 137 report users in March-April 1996. Questions covered such topics as: (a) the order in which report components are read; (b) components used to determine if a report would be read; (c) those components that could be deleted; (d) the placement of such components as the symbols list; (e) the desirability of a table of contents; (f) the format of reference citations; (g) column layout and right margin treatment; and (h) writing style in terms of person and voice. Mail (self-reported) surveys were used to collect the data. The response rates for report producers (i.e., authors) was 68% and for users was 62%.

The purpose of this report is to describe how the activities for managing technical information has been and is now being conducted by the Engineering department of Nippon Kokan Corp. In addition, as a practical example of database generation promoted by the department, this book gives whole aspects of the NEW-KOTIS (background of its development, history, features, functional details, control and operation method, use in search operations, and so forth). The NEW-KOTIS (3rd-term system) is an "in-house technical information database system," which started its operation on May, 1987. This database system now contains approximately 65,000 information items (research reports, investigation reports, technical reports, etc.) generated within the company, and this information is available to anyone in any department through the network connecting all the company's structures.

The NASA/DoD Aerospace Knowledge Diffusion Research Project attempts to understand the information environment in which U.S. aerospace engineers and scientists work, the information-seeking behavior of U.S. aerospace engineers and scientists, and the factors that influence the use of scientific and technical information (STI) (Pinelli, Barclay, and Kennedy, 1991). Such an understanding could (1) lead to the development of practical theory, (2) contribute to the design and development of aerospace information systems, and (3) have practical implications for transferring the results of federally funded aerospace research and development (R&D) to the U.S. aerospace community. This paper presents data from two information-seeking behavior studies involving U.S. aerospace engineers and scientists that were undertaken as Phase 1 activities of the NASA/DoD Aerospace Knowledge Diffusion Research Project. Responses from three groups of respondents - DoD, other government, and industry - are presented for two sets of selected questions. One set focuses on DoD technical reports: their use and importance, reasons for non-use, the factors affecting their use, the sources used to find out about them and the sources used to physically obtain them, and the quality of DoD technical reports. The second set focuses on information sources used in problem solving: the use of U.S. government technical reports in problem solving and the information sources used to find out about U.S. government technical reports.

A survey of 513 engineers and scientists employed at the National Aeronautics and Space Administration Langley Research Center and 600 engineers and scientists from three professional/technical societies solicited the opinions of report users concerning the format of NASA technical reports. The results indicate that a summary as well as an abstract should be included, that the definitions of symbols and glossary of terms should be located in the front of the report, and that the illustrative material should be integrated with the text rather than grouped at the end of the report. Citation of references by number, one-column, ragged-right-margin layout, and third-person writing style are also preferred by a majority of the respondents.

This critical information includes the technical difficulties and challenges of combining ocean color data from an array of independent satellite systems to form consistent and accurate global bio-optical time series products. This technical report is not meant as a substitute for scientific literature. Producers of technical reports can increase the potential use of the technical report, as an information product, by making certain changes to the sequential, language, and presentation components. These improvements, which effect the overall design and packaging of the product, are discussed. These improvements are likely to have their greatest impact on the marginal technical report user. However, these improvements are not without economic consideration. For this reason, cost factors should be calculated to ensure that benefits to the user and/or increased utility will outweight the cost to the producer.

This system was constructed in 1981 and has been improved since then to make better use of in-house technical reports. Bibliographic data and keywords of technical reports of R & D division are stored in the host computer system in Iwakuni and can be retrieved by the company members on the desk-side terminal connected to the local area network (LAN). The number of stored reports reaches 6100 from 1970 to 1987.

This report summarizes probable causes and contributing factors that led to a rocket motor initiating prematurely while employees were preparing instrumentation for an AIII rocket sled test at SNL/NM, resulting in a Type-B Accident. Originally prepared by the Technical Advisory Team that provided technical assistance to the NNSA's Accident Investigation Board, the report includes analyses of several proposed causes and concludes that the most probable source of power for premature initiation of the rocket motor was the independent battery contained in the HiCap recorder package. The report includes data, evidence, and proposed scenarios to substantiate the analyses.

In technical report writing, two needs which must be met if reports are to be useable by an audience are the language needs and the technical needs of that particular audience. A heuristic analysis helps to decide the most suitable format for information; that is, whether the information should be presented verbally or visually. The report writing process should be seen as an organic whole which can be divided and subdivided according to the writer's purpose, but which always functions as a totality. The tagmemic heuristic, because it itself follows a process of deconstructing and reconstructing information, lends itself to being a useful approach to the teaching of technical writing. By applying the abstract questions this heuristic asks to specific parts of the report. The language and technical needs of the audience are analyzed by examining the viability of the solution within the givens of the corporate structure, and by deciding which graphic or verbal format will best suit the writer's purpose. By following such a method, answers which are both specific and thorough in their range of application are found.

The flow of U.S. government-funded and foreign scientific and technical information (STI) through libraries and related facilities to users in government and industry is examined, summarizing preliminary results of Phase 2 of the NASA/DOD Aerospace Knowledge Diffusion Research Project (NAKDRP). The design and objectives of NAKDRP are reviewed; the NAKDRP model of STI transfer among producers, STI intermediaries, surrogates (technical report repositories or clearinghouses), and users is explained and illustrated with diagrams; and particular attention is given to the organization and operation of aerospace libraries. In a survey of North American libraries it was found that 25-30 percent of libraries regularly receive technical reports from ESA and the UK; the corresponding figures for Germany and for France, Sweden, and Japan are 18 and 5 percent, respectively. Also included is a series of bar graphs showing the librarians' assessments of the quality and use of NASA Technical Reports.

The NASA Langley Research Center (LaRC) and Old Dominion University have designed a mutually useful technical editing program. A university team made up of an English instructor and two graduate students - one from English, one from engineering - works with a senior editor from LaRC to prepare technical reports for publication. A round-robin technique gives the university team editorial commentary from both language and technical specialists; the senior editor from LaRC supervises reports through final publication. To date, the system has provided LaRC with a respectable product and university students with valuable on-the-job training.

The study was designed to estimate dam passage survival and other performance measures at The Dalles Dam as stipulated by the 2008 Federal Columbia River Power System Biological Opinion (BiOp) and the 2008 Columbia Basin Fish Accords. A compliance report is delivered within 6 months of the completion of the field season and focuses on results of the performance metrics outlined in the 2008 BiOp and Fish Accords. We sought to clarify how large a proportion of fatal medical accidents can be considered to be caused by poor non-technical skills, and to support development of a policy to reduce number of such accidents by making recommendations about possible training requirements. Summaries of reports of fatal medical accidents, published by the Japan Medical Safety Research Organization, were reviewed individually. Three experienced clinicians and one patient safety expert conducted the reviews to determine the cause of death. Views of the patient safety expert were given additional weight in the overall determination. A total of 73 summary reports of fatal medical accidents were reviewed. These reports had been submitted by healthcare organisations across Japan to the Japan Medical Safety Research Organization between April 2010 and March 2013. The cause of death in fatal medical accidents, categorised into technical skills, non-technical skills and inevitable progress of disease were evaluated. Non-technical skills were further subdivided into situation awareness, decision making, communication, team working, leadership, managing stress and coping with fatigue. Overall, the cause of death was identified as non-technical skills in 34 cases (46.6%), disease progression in 33 cases (45.2%) and technical skills in two cases (5.5%). In two cases, no consensual determination could be achieved. Further categorisation of cases of non-technical skills were identified as 14 cases (41.2%) of problems with situation awareness, eight (23.5%) with team working and three (8.8%) with decision making. These three subcategories, or combinations of them, were identified as the cause of death in 33 cases (97.1%). Poor non-technical skills were considered to be a significant cause of adverse events in nearly half of the fatal medical accidents examined. Improving non-technical skills may be effective for reducing accidents, and training in particular subcategories of non-technical skills may be especially relevant. As part of Phase 4 of the NASA/DoD Aerospace Knowledge Diffusion Research Project, two studies were conducted that investigated the technical communications practices of India and U.S. aerospace engineers and scientists. Both studies have the same seven objectives: first, to solicit the opinions of aerospace engineers and scientists regarding the importance of technical communications to their profession; second, to determine the use and production of technical communications by aerospace engineers and scientists; third, to seek their views about the appropriate content of an undergraduate course in technical communications; fourth, to determine aerospace engineers' and scientists' use of libraries, technical information centers, and on-line data bases; fifth, to determine the use and importance of computer and information technology to them; sixth, to determine their use of electronic networks; and seventh, to determine their use of foreign and domestically produced technical reports. A self-administered questionnaire was distributed to aerospace engineers and scientists at the Indian Institute of Science and the NASA Langley Research Center. The completion rates for the India and U.S. surveys were 48 and 53 percent, respectively. Responses of the India and U.S. participants to selected questions are presented in this report.

Technical and communicative skills are both important features for one's perception of practitioner competence. This research examines how trainees' perceptions of practitioner competence change as they view health care practitioners who vary in their technical and communicative skill proficiencies. Occupational therapy students watched standardized encounters of a practitioner performing a patient transfer in combinations of low and high technical and communicative proficiency and then reported their perceptions of practitioner competence. The reports indicate that technical and communicative skills have independently identifiable impacts on the perceptions of practitioner competency, but technical proficiency has a special impact on the students' perceptions of practitioner communicative competence. The results are discussed with respect to the way in which students may evaluate their own competence on the basis of either technical or communicative skill. The issue of how this may lead trainees to dedicate their independent learning efforts to an incomplete set of features needed for the development of practitioner competency is raised.

A pilot study was conducted to evaluate selected NASA scientific and technical information (STI) products. The study, which utilized survey research in the form of a self-administered mail questionnaire, had a two-fold purpose -- to gather baseline data regarding the use and perceived usefulness of selected NASA STI products and to develop/validate questions that could be used in a future study concerned with the role of the U.S. government technical report in aeronautics. The sample frame consisted of 25,000 members of the American Institute of Aeronautics and Astronautics in the U.S. with academic, government or industrial affiliation. Simple random sampling was used to select 2000 individuals to participate in the study. Three hundred fifty-three usable questionnaires (17 percent response rate) were received by the established cutoff date. The findings indicate that: (1) NASA STI is used and is generally perceived as being important; (2) the use rate for NASA-authored conference/meeting papers, journal articles, and technical reports is fairly uniform; (3) a considerable number of respondents are unfamiliar with STAR (Scientific and Technical Aerospace Reports), IAA (International Aerospace Abstracts), SCAN (Selected Current Aerospace Notices), and the RECON on-line retrieval system; (4) a considerable number of respondents who are familiar with these media do not use them; and (5) the perceived quality of NASA-authored journal articles and technical reports is very good.

This presentation looks at the implementation of the DSpace institutional repository system at the NASA Langley Technical Library. NASA Langley Technical Library implemented DSpace software as a replacement for the Langley Technical Report Server (LTRS). DSpace was also used to develop the Langley Technical Library Digital Repository (LTLDR). LTLDR contains archival copies of core technical reports in the aeronautics area dating back to the NACA era and other specialized collections relevant to the NASA Langley community. Extensive metadata crosswalks were created to facilitate moving data from various systems and formats to DSpace. The Dublin Core metadata screens were also customized. The OpenURL standard and Ex Libris Metalib are being used in this environment to assist our customers with either discovering full-text content or with initiating a request for the item.

This report is a guide and companion to the NASA Technical Memorandum 104738, 'Making Intelligent Systems Team Players,' Volumes 1 and 2. The first two volumes of this Technical Memorandum provide comprehensive guidance to designers of intelligent systems for real-time fault management of space systems, with the objective of achieving more effective human interaction. This report provides an analysis of the material discussed in the Technical Memorandum. It clarifies what it means for an intelligent system to be a team player, and how such systems are designed. It identifies significant intelligent system design problems and their impacts on reliability and usability. Where common design practice is not effective in solving these problems, we make recommendations for these situations. In this report, we summarize the main points in the Technical Memorandum and identify where to look for further information.

The purpose of the Advanced Transportation System Studies (ATSS) Technical Area 2 (TA-2) Heavy Lift Launch Vehicle Development contract was to provide advanced launch vehicle concept definition and analysis to assist NASA in the identification of future launch vehicle requirements. This survey aims to explore trainees' perspectives on how Canadian vascular surgery training programs are using simulation in teaching and assessing technical skills through a cross-sectional national survey. A 10-min online questionnaire was sent to Program Directors of Canada's Royal College of Physicians and Surgeons' of Canada approved training programs in vascular surgery. This survey was distributed among residents and fellows who were studying in the 2013-2014 academic year. Twenty-eight (58%) of the 48 Canadian vascular surgery trainees completed the survey. A total of 68% of the respondents were part of the 0 + 5 integrated vascular surgery training program. The use of simulation in the assessment of technical skills at the beginning of training was reported by only 3 (11%) respondents, whereas 43% reported that simulation was used in their programs in the assessment of technical skills at some time during their training. Training programs most often provided simulation as a method of teaching and learning endovascular abdominal aortic or thoracic aneurysm repair (64%). Furthermore, 96% of trainees reported the most common resource to learn and enhance technical skills was dialog with vascular surgery staff. Surveyed vascular surgery trainees in Canada report that simulation is rarely used as a tool to assess baseline technical skills at the beginning of training. Less than half of surveyed trainees in vascular surgery programs in Canada report that simulation is being used for skills acquisition. Currently, in Canadian training programs, simulation is most commonly used to teach endovascular skills. Copyright © 2016 Elsevier Inc. All rights reserved.
