    In January 1994, the US Department of Energy Office of Environmental Management (DOE EM) formally introduced its new approach to managing DOE`s environmental research and technology development activities. The goal of the new approach is to conduct research and development in critical areas of interest to DOE, utilizing the best talent in the Department and in the national science community. To facilitate this solutions-oriented approach, the Office of Science and Technology (EM-50, formerly the Office of Technology Development) formed five Focus AReas to stimulate the required basic research, development, and demonstration efforts to seek new, innovative cleanup methods.     The US Department of Energy (DOE) Office of Environmental Management, formerly the Office of Environmental Restoration and Waste Management (EM), was established in November 1989 as the first step toward correcting contamination problems resulting from nearly 50 years of nuclear weapons production and fuel processing activities. EM consolidates several DOE organizations previously responsible for the handling, treatment, and disposition of radioactive and hazardous waste. Within EM, the Office of Technology Development (OTD/EM-50) is responsible for developing technologies to meet DOE`s goal for environmental restoration. OTD manages an aggressive national program of applied research, development, demonstration, testing, and evaluation (RDDT andmore » E) for environmental cleanup, waste management, and related technologies.     The Office of Environmental Restoration and Waste Management (EM) was established by the Department of Energy (DOE) to direct and coordinate waste management and site remediation programs/activities throughout the DOE complex. In order to successfully achieve the goal of properly managing waste and the cleanup of the DOE sites, the EM was divided into five organizations: the Office of Planning and Resource Management (EM-10); the Office of Environmental Quality Assurance and Resource Management (EM-20); the Office of Waste Operations (EM-30); the Office of Environmental Restoration (EM-40); and the Office of Technology and Development (EM-50). The mission of the Office ofmore » Technology Development (OTD) is to develop treatment technologies for DOE`s operational and environmental restoration wastes where current treatment technologies are inadequate or not available. The Mixed Waste Integrated Program (MWIP) was created by OTD to assist in the development of treatment technologies for the DOE mixed low-level wastes (MLLW). The MWIP has established five Technical Support Groups (TSGs) whose purpose is to identify, evaluate, and develop treatment technologies within five general technical areas representing waste treatment functions from initial waste handling through generation of final waste forms. These TSGs are: (1) Front-End Waste Handling, (2) Physical/Chemical Treatment, (3) Waste Destruction and Stabilization, (4) Second-Stage Destruction and Offgas Treatment, and (5) Final Waste Forms. This report describes the functions of the Waste Destruction and Stabilization (WDS) group. Specifically, the following items are discussed: DOE waste stream identification; summary of previous efforts; summary of WDS treatment technologies; currently funded WDS activities; and recommendations for future activities.« less

    In the aftermath of the Cold War, the US has begun addressing the environmental consequences of five decades of nuclear weapons production. In November 1989, DOE established the Office of Environmental Restoration and Waste Management (EM) as the central authority for cleaning up the DOE weapons complex legacy of pollution, for preventing further environmental contamination, and for instituting responsible environmental management. While performing its tasks, EM found that many aspects of its large and complex decisions could not be achieved using existing science and technology or without incurring unreasonable costs, risks, or schedule impacts. Consequently, a process was developed tomore » solicit needs from around the DOE complex and focus the science and technology resources of EM-50, the National Laboratories, private industry, and collages and universities on those needs.     A Technology Readiness Assessment (TRA) is a systematic, metric-based process and accompanying report that evaluates the maturity of the technologies used in systems; it is designed to measure technology maturity using the Technology Readiness Level (TRL) scale pioneered by the National Aeronautics and Space Administration (NASA) in the 1980's. More recently, DoD has adopted and provided systematic guidance for performing TRAs and determining TRLs. In 2007 the GAO recommended that the DOE adopt the NASA/DoD methodology for evaluating technology maturity. Earlier, in 2006-2007, DOE-EM had conducted pilot TRAs on a number of projects at Hanford and Savannah River. In Marchmore » 2008, DOE-EM issued a process guide, which established TRAs as an integral part of DOE-EM's Project Management Critical Decision Process. Since the development of its detailed TRA guidance in 2008, DOE-EM has continued to accumulate experience in the conduct of TRAs and the process for evaluating technology maturity.     In 1989, the US Department of Energy (DOE) responded to the need to redirect resources from weapons production to environmental restoration and waste management by establishing the Office of Environmental Management (EM) and delegated to this office the responsibility of cleaning up the US nuclear weapons complex. Now in its eight year, EM`s mission has three central facets: (1) to assess, remediate, and monitor contaminated sites and facilities; (2) to store, treat, and dispose of waste from past and current operations; and (3) to develop and implement innovative technologies for environmental cleanup.     The US Department of Energy (DOE) [Environmental Management (EM), Office of Packaging and Transportation (EM-45)] Packaging Certification Program (PCP) has developed a radiofrequency identification (RFID) tracking and monitoring system for the management of nuclear materials packages during storage and transportation. The system, developed by the PCP team at Argonne National Laboratory, involves hardware modification, application software development, secured database and web server development, and irradiation experiments. In April 2008, Argonne tested key features of the RFID tracking and monitoring system in a weeklong, 1700 mile (2736 km) demonstration employing 14 empty type B fissile material drums of three designs (modelsmore » 9975, 9977 and ES-3100) that have been certified for shipment by the DOE and the US Nuclear Regulatory Commission. The demonstration successfully integrated global positioning system (GPS) technology for vehicle tracking, satellite/cellular (general packet radio service, or GPRS) technologies for wireless communication, and active RFID tags with multiple sensors (seal integrity, shock, temperature, humidity and battery status) on drums. In addition, the demonstration integrated geographic information system (GIS) technology with automatic alarm notifications of incidents and generated buffer zone reports for emergency response and management of staged incidents. The demonstration was sponsored by EM and the US National Nuclear Security Administration, with the participation of Argonne, Savannah River and Oak Ridge National Laboratories. Over 50 authorised stakeholders across the country observed the demonstration via secured Internet access. The DOE PCP and national laboratories are working on several RFID system implementation projects at selected DOE sites, as well as continuing device and systems development and widening applications beyond DOE sites and possibly beyond nuclear materials to include other radioactive materials.« less

    In its beginning, the U.S. Department of Energy (DOE) Office of Environmental Management (EM) viewed private industry as lacking adequate technology know-how to meet demands of hazardous and radioactive waste problems at the DOE`s laboratories and nuclear weapons production facilities. In November 1989, EM`s Office of Technology Development (recently renamed the Office of Science and Technology) embarked on a bold program of developing and demonstrating {open_quotes}innovative{close_quotes} waste cleanup technologies that would be safer, faster, more effective, and less expensive than the {open_quotes}baseline{close_quotes} commercial methods. This program has engaged DOE sites, national laboratories, and universities to produce preferred solutions to the problems of handling and treating DOE wastes. More recently, much of this work has shifted to joint efforts with private industry partners to accelerate the use of newly developed technologies and to enhance existing commercial methods. To date, the total funding allocation to the Office of Science and Technology program has been aboutmore » $2.8 billion. If the technology applications` projects of the EM Offices of Environmental Restoration and Waste Management are included, the total funding is closer to $$4 billion. Yet, the environmental industry generally has not been very receptive to EM`s innovative technology offerings. And, essentially the same can be said for DOE sites.     In the aftermath of the Cold War, the United States has begun addressing the environmental consequences of five decades of nuclear weapons production. In November 1989, DOE established the Office of Environmental Restoration and Waste Management (EM) as the central authority for cleaning up the DOE weapons complex legacy of pollution, for preventing further environmental contamination, and for instituting responsible environmental management. While performing its tasks, EM found that many aspects of its large and complex mission could not be achieved using existing science and technology or without incurring unreasonable costs, risks, or schedule impacts. Consequently, a process was developedmore » to solicit needs from around the DOE complex and focus the science and technology resources of EM-50, the National Laboratories, private industry, and colleges and universities on those needs. EM`s Office of Technology Development (OTD) supports applied research and demonstration efforts to develop and transfer innovative, cost-effective technologies to its site clean-up and waste management programs within EM`s Office of Environmental Restoration and Office of Waste Management. The purpose of the Technology Catalogue is to provide performance data on OTD-developed technologies to scientists and engineers assessing and recommending technical solutions within the Department`s clean-up and waste management programs, asmore » well as to industry, other federal and state agencies, and the academic community.     In September 2011, the Atmosphere Resource Recovery and Environmental Monitoring (ARREM) project was commissioned by NASA's Advanced Exploration Systems program to advance Atmosphere Revitalization Subsystem (ARS) and Environmental Monitoring Subsystem (EMS) technologies for enabling future crewed space exploration missions beyond low Earth orbit. The ARREM project's period of performance covered U.S. Government fiscal years 2012-2014. The ARREM project critically assessed the International Space Station (ISS) ARS and EMS architectures and process technologies as the foundation for an architecture suitable for deep space exploration vehicles. The project's technical content included technical tasks focused on improving the reliability and life cycle cost of ARS and EMS technologies as well as reducing future flight project developmental risk and design, development, test, and evaluation costs. Targeted technology development and maturation tasks, including key technical trade assessments, were accomplished and integrated ARS architectures were demonstrated. The ARREM project developed, demonstrated, and tested leading process technology candidates and subsystem architectures that met or exceeded key figures of merit, addressed capability gaps, and significantly improved the efficiency, safety, and reliability over the state-of-the-art ISS figures of merit. Promising EMS instruments were developed and functionally demonstrated in a simulated cabin environment. The project's technical approach and results are described and recommendations for continued development are provided.

    NASAs Evolutionary Xenon Thruster (NEXT) project is developing next generation ion propulsion technologies to enhance the performance and lower the costs of future NASA space science missions. This is being accomplished by producing Engineering Model (EM) and Prototype Model (PM) components, validating these via qualification-level and integrated system testing, and preparing the transition of NEXT technologies to flight system development. This presentation is a follow-up to the NEXT project overviews presented in 2009-2010. It reviews the status of the NEXT project, presents the current system performance characteristics, and describes planned activities in continuing the transition of NEXT technology to a first flight. In 2013 a voluntary decision was made to terminate the long duration test of the NEXT thruster, given the thruster design has exceeded all expectations by accumulating over 50,000 hours of operation to demonstrate around 900 kg of xenon throughput. Besides its promise for upcoming NASA science missions, NEXT has excellent potential for future commercial and international spacecraft applications.

    The Office of Environmental Management (EM) is responsible for cleaning up the legacy of radioactive and chemically hazardous waste at contaminated sites and facilities throughout the U.S. Department of Energy (DOE) nuclear weapons complex, preventing further environmental contamination, and instituting responsible environmental management. Initial efforts to achieve this mission resulted in the establishment of environmental restoration and waste management programs. However, as EM began to execute its responsibilities, decision makers became aware that the complexity and magnitude of this mission could not be achieved efficiently, affordably, safely, or reasonably with existing technology. Once the need for advanced cleanup technologies becamemore » evident, EM established an aggressive, innovative program of applied research and technology development. The Office of Technology Development (OTD) was established in November 1989 to advance new and improved environmental restoration and waste management technologies that would reduce risks to workers, the public, and the environment; reduce cleanup costs; and devise methods to correct cleanup problems that currently have no solutions. In 1996, OTD added two new responsibilities - management of a Congressionally mandated environmental science program and development of risk policy, requirements, and guidance. OTD was renamed the Office of Science and Technology (OST). This documents presents information concerning robotics tank waste retrieval overview, robotic chemical analysis automation, robotics decontamination and dismantlement, and robotics crosscutting and advanced technology.« less

    A study was conducted to define characteristics of a Regenerative Fuel Cell System (RFCS) for low earth orbit Space Station missions. The RFCS's were defined and characterized based on both an alkaline electrolyte fuel cell integrated with an alkaline electrolyte water electrolyzer and an alkaline electrolyte fuel cell integrated with an acid solid polymer electrolyte (SPE) water electrolyzer. The study defined the operating characteristics of the systems including system weight, volume, and efficiency. A maintenance philosophy was defined and the implications of system reliability requirements and modularization were determined. Finally, an Engineering Model System was defined and a program to develop and demonstrate the EMS and pacing technology items that should be developed in parallel with the EMS were identified. The specific weight of an optimized RFCS operating at 140 F was defined as a function of system efficiency for a range of module sizes. An EMS operating at a nominal temperature of 180 F and capable of delivery of 10 kW at an overall efficiency of 55.4 percent is described. A program to develop the EMS is described including a technology development effort for pacing technology items.

    Detecting the early corrosion of steel that is embedded in reinforced concrete (rebar) is a goal that would greatly facilitate the inspection and measurement of corrosion in the US physical infrastructure. Since 2010, the National Institute of Standards and Technology (NIST) has been working on a large project to develop an electromagnetic (EM) probe that detects the specific corrosion products via spectroscopic means. Several principal iron corrosion products, such as hematite and goethite, are antiferromagnetic at field temperatures. At a given applied EM frequency, which depends on temperature, these compounds undergo a unique absorption resonance that identifies the presence of these particular iron corrosion products. The frequency of the resonances tends to be on the order of 100 GHz or higher, so transmitting EM waves through the cover concrete and back out again at a detectable level has been challenging. NIST has successfully detected these two iron corrosion products, and is developing equipment and methodologies that will be capable of penetrating the typical 50 mm of cover concrete in the field. The novel part of this project is the detection of specific compounds, rather than only geometrical changes in rebar cross-section. This method has the potential of providing an early-corrosion probe for steel in reinforced concrete, and for other applications where steel is covered by various layers and coatings.

    The Emergency Medical Services (EMS) approach to emergency prehospital care in the United States (US) has global influence. As the 50-year anniversary of modern US EMS approaches, there is value in examining US EMS education development over this period. This report describes US EMS education milestones and identifies themes that provide context to readers outside the US. As US EMS education is described mainly in publications of federal US EMS agencies and associations, a Google search and hand searching of documents identified publications in the public domain. MEDLINE and CINAHL Plus were searched for peer reviewed publications. Documents were reviewed using both a chronological and thematic approach. Seventy-eight documents and 685 articles were screened, the full texts of 175 were reviewed, and 41 were selected for full review. Four historical periods in US EMS education became apparent: EMS education development (1966-1980); EMS education consolidation and review (1981-1989); EMS education reflection and change (1990-1999); and EMS education for the future (2000-2014). Four major themes emerged: legislative authority, physician direction, quality, and development of the profession. Documents produced through broad interprofessional consultations, with support from federal and US EMS authorities, reflect the catalysts for US EMS education development. The current model of US EMS education provides a structure to enhance educational quality into the future. Implementation evaluation of this model would be a valuable addition to the US EMS literature. The themes emerging from this review assist the understanding of the characteristics of US EMS education.

    EM-21 is the Waste Processing Division of the Office of Engineering and Technology, within the U.S. Department of Energy’s (DOE) Office of Environmental Management (EM). In August of 2008, EM-21 began an initiative to develop a Retrieval Knowledge Center (RKC) to provide the DOE, high level waste retrieval operators, and technology developers with centralized and focused location to share knowledge and expertise that will be used to address retrieval challenges across the DOE complex. The RKC is also designed to facilitate information sharing across the DOE Waste Site Complex through workshops, and a searchable database of waste retrieval technology information.more » The database may be used to research effective technology approaches for specific retrieval tasks and to take advantage of the lessons learned from previous operations. It is also expected to be effective for remaining current with state-of-the-art of retrieval technologies and ongoing development within the DOE Complex. To encourage collaboration of DOE sites with waste retrieval issues, the RKC team is co-led by the Savannah River National Laboratory (SRNL) and the Pacific Northwest National Laboratory (PNNL). Two RKC workshops were held in the Fall of 2008. The purpose of these workshops was to define top level waste retrieval functional areas, exchange lessons learned, and develop a path forward to support a strategic business plan focused on technology needs for retrieval. The primary participants involved in these workshops included retrieval personnel and laboratory staff that are associated with Hanford and Savannah River Sites since the majority of remaining DOE waste tanks are located at these sites. This report summarizes and documents the results of the initial RKC workshops. Technology challenges identified from these workshops and presented here are expected to be a key component to defining future RKC-directed tasks designed to facilitate tank waste retrieval solutions.« less

    Emergency medicine (EM) as a specialty has developed rapidly in the western world, but remains largely immature in developing nations. There is an urgent need for emergency services, but no clear guidelines are available on the priorities for establishing EM in the developing world. This study seeks to establish consensus on key areas of EM development in developing world settings, with respect to scope of EM, staffing needs, training requirements, and research priorities. A three-round Delphi study was conducted via e-mail. A panel was convened of 50 EM specialists or equivalent, with experience in or interest in EM in the developing world. In the first round, panelists provided free-text statements on scope, staffing, training, and research priorities for EM in the developing world. A five-point Likert scale was used to rate agreement with the statements in Rounds 2 and 3. Consensus statements are presented as a series of synopsis statements for each of the four major themes. A total of 168 of 208 statements (81%) had reached consensus at the end of the study. Key areas in which consensus was reached included EM being a specialist-driven service, with substantial role for nonphysicians. International training courses should be adapted to local needs. EM research in developing countries should be clinically driven and focus on local issues of importance. The scope and function of EM and relationships with other specialties are defined. Unambiguous principles are laid out for the development of the specialty in developing world environments. The next step required in this process is translation into practical guidelines for the development of EM in developing world settings where they may be used to drive policy, protocols, and research. 2010 by the Society for Academic Emergency Medicine

    Abstract Cryo-electron microscopy (cryo-EM) had played a central role in the study of ribosome structure and the process of translation in bacteria since the development of this technique in the mid 1980s. Until recently cryo-EM structures were limited to ∼10 Å in the best cases. However, the recent advent of direct electron detectors has greatly improved the resolution of cryo-EM structures to the point where atomic resolution is now achievable. This improved resolution will allow cryo-EM to make groundbreaking contributions in essential aspects of ribosome biology, including the assembly process. In this review, we summarize important insights that cryo-EM, in combination with chemical and genetic approaches, has already brought to our current understanding of the ribosomal assembly process in bacteria using previous detector technology. More importantly, we discuss how the higher resolution structures now attainable with direct electron detectors can be leveraged to propose precise testable models regarding this process. These structures will provide an effective platform to develop new antibiotics that target this fundamental cellular process. PMID:28180306

    A chemically amplified resist (CAR) process has been recognized as an approach to meet the demanding critical dimension (CD) specifications of 100nm node technology and beyond. Recently, significant effort has been devoted to optimizing CAR materials, which offer the characteristics required for next generation photomask fabrication. In this paper, a process established with a positive-tone CAR from TOK and 50kV MEBES eXara system is discussed. This resist is developed for raster scan 50 kV e-beam systems. It has high contrast, good coating characteristics, good dry etch selectivity, and high environmental stability. The coating process is conducted in an environment with amine concentration less than 2 ppb. A nitrogen environment is provided during plate transfer steps. Resolution using a 60nm writing grid is 90nm line and space patterns. CD linearity is maintained down to 240nm for isolated lines or spaces by applying embedded proximity effect correction (emPEC). Optimizations of post-apply bake (PAB) and post-expose bake (PEB) time, temperature, and uniformity are completed to improve adhesion, coating uniformity, and resolution. A puddle develop process is optimized to improve line edge roughness, edge slope, and resolution. Dry etch process is optimized on a TetraT system to transfer the resist image into the chrome layer with minimum etch bias.

    The advancement of particle detectors based on technologies developed for use in high-energy physics applications has enabled the development of a completely new generation of compact low-power active dosimeters and area monitors for use in space radiation environments. One such device, the TimePix, is being developed at CERN, and is providing the technology basis for the most recent line of radiation detection devices being developed by the NASA AES RadWorks project. The most fundamental of these devices, an ISS-Radiation Environment Monitor (REM), is installed as a USB device on ISS where it is monitoring the radiation environment on a perpetual basis. The second generation of this TimePix technology, the BIRD (Battery-operated Independent Radiation Detector), was flown on the NASA EFT-1 flight in December 2014. Data collected by BIRD was the first data made available from the Trapped Belt region of the Earth's atmosphere in over 40 years. The 3rdgeneration of this technology, the HERA (Hybrid Electronic Radiation Assessor), is planned to be integrated into the Orion EM-1, and EM-2 vehicles where it will monitor the radiation environment. For the EM-2 flight, HERA will provide Caution and Warning notification for SPEs as well as real time dose measurements for crew members. The development of this line of radiation detectors provide much greater information and characterization of charged particles in the space radiation environment than has been collected in the past, and in the process provide greater information to inform crew members of radiation related risks, while being very power and mass efficient.
