This dissertation explores the role and design of environmental technology policy when environmental innovation is embodied in emerging environmental technologies such as photovoltaic cells or fuel cells. The dissertation consists of three individual studies, all of which use a simplified, general model industry between an emerging environmental technology and an entrenched, more-polluting technology. It clarifies the situations in which environmental technology policy can achieve high welfare and those in which it cannot; and it separates the possible situations an emerging environmental technology might face into four scenarios, each with its own technology policy recommendations. The second study attempts to clarify which of two factors is having a larger limiting effect on private investment in photovoltaics: the failure to internalize the environmental costs of fossil fuel electricity generation or a broad set of innovation market failures that apply to innovation irrespective of environmental concerns. The study indicates that innovation market failures are probably having a significantly larger impact than incomplete internalization. The third study explores the effectiveness of adoption subsidies at encouraging private-sector innovation. The conclusion is that adoption subsidies probably have only a limited effect on long-term, private-sector research. Two important general conclusions of the dissertation are (1) that optimal technology policy should begin with technology-push measures and end with demand-pull measures; and (2) that the technological response to internalization instruments, such as emissions taxes, may be highly nonlinear.

Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. In recent years we have witnessed the massive introduction of new information technologies that are drastically changing the face of our society. These technologies are being implemented en masse in developed countries, but also in some pockets of developing nations as well. They rely on the convergence of several technologies such as powerful and affordable computers, real-time electronic measurement and monitoring devices, massive production of digital information in different formats, and faster, wireless communication media. Such technologies are having significant impacts on every domain of application, including environmental health surveillance. The current paper provides an overview of those technologies that are having or will likely have the most significant impacts on environmental health. They include World Wide Web-based systems and applications, Database Management Systems and Universal Servers, and GIS and related technologies. The usefulness of these technologies as well as the desire to use them further in the future in the context of environmental health are discussed. Expanding the development and use of these technologies to obtain support for global environmental health will require major efforts in the areas of data access, training and support.

Current research policy and strategy documents recommend applying life cycle assessment (LCA) early in research and development (R&D) to guide emerging technologies toward decreased environmental burden. However, existing LCA practices are ill-suited to support these recommendations. Barriers related to data availability, rapid technology change, and isolation of environmental from technical research inhibit application of LCA to developing technologies. Overcoming these challenges requires methodological advances that help identify environmental opportunities prior to large R&D investments. Such an anticipatory approach to LCA requires synthesis of social, environmental, and technical knowledge beyond the capabilities of current practices. This paper introduces a novel framework for anticipatory LCA that incorporates technology forecasting, risk research, social engagement, and comparative impact assessment, then applies this framework to photovoltaic (PV) technologies. These examples illustrate the potential for anticipatory LCA to prioritize research questions and help guide environmentally responsible innovation of emerging technologies.

The International Technology Program (IT?), formerly the international Technology Exchange Program (ITEP), of the Department of Energy`s (DOE`s) Office of Environmental Restoration and Waste Management (EM) is responsible for promoting: (1) the import of innovative technologies to better address EM`s needs; and (2) the export of US services into foreign markets to enhance US competitiveness. Under this program: (1) the environmental restoration market in Germany was evaluated, including the description of the general types of environmental problems, the environmental regulations, and specific selected contaminated sites; and (2) potentially innovative environmental restoration technologies, either commercially available or under development in Germany,more » were identified, described and evaluated. It was found that: (1) the environmental restoration market in Germany is very large, on the order of several billion US dollars per year, with a significant portion possibly available to US businesses; and (2) a large number (54) of innovative environmental restoration technologies, which are either commercially available or under development in Germany, may have some benefit to the DOE EM program and should be considered for transfer to the US.« less

The environmental costs and benefits of introducing a new technology depend not only on the technology itself, but also on the responses of the market where substitution or displacement of competing technologies may occur. An internationally accepted method taking both technological and market-mediated effects into account, however, is still lacking in life cycle assessment (LCA). For the introduction of a new technology, we here present a new approach for modeling the environmental impacts within the framework of LCA. Our approach is motivated by consequential life cycle assessment (CLCA) and aims to contribute to the discussion on how to operationalize consequential thinking in LCA practice. In our approach, we focus on new technologies producing homogeneous products such as chemicals or raw materials. We employ the industry cost-curve (ICC) for modeling market-mediated effects. Thereby, we can determine substitution effects at a level of granularity sufficient to distinguish between competing technologies. In our approach, a new technology alters the ICC potentially replacing the highest-cost producer(s). The technologies that remain competitive after the new technology's introduction determine the new environmental impact profile of the product. We apply our approach in a case study on a new technology for chlor-alkali electrolysis to be introduced in Germany.

The relationship between government actions and innovation in environmental control technology is important for the design of cost-effective policies to achieve environmental goals. This paper examines such relationships for the case of sulfur dioxide control technology for U.S. coal-fired power plants. The study employs several complementary research methods, including analyses of key government actions, technology patenting activity, technology performance and cost trends, knowledge transfer activities, and expert elicitations. Our results indicate that government regulation appears to be a greater stimulus to inventive activity than government-sponsored research support alone, and that the anticipation of regulation also spurs inventive activity. Regulatory stringency focuses this activity along particular technical pathways and is a key factor in creating markets for environmental technologies. We also find that with greater technology adoption, both new and existing systems experience notable efficiency improvements and capital cost reductions. The important role of government in fostering knowledge transfer via technical conferences and other measures is also seen as an important factor in promoting environmental technology innovation.

The development of science and technology in the XXI century is on the way of the extensive use of natural resources. As a result, the scientific and technical progress does not initiate the reduction of environmental damage but encourages its cumulative growth. So the environmental problems have become a serious threat to social wellbeing of all mankind. The development of the core technologies doesn’t allow creating the situation in which the new knowledge would generate positive changes in the environment. Therefore, among the issues that define the future of advanced environmental technologies, and potentially significant for the understanding of the humanities, there is the phenomenon of technological convergence and, in particular, the predicted convergence of the nano-, bio-, information and cognitive technologies (NBIC). The consequence of NBIC-convergence may be the transformation of the humanity into a single global mind, which can be linked into a solid set of technologies, establishing united standards for social wellbeing and environmental technologies.

Through the years, scientists have developed cutting-edge technologies to make (bio)sensors more convenient for environmental analytical purposes. Technological advancements in the fields of material science, rational design, microfluidics, and sensor printing, have radically shaped biosensor technology, which is even more evident in the continuous development of sensing systems for the monitoring of hazardous chemicals. These efforts will be crucial in solving some of the problems constraining biosensors to reach real environmental applications, such as continuous analyses in field by means of multi-analyte portable devices. This review (with 203 refs.) covers the progress between 2010 and 2015 in the field of technologies enabling biosensor applications in environmental analysis, including i) printing technology, ii) nanomaterial technology, iii) nanomotors, iv) biomimetic design, and (v) microfluidics. Technological innovation is one of the potential engines to mitigate environmental pollution. However, the implementation of new technologies sometimes fails owing to socioeconomic constraints from different stakeholders. Thus, it is essential to analyze constraints of environmental technologies in order to build a pathway for their implementation. In this study, taking three technologies on rural sewage treatment in Hangzhou, China as a case study, i.e., wastewater treatment plant (WTP), constructed wetland (CW), and biogas system, we analyzed how socioeconomic constraints affect the technological choices. Results showed that socioeconomic constraints play a key role through changing the relative opportunity cost of inputs from government as compared to that of residents to deliver the public good-sewage treatment-under different economic levels. Economic level determines the technological choice, and the preferred sewage treatment technologies change from biogas system to CW and further to WTP along with the increase of economic level. Mismatch of technological choice and economic level results in failures of rural sewage treatment, e.g., the CW only work well in moderately developed regions in Hangzhou. This finding expands the environmental Kuznets law by introducing the coproduction theory into analysis (i.e., inputs from both government and residents are essential for the delivery of public goods and services such as good environmental quality). A match between technology and socioeconomic conditions is essential to the environmental governance.

The Health Technology Expert Review Panel is an advisory body to Canadian Agency for Drugs and Technologies in Health (CADTH) that develops recommendations on health technology assessments (HTAs) for nondrug health technologies using a deliberative framework. The framework spans several domains, including the environmental impact of the health technology(ies). Our research objective was to identify articles on frameworks, methods or case studies on the environmental impact assessment of health technologies. A literature search in major databases and a focused gray literature search were conducted. The main search concepts were HTA and environmental impact/sustainability. Eligible articles were those that described a conceptual framework or methods used to conduct an environmental assessment of health technologies, and case studies on the application of an environmental assessment. From the 1,710 citations identified, thirteen publications were included. Two articles presented a framework to incorporate environmental assessment in HTAs. Other approaches described weight of evidence practices and comprehensive and integrated environmental impact assessments. Central themes derived include transparency and repeatability, integration of components in a framework or of evidence into a single outcome, data availability to ensure the accuracy of findings, and familiarity with the approach used. Each framework and methods presented have different foci related to the ecosystem, health economics, or engineering practices. Their descriptions suggested transparency, repeatability, and the integration of components or of evidence into a single outcome as their main strengths. Our review is an initial step of a larger initiative by CADTH to develop the methods and processes to address the environmental impact question in an HTA.

The adoption of Information and Communication Technologies (ICT) in environmental management has become a significant demand nowadays with the rapid growth of environmental information. This paper presents a prototype Environmental Management Information System (EMIS) that was developed to provide a systematic way of managing environmental data and human resources of an environmental organization. The system was designed using programming languages, a Database Management System (DBMS) and other technologies and programming tools and combines information from the relational database in order to achieve the principal goals of the environmental organization. The developed application can be used to store and elaborate information regarding: human resources data, environmental projects, observations, reports, data about the protected species, environmental measurements of pollutant factors or other kinds of analytical measurements and also the financial data of the organization. Furthermore, the system supports the visualization of spatial data structures by using geographic information systems (GIS) and web mapping technologies. This paper describes this prototype software application, its structure, its functions and how this system can be utilized to facilitate technology-based environmental management and decision-making process.

The satellite power system (SPS) was compared with alternative systems on life cycle cost and environmental impacts. Environmental and economic effects are evaluated and subdivided into the following issue areas: human health and safety, environmental welfare, resources (land, materials, energy, water, labor), macroeconomics, socioeconomics, and institutional. These evaluations are based on technology characterization data and alternative futures scenarios, developed as part of CDEP. The technologies and the scenarios are described. The cost and performance of the SPS and the alternative technologies provide the basis of the macroeconomic analyses.

Wireless information technologies are providing new ways to communicate, and are one of several information and communication technologies touted as an opportunity to reduce society's overall environmental impacts. However, rigorous system-wide environmental impact comparisons of these technologies to the traditional applications they may replace have only recently been initiated, and the results have been mixed. In this paper, the environmental effects of two applications of wireless technologies are compared to those of conventional technologies for which they can substitute. First, reading newspaper content on a personal digital assistant (PDA) is compared to the traditional way of reading a newspaper. Second, wireless teleconferencing is compared to business travel. The results show that for both comparisons wireless technologies create lower environmental impacts. Compared to reading a newspaper, receiving the news on a PDA wirelessly results in the release of 32-140 times less CO2, several orders of magnitude less NOx and SOx, and the use of 26-67 times less water. Wireless teleconferencing results in 1-3 orders of magnitude lower CO2, NOx, and SO2 emissions than business travel.

Many of the problems now facing the human race on Earth are, in fact, life support issues. Decline of air Quality as a result of industrial and automotive emissions, pollution of ground water by organic pesticides or solvents, and the disposal of solid wastes are all examples of environmental problems that we must solve to sustain human life. The technologies currently under development to solve the problems of supporting human life for advanced space missions are extraordinarily synergistic with these environmental problems. The development of these technologies (including both physicochemical and bioregenerative types) is increasingly focused on closing the life support loop by removing and recycling contaminants and wastes to produce the materials necessary to sustain human life. By so doing, this technology development effort also focuses automatically on reducing resupply logistics requirements and increasing crew safety through increased self-sufficiency. This paper describes several technologies that have been developed to support human life in space and illustrates the applicability of the technologies to environmental problems including environmental remediation and pollution prevention.

Technology-neutral green procurement in practice - an example from Swedish waste management.

Green public procurement has been criticized for its excessive reliance on detailed technology specifications, which can distort incentives in the short term and discourage innovation in the longer term. Economists therefore tend to prefer technology-neutral procurement, which rewards outcomes rather than technologies. However, technology-neutral procurement can also be problematic in practice. The present study investigated green public procurement of waste management, a rapidly growing field. In one of the most sophisticated models for technology-neutral procurement applied in Sweden in recent years, different environmental impacts were assigned weights, but no weight was given to the particular technology employed. Even here, however, potential inefficiencies were found where the scoring rule could have led to arbitrary, and presumably unwanted, outcomes. Explicitly assigning monetary surcharges to desirable and undesirable environmental effects may be a better way to reach environmental targets.

Boeing, with Pratt & Whitney, General Electric, Rolls-Royce, M4 Engineering, Wyle Laboratories and Georgia Institute of Technology, conducted a study of supersonic commercial aircraft concepts and enabling technologies for the year 2030-2035 timeframe. The work defined the market and environmental/regulatory conditions that could evolve by the 2030/35 time period, from which vehicle performance goals were derived. Relevant vehicle concepts and technologies are identified that are anticipated to meet these performance and environmental goals. A series of multidisciplinary analyses trade studies considering vehicle sizing, mission performance and environmental conformity determined the appropriate concepts. Combinations of enabling technologies and the required technology performance levels needed to meet the desired goals were identified. Several high priority technologies are described in detail, including roadmaps with risk assessments that outline objectives, key technology challenges, detailed tasks and schedules and demonstrations that need to be performed. A representative configuration is provided for reference purposes, along with associated performance estimates based on these key technologies.

This study used life cycle assessment and technical economic analysis tools in evaluating a novel Scum-to-Biodiesel technology and compares the technology with scum digestion and combustion processes. The key variables that control environmental and economic performance are identified and discussed. The results show that all impacts examined for the Scum-to-Biodiesel technology are below zero indicating significant environmental benefits could be drawn from it. Of the three technologies examined, the Scum-to-Biodiesel technology has the best environmental performance in fossil fuel depletion, GHG emissions, and eutrophication, whereas combustion has the best performance on acidification. Of all process inputs assessed, process heat, glycerol, and methanol uses had the highest impacts, much more than any other inputs considered. The Scum-to-Biodiesel technology also makes higher revenue than other technologies. The diesel price is a key variable for its economic performance. The research demonstrates the feasibility and benefits in developing Scum-to-Biodiesel technology in wastewater treatment facilities. Copyright © 2015 Elsevier Ltd. All rights reserved.

With the advance of internet and wireless communication technology, the fields of ecology and environment have entered a new digital era with the amount of data growing explosively and big data technologies attracting more and more attention. The eco-environmental big data is based airborne and space-/land-based observations of ecological and environmental factors and its ultimate goal is to integrate multi-source and multi-scale data for information mining by taking advantages of cloud computation, artificial intelligence, and modeling technologies. In comparison with other fields, the eco-environmental big data has its own characteristics, such as diverse data formats and sources, data collected with various protocols and standards, and serving different clients and organizations with special requirements. Big data technology has been applied worldwide in ecological and environmental fields including global climate prediction, ecological network observation and modeling, and regional air pollution control. The development of eco-environmental big data in China is facing many problems, such as data sharing issues, outdated monitoring facilities and techno-logies, and insufficient data mining capacity. Despite all this, big data technology is critical to solving eco-environmental problems, improving prediction and warning accuracy on eco-environmental catastrophes, and boosting scientific research in the field in China. We expected that the eco-environmental big data would contribute significantly to policy making and environmental services and management, and thus the sustainable development and eco-civilization construction in China in the coming decades.

The purpose of this study is to examine the effects of `environmental chemistry' elective course via Technology-Embedded Scientific Inquiry (TESI) model on senior science student teachers' (SSSTs) conceptions of environmental chemistry concepts/issues, attitudes toward chemistry, and technological pedagogical content knowledge (TPACK) levels. Within one group pre-test-post-test design, the study was conducted with 117 SSSTs (68 females and 49 males—aged 21-23 years) enrolled in an `environmental chemistry' elective course in the spring semester of 2011-2012 academic-years. Instruments for data collection comprised of Environmental Chemistry Conceptual Understanding Questionnaire, TPACK survey, and Chemistry Attitudes and Experiences Questionnaire. Significant increases in the SSSTs' conceptions of environmental chemistry concepts/issues, attitudes toward chemistry, and TPACK levels are attributed to the SSSTs learning how to use the innovative technologies in the contexts of the `environmental chemistry' elective course and teaching practicum. The study implies that the TESI model may serve a useful purpose in experimental science courses that use the innovative technologies. However, to generalize feasibility of the TESI model, it should be evaluated with SSSTs in diverse learning contexts.

A survey of 10 producers of conventional corn (Hybrids PAC 105 and Maximus) and 10 producers of transgenic corn (Pioneer Hybrid 30T17) was carried out in the municipality of Valle de San Juan in the territorial division of Tolima (Colombia), in order to analyze the differences in production costs and environmental impacts of these two agricultural technologies. The environmental impacts were determined by calculating the field "Environmental Index Quotient" (EIQ). In the production cost analysis, a difference of 15% was found in benefit of the transgenic technology. The structure of costs of the transgenic technology was benefited by the reduced use of pesticides (insecticides and herbicides). In regards to production, the transgenic technology showed a greater yield, 5.22 ton/ha in comparison to 4.25 ton/ha the conventional technology, thus a 22% difference in yield. Finally, the EIQ calculation showed quantitative differences of 196.12 for the conventional technology (EIQ insecticides 165.14 + EIQ herbicides 30.98), while the transgenic technology was of 4.24 (EIQ insecticides 0 + EIQ herbicides 4.24). These results show a minor environmental impact when using the transgenic technology in comparison to the conventional technology, in regards to the use of insecticides and herbicides in a temporal, spatial and genotypical context analysis. :

This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmentalmore » concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.« less

The US Department of Energy (DOE) Office of Environmental Management, formerly the Office of Environmental Restoration and Waste Management (EM), was established in November 1989 as the first step toward correcting contamination problems resulting from nearly 50 years of nuclear weapons production and fuel processing activities. EM consolidates several DOE organizations previously responsible for the handling, treatment, and disposition of radioactive and hazardous waste. Within EM, the Office of Technology Development (OTD/EM-50) is responsible for developing technologies to meet DOE`s goal for environmental restoration. OTD manages an aggressive national program of applied research, development, demonstration, testing, and evaluation (RDDT andmore » E) for environmental cleanup, waste management, and related technologies. Life cycle assessment (LCA) measures cradle-to-grave environmental impacts of a product. To assess impacts of an emerging technology, LCA should be coupled with additional methods that estimate how that technology might be deployed. The extent and manner that an emerging technology diffuses throughout a region shapes the magnitude and type of environmental impacts. Diffusion of innovation is an established field of research that analyzes the adoption of new innovations, and its principles can be used to construct scenario models that enhance LCA of emerging technologies. Integrating diffusion modeling techniques with an LCA of emerging technology can provide estimates for the extent of market penetration, the displacement of existing systems, and the rate of adoption. Two general perspectives of application are macro-level diffusion models that use a function of time to represent adoption, and microlevel diffusion models that simulate adoption through interactions of individuals. Incorporating diffusion of innovation concepts complement existing methods within LCA to inform proactive environmental management of emerging technologies.

The author outlines what he considers to be the key environmental issues affecting Clean Coal Technology (CCT) deployment both in the US and internationally. Since the international issues are difficult to characterize given different environmental drivers in various countries and regions, the primary focus of his remarks is on US deployment. However, he makes some general remarks, particularly regarding the environmental issues in developing vs. developed countries and how these issues may affect CCT deployment. Current efforts to prepare the technology for a new generation of high-speed civil transports are focused primarily on environmental issues. This paper reports on studies to provide: (1) acceptable engine emissions; (2) reduced airport/community noise; and (3) sonic-boom minimization. Attention is also given to technologies that allow a lighter, more efficient vehicle and to other high-payoff technologies, such as supersonic laminar flow; these have the potential for yielding not only better mission performance but also enhanced environmental compatibility for these new vehicles. The technology issues are reviewed in terms of the technologies themselves and their impact on the equally crucial need for economic success.

This project seeks to improve the ability of integrated assessment models (IA) to incorporate changes in technology, especially environmental technologies, cost and performance over time. In this report, we present results of research that examines past experience in controlling other major power plant emissions that might serve as a reasonable guide to future rates of technological progress in carbon capture and sequestration (CCS) systems. In particular, we focus on U.S. and worldwide experience with sulfur dioxide (SO{sub 2}) and nitrogen oxide (NO{sub x}) control technologies over the past 30 years, and derive empirical learning rates for these technologies. The patternsmore » of technology innovation are captured by our analysis of patent activities and trends of cost reduction over time. Overall, we found learning rates of 11% for the capital costs of flue gas desulfurization (FGD) system for SO{sub 2} control, and 13% for selective catalytic reduction (SCR) systems for NO{sub x} control. We explore the key factors responsible for the observed trends, especially the development of regulatory policies for SO{sub 2} and NO{sub x} control, and their implications for environmental control technology innovation.« less

There are widely divergent views on how science and technology are connected to environmental problems. A view commonly held among natural scientists and policy makers is that environmental problems are primarily technical problems that can be solved via the development and implementation of technological innovations. This technologically optimistic view tends to ignore power relationships in society and the political-economic order that drives environmental degradation. An opposed view, common among postmodernist and poststructuralist scholars, is that the emergence of the scientific worldview is one of the fundamental causes of human oppression. This postmodernist view rejects scientific epistemology and often is associated with an anti-realist stance, which ultimately serves to deny the reality of environmental problems, thus (unintentionally) abetting right-wing efforts to scuttle environmental protection. We argue that both the technologically optimistic and the postmodernist views are misguided, and both undermine our ability to address environmental crises. We advocate the adoption of a critical materialist stance, which recognizes the importance of natural science for helping us to understand the world while also recognizing the social embeddedness of the scientific establishment and the need to challenge the manipulation of science by the elite.

In order to adequately support the decline in oil production in certain areas, research on cost-effective technologies such as microbial enhanced oil recovery processes must focus on both near-term and long-term applications. Governments invest in "key enabling technologies," such as nanotechnology, to solve societal challenges and boost the economy. At the same time, governmental agencies demand risk reduction to prohibit any often unknown adverse effects, and industrial parties demand smart approaches to reduce uncertainties. Responsible research and innovation (RRI) is therefore a central theme in policy making. Risk analysis and technology assessment, together referred to as "RATA," can provide a basis to assess human, environmental, and societal risks of new technological developments during the various stages of technological development. This assessment can help both governmental authorities and innovative industry to move forward in a sustainable manner. Here we describe the developed procedures and products and our experiences to bring RATA in practice within a large Dutch nanotechnology consortium. This is an example of how to put responsible innovation in practice as an integrated part of a research program, how to increase awareness of RATA, and how to help technology developers perform and use RATA. This study investigates multi-dimensional impacts of adopting new technology in agriculture at the farm/village and watershed scale in sub-Saharan Africa using the Integrated Decision Support System (IDSS). Application of IDSS as an integrated modeling tool helps solve complex issues in agricultural systems by simultaneously assessing production, environmental, economic, and nutritional consequences of adopting agricultural technologies for sustainable increases in food production and use of scarce natural resources. The IDSS approach was applied to the Amhara region of Ethiopia, where the scarcity of resources and agro-environmental consequences are critical to agricultural productivity of small farm, to analyze the impacts of alternative agricultural technology interventions. Results show significant improvements in family income and nutrition, achieved through the adoption of irrigation technologies, proper use of fertilizer, and improved seed varieties while preserving environmental indicators in terms of soil erosion and sediment loadings. These pilot studies demonstrate the usefulness of the IDSS approach as a tool that can be used to predict and evaluate the economic and environmental consequences of adopting new agricultural technologies that aim to improve the livelihoods of subsistence farmers.

Environmental impacts of conventional and emerging perchlorate drinking water treatment technologies were assessed using life cycle assessment (LCA). Comparison of two ion exchange (IX) technologies (i.e., nonselective IX with periodic regeneration using brines and perchlorate-selective IX without regeneration) at an existing plant shows that brine is the dominant contributor for nonselective IX, which shows higher impact than perchlorate-selective IX. Resource consumption during the operational phase comprises >80% of the total impacts. Having identified consumables as the driving force behind environmental impacts, the relative environmental sustainability of IX, biological treatment, and catalytic reduction technologies are compared more generally using consumable inputs. The analysis indicates that the environmental impacts of heterotrophic biological treatment are 2-5 times more sensitive to influent conditions (i.e., nitrate/oxygen concentration) and are 3-14 times higher compared to IX. However, autotrophic biological treatment is most environmentally beneficial among all. Catalytic treatment using carbon-supported Re-Pd has a higher (ca. 4600 times) impact than others, but is within 0.9-30 times the impact of IX with a newly developed ligand-complexed Re-Pd catalyst formulation. This suggests catalytic reduction can be competitive with increased activity. Our assessment shows that while IX is an environmentally competitive, emerging technologies also show great promise from an environmental sustainability perspective.

This paper presents a life cycle assessment (LCA) of greenhouse gas emissions generated through methanol and electricity co-production system based on coal gasification technology. The analysis focuses on polygeneration technologies from which two products are produced, and thus, issues related to an allocation procedure for LCA are addressed in this paper. In the LCA, two methods were used: a 'system expansion' method based on two approaches, the 'avoided burdens approach' and 'direct system enlargement' methods and an 'allocation' method involving proportional partitioning based on physical relationships in a technological process. Cause-effect relationships in the analysed production process were identified, allowing for the identification of allocation factors. The 'system expansion' method involved expanding the analysis to include five additional variants of electricity production technologies in Poland (alternative technologies). This method revealed environmental consequences of implementation for the analysed technologies. It was found that the LCA of polygeneration technologies based on the 'system expansion' method generated a more complete source of information on environmental consequences than the 'allocation' method. The analysis shows that alternative technologies chosen for generating LCA results are crucial. Life cycle assessment was performed for the analysed, reference and variant alternative technologies. Comparative analysis was performed between the analysed technologies of methanol and electricity co-production from coal gasification as well as a reference technology of methanol production from the natural gas reforming process. Life Cycle Assessment (LCA) has been used to assess the environmental sustainability of the chlor-alkali production in Europe. The three current technologies applied nowadays are mercury, diaphragm, and membrane cell technology. Despite, having achieved higher energy efficiencies since the introduction of membrane technology, energy consumption is still one of the most important issues in this sector. An emerging technology namely oxygen-depolarised cathodes (ODC) is suggested as a promising approach for reducing the electrolysis energy demand. However, its requirement of pure oxygen and the lack of production of hydrogen, which could otherwise be valorised, are controversial features for greener chlorine production. The aim of this work is to evaluate and compare the environmental profiles of the current and emerging technologies for chlorine production and to identify the main hot spots of the process. Salt mining, brine preparation, electrolysis technology and products treatment are included inside the system boundaries. Twelve environmental impact categories grouped into natural resources usage and environmental burdens are assessed from cradle to gate and further normalised and weighted. Furthermore, hydrogen valorisation, current density and allocation procedure are subjected to sensitivity analysis. Results show that the electrolysis stage is the main contributor to the environmental impacts due to energy consumption, causing 99.5-72% of these impacts. Mercury is the less environmentally sustainable technology, closely followed by diaphragm. This difference becomes bigger after normalisation, owing to hazardous waste generated by mercury technique. Conversely, best results are obtained for ODC instead of membrane scenario, although the reduction in energy requirements is lesser than expected (7%). Copyright © 2016 Elsevier B.V. Low carbon energy technologies are not deployed in a social vacuum; there are a variety of complex ways in which people understand and engage with these technologies and the changing energy system overall. However, the role of the public's socio-environmental sensitivities to low carbon energy technologies and their responses to energy deployments does not receive much serious attention in planning decarbonisation pathways to 2050. Resistance to certain resources and technologies based on particular socio-environmental sensitivities would alter the portfolio of options available which could shape how the energy system achieves decarbonisation (the decarbonisation pathway) as well as affecting the cost and achievability of decarbonisation. Thus, this paper presents a series of three modelled scenarios which illustrate the way that a variety of socio-environmental sensitivities could impact the development of the energy system and the decarbonisation pathway. The scenarios represent risk aversion (DREAD) which avoids deployment of potentially unsafe large-scale technology, local protectionism (NIMBY) that constrains systems to their existing spatial footprint, and environmental awareness (ECO) where protection of natural resources is paramount. Very different solutions for all three sets of constraints are identified; some seem slightly implausible (DREAD) and all show increased cost (especially in ECO).

The increase in sequencing capacity led to a new wave of metagenomic projects, enabling and setting the prerequisite for the application of environmental proteomics technologies. This review describes the current status of environmental proteomics. It describes sample preparation as well as the two major technologies applied within this field: two-dimensional electrophoresis-based environmental proteomics and liquid chromatography-mass spectrometry-based environmental proteomics. It also highlights current publications and describes major scientific findings. The review closes with a discussion of critical improvements in the area of integrating experimental mass spectrometry technologies with bioinformatics as well as improved sample handling.

Renewable energy technologies (wind turbines, solar cells, biofuels, etc.) are often referred to as 'clean' or 'green' energy sources, while jobs linked to the field of environmental protection and energy efficiency are referred to as 'green' jobs. The energy efficiency of clean technologies, which is likely to reduce and/or eliminate reliance on fossil fuels, is acknowledged. However, the potential contribution of green technologies and associated practices to ill health and environmental pollution resulting from consumption of energy and raw materials, generation of waste, and the negative impacts related to some life cycle phases of these technologies are discussed. Similarly, a point is made that the green jobs theme is mistakenly oversold because the employment opportunities generated by transitioning to green technologies are not necessarily safe and healthy jobs. Emphasis is put on identifying the hazards associated with these green designs, assessing the risks to the environment and worker health and safety, and either eliminating the hazards or minimizing the risks as essential elements to the design, construction, operation, and maintenance of green technologies. The perception that it is not always economically possible to consider all risk factors associated with renewable energy technologies at the beginning without hampering their implementation, especially in the poor developing countries, is dismissed. Instead, poor countries are encouraged to start implementing environmentally sound practices while transitioning to green technologies in line with their technological development and overall economic growth.

Identifying factors that influence technological evolution in small-scale societies is important for understanding human evolution. There have been a number of attempts to identify factors that influence the evolution of food-getting technology, but little work has examined the factors that affect the evolution of other technologies. Here, we focus on variation in technological richness (total number of material items and techniques) among recent hunter-gatherers from western North America and test three hypotheses: (i) technological richness is affected by environmental risk, (ii) population size is the primary determinant of technological richness, and (iii) technological richness is constrained by residential mobility. We found technological richness to be correlated with a proxy for environmental risk-mean rainfall for the driest month-in the manner predicted by the risk hypothesis. Support for the hypothesis persisted when we controlled for shared history and intergroup contact. We found no evidence that technological richness is affected by population size or residential mobility. These results have important implications for unravelling the complexities of technological evolution.

In its beginning, the U.S. Department of Energy (DOE) Office of Environmental Management (EM) viewed private industry as lacking adequate technology know-how to meet demands of hazardous and radioactive waste problems at the DOE`s laboratories and nuclear weapons production facilities. In November 1989, EM`s Office of Technology Development (recently renamed the Office of Science and Technology) embarked on a bold program of developing and demonstrating {open_quotes}innovative{close_quotes} waste cleanup technologies that would be safer, faster, more effective, and less expensive than the {open_quotes}baseline{close_quotes} commercial methods. This program has engaged DOE sites, national laboratories, and universities to produce preferred solutions to the problems of handling and treating DOE wastes. More recently, much of this work has shifted to joint efforts with private industry partners to accelerate the use of newly developed technologies and to enhance existing commercial methods. To date, the total funding allocation to the Office of Science and Technology program has been aboutmore » $2.8 billion. If the technology applications` projects of the EM Offices of Environmental Restoration and Waste Management are included, the total funding is closer to $$4 billion. Yet, the environmental industry generally has not been very receptive to EM`s innovative technology offerings. And, essentially the same can be said for DOE sites. According to the U.S. General Accounting Office in an August 1994 report, {open_quotes}Although DOE has spent a substantial amount to develop waste cleanup technologies, little new technology finds its way into the agency`s cleanup actions{close_quotes}. Low economic profit usually reduces the incentive of producers to operate their wastewater treatment technologies effectively. It is necessary to investigate the performance of environmentally friendly production technologies that reduce wastewater discharges and generate economic outputs simultaneously (EPTWs) in China over the past decade. In this paper, we apply the Malmquist-Luenberger productivity index widely used in the field of economics to evaluate the productivity change of EPTWs for 30 administrative provinces in China during 2003–2015. The pathways of the productivity change are further identified by decomposing the productivity index into two components: technological change and technical efficiency change. The results show that China's environmental productivity index associated with wastewater reduction had undergone a downward trend, and evident spatial disparities are observed among the 30 provincial regions. Moreover, the changes of China's environmental productivity over the whole studied period can mainly be attributed to technological progress, while the technical efficiency component has contributed little, although its annual contributing rate is in an increasing trend. A joint Air Force/NASA comprehensive research and technology program on spacecraft environmental interactions to develop technology to control interactions between large spacecraft systems and the charged-particle environment of space is described. This technology will support NASA/Department of Defense operations of the shuttle/IUS, shuttle/Centaur, and the force application and surveillance and detection missions, planning for transatmospheric vehicles and the NASA space station, and the AFSC military space system technology model. The program consists of combined contractual and in-house efforts aimed at understanding spacecraft environmental interaction phenomena and relating results of ground-based tests to space conditions. A concerted effort is being made to identify project-related environmental interactions of concern. The basic properties of materials are being investigated to develop or modify the materials as needed. A group simulation investigation is evaluating basic plasma interaction phenomena to provide inputs to the analytical modeling investigation. Systems performance is being evaluated by both groundbased tests and analysis.
Technological change, depletion and environmental policy in the offshore oil and gas industry

Technological change is central to maintaining standards of living in modern economies with finite resources and increasingly stringent environmental goals. Successful environmental policies can contribute to efficiency by encouraging, rather than inhibiting, technological innovation. However, little research to date has focused on the design and implementation of environmental regulations that encourage technological progress, or in insuring productivity improvements in the face of depletion of natural resources and increasing stringency of environmental regulations. This study models and measures productivity change, with an application to offshore oil and gas production in the Gulf of Mexico using Data Envelopment Analysis. This is an important application because energy resources are central to sustaining our economy. The net effects of technological progress and depletion on productivity of offshore oil and gas production are measured using a unique field-level set of data of production from all wells in the Gulf of Mexico over the time period from 1946--1998. Results are consistent with the hypothesis that technological progress has mitigated depletion effects over the study period, but the pattern differs from the conventional wisdom for nonrenewable resource industries. The Porter Hypothesis was recast, and revised version was tested. The Porter Hypothesis states that well designed environmental regulations can potentially contribute to productive efficiency in the long run by encouraging innovation. The Porter Hypothesis was recast to include market and nonmarket outputs. Our results support the recast version of Porter hypothesis, which examine productivity of joint production of market and environmental outputs. But we find no evidence for the standard formulation of the Porter hypothesis, that increased stringency of environmental regulation lead to increased productivity of market outputs and therefore increased industry profits. The model is used to forecast market and environmental outputs under alternative policy scenarios. Reliable baseline forecast and response to different policy actions of production and pollution are critical to the formation of sound energy and environmental policy. Forecast of production and pollution until year 2050 are generated from the model. Detailed policy scenarios provide quantitative assessments of potential benefits that indicate the significance of potential benefits of technological change and well-designed environmental policy.

The Western Environmental Technology Office (WETO) is a multi-purpose engineering test facility located in Butte, Montana, and is managed by MSE, Inc. WETO seeks to contribute to environmental research by emphasizing projects to develop heavy metals removal and recovery processes, thermal vitrification systems, and waste minimization/pollution prevention technologies. WETO`s environmental technology research and testing activities focus on the recovery of usable resources from waste. In one of WETO`s areas of focus, groundwater contamination, water from the Berkeley Pit, located near the WETO site, is being used in demonstrations directed toward the recovery of potable water and metal from the heavymore » metal-bearing water. The Berkeley Pit is part of an inactive copper mine near Butte that was once part of the nation`s largest open-pit mining operation. The Pit contains approximately 25 billion gallons of Berkeley Pit groundwater and surface water containing many dissolved minerals. As part of DOE/OST`s Resource Recovery Project (RRP), technologies are being demonstrated to not only clean the contaminated water but to recover metal values such as copper, zinc, and iron with an estimated gross value of more than $100 million. When recovered, the Berkeley Pit waters could benefit the entire Butte valley with new water resources for fisheries, irrigation, municipal, and industrial use. At WETO, the emphasis is on environmental technology development and commercialization activities, which will focus on mine cleanup, waste treatment, resource recovery, and water resource management.« less

There are three types of interaction between ISMU and the Environmental Control and Life Support System (ECLSS): (1) ISMU can reduce cost of water, oxygen, and possibly diluent gasses provided to ECLSS--a corollary to this fact is that the availability of indigenous resources can dramatically alter life support technology trade studies; (2) ISMU can use ECLSS waste systems as a source of reductant carbon and hydrogen; and (3) ECLSS and ISMU, as two chemical processing technologies used in spacecraft, can share technology, thereby increasing the impact of technology investments in either area.

The article presents the current state of the technology for production and combustion of fuel coal water slurries in Russia and foreign countries. Experimental and industrial facilities show the technological and economic efficiency of using this technology for disposal of wastes resulting after coal processing and enrichment. The feasibility studies of use of the technology at large Kuzbass thermal power stations are presented. The possibility of solving a serious environmental problem of reducing storage of the most toxic waste of coal enrichment in the location areas of coal washing plants and coal mining enterprises is demonstrated.

Many innovative environmental technologies never reach the market because they are new and cannot demonstrate a successful track record of previous applications. This fact is a serious obstacle on their way to the market. Lack of credible data on the performance of a technology causes mistrust of investors in innovations, especially from public sector, who seek effective solutions however without compromising the technical and financial risks associated with their implementation. Environmental technology verification (ETV) offers a credible, robust and transparent process that results in a third party confirmation of the claims made by the providers about the performance of the novel environmental technologies. Verifications of performance are supported by high quality, independent test data. In that way ETV as a tool helps establish vendor credibility and buyer confidence. Several countries across the world have implemented ETV in the form of national or regional programmes. ETV in the European Union was implemented as a voluntary scheme if a form of a pilot programme. The European Commission launched the Environmental Technology Pilot Programme of the European Union (EU ETV) in 2011. The paper describes the European model of ETV set up and put to operation under the Pilot Programme of Environmental Technologies Verification of the European Union. The goal, objectives, technological scope, involved entities are presented. An attempt has been made to summarise the results of the EU ETV scheme performance available for the period of 2012 when the programme has become fully operational until the first half of 2016. The study was aimed at analysing the overall organisation and efficiency of the EU ETV Pilot Programme. The study was based on the analysis of the documents the operation of the EU ETV system. For this purpose, a relevant statistical analysis of the data on the performance of the EU ETV system provided by the European Commission was carried out.

This revision of Energy Technologies and the Environment reflects the changes in energy supply and demand, focus of environmental concern, and emphasis of energy research and development that have occurred since publication of the earlier edition in 1980. The increase in availability of oil and natural gas, at least for the near term, is responsible in part for a reduced emphasis on development of replacement fuels and technologies. Trends in energy development also have been influenced by an increased reliance on private industry initiatives, and a correspondingly reduced government involvement, in demonstrating more developed technologies. Environmental concerns related to acidmore » rain and waste management continue to increase the demand for development of innovative energy systems. The basic criteria for including a technology in this report are that (1) the technology is a major current or potential future energy supply and (2) significant changes in employing or understanding the technology have occurred since publication of the 1980 edition. Coal is seen to be a continuing major source of energy supply, and thus chapters pertaining to the principal coal technologies have been revised from the 1980 edition (those on coal mining and preparation, conventional coal-fired power plants, fluidized-bed combustion, coal gasification, and coal liquefaction) or added as necessary to include emerging technologies (those on oil shale, combined-cycle power plants, coal-liquid mixtures, and fuel cells).« less
Magsonic™ Carbothermal Technology Compared with the Electrolytic and Pidgeon Processes

A broad technology comparison of carbothermal magnesium production with present technologies has not been previously presented. In this paper a comparative analysis of CSIRO's MagSonic™ process is made with the electrolytic and Pidgeon processes. The comparison covers energy intensity (GJ/tonne Mg), labor intensity (person-hours/tonne Mg), capital intensity (USD/tonne annual Mg installed capacity), and Global Warming Potential (GWP, tonnes CO2-equivalent/tonne Mg). Carbothermal technology is advantageous on all measures except capital intensity (where it is roughly twice the capital cost of a similarly-sized Pidgeon plant). Carbothermal and electrolytic production can have comparatively low environmental impacts, with typical emissions one-sixth those of the Pidgeon process. Despite recent progress, the Pidgeon process depends upon abundant energy and labor combined with few environmental constraints. Pressure is expected to increase on environmental constraints and labor and energy costs over the coming decade. Carbothermal reduction technology appears to be competitive for future production.

The current socio-economic, environmental and public health challenges that countries are facing clearly need common-defined strategies to inform and support our transition to a sustainable economy. Here, the technology-critical elements (which includes Ga, Ge, In, Te, Nb, Ta, Tl, the Platinum Group Elements and most of the rare-earth elements) are of great relevance in the development of emerging key technologies-including renewable energy, energy efficiency, electronics or the aerospace industry. In this context, the increasing use of technology-critical elements (TCEs) and associated environmental impacts (from mining to end-of-life waste products) is not restricted to a national level but covers most likely a global scale. Accordingly, the European COST Action TD1407: Network on Technology-Critical Elements (NOTICE)-from environmental processes to human health threats, has an overall objective for creating a network of scientists and practitioners interested in TCEs, from the evaluation of their environmental processes to understanding potential human health threats, with the aim of defining the current state of knowledge and gaps, proposing priority research lines/activities and acting as a platform for new collaborations and joint research projects. The Action is focused on three major scientific areas: (i) analytical chemistry, (ii) environmental biogeochemistry and (iii) human exposure and (eco)-toxicology.

To achieve energy savings, emerging energy management technologies and programs require customer adoption. Although a variety of models can be used to explain the adoption of energy management technologies and programs, they overlook the seemingly unconventional element of level of affiliation with nature. In fact, connectedness to nature has been identified as an important driver of many pro-environmental behaviors, but its role in pro-environmental technology adoption is also not well understood. Can affiliation with nature help to bridge the apparent gap—and complex chain of events—between sustainable technology adoption and protecting natural resources? Based on survey data from 856 southern Californiamore » residents, this study investigated the influence of connectedness to nature and other factors on intentions to adopt five energy management technologies and programs: using three platforms to monitor home energy use (website, mobile phone application, in-home display); signing up for a time-of-use pricing plan; and participating in demand response events. Regression results showed that nature connectedness was the strongest predictor of all outcomes such that higher nature connectedness predicted greater likelihood of technology and program adoption. In conclusion, these findings suggest that connectedness to nature may facilitate “bridging the logic gap” between sustainable innovation adoption and environmental protection.« less

The objective of the comparative assessment is to provide an initial, traceable and consistent comparison of the SPS and selected current, near-term, and advanced energy technologies. Terrestrial alternatives were selected, and their cost, performance, and environmental and societal attributes were specified for use in the comparison with the SPS in the post-2000 era. The framework for comparisons was established. The SPS was compared with alternative systems in terms of key issues such as life-cycle cost and environmental impacts. The results of the assessments were assembled and integrated into a consistent comparative assessment. Environmental and economic effects are evaluated, which weremore » subdivided into the following issue areas: human health and safety, environmental welfare, resources (land, materials, energy, water, labor), macroeconomics, socioeconomics, and institutional. The conflict between economic growth and biodiversity conservation is understood in portions of academia and sometimes acknowledged in political circles. Nevertheless, there is not a unified response. In political and policy circles, the environmental Kuznets curve (EKC) is posited to solve the conflict between economic growth and environmental protection. In academia, however, the EKC has been deemed fallacious in macroeconomic scenarios and largely irrelevant to biodiversity. A more compelling response to the conflict is that it may be resolved with technological progress. Herein I review the conflict between economic growth and biodiversity conservation in the absence of technological progress, explore the prospects for technological progress to reconcile that conflict, and provide linguistic suggestions for describing the relationships among economic growth, technological progress, and biodiversity conservation. The conflict between economic growth and biodiversity conservation is based on the first two laws of thermodynamics and principles of ecology such as trophic levels and competitive exclusion. In this biophysical context, the human economy grows at the competitive exclusion of nonhuman species in the aggregate. Reconciling the conflict via technological progress has not occurred and is infeasible because of the tight linkage between technological progress and economic growth at current levels of technology. Surplus production in existing economic sectors is required for conducting the research and development necessary for bringing new technologies to market. Technological regimes also reflect macroeconomic goals, and if the goal is economic growth, reconciliatory technologies are less likely to be developed. As the economy grows, the loss of biodiversity may be partly mitigated with end-use innovation that increases technical efficiency, but this type of technological progress requires policies that are unlikely if the conflict between economic growth and biodiversity conservation (and other aspects of environmental protection) is not acknowledged.

This paper modifies and applies a two-step simulation system and used it to assess the potential environmental benefits, including the reduction of GHG emissions and saving of fossil fuels, by employing various Japanese plastics recycling/energy-recovery technologies in Shenyang, China. The results showed that among various recycling/energy-recovery technologies, the mechanical waste plastics recycling technology, which produces concrete formwork boards (NF boards), has the greatest potential in terms of reducing GHG emissions (1.66 kg CO{sub 2}e/kg plastics), whereas the technology for the production of refuse plastic fuel (RPF) has the greatest potential on saving fossil fuel consumption (0.77 kgce/kg-plastics). Additional benefits can be gained by applying combined technologies that cascade the utilization of waste plastics. Moreover, the development of clean energy in conjunction with the promotion of new waste plastics recycling programs could contribute to additional reductions in GHG emissions and fossil fuel consumption.« less

Renewable energy technologies offer the promise of non-polluting alternatives to fossil and nuclear-fueled power plants to meet growing demand for electrical energy. Two emerging categories of renewable energy technologies, hydrokinetic and wave energy conversion devices, offer ways to tap the energy of moving water without impoundment (dams) or diversion required by many conventional hydroelectric facilities. These technologies include devices designed for deployment in natural streams, tidal estuaries, ocean currents, and constructed waterways, as well as devices designed to capture the energy of ocean waves. On October 26-28, 2005, 54 representatives from government, non-governmental organizations, and private business met to (1)more » identify the varieties of hydrokinetic energy and wave technology devices, their stages of development, and the projected cost to bring each to market; (2) identify where these technologies can best operate; (3) identify the potential environmental issues associated with these technologies and possible mitigation measures; (4) develop a list of research needs and/or practical solutions to address unresolved environmental issues. This study shows the urgent need to consider modernization of agricultural production in terms of sustainable development, which takes into account environmental implications of intensive technologies in livestock farming. Some science-based approaches are offered to address related environmental challenges. High-end technologies of organic livestock waste processing were substantiated by the feasibility study and nutrient balance calculation. The technologies were assessed on the basis of best available techniques criteria, including measures such as specific capital and operational costs associated with nutrient conservation and their delivery to the plants.

In our research project a suitable method has been developed related the technological aspect of the environmental assessment of land use changes caused by climate change. We have prepared an eco-balance (environmental inventory) to the environmental effects classification in life-cycle approach in connection with the typical agricultural / forest and tree utilization technologies. The use of balances and environmental classification makes possible to compare land-use technologies and their environmental effects per common functional unit. In order to test our environmental analysis model, we carried out surveys in sample of forest stands. We set up an eco-balance of the working systems of intermediate cutting and final harvest in the stands of beech, oak, spruce, acacia, poplar and short rotation energy plantations (willow, poplar). We set up the life-cycle plan of the surveyed working systems by using the GaBi 6.0 Professional software and carried out midpoint and endpoint impact assessment. Out of the results, we applied the values of CML 2001 - Global Warming Potential (GWP 100 years) [kg CO2-Equiv.] and Eco-Indicator 99 - Human health, Climate Change [DALY]. On the basis of the values we set up a ranking of technology. By this, we received the environmental impact classification of the technologies based on carbon footprint. The working systems had the greatest impact on global warming (GWP 100 years) throughout their whole life cycle. This is explained by the amount of carbon dioxide releasing to the atmosphere resulting from the fuel of the technologies. Abiotic depletion (ADP foss) and marine aquatic ecotoxicity (MAETP) emerged also as significant impact categories. These impact categories can be explained by the share of input of fuel and lube. On the basis of the most significant environmental impact category (carbon footprint), we perform the relative life cycle contribution and ranking of each technologies. The technological life cycle stages examined in the stands are the followings: Stage 1. cleaning cutting Stage 2. selection thinning Stage 3. increment thinning Stage 4. final harvest In these priority impact categories, the life cycle contribution of technologies varied according to the life cycle stages. • The spruce stand showed the smallest contribution in the stages 1, 2, 3 alike. • After the large contribution of beech stand at the beginning (stage 1), it continues representing a moderate level in stage 2 and 3, and it shares the smallest rate in final harvest (stage 4). • The oak stand showed the largest contribution in the stages 2, 3, 4 alike. • In the case of acacia and poplar, we have got the same results as in the case of oak stands. • In the case of short rotation energy plantations (willow, poplar), we got the results typical on stage 4 of spruce stands. We can conclude, that in case of the stage of final harvest, which represents the most significant environmental impact, the ranking of working systems showes the increasing order of „energy plantations - beech - spruce - acacia - poplar - oak". The environmental assessment of technological aspects of land use and land use change represent an important added value to the climate research. The involvement of the President with technology, directly and indirectly, and the best way in which his responsibilities can be discharged are discussed. Technology assessment is considered essential at all levels of the Executive agencies, but the capacity of the agencies for assessment is limited and needs to be supplemented within the Executive Branch. Complete centralization of technological assessment is felt to be ineffective. The role of the Executive Office in initiating proposals for Presidential action and sustaining links with Congress are outlined, and the apparatus for technology assessment is described, emphasizing the Office of Science and Technology. A significant area of technology assessment for the Executive Office is the field of environmental quality, and the duties of the Environmental Quality Council are summarized. It is suggested that it may be more effective to set up a separate organization for the restoration and protection of the environment and to define the task in terms of what is to be protected rather than in terms of technology.

NASA scientists have a history of applying technologies created to handle satellite data to human health at various spatial scales. Scientists are now engaged in multiple public health application projects that integrate NASA satellite data with measures of public health. Such integration requires overcoming disparities between the environmental and the health data. Ground based sensors, satellite imagery, model outputs and other environmental sources have inconsistent spatial and temporal distributions. The MSFC team has recognized the approach used by environmental scientists to fill in the empty places can also be applied to outcomes, exposures and similar data. A revisit to the classic epidemiology study of 1854 using modern day surface modeling and GIS technology, demonstrates how spatial technology can enhance and change the future of environmental epidemiology. Thus, NASA brings to public health, not just a set of data, but an innovative way of thinking about the data.

A better understanding of the influence of government actions on innovation is needed to inform future policy endeavors in areas ranging from industrial competitiveness to environmentally sustainable growth. Environmental control technology is a rich area for the study of this influence, since government has stronger incentives to promote innovation in these technologies than does the private sector. This dissertation investigated the case of sulfur dioxide (SO2) control technologies for electric power plants. In studying innovation in these technologies, it was very important to understand the details of these technologies as well as their long organizational history. These technologies have been affected by government actions ranging from government-sponsored research and technology transfer mechanisms to national regulatory events. The dissertation integrated insights from several complementary and repeatable innovation evaluation methods; this approach supported a fuller understanding of innovation while it structured the research results for potential future comparative analysis. Innovative activities were investigated through: patent activity analysis; technical content analysis and researcher co-authorship network analysis in a conference held for over twenty years; learning curve analysis for eighty-eight U.S. power plants; and a dozen expert interviews from a variety of innovative actors. Innovative outcomes were investigated through: analysis of observed improvements in newly installed technologies over time; evaluation of historic cost studies on standardized systems; and expert interviews. Several policy-relevant findings resulted from this dissertation. (1) The existence of national government regulation stimulated inventive activity more than government research support alone. (2) The existence and the anticipation of government regulation appeared to spur inventive activity, while regulatory stringency appeared to drive inventive activity and the communication process underlying knowledge transfer and diffusion. (3) The regulatory-forced adoption of SO2 control technologies led to a learning curve effect in which operating experience with the equipment resulted in significant cost improvements. This learning curve effect is comparable with findings in many other industries and is likely to be useful in predictions of the costs of future environmental technologies. (4) Performance improvements and cost reductions occurred in a quantifiable fashion as the technology became more widely adopted.

Bioremediation's potential for treating environmental contamination is gaining greater recognition among regulators and the regulated community. For example, biological treatment is routinely applied to municipal wastewater, which typically contains readily biodegradable materials. Industrial wastewaters, by contrast, often contain higher concentrations of materials that present unique challenges to biological treatment. In both areas, biological treatment has succeeded by using contained, relatively controlled systems engineered to optimize performance of the biological component. Uncontrolled releases into such matrices as soil, and fresh and marine waters increase the complexity of the biological challenge, requiring development of novel products and procedures for efficient biological treatmentmore » and monitoring. One of the goals of the National Environmental Technology Applications Corporation (NETAC; Pittsburgh) is to support scientific development of bioremediation technology. NETAC is a non-profit corporation formed in 1988 through a cooperative agreement between EPA and the University of Pittsburgh Trust. Its overall mission is to accelerate development, application and commercialization of priority environmental technologies for national and international markets. Transition to environmentally friendly technologies provides a comprehensive solution to problem of creating an economic value without destroying the nature. Buildings using green technologies lead to lower operating costs, healthier living and working environment and protect the environment more. The aim of this paper is to assess the environmental impact of two alternatives of family house designed as conventional building and building with green technologies. Evaluated family house are located in village Kokšov Bakša, which is situated 12 km south-east from city of Košice, a metropolis of eastern Slovakia. This analysis investigates the role of applied green technologies in single family houses for impact categories: global warming potential (GWP), acidification potential (AP) and eutrophication potential (EP) expressed as CO2eq, SO2eq and PO4 3- eq within “Cradle to Grave” boundary by using the LCA assessment method. The main contribution of the study is a proof that green technologies have significant part in the reduction of environmental impacts. Results show that alternative of family house designed as green one contributes to CO2eq, SO2eq and PO4 3- eq emissions by 81%, 73% and 35% less than alternative of conventional family house, respectively.

The use of information and communications technology in environment management and research has witnessed a renaissance in recent years. From optical sensor technology, expert systems, GIS and communications technologies to computer aided harvesting and yield prediction, these systems are increasable used for applications developing in the management sector of natural resources and biodiversity. This paper presents an environmental decision support system, used to monitor biodiversity and present a risk rating for the invasion of pests into the particular systems being examined. This system will utilise expert mobile technology coupled with artificial intelligence and predictive modelling, and will emphasize the potential for expansion into many areas of intelligent remote sensing and computer aided decision-making for environment management or certification. Monitoring and prediction in natural systems, harnessing the potential of computing and communication technologies is an emerging technology within the area of environmental management. This research will lead to the initiation of a hardware and software multi tier decision support system for environment management allowing an evaluation of areas for biodiversity or areas at risk from invasive species, based upon environmental factors/systems.

The Clean Coal Technology Demonstration Program (CCT Program), a model of government and industry cooperation, responds to the Department of Energy's (DOE) mission to foster a secure and reliable energy system that is environmentally and economically sustainable. The CCT Program represents an investment of over $5.2 billion in advanced coal-based technology, with industry and state governments providing an unprecedented 66 percent of the funding. With 26 of the 38 active projects having completed operations, the CCT Program has yielded clean coal technologies (CCTs) that are capable of meeting existing and emerging environmental regulations and competing in a deregulated electric powermore » marketplace. The CCT Program is providing a portfolio of technologies that will assure that U.S. recoverable coal reserves of 274 billion tons can continue to supply the nation's energy needs economically and in an environmentally sound manner. As the nation embarks on a new millennium, many of the clean coal technologies have realized commercial application. Industry stands ready to respond to the energy and environmental demands of the 21st century, both domestically and internationally, For existing power plants, there are cost-effective environmental control devices to control sulfur dioxide (S02), nitrogen oxides (NO,), and particulate matter (PM). Also ready is a new generation of technologies that can produce electricity and other commodities, such as steam and synthetic gas, and provide efficiencies and environmental performance responsive to global climate change concerns. The CCT Program took a pollution prevention approach as well, demonstrating technologies that remove pollutants or their precursors from coal-based fuels before combustion. Finally, new technologies were introduced into the major coal-based industries, such as steel production, to enhance environmental performance. Thanks in part to the CCT Program, coal--abundant, secure, and economical--can continue in its role as a key component in the U.S. and world energy markets. The CCT Program also has global importance in providing clean, efficient coal-based technology to a burgeoning energy market in developing countries largely dependent on coal. Based on 1997 data, world energy consumption is expected to increase 60 percent by 2020, with almost half of the energy increment occurring in developing Asia (including China and India). By 2020, energy consumption in developing Asia is projected to surpass consumption in North America. The energy form contributing most to the growth is electricity, as developing Asia establishes its energy infrastructure. Coal, the predominant indigenous fuel, in that region will be the fuel of choice in electricity production. The CCTs offer a means to mitigate potential environmental problems associated with unprecedented energy growth, and to enhance the U.S. economy through foreign equipment sales and engineering services.« less

Emerging Technologies for Environmental Remediation: Integrating Data and Judgment.

Emerging technologies present significant challenges to researchers, decision-makers, industry professionals, and other stakeholder groups due to the lack of quantitative risk, benefit, and cost data associated with their use. Multi-criteria decision analysis (MCDA) can support early decisions for emerging technologies when data is too sparse or uncertain for traditional risk assessment. It does this by integrating expert judgment with available quantitative and qualitative inputs across multiple criteria to provide relative technology scores. Here, an MCDA framework provides preliminary insights on the suitability of emerging technologies for environmental remediation by comparing nanotechnology and synthetic biology to conventional remediation methods. Subject matter experts provided judgments regarding the importance of criteria used in the evaluations and scored the technologies with respect to those criteria. The results indicate that synthetic biology may be preferred over nanotechnology and conventional methods for high expected benefits and low deployment costs but that conventional technology may be preferred over emerging technologies for reduced risks and development costs. In the absence of field data regarding the risks, benefits, and costs of emerging technologies, structuring evidence-based expert judgment through a weighted hierarchy of topical questions may be helpful to inform preliminary risk governance and guide emerging technology development and policy.

As a newly appeared trade mode in recent years, reverse outsourcing has made a great impact on traditional trade modes. This paper researched the influences of reverse outsourcing on green technological progress from the perspective of a global supply chain by using micro-data of enterprises. It worked out the rate of green technological progress from two innovative concepts: potential production technology and practical production technology. The empirical analysis results indicated that reverse outsourcing stimulates, and enterprise size and ownership type potentially affects, green technological progress. State-owned or foreign enterprises with high income levels would pay more attention to environmental protection, energy saving, and emission reduction, while small and micro enterprises with low incomes would choose to ignore environmental protection. Advanced reactors and associated fuel cycle facilities: safety and environmental impacts.

The safety and environmental impacts of new technology and fuel cycle approaches being considered in current U.S. nuclear research programs are contrasted to conventional technology options in this paper. Two advanced reactor technologies, the sodium-cooled fast reactor (SFR) and the very high temperature gas-cooled reactor (VHTR), are being developed. In general, the new reactor technologies exploit inherent features for enhanced safety performance. A key distinction of advanced fuel cycles is spent fuel recycle facilities and new waste forms. In this paper, the performance of existing fuel cycle facilities and applicable regulatory limits are reviewed. Technology options to improve recycle efficiency, restrict emissions, and/or improve safety are identified. For a closed fuel cycle, potential benefits in waste management are significant, and key waste form technology alternatives are described. Copyright © 2010 Health Physics Society

As part of a cooperative agreement with the United States Department of Energy (DOE) - entitled Technology's Impact on Production: Developing Environmental Solutions at the State and National Level - the Interstate Oil and Gas Compact Commission (IOGCC) has been tasked with assisting state governments in the effective, efficient, and environmentally sound regulation of the exploration and production of natural gas and crude oil, specifically in relation to orphaned and abandoned wells and wells nearing the end of productive life. Project goals include: (1) Developing (a) a model framework for prioritization and ranking of orphaned or abandoned well sites; (b)more » a model framework for disbursement of Energy Policy Act of 2005 funding; and (c) a research study regarding the current status of orphaned wells in the nation. Greywater reuse is an attractive option for the sustainable management of water under water scarcity circumstances, within a water circular economy restorative thinking framework. Its successful deployment relies on the availability of low cost and environmentally friendly technologies. The life cycle assessment (LCA) approach provides the appropriate methodological tool for the evaluation of alternative treatments based on environmental decision criteria and, therefore, it is highly useful during the process conceptual design. This methodology should be employed in the early design phase to select those technologies with lower environmental impact. This work reports the comparative LCA of three scenarios for greywater reuse: photocatalysis, photovoltaic solar-driven photocatalysis and membrane biological reactor, in order to help the selection of the most environmentally friendly technology. The study has been focused on the removal of the surfactant sodium dodecylbenzenesulfonate, which is used in the formulation of detergents and personal care products and, thus, widely present in greywater. LCA was applied using the Environmental Sustainability Assessment methodology to obtain two main environmental indicators in order to simplify the decision making process: natural resources and environmental burdens. Energy consumption is the main contributor to both indicators owing to the high energy consumption of the light source for the photocatalytic greywater treatment. In order to reduce its environmental burdens, the most desirable scenario would be the use of solar light for the photocatalytic transformation. However, while the technological challenge of direct use of solar light is approached, the environmental suitability of the photovoltaic solar energy driven photocatalysis technology to greywater reuse has been demonstrated, as it involves the smallest environmental impact among the three studied alternatives. An attributional life cycle analysis (LCA) was developed to compare the environmental performances of two waste-to-energy (WtE) units, which utilize the predominant technologies among those available for combustion and gasification processes: a moving grate combustor and a vertical shaft gasifier coupled with direct melting. The two units were assumed to be fed with the same unsorted residual municipal waste, having a composition estimated as a European average. Data from several plants in operation were processed by means of mass and energy balances, and on the basis of the flows and stocks of materials and elements inside and throughout the two units, as provided by a specific substance flow analysis. The potential life cycle environmental impacts related to the operations of the two WtE units were estimated by means of the Impact 2002+ methodology. They indicate that both the technologies have sustainable environmental performances, but those of the moving grate combustion unit are better for most of the selected impact categories. The analysis of the contributions from all the stages of each specific technology suggests where improvements in technological solutions and management criteria should be focused to obtain further and remarkable environmental improvements. The Savannah River Site (SRS) is a 310-square-mile United States Department of Energy nuclear facility located along the Savannah River near Aiken, South Carolina. During operations, which started in 1951, hazardous substances (chemicals and radionuclides) were released to the environment. The releases occurred as a result of inadvertent spills and waste disposal in unlined pits and basins which was common practice before environmental regulations existed. The hazardous substances have migrated to the vadose zone and groundwater in many areas of the SRS, resulting in 515 waste units that are required by environmental regulations, to undergo characterization and, if needed, remediation.more » In the initial years of the SRS environmental cleanup program (early 1990's), the focus was to use common technologies (such as pump and treat, air stripping, excavation and removal) that actively and tangibly removed contamination. Exclusive use of these technologies required continued and significant funding while often failing to meet acceptable clean-up goals and objectives. Recognizing that a more cost-effective approach was needed, SRS implemented new and complementary remediation methods focused on active and passive technologies targeted to solve specific remediation problems. Today, SRS uses technologies such as chemical / pH-adjusting injection, phyto-remediation, underground cutoff walls, dynamic underground stripping, soil fracturing, microbial degradation, baro-balls, electrical resistance heating, soil vapor extraction, and micro-blowers to more effectively treat contamination at lower costs. Additionally, SRS's remediation approach cost effectively maximizes cleanup as SRS works pro-actively with multiple regulatory agencies. Using GIS, video, animation, and graphics, SRS is able to provide an accurate depiction of the evolution of SRS groundwater and vadose zone cleanup activities to convince stakeholders and regulators of the effectiveness of various cleanup technologies. Remediating large, complex groundwater plumes using state of-the art technologies and approaches is a hallmark of years of experience and progress. A demonstration of screening technologies for determining the presence of dioxin and dioxin-like compounds in soil and sediment was conducted under the U.S. Environmental Protection Agency's(EPA's) Superfund Innovative Technology Evaluation Program in Saginaw, Michigan in 2004. The objectives of the demonstration included evaluating each participating technology's accuracy, precision, sensitivity, sample throughput, tendency for matrix effects, and cost. The test also included an assessment of how well the technology's results compared to those generated by established laboratory methods using high-resolution mass spectrometry (HRMS). The demonstration objectives were accomplished by evaluating the results generated by each technology from 209 soil, sediment, and extract samples. The test samples included performance evaluation (PE) samples (i.e., contaminant concentrations were certified or the samples were spiked with known contaminants) and environmental samples collected from 10 different sampling locations. The PE and environmental samples were distributed to the technology developers in blind, random order. One of the participants in the original SITE demonstration was Hybrizyme Corporation, which demonstrated the use of the AhRC PCR Kit. The AhRC PCR Kit was a technology that reported the concentration of aryl hydrocarbon receptor (AhR) binding compounds in a sample, with units reported as Ah Receptor Binding Units (AhRBU). Coal combustion produces a large amount of acidic gas, which is the main cause of acid rain and other natural disasters. Flue Gas Desulfurization (FGD) is a necessary requirement for clean coal combustion. Compared with the traditional chemical desulfurization technology, biological desulfurization has the advantages of low operating cost, without secondary pollution, low carbon emission and the additional economic benefits. The process and structure of BioDeSOx which as one of Bio-FGD technology is introduced. The major factors that influent BioDeSOx Bio- FGD system is the pH, oxidation reduction potential (-300 MV to -400MV), electrical conductivity, the adding amount of nutrient and temperature (30°C-40°C). Taking the Bio- FGD project of Yixing xielian thermal power plant as an example, the BioDeSOx technology was applied in this project. The environmental and economic benefits of the project were greater than the traditional desulfurization technology. With the continuous improvement of environmental safety standards, Bio- FGD technology will have broad application prospects.

This paper reviews the application of carbonation technology to the environmental industry as a way of reducing carbon dioxide (CO2), a green house gas, including the presentation of related projects of our research group. An alternative technology to very slow natural carbonation is the co-called ‘accelerated carbonation’, which completes its fast reaction within few hours by using pure CO2. Carbonation technology is widely applied to solidify or stabilize solid combustion residues from municipal solid wastes, paper mill wastes, etc. and contaminated soils, and to manufacture precipitated calcium carbonate (PCC). Carbonated products can be utilized as aggregates in the concrete industry and as alkaline fillers in the paper (or recycled paper) making industry. The quantity of captured CO2 in carbonated products can be evaluated by measuring mass loss of heated samples by thermo-gravimetric (TG) analysis. The industrial carbonation technology could contribute to both reduction of CO2 emissions and environmental remediation. PMID:20195442

New technologies and methods for assessing human exposure to chemicals, dietary and lifestyle factors, infectious agents, and other stressors provide an opportunity to extend the range of human health investigations and advance our understanding of the relationship between environmental exposure and disease. An ad hoc Committee on Environmental Exposure Technology Development was convened to identify new technologies and methods for deriving personalized exposure measurements for application to environmental health studies. The committee identified a “toolbox” of methods for measuring external (environmental) and internal (biologic) exposure and assessing human behaviors that influence the likelihood of exposure to environmental agents. The methods use environmental sensors, geographic information systems, biologic sensors, toxicogenomics, and body burden (biologic) measurements. We discuss each of the methods in relation to current use in human health research; specific gaps in the development, validation, and application of the methods are highlighted. We also present a conceptual framework for moving these technologies into use and acceptance by the scientific community. The framework focuses on understanding complex human diseases using an integrated approach to exposure assessment to define particular exposure–disease relationships and the interaction of genetic and environmental factors in disease occurrence. Improved methods for exposure assessment will result in better means of monitoring and targeting intervention and prevention programs. PMID:16002370

The Y-12 Plant Decontamination and Decommissioning Technology Logic Diagram for Building 9201-4 (TLD) was developed to provide a decision-support tool that relates decontamination and decommissioning (D and D) problems at Bldg. 9201-4 to potential technologies that can remediate these problems. This TLD identifies the research, development, demonstration, testing, and evaluation needed for sufficient development of these technologies to allow for technology transfer and application to D and D and waste management (WM) activities. It is essential that follow-on engineering studies be conducted to build on the output of this project. These studies will begin by selecting the most promising technologiesmore » identified in the TLD and by finding an optimum mix of technologies that will provide a socially acceptable balance between cost and risk. The TLD consists of three fundamentally separate volumes: Vol. 1 (Technology Evaluation), Vol. 2 (Technology Logic Diagram), and Vol. 3 (Technology Evaluation Data Sheets). Volume 2 contains the logic linkages among environmental management goals, environmental problems, and the various technologies that have the potential to solve these problems. Volume 2 has been divided into five sections: Characterization, Decontamination, Dismantlement, Robotics/Automation, and Waste Management. Each section contains logical breakdowns of the Y-12 D and D problems by subject area and identifies technologies that can be reasonably applied to each D and D challenge.« less
