The International Technology Program (IT?), formerly the international Technology Exchange Program (ITEP), of the Department of Energy`s (DOE`s) Office of Environmental Restoration and Waste Management (EM) is responsible for promoting: (1) the import of innovative technologies to better address EM`s needs; and (2) the export of US services into foreign markets to enhance US competitiveness. Under this program: (1) the environmental restoration market in Germany was evaluated, including the description of the general types of environmental problems, the environmental regulations, and specific selected contaminated sites; and (2) potentially innovative environmental restoration technologies, either commercially available or under development in Germany,more » were identified, described and evaluated. It was found that: (1) the environmental restoration market in Germany is very large, on the order of several billion US dollars per year, with a significant portion possibly available to US businesses; and (2) a large number (54) of innovative environmental restoration technologies, which are either commercially available or under development in Germany, may have some benefit to the DOE EM program and should be considered for transfer to the US.« less

This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmentalmore » concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.« less

This paper will discuss environmental education mentoring and continuing education programs that are being implemented by the Partnership for Environmental Technology Education (PETE) organization. PETE is a national organization whose purpose is to promote quality environmental training and education by operating cooperative programs that enhance partnerships between community colleges, business and industry, and government. The first program is the Faculty Associate in Science and Technology, or FAST program. The goal of this program is to offer professional internships to environmental science and technology college instructors. Funded by a grant from the National Science Foundation, this program has offered over 150more » internships during the last 3 years. College instructors were placed with a variety of host sites, including private companies, environmental consulting companies, federal laboratories, and environmental regulatory agencies. They worked from 4--8 weeks side-by-side with environmental professionals in a variety of fields. The program has two main goals, first, to provide college instructors with the latest environmental information and techniques available so they can incorporate them into their course curriculum. The second goal is for the instructors to gather information from the organizations they intern with as to the kinds of knowledge and skills they want in their future environmental employees. The college instructors can then modify their curriculum and degree programs to better reflect the needs of employers. Additionally, these internships provide the opportunity for college instructors to enter into mentoring relationships with real world environmental professionals. The second program involves the annual continuing education conferences held by regional PETE offices during the school year.« less

The Office of Environmental Management (EM) is responsible for cleaning up the legacy of radioactive and chemically hazardous waste at contaminated sites and facilities throughout the U.S. Department of Energy (DOE) nuclear weapons complex, preventing further environmental contamination, and instituting responsible environmental management. Initial efforts to achieve this mission resulted in the establishment of environmental restoration and waste management programs. However, as EM began to execute its responsibilities, decision makers became aware that the complexity and magnitude of this mission could not be achieved efficiently, affordably, safely, or reasonably with existing technology. Once the need for advanced cleanup technologies becamemore » evident, EM established an aggressive, innovative program of applied research and technology development. The Office of Technology Development (OTD) was established in November 1989 to advance new and improved environmental restoration and waste management technologies that would reduce risks to workers, the public, and the environment; reduce cleanup costs; and devise methods to correct cleanup problems that currently have no solutions. In 1996, OTD added two new responsibilities - management of a Congressionally mandated environmental science program and development of risk policy, requirements, and guidance. OTD was renamed the Office of Science and Technology (OST). Over the years, pollution prevention has proven to be a means to comply with environmental regulations, improve product performance and reduce costs. The NASA Acquisition Pollution Prevention (AP2) Program was created to help individual NASA Centers and programs work together to evaluate and adopt environmentally preferable technologies and practices. The AP2 Program accomplishes its mission using a variety of tools such as networking, information/technology exchange and partnering. Due to its extensive network of contacts, the AP2 Program is an excellent resource for finding existing solutions to problems. If no solution is readily known, the AP2 Program works to identify potential solutions and partners for demonstration/ validation projects. Partnering to prevent pollution is a cornerstone of NASA's prime mission and the One NASA Initiative. This annual newsletter highlights some of our program's collaborative efforts. I believe you will discover how the AP2 Program is responsive in meeting the Agency's environmental management strategic plans.

The intent of the Environmental Management Science Program is to: (1) Provide scientific knowledge that will revolutionize technologies and cleanup approaches to significantly reduce future costs, schedules, and risks. The adoption of Information and Communication Technologies (ICT) in environmental management has become a significant demand nowadays with the rapid growth of environmental information. This paper presents a prototype Environmental Management Information System (EMIS) that was developed to provide a systematic way of managing environmental data and human resources of an environmental organization. The system was designed using programming languages, a Database Management System (DBMS) and other technologies and programming tools and combines information from the relational database in order to achieve the principal goals of the environmental organization. The developed application can be used to store and elaborate information regarding: human resources data, environmental projects, observations, reports, data about the protected species, environmental measurements of pollutant factors or other kinds of analytical measurements and also the financial data of the organization. Furthermore, the system supports the visualization of spatial data structures by using geographic information systems (GIS) and web mapping technologies. This paper describes this prototype software application, its structure, its functions and how this system can be utilized to facilitate technology-based environmental management and decision-making process.

The Clean Coal Technology Demonstration Program (CCT Program), a model of government and industry cooperation, responds to the Department of Energy's (DOE) mission to foster a secure and reliable energy system that is environmentally and economically sustainable. The CCT Program represents an investment of over $5.2 billion in advanced coal-based technology, with industry and state governments providing an unprecedented 66 percent of the funding. With 26 of the 38 active projects having completed operations, the CCT Program has yielded clean coal technologies (CCTs) that are capable of meeting existing and emerging environmental regulations and competing in a deregulated electric powermore » marketplace. The CCT Program is providing a portfolio of technologies that will assure that U.S. recoverable coal reserves of 274 billion tons can continue to supply the nation's energy needs economically and in an environmentally sound manner. As the nation embarks on a new millennium, many of the clean coal technologies have realized commercial application. Industry stands ready to respond to the energy and environmental demands of the 21st century, both domestically and internationally, For existing power plants, there are cost-effective environmental control devices to control sulfur dioxide (S02), nitrogen oxides (NO,), and particulate matter (PM). Also ready is a new generation of technologies that can produce electricity and other commodities, such as steam and synthetic gas, and provide efficiencies and environmental performance responsive to global climate change concerns. The CCT Program took a pollution prevention approach as well, demonstrating technologies that remove pollutants or their precursors from coal-based fuels before combustion. Finally, new technologies were introduced into the major coal-based industries, such as steel production, to enhance environmental performance. Thanks in part to the CCT Program, coal--abundant, secure, and economical--can continue in its role as a key component in the U.S. and world energy markets. The CCT Program also has global importance in providing clean, efficient coal-based technology to a burgeoning energy market in developing countries largely dependent on coal. Based on 1997 data, world energy consumption is expected to increase 60 percent by 2020, with almost half of the energy increment occurring in developing Asia (including China and India). By 2020, energy consumption in developing Asia is projected to surpass consumption in North America. The energy form contributing most to the growth is electricity, as developing Asia establishes its energy infrastructure. Coal, the predominant indigenous fuel, in that region will be the fuel of choice in electricity production. The CCTs offer a means to mitigate potential environmental problems associated with unprecedented energy growth, and to enhance the U.S. economy through foreign equipment sales and engineering services.« less

Critical human capacity in Geographic Information Science (GISc) is developed at the Botswana International University of Science and Technology, a specialized, research university. Strategies employed include GISc courses offered each semester to students from various programs, the conduct of field-based projects, enrolment in online courses, geo-spatial initiatives with external partners, and final year research projects utilizing geospatial technologies. A review is made of available GISc courses embedded in the Bachelor of Science Environmental Science program. GISc courses are incorporated in three Bachelor degree programs as distinct courses. Geospatial technologies are employed in several other courses. Student researches apply GIS and Remote Sensing methods to environmental and geological themes. The overarching goals are to equip students in various disciplines to utilize geospatial technologies, and enhance their spatial thinking and reasoning skills.

A joint Air Force/NASA comprehensive research and technology program on spacecraft environmental interactions to develop technology to control interactions between large spacecraft systems and the charged-particle environment of space is described. This technology will support NASA/Department of Defense operations of the shuttle/IUS, shuttle/Centaur, and the force application and surveillance and detection missions, planning for transatmospheric vehicles and the NASA space station, and the AFSC military space system technology model. The program consists of combined contractual and in-house efforts aimed at understanding spacecraft environmental interaction phenomena and relating results of ground-based tests to space conditions. A concerted effort is being made to identify project-related environmental interactions of concern. The basic properties of materials are being investigated to develop or modify the materials as needed. A group simulation investigation is evaluating basic plasma interaction phenomena to provide inputs to the analytical modeling investigation. Systems performance is being evaluated by both groundbased tests and analysis.

To achieve energy savings, emerging energy management technologies and programs require customer adoption. Although a variety of models can be used to explain the adoption of energy management technologies and programs, they overlook the seemingly unconventional element of level of affiliation with nature. In fact, connectedness to nature has been identified as an important driver of many pro-environmental behaviors, but its role in pro-environmental technology adoption is also not well understood. Can affiliation with nature help to bridge the apparent gap—and complex chain of events—between sustainable technology adoption and protecting natural resources? Based on survey data from 856 southern Californiamore » residents, this study investigated the influence of connectedness to nature and other factors on intentions to adopt five energy management technologies and programs: using three platforms to monitor home energy use (website, mobile phone application, in-home display); signing up for a time-of-use pricing plan; and participating in demand response events. Regression results showed that nature connectedness was the strongest predictor of all outcomes such that higher nature connectedness predicted greater likelihood of technology and program adoption. In conclusion, these findings suggest that connectedness to nature may facilitate “bridging the logic gap” between sustainable innovation adoption and environmental protection.« less

This paper describes the spacecraft and subsystem level mechanical environmental test program which was developed for the Communications Technology Satellite (CTS). At the spacecraft level it includes sine and random vibration, static loading, centrifuge loading, pyrotechnic and separation shock simulation and (tentatively) acoustics. At the subsystem level it entails the same type of environmental exposure as applicable. Matrices of system and subsystem tests are presented showing type, level and hardware status for each major test.

The likely facets of a nationwide phosphoric acid fuel cell (PAFC) power plant commercial system are described. The beneficial and adverse environmental impacts produced by the system are assessed. Eleven specific system activities are characterized and evaluated. Also included is a review of fuel cell technology and a description of DOE's National Fuel Cell Program. Based on current and reasonably foreseeable PAFC characteristics, no environmental or energy impact factor was identified that would significantly inhibit the commercialization of PAFC power plant technology.

The main objectives and requirements of the NASA/Marshall Space Flight Center Technology Demonstration Program are discussed. The program consists of a comparative test and a 90-day manned system test to evaluate an Environmental Control and Life Support System (ECLSS). In the comparative test phase, 14 types of subsystems which perform oxygen and water reclamation functions are to be examined in terms of performance maintenance/service requirements, reliability, and safety. The manned chamber testing phase involves a four person crew using a partial ECLSS for 90 days. The schedule for the program and the program hardware requirements are described.

The Technology Evaluation for Environmental Risk Mitigation (TEERM) Principal Center and its predecessor organization the Acquisition Pollution Prevention Program (AP2) supported the National Aeronautics and Space Administration (NASA) in identifying technology solutions to risks and costs to NASA programs driven by environmental regulations and requirements. TEERM researched the commercial and government marketplace to locate viable and available technologies that met NASAs needs. TEERM focused on addressing environmentally-driven risks of direct concern to NASA programs and facilities, including hazardous materials in NASA operations and materials that became obsolescent because of environmental regulations. TEERM projects aimed to reduce cost; ensure the health and safety of people, assets, and the environment; promote efficiency; and minimize duplication. Major TEERM and AP2 projects focused on waste minimization and hazardous waste treatment, recycling, corrosion prevention and control, solvent and ozone depleting substances substitution, and aqueous based cleaners. In 2017, NASA made the decision to terminate the TEERM Principal Center. This Compendium Report documents TEERM and AP2 project successes. The Compendium Report traces the evolution of TEERM based on evolving risks and requirements for NASA and its relationship to the Space Shuttle Program, the United States Department of Defense, the European Space Agency, and other public and private stakeholders. This Compendium Report also documents project details from Project Summaries and Joint Test Plans and describes project stakeholders and collaborative effort results.

NASA s Ultra-Efficient Engine Technology (UEET) program was formed in 1999 at Glenn Research Center to manage an important national propulsion program for the Space Agency. The UEET program s focus is on developing innovative technologies to enable intelligent, environmentally friendly, and clean-burning turbine engines capable of reducing harmful emissions while maintaining high performance and increasing reliability. Seven technology projects exist under the program, with each project working towards specific goals to provide new technology for propulsion. One of these projects, Materials and Structures for High Performance, is concentrating on developing and demonstrating advanced high-temperature materials to enable high-performance, high-efficiency, and environmentally compatible propulsion systems. Materials include ceramic matrix composite (CMC) combustor liners and turbine vanes, disk alloys, turbine airfoil material systems, high-temperature polymer matrix composites, and lightweight materials for static engine structures.

Continuous assessments regarding the suitability of candidate technologies for manned Space Stations will be needed over the next several years to obtain a basis for recommending the optimum system for an Initial Operating Capability (IOC) Space Station which is to be launched in the early 1990's. This paper has the objective to present analysis programs, the candidate recommendations, and the recommended approach for integration these candidates into the NASA Space Station reference configuration. Attention is given to ECLSS (Environmental Control and Life Support System) technology assessment program, an analysis approach for candidate technology recommendations, mission model variables, a candidate integration program, metabolic oxygen recovery, urine/flush water and all waste water recovery, wash water and condensate water recovery, and an integration analysis.

This plan covers robotics Research, Development, Demonstration, Testing and Evaluation activities in the Program for the next five years. These activities range from bench-scale R D to full-scale hot demonstrations at DOE sites. This plan outlines applications of existing technology to near-term needs, the development and application of enhanced technology for longer-term needs, and initiation of advanced technology development to meet those needs beyond the five-year plan. The objective of the Robotic Technology Development Program (RTDP) is to develop and apply robotics technologies that will enable Environmental Restoration and Waste Management (ER WM) operations at DOE sites to be safer,more » faster and cheaper. Five priority DOE sites were visited in March 1990 to identify needs for robotics technology in ER WM operations. This 5-Year Program Plan for the RTDP detailed annual plans for robotics technology development based on identified needs. In July 1990 a forum was held announcing the robotics program. Over 60 organizations (industrial, university, and federal laboratory) made presentations on their robotics capabilities. To stimulate early interactions with the ER WM activities at DOE sites, as well as with the robotics community, the RTDP sponsored four technology demonstrations related to ER WM needs. From 1993 through 1997 NASA and the National Science Foundation (NSF), developed a variety of environmental infrastructure technologies for use at the Amundsen-Scott South Pole Station. The objective of this program was to reduce the cost of operating the South Pole Station, reduce the environmental impact of the Station, and to increase the quality of life for Station inhabitants. The result of this program was the development of a set of sustainability technologies designed specifically for Polar applications. In the intervening eight years many of the technologies developed through this program have been commercialized and tested in extreme environments and are now available for use throughout Antarctica and circumpolar north. The objective of this document is to provide information covering technologies that might also be applicable to the British Antarctic Survey s (BAS) proposed new Halley VI Research Station. All technologies described are commercially available.

In this 1977 Environmental Message, President Carter directed the establishment of a joint program to identify the health and environmental problems associated with advanced energy technologies and to review the adequacy of present research programs. In response to the President's directive, representatives of three agencies formed the Federal Interagency Committee on the Health and Environmental Effects of Energy Technologies. This paper provides an overview of the NASA High-Speed Research (HSR) Program dedicated to establishing the technology foundation to support the US transport industry's decision for an environmentally acceptable, economically viable 300 passenger, 5000 n.mi., Mach 2.4 aircraft. The HSR program, begun in 1990, is supported by a team of US aerospace companies. The international economic stakes are high. The projected market for more than 500 High-Speed Civil Transport (HSCT) airplanes introduced between the years 2000 and 2015 translates to more than $200 billion in aircraft sales, and the potential of 140,000 new jobs. The paper addresses the history of supersonic commercial air transportation beginning with the Concorde and TU-144 developments in the early 1960 time period. The technology goals for the HSR program are derived from market study results, projections on environmental requirements, and technical goals for each discipline area referenced to the design and operational features of the Concorde. Progress since the inception of the program is reviewed and a summary of some of the lessons learned will be highlighted. An outline is presented of the remaining technological challenges. Emphasis in this paper will be on the traditional aeronautical technologies that lead to higher performance to ensure economic viability. Specific discussion will center around aerodynamic performance, flight deck research, materials and structures development and propulsion systems. The environmental barriers to the HSCT and that part of the HSR program that addresses those technologies are reviewed and assessed in a companion paper.

The Environmental Monitoring for Public Access and Community Tracking (EMPACT) program is a unique initiative to provide time-relevant environmental information that is easily accessible and clearly communicated to residents in 86 of the nation's largest metropolitan areas. EMPACT is a US Environmental Protection Agency (EPA) program to use innovative and time-relevant monitoring and communication technologies. President Clinton articulated his vision for right-to-know programs when he directed the EPA to provide local environmental information to communities. EPA Administrator Carol Browner created EMPACT and other programs to meet this vision, giving EMPACT the goal of providing timely, useful and accurate environmental andmore » public health information to all Americans. This paper is an analysis of the status of the EMPACT program during its first 2 years. EMPACT has launched 27 environmental monitoring and communication projects, including metropolitan grants, EPA Headquarter and Regional projects, and research activities. These projects are located in 37 states and 68 cities throughout the United States, and represent significant progress towards EMPACT's goal of reaching 86 major metropolitan areas throughout all 50 states, the District of Columbia and Puerto Rico by 2001. These projects focus on five principles established by EPA Administrator Browner: using advanced technology and science, establishing partnerships, increasing public access to data, communicating useful action-oriented information, and establishing a framework for sharing monitoring techniques and data between projects.« less

In its beginning, the U.S. Department of Energy (DOE) Office of Environmental Management (EM) viewed private industry as lacking adequate technology know-how to meet demands of hazardous and radioactive waste problems at the DOE`s laboratories and nuclear weapons production facilities. In November 1989, EM`s Office of Technology Development (recently renamed the Office of Science and Technology) embarked on a bold program of developing and demonstrating {open_quotes}innovative{close_quotes} waste cleanup technologies that would be safer, faster, more effective, and less expensive than the {open_quotes}baseline{close_quotes} commercial methods. This program has engaged DOE sites, national laboratories, and universities to produce preferred solutions to the problems of handling and treating DOE wastes. More recently, much of this work has shifted to joint efforts with private industry partners to accelerate the use of newly developed technologies and to enhance existing commercial methods. To date, the total funding allocation to the Office of Science and Technology program has been aboutmore » $2.8 billion. If the technology applications` projects of the EM Offices of Environmental Restoration and Waste Management are included, the total funding is closer to $$4 billion. Yet, the environmental industry generally has not been very receptive to EM`s innovative technology offerings. And, essentially the same can be said for DOE sites. According to the U.S. General Accounting Office in an August 1994 report, {open_quotes}Although DOE has spent a substantial amount to develop waste cleanup technologies, little new technology finds its way into the agency`s cleanup actions{close_quotes}. The DOE Baseline Environmental Management Report estimated cleanups of DOE`s Cold War legacy of wastes to require the considerable cost of $$226 billion over a period of 75 years. 1 tab.« less

The CSTI Program was established to provide the foundation for technology development in automation and robotics, information, propulsion, and power. The CSTI High Capacity Power Program builds on the technology efforts of the SP-100 program, incorporates the previous NASA SP-100 Advanced Technology project, and provides a bridge to NASA Project Pathfinder. The elements of CSTI High Capacity Power development include Converrsion Systems, Thermal Management, Power Management, System Diagnostics, and Environmental Interactions. Technology advancement in all areas, including materials, is required to assure the high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems.

This task seeks to identify high priority needs of the Regions and Program Offices for innovative field sampling, characterization, monitoring, and measurement technologies. When an appropriate solution to a specific problem is identified, a field demonstration is conducted to document the performance and cost of the proposed technologies. The use of field analysis almost always provides a savings in time and cost over the usual sample and ship to a conventional laboratory for analysis approach to site characterization and monitoring. With improvements in technology and appropriate quality assurance/quality control, field analysis has been shown to provide high quality data, useful for most environmental monitoring or characterization projects. An emphasis of the program is to seek out innovative solutions to existing problems and to provide the cost and performance data a user would require to make an informed decision regarding the adequacy of a technology to address a specific environmental problem. The objective of this program is to promote the acceptance and use of innovative field technologies by providing well-documented performance and cost data obtained from field demonstrations.

The specific goal of the NSF geothermal program is the rapid development by industry of the nation's geothermal resources that can be demonstrated to be commercially, environmentally and socially acceptable as alternate energy sources. NSF, as the lead agency for the federal geothermal energy research program, is expediting a program which encompasses the objectives necessary for significant utilization. These include: acceleration of exploration and assessment methods to identify commercial geothermal resources; development of innovative and improved technology to achieve economic feasibility; evaluation of policy options to resolve environmental, legal, and institutional problems; and support of experimental research facilities for each type of geothermal resource. Specific projects in each of these four objective areas are part of the NSF program for fiscal year 1975.

The Environmentally Friendly Drilling (EFD) program addresses new low-impact technology that reduces the footprint of drilling activities, integrates light weight drilling rigs with reduced emission engine packages, addresses on-site waste management, optimizes the systems to fit the needs of a specific development sites and provides stewardship of the environment. In addition, the program includes industry, the public, environmental organizations, and elected officials in a collaboration that addresses concerns on development of unconventional natural gas resources in environmentally sensitive areas. The EFD program provides the fundamentals to result in greater access, reasonable regulatory controls, lower development cost and reduction of themore » environmental footprint associated with operations for unconventional natural gas. Industry Sponsors have supported the program with significant financial and technical support. This final report compendium is organized into segments corresponding directly with the DOE approved scope of work for the term 2005-2009 (10 Sections). Each specific project is defined by (a) its goals, (b) its deliverable, and (c) its future direction. A web site has been established that contains all of these detailed engineering reports produced with their efforts. This programmatic environmental analysis is an initial assessment of OTEC technology considering development, demonstration and commercialization; it is concluded that the OTEC development program should continue because the development, demonstration, and commercialization on a single-plant deployment basis should not present significant environmental impacts. However, several areas within the OTEC program require further investigation in order to assess the potential for environmental impacts from OTEC operation, particularly in large-scale deployments and in defining alternatives to closed-cycle biofouling control: (1) Larger-scale deployments of OTEC clusters or parks require further investigations in order to assess optimal platform siting distances necessary to minimize adversemore » environmental impacts. (2) The deployment and operation of the preoperational platform (OTEC-1) and future demonstration platforms must be carefully monitored to refine environmental assessment predictions, and to provide design modifications which may mitigate or reduce environmental impacts for larger-scale operations. These platforms will provide a valuable opportunity to fully evaluate the intake and discharge configurations, biofouling control methods, and both short-term and long-term environmental effects associated with platform operations. (3) Successful development of OTEC technology to use the maximal resource capabilities and to minimize environmental effects will require a concerted environmental management program, encompassing many different disciplines and environmental specialties.« less

Technological advances and accessibility to information on the internet have opened a new channel of pupils that are being taught by students throughout the country. Students, full of motivation and a will to learn and teach, have understood that this way is good for them – enabling them to profit from a side job and take advantage of the knowledge they have accumulated in their degree. Holon Institute of Technology (“HIT”) developed a new program at the Faculty of Electrical Engineering. The Renewable Energy program gives the students technical and practical aspects of energy use (technology and methodology of the study) and energy efficiency. The program also deals with minimizing the environmental impacts of energy use, as well as with energy economy and environmental policy. The entrance of students to the field of teaching pupils while still in their studies brings many advantages, such as: fresh knowledge, motivation to teach, and innovative, out of the ordinary methods that arouse interest in the pupils and intrigue them.

In 1989, the US Department of Energy (DOE) responded to the need to redirect resources from weapons production to environmental restoration and waste management by establishing the Office of Environmental Management (EM) and delegated to this office the responsibility of cleaning up the US nuclear weapons complex. Now in its eight year, EM`s mission has three central facets: (1) to assess, remediate, and monitor contaminated sites and facilities; (2) to store, treat, and dispose of waste from past and current operations; and (3) to develop and implement innovative technologies for environmental cleanup. To this end, EM has established domestic andmore » international cooperative technology development programs, including one with the Republic of Argentina. Cooperating with Argentine scientific institutes and industries meets US cleanup objectives by: (1) identifying and accessing Argentine EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) fostering the development of innovative environmental technologies by increasing US private sector opportunities in Argentina in EM-related areas.« less

The NASA Fundamental Aeronautics Program Subsonic Fixed Wing Project and Integrated Systems Research Program Environmentally Responsible Aviation Project in the Aeronautics Research Mission Directorate are conducting research on advanced aircraft technology to address the environmental goals of reducing fuel burn, noise and NOx emissions for aircraft in 2020 and beyond. Both Projects, in collaborative partnerships with U.S. Industry, Academia, and other Government Agencies, have made significant progress toward reaching the N+2 (2020) and N+3 (beyond 2025) installed fuel burn goals by fundamental aircraft engine technology development, subscale component experimental investigations, full scale integrated systems validation testing, and development validation of state of the art computation design and analysis codes. Specific areas of propulsion technology research are discussed and progress to date.

One of the major objectives of the renewable energy program is to allow the employment of environmentally benign energy technologies based upon the sun. Other objectives include national energy independence and industrial competitiveness in future energy technology markets. The National Renewable Energy Laboratory (formerly SERI) in Golden, Colorado, has for 15 years been the lead U.S. laboratory in research on photovoltaics, wind energy systems, and ethanol from biomass. During this period, substantional cost reductions were achieved and efficiencies improved. NREL also works closely with industry to facilitate the commercialization of these and related technologies. As much as 50% of NRELmore » funding goes to industry in cost-shared contracts for research and development, planned with industry representatives and the U.S. Department of Energy. Besides lessening dependence on fossil fuels and their short-term environmental impacts, these technologies will also alleviate the impact on the potential global warming issue. Other direct environmental research at NREL is the solar-detox program, in which solar radiation is employed to destroy hazardous organic materials in ground water and other waste streams.« less

Using technologies available today, and assuming current prices, this program is expected to reduce air pollution 5%, while saving the nation's businesses up to 20 billion in electric bills every year. However, these pollution prevention and savings estimates may be low. As Green Lights transforms the market for lighting services by creating a higher demand for better technologies at lower costs, the program will likely achieve even larger pollution reductions and electricity savings. The programmatic environmental analysis is an initial assessment of Ocean Thermal Energy Conversion (OTEC) technology considering development, demonstration and commercialization. It is concluded that the OTEC development program should continue because the development, demonstration, and commercialization on a single-plant deployment basis should not present significant environmental impacts. However, several areas within the OTEC program require further investigation in order to assess the potential for environmental impacts from OTEC operation, particularly in large-scale deployments and in defining alternatives to closed-cycle biofouling control: (1) Larger-scale deployments of OTEC clusters or parks require further investigations in order to assess optimal platform siting distancesmore » necessary to minimize adverse environmental impacts. (2) The deployment and operation of the preoperational platform (OTEC-1) and future demonstration platforms must be carefully monitored to refine environmental assessment predictions, and to provide design modifications which may mitigate or reduce environmental impacts for larger-scale operations. These platforms will provide a valuable opportunity to fully evaluate the intake and discharge configurations, biofouling control methods, and both short-term and long-term environmental effects associated with platform operations. (3) Successful development of OTEC technology to use the maximal resource capabilities and to minimize environmental effects will require a concerted environmental management program, encompassing many different disciplines and environmental specialties. The NASA Environmental Information System (NEIS) is a tool to support the functions of the NASA Operational Environment Team (NOET). The NEIS is designed to provide a central environmental technology resource drawing on all NASA centers' capabilities, and to support program managers who must ultimately deliver hardware compliant with performance specifications and environmental requirements. The NEIS also tracks environmental regulations, usages of materials and processes, and new technology developments. It has proven to be a useful instrument for channeling information throughout the aerospace community, NASA, other federal agencies, educational institutions, and contractors. The associated paper will discuss the dynamic databases within the NEIS, and the usefulness it provides for environmental compliance efforts.
Potential environmental effects of energy conservation measures in northwest industries

The Bonneville Power Administration (Bonneville) has identified 101 plants in the Pacific Northwest that account for 80% of the region's industrial electricity consumption. These plants offer a precise target for a conservation program. PNL determined that most of these 101 plants were represented by 11 major industries. We then reviewed 36 major conservation technologies used in these 11 industrial settings to determine their potential environmental impacts. Energy efficiency technologies designed for industrial use may result in direct or indirect environmental impacts. Effects may result from the production of the conservation measure technology, changes in the working environment due to differentmore » energy and material requirements, or changes to waste streams. Industry type, work-place conditions, worker training, and environmental conditions inside and outside the plant are all key variables that may affect environmental outcomes. To address these issues this report has three objectives: Describe potential conservation measures that Bonneville may employ in industrial programs and discuss potential primary impacts. Characterize industrial systems and processes where the measure may be employed and describe general environmental issues associated with each industry type. Review environmental permitting, licensing, and other regulatory actions required for industries and summarize the type of information available from these sources for further analysis.« less

The Space Environments and Effects (SEE) Program is a multi-center multi-agency program managed by the NASA Marshall Space Flight Center. The program evolved from the Long Duration Exposure Facility (LDEF), analysis of LDEF data, and recognition of the importance of the environments and environmental effects on future space missions. It is a very comprehensive and focused approach to understanding the space environments, to define the best techniques for both flight and ground-based experimentation, to update the models which predict both the environments and the environmental effects on spacecraft, and finally to ensure that this information is properly maintained and inserted into spacecraft design programs. Formal funding of the SEE Program began initially in FY95. A NASA Research Announcement (NRA) solicited research proposals in the following categories: 1) Engineering environment definitions; 2) Environments and effects design guidelines; 3) Environments and effects assessment models and databases; and, 4) Flight/ground simulation/technology assessment data. This solicitation resulted in funding for eighteen technology development activities (TDA's). This paper will present and describe technical results rom the first set of TDA's of the SEE Program. It will also describe the second set of technology development activities which are expected to begin in January 1998. These new technology development activities will enable the SEE Program to start numerous new development activities in support of mission customer needs.

(Summit) is an EOCAP '93 company working in partnership with NASA's Commercial Remote Sensing Program to integrate the use of Geographic Information Systems (GIS) and Remote Sensing (RS) technology into our environmental consulting business. The EOCAP program has allowed us to obtain the hardware and software necessary for this technology that would have been difficult for a small company, such as Summit, to purchase outright. We are integrating GIS/RS into our consulting business in several areas including wellhead protection and environmental assessments. The major emphasis in the EOCAP project is to develop a system, termed RealFlowSM. The goals of RealFlowSM are to reduce client costs associated with environmental compliance (in particular preparation of EPA-mandated Wellhead Protection Plans), more accurately characterize aquifer parameters, provide a scientifically sound basis for delineating Wellhead Protection Areas, and readily assess changes in well field operations and potential impacts of environmental stresses. RealFlowSM utilizes real-time telemetric data, digital imagery, GIS, Global Positioning System (GPS), and field data to characterize a study area at a lower cost. In addition, we are applying this technology in other service areas and showing a reduction in the overall costs for large projects.

This report summarizes the current view of the most important technology needs for the US Department of Energy (DOE) facilities operated by Martin Marietta Energy Systems, Inc. These facilities are the Oak Ridge National Laboratory, the Oak Ridge K-25 Site, the Oak Ridge Y-12 Plant, the Paducah Gaseous Diffusion Plant, and the Portsmouth Gaseous Diffusion Plant. The sources of information used in this assessment were a survey of selected representatives of the Environmental Restoration (ER) programs at each facility, results from a questionnaire distributed by Geotech CWM, Inc., for DOE, and associated discussions with individuals from each facility. Space station environmental control and life support systems test bed program - an overview

As the National Aeronautics and Space Administration (NASA) begins to intensify activities for development of the Space Station, decisions must be made concerning the technical state of the art that will be baselined for the initial Space Station system. These decisions are important because significant potential exists for enhancing system performance and for reducing life-cycle costs. However, intelligent decisions cannot be made without an adequate assessment of new and ready technologies, i.e., technologies which are sufficiently mature to allow predevelopment demonstrations to prove their application feasibility and to quantify the risk associated with their development. Therefore, the NASA has implemented a technology development program which includes the establishment of generic test bed capabilities in which these new technologies and approaches can be tested at the prototype level. One major Space Station subsystem discipline in which this program has been implemented is the environmental control and life support system (ECLSS). Previous manned space programs such as Gemini, Apollo, and Space Shuttle have relied heavily on consumables to provide environmental control and life support services. However, with the advent of a long-duration Space Station, consumables must be reduced within technological limits to minimize Space Station resupply penalties and operational costs. The use of advanced environmental control and life support approaches involving regenerative processes offers the best solution for significant consumables reduction while also providing system evolutionary growth capability. Consequently, the demonstration of these "new technologies" as viable options for inclusion in the baseline that will be available to support a Space Station initial operational capability in the early 1990's becomes of paramount importance. The mechanism by which the maturity of these new regenerative life support technologies will be demonstrated is the Space Station ECLSS Test Bed Program. The Space Station ECLSS Test Bed Program, which is managed by the NASA, is designed to parallel and to provide continuing support to the Space Station Program. The prime objective of this multiphase test bed program is to provide viable, mature, and enhancing technical options in time for Space Station implementation. To accomplish this objective, NASA is actively continuing the development and testing of critical components and engineering preprototype subsystems for urine processing, washwater recovery, water quality monitoring, carbon dioxide removal and reduction, and oxygen generation. As part of the ECLSS Test Bed Program, these regenerative subsystems and critical components are tested in a development laboratory to characterize subsystem performance and to identify areas in which further technical development is required. Proven concepts are then selected for development into prototype subsystems in which flight issues such as packaging and maintenance are addressed. These subsystems then are to be assembled as an integrated system and installed in an integrated systems test bed facility for extensive unmanned and manned testing.

The NASA-UVA Light Aerospace Alloy and Structures Technology (LA2ST) Program was initiated in 1986 and continues with a high level of activity. The objective of the LA2ST Program is to conduct interdisciplinary graduate student research on the performance of next generation, light-weight aerospace alloys, composites and thermal gradient structures in collaboration with NASA-Langley researchers. Specific technical objectives are presented for each research project. We generally aim to produce relevant data and basic understanding of material mechanical response, environmental/corrosion behavior, and microstructure; new monolithic and composite alloys; advanced processing methods; new solid and fluid mechanics analyses; measurement and modeling advances; and a pool of educated graduate students for aerospace technologies. NASA is required by the National Environmental Policy Act (NEPA) to prepare an appropriate level environmental analysis for its major projects. Development of the X-33 Technology Demonstrator and its associated flight test program required an environmental impact statement (EIS) under the NEPA. The EIS process is consists of four parts: the "Notice of Intent" to prepare an EIS and scoping; the draft EIS which is distributed for review and comment; the final ETS; and the "Record of Decision." Completion of this process normally takes from 2 - 3 years, depending on the complexity of the proposed action. Many of the agency's newest fast track, technology demonstration programs require NEPA documentation, but cannot sustain the lengthy time requirement between program concept development to implementation. Marshall Space Flight Center, in cooperation with Kennedy Space Center, accomplished the NEPA process for the X-33 Program in 13 months from Notice of Intent to Record of Decision. In addition, the environmental team implemented an extensive public involvement process, conducting a total of 23 public meetings for scoping and draft EIS comment along with numerous informal meetings with public officials, civic organizations, and Native American Indians. This paper will discuss the fast track approach used to successfully accomplish the NEPA process for X-33 on time.

The technology is expected to provide customers with 75% lower cost than conventional dynamic windows and offer small residences $200 a year of cost savings for energy consumption. This report describes the calendar year 1998 compliance monitoring and environmental surveillance activities of the Lockheed Martin Idaho Technologies Company Environmental Monitoring Program performed at the Idaho National Engineering and Environmental Laboratory. This report includes results of sampling performed by the Drinking Water, Effluent, Storm Water, Groundwater Monitoring, and Environmental Surveillance Programs. This report compares the 1998 results to program-specific regulatory guidelines and past data to evaluate trends. The primary purposes of the monitoring and surveillance activities are to evaluate environmental conditions, to provide and interpret data, to verify compliance with applicable regulations or standards, and to ensure protection ofmore » public health and the environment. Surveillance of environmental media did not identify any previously unknown environmental problems or trends, which would indicate a loss of control or unplanned releases from facility operations. The INEEL complied with permits and applicable regulations, with the exception of nitrogen samples in a disposal pond effluent stream and iron and total coliform bacteria in groundwater downgradient from one disposal pond. The purpose of the study was to examine the effects of technology-infused issue investigations on high school students' environmental and ocean literacies. This study explored the effects of a new educational enrichment program termed Connecting the Ocean, Reefs, Aquariums, Literacy, and Stewardship (CORALS) on high school science students. The study utilized a mixed methods approach combining a quantitative quasi-experimental pre-post test design with qualitative case studies. The CORALS program is a new educational program that combines materials based on the Investigating and Evaluating Environmental Issues and Actions (IEEIA) curriculum program with the digital storytelling process. Over an 18-week period four high school science teachers and their approximately 169 students investigated environmental issues impacting coral reefs through the IEEIA framework. An additional approximately 224 students, taught by the same teachers, were the control group exposed to standard curriculum. Students' environmental literacy was measured through the Secondary School Environmental Literacy Instrument (SSELI) and students' ocean literacy was measured through the Students' Ocean Literacy Viewpoints and Engagement (SOLVE) instrument. Two classrooms were selected as case studies and examined through classroom observations and student and teacher interviews. The results indicated the CORALS program increased the knowledge of ecological principles, knowledge of environmental problems/issues, and environmental attitudes components of environmental literacy for the experimental group students. For ocean literacy, the experimental group students' scores increased for knowledge of ocean literacy principles, ability to identify oceanic environmental problems, and attitudes concerning the ocean. The SSELI measure of Responsible Environmental Behaviors (REB) was found to be significant for the interaction of teacher and class type (experimental or control). The students for Teachers A and B reported a statistically significant increase in the self-reported REB subscales of ecomanagement and consumer/economic action. This indicates the students reported an increase in the REBs they could change within their lifestyles. This study provides baseline data in an area where few quality studies exist to date. Recommendations for practice and administration of the research study instruments are explored. Recommendations for further research include CORALS program modifications, revising the instruments utilized, and what areas of students' environmental and ocean literacies warrant further exploration.

The goal of the U.S. Department of Energy Underground Coal Conversion (UCC) program is to develop the technology to produce clean fuels from coal deposits unsuitable for commercial exploitation by conventional mining techniques. The highest priority is to develop and demonstrate, in conjunction with industry, a commercially feasible process for underground gasification of low-rank coal in the 1985--1987 time period. The program will also attempt to develop cost-effective technologies to utilize steeply dipping seams and bituminous coal by UCC. Results of the program to date indicate that, while UCC is technically feasible, it still contains some process unknowns, environmental risks,more » and economic risks that require R and D. In order to contribute to the national energy goals, a strong DOE program which incorporates maximum industry involvement is planned. Major projects are described in some detail. Finally, a strong program of supporting activities will address specific problems identified in the field testing and will seek to advance UCC technology. In summary, the program's strategy is to remove the high-risk elements of UCC by resolving those technical, environmental, and economic uncertainties that remain, and to enable industry to assume responsibility for commercialization of the process.« less

The U.S. Geological Survey (USGS) Tennessee Water Science Center and the College of Engineering and Technology at Tennessee State University developed a Partnership in Environmental Education and Research (PEER) to support environmental research at TSU and to expand the environmental research capabilities of the USGS in Tennessee. The PEER program is driven by the research needs to better define the occurrence, fate, and transport of contaminants in groundwater and surface water. Research in the PEER program has primarily focused on the transport and remediation of organic contamination in karst settings. Research conducted through the program has also expanded to a variety of media and settings. Research areas include contaminant occurrence and transport, natural and enhanced bioremediation, geochemical conditions in karst aquifers, mathematical modeling for contaminant transport and degradation, new methods to evaluate groundwater contamination, the resuspension of bacteria from sediment in streams, the use of bioluminescence and chemiluminescence to identify the presence of contaminants, and contaminant remediation in wetlands. The PEER program has increased research and education opportunities for students in the College of Engineering, Technology, and Computer Science and has provided students with experience in presenting the results of their research. Students in the program have participated in state, regional, national and international conferences with more than 140 presentations since 1998 and more than 40 student awards. The PEER program also supports TSU outreach activities and efforts to increase minority participation in environmental and earth science programs at the undergraduate and graduate levels. TSU students and USGS staff participate in the TSU summer programs for elementary and high school students to promote earth sciences. The 2007 summer camps included more than 130 students from 20 different States and Washington DC.

An environmental signal representative of an external environmental condition is received. A processing configuration is automatically selected, based on the environmental signal, from a plurality of processing configurations. A reconfigurable processing element is reconfigured to operate according to the selected processing configuration. In some examples, the environmental condition is detected and the environmental signal is generated based on the detected condition.

The purpose of this report is to describe the research programs and program activities of the US Department of Energy (DOE) that most directly relate to topics in the field of environmental geology. In this light, the mission of the DOE and the definition of environmental geology will be discussed. In a broad sense, environmental geology is that branch of earth science that emphasizes the entire spectrum of human interactions with the physical environment that include environmental health, mineral exploration and exploitation, waste management, energy use and conservation, global change, environmental law, natural and man-made hazard assessment, and land-use planning. A large number of research, development, and demonstration programs are under DOE's administration and guidance that directly or indirectly relate to topics in environmental geology. The primary mission of the DOE is to contribute to the welfare of the nation by providing the scientific foundation, technology, policy, and institutional leadership necessary to achieve efficiency in energy use, diversity in energy sources, a more productive and competitive economy, improved environmental quality, and a secure national defense. The research and development funding effort has most recently been redirected toward greater utilization of clean fossil fuels, especially natural gas, weatherization, renewable energy, energy efficiency, fusion energy, and high-energy physics. This paper will summarize the role that environmental geology has played and will continue to play in the execution of DOE's mission and the energy options that DOE has investigated closely. The specific options are those that center around energy choices, such as alternative-fueled transportation, building technologies, energy-efficient lighting, and clean energy.

The U.S.Department of Energy (DOE) has considered a proposal from the State of Colorado, Office of Energy Conservation (OEC), for funding construction of the Expanded Ponnequin Wind Project in Weld County, Colorado. OEC plans to enter into a contracting arrangement with Public Service Company of Colorado (PSCO) for the completion of these activities. PSCo, along with its subcontractors and business partners, are jointly developing the Expanded Ponnequin Wind Project. DOE completed an environmental assessment of the original proposed project in August 1997. Since then, the geographic scope and the design of the project changed, necessitating additional review of the projectmore » under the National Environmental Policy Act. The project now calls for the possible construction of up to 48 wind turbines on State and private lands. PSCo and its partners have initiated construction of the project on private land in Weld County, Colorado. A substation, access road and some wind turbines have been installed. However, to date, DOE has not provided any funding for these activities. DOE, through its Commercialization Ventures Program, has solicited applications for financial assistance from state energy offices, in a teaming arrangement with private-sector organizations, for projects that will accelerate the commercialization of emerging renewable energy technologies. The Commercialization Ventures Program was established by the Renewable Energy and Energy Efficiency Technology Competitiveness Act of 1989 (P.L. 101-218) as amended by the Energy Policy Act of 1992 (P.L. 102-486). The Program seeks to assist entry into the marketplace of newly emerging renewable energy technologies, or of innovative applications of existing technologies. In short, an emerging renewable energy technology is one which has already proven viable but which has had little or no operational experience. The Program is managed by the Department of Energy, Office of Energy Efficiency and Renewable Energy. The Federal action triggering the preparation of this EA is the need for DOE to decide whether to release the requested funding to support the construction of the Expanded Ponnequin Wind Project. The purpose of this Final Environmental Assessment (EA) is to provide DOE and the public with information on potential environmental impacts associated with the Expanded Ponnequin Wind Energy Project. This EA, and public comments received on it, were used in DOE's deliberations on whether to release funding for the expanded project under the Commercialization Ventures Program.« less

Successful efforts to achieve this goal contribute to the stability and reliability of reasonably priced energy supplies, enhance the competitiveness of domestic fuels and energy technologies in domestic and international markets, and contribute to the development of cost effective strategies for control of acid rain and global warming. The Office of Environmental Restoration and Waste Management (EM) was established by the Department of Energy (DOE) to direct and coordinate waste management and site remediation programs/activities throughout the DOE complex. In order to successfully achieve the goal of properly managing waste and the cleanup of the DOE sites, the EM was divided into five organizations: the Office of Planning and Resource Management (EM-10); the Office of Environmental Quality Assurance and Resource Management (EM-20); the Office of Waste Operations (EM-30); the Office of Environmental Restoration (EM-40); and the Office of Technology and Development (EM-50). The mission of the Office ofmore » Technology Development (OTD) is to develop treatment technologies for DOE`s operational and environmental restoration wastes where current treatment technologies are inadequate or not available. The Mixed Waste Integrated Program (MWIP) was created by OTD to assist in the development of treatment technologies for the DOE mixed low-level wastes (MLLW). The MWIP has established five Technical Support Groups (TSGs) whose purpose is to identify, evaluate, and develop treatment technologies within five general technical areas representing waste treatment functions from initial waste handling through generation of final waste forms. Abstract:The National STEPP Program seeks to improve water quality by accelerating the effective implementation and adoption of innovative stormwater management technologies. Itwill attempt to accomplish this by establishing practices through highly reliable, and cost-effective Stormwater control measures (SCM) testing, evaluation, and verification services. The program will aim to remove barriers to innovation, minimize duplicative performance evaluation needs, increase confidence that regulatory requirements are met by creating consistency among testing and evaluation protocols, and establishing equity between public domain and proprietary SCM evaluation approaches.The Environmental Technology Verification Program, established by the U.S. Environmental Protection Agency (EPA) 18 years ago, was the only national program of its kindin the stormwater sector, but is now defunct, leaving a national leadership void. The STEPP initiative was triggered in part by regulatory demands in the government and private sectors to fill this vacuum. A concerted focus and study of this matter led to the release of a Water Environment Federation (WEF) white paper entitled “Investigation into the Feasibility of a National Testing and Evaluation Program for Stormwater Products and Practices” in February 2014. The U.S. Department of Energy’s Industrial Technologies Program (ITP) has been working with industry since 1976 to encourage the development and adoption of new, energy-efficient technologies. ITP has helped industry not only use energy and materials more efficiently but also improve environ-mental performance, product quality, and productivity. To help ITP determine the impacts of its pro-grams, Pacific Northwest National Laboratory (PNNL) periodically reviews and analyzes ITP pro-gram benefits. PNNL contacts vendors and users of ITP-sponsored technologies that have been commer-cialized, estimates the number of units that have penetrated the market, conducts engineering analyses to estimate energy savings from the newmore » technolo-gies, and estimates air pollution and carbon emission reductions. This paper discusses the results of PNNL’s most recent review (conducted in 2010). From 1976-2009, the commercialized technologies from ITP’s research and development programs and other activities have cumulatively saved 10.0 quadrillion Btu, with a net cost savings of $61.82 billion.« less

Environmental sensing of nuclear activities has the potential to detect nuclear weapon programs at early stages, deter nuclear proliferation, and help verify nuclear accords. However, no robust system of detection has been deployed to date. This can be variously attributed to high costs, technical limitations in detector technology, simple countermeasures, and uncertainty about the magnitude or behavior of potential signals. In this article, current capabilities and promising opportunities are reviewed. Systematic research in a variety of areas could improve prospects for detecting covert nuclear programs, although the potential for countermeasures suggests long-term verification of nuclear agreements will need to rely on methods other than environmental sensing.

The Fifth Annual Clean Coal Technology Conference focuses on presenting strategies and approaches that will enable clean coal technologies to resolve the competing, interrelated demands for power, economic viability, and environmental constraints associated with the use of coal in the post-2000 era. The program addresses the dynamic changes that will result from utility competition and industry restructuring, and to the evolution of markets abroad. Current projections for electricity highlight the preferential role that electric power will have in accomplishing the long-range goals of most nations. Results from projects in the DOE Clean Coal technology Demonstration Program confirm that technology is the pathway to achieving these goals. We describe an environmental and natural science program called Nurture thru Nature (NtN) that seeks to improve mathematics and science performance of students in disadvantaged communities, and to increase student interest in Science, Technology, Engineering and Mathematics (STEM) careers. The program draws conceptual guidance from the Head-Heart-Hands model that informs the current educational movement to foster environmental understanding and sustainability. Employing an experimental design and data from seven cohorts of students, we find some promising, albeit preliminary, indications that the program can increase students' science knowledge and grades in mathematics, science and language arts. We discuss the special adaptations that environmental and sustainability education programs need to incorporate if they are to be successful in today's resource depleted urban schools. As part of a review process for a module entitled "Digital Earth" which is currently taught as part of a BSc in Environmental Sciences program, research into the current provision of Geographical Information Science and Technology (GIS&T) related modules on UKbased Environmental Science degrees is made. The result of this search is used with DiBiase et al. (2006) "Body of Knowledge of GIS&T" to develop a foundation level module for Environmental Sciences. Reference is also made to the current provision geospatial analysis techniques in secondary and tertiary education in the UK, US and China, and the optimal use of IT and multimedia in geo-education.

The NASA-UVA Light Aerospace Alloy and Structures Technology (LA2ST) Program was initiated in 1986 and continues with a high level of activity. Here, we report on progress achieved between July I and December 31, 1996. The objective of the LA2ST Program is to conduct interdisciplinary graduate student research on the performance of next generation, light-weight aerospace alloys, composites and thermal gradient structures in collaboration with NASA-Langley researchers. Specific technical objectives are presented for each research project. We generally aim to produce relevant data and basic understanding of material mechanical response, environmental/corrosion behavior, and microstructure; new monolithic and composite alloys; advanced processing methods; new solid and fluid mechanics analyses; measurement and modeling advances; and a pool of educated graduate students for aerospace technologies. The accomplishments presented in this report are summarized as follows. Three research areas are being actively investigated, including: (1) Mechanical and Environmental Degradation Mechanisms in Advanced Light Metals, (2) Aerospace Materials Science, and (3) Mechanics of Materials for Light Aerospace Structures.

This Enhanced Gcs Recovery EDP addresses the environmental impacts of enhanced gas recovery processes in shale and sandstone, methane drainage from coalbeds, and methane recovery from geopressured aquifers. The EDP addresses planning in two basic areas: environmental research and environmental assessment. Environmental research can be categorized as follows: characterization of pollutants from EGR processes; selective application of monitoring and measuring techniques; evaluation of control/mitigation techniques; and evaluation of the synergistic impacts of the development of EGR techniques. Environmental assessment activities scheduled by EDP include: assessment of ecological impacts; assessment of socioeconomic effects; EIA/EIS preparation; evaluation of control technology needs; andmore » analysis of applicable and proposed emission, effluent, and health and safety standards. The goal of the US Department of Energy (DOE) Underground Coal Conversion (UCC) program is to develop the technology to produce clean fuels from coal deposits that are unsuitable for commercial exploitation by conventional mining techniques. The highest priority is to develop and demonstrate, in conjunction with industry, a commercially feasible process for underground gasification of low-rank coal in the 1985 to 1987 time period. The DOE program has stimulated industry interest and activity in developing UCC technology. Several major energy corporations and utilities have invested private funds in UCC research and development (R and D) projects. Results of themore » program to date indicate that, while UCC is technically feasible, it still contains some process unknowns, environmental risks, and economic risks that require R and D. In order to contribute to the national energy goals, a strong DOE program that incorporates maximum industry involvement is planned. The program's strategy is to remove the high-risk elements of UCC by resolving technical, environmental, and economic uncertainties. This will enable industry to assume responsibility for commercialization of the technology. Thus, the elements of the program have been designed to: provide detailed design and operational data that industry can scale-up with confidence; provide accurate and complete cost estimates that can be scaled-up and will allow comparison with alternative processes; provide detailed environmental impact and control data to allow industry to implement projects that will meet applicable standards; verify the reliability of continuous operation of UCC processes; and show that UCC processes have the flexibility to meet a variety of commercial needs.« less

The High-Speed Research Program sponsored the NASA High-Speed Research Program Aerodynamic Performance Review on February 8-12, 1999 in Anaheim, California. The review was designed to bring together NASA and industry High-Speed Civil Transport (HSCT) Aerodynamic Performance technology development participants in areas of: Configuration Aerodynamics (transonic and supersonic cruise drag prediction and minimization) and High-Lift. The review objectives were to: (1) report the progress and status of HSCT aerodynamic performance technology development; (2) disseminate this technology within the appropriate technical communities; and (3) promote synergy among the scientist and engineers working HSCT aerodynamics. The Department of Energy (DOE) is working to accelerate the acceptance and application of innovative technologies that improve the way the nation manages its environmental remediation problems. The DOE Office of Science and Technology established the Accelerated Site Technology Deployment Program (ASTD) to help accelerate the acceptance and implementation of new and innovative soil and ground water remediation technologies. Coordinated by the Department of Energy's Idaho Office, the ASTD Program reduces many of the classic barriers to the deployment of new technologies by involving government, industry, and regulatory agencies in the assessment, implementation, and validation of innovative technologies. The papermore » uses the example of the Segmented Gate System (SGS) to illustrate how the ASTD program works. The SGS was used to cost effectively separate clean and contaminated soil for four different radionuclides: plutonium, uranium, thorium, and cesium. Based on those results, it has been proposed to use the SGS at seven other DOE sites across the country.« less

This is a short account of a 40-year-old health and environmental research program performed in national laboratories, universities, and research institutes. Under the sponsorship of the federal agencies that were consecutively responsible for the national energy mission, this research program has contributed to the understanding of the human health and environmental effects of emergining energy technologies. In so doing, it has also evolved several nuclear techniques for the diagnosis and treatment of human ills. The form of this presentation is through examples of significant, tangible accomplishments in each of these areas at certain times to illustrate the role and impact of the research program. The narrative of this research program concludes with a perspective of its past and a prospectus on its future.

NASA's Small Business Innovation Research (SBIR) program focuses on technological innovation by investing in development of innovative concepts and technologies to help NASA mission directorates address critical research needs for Agency programs. This report highlights nine of the innovative SBIR 2014 Phase I and Phase II projects that emphasize one of NASA Glenn Research Center's six core competencies-Materials and Structures for Extreme Environments. The technologies cover a wide spectrum of applications such as high temperature environmental barrier coating systems, deployable space structures, solid oxide fuel cells, and self-lubricating hard coatings for extreme temperatures. Each featured technology describes an innovation, technical objective, and highlights NASA commercial and industrial applications. This report provides an opportunity for NASA engineers, researchers, and program managers to learn how NASA SBIR technologies could help their programs and projects, and lead to collaborations and partnerships between the small SBIR companies and NASA that would benefit both.
