Although there has been considerable discussion about how telecommunications will affect the demand for transportation, most studies have focused on substituting telecommunications for transportation. For example, telephone and video conferencing can replace travel for meetings; electronic mail can replace postal service. More importantly, people can telecommute part-time or full- time using telecommunications instead of traveling to work. There are many other examples of reducing or eliminating travel by telecommunicating, but what may not be obvious is how telecommunications stimulates travel. As the volume of telecommunications traffic increases, travel has been stimulated in a number of important ways. Increased telecommunications hasmore » fostered economic growth that has, in turn, increased travel. With increased use of telecommunications, people move farther apart so economic and social trips become, on the average, longer. to ensure that society continues to benefit from this stimulation, the government will have to devote considerable attention to developing the telecommunications infrastructure and to supporting appropriate telecommunications policy. In particular, governments must learn to allocate resources and attention reasonably to ensure that systems support economic and social growth.« less

The administration of telecommunications is critical to proper maintenance and operation. The intent is to be able to properly support telecommunications for the distribution of all information within a building/campus. This standard will provide a uniform administration scheme that is independent of applications, and will establish guidelines for owners, installers, designers and contractors. This standard will accommodate existing building wiring, new building wiring and outside plant wiring. Existing buildings may not readily adapt to all applications of this standard, but the requirement for telecommunications administration is applicable to all buildings. Telecommunications today are important factors in economic and social progress. The last decades of the 20th century and the early years of the 21st have been characterized as the Information Age. Telecommunications, the movement of information through distances, is absolutely critical to the economic and military survival of nations. This thesis is an attempt to predict the future of telecommunications, by studying and analyzing the past and present. First it examines the meaning of telecommunications today and some basics of information transmission. The current status of telecommunications is then presented, by examining the regional profiles as they are divided by the International Telecommunications Union. A number of statistical studies are given, which present a thorough picture of current world telecommunications. In an effort to predict future industry trends, the competition among the three largest telecommunications markets, U.S.A., Japan and the European Community, is also considered by looking at their present telecommunications industry, the efforts they make to improve their technology, and their plans for future investment. Finally, some major technological trends including BISDN, the use of fiber technology in the communications loop, and the use of solitons are examined. The new Metropolitan Area Network Protocol, FDDI-2 is also reviewed.

High school science teachers' perceptions of telecommunications utilizing a Concerns-Based Adoption Model (CBAM)

The purpose of this study was to describe high school science teachers' perceptions of telecommunications. The data were collected through open-ended ethnographic interviews with 24 high school science teachers from five different high schools in a single suburban school district who had been in an emerging telecommunications-rich environment for two and one-half years. The interview protocol was adapted from Honey and Henriquez (1993), with the Concerns-Based Adoption Model (CBAM) (Bailey & Palsha, 1992) providing a conceptual framework for data analysis. For this study, the emerging telecommunications-rich environment included a district-wide infrastructure that had been in place for two and one-half years that included a secure district-wide Intranet, 24 network connections in each classroom, full Internet access from the network, four computers per classroom, and a variety of formal and informal professional development opportunities for teachers. Categories of results discussed include: (a) teacher's profession use of telecommuunications; (b) teachers' perceptions of student's use of telecommunications; (c) teachers' perceptions of barriers to the implementation of telecommunications; (d) teachers' perceptions of supporting conditions for the implementation of telecommunications; (e) teachers' perceptions of the effect of telecommunications on high school science instruction; (f) teachers' perceptions of the effect of telecommunications on student's learning in high school science; and (g) the demographic variables of the sex of the teacher, years of teaching experience, school assignment within the district, course assignment(s), and academic preparation. Implications discussed include: (a) telecommunications can be implemented successfully in a variety of high school science classrooms with adequate infrastructure support and sufficient professional development opportunities, including in classes taught by females and teachers who were not previously computer experts; (b) confirmation of the basic tenets of the CBAM model; (c) the need for a model that addresses nonstatic innovations; (d) the need for a model that addresses concerns of teachers who choose not to implement telecommunications; (e) the need for new assessment strategies; (f) informal professional development, teachers teaching other teachers, is essential in implementing telecommunications; (g) the pressure that telecommunications places upon the science curriculum; and (h) space and safety concerns associated with telecommunications in the science laboratory space.

Isolation in a germ-free unit is a stressful experience for pediatric patients undergoing hematopoietic stem cell transplantation (HSCT). To reduce the psychological distress of such children, a Web-based telecommunications system was developed. The authors developed a telecommunication system that linked a laminar air flow (LAF) room that had a high efficiency particulate air filter with the hospital school/patients' homes via the Internet. Fifteen children isolated in the LAF room for allogeneic HSCT were enrolled in this study. The present study evaluated whether the system was feasible for the patients during the acute phase of HSCT. In 10 patients, the proportion of days when they telecommunicated with teachers and/or other patients in the hospital school was 64.6 ± 32.3%. The telecommunication with the hospital school facilitated the continuation of school study under teachers' guidance, reducing the problem of lost schooling. In 13 patients, the proportion of days when they telecommunicated with their homes was 68.0 ± 34.8%. Ten of them frequently telecommunicated with their family members (especially siblings), and three patients called out to their pets at home. The incidence of telecommunication on the days when the patients had HSCT-related symptoms including vomiting did not differ from that of telecommunication on the days when no symptoms were evident. A telecommunication system linked to a hospital school and/or the patients' homes is feasible for children undergoing HSCT, and may improve their health-related quality of life. A larger, prospective study is required to evaluate whether the telecommunication system can reduce HSCT-associated psychological and psychiatric symptoms. © 2011 The Authors. Political and economic power may operate over the same territory, as in the now-rare case of isolated economies, but, more often, their domains do not coincide. The Case for Deep Space Telecommunications Relay Stations

Each future mission to Jupiter and beyond must carry the traditional suite of telecommunications systems for command and control and for mission data transmission to earth. The telecommunications hardware includes the large antenna and the high-power transmitters that enable the communications link. Yet future spacecraft will be scaled down from the hallmark missions of Galileo and Cassini to Jupiter and Saturn, respectively. This implies that a higher percentage of the spacecraft weight and power must be dedicated to telecommunications system. The following analysis quantifies this impact to future missions and then explores the merits of an alternative approach using deep space relay stations for the link back to earth. It will be demonstrated that a telecommunications relay satellite would reduce S/C telecommunications weight and power sufficiently to add one to two more instruments.

Migratory farm workers and American Indians were the target groups which were examined as examples of groups with special needs in rural areas. Regulation of health care telecommunications is fragmented in Canada. Further neither the legislative nor the administrative nor the judicial processes have managed to respond successfully to the impact of telecommunications technology. The result is a legal environment that is necessarily speculative for both telecommunications service providers and health care personnel and facilities. Critical issues include ensuring confidentiality for sensitive patient records and health information liability of telecommunications service providers for inaccurate transmission liability of health care providers for use or non-use of telecommunications services. Limitation of legal liability for both telecommunications and health care service providers is likely to be most effective when based on contract but the creation of the necessary contracts is potentially unduly cumbersome both legally and practically. 1. CONSTITUTIONAL ASPECTS Telecommunications systems that are empowered to operate or connect cross provincial or international boundaries are subject to federal regulation bu the scheme is incomplete in respect of a system set up as a provincial agency. Health care on the other hand is very much a matter of provincial rather than federal authority as a matter of strict law but the fiscal strength of the federal government enables it to provide money to the provinces for financing health care and to4 use this as a device for securing compliance with certain federal standards.
