Contraband detection systems for homeland security applications are typically tested for probability of detection (PD) and probability of false alarm (PFA) using pass-fail testing protocols. Test protocols usually require specified values for PD and PFA to be demonstrated at a specified level of statistical confidence CL. Based on a recent more theoretical treatment of this subject [1], this summary reviews the definition of CL and provides formulas and spreadsheet functions for constructing tables of general test requirements and for determining the minimum number of tests required. The formulas and tables in this article may be generally applied to many other applications of pass-fail testing, in addition to testing of contraband detection systems.

The proper development and implementation of point-of-care (POC) diagnostics requires knowledge of the perceived requirements and barriers to their implementation. To determine the current requirements and perceived barriers to the introduction of POC diagnostics in the field of medical microbiology (MM)-POC a prospective online survey (TEMPOtest-QC) was established. The TEMPOtest-QC survey was online between February 2011 and July 2012 and targeted the medical community, POC test diagnostic manufacturers, general practitioners, and the general public. In total, 293 individuals responded to the survey, including 91 (31%) medical microbiologists, 39 (13%) nonmedical microbiologists, 25 (9%) employees of POC test manufacturers, and 138 (47%) members of the general public. Responses were received from 18 different European countries, with the largest percentage of these living in The Netherlands (52%). The majority (>50%) of medical specialists regarded the development of MM-POC for blood culture and hospital acquired infections as "absolutely necessary", but were much less favorable towards their use in the home environment. Significant differences in perceptions between medical specialists and the general public included the: (1) Effect on quality of patient care; (2) Ability to better monitor patients; (3) Home testing and the doctor-patient relationship; and (4) MM-POC interpretation. Only 34.7% of the general public is willing to pay more than a€10 ($13) for a single MM-POC test, with 85.5% preferring to purchase their MM-POC test from a pharmacy. The requirements for the proper implementation of MM-POC were found to be generally similar between medical specialists and POC test kit manufacturers. The general public was much more favorable with respect to a perceived improvement in the quality of healthcare that these tests would bring to the hospital and home environment.

This document serves as the System Test Approach for the GMAT Project. Preparation for system testing consists of three major stages: 1) The Test Approach sets the scope of system testing, the overall strategy to be adopted, the activities to be completed, the general resources required and the methods and processes to be used to test the release. It also details the activities, dependencies and effort required to conduct the System Test. 2) Test Planning details the activities, dependencies and effort required to conduct the System Test. 3) Test Cases documents the tests to be applied, the data to be processed, the automated testing coverage and the expected results. A general algorithm for testing digital computer memory is presented. The test checks that (1) every bit can be cleared and set in each memory work, and (2) bits are not erroneously cleared and/or set elsewhere in memory at the same time. The algorithm can be applied to any size memory block and any size memory word. It is concise and efficient, requiring the very few cycles through memory. For example, a test of 16-bit-word-size memory requries only 384 cycles through memory. Approximately 15 seconds were required to test a 32K block of such memory, using a microcomputer having a cycle time of 133 nanoseconds.

The GEVS has been used by Goddard flight projects for the past 17 years as a baseline from which to tailor their environmental test programs. Design and implementation of a general and automatic test platform base on NI PXI system

Aiming at some difficulties of test equipment such as the short product life, poor generality and high development cost, a general and automatic test platform base on NI PXI system is designed in this paper, which is able to meet most test requirements of circuit boards. The test platform is devided into 5 layers, every layer is introduced in detail except for the "Equipment Under Test" layer. An output board of a track-side equipment, which is an important part of high speed train control system, is taken as an example to make the functional circuit test by the test platform. The results show that the test platform is easy to realize add-on functions development, automatic test, wide compatibility and strong generality.

Improving aerodynamic models for adverse loss-of-control conditions in flight is an area being researched under the NASA Aviation Safety Program. Aerodynamic models appropriate for loss of control conditions require a more general mathematical representation to predict nonlinear unsteady behaviors. As more general aerodynamic models are studied that include nonlinear higher order effects, the possibility of measurements that confound aerodynamic and structural responses are probable. In this study an initial step is taken to look at including structural flexibility in analysis of rigid-body forced-oscillation testing that accounts for dynamic rig, sting and balance flexibility. Because of the significant testing required and associated costs in a general study, it makes sense to capitalize on low cost analytical methods where possible, especially where structural flexibility can be accounted for by a low cost method. This paper provides an initial look at using linear lifting surface theory applied to rigid-body aircraft roll forced-oscillation tests.

The developmental and reproductive toxicity testing (including teratogenicity) of new foods and food additives is performed worldwide according to the guidelines given in the FDA Redbook. These studies are not required for substances that are generally recognized as safe, according to the FDA inventory. The anticipated cumulated human exposure level above which developmental or reproduction studies are required depends on the structure-alert category. For food additives of concern, both developmental (prenatal) and reproduction (multigeneration) studies are required. The developmental studies are performed in two species, usually the rat and the rabbit. The reproduction study is generally performed in the rat. The two rat studies are preferably combined into a single experimental design, if possible. The test methods described in the FDA Redbook are similar to those specified by the OECD for the reproductive toxicity testing of chemicals.

In general, no single non-animal method can cover the complexity of any given animal test. Therefore, fixed sets of in vitro (and in chemico) methods have been combined into testing strategies for skin and eye irritation and skin sensitisation testing, with pre-defined prediction models for substance classification. Many of these methods have been adopted as OECD test guidelines. Various testing strategies have been successfully validated in extensive in-house and inter-laboratory studies, but they have not yet received formal acceptance for substance classification. Therefore, under the European REACH Regulation, data from testing strategies can, in general, only be used in so-called weight-of-evidence approaches. While animal testing data generated under the specific REACH information requirements are per se sufficient, the sufficiency of weight-of-evidence approaches can be questioned under the REACH system, and further animal testing can be required. This constitutes an imbalance between the regulatory acceptance of data from approved non-animal methods and animal tests that is not justified on scientific grounds. To ensure that testing strategies for local tolerance testing truly serve to replace animal testing for the REACH registration 2018 deadline (when the majority of existing chemicals have to be registered), clarity on their regulatory acceptance as complete replacements is urgently required. 2016 FRAME.

Proposed testing for the Agena tug program is based upon best estimates of shuttle and Agena tug requirements and upon the Agena configuration currently envisioned to meet these requirements. The proposed tests are presented in development, qualification, system, and launch base test plans. These plans are based upon generalized requirements and assumed situations. The limitations of this study precluded all but minimal consideration of related shuttle orbiter and shuttle ground systems. The test plans include provisions for all testing from major component to systems level, identified as necessary to aid in confirmation of the modified Agena configuration for the space tug; considerations that crew safety requirements and new environmental conditions from shuttle interface effects do impose some new Agena testing requirements; considerations that many existing Agena flight-qualified components will be utilized and qualification testing will be minimal; testing not only for the Agena tug but also for new or modified items of handling or servicing equipment for supporting the Agena factory-to-launch sequence; and the assembly of required testing into a sequence-ordered series of events.

In black-box testing, the tester creates a set of tests to exercise a system under test without regard to the internal structure of the system. Generally, no objective metric is used to measure the adequacy of black-box tests. In recent work, we have proposed three requirements coverage metrics, allowing testers to objectively measure the adequacy of a black-box test suite with respect to a set of requirements formalized as Linear Temporal Logic (LTL) properties. In this report, we evaluate the effectiveness of these coverage metrics with respect to fault finding. Specifically, we conduct an empirical study to investigate two questions: (1) do test suites satisfying a requirements coverage metric provide better fault finding than randomly generated test suites of approximately the same size?, and (2) do test suites satisfying a more rigorous requirements coverage metric provide better fault finding than test suites satisfying a less rigorous requirements coverage metric? Our results indicate (1) only one coverage metric proposed -- Unique First Cause (UFC) coverage -- is sufficiently rigorous to ensure test suites satisfying the metric outperform randomly generated test suites of similar size and (2) that test suites satisfying more rigorous coverage metrics provide better fault finding than test suites satisfying less rigorous coverage metrics.

...On September 14, 2011, the U.S. Department of Energy (DOE) issued a notice of proposed rulemaking (NOPR) to amend the test procedures for general service fluorescent lamps (GSFLs), general service incandescent lamps (GSILs), and incandescent reflector lamps (IRLs). That proposed rulemaking serves as the basis for today's action. DOE is amending its test procedures for GSFLs and GSILs established under the Energy Policy and Conservation Act (EPCA). DOE is not amending in this final rule the existing test procedure for IRLs established under EPCA. For GSFLs and GSILs, DOE is updating several references to the industry standards referenced in DOE's test procedures. DOE is also establishing a lamp lifetime test procedure for GSILs. These test procedures also provide the protocols upon which the Federal Trade Commission bases its energy guide label for these products. DOE's review of the GSFL, GSIL, and IRL test procedures fulfills the EPCA requirement that DOE review test procedures for all covered products at least once every seven years.

A philosophical analysis of the general methodology of qualitative research: a critical rationalist perspective.

Philosophical discussion of the general methodology of qualitative research, such as that used in some health research, has been inductivist or relativist to date, ignoring critical rationalism as a philosophical approach with which to discuss the general methodology of qualitative research. This paper presents a discussion of the general methodology of qualitative research from a critical rationalist perspective (inspired by Popper), using as an example mental health research. The widespread endorsement of induction in qualitative research is positivist and is suspect, if not false, particularly in relation to the context of justification (or rather theory testing) as compared to the context of discovery (or rather theory generation). Relativism is riddled with philosophical weaknesses and hence it is suspect if not false too. Theory testing is compatible with qualitative research, contrary to much writing about and in qualitative research, as theory testing involves learning from trial and error, which is part of qualitative research, and which may be the form of learning most conducive to generalization. Generalization involves comparison, which is a fundamental methodological requirement of any type of research (qualitative or other); hence the traditional grounding of quantitative and experimental research in generalization. Comparison--rather than generalization--is necessary for, and hence compatible with, qualitative research; hence, the common opposition to generalization in qualitative research is misdirected, disregarding whether this opposition's claims are true or false. In conclusion, qualitative research, similar to quantitative and experimental research, assumes comparison as a general methodological requirement, which is necessary for health research.

The objective elements representative of the kinds of space activities that will be supported by the space construction base (SCB) are discussed in (1) a brief mission overview including the primary purpose and general objectives; (2) descriptions of the processes involved (where applicable), the mission hardware, the principal activities to be undertaken, the test requirements, and the principal tests; and (3) the SCB requirements including such items as special devices (e.g., fabrication modules, assembly or construction fixtures, cranes, and airlocks), power, data management and communications, waste management, environmental control, safety, and logistics. Each program option is then described in terms of the objective elements it supports, its orbit, the general makeup of the SCB, the transportation approach, and the program schedule goals. The specific requirements that are imposed on the SCB in order to support program option L are given.

Interesting new tests of general relativity could be performed in earth orbit using a sensitive superconducting gravity gradiometer under development. Two such experiments are discussed here: a null test of the tracelessness of the Riemann tensor and detection of the Lense-Thirring term in the earth's gravity field. The gravity gradient signals in various spacecraft orientations are derived, and dominant error sources in each experimental setting are discussed. The instrument, spacecraft, and orbit requirements imposed by the experiments are derived.

The Controlled Ecological Life Support Systems (CELSS) program is evaluating higher plants as a means of providing life support functions aboard space craft. These plant systems will be capable of regenerating air and water while meeting some of the food requirements of the crew. In order to grow plants in space, a series of systems are required to provide the necessary plant support functions. Some of the systems required for CELSS experiments are such that is is likely that existing technologies will require refinement, or novel technologies will need to be developed. To evaluate and test these technologies, a series of KC-135 precursor flights are being proposed. A general purpose free floating experiment platform is being developed to allow the KC-135 flights to be used to their fullest. This paper will outline the basic design for the CELSS Free Floating Test Bed (FFTB), and the requirements for the individual subsystems. Several preliminary experiments suitable for the free floater will also be discussed.

ISO/TC 212 covering clinical laboratory testing and in vitro diagnostic test systems will issue the international standard for medical laboratory quality and competence requirements, ISO 15189. This standard is based on the ISO/IEC 17025, general requirements for competence of testing and calibration laboratories and ISO 9001, quality management systems-requirements. Clinical laboratory services are essential to patient care and therefore should be available to meet the needs of all patients and clinical personnel responsible for human health care. If a laboratory seeks accreditation, it should select an accreditation body that operates according to this international standard and in a manner which takes into account the particular requirements of clinical laboratories. Proficiency testing should be available to evaluate the calibration laboratories and reference measurement laboratories in clinical medicine. Reference measurement procedures should be of precise and the analytical principle of measurement applied should ensure reliability. We should be prepared to establish a quality management system and proficiency testing in clinical laboratories.

Systematic, through testing of decision support systems (DSSs) prior to release to general users is a critical aspect of high quality software design. Omission of this step may lead to the dangerous, and potentially fatal, condition of relying on a system with outputs of uncertain quality. Thorough testing requires a great deal of effort and is a difficult job because tools necessary to facilitate testing are not well developed. Testing is a job ill-suited to humans because it requires tireless attention to a large number of details. For these reasons, the majority of DSSs available are probably not well tested prior to release. We have successfully implemented a software design and testing plan which has helped us meet our goal of continuously improving the quality of our DSS software prior to release. While requiring large amounts of effort, we feel that the process of documenting and standardizing our testing methods are important steps toward meeting recognized national and international quality standards. Our testing methodology includes both functional and structural testing and requires input from all levels of development. Our system does not focus solely on meeting design requirements but also addresses the robustness of the system and the completeness of testing.

Torsion testing is useful but cumbersome: useful as a technique to determine large-strain plastic behaviour in a plane-strain mode; cumbersome because the testing of a solid rod provides reliable data in only the simplest of circumstances, for example, when there is no strain hardening or rate sensitivity. The testing of short thin-walled tubes is widely regarded as the best current technique to determine general constitutive behaviour; a drawback is the requirement for large specimen blanks (say, 3 cm cube) and the complex machining procedure. Gilles Canova proposed an alternative - the testing of a series of solid rods of differing diameters, proving the principle by using 10 such rods for one test. We have undertaken a similar series of tests on just four rods plus one short tube for comparison. We found the results from the two types of torsion test in excellent agreement; however, it was not a critical test, inasmuch as the rate sensitivity of the pure copper used was too small. Had it been greater (as, for example, in aluminium and at higher temperature), the evaluation of perhaps six rods would have provided the constitutive response with regard to both hardening and rate sensitivity at the same time - which would require two short-tube tests (plus duplications). The main drawback of the multiple-rod test is that it requires considerable numerical effort in the evaluation. A closer integration with modelling of the constitutive behaviour would be helpful.

Implementation of INSPIRE Directive in Poland requires not only legal transposition but also development of a number of technological solutions. The one of such tasks, associated with creation of Spatial Information Infrastructure in Poland, is developing a complex model of georeference database. Significant funding for GBDOT project enables development of the national basic topographical database as a multiresolution database (MRDB). Effective implementation of this type of database requires developing procedures for generalization of geographic information (generalization of digital landscape model - DLM), which, treating TOPO10 component as the only source for creation of TOPO250 component, will allow keeping conceptual and classification consistency between those database elements. To carry out this task, the implementation of the system's concept (prepared previously for Head Office of Geodesy and Cartography) is required. Such system is going to execute the generalization process using constrained-based modeling and allows to keep topological relationships between the objects as well as between the object classes. Full implementation of the designed generalization system requires running comprehensive tests which would help with its calibration and parameterization of the generalization procedures (related to the character of generalized area). Parameterization of this process will allow determining the criteria of specific objects selection, simplification algorithms as well as the operation order. Tests with the usage of differentiated, related to the character of the area, generalization process parameters become nowadays the priority issue. Parameters are delivered to the system in the form of XML files, which, with the help of dedicated tool, are generated from the spreadsheet files (XLS) filled in by user. Using XLS file makes entering and modifying the parameters easier. Among the other elements defined by the external parametric files there are: criteria of object selection, metric parameters of generalization algorithms (e.g. simplification or aggregation) and the operations' sequence. Testing on the trial areas of diverse character will allow developing the rules of generalization process' realization, its parameterization with the proposed tool within the multiresolution reference database. The authors have attempted to develop a generalization process' parameterization for a number of different trial areas. The generalization of the results will contribute to the development of a holistic system of generalized reference data stored in the national geodetic and cartographic resources.

The goal of the rocket engine performance code verification tests is to obtain the I sub sp with an accuracy of 0.25% or less. This needs to be done during the sequence of four related tests (two reactive and two hot gas simulation) to best utilize the loss separation technique recommended in this study. In addition to I sub sp, the measurements of the input and output parameters for the codes are needed. This study has shown two things in regard to obtaining the I sub sp uncertainty within the 0.25% target. First, this target is generally not being realized at the present time, and second, the instrumentation and testing technology does exist to obtain this 0.25% uncertainty goal. However, to achieve this goal will require carefully planned, designed, and conducted testing. In addition, the test-stand (or system) dynamics must be evaluated in the pre-test and post-test phases of the design of the experiment and data analysis, respectively always keeping in mind that a .25% overall uncertainty in I sub sp is targeted. A table gives the maximum allowable uncertainty required for obtaining I sub sp with 0.25% uncertainty, the currently-quoted instrument specification, and present test uncertainty for the parameters. In general, it appears that measurement of the mass flow parameter within the required uncertainty may be the most difficult.

Understanding patient choices for attending sexually transmitted infection testing services: a qualitative study

Objectives To establish which aspects of sexually transmitted infection (STI) testing services are important to STI testing service users. Methods 10 focus groups consisting of previous or existing users of STI testing services were conducted in community settings in the south east of England. Groups were quota sampled based on age, gender and sexual orientation. Data were analysed using Framework Analysis. Results 65 respondents (58% men) participated. Perceived expertise of staff was the key reason for attendance at genitourinary medicine services rather than general practice. Although some respondents voiced a willingness to test for STIs within general practice, the apparent limited range of tests available in general practice and the perceived lack of expertise around sexual health appeared to discourage attendance at general practice. The decision of where to test for STIs was also influenced by past experience of testing, existing relationships with general practice, method of receiving test results and whether the patient had other medical conditions such as HIV. Conclusions No one type of STI testing service is suitable for all patients. This is recognised by policymakers, and it now requires commissioners and providers to make services outside of genitourinary medicine clinics more acceptable and attractive to patients, in particular to address the perceived lack of expertise and limited range of STIs tests available at alternative testing sites. The design process for an opto-mechanical sub-system is discussed from requirements development through test. The process begins with a proper mission understanding and the development of requirements for the system. Preliminary design activities are then discussed with iterative analysis and design work being shared between the design, thermal, and structural engineering personnel. Readiness for preliminary review and the path to a final design review are considered. The value of prototyping and risk mitigation testing is examined with a focus on when it makes sense to execute a prototype test program. System level margin is discussed in general terms, and the practice of trading margin in one area of performance to meet another area is reviewed. Requirements verification and validation is briefly considered. Testing and its relationship to requirements verification concludes the design process.

Tiered testing is an essential part of any resource-efficient strategy for the toxicity testing of a large number of chemicals, which is required for instance in the risk management of general (industrial) chemicals, In spite of this, no general theory seems to be available for the combination of single tests into efficient tiered testing systems. A first outline of such a theory is developed. It is argued that chemical, toxicological, and decision-theoretical knowledge should be combined in the construction of such a theory. A decision-theoretical approach for the optimization of test systems is introduced. It is based on expected utility maximization with simplified assumptions covering factual and value-related information that is usually missing in the development of test systems.

The next generation of large, flexible space structures will be too light to support their own weight, requiring a system of structural supports for ground testing. The authors have proposed multiple boundary-condition testing (MBCT), using more than one support condition to reduce uncertainties associated with the supports. MBCT would revise the mass and stiffness matrix, analytically qualifying the structure for operation in space. The same procedure is applicable to other common test conditions, such as empty/loaded tanks and subsystem/system level tests. This paper examines three techniques for constructing the covariance matrix required by nonlinear generalized least squares (NGLS) to update structural models based on modal test data. The methods range from a complicated approach used to generate the simulation data (i.e., the correct answer) to a diagonal matrix based on only two constants. The results show that NGLS is very insensitive to assumptions about the covariance matrix, suggesting that a workable NGLS procedure is possible. The examples also indicate that the multiple boundary condition procedure more accurately reduces errors than individual boundary condition tests alone.
