    A test program to demonstrate simplification of Active Noise Control (ANC) systems relative to standard techniques was performed on the NASA Glenn Active Noise Control Fan from May through September 2001. The target mode was the m = 2 circumferential mode generated by the rotor-stator interaction at 2BPF. Seven radials (combined inlet and exhaust) were present at this condition. Several different error-sensing strategies were implemented. Integration of the error-sensors with passive treatment was investigated. These were: (i) an in-duct linear axial array, (ii) an induct steering array, (iii) a pylon-mounted array, and (iv) a near-field boom array. The effect of incorporating passive treatment was investigated as well as reducing the actuator count. These simplified systems were compared to a fully ANC specified system. Modal data acquired using the Rotating Rake are presented for a range of corrected fan rpm. Simplified control has been demonstrated to be possible but requires a well-known and dominant mode signature. The documented results here in are part III of a three-part series of reports with the same base title. Part I and II document the control system and error-sensing design and implementation.

    As employers, healthcare organizations must comply with Title I of the Americans with Disabilities Act of 1990-Employment Discrimination by Private Entities-which covers virtually all aspects of employment and prohibits employers from discriminating against otherwise qualified job applicants and workers who have disabilities or who become disabled. Further, healthcare organizations must comply with the provisions of Title III of the act-Nondiscrimination on the Basis of Disability by Public Accommodations and in Commercial Facilities-which requires places of public accommodations and commercial facilities to be designed, constructed, and altered in compliance with the accessibility standards of the act. While compliance with the ADA can be costly, four specific sections of the Internal Revenue Code offer tax relief to organizations that meet the guidelines of Titles I and III.

Integral to the review is a brief discussion of the history of AIDS and HIV infection, particularly in cities receiving CARE Act funding, an overview of Title I requirements, and a description of the organizational structures cities are using to implement Title I. Information on Title I EMAs is based on analysis of their 1991 applications, bylaws of their HIV service planning councils, intergovernmental agreements between Title I cities and other political entities, and contracts executed by Title I grantees with providers for the delivery of services. Interviews with personnel in several Title I EMAs, including planning council members and grantee staff members, provided additional information.     The Administration for Children and Families (ACF) is issuing this interim final rule to implement statutory provisions related to the Tribal title IV-E program. Effective October 1, 2009, section 479B(b) of the Social Security Act (the Act) authorizes direct Federal funding of Indian Tribes, Tribal organizations, and Tribal consortia that choose to operate a foster care, adoption assistance and, at Tribal option, a kinship guardianship assistance program under title IV-E of the Act. The Fostering Connections to Success and Increasing Adoptions Act of 2008 requires that ACF issue interim final regulations which address procedures to ensure that a transfer of responsibility for the placement and care of a child under a State title IV-E plan to a Tribal title IV-E plan occurs in a manner that does not affect the child's eligibility for title IV-E benefits or medical assistance under title XIX of the Act (Medicaid) and such services or payments; in-kind expenditures from third-party sources for the Tribal share of administration and training expenditures under title IV-E; and other provisions to carry out the Tribal-related amendments to title IV-E. This interim final rule includes these provisions and technical amendments necessary to implement a Tribal title IV-E program.

  2. Georgia's Medicaid Family Planning Waiver: Working Together with Title X to Enhance Access to and Use of Contraceptive and Preventive Health Services.

    We sought to assess the impact of Georgia's family planning demonstration waiver upon access to and use of contraceptive and preventive health services within Title X and Medicaid. Georgia Title X and Medicaid data for January 2009 through December 2013 (before and after the waiver), restricting Title X data to women targeted by the waiver (18-44 years, incomes from 25% and 50% through 200% of the federal poverty level [FPL]) was assembled by quarter and marginal effects of the changes before and after waiver implementation were derived using multivariate regression models. After implementation, there was a significant increase in the probability of Title X clients in the waiver-targeted age and income ranges who had Medicaid versus no insurance and who exited the encounter with higher effectiveness contraceptive methods, including long-acting reversible contraceptives (LARCs), and with cervical cytology and sexually transmitted infection testing. In the Medicaid data from 2009 to 2013, there was an increase in the mean number of encounters per enrollee (2.19 vs. 2.42) and in LARC users; however, the percentage of all Georgia women living under 200% of the FPL with a family planning encounter in Title X and Medicaid decreased from 19% to 15%. Our findings suggest that implementation of the Georgia family planning demonstration waiver contributed to the increased use of higher effectiveness contraceptive methods, including LARCs, within the Medicaid and Title X programs as well as the increased use of preventive screenings among Title X clients. However, when the full population of low-income Georgia women targeted by the waiver was considered, a greater percentage was not served over the demonstration period.     The Americans with Disabilities Act (ADA) of 1990 (Public Law 101-336) will have a major effect on private sector employers. Employers with 25 or more employees must provide qualified persons with disabilities equal access to employment with or without reasonable accommodations by July 1992. Employers with 15 to 24 employees must comply with the law by July 1994. Occupational therapy managers must understand the employment provisions of the law and develop strategies for implementation in order to comply with its regulations. This paper suggests the use of a total quality management approach, as espoused by W. E. Deming (1986), as a framework for an implementation plan. This approach focuses on quality improvement in the organization, respect of all workers for their abilities, replacement of fear of persons with disabilities with respect, and the building of partnerships between employers and employees with disabilities. A summary of the provisions of Title I as well as a checklist of measures and a sample job description that adheres to the regulations of Title I is presented to prepare an organization to become compliant. Occupational therapists are seen as uniquely skilled professionals who can contribute greatly in their own organizations as well as act as consultants to other managers in implementing Title I of the ADA using a total quality approach.

    The title compound N-(4-acetyl-5,5-dimethyl-4,5-dihydro-1,3,4-thiadiazol-2-yl)acetamide ( III) was obtained from the reaction of 2-(propan-2-ylidene)hydrazinecarbothioamide ( II) with acetic anhydride instead of formation of the desired thiosemcarbazide derivative of Meldrum acid. The structures of II and III were established by elemental analysis, IR, NMR, Mass and X-ray crystallographic studies. II crystallizes in triclinic system, sp. gr. Z = 2; III crystallizes in the monoclinic system, sp. gr. P21/ c, Z = 8. Density functional theory (DFT) calculations have been carried out for III. 1H and 13C NMR of III has been calculated and correlated with experimental results.

    To facilitate information retrieval in the biomedical domain, a system for the automatic assignment of Medical Subject Headings to documents curated by an online quality-controlled health gateway was implemented. The French Multi-Terminology Indexer (F-MTI) implements a multiterminology approach using nine main medical terminologies in French and the mappings between them. This paper presents recent efforts to assess the added value of (a) integrating four new terminologies (Orphanet, ATC, drug names, MeSH supplementary concepts) into F-MTI's knowledge sources and (b) performing the automatic indexing on the titles and abstracts (vs. title only) of the online health resources. F-MTI was evaluated on a CISMeF corpus comprising 18,161 manually indexed resources. The performance of F-MTI including nine health terminologies on CISMeF resources with Title only was 27.9% precision and 19.7% recall, while the performance on CISMeF resources with Title and Abstract is 14.9 % precision (-13.0%) and 25.9% recall (+6.2%). In a few weeks, CISMeF will launch the indexing of resources based on title and abstract, using nine terminologies.

    In the title complex, [Co(CO3)(NH3)4]ClO4, both the cation and anion lie on a mirror plane. The Co(III) ion is coordinated by two NH3 ligands and a chelating carbonato ligand in the equatorial sites and by two NH3 groups in the axial sites, forming a distorted octa-hedral geometry. In the crystal, N-H⋯O hydrogen bonds connect the anions and cations, forming a three-dimensional network.

    The hydro-thermal reaction of CoCl(2)·6H(2)O, 1,10-phenanthroline (phen) and K(3)[Fe(CN)(6)] in deionized water yielded the title cyanide-bridged trinuclear cluster, [Co(2)Fe(CN)(8)(C(12)H(8)N(2))(4)]·4H(2)O or [{Co(III)(phen)(CN)(4)}(2){Fe(II)(phen)(2)}]·4H(2)O, which contains two Co(III) centers and one Fe(II) center linked by cyanide bridges. The combination of coordinative bonds, O-H⋯N and O-H⋯O hydrogen bonds and π-π stacking inter-actions [centroid-centroid distance = 3.630 (2) Å] results in the stabilization of a supra-molecular structure. All uncoordinated water molecules are disordered. Thermogravimetric analysis reveals that the title complex loses the four crystal water mol-ecules at about 333 K, then the anhydrous phase loses no further mass up to about 573 K, above which decomposition occurs.

Although the 155Gd isomer shifts (d) varied scarcely, the quadrupole coupling constants (e2qQ) changed in the range 4.07-4.81 mm s-1. The e2qQ values of KGdM(CN)6 · 3H2O (M = FeII and RuII) are larger than those of GdM(CN)6 · 4H2O (M = CrIII, FeIII, and CoIII), these values increasing with increasing orthorhombic distortion of the crystal structures.     Background: To facilitate information retrieval in the biomedical domain, a system for the automatic assignment of Medical Subject Headings to documents curated by an online quality-controlled health gateway was implemented. The French Multi-Terminology Indexer (F-MTI) implements a multiterminology approach using nine main medical terminologies in French and the mappings between them. Objective: This paper presents recent efforts to assess the added value of (a) integrating four new terminologies (Orphanet, ATC, drug names, MeSH supplementary concepts) into F-MTI’s knowledge sources and (b) performing the automatic indexing on the titles and abstracts (vs. title only) of the online health resources. Methods: F-MTI was evaluated on a CISMeF corpus comprising 18,161 manually indexed resources. Results: The performance of F-MTI including nine health terminologies on CISMeF resources with Title only was 27.9% precision and 19.7% recall, while the performance on CISMeF resources with Title and Abstract is 14.9 % precision (−13.0%) and 25.9% recall (+6.2%). Conclusion: In a few weeks, CISMeF will launch the indexing of resources based on title and abstract, using nine terminologies. PMID:20351910

    The Wekiva Presbyterian Church in Orlando, FL contends that the First Amendment precludes court review of employment-related claims brought under the Americans with Disabilities Act (ADA) or State disability rights laws. The matter will be decided in an ADA suit brought by [name removed], the music director for the church, who claims he was fired when church officials learned that he has AIDS. The church believes that it should be exempt from Title I as well as Title III because enforcing Title I would involve investigation of church practices and decisions. In its motion, the church claims that [name removed] is a member of the clergy and therefore the court should decline to interfere in the case. [Name removed] contends that he is merely an employee who had previously received excellent performance reviews and is being treated unfairly. The ADA does not currently exempt religious organizations from Title I compliance. However, a religious organization could require that all employees conform to religious rules and tenets, including abstaining from nonmarital sex.

    Flat panel display research has comprised a substantial portion of the national investment in new technology for economic and national security for the past nine years. These investments have ben made principally via several Defense Advanced Research Projects Agency (DARPA) programs, known collectively as the continuing High Definition Systems Program, and the Office of the Secretary of Defense Production Act Title III Program. Using input from the Army, Navy, and Air Force to focus research and identify insertion opportunities, DARPA and the Title III Program Office have made investments to develop the national technology base and manufacturing infrastructure necessary to meet the twin challenge of providing affordable displays in current systems and enabling the DoD strategy of winning future conflicts by getting more information to all participants during the battle. These research programs are reviewed and opportunities for applications are described. Future technology development, transfer, and transition requirements are identified. Strategy and vision are documented to assist the identification of areas meriting further consideration.

    The title complexes, [Co(C3H6NO)(C4H7N2O2)2(C8H11N)] and [Co(C4H8NO)(C4H7N2O2)2(C8H11N)].H2O, were resolved from [(RS)-1-carbamoylethyl]bis(dimethylglyoximato)[(S)-1-phenylethylamine]cobalt(III) and bis(dimethylglyoximato)[(RS)-1-(N-methylcarbamoyl)ethyl][(R)-1-phenylethylamine]cobalt(III), respectively, and their crystal structures were determined in order to reveal the absolute configuration of the major enantiomer produced in the photoisomerization of each series of 2-carbamoylethyl and 2-(N-methylcarbamoyl)ethyl cobaloxime complexes.

  14. Biomedical journal title changes: reasons, trends, and impact.

    A study was conducted to document the impact of biomedical journal title changes on medical libraries and to increase awareness of the reasons titles are changed. The study consisted of two parts: a survey of academic health sciences libraries in the United States and Canada and an analysis of title changes from two different years. The survey response rate was 83%. The majority of respondents commented on difficulties in identifying and processing title changes, often resulting in the delay or loss of information. The analysis revealed that a third of title changes were not justified by the journal. The study results substantiate the need to standardize title change reporting by publishers. A standard developed by the National Information Standards Organization requires publishers to conform to standardized practices for notification. This standard precisely reflects the concerns reflected in both the survey and the study of title changes, and librarians are urged to ensure that the standard is implemented by publishers.     The impact of state regulation of nuclear power, since PG&E and Silkwood, on the implementation of national energy policy on nuclear power is evident in the debates on federal legislation required for such implementation. The political demands that confront some states for an expanded role in the regulation of commercial nuclear power plants also confront Congress, which is responsible for the legislative implementation of the strategy proposed in the Report. The expansion of state and local regulation of nuclear plants, however, will complicate and possibly frustrate the efforts of Congress to enact the strategy for nuclear power into law. Themore » debates on Senate Bill 1220, the National Energy Security Act of 1991, indicate that the expansion of state regulation of nuclear power will frustrate the implementation of the national energy policy on nuclear power. Senate Bill 1220 would enact a comprehensive national energy policy. For example, Title XI would further deregulate the production of natural gas; Title XIV is concerned with secure supplies, and the use of coal in the future. Senate Bill 1220 would also amend PUHCA. Of particular significance for nuclear power, however, are Titles VIII and IX. The House and Senate debates on House Bill 1301 and Senate Bill 1220 are summarized.« less

    Single crystals of the title compound, aluminium niobium triphosphate, Al(0.5)Nb(1.5)(PO(4))(3), have been synthesized by a high-temperature reaction in a platinium crucible. The Al(III) and Nb(V) atoms occupy the same site on the axis, with disorder in the ratio of 1:3. The fundamental building units of the title structure are isolated Al/NbO(6) octa-hedra and PO(4) tetra-hedra (. 2 symmetry), which are further inter-locked by corner-sharing O atoms, leading to a three-dimensional framework structure with infinite channels along the a axis.
