The DOT classification for transportation, the military classification for quantity distance, and hazard compatibility grouping used to regulate the transportation and storage of explosives are presented along with a discussion of tests used in determining sensitivity of propellants to an impact/shock environment in the absence of a large explosive donor. The safety procedures and requirements of a Scout launch vehicle, Western and Eastern Test Range, and the Minuteman, Delta, and Poseidon programs are reviewed and summarized. Requirements of the space transportation system safety program include safety reviews from the subsystem level to the completed payload. The Scout safety procedures will satisfy a portion of these requirements but additional procedures need to be implemented to comply with the safety requirements for Shuttle operation from the Eastern Test Range.

A simulator study for the development and evaluation of operating procedures on a supersonic cruise research transport to minimize airport-community noise

Piloted-simulator studies were conducted to determine takeoff and landing operating procedures for a supersonic cruise research transport concept that result in predicted noise levels which meet current Federal Aviation Administration (FAA) certification standards. With the use of standard FAA noise certification test procedures, the subject simulated aircraft did not meet the FAA traded-noise-level standards during takeoff and landing. However, with the use of advanced procedures, this aircraft meets the traded-noise-level standards for flight crews with average skills. The advanced takeoff procedures developed involved violating some of the current Federal Aviation Regulations (FAR), but it was not necessary to violate any FAR noise-test conditions during landing approach. Noise contours were also determined for some of the simulated takeoffs and landings in order to indicate the noise-reduction advantages of using operational procedures other than standard.

Two international round-robin studies were conducted on transport properties measurements of bulk thermoelectric materials. The study discovered current measurement problems. In order to get ZT of a material four separate transport measurements must be taken. The round-robin study showed that among the four properties Seebeck coefficient is the one can be measured consistently. Electrical resistivity has +4-9% scatter. Thermal diffusivity has similar +5-10% scatter. The reliability of the above three properties can be improved by standardizing test procedures and enforcing system calibrations. The worst problem was found in specific heat measurements using DSC. The probability of making measurement error ismore » great due to the fact three separate runs must be taken to determine Cp and the baseline shift is always an issue for commercial DSC. It is suggest the Dulong Petit limit be always used as a guide line for Cp. Procedures have been developed to eliminate operator and system errors. A deterministic model of electron transport for electron probe microanalysis

Within the last decades significant improvements in the spatial resolution of electron probe microanalysis (EPMA) were obtained by instrumental enhancements. In contrast, the quantification procedures essentially remained unchanged. As the classical procedures assume either homogeneity or a multi-layered structure of the material, they limit the spatial resolution of EPMA. The possibilities of improving the spatial resolution through more sophisticated quantification procedures are therefore almost untouched. We investigate a new analytical model (M 1-model) for the quantification procedure based on fast and accurate modelling of electron-X-ray-matter interactions in complex materials using a deterministic approach to solve the electron transport equations. We outline the derivation of the model from the Boltzmann equation for electron transport using the method of moments with a minimum entropy closure and present first numerical results for three different test cases (homogeneous, thin film and interface). Taking Monte Carlo as a reference, the results for the three test cases show that the M 1-model is able to reproduce the electron dynamics in EPMA applications very well. Compared to classical analytical models like XPP and PAP, the M 1-model is more accurate and far more flexible, which indicates the potential of deterministic models of electron transport to further increase the spatial resolution of EPMA.

Results show that: (1) longitudinal only pulses can be represented by equivalent step inputs and/or static requirements; (2) the L1649 crash test floor longitudinal pulse for the aft direction (forward inertia) is less than 9g static or an equivalent 5g pulse; aft inertia accelerations are extremely small ((ch76) 3g) for representative crash scenarios; (3) a viable procedure to relate crash scenario floor pulses to standard laboratory dynamic and static test data using state of the art analysis and test procedures was demonstrated; and (4) floor pulse magnitudes are expected to be lower for wide body aircraft than for smaller narrow body aircraft.

Multiple Hollow Cathode Wear Testing for the Space Station Plasma Contactor

A wear test of four hollow cathodes was conducted to resolve issues associated with the Space Station plasma contactor. The objectives of this test were to evaluate unit-to-unit dispersions, verify the transportability of contamination control protocols developed by the project, and to evaluate cathode contamination control and activation procedures to enable simplification of the gas feed system and heater power processor. These objectives were achieved by wear testing four cathodes concurrently to 2000 hours. Test results showed maximum unit-to-unit deviations for discharge voltages and cathode tip temperatures to be +/-3 percent and +/-2 percent, respectively, of the nominal values. Cathodes utilizing contamination control procedures known to increase cathode lifetime showed no trends in their monitored parameters that would indicate a possible failure, demonstrating that contamination control procedures had been successfully transferred. Comparisons of cathodes utilizing and not utilizing a purifier or simplified activation procedure showed similar behavior during wear testing and pre- and post-test performance characterizations. This behavior indicates that use of simplified cathode systems and procedures is consistent with long cathode lifetimes.

The effectiveness and practicality of candidate leading edge systems for suction laminar flow control transport airplanes were investigated in a flight test program utilizing a modified JetStar airplane. The leading edge region imposes the most severe conditions on systems required for any type of laminar flow control. Tests of the leading edge systems, therefore, provided definitive results as to the feasibility of active laminar flow control on airplanes. The test airplane was operated under commercial transport operating procedures from various commercial airports and at various seasons of the year.

Over the next decade or more, the Space Shuttle will continue to be the primary transportation system for delivering payloads to Earth orbit. Although a number of payloads have already been successfully carried by the Space Shuttle in the payload bay of the Orbiter vehicle, there continues to be a need for evaluation of the procedures used for verifying and updating the math models of the payloads. The verified payload math models is combined with an Orbiter math model for the coupled-loads analysis, which is required before any payload can fly. Several test procedures were employed for obtaining data for use in verifying payload math models and for carrying out the updating of the payload math models. Research was directed at the evaluation of test/update procedures for use in the verification of Space Shuttle payload math models. The following research tasks are summarized: (1) a study of free-interface test procedures; (2) a literature survey and evaluation of model update procedures; and (3) the design and construction of a laboratory payload simulator.

Results are presented from a ground test program of an alternate mobile transporter (MT) concept and extravehicular activity (EVA) assembly procedure for the Space Station Freedom (SSF) truss keel. A three-bay orthogonal tetrahedral truss beam consisting of 44 2-in-diameter struts and 16 nodes was assembled repeatedly in neutral buoyancy by pairs of pressure-suited test subjects working from astronaut positioning devices (APD's) on the MT. The truss bays were cubic with edges 15 ft long. All the truss joint hardware was found to be EVA compatible. The average unit assembly time for a single pair of experienced test subjects was 27.6 sec/strut, which is about half the time derived from other SSF truss assembly tests. A concept for integration of utility trays during truss assembly is introduced and demonstrated in the assembly tests. The concept, which requires minimal EVA handling of the trays, is shown to have little impact on overall assembly time. The results of these tests indicate that by using an MT equipped with APD's, rapid EVA assembly of a space station-size truss structure can be expected.

A new and simple statistical procedure (STATFLUX) for the calculation of transfer coefficients of radionuclide transport to animals and plants is proposed. The method is based on the general multiple-compartment model, which uses a system of linear equations involving geometrical volume considerations. By using experimentally available curves of radionuclide concentrations versus time, for each animal compartment (organs), flow parameters were estimated by employing a least-squares procedure, whose consistency is tested. Some numerical results are presented in order to compare the STATFLUX transfer coefficients with those from other works and experimental data.

A series of flight tests were conducted to collect data for jet transport aircraft flying curved-path and steep-angle approaches using Microwave Landing System (MLS) guidance. During the test, 432 approaches comprising seven different curved-paths and four glidepath angles varying from 3 to 4 degrees were flown in NASA Langley's Boeing 737 aircraft (Transport Systems Research Vehicle) using an MLS ground station at the NASA Wallops Flight Facility. Subject pilots from Piedmont Airlines flew the approaches using conventional cockpit instrumentation (flight director and Horizontal Situation Indicator (HSI). The data collected will be used by FAA procedures specialists to develop standards and criteria for designing MLS terminal approach procedures (TERPS). The use of flight simulation techniques greatly aided the preliminary stages of approach development work and saved a significant amount of costly flight time. This report is intended to complement a data report to be issued by the FAA Office of Aviation Standards which will contain all detailed data analysis and statistics.

The results of design studies and wind tunnel tests of high aspect ratio supercritical wings suitable for a medium range, narrow body transport aircraft flying near M=0.80 were presented. The basic characteristics of the wing design were derived from system studies of advanced transport aircraft where detailed structural and aerodynamic tradeoffs were used to determine the most optimum design from the standpoint of fuel usage and direct operating cost. These basic characteristics included wing area, aspect ratio, average thickness, and sweep. The detailed wing design was accomplished through application of previous test results and advanced computational transonic flow procedures. In addition to the basic wing/body development, considerable attention was directed to nacelle/plyon location effects, horizontal tail effects, and boundary layer transition effects. Results of these tests showed that the basic cruise performance objectives were met or exceeded.

CAPE CANAVERAL, Fla. – The San Diego Padres' mascot checks out NASA's Orion boilerplate test vehicle inside Petco Park in San Diego, California. The boilerplate test vehicle is being prepared for an Exploration Flight Test-1, or EFT-1, pre-transportation test. The Ground Systems Development and Operations Program will run the test at the U.S. Naval Base San Diego to simulate retrieval and transportation procedures for Orion after it splashes down in the ocean and is retrieved for return to land and ground transportation back to Kennedy Space Center in Florida. Orion is the exploration spacecraft designed to carry astronauts to destinations not yet explored by humans, including an asteroid and Mars. It will have emergency abort capability, sustain the crew during space travel and provide safe re-entry from deep space return velocities. The first unpiloted test flight of the Orion is scheduled to launch later this year atop a Delta IV rocket and in 2017 on NASA’s Space Launch System rocket. Analyses were conducted to define a practical design for an advanced technology laminar flow control (LRC) transport for initial passenger operation in the early 1990's. Mission requirements, appropriate design criteria, and level of technology for the study aircraft were defined. The characteristics of the selected configuration were established, aircraft and LFC subsystems compatible with the mission requirements were defined, and the aircraft was evaluated in terms of fuel efficiency. A wing design integrating the LFC ducting and metering system into advanced composite wing structure was developed, manufacturing procedures for the surface panel design were established, and environmental and structural testing of surface panel components were conducted. Test results revealed a requirement for relatively minor changes in the manufacturing procedures employed, but have shown the general compatibility of both the selected design and the use of composite materials with the requirements of LFC wing surface panels.

International transport property measurement round-robins have been conducted by the Thermoelectric Annex under the International Energy Agency (IEA) Implementing Agreement on Advanced Materials for Transportation (AMT). The previous round-robins used commercially available bismuth telluride as the testing material, with the goals of understanding measurement issues and developing standard testing procedures. The current round-robin extended the measurement temperature range to 773 K. It was designed to meet the increasing demands for reliable transport data of thermoelectric materials for power generation applications. Eleven laboratories from six IEA-AMT member countries participated in this study. Half-Heusler (n-type) material prepared by GMZ Energy was selectedmore » for the round-robin. The measured transport properties showed narrower distribution on uncertainties compared to previous round-robin efforts. The study intentionally included multiple testing methods and instrument types. Over the full temperature range, the measurement discrepancies on the figure of merit, ZT, in this round-robin were ±1.5 to ±16.4% from the averages.« less

Diagnostic procedures play an important role in performing a condition survey of a structure. Specialized tests are used during a field survey to supplement visual observations. The tests provide valuable information regarding the internal condition of the structure and quality of the construction materials. The tests also help in determining the extent of damage, if any. Recently, a team of consulting engineers performed a study to determine the remaining capacity of the Brooklyn Bridge approaches for the Department of Transportation, City of New York. Using advanced diagnostic procedures such as impact-echo and flatjack testing, additional information was gathered to assist in the study. Impact-echo testing was helpful in identifying the condition of the brick soffits which were covered with pneumatically- applied concrete, and flatjack testing was useful in determining in-situ compressive strength and compression modulus of the brick masonry. The paper describes the work and the testing results.

A Preliminary Evaluation of Supersonic Transport Category Vehicle Operations in the National Airspace System

Several public sector businesses and government agencies, including the National Aeronautics and Space Administration are currently working on solving key technological barriers that must be overcome in order to realize the vision of low-boom supersonic flights conducted over land. However, once these challenges are met, the manner in which this class of aircraft is integrated in the National Airspace System may become a potential constraint due to the significant environmental, efficiency, and economic repercussions that their integration may cause. Background research was performed on historic supersonic operations in the National Airspace System, including both flight deck procedures and air traffic controller procedures. Using this information, an experiment was created to test some of these historic procedures in a current-day, emerging Next Generation Air Transportation System (NextGen) environment and observe the interactions between commercial supersonic transport aircraft and modern-day air traffic. Data was gathered through batch simulations of supersonic commercial transport category aircraft operating in present-day traffic scenarios as a base-lining study to identify the magnitude of the integration problems and begin the exploration of new air traffic management technologies and architectures which will be needed to seamlessly integrate subsonic and supersonic transport aircraft operations. The data gathered include information about encounters between subsonic and supersonic aircraft that may occur when supersonic commercial transport aircraft are integrated into the National Airspace System, as well as flight time data. This initial investigation is being used to inform the creation and refinement of a preliminary Concept of Operations and for the subsequent development of technologies that will enable overland supersonic flight.

Successful preliminary studies have encouraged a more translational phase for stem cell research. Nevertheless, advances in the culture of human bone marrow-derived mesenchymal stromal/stem cells (hBM-MSC) and osteoconductive qualities of combined biomaterials can be undermined if necessary cell transportation procedures prove unviable. We aimed at evaluating the effect of transportation conditions on cell function, including the ability to form bone in vivo, using procedures suited to clinical application. hBM-MSC expanded in current Good Manufacturing Practice (cGMP) facilities (cGMP-hBM-MSC) to numbers suitable for therapy were transported overnight within syringes and subsequently tested for viability. Scaled-down experiments mimicking shipment for 18 h at 4°C tested the influence of three different clinical-grade transportation buffers (0.9% saline alone or with 4% human serum albumin [HSA] from two independent sources) compared with cell maintenance medium. Cell viability after shipment was >80% in all cases, enabling evaluation of (1) adhesion to plastic flasks and hydroxyapatite tricalcium phosphate osteoconductive biomaterial (HA/β-TCP 3D scaffold); (2) proliferation rate; (3) ex vivo osteogenic differentiation in contexts of 2D monolayers on plastic and 3D HA/β-TCP scaffolds; and (4) in vivo ectopic bone formation after subcutaneous implantation of cells with HA/β-TCP scaffold into NOD/SCID mice. Von Kossa staining was used to assess ex vivo osteogenic differentiation in 3D cultures, providing a quantifiable test of 3D biomineralization ex vivo as a rapid, cost-effective potency assay. Near-equivalent capacities for cell survival, proliferation, and osteogenic differentiation were found for all transportation buffers. Moreover, cGMP-hBM-MSC transported from a production facility under clinical-grade conditions of 4% HSA in 0.9% saline to a destination 18 h away showed prompt adhesion to HA/β-TCP 3D scaffold and subsequent in vivo bone formation. A successfully validated transportation protocol extends the applicability of fresh stem cells involving multicentric trials for regenerative medicine. PMID:23845029

Test results of an organic Rankine-cycle power module for a small community solar thermal power experiment

The organic Rankine-cycle (ORC) power conversion assembly was tested. Qualification testing of the electrical transport subsystem was also completed. Test objectives were to verify compatibility of all system elements with emphasis on control of the power conversion assembly, to evaluate the performance and efficiency of the components, and to validate operating procedures. After 34 hours of power generation under a wide range of conditions, the net module efficiency exceeded 18% after accounting for all parasitic losses.

...This document proposes to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 213, Child Restraint Systems, regarding a Hybrid III 10-year-old child test dummy that the agency seeks to use in the compliance test procedures of the standard. This document supplements a 2005 notice of proposed rulemaking (NPRM) and a 2008 SNPRM previously published in this rulemaking (RIN 2127-AJ44) regarding this test dummy. In the 2005 NPRM, in response to Anton's Law, NHTSA proposed to adopt the 10-year-old child test dummy into FMVSS No. 213 to test child restraints for older children. Subsequently, to address variation that was found in dummy readings due to chin-to-chest contact, NHTSA published the 2008 SNPRM to propose a NHTSA-developed procedure for positioning the test dummy in belt-positioning seats. Comments on the SNPRM objected to the positioning procedure, and some suggested an alternative procedure developed by the University of Michigan Transportation Research Institute (UMTRI). Today's SNPRM proposes to use the UMTRI procedure to position the test dummy rather than the NHTSA-developed procedure. We note that the 10-year-old child dummy may sometimes experience stiff contact between its chin and upper sternal bib region which may result in an unrealistically high value of the head injury criterion (HIC) \\1\\ referenced in the standard. Accordingly, NHTSA proposes that the dummy's HIC measurement will not be used to assess the compliance of the tested child restraint. This SNPRM also proposes other amendments to FMVSS No. 213, including a proposal to permit NHTSA to use, at the manufacturer's option, the Hybrid II or Hybrid III versions of the 6-year-old test dummy, and a proposal to use the UMTRI procedure to position the Hybrid III 6-year- old and 10-year-old dummies when testing belt-positioning seats. ---------------------------------------------------------------------------

CAPE CANAVERAL, Fla. – San Diego Padres fans talk to Doug Lenhardt, Kennedy Space Center's Exploration Flight Test-1, or EFT-1, mission integration manager outside Petco Field in San Diego, California. NASA's Orion boilerplate test vehicle is on display. The boilerplate test vehicle is being prepared for an Exploration Flight Test-1, or EFT-1, pre-transportation test. The Ground Systems Development and Operations Program will run the test at the U.S. Naval Base San Diego to simulate retrieval and transportation procedures for Orion after it splashes down in the ocean and is retrieved for return to land and ground transportation back to Kennedy Space Center in Florida. Orion is the exploration spacecraft designed to carry astronauts to destinations not yet explored by humans, including an asteroid and Mars. It will have emergency abort capability, sustain the crew during space travel and provide safe re-entry from deep space return velocities. The first unpiloted test flight of the Orion is scheduled to launch later this year atop a Delta IV rocket and in 2017 on NASA’s Space Launch System rocket. Decision-Making in Pediatric Transport Team Dispatch Using Script Concordance Testing.

Our objective was to compare decision-making in dispatching pediatric transport teams by Medical Directors of pediatric transport teams (serving as experts) to that of Pediatric Intensivists and Critical Care fellows who often serve as Medical Control physicians. Understanding decision-making around team composition and dispatch could impact clinical management, cost effectiveness, and educational needs. Survey was developed using Script Concordance Testing guidelines. The survey contained 15 transport case vignettes covering 20 scenarios (45 questions). Eleven scenarios assessed impact of intrinsic patient factors (e.g., procedural needs), whereas nine assessed extrinsic factors (e.g., weather). Pediatric Critical Care programs accredited by the Accreditation Council for Graduate Medical Education (the United States). Pediatric Intensivists and senior Critical Care fellows at Pediatric Critical Care programs were the target population with Transport Medical Directors serving as the expert panel. None. Survey results were scored per Script Concordance Testing guidelines. Concordance within groups was assessed using simple percentage agreement. There was little concordance in decision-making by Transport Medical Directors (median Script Concordance Testing percentage score [interquartile range] of 33.9 [30.4-37.3]). In addition, there was no statistically significant difference between the median Script Concordance Testing scores among the senior fellows and Pediatric Intensivists (31.1 [29.6-33.2] vs 29.7 [28.3-32.3], respectively; p = 0.12). Transport Medical Directors were more concordant on reasoning involving intrinsic patient factors rather than extrinsic factors (10/21 vs 4/24). Our study demonstrates pediatric transport team dispatch decision-making discordance by pediatric critical care physicians of varying levels of expertise and experience. Script Concordance Testing at a local level may better elucidate standards in medical decision-making within pediatric critical care physicians. The development of a curriculum, which provides education and trains our workforce on the logistics of pediatric transport team dispatch, would help standardize practice and evaluate outcomes based on decision-making.

One objective of the Small Aircraft Transportation System (SATS) Project is to increase the capacity and utilization of small non-towered, non-radar equipped airports by transferring traffic management activities to an automated system and separation responsibilities to general aviation (GA) pilots. This paper describes the development of a research multi-function display (MFD) to support the interaction between pilots and an automated Airport Management Module (AMM). Preliminary results of simulation and flight tests indicate that adding the responsibility of monitoring other traffic for self-separation does not increase pilots' subjective workload levels. Pilots preferred using the enhanced MFD to execute flight procedures, reporting improved situation awareness (SA) over conventional instrument flight rules (IFR) procedures.
