In discussing the role of physicians in workplace drug testing programs, I focus on the recent Department of Transportation regulations that require drug testing in such regulated industries as interstate trucking, air transportation, mass transit, and the railroads. These regulations require that applicable drug testing programs employ physicians as medical review officers to evaluate positive tests that have been screened and confirmed by different techniques to determine if there is a legal medical explanation for the result. The drug testing program tests for the presence of amphetamine, cocaine, tetrahydrocannabinol, opiates, and phencyclidine. If an employee testing positive has an acceptable medical explanation, the result is to be reported as negative. Little practical advice exists for medical review officers, and they must be aware of key elements of the regulations and potential trouble spots. PMID:2190419

NASA's has established long term goals for access-to-space. NASA's third generation launch systems are to be fully reusable and operational in approximately 25 years. The goals for third generation launch systems are to reduce cost by a factor of 100 and improve safety by a factor of 10,000 over current conditions. The Advanced Space Transportation Program Office (ASTP) at NASA's Marshall Space Flight Center in Huntsville, AL has the agency lead to develop third generation space transportation technologies. The Hypersonics Investment Area, part of ASTP, is developing the third generation launch vehicle technologies in two main areas, propulsion and airframes. The program's major investment is in hypersonic airbreathing propulsion since it offers the greatest potential for meeting the third generation launch vehicles. The program will mature the technologies in three key propulsion areas, scramjets, rocket-based combined cycle and turbine-based combination cycle. Ground and flight propulsion tests are being planned for the propulsion technologies. Airframe technologies will be matured primarily through ground testing. This paper describes NASA's activities in hypersonics. Current programs, accomplishments, future plans and technologies that are being pursued by the Hypersonics Investment Area under the Advanced Space Transportation Program Office will be discussed.

NASA's Office of Aero-Space Technology (OAST) has established three major goals, referred to as, "The Three Pillars for Success". The Advanced Space Transportation Program Office (ASTP) at the NASA's Marshall Space Flight Center (MSFC) in Huntsville, Ala. focuses on future space transportation technologies Under the "Access to Space" pillar. The Core Technologies Project, part of ASTP, focuses on the reusable technologies beyond those being pursued by X-33. One of the main activities over the past two and a half years has been on advancing the rocket-based combined cycle (RBCC) technologies. In June of last year, activities for reusable launch vehicle (RLV) airframe and propulsion technologies were initiated. These activities focus primarily on those technologies that support the decision to determine the path this country will take for Space Shuttle and RLV. This year, additional technology efforts in the reusable technologies will be awarded. The RBCC effort that was completed early this year was the initial step leading to flight demonstrations of the technology for space launch vehicle propulsion.

NASA's Integrated Space Transportation Plan (ISTP) calls for investments in Space Shuttle safety upgrades, second generation Reusable Launch Vehicle (RLV) advanced development and third generation RLV and in-space research and technology. NASA's third generation launch systems are to be fully reusable and operation by 2025. The goals for third generation launch systems are to reduce cost by a factor of 100 and improve safety by a factor of 10,000 over current systems. The Advanced Space Transportation Program Office (ASTP) at NASA's Marshall Space Flight Center in Huntsville, AL has the agency lead to develop third generation space transportation technologies. The Hypersonics Investment Area, part of ASTP, is developing the third generation launch vehicle technologies in two main areas, propulsion and airframes. The program's major investment is in hypersonic airbreathing propulsion since it offers the greatest potential for meeting the third generation launch vehicles. The program will mature the technologies in three key propulsion areas, scramjets, rocket-based combined cycle and turbine-based combination cycle. Ground and flight propulsion tests are being planned for the propulsion technologies. Airframe technologies will be matured primarily through ground testing. This paper describes NASA's activities in hypersonics. Current programs, accomplishments, future plans and technologies that are being pursued by the Hypersonics Investment Area under the Advanced Space Transportation Program Office will be discussed.

This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmentalmore » concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.« less

The US Department of Energy (DOE), Office of Civilian Radioactive Waste Management (OCRWM) is responsible for the development of a waste management program for the disposition of spent nuclear fuel (SNF) and high-level waste (HLW). The program will include a transportation system for moving the nuclear waste from the sources to a geologic repository for permanent disposal. Specially designed casks will be used to safely transport the waste. The cask systems must be operated within limits imposed by DOE, the Nuclear Regulatory Commission (NRC), and the Department of Transportation (DOT). A dedicated facility for inspecting, testing, and maintaining the caskmore » systems was recommended by the General Accounting Office (in 1979) as the best means of assuring their operational effectiveness and safety, as well as regulatory compliance. The Department of Energy (DOE) owns or leases approximately 43 aircraft of which 17 are airplanes and 26 are helicopters. About two-thirds of these aircraft are used for activities related to defense programs; these are all government owned and contractor operated. The other third of DOE's aircraft is used by Bonneville Power Administration (BPA) and Western Area Power Administration (WAPA). These aircraft are primarily government owned and operated. In addition to transporting passengers, DOE aircraft are used for security operations, powerline and pipeline patrols, research and development activities, and aerial measurement and for the transport of hazardous materials. These operationsmore » are conducted at nine Field Offices under the organizational authority of eight DOE Program Secretarial Officers (PSOs). On July 24, 1991, a DOE-owned helicopter crashed at the Nevada Test Site resulting in the deaths of the five contractor employees on board. A DOE accident investigation board was convened, and an investigation into the causes of the crash was conducted. On November 19, 1991, a briefing of the preliminary results of the investigation was provided to the Assistant Secretary for Environment, Safety and Health (EH), the Assistant Secretary for Defense Programs (DP), and the Director, Office of Security Affairs (SA). On November 27, 1991, the Secretary of Energy directed the Assistant Secretary, EH, to convene and chair a Task Group with the PSOs to define the roles and responsibilities of DOE's aviation program. This Project Summary book is a published compilation consisting of short descriptions of each project supported by the Fusion Plasma Theory and Computing Group of the Advanced Physics and Technology Division of the Department of Energy, Office of Fusion Energy. The summaries contained in this volume were written by the individual contractors with minimal editing by the Office of Fusion Energy. Previous summaries were published in February of 1982 and December of 1987. The Plasma Theory program is responsible for the development of concepts and models that describe and predict the behavior of a magnetically confined plasma. Emphasis is given to the modelling and understanding of the processes controlling transport of energy and particles in a toroidal plasma and supporting the design of the International Thermonuclear Experimental Reactor (ITER). A tokamak transport initiative was begun in 1989 to improve understanding of how energy and particles are lost from the plasma by mechanisms that transport them across field lines. The Plasma Theory program has actively participated in this initiative. Recently, increased attention has been given to issues of importance to the proposed Tokamak Physics Experiment (TPX). Particular attention has been paid to containment and thermalization of fast alpha particles produced in a burning fusion plasma as well as control of sawteeth, current drive, impurity control, and design of improved auxiliary heating. In addition, general models of plasma behavior are developed from physics features common to different confinement geometries. This work uses both analytical and numerical techniques. The Fusion Theory program supports research projects at U.S. government laboratories, universities and industrial contractors. Its support of theoretical work at universities contributes to the office of Fusion Energy mission of training scientific manpower for the U.S. Fusion Energy Program.

The National Space Weather Program (NSWP; http://www.nswp.gov) is a U.S. federal government interagency program established by the Office of the Federal Coordinator for Meteorology (OFCM) in 1995 to coordinate, collaborate, and leverage capabilities across stakeholder agencies, including space weather researchers, service providers, users, policy makers, and funding agencies, to improve the performance of the space weather enterprise for the United States and its international partners. Two important documents released in recent months have established a framework and the vision, goals, and strategy to move the enterprise forward in the next decade. The U.S. federal agency members of the NSWP include the departments of Commerce, Defense, Energy, Interior, State, and Transportation, plus NASA, the National Science Foundation, and observers from the White House Office of Science and Technology Policy (OSTP) and the Office of Management and Budget (OMB). The OFCM is also working with the Department of Homeland Security's Federal Emergency Management Agency to formally join the program.

The concept, implementation, and long-range goals of a Supportability Trend Analysis and Reporting System (STARS) for the National Space Transportation System (NSTS) are discussed. The requirement was established as a direct result of the recommendations of the Rogers Commission investigation of the circumstances of the Space Shuttle Challenger accident. STARS outlines the requirements for the supportability-trend data collection, analysis, and reporting requirements that each of the project offices supporting the Space Shuttle are required to provide to the NSTS program office. STARS data give the historic and predictive logistics information necessary for all levels of NSTS management to make safe and cost-effective decisions concerning the smooth flow of Space Shuttle turnaround.

The government's role will be to support industry required infrastructure to encourage start-up markets and industries through follow-on development agreements such as the Space Systems Development Agreement. The Office of Commercial Programs has an aggressive flight program underway on the Space Shuttle, suborbital rockets, orbital expendable launch vehicles, and the Commercial Middeck Accommodation Module with SPACEHAB Inc. The Office of Commercial Program's has been allocated 35 percent of the U.S. share of the Space Station Freedom resources for 1997 utilization. A utilization plan has been developed with the Centers for the Commercial Development of Space and has identified eleven materials processing and biotechnology payloads occupying 5 double racks in the pressurized module as well as two payloads external to the module in materials exposure and environment monitoring. Fuel economy is a pivotal question influencing the future sale and utilization of commercial aircraft. The NASA Aircraft Energy Efficiency (ACEE) Program Office has a program intended to accelerate the readiness of advanced technologies for energy efficient aircraft. Because the decision to develop a new airframe or engine is a major financial hazard for manufacturers, it is important to know what factors influence the decision making process. A method is described for identifying and ranking individuals and organizations involved at each stage of commercial air transport development, and the barriers that must be overcome in adopting new technologies.

NASA's Office Of Aeronautics and Space Transportation Technology (OASTT) has establish three major coals. "The Three Pillars for Success". The Advanced Space Transportation Program Office (ASTP) at the NASA's Marshall Space Flight Center in Huntsville,Ala. focuses on future space transportation technologies under the "Access to Space" pillar. The Advanced Reusable Technologies (ART) Project, part of ASTP, focuses on the reusable technologies beyond those being pursued by X-33. The main activity over the past two and a half years has been on advancing the rocket-based combined cycle (RBCC) technologies. In June of last year, activities for reusable launch vehicle (RLV) airframe and propulsion technologies were initiated. These activities focus primarily on those technologies that support the year 2000 decision to determine the path this country will take for Space Shuttle and RLV. In February of this year, additional technology efforts in the reusable technologies were awarded. The RBCC effort that was completed early this year was the initial step leading to flight demonstrations of the technology for space launch vehicle propulsion. Aerojet, Boeing-Rocketdyne and Pratt & Whitney were selected for a two-year period to design, build and ground test their RBCC engine concepts. In addition, ASTROX, Pennsylvania State University (PSU) and University of Alabama in Huntsville also conducted supporting activities. The activity included ground testing of components (e.g., injectors, thrusters, ejectors and inlets) and integrated flowpaths. An area that has caused a large amount of difficulty in the testing efforts is the means of initiating the rocket combustion process. All three of the prime contractors above were using silane (SiH4) for ignition of the thrusters. This follows from the successful use of silane in the NASP program for scramjet ignition. However, difficulties were immediately encountered when silane (an 80/20 mixture of hydrogen/silane) was used for rocket ignition.

The information on the financial reserves available to offset risks associated with the National Aeronautics and Space Administration's Space Station Freedom program is provided to Government Activities and Transportation Subcommittee of Committee on Government Operations House of Representatives, as requested. To obtain the information of the financial reserves NASA maintains in the space station program, NASA Headquarters officials in the Controller and Space Station program offices were interviewed. Financial and program documents related to the level of financial reserves in the program and the uses of those reserved to fund additional program requirements were reviewed. The review was conducted from March to July 1992 in accordance with generally accepted government auditing standards. As requested, written agency comments on this report was not obtained, but the reviews of responsible NASA officials were obtained to consider in preparing this report.
Expanded serial communication capability for the transport systems research vehicle laptop computers

A recent upgrade of the Transport Systems Research Vehicle (TSRV) operated by the Advanced Transport Operating Systems Program Office at the NASA Langley Research Center included installation of a number of Grid 1500 series laptop computers. Each unit is a 80386-based IBM PC clone. RS-232 data busses are needed for TSRV flight research programs, and it has been advantageous to extend the application of the Grids in this area. Use was made of the expansion features of the Grid internal bus to add a user programmable serial communication channel. Software to allow use of the Grid bus expansion has been written and placed in a Turbo C library for incorporation into applications programs in a transparent manner via function calls. Port setup; interrupt-driven, two-way data transfer; and software flow control are built into the library functions.

Three-quarters of DOE's Conservation R and D funds have been devoted to technology research and development: basic and applied research, exploratory R and D, engineering feasibility studies, pilot-scale prototype R and D, and technology demonstration. Non R and D projects have involved technology assessment program planning and analysis, model development, technology transfer and consumer information, health effects and safety research, and technical support for rule making. The success stories summarized in this compendium fall into three general categories: Completed Technology Success Stories, projects that have resulted in new energy-saving technologies that are presently being used in the private sector; Technical Success Stories, projects that have produced or disseminated important scientific/technical information likely to result in future energy savings; Program Success Stories, non-R and D activities that have resulted in nationally significant energy benefits. The Energy Conservation research and development program at DOE is managed by the Office of Conservation under the direction of the Deputy Assistant Secretary for Conservation. Three subordinate Program Offices correspond to the buildings, transportation, and industrial end-use sectors. A fourth subordinate Program Office{endash}Energy Utilization Research{endash}sponsors research and technical inventions for all end-use sectors.
