    The National Aeronautics and Space Administration's (NASA) Advanced Space Transportation Program is a customer driven, focused technology program that supports the NASA Strategic Plan and considers future commercial space business projections. The initial cycle of the Advanced Space Transportation Program implementation planning was conducted from December 1995 through February 1996 and represented increased NASA emphasis on broad base technology development with the goal of dramatic reductions in the cost of space transportation. The second planning cycle, conducted in January and February 1997, updated the program implementation plan based on changes in the external environment, increased maturity of advanced concept studies, and current technology assessments. The program has taken a business-like approach to technology development with a balanced portfolio of near, medium, and long-term strategic targets. Strategic targets are influenced by Earth science, space science, and exploration objectives as well as commercial space markets. Commercial space markets include those that would be enhanced by lower cost transportation as well as potential markets resulting in major increases in space business induced by reductions in transportation cost. The program plan addresses earth-to-orbit space launch, earth orbit operations and deep space systems. It also addresses all critical transportation system elements; including structures, thermal protection systems, propulsion, avionics, and operations. As these technologies are matured, integrated technology flight experiments such as the X-33 and X-34 flight demonstrator programs support near-term (one to five years) development or operational decisions. The Advanced Space Transportation Program and the flight demonstrator programs combine business planning, ground-based technology demonstrations and flight demonstrations that will permit industry and NASA to commit to revolutionary new space transportation systems beginning at the turn of the century and continuing far into the future.

    The purpose of this report is to define the technology program required to meet the transportation technology needs for current and future civil space missions. It is a part of an integrated plan, prepared by NASA in part in response to the Augustine Committee recommendations, to describe and advocate expanded and more aggressive efforts in the development of advanced space technologies. This expanded program will provide a technology basis for future space missions to which the U.S. aspires, and will help to regain technology leadership for the U.S. on a broader front. The six aspects of this integrated program/plan deal with focused technologies to support space sciences, exploration, transportation, platforms, and operations as well as provide a Research and Technology Base Program. This volume describes the technologies needed to support transportation systems, e.g., technologies needed for upgrades to current transportation systems and to provide reliable and efficient transportation for future space missions. The Office of Aeronautics, Exploration, and Technology (OAET) solicited technology needs from the major agency technology users and the aerospace industry community and formed a transportation technology team (appendix A) to develop a technology program to respond to those needs related to transportation technologies. This report addresses the results of that team activity. It is a strategic plan intended for use as a planning document rather than as a project management tool. It is anticipated that this document will be primarily utilized by research & technology (R&T) management at the various NASA Centers as well as by officials at NASA Headquarters and by industry in planning their corporate Independent Research and Development (IR&D) investments.

This expanded program will provide a technology basis for future space missions to which the U.S. aspires, and will help to regain technology leadership for the U.S. on a broader front. The six aspects of this integrated program/plan deal with focused technologies to support space sciences, exploration, transportation, platforms, and operations as well as provide a Research and Technology Base Program. This volume describes the technologies needed to support transportation systems, e.g., technologies needed for upgrades to current transportation systems and to provide reliable and efficient transportation for future space missions. The Office of Aeronautics, Exploration, and Technology (OAET) solicited technology needs from the major agency technology users and the aerospace industry community and formed a transportation technology team (appendix A) to develop a technology program to respond to those needs related to transportation technologies. This report addresses the results of that team activity. It is a strategic plan intended for use as a planning document rather than as a project management tool. It is anticipated that this document will be primarily utilized by research & technology (R&T) management at the various NASA Centers as well as by officials at NASA Headquarters and by industry in planning their corporate Independent Research and Development (IR&D) investments.

Where designs cannot be influenced to avoid transportation problems, the transportation representative is advised of the problems permitting remedies early in the program. The transportation representative will monitor and be involved in the shipment of development engine and GSE hardware between FRDC and vehicle manufacturing plant and thereby will be provided an early evaluation of the transportation plans, methods and procedures to be used in the space tug support program. Unanticipated problems discovered in the shipment of development hardware will be known early enough to permit changes in packaging designs and transportation plans before the start of production hardware and engine shipments. All conventional transport media can be used for the movement of space tug engines. However, truck transport is recommended for ready availability, variety of routes, short transit time, and low cost.

    Transportation programming, a process of selecting projects for funding given budget and other constraints, is becoming more complex as a result of new federal laws, local planning regulations, and increased public involvement. This article describes the use of an integer programming tool, Multiple Choice Knapsack Problem (MCKP), to provide optimal solutions to transportation programming problems in cases where alternative versions of projects are under consideration. In this paper, optimization methods for use in the transportation programming process are compared and then the process of building and solving the optimization problems is discussed. The concepts about the use of MCKP are presented and a real-world transportation programming example at various budget levels is provided. This article illustrates how the use of MCKP addresses the modern complexities and provides timely solutions in transportation programming practice. While the article uses transportation programming as a case study, MCKP can be useful in other fields where a similar decision among a subset of the alternatives is required. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.« less

    The results of a study to identify areas of research and approaches that may result in improved occupant survivability and crashworthiness of transport aircraft are given. The study defines areas of structural crashworthiness for transport aircraft which might form the basis for a research program. A 10-year research and development program to improve the structural impact resistance of general aviation and commercial jet transport aircraft is planned. As part of this program parallel studies were conducted to review the accident experience of commercial transport aircraft, assess the accident performance of structural components and the status of impact resistance technology, and recommend areas of research and development for that 10-year plan. The results of that study are also given.

    NASA's Integrated Space Transportation Plan (ISTP) calls for investments in Space Shuttle safety upgrades, second generation Reusable Launch Vehicle (RLV) advanced development and third generation RLV and in-space research and technology. NASA's third generation launch systems are to be fully reusable and operation by 2025. The goals for third generation launch systems are to reduce cost by a factor of 100 and improve safety by a factor of 10,000 over current systems. The Advanced Space Transportation Program Office (ASTP) at NASA's Marshall Space Flight Center in Huntsville, AL has the agency lead to develop third generation space transportation technologies. The Hypersonics Investment Area, part of ASTP, is developing the third generation launch vehicle technologies in two main areas, propulsion and airframes. The program's major investment is in hypersonic airbreathing propulsion since it offers the greatest potential for meeting the third generation launch vehicles. The program will mature the technologies in three key propulsion areas, scramjets, rocket-based combined cycle and turbine-based combination cycle. Ground and flight propulsion tests are being planned for the propulsion technologies. Airframe technologies will be matured primarily through ground testing. This paper describes NASA's activities in hypersonics. Current programs, accomplishments, future plans and technologies that are being pursued by the Hypersonics Investment Area under the Advanced Space Transportation Program Office will be discussed.

Included in the proposed amendments is a revised regulation for reduction of commuter travel which would include students and employees. This program would be implemented in conjunction with the carpool matching program being developed by the Commonwealth of Massachusetts and the employee pass program offered by the Massachusetts Bay Transportation Authority. In this article, we present a case study of the CHP program and discuss the review of city development rezoning applications as a successful strategy to link public health to urban planning. Prior to the CHP review, 7% of development applications in Columbus included active transportation components; in 2009, 64% of development applications adopted active transportation components specifically recommended by the CHP review. Active transportation recommendations generally included adding bike racks, widening or adding sidewalks, and providing sidewalk connectivity. Recommendations and lessons learned from CHP are provided.

    DOE Partnerships with States, Tribes and Other Federal Programs Help Responders Prepare for Challenges Involving Transport of Radioactive Materials Implementing adequate institutional programs and validating preparedness for emergency response to radiological transportation incidents along or near U.S. Department of Energy (DOE) shipping corridors poses unique challenges to transportation operations management. Delayed or insufficient attention to State and Tribal preparedness needs may significantly impact the transportation operations schedule and budget. The DOE Transportation Emergency Preparedness Program (TEPP) has successfully used a cooperative planning process to develop strong partnerships with States, Tribes, Federal agencies and other national programs to support responder preparednessmore » across the United States. DOE TEPP has found that building solid partnerships with key emergency response agencies ensures responders have access to the planning, training, technical expertise and assistance necessary to safely, efficiently and effectively respond to a radiological transportation accident. Through the efforts of TEPP over the past fifteen years, partnerships have resulted in States and Tribal Nations either using significant portions of the TEPP planning resources in their programs and/or adopting the Modular Emergency Response Radiological Transportation Training (MERRTT) program into their hazardous material training curriculums to prepare their fire departments, law enforcement, hazardous materials response teams, emergency management officials, public information officers and emergency medical technicians for responding to transportation incidents involving radioactive materials. In addition, through strong partnerships with Federal Agencies and other national programs TEPP provided technical expertise to support a variety of radiological response initiatives and assisted several programs with integration of the nationally recognized MERRTT program into other training venues, thus ensuring consistency of radiological response curriculums delivered to responders. This presentation will provide an overview of the steps to achieve coordination, to avoid redundancy, and to highlight several of the successful partnerships TEPP has formed with States, Tribes, Federal agencies and other national programs. Events, accident scenarios, and training where TEPP was proven to be integral in building the radiological response capabilities for first responders to actual radiological incidents are also highlighted. Participants will gain an appreciation for the collaborative efforts States and Tribes are engaging in with the DOE to ensure that responders all along the DOE transportation corridors are adequately prepared to respond to shipments of radioactive materials through their communities.« less

    US transportation systems have been identified as a problem for public health, as they often encourage automobile transportation and discourage physical activity. This paper provides a case study examination of the Public Health Component of the Wasatch Front Regional Council's Regional Transportation Plan. This plan provides an example of what transportation planners at Utah's largest metropolitan planning organization (MPO) are doing to encourage physical activity through transportation. Existing active living research was used to guide recommendations using a process that included a comprehensive literature review and a review of existing state programs, advisory group and stakeholder meetings, and policy recommendations based on existing local conditions. Stakeholders from a diversity of background and interests came together with one common goal: to improve public health. Based on this collaborative process, nine policy approaches were specifically recommended for approval and integration in the Wasatch Front Regional Transportation Plan. By using current research as a guide and integrating a variety of interests, the Wasatch Front Regional Council is setting a new standard for a collaborative multi-modal focus in transportation planning, which can be replicated nationwide.

  3. Achievements of the DOT-NASA Joint Program on Remote Sensing and Spatial Information Technologies: Application to Multimodal Transportation

    This report presents three-year accomplishments from the national program on Commercial Remote Sensing and Geospatial Technology (CRSGT) application to transportation, administered by the U.S. Department of Transportation (U.S. DOT) in collaboration with the National Aeronautics and Space Administration (NASA). The joint program was authorized under Section 5113 of the Transportation Equity Act for the 21st Century (TEA-21). This is the first national program of its type focusing on transportation applications of emerging commercial remote sensing technologies. U.S. DOT's Research and Special Programs Administration manages the program in coordination with NASA's Earth Science Enterprise's application programs. The program focuses on applications of CRSGT products and systems for providing smarter and more efficient transportation operations and services. The program is performed in partnership with four major National Consortia for Remote Sensing in Transportation (NCRST). Each consortium focuses on research and development of products in one of the four priority areas for transportation application, and includes technical application and demonstration projects carried out in partnership with industries and service providers in their respective areas. The report identifies products and accomplishments from each of the four consortia in meeting the goal of providing smarter and more efficient transportation services. The products and results emerging from the program are being implemented in transportation operations and services through state and local agencies. The Environmental Assessment and Application Consortium (NCRST-E) provides leadership for developing and deploying cost effective environmental and transportation planning services, and integrates CRSGT advances for achieving smarter and cost effective corridor planning. The Infrastructure Management Consortium (NCRST-I) provides leadership in technologies that achieve smarter and cheaper ways of managing transportation infrastructure assets, operation, and inspection, and integrates CRSGT advances for achieving infrastructure security. The Traffic Flow Consortium (NCRST-F) provides leadership to develop new tools for regional traffic flow management including heavy vehicles and intermodal flow of freight, and integrates CRSGT advances for complementing and extending the reach of ITS user services. The Safety, Hazards and Disasters (NCRST-H) provides leadership for deploying remote sensing technology to locate transportation hazards and improve disaster recovery, and integrates CRSGT advances for application to protect transportation systems from terrorism. The DOT-NASA team is proud to present this report of accomplishments on products and results emerging from the joint program for application to transportation practice.

    NASA's has established long term goals for access-to-space. NASA's third generation launch systems are to be fully reusable and operational in approximately 25 years. The goals for third generation launch systems are to reduce cost by a factor of 100 and improve safety by a factor of 10,000 over current conditions. The Advanced Space Transportation Program Office (ASTP) at NASA's Marshall Space Flight Center in Huntsville, AL has the agency lead to develop third generation space transportation technologies. The Hypersonics Investment Area, part of ASTP, is developing the third generation launch vehicle technologies in two main areas, propulsion and airframes. The program's major investment is in hypersonic airbreathing propulsion since it offers the greatest potential for meeting the third generation launch vehicles. The program will mature the technologies in three key propulsion areas, scramjets, rocket-based combined cycle and turbine-based combination cycle. Ground and flight propulsion tests are being planned for the propulsion technologies. Airframe technologies will be matured primarily through ground testing. This paper describes NASA's activities in hypersonics. Current programs, accomplishments, future plans and technologies that are being pursued by the Hypersonics Investment Area under the Advanced Space Transportation Program Office will be discussed.

    The optimal rail container shipment planning problem in multimodal transportation is studied in this article. The characteristics of the multi-period planning problem is presented and the problem is formulated as a large-scale 0-1 integer programming model, which maximizes the total profit generated by all freight bookings accepted in a multi-period planning horizon subject to the limited capacities. Two heuristic algorithms are proposed to obtain an approximate optimal solution of the problem. Finally, numerical experiments are conducted to demonstrate the proposed formulation and heuristic algorithms.

    The Nashville Area Metropolitan Planning Organization (MPO) is among the first MPOs in the United States to recognize the interplay of transportation and public health, particularly regarding physical activity, air pollution, and traffic crashes. The Nashville MPO has taken a multifaceted approach to simultaneously improve the transportation system, quality of life, and health status of the region’s population. The purpose of this paper is to describe the multiple programs and projects that the MPO has undertaken to this end, so that other cities might learn from Nashville’s example. The MPO’s strategy comprised six processes. First, the MPO conducted the Regional Bicycle and Pedestrian Study in 2009 and 2014 that established priority issues to be addressed by bicycle and pedestrian projects in Regional Transportation Plans. Second, the MPO responded to public opinion by adopting new transportation policies in the 2035 and 2040 Regional Transportation Plans, including increasing bicycle and pedestrian options and expanding public transit. Third, the MPO created scoring criteria for proposed roadway projects that prioritized health impacts. Fourth, the MPO reserved funding for projects selected under the new criteria and established a new funding program, the Active Transportation Program. Fifth, the MPO conducted the Middle Tennessee Transportation and Health Study, one of the first regional studies in the nation linking transportation and health. Finally, the MPO implemented the Integrated Transport and Health Impact Model which predicts and monetizes population-level health impacts of shifting the population towards active transportation modes. Recent inventories of bicycle and pedestrian infrastructure suggest these interrelated processes are increasing opportunities for walking, bicycling, and public transit use in the region. Further, each of these projects has contributed to a growing appreciation in the region of the links between transportation and health, and continued evaluation efforts can determine if transportation behaviors and health outcomes are changing.     This paper provides an overview of the microgravity fluid physics and transport phenomena experiments planned for the International Spare Station. NASA's Office of Life and Microgravity Science and Applications has established a world-class research program in fluid physics and transport phenomena. This program combines the vast expertise of the world research community with NASA's unique microgravity facilities with the objectives of gaining new insight into fluid phenomena by removing the confounding effect of gravity. Due to its criticality to many terrestrial and space-based processes and phenomena, fluid physics and transport phenomena play a central role in the NASA's Microgravity Program. Through widely publicized research announcement and well established peer-reviews, the program has been able to attract a number of world-class researchers and acquired a critical mass of investigations that is now adding rapidly to this field. Currently there arc a total of 106 ground-based and 20 candidate flight principal investigators conducting research in four major thrust areas in the program: complex flows, multiphase flow and phase change, interfacial phenomena, and dynamics and instabilities. The International Space Station (ISS) to be launched in 1998, provides the microgravity research community with a unprecedented opportunity to conduct long-duration microgravity experiments which can be controlled and operated from the Principal Investigators' own laboratory. Frequent planned shuttle flights to the Station will provide opportunities to conduct many more experiments than were previously possible. NASA Lewis Research Center is in the process of designing a Fluids and Combustion Facility (FCF) to be located in the Laboratory Module of the ISS that will not only accommodate multiple users but, allow a broad range of fluid physics and transport phenomena experiments to be conducted in a cost effective manner.

The objectives of this study were to describe perceived elements of effective workplace travel plans, barriers and enablers to workplace travel planning, their experiences of working with the other profession on travel plan implementation, their recommendations for workplace travel planning, and also to explore similarities and differences in transport and health practitioner perspectives. Fourteen health and ten transport practitioners who had prior involvement in workplace travel plan programs were purposefully selected from workplaces in Australia. We conducted 20 in-depth interviews since data saturation had been reached at this point, and data were subject to framework analysis. Perceived essential elements of effective workplace travel plans included parking management; leadership, organisational commitment and governance; skills and other resources like a dedicated travel plan coordinator; and, pre-conditions including supportive transport infrastructure in the surrounds. Recommendations for promoting travel plans included supportive government policy, focusing on business benefits and working at different scales of implementation (e.g. single large worksites and business precincts). Health and transport practitioner perspectives differed, with transport practitioners believing that parking management is the key action for managing travel demand at a worksite. Health practitioners implementing travel plans may require training including concepts of travel demand management, and support from transport planners on parking management strategies. Promoting an understanding of the shared travel behaviour change skills of transport and health practitioners may assist further collaboration. For take-up by organisations to be of sufficient scale to create meaningful population level reductions in driving and increases in active travel, promotion and travel plans should be focused on the priorities of the organisations.     The OTM Tribology Program supports applied research and exploratory development which private enterprise will not or cannot pursue, in specifically identified industrial problem areas pertaining to energy conservation in the transportation sector. Under the current Annual Operating Plan (AOP) the tribology project is structured to conform with the ongoing and planned research activities in three program elements: (1) advanced lubrication--experimental investigations of lubrication phenomena and the development of improved or novel lubricants and lubricant-delivery systems for current and advanced engine systems; (2) engineered tribological interfaces--research and development on various coating processes to modify the microstructure and chemical composition of near-surfacemore » regions in order to improve their friction and wear properties for use in advanced engine designs; (3) advanced tribomaterials and components--tribomaterials evaluation of the friction and wear behavior of newly emerging materials, particularly those promising low friction and wealth at elevated temperatures in advanced engine designs: and tribocomponents evaluation which focuses on development of models, analysis/design tools to enable US transportation industry to employ a tribology-by-design approach and dissemination of program developments to the US transportation industry.     This document describes the FY2010 plan for the management and execution of the Next Generation Air Transportation System (NextGen) Concepts and Technology Development (CTD) Project. The document was developed in response to guidance from the Airspace Systems Program (ASP), as approved by the Associate Administrator of the Aeronautics Research Mission Directorate (ARMD), and from guidelines in the Airspace Systems Program Plan. Congress established the multi-agency Joint Planning and Development Office (JPDO) in 2003 to develop a vision for the 2025 Next Generation Air Transportation System (NextGen) and to define the research required to enable it. NASA is one of seven agency partners contributing to the effort. Accordingly, NASA's ARMD realigned the Airspace Systems Program in 2007 to "directly address the fundamental research needs of the Next Generation Air Transportation System...in partnership with the member agencies of the JPDO." The Program subsequently established two new projects to meet this objective: the NextGen-Airspace Project and the NextGen-Airportal Project. Together, the projects will also focus NASA s technical expertise and world-class facilities to address the question of where, when, how and the extent to which automation can be applied to moving aircraft safely and efficiently through the NAS and technologies that address optimal allocation of ground and air technologies necessary for NextGen. Additionally, the roles and responsibilities of humans and automation influence in the NAS will be addressed by both projects. Foundational concept and technology research and development begun under the NextGen-Airspace and NextGen-Airportal projects will continue.     In 1992, NASA made the decision to evolve a Consolidated Planning System (CPS) by adding the Space Transportation System (STS) requirements to the Space Station Freedom (SSF) planning software. This paper describes this evolutionary process, which began with a series of six-month design-build-test cycles, using a domain-independent architecture and a set of developmental tools known as the Advanced Scheduling Environment. It is shown that, during these tests, the CPS could be used at multiple organizational levels of planning and for integrating schedules from geographically distributed (including international) planning environments. The potential for using the CPS for other planning and scheduling tasks in the SSF program is being currently examined.

  3. Mixed Integer Programming Model and Incremental Optimization for Delivery and Storage Planning Using Truck Terminals

    We discuss the planning of transportation by trucks over a multi-day period. Each truck collects loads from suppliers and delivers them to assembly plants or a truck terminal. By exploiting the truck terminal as a temporal storage, we aim to increase the load ratio of each truck and to minimize the lead time for transportation. In this paper, we show a mixed integer programming model which represents each product explicitly, and discuss the decomposition of the problem into a problem of delivery and storage, and a problem of vehicle routing. Based on this model, we propose a relax-and-fix type heuristic in which decision variables are fixed one by one by mathematical programming techniques such as branch-and-bound methods.

    School systems are responsible for ensuring that children with special needs are safely transported on all forms of federally approved transportation provided by the school system. A plan to provide the most current and proper support to children with special transportation needs should be developed by the Individualized Education Program team, including the parent, school transportation director, and school nurse, in conjunction with physician orders and recommendations. With this statement, we provide current guidance for the protection of child passengers with specific health care needs. Guidance that applies to general school transportation should be followed, inclusive of staff training, provision of nurses or aides if needed, and establishment of a written emergency evacuation plan as well as a comprehensive infection control program. Researchers provide the basis for recommendations concerning occupant securement for children in wheelchairs and children with other special needs who are transported on a school bus. Pediatricians can help their patients by being aware of guidance for restraint systems for children with special needs and by remaining informed of new resources. Pediatricians can also play an important role at the state and local level in the development of school bus specifications. Copyright © 2018 by the American Academy of Pediatrics.

    Under the Medicaid program, Federal payment is available for the costs of administrative activities "as found necessary by the Secretary for the proper and efficient administration of the State plan." This final rule eliminates Federal Medicaid payment for the costs of certain school-based administrative and transportation activities because the Secretary has found that these activities are not necessary for the proper and efficient administration of the Medicaid State plan and are not within the definition of the optional transportation benefit. Based on these determinations, under this final rule, Federal Medicaid payments will no longer be available for administrative activities performed by school employees or contractors, or anyone under the control of a public or private educational institution, and for transportation from home to school. In addition, this final rule responds to public comments received on the September 7, 2007 proposed rule.
