The U.S. Geological Survey (USGS) Tennessee Water Science Center and the College of Engineering and Technology at Tennessee State University developed a Partnership in Environmental Education and Research (PEER) to support environmental research at TSU and to expand the environmental research capabilities of the USGS in Tennessee. The PEER program is driven by the research needs to better define the occurrence, fate, and transport of contaminants in groundwater and surface water. Research in the PEER program has primarily focused on the transport and remediation of organic contamination in karst settings. Research conducted through the program has also expanded to a variety of media and settings. Research areas include contaminant occurrence and transport, natural and enhanced bioremediation, geochemical conditions in karst aquifers, mathematical modeling for contaminant transport and degradation, new methods to evaluate groundwater contamination, the resuspension of bacteria from sediment in streams, the use of bioluminescence and chemiluminescence to identify the presence of contaminants, and contaminant remediation in wetlands. The PEER program has increased research and education opportunities for students in the College of Engineering, Technology, and Computer Science and has provided students with experience in presenting the results of their research. Students in the program have participated in state, regional, national and international conferences with more than 140 presentations since 1998 and more than 40 student awards. The PEER program also supports TSU outreach activities and efforts to increase minority participation in environmental and earth science programs at the undergraduate and graduate levels. TSU students and USGS staff participate in the TSU summer programs for elementary and high school students to promote earth sciences. The 2007 summer camps included more than 130 students from 20 different States and Washington DC.

The helicopter and general aviation, light transport, and commercial transport aircraft share common icing requirements: highly effective, lightweight, low power consuming deicing systems, and detailed knowledge of the aeropenalties due to ice on aircraft surfaces. This paper provides an overview of the microgravity fluid physics and transport phenomena experiments planned for the International Spare Station. NASA's Office of Life and Microgravity Science and Applications has established a world-class research program in fluid physics and transport phenomena. This program combines the vast expertise of the world research community with NASA's unique microgravity facilities with the objectives of gaining new insight into fluid phenomena by removing the confounding effect of gravity. Due to its criticality to many terrestrial and space-based processes and phenomena, fluid physics and transport phenomena play a central role in the NASA's Microgravity Program. Through widely publicized research announcement and well established peer-reviews, the program has been able to attract a number of world-class researchers and acquired a critical mass of investigations that is now adding rapidly to this field. Currently there arc a total of 106 ground-based and 20 candidate flight principal investigators conducting research in four major thrust areas in the program: complex flows, multiphase flow and phase change, interfacial phenomena, and dynamics and instabilities. The International Space Station (ISS) to be launched in 1998, provides the microgravity research community with a unprecedented opportunity to conduct long-duration microgravity experiments which can be controlled and operated from the Principal Investigators' own laboratory. Frequent planned shuttle flights to the Station will provide opportunities to conduct many more experiments than were previously possible. NASA Lewis Research Center is in the process of designing a Fluids and Combustion Facility (FCF) to be located in the Laboratory Module of the ISS that will not only accommodate multiple users but, allow a broad range of fluid physics and transport phenomena experiments to be conducted in a cost effective manner.

This report presents three-year accomplishments from the national program on Commercial Remote Sensing and Geospatial Technology (CRSGT) application to transportation, administered by the U.S. Department of Transportation (U.S. DOT) in collaboration with the National Aeronautics and Space Administration (NASA). The joint program was authorized under Section 5113 of the Transportation Equity Act for the 21st Century (TEA-21). This is the first national program of its type focusing on transportation applications of emerging commercial remote sensing technologies. U.S. DOT's Research and Special Programs Administration manages the program in coordination with NASA's Earth Science Enterprise's application programs. The program focuses on applications of CRSGT products and systems for providing smarter and more efficient transportation operations and services. The program is performed in partnership with four major National Consortia for Remote Sensing in Transportation (NCRST). Each consortium focuses on research and development of products in one of the four priority areas for transportation application, and includes technical application and demonstration projects carried out in partnership with industries and service providers in their respective areas. The report identifies products and accomplishments from each of the four consortia in meeting the goal of providing smarter and more efficient transportation services. The products and results emerging from the program are being implemented in transportation operations and services through state and local agencies. The Environmental Assessment and Application Consortium (NCRST-E) provides leadership for developing and deploying cost effective environmental and transportation planning services, and integrates CRSGT advances for achieving smarter and cost effective corridor planning. The Infrastructure Management Consortium (NCRST-I) provides leadership in technologies that achieve smarter and cheaper ways of managing transportation infrastructure assets, operation, and inspection, and integrates CRSGT advances for achieving infrastructure security. The Traffic Flow Consortium (NCRST-F) provides leadership to develop new tools for regional traffic flow management including heavy vehicles and intermodal flow of freight, and integrates CRSGT advances for complementing and extending the reach of ITS user services. The Safety, Hazards and Disasters (NCRST-H) provides leadership for deploying remote sensing technology to locate transportation hazards and improve disaster recovery, and integrates CRSGT advances for application to protect transportation systems from terrorism. The DOT-NASA team is proud to present this report of accomplishments on products and results emerging from the joint program for application to transportation practice.

Investigations were conducted to evaluate the relative benefits attainable through the exploitation of advanced technologies and to identify future research and development efforts required to permit the application of selected technologies to transport aircraft entering commercial operation in 1985. Results show that technology advances, particularly in the areas of composite materials, supercritical aerodynamics, and active control systems, will permit the development of long-range, high-payload commercial transports operating at high-subsonic speeds with direct operating costs lower than those of current aircraft. These advanced transports also achieve lower noise levels and lower engine pollutant emissions than current transports. Research and development efforts, including analytical investigations, laboratory test programs, and flight test programs, are required in essentially all technology areas to achieve the potential technology benefits.

Over the past year, the Propulsion Engineering Research Center at The Pennsylvania State University continued its progress toward meeting the goals of NASA's University Space Engineering Research Centers (USERC) program. The USERC program was initiated in 1988 by the Office of Aeronautics and Space Technology to provide an invigorating force to drive technology advancements in the U.S. space industry. The Propulsion Center's role in this effort is to provide a fundamental basis from which the technology advances in propulsion can be derived. To fulfill this role, an integrated program was developed that focuses research efforts on key technical areas, provides students with a broad education in traditional propulsion-related science and engineering disciplines, and provides minority and other under-represented students with opportunities to take their first step toward professional careers in propulsion engineering. The program is made efficient by incorporating government propulsion laboratories and the U.S. propulsion industry into the program through extensive interactions and research involvement. The Center is comprised of faculty, professional staff, and graduate and undergraduate students working on a broad spectrum of research issues related to propulsion. The Center's research focus encompasses both current and advanced propulsion concepts for space transportation, with a research emphasis on liquid propellant rocket engines. The liquid rocket engine research includes programs in combustion and turbomachinery. Other space transportation modes that are being addressed include anti-matter, electric, nuclear, and solid propellant propulsion. Outside funding supports a significant fraction of Center research, with the major portion of the basic USERC grant being used for graduate student support and recruitment. The remainder of the USERC funds are used to support programs to increase minority student enrollment in engineering, to maintain Center infrastructure, and to develop research capability in key new areas. Significant research programs in propulsion systems for air and land transportation complement the space propulsion focus. The primary mission of the Center is student education. The student program emphasizes formal class work and research in classical engineering and science disciplines with applications to propulsion.

This report summarizes work conducted from January 1996 through April 1999 on a program of research to investigate the physical mechanisms that underlie the transport of trace constituents in the stratosphere-troposphere system. The primary scientific goal of the research has been to identify the processes which transport air masses within the lower stratosphere, particularly between the tropics and middle latitudes. This research was conducted in collaboration with the Subsonic Assessment (SASS) of the NASA Atmospheric Effects of Radiation Program (AEAP) and the Upper Atmospheric Research Program (UARP). The SASS program sought to understand the impact of the present and future fleets of conventional jet traffic on the upper troposphere and lower stratosphere, while complementary airborne observations under UARP seek to understand the complex interactions of dynamical and chemical processes that affect the ozone layer. The present investigation contributed to the goals of each of these by diagnosing the history of air parcels intercepted by NASA research aircraft in UARP and AEAP campaigns. This was done by means of a blend of trajectory analyses and tracer correlation techniques.

A recent upgrade of the Transport Systems Research Vehicle (TSRV) operated by the Advanced Transport Operating Systems Program Office at the NASA Langley Research Center included installation of a number of Grid 1500 series laptop computers. Each unit is a 80386-based IBM PC clone. RS-232 data busses are needed for TSRV flight research programs, and it has been advantageous to extend the application of the Grids in this area. Use was made of the expansion features of the Grid internal bus to add a user programmable serial communication channel. Software to allow use of the Grid bus expansion has been written and placed in a Turbo C library for incorporation into applications programs in a transparent manner via function calls. Port setup; interrupt-driven, two-way data transfer; and software flow control are built into the library functions.

This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmentalmore » concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.« less

Recent principal goals were to develop and verify new methods for design and analysis of intelligent flight control systems, aircraft guidance logic for recovery from wake vortex encounter, and robust flight control systems. Our research scope subsumed problems associated with multidisciplinary aircraft design synthesis and analysis based on flight physics, providing a theoretical basis for developing innovative control concepts that enhance aircraft performance and safety. Our research focus was of direct interest not only to NASA but to manufacturers of aircraft and their associated systems. Our approach, metrics, and future directions described in the remainder of the report.

Characteristics of nontrauma scene flights for air medical transport.

Little is known about the use of air medical transport for patients with medical, rather than traumatic, emergencies. This study describes the practices of air transport programs, with respect to nontrauma scene responses, in several areas throughout the United States and Canada. A descriptive, retrospective study was conducted of all nontrauma scene flights from 2008 and 2009. Flight information and patient demographic data were collected from 5 air transport programs. Descriptive statistics were used to examine indications for transport, Glasgow Coma Scale Scores, and loaded miles traveled. A total of 1,785 nontrauma scene flights were evaluated. The percentage of scene flights contributed by nontraumatic emergencies varied between programs, ranging from 0% to 44.3%. The most common indication for transport was cardiac, nonST-segment elevation myocardial infarction (22.9%). Cardiac arrest was the indication for transport in 2.5% of flights. One air transport program reported a high percentage (49.4) of neurologic, stroke, flights. The use of air transport for nontraumatic emergencies varied considerably between various air transport programs and regions. More research is needed to evaluate which nontraumatic emergencies benefit from air transport. National guidelines regarding the use of air transport for nontraumatic emergencies are needed. In the late 1960s the aircraft industry became interested in developing a fleet of supersonic transports (SSTs). Between 1972 and 1975, the Climatic Impact Assessment Program (CIAP) studied the possible environmental impact of SSTs. For environmental and economic reasons, the fleet of SSTs was not developed. The Upper Atmosphere Research Program (UARP) has recently undertaken the responsibility of directing scientific research needed to assess the atmospheric impact of supersonic transports. The UARP and the High-Speed Research Program asked Harold Johnston to review the current understanding of aircraft emissions and their effect on the stratosphere. Johnston and his colleagues have recently re-examined the SST problem using current models for stratospheric ozone chemistry. A unique view is given here of the current scientific issues and the lessons learned since the beginning of CIAP, and it links the current research program with the assessment process that began two years ago.

This document describes the purpose of and method by which an assessment of the Boeing Reference H High-Speed Civil Transport design was evaluated in the NASA Langley Research Center's Visual/Motion Simulator in January 1997. Six pilots were invited to perform approximately 60 different Mission Task Elements that represent most normal and emergency flight operations of concern to the High Speed Research program. The Reference H design represents a candidate configuration for a High-Speed Civil Transport, a second generation supersonic civilian transport aircraft. The High-Speed Civil Transport is intended to be economically sound and environmentally safe while carrying passengers and cargo at supersonic speeds with a trans-Pacific range. This simulation study was designated "LaRC. 1" for the purposes of planning, scheduling and reporting within the Guidance and Flight Controls super-element of the High-Speed Research program. The study was based upon Cycle 3 release of the Reference H simulation model.

This article examines the challenges faced by developers of youth drug abuse prevention programs in transporting scientifically proven or evidence-based programs into natural community practice systems. Models for research on the transfer of prevention technology are described with specific emphasis given to the relationship between efficacy and effectiveness studies. Barriers that impede the successful integration of efficacy methods within effectiveness studies (e.g., client factors, practitioner factors, intervention structure characteristics, and environmental and organizational factors) are discussed. We present a modified model for program development and evaluation that includes a new type of research design, the hybrid efficacy-effectiveness study that addresses program transportability. The utility of the hybrid study is illustrated in the evaluation of the Early Risers "Skills for Success" prevention program.

Safe-transport is important to well-being in later life but balancing safety and independence for older drivers can be challenging. While self-regulation is a promising tool to promote road safety, more research is required to optimise programs. Qualitative research was used to inform the choice and adaptation of a safe-transport education program for older drivers. Three focus groups were conducted with older drivers living in northwest Sydney to explore four key areas related to driving in later life including aged-based licensing, stopping or limiting driving, barriers to driving cessation and alternative modes of transportation. Data were analysed using content analysis. Four categories emerged from the data; bad press for older drivers, COMPETENCE not age, call for fairness in licensing regulations, and hanging up the keys: It's complicated! Two key issues being (1) older drivers wanted to drive for as long as possible but (2) were not prepared for driving cessation; guided the choice and adaption of the Knowledge Enhances Your Safety (KEYS) program. This program was adapted for the Australian context and focus group findings raised the need for practical solutions, including transport alternatives, to be added. Targeted messages were developed from the data using the Precaution Adoption Process Model (PAPM), allowing the education to be tailored to the individual's stage of behaviour change. Adapting our program based on insights gained from community consultation should ensure the program is sensitive to the needs, skills and preferences of older drivers.

Biomedical research will be conducted during transit and on the surface of the Moon to prepare for extended stays on the Moon and to prepare for the exploration of Mars. The objective of the Human Research Program (HRP) is to preserve the health and enhance performance of astronaut explorers. Specific objectives of the HRP include developing the knowledge, capabilities, and necessary countermeasures and technologies in support of human space exploration; focusing on mitigating the highest risks to crew health and performance; and defining and improving human spaceflight medical, environmental, behavioral, and human factors standards. This document contains a detailed description of the resource accommodations, interfaces, and environments to be provided by the Constellation Program (CxP) to support the HRP research in transit and on the lunar surface. Covered, specifically, are the requirements for mass and volume transport; crew availability; ground operations, baseline data collection, and payload processing; power, and data. Volumes and mass are given for transport of conditioned samples only. They do not account for the engineering solution that the Constellation Program will implement (refrigerator/freezer volume/mass). This document does not account for requirements on the Orion vehicle for transportation to and from the International Space Station (ISS). The ISS Program has supplied requirements for this mission.

The NASA Langley Aeroelasticity Branch is involved in a number of research programs related to fixed wing aeroelasticity and aeroservoelasticity. These ongoing efforts are summarized here, and include aeroelastic tailoring of subsonic transport wing structures, experimental and numerical assessment of truss-braced wing flutter and limit cycle oscillations, and numerical modeling of high speed civil transport configurations. Efforts devoted to verification, validation, and uncertainty quantification of aeroelastic physics in a workshop setting are also discussed. The feasibility of certain future civil transport configurations will depend on the ability to understand and control complex aeroelastic phenomena, a goal that the Aeroelasticity Branch is well-positioned to contribute through these programs.

The current cost to launch payloads to low earth orbit (LEO) is approximately loo00 U.S. dollars ($) per pound ($22000 per kilogram). This high cost limits our ability to pursue space science and hinders the development of new markets and a productive space enterprise. This enterprise includes NASA's space launch needs and those of industry, universities, the military, and other U.S. government agencies. NASA's Advanced Space Transportation Program (ASTP) proposes a vision of the future where space travel is as routine as in today's commercial air transportation systems. Dramatically lower launch costs will be required to make this vision a reality. In order to provide more affordable access to space, NASA has established new goals in its Aeronautics and Space Transportation plan. These goals target a reduction in the cost of launching payloads to LEO to $lo00 per pound ($2200 per kilogram) by 2007 and to $100' per pound by 2025 while increasing safety by orders of magnitude. Several programs within NASA are addressing innovative propulsion systems that offer potential for reducing launch costs. Various air-breathing propulsion systems currently are being investigated under these programs. The NASA Aerospace Propulsion and Power Base Research and Technology Program supports long-term fundamental research and is managed at GLenn Research Center. Currently funded areas relevant to space transportation include hybrid hyperspeed propulsion (HHP) and pulse detonation engine (PDE) research. The HHP Program currently is addressing rocket-based combined cycle and turbine-based combined cycle systems. The PDE research program has the goal of demonstrating the feasibility of PDE-based hybrid-cycle and combined cycle propulsion systems that meet NASA's aviation and access-to-space goals. The ASTP also is part of the Base Research and Technology Program and is managed at the Marshall Space Flight Center. As technologies developed under the Aerospace Propulsion and Power Base Research and Technology Program mature, they are incorporated into ASTP. One example of this is rocket-based combined cycle systems that are being considered as part of ASTP. The NASA Ultra Efficient Engine Technology (UEET) Program has the goal of developing propulsion system component technology that is relevant to a wide range of vehicle missions. In addition to subsonic and supersonic speed regimes, it includes the hypersonic speed regime. More specifically, component technologies for turbine-based combined cycle engines are being developed as part of UEET.

This document describes the FY2010 plan for the management and execution of the Next Generation Air Transportation System (NextGen) Concepts and Technology Development (CTD) Project. The document was developed in response to guidance from the Airspace Systems Program (ASP), as approved by the Associate Administrator of the Aeronautics Research Mission Directorate (ARMD), and from guidelines in the Airspace Systems Program Plan. Congress established the multi-agency Joint Planning and Development Office (JPDO) in 2003 to develop a vision for the 2025 Next Generation Air Transportation System (NextGen) and to define the research required to enable it. NASA is one of seven agency partners contributing to the effort. Accordingly, NASA's ARMD realigned the Airspace Systems Program in 2007 to "directly address the fundamental research needs of the Next Generation Air Transportation System...in partnership with the member agencies of the JPDO." The Program subsequently established two new projects to meet this objective: the NextGen-Airspace Project and the NextGen-Airportal Project. Together, the projects will also focus NASA s technical expertise and world-class facilities to address the question of where, when, how and the extent to which automation can be applied to moving aircraft safely and efficiently through the NAS and technologies that address optimal allocation of ground and air technologies necessary for NextGen. Additionally, the roles and responsibilities of humans and automation influence in the NAS will be addressed by both projects. Foundational concept and technology research and development begun under the NextGen-Airspace and NextGen-Airportal projects will continue. Low-carbon environmental protection is the focus of attention around the world, scientists are constantly researching on production of carbon emissions and living carbon emissions. However, there is little literature about multimodal transportation based on carbon emission at home and abroad. Firstly, this paper introduces the theory of multimodal transportation, the multimodal transport models that didn't consider carbon emissions and consider carbon emissions are analyzed. On this basis, a multi-objective programming 0-1 programming model with minimum total transportation cost and minimum total carbon emission is proposed. The idea of weight is applied to Ideal point method for solving problem, multi-objective programming is transformed into a single objective function. The optimal solution of carbon emission to transportation cost under different weights is determined by a single objective function with variable weights. Based on the model and algorithm, an example is given and the results are analyzed.

Experiment critical use of RS-232 data busses in the Transport Systems Research Vehicle (TSRV) operated by the Advanced Transport Operating Systems Program Office at the NASA Langley Research Center has recently increased. Each application utilizes a number of nonidentical computer and peripheral configurations and requires task specific software development. To aid these development tasks, an IBM PC-based RS-232 bus monitoring system was produced. It can simultaneously monitor two communication ports of a PC or clone, including the nonstandard bus expansion of the TSRV Grid laptop computers. Display occurs in a separate window for each port's input with binary display being selectable. A number of other features including binary log files, screen capture to files, and a full range of communication parameters are provided.

This report reviews the second year of a three-year research program to investigate the physical mechanisms which underlie the transport of trace constituents in the stratosphere- troposphere system. The primary scientific goal of the research is to identify the processes which transport air masses within the lower stratosphere, particularly between the tropics and middle latitudes. The SASS program seeks to understand the impact of the present and future fleets of conventional jet traffic on the upper troposphere and lower stratosphere, while complementary airborne observations under UARP seek to understand the complex interactions of dynamical and chemical processes that affect the ozone layer. The present investigation contributes to the goals of each of these by diagnosing the history of air parcels intercepted by NASA research aircraft in UARP and AEAP campaigns.

Attention is given to the NASA program, Feasibility Study of Modern Airships, initiated to investigate potential research and technology programs associated with airship development. A historical survey of the program is presented, including the development of past airship concepts, aerodynamical and design improvements, structure and material concepts, and research in controls, avionics, instrumentation, flight operations, and ground handling. A mission analysis was carried out which considered passenger and cargo transportation, heavy-lift, short-haul applications, surveillance missions, and the transportation of natural gas. A vehicle parametric analysis examined the entire range of airship concepts, discussing both conventional airships and hybrids. Various design options were evaluated, such as choice of structural materials, use of boundary-layer control, and choice of lifting gas.

This book is the story of a very unique aircraft and the contributions it has made to the air transportation industry. NASA's Boeing 737-100 Transport Systems Research Vehicle started life as the prototype for Boeing's 737 series of aircraft. The airplane was acquired by LaRC in 1974 to conduct research into advanced transport aircraft technologies. In the twenty years that followed, the airplane participated in more than twenty different research projects, evolving from a research tool for a specific NASA program into a national airborne research facility. It played a critical role in developing and gaining acceptance for numerous significant transport technologies including 'glass cockpits,' airborne windshear detection systems, data links for air traffic control communications, the microwave landing system, and the satellite-based global positioning system (GPS).

The National Aeronautics and Space Administration (NASA), U.S. Department of Transportation, Federal Aviation Administration, industry stakeholders, and academia, have joined forces to pursue the NASA National General Aviation Roadmap leading to a Small Aircraft Transportation System (SATS). This strategic undertaking has a 25-year goal to bring the next-generation technologies and improve travel between remote communities and transportation centers in urban areas by utilizing the nation's 5,400 public use general aviation airports. To facilitate this initiative, a comprehensive upgrade of public infrastructure must be planned, coordinated, and implemented within the framework of the national air transportation system. The Nebraska NASA EPSCoR Program has proposed to deliver research support in key public infrastructure areas in coordination with the General Aviation Program Office at the NASA Langley Research Center. Ultimately, SATS may permit tripling aviation system throughput capacity by tapping the underutilized general aviation facilities to achieve the national goal of doorstep-to-destination travel at four times the speed of highways for the nation's suburban, rural, and remote communities.

The Fifth Microgravity Fluid Physics and Transport Phenomena Conference provided the scientific community the opportunity to view the current scope of the Microgravity Fluid Physics and Transport Phenomena Program and research opportunities and plans for the near future. Consistent with the conference theme "Microgravity Research an Agency-Wide Asset" the conference focused not only on fundamental research but also on applications of this knowledge towards enabling future space exploration missions. The conference included 14 invited plenary talks, 61 technical paper presentations, 61 poster presentations, exhibits and a forum on emerging research themes focusing on nanotechnology and biofluid mechanics. This web-based proceeding includes the presentation and poster charts provided by the presenters of technical papers and posters that were scanned at the conference site. Abstracts of all the papers and posters are included and linked to the presentations charts. The invited and plenary speakers were not required to provide their charts and are generally not available for scanning and hence not posted. The conference program is also included.

The Air Transportation Research Program at Princeton University proceeded along six avenues during the past year: (1) intelligent flight control; (2) computer-aided control system design; (3) neural networks for flight control; (4) stochastic robustness of flight control systems; (5) microburst hazards to aircraft; and (6) fundamental dynamics of atmospheric flight. This research has resulted in a number of publications, including archival papers and conference papers. An annotated bibliography of publications that appeared between June 1991 and June 1992 appears at the end of this report. The research that these papers describe was supported in whole or in part by the Joint University Program, including work that was completed prior to the reporting period.

Its mission is to undertake, support, promote, and disseminate research and development in the mechanical engineering aspects of three vital sectors of the Canadian economy: transportation, resource industries, and manufacturing. A third report from the Atmospheric Effects of Stratospheric Aircraft (AESA) component of NASA's High-Speed Research Program (HSRP) is presented. Market and technology considerations continue to provide an impetus for high-speed civil transport research. A recent United Nations Environment Program scientific assessment showed that considerable uncertainty still exists about the possible impact of aircraft on the atmosphere. The AESA was designed to develop the body of scientific knowledge necessary for the evaluation of the impact of stratospheric aircraft on the atmosphere. The first Program report presented the basic objectives and plans for AESA. This third report marks the midpoint of the program and presents the status of the ongoing research on the impact of stratospheric aircraft on the atmosphere as reported at the third annual AESA Program meeting in June 1993. The focus of the program is on predicted atmospheric changes resulting from projected HSCT emissions. Topics reported on cover how high-speed civil transports (HSCT) might affect stratospheric ozone, emissions scenarios and databases to assess potential atmospheric effects from HSCT's, calculated results from 2-D zonal mean models using emissions data, engine trace constituent measurements, and exhaust plume/aircraft wake vortex interactions.

Topics of interest include experiments and theories regarding the coupling of gravity and electromagnetism, vacuum fluctuation energy, warp drives and wormholes, and superluminal quantum effects. Because these propulsion goals are presumably far from fruition, a special emphasis is to identify affordable, near-term, and credible research that could make measurable progress toward these propulsion goals. The methods of the program and the results of the 1997 workshop are presented. This Breakthrough Propulsion Physics program, managed by Lewis Research Center, is one part of a comprehensive, long range Advanced Space Transportation Plan managed by Marshall Space Flight Center.

This paper provides an overview of the NASA High-Speed Research (HSR) Program dedicated to establishing the technology foundation to support the US transport industry's decision for an environmentally acceptable, economically viable 300 passenger, 5000 n.mi., Mach 2.4 aircraft. The HSR program, begun in 1990, is supported by a team of US aerospace companies. The international economic stakes are high. The projected market for more than 500 High-Speed Civil Transport (HSCT) airplanes introduced between the years 2000 and 2015 translates to more than $200 billion in aircraft sales, and the potential of 140,000 new jobs. The paper addresses the history of supersonic commercial air transportation beginning with the Concorde and TU-144 developments in the early 1960 time period. The technology goals for the HSR program are derived from market study results, projections on environmental requirements, and technical goals for each discipline area referenced to the design and operational features of the Concorde. Progress since the inception of the program is reviewed and a summary of some of the lessons learned will be highlighted. An outline is presented of the remaining technological challenges. Emphasis in this paper will be on the traditional aeronautical technologies that lead to higher performance to ensure economic viability. Specific discussion will center around aerodynamic performance, flight deck research, materials and structures development and propulsion systems. The environmental barriers to the HSCT and that part of the HSR program that addresses those technologies are reviewed and assessed in a companion paper.

At the former Naval Air Warfare Center (NAWC) in West Trenton NJ, the U.S. Geological Survey, in cooperation with the U.S. Navy and under support from the Strategic Environmental Research and Development Program (SERDP), is investigating the fate, transport, and remediation of trichloroethylene (TCE) and its daughter products in dipping, fractured mudstones underlying the site. TCE concentrations in ground water are as high as ~100 mg/L. Objectives of multidisciplinary research at the NAWC include (1) understanding the physical, chemical, and microbiological processes and properties affecting the fate, transport, and removal of chlorinated solvents in fractured rocks, (2) assessing the efficiency of different remediation methods (pump and treat, natural and enhanced biodegradation), and (3) transferring the results to help remediate other contaminated fractured rock aquifers. There are numerous scientific and technical challenges to meeting these goals, including the extreme spatial variability of flow and transport properties at the NAWC and the complex distribution of contaminants, geochemical constituents, and microorganisms in fractures and the rock matrix. In addition, there are management challenges that are equally important to address in order to achieve a successful research program. These include balancing the requirements of the many parties involved at the site, including researchers, the site owner, and regulatory agencies; and ensuring that limited research funds are directed towards work that addresses the most important scientific questions as well as stakeholder concerns. Strategies for the scientific challenges at NAWC include developing a carefully planned program to characterize spatial variability in rock properties and groundwater constituents so that the data obtained are applicable to solving research questions focused on remediation. Strategies for the management challenges include fostering open lines of communication among all parties and conferring with the U.S. Environmental Protection Agency to ensure that our research is relevant to remediation at Superfund and other hazardous waste sites with chlorinated solvent contamination of fractured rocks.

Propulsion-airframe integration for commercial and military aircraft

A significant level of research is ongoing at NASA's Langley Research Center on integrating the propulsion system with the aircraft. This program has included nacelle/pylon/wing integration for turbofan transports, propeller/nacelle/wing integration for turboprop transports, and nozzle/afterbody/empennage integration for high performance aircraft. The studies included in this paper focus more specifically on pylon shaping and nacelle location studies for turbofan transports, nacelle and wing contouring and propeller location effects for turboprop transports, and nozzle shaping and empennage effects for high performance aircraft. The studies were primarily conducted in NASA Langley's 16-Foot Transonic Tunnel at Mach numbers up to 1.20. Some higher Mach number data obtained at NASA's Lewis Research Center is also included.

Studies at the U.S. Geological Survey Amargosa Desert Research Site have focused on characterizing factors and processes that control transport and fate of contaminants in arid environments. This paper summarizes research results that have been published through 1998. Results have improved understanding of water and gas movement through a thick unsaturated zone, including the degree to which features of the natural unsaturated-flow system can be altered by installation of a waste-disposal facility. The study of radioactive-contaminant transport at the site is at an early stage. Field data measured in association with this new component of research have generated speculation regarding the exact mechanisms that control tritium transport in arid unsaturated zones.

This research is part of a larger program sponsored by the United States Department of Energy with the objective of developing better methods to produce gas from low permeability formations in western gas sands. This large research program involves several universities and research centers. Each group is involved in a different area of study to answer specific questions. The hydraulic fracturing computer model has three components---a model for fracture geometry, a model for proppant transport, and a computer program that couples the two models. The fracture geometry model was developed at Oral Roberts University and the proppant transport model wasmore » developed at The University of Tulsa prior to the start of the present work. The present work is directed at enhancing the capabilities of these two models and coupling them to obtain a single model for evaluating the final fracture geometry and proppant distribution within the fracture. The report is organized into four parts. Part 1 describes the fracture geometry modeling effort accomplished at Oral Roberts University, NIPER and recently at The University of Tulsa. The proppant transport model, developed for constant height fractures at the University of Tulsa, is contained in Part 2. The Air Transportation Technology Program at Princeton University, a program emphasizing graduate and undergraduate student research, proceeded along four avenues during 1984: (1) guidance and control strategies for penetration of microbursts and wind shear; (2) application of artificial intelligence in flight control systems; (3) effects of control saturation on closed loop stability; and (4) response of open loop unstable aircraft. Areas of investigation relate to guidance and control of commercial transports as well as to general aviation aircraft. Interaction between the flight crew and automatic systems is a subject of principle concern. These areas of investigation are briefly discussed.

NASA-Langley's Advanced Transport Operating Systems Program employs a heavily instrumented, B 737-100 as its Transport Systems Research Vehicle (TRSV). The TRSV has been used during the demonstration trials of the Time Reference Scanning Beam Microwave Landing System (TRSB MLS), the '4D flight-management' concept, ATC data links, and airborne windshear sensors. The credibility obtainable from successful flight test experiments is often a critical factor in the granting of substantial commitments for commercial implementation by the FAA and industry. In the case of the TRSB MLS, flight test demonstrations were decisive to its selection as the standard landing system by the ICAO.

Modifications were designed for the B-737-100 Research Aircraft autobrake system hardware of the Advanced Transport Operating Systems (ATOPS) Program at Langley Research Center. These modifications will allow the on-board flight control computer to control the aircraft deceleration after landing to a continuously variable level for the purpose of executing automatic high speed turn-offs from the runway. A bread board version of the proposed modifications was built and tested in simulated stopping conditions. Test results, for various aircraft weights, turnoff speed, winds, and runway conditions show that the turnoff speeds are achieved generally with errors less than 1 ft/sec.

The Small Aircraft Transportation System for America: A Case in Public Infrastructure Change

The National Aeronautics and Space Administration (NASA), U.S. Department of Transportation, Federal Aviation Administration, industry stakeholders, and academia, have joined forces to pursue the NASA National General Aviation Roadmap leading to a Small Aircraft Transportation System (SATS). This strategic undertaking has a 25-year goal to bring next-generation technologies and improve travel between remote communities and transportation centers in urban areas by utilizing the nation's 5,400 public-use general aviation airports. To facilitate this initiative, a comprehensive upgrade of public infrastructure must be planned, coordinated, and implemented within the framework of the national air transportation system. The Nebraska NASA EPSCoR Program has proposed to deliver research support in key public infrastructure areas in coordination with the General Aviation Program Office at the NASA Langley Research Center. Ultimately, SATS may permit tripling aviation system throughput capacity by tapping the underutilized general aviation facilities to achieve the national goal of doorstep-to-destination travel at four times the speed of highways for the nation's suburban, rural, and remote communities.

Planning, Preparation, and Transport of the High-Enriched Uranium Spent Nuclear Fuel from the Czech Republic to the Russian Federation

The United States, Russian Federation, and the International Atomic Energy Agency have been working together on a program called the Russian Research Reactor Fuel Return (RRRFR) Program, which is part of the Global Threat Reduction Initiative. The purpose of this program is to return Soviet or Russian-supplied high-enriched uranium (HEU) fuel, currently stored at Russian-designed research reactors throughout the world, to Russia. In February 2003, the RRRFR Program began discussions with the Nuclear Research Institute (NRI) in Rež, Czech Republic, about returning their HEU spent nuclear fuel to the Russian Federation for reprocessing. In March 2005, the U.S. Department ofmore » Energy signed a contract with NRI to perform all activities needed for transporting their HEU spent nuclear fuel to Russia. After 2 years of intense planning, preparations, and coordination at NRI and with three other countries, numerous organizations and agencies, and a Russian facility, this shipment is scheduled for completion before the end of 2007. This paper will provide a summary of activities completed for making this international shipment. This paper contains an introduction and background of the RRRFR Program and the NRI shipment project. It summarizes activities completed in preparation for the shipment, including facility preparations at NRI in Rež and FSUE “Mayak” in Ozyorsk, Russia; a new transportation cask system; regulatory approvals; transportation planning and preparation in the Czech Republic, Slovakia, Ukraine, and the Russian Federation though completion of the Unified Project and Special Ecological Programs. The paper also describes fuel loading and cask preparations at NRI and final preparations/approvals for transporting the shipment across the Czech Republic, Slovakia, Ukraine, and the Russian Federation to FSUE Mayak where the HEU spent nuclear fuel will be processed, the uranium will be downblended and made into low-enriched uranium fuel for commercial reactor use, and the high-level waste from the processing will be stabilized and stored for less than 20 years before being sent back to the Czech Republic for final disposition. Finally, the paper contains a section for the summary and conclusions.« less

This paper describes the development and implementation of a trial of Brief Strategic Family Therapy (BSFT), an evidence-based drug intervention for adolescents, in eight community substance abuse treatment programs. Researchers and treatment programs collaborated closely to identify and overcome challenges, many of them related to achieving results that were both scientifically rigorous and applicable to the widest possible variety of adolescent substance abuse treatment programs. To meet these challenges, the collaborative team drew on lessons and practices from efficacy, effectiveness, and implementation research. PMID:22002455

Cost per unit weight and other airframe and engine cost relations are given. Power equations representing these relations are presented for six airplane groups: general aircraft, turboprop transports, small jet transports, conventional jet transports, wide-body transports, supersonic transports, and for reciprocating, turboshaft, and turbothrust engines. Market prices calculated for a number of aircraft by use of the equations together with the aircraft characteristics are in reasonably good agreement with actual prices. Such price analyses are of value in the assessment of new aircraft devices and designs and potential research and development programs.

The Energy Efficient Transport (EET) Program began in 1976 as an element of the NASA Aircraft Energy Efficiency (ACEE) Program. The EET Program and the results of various applications of advanced aerodynamics and active controls technology (ACT) as applicable to future subsonic transport aircraft are discussed. Advanced aerodynamics research areas included high aspect ratio supercritical wings, winglets, advanced high lift devices, natural laminar flow airfoils, hybrid laminar flow control, nacelle aerodynamic and inertial loads, propulsion/airframe integration (e.g., long duct nacelles) and wing and empennage surface coatings. In depth analytical/trade studies, numerous wind tunnel tests, and several flight tests were conducted. Improved computational methodology was also developed. The active control functions considered were maneuver load control, gust load alleviation, flutter mode control, angle of attack limiting, and pitch augmented stability. Current and advanced active control laws were synthesized and alternative control system architectures were developed and analyzed. Integrated application and fly by wire implementation of the active control functions were design requirements in one major subprogram. Additional EET research included interdisciplinary technology applications, integrated energy management, handling qualities investigations, reliability calculations, and economic evaluations related to fuel savings and cost of ownership of the selected improvements.

NASA sponsored composites research and development programs were set in place to develop the critical engineering technologies in large transport aircraft structures. This NASA-Boeing program focused on the critical issues of damage tolerance and pressure containment generic to the fuselage structure of large pressurized aircraft. Skin-stringer and honeycomb sandwich composite fuselage shell designs were evaluated to resolve these issues. Analyses were developed to model the structural response of the fuselage shell designs, and a development test program evaluated the selected design configurations to appropriate load conditions.

Impact of Environmental Issues on the High-Speed Civil Transport

This paper provides an overview of the impact of environmental issues on the design and operation of the proposed High-Speed Civil Transport (HSCT). This proposal for a new generation commercial supersonic transport is being pursued by NASA and its US industry partners in the NASA High-Speed Research (HSR) Program. A second related paper describes the overall HSR Program, including a history of supersonic transport development that led to the present program, and a brief outline of the structure of the two-phase program and its management structure. The specific objectives are to address the four major barrier environmental issues and show their impact on the design of the airplane and potentially, its mode of operation. A brief historical perspective shows how HSR Phase I addressed these environmental topics and, with the successful completion of that program, led to the successful advocacy for the Phase II effort that followed. The Phase II program elements were discussed in the earlier paper and addressed technology programs to enhance the economic viability of the HSCT. Since many of the regulations that may effect the certification and operation of the HSCT are either not in place or well documented, a brief treatise is provided to address the status of the rules and the potential impact on the viability of the HSCT.
