In the wake of the 2008-2009 financial crises, tax equity investors largely withdrew from the market, resulting in stagnation of project development. In response, Congress established the Treasury grant program pursuant to Section 1603 of the American Recovery and Reinvestment Act (Section 1603 Program) to offer a cash payment in lieu of a production and investment tax credit. This study addresses the likely project financing and market impacts from the expiration of the Section 1603 Program. The authors assembled an array of insights offered by financial executives active in the renewable energy (RE) market during conference panel discussions and inmore » presentations, direct interviews, and email correspondences. This analysis found that the Section 1603 Program alleviated the need to monetize the tax credit incentives through specialized investors, helped lower the transaction and financing costs associated with renewable electricity projects, and generally supported an extensive build-out of renewable power generation capacity. With the expiration of the Section 1603 Program, smaller or less-established renewable power developers will have more difficulty attracting needed financial capital and completing their projects, development of projects relying on newer or 'innovative' technologies will likely slow as traditional tax equity investors are known to be highly averse to technology risk in the projects they fund, and, finally, projects relying on tax equity may be more expensive to develop due to higher transaction costs and potentially higher yields required to attract tax equity.« less

Preliminary Evaluation of the Impact of the Section 1603 Treasury Grant Program on Renewable Energy Deployment in 2009

Federal support for renewable energy deployment in the United States has traditionally been delivered primarily through tax benefits, including the production tax credit ('PTC') in Section 45 of the U.S. tax code, investment tax credits ('ITC') in Sections 25D and 48, and accelerated tax depreciation in Section 168. Many renewable power project developers are unable to use the majority of these tax benefits directly or immediately, however, and have therefore often relied on third-party 'tax equity' investors for the necessary investment capital in order to monetize the available tax benefits. As has been well-publicized, most of these tax equity investorsmore » were hit hard by the global financial crisis that unfolded in the last months of 2008 and, as a result, most either withdrew from the renewable power market at that time or reduced their available investment capital. This left a significant financing gap beginning in late 2008, and placed at some risk the continued near-term growth of renewable energy supply in the U.S. In recognition of these developments, the U.S. Congress passed two stimulus bills - The Energy Improvement and Extension Act ('the Extension Act') in October 2008 and The American Recovery and Reinvestment Act ('the Recovery Act') in February 2009 - parts of which were intended to address the growing shortage of finance for renewable power projects. Most notably, Section 1603 of the Recovery Act enables qualifying commercial renewable energy projects to choose between the Section 45 PTC, the Section 48 ITC, or a cash grant of equal value to the Section 48 ITC (i.e., 30% of the project's eligible basis in most cases). By giving developers the option to receive a 30% cash grant (administered by the U.S. Department of the Treasury) in lieu of either the ITC or the PTC, Congress hoped to 'temporarily fill the gap created by the diminished investor demand for tax credits,' and thereby achieve 'the near term goal of creating and retaining jobs - as well as the long-term benefit of expanding the use of clean and renewable energy and decreasing our dependency on non-renewable energy sources' (U.S. Department of the Treasury 2009). More than a year has now passed since the Recovery Act became law. Although the Section 1603 program has been operational for only part of that time - roughly eight months - the program faces a looming milestone in just another nine months. Specifically, in order to qualify for the Section 1603 grant, eligible projects must have commenced construction by the end of 2010. With this deadline approaching, the Committee on Ways and Means of the U.S. House of Representatives requested that Lawrence Berkeley National Laboratory evaluate the effectiveness of the Section 1603 grant program to date (see Attachment 1), focusing on specific elements of the program that were subsequently agreed upon by Committee staff, the U.S. Department of Energy, and Berkeley Lab. This report responds to the Committee's request. The evaluation focuses primarily on the commercial wind power sector, for two reasons: (1) commercial wind power projects had received nearly 86% of all grant money awarded as of March 1, 2010; and (2) there is substantially more market-related information available for the commercial wind power sector than there is for other renewable power sectors, thereby facilitating analysis. Despite the focus on wind power, this initial analysis does endeavor to provide relevant information on other technologies, and in particular geothermal (the second-largest recipient of grant money), where possible.« less

Computing Models of M-type Host Stars and their Panchromatic Spectral Output

We have begun a program of computing state-of-the-art model atmospheres from the photospheres to the coronae of M stars that are the host stars of known exoplanets. For each model we are computing the emergent radiation at all wavelengths that are critical for assessingphotochemistry and mass-loss from exoplanet atmospheres. In particular, we are computing the stellar extreme ultraviolet radiation that drives hydrodynamic mass loss from exoplanet atmospheres and is essential for determing whether an exoplanet is habitable. The model atmospheres are computed with the SSRPM radiative transfer/statistical equilibrium code developed by Dr. Juan Fontenla. The code solves for the non-LTE statistical equilibrium populations of 18,538 levels of 52 atomic and ion species and computes the radiation from all species (435,986 spectral lines) and about 20,000,000 spectral lines of 20 diatomic species.The first model computed in this program was for the modestly active M1.5 V star GJ 832 by Fontenla et al. (ApJ 830, 152 (2016)). We will report on a preliminary model for the more active M5 V star GJ 876 and compare this model and its emergent spectrum with GJ 832. In the future, we will compute and intercompare semi-empirical models and spectra for all of the stars observed with the HST MUSCLES Treasury Survey, the Mega-MUSCLES Treasury Survey, and additional stars including Proxima Cen and Trappist-1.This multiyear theory program is supported by a grant from the Space Telescope Science Institute.

During the past decade η Car has brightened markedly, possibly indicating a change of state. Here we summarize photometry gathered by the Hubble Space Telescope (HST) as part of the HST Treasury Project on this object. Our data include Space Telescope Imaging Spectrograph (STIS) CCD acquisition images, Advanced Camera for Surveys HRC images in four filters, and synthetic photometry in flux-calibrated STIS spectra. The HST's spatial resolution allows us to examine the central star separate from the bright circumstellar ejecta. Its apparent brightness continued to increase briskly during 2002-2006, especially after the mid-2003 spectroscopic event. If this trend continues, the central star will soon become brighter than its ejecta, quite different from the state that existed only a few years ago. One precedent may be the rapid change observed in 1938-1953. We conjecture that the star's mass-loss rate has been decreasing throughout the past century. This research was conducted as part of the η Car Hubble Space Telescope Treasury project via grant GO-9973 from the Space Telescope Science Institute. HST is operated by the Association of Universities for Research in Astronomy, Inc., under NASA contract NAS5-26555. Some of the data presented in this paper were obtained from the Multimission Archive at the Space Telescope Science Institute (MAST). The primary aim of this program is to undertake a systematic investigation of highly reddened Galactic globular clusters (GGCs) located towards the Galactic bulge. These clusters have been excluded from deep space-based photometric surveys due to their severe total and differential extinction. We will exploit the photometric depth and homogeneity of two existing Treasury programs (the ACS GGC Treasury Survey and the WFC3 Bulge Treasury Program) along with the unique optical+IR parallel imaging capabilities of HST to finally place the bulge GGCs in the context of their optically well-studied counterparts. Specifically, by leveraging ACS/WFC together with WFC3/IR, we first exploit the reddening sensitivity at optical wavelengths to map severe, small-scale differential reddening in the cluster cores. Corrected two-color WFC3/IR photometry will then be used to measure cluster ages to better than 1 Gyr relative precision, finally completing the age-metallicity relation of the Milky Way GGC system. Ages are obtained using a demonstrated procedure which is strictly differential, and therefore insensitive to total distance, reddening, reddening law, or photometric calibration uncertainties. At the same time, deep archival Treasury survey imaging of the Galactic bulge will be used to decontaminate cluster luminosity functions, yielding measurements of bulge GGC mass functions and mass segregation on par with results from the ACS GGC Treasury survey. Finally, the imaging which we propose will be combined with existing wide-field near-IR PSF photometry, yielding complete radial number density profiles, structural and morphological parameters.

The American Geophysical Union (AGU) strives to cultivate a diverse and inclusive organization that uses its position to build the global talent pool in Earth and space science. To cultivate a diverse talent pool, AGU must also foster a diverse student member population. The two largest AGU programs serving students are the Outstanding Student Paper Award (OSPA) and the Student Grants programs. OSPA allows students to practice their presentation skills and receive valuable feedback from experienced scientists. Over 3,000 students participated in OSPA at Fall Meeting 2016. The Student Grants program includes a suite of 14 travel and research grant opportunities. Over 2,000 students applied for grant opportunities in 2016 and 246 grants and fellowships were awarded. The OSPA and Student Grants programs also engage non-student members through volunteering opportunities for program roles, such as OSPA judge or grant reviewer. This presentation will look at the temporal participation trends of underrepresented minority groups in AGU's OSPA and Student Grants programs. The participation of underrepresented minority groups will also be compared before and after the implementation of policy changes to the Student Grants program in 2012.

This final rule amends Department of Veterans Affairs (VA) regulations to establish a new program to provide grants to eligible entities to provide adaptive sports activities to disabled veterans and disabled members of the Armed Forces. This rulemaking is necessary to implement a change in the law that authorizes VA to make grants to entities other than the United States Olympic Committee for adaptive sports programs. It establishes procedures for evaluating grant applications under this grant program, and otherwise administering the grant program. This rule implements section 5 of the VA Expiring Authorities Extension Act of 2013.

The U.S. NASA Space Grant College and Fellowship Program, congressionally mandated in 1987, consists of two phases. Phase I consisted of the designation of 21 university consortia as 'Space Grant Colleges/Consortia' which received support from NASA to conduct programs to achieve, maintain, and advance a balanced program of research capability, curriculum, and public service. Program descriptions for phase II are given. This phase is designed to broaden participation in the Space Grant Program by targeting states that currently are not as involved in NASA programs as are the states for which phase I was constructed. Under phase II, states will compete in either the Programs Grants or the Capability Enhancement Grants category. Only one proposal per state will be accepted with the state determining in which category it will compete. The amount of total award, $150,000, is the same in both categories and includes funds for university-administered fellowship programs.

The Hospital Library Services Program (HLSP) in western New York, during the period covered by its first five-year plan, 1984-1989, is recounted and described. This ongoing program is funded annually by a New York State grant and hospital participation fees. It is designed to support access to biomedical information for health care professionals through a grant program for hospitals with staffed libraries and a circuit program for hospitals without library staffing or without libraries. Hospitals participating in the grant program contribute funds and receive grants for collection development. Hospitals participating in the circuit program pay a participation fee and receive regularly scheduled, documented, circuit librarian visits; a collection development grant; and a grant for contract library services. The program contracts with the State University of New York at Buffalo's (UB) Health Sciences Library to provide computerized literature searches; interlibrary loan (ILL) of journal articles, books, and audiovisuals; and ILL referrals. The 21 Space Grant Programs represent a broad range of organizational structures which operate programs ranging in size from single university organizations to organizations including up to 41 members involving a composite of industrial organizations such as state agencies, and universities. Some of the space grant awards were made to organizations already in existence with on-going programs while other awards were made to consortia newly formed for the purpose of applying to the Space Grant Program. The workshop on organization and management of Space Grant Programs provided an opportunity for directors and program representatives to discuss and compare the relative advantages and disadvantages of the various models being used. This paper offers examples of the diversity of organizations, summarizes the common concerns to be met by each organizational model, and provides a case study of the Texas Space Grant Consortium organization.

Providing small grants to community organizations can be an effective way to encourage changes in the environment that support better nutrition. This is effective because these organizations can provide insights into their communities, ready-made relationships with community members, and the trust of the community. Small-grants programs are more likely to be successful when they are tailored to the needs of individual communities, led by organizations that have established reputations with the community, fully supported by the lead community organization, and engage local partners that complement the skills and resources of the lead organization. An evaluation of a small-grants program, Grants for Healthy Youth, found that grantees developed unique approaches to improving their community nutrition environments, gained experience and skills in program development, built partnerships, and received recognition for their project work. Grantees faced some common barriers, especially with program evaluation. Small-grants programs can be an effective way to improve community nutrition environments, but granting agencies need to provide effective technical assistance to communities throughout the process.

Congress enacted the National Space Grant College and Fellowship Program (also known as Space Grant). NASA's Space Grant Program funds education, research, and public service programs in all 50 States, the District of Columbia, and the Commonwealth of Puerto Rico through 52 university-based Space Grant consortia. These consortia form a network of colleges and universities, industry partners, State and local Government agencies, other Federal agencies, museum and science centers, and nonprofit organizations, all with interests in aerospace education, research, and training. Space Grant programs emphasize the diversity of human resources, the participation of students in research, and the communication of the benefits of science and technology to the general public. Each year approximately one-third of the NASA Space Grant funds support scholarships and fellowships for United States students at the undergraduate and graduate levels. Typically, at least 20 percent of these awards go to students from underrepresented groups, and at least 40 percent go to women. Most Space Grant student awards include a mentored research experience with university faculty or NASA scientists or engineers. Space Grant consortia also fund curriculum enhancement and faculty development programs. Consortia members administer precollege and public service education programs in their States. The 52 consortia typically leverage NASA funds with matching contributions from State, local, and other university sources, which more than double the NASA funding.
