The goal of this study was to identify commercial chemicals that might be persistent and bioaccumulative (P&B) and that were not being considered in current Great Lakes, North American, and Arctic contaminant measurement programs. We combined the Canadian Domestic Substance List (DSL), a list of 3059 substances of "unknown or variable composition complex reaction products and biological materials" (UVCBs), and the U.S. Environmental Protection Agency (U.S. EPA) Toxic Substances Control Act (TSCA) Inventory Update Rule (IUR) database for years 1986, 1990, 1994, 1998, 2002, and 2006 yielding a database of 22263 commercial chemicals. From that list, 610 chemicals were identified by estimates from U.S EPA EPISuite software and using expert judgment. This study has yielded some interesting and probable P&B chemicals that should be considered for further study. Recent studies, following up our initial reports and presentations on this work, have confirmed the presence of many of these chemicals in the environment.

A number of seemingly routine decisions, often made at the level of the plant manager and even below, can turn into costly compliance traps under the Toxic Substances Control Act (TSCA). TSCA is a federal statute designed to give the U.S. Environmental Protection Agency (EPA) information and control over commercial chemicals. Originally passed in 1976, the regulations it supports have been reworked at various times over the years. EPA is on the hunt for TSCA violators. In a December 1992 blitz,more » EPA assessed combined TSCA penalties of $9 million against 22 major chemical companies, including several of the top 20 international producers. According to a recent EPA press release, these actions are only the first in a series of planned enforcements initiatives. Among the various environmental statutes, TSCA is one of the most costly to violate. TSCA authorizes $23,000-per-day penalties for violations of its rules. This draft report presents an update and revision to that dioxin source inventory. It also presents updated estimates of environmental releases of dioxin-like compounds to the air, water, land and products. The sources are grouped into five broad categories: combustion sources, metals smelting/refining, chemical manufacturing, natural sources, and environmental reservoirs. Estimates of annual releases to land, air, and water are presented for reference years 1987, 1995, and 2000. While the overall decreasing trend in emissions seen in the original report continues, the individual dioxin releases in this draft updated report are generally higher than the values reported in 2006. This is largely due to the inclusion (in all three years) of additional sources in the quantitative inventory that were not included in the 2006 report. The largest new source included in this draft updated inventory was forest fires. In the 2006 report, this was classified as preliminary and not included in the quantitative inventory. The Master Archive Collection Inventory (MACI) project at the NOAA National Climatic Data Center (NCDC) is an effort to re-inventory all digital holdings to streamline data set and product titles and update documentation to discovery level ISO 199115-2. Subject Matter Experts (SME) are being identified for each of the holdings and will be responsible for creating and maintaining metadata records. New user-friendly tools are available for the SMEs to easily create and update this documentation. Updated metadata will be available for retrieval by other aggregators and discovery tools, increasing the usability of NCDC data and products.

However, increasing the number of constituent parameters increases the cost of performing and updating the inventory, illustrating the need for careful parameter selection. This article reports the results of a systematic expert rating of tree inventories aiming to quantify the relative importance of each parameter. Using the Delphi method, panels comprising city officials, arborists, and academics rated a total of 148 parameters. The total mean score, the top ranking parameters, which can serve as a guide for decision-making at practical level and for standardization of tree inventories, were: Scientific name of the tree species and genera, Vitality, Coordinates, Hazard class, and Identification number. The study also examined whether the different responsibilities and usage of urban tree databases among organizations and people engaged in urban tree inventories affected their prioritization. The results revealed noticeable dissimilarities in the ranking of parameters between the panels, underlining the need for collaboration between the research community and those commissioning, administrating, and conducting inventories. Only by applying such a transdisciplinary approach to parameter selection can urban tree inventories be strengthened and made more relevant.

The study also examined whether the different responsibilities and usage of urban tree databases among organizations and people engaged in urban tree inventories affected their prioritization. The results revealed noticeable dissimilarities in the ranking of parameters between the panels, underlining the need for collaboration between the research community and those commissioning, administrating, and conducting inventories. Only by applying such a transdisciplinary approach to parameter selection can urban tree inventories be strengthened and made more relevant.

Accurate and gridded VOC emission inventories are important for improving regional air quality model performance. In this study, a four-level VOC emission source categorization system was proposed. A 2010-based gridded Pearl River Delta (PRD) regional VOC emission inventory was developed with more comprehensive source coverage, latest emission factors, and updated activity data. The total anthropogenic VOC emission was estimated to be about 117.4 × 10(4)t, in which on-road mobile source shared the largest contribution, followed by industrial solvent use and industrial processes sources. Among the industrial solvent use source, furniture manufacturing and shoemaking were major VOC emission contributors. The spatial surrogates of VOC emission were updated for major VOC sources such as industrial sectors and gas stations. Subsector-based temporal characteristics were investigated and their temporal variations were characterized. The impacts of updated VOC emission estimates and spatial surrogates were evaluated by modeling O₃ concentration in the PRD region in the July and October of 2010, respectively. The results indicated that both updated emission estimates and spatial allocations can effectively reduce model bias on O₃ simulation. Further efforts should be made on the refinement of source classification, comprehensive collection of activity data, and spatial-temporal surrogates in order to reduce uncertainty in emission inventory and improve model performance. Supply expenses occupy an ever-increasing portion of the expense budget in today's increasingly technologically complex operating rooms. Yet, little has been studied and published in the anesthesia literature. This review attempts to bring the topic of supply management to anesthesiologists, who play a significant role in operating room management. Little investigative work has been performed on supply management. Anecdotal reports suggest the benefits of a perpetual inventory system over a periodic inventory system. A perpetual inventory system uses utilization data to update inventory on hand continually and this information is linked to purchasing and restocking, whereas a periodic inventory system counts inventory at some regular intervals (such as annually) and uses average utilization to set par levels. On the basis of application of operational management concepts, ways of taking advantage of a perpetual inventory system to achieve savings in supply expenses are outlined. These include linking the operating room scheduling and supply order system, distributor-driven just-in-time delivery of case carts, continual updating of preference lists based on utilization patterns, increasing inventory turnovers, standardizing surgical practices, and vendor consignment of high unit-cost items such as implants. In addition, Lean principles of visual management and elimination of eight wastes may be applicable to supply management.

Air pollutant emissions play a determinant role in deteriorating air quality. However, an uncertainty in emission inventories is still the key problem for modeling air pollution. In this study, an updated emission inventory of coal-fired power plants (UEIPP) based on online monitoring data in Jiangsu Province of East China for the year of 2012 was implemented in the widely used Multi-resolution Emission Inventory for China (MEIC). By employing the Weather Research and Forecasting model with Chemistry (WRF-Chem), two simulation experiments were executed to assess the atmospheric environment change by using the original MEIC emission inventory and the MEIC inventory with the UEIPP. A synthetic analysis shows that power plant emissions of PM2.5, PM10, SO2, and NOx were lower, and CO, black carbon (BC), organic carbon (OC) and NMVOCs (non-methane volatile organic compounds) were higher in UEIPP relative to those in MEIC, reflecting a large discrepancy in the power plant emissions over East China. In accordance with the changes in UEIPP, the modeled concentrations were reduced for SO2 and NO2, and increased for most areas of primary OC, BC, and CO. Interestingly, when the UEIPP was used, the atmospheric oxidizing capacity significantly reinforced. This was reflected by increased oxidizing agents, e.g., O3 and OH, thus directly strengthening the chemical production from SO2 and NOx to sulfate and nitrate, respectively, which offset the reduction of primary PM2.5 emissions especially on haze days. This study indicates the importance of updating air pollutant emission inventories in simulating the complex atmospheric environment changes with implications on air quality and environmental changes.

Argasid ticks include vectors of relapsing fevers caused by Borrelia spp. in humans, and they can transmit arboviruses and other bacterial pathogens. Knowledge about soft ticks ( Ixodida: Argasidae ) in Algeria is incomplete, and distribution data need to be updated. Here we report a series of entomologic investigations that we conducted in five different areas in Algeria between 2012 and 2015. Ticks were identified by entomologic keys and molecular tools (16S rRNA gene). Six distinct species belonging to two genera were identified, including Ornithodoros capensis s.s., Ornithodoros rupestris, Ornithodoros occidentalis, Ornithodoros erraticus, Ornithodoros sonrai and Argas persicus. The present study highlights the distribution of soft ticks, the establishment of an update inventory with nine species and associated pathogens detected in argasid ticks in Algeria.

The main aim of this paper is to update existing sulfur dioxide (SO2) emission inventories over China using modern inversion techniques, state-of-the-art chemistry transport modelling (CTM) and satellite observations of SO2. Within the framework of the EU Seventh Framework Programme (FP7) MarcoPolo (Monitoring and Assessment of Regional air quality in China using space Observations) project, a new SO2 emission inventory over China was calculated using the CHIMERE v2013b CTM simulations, 10 years of Ozone Monitoring Instrument (OMI)/Aura total SO2 columns and the pre-existing Multi-resolution Emission Inventory for China (MEIC v1.2). It is shown that including satellite observations in the calculations increases the current bottom-up MEIC inventory emissions for the entire domain studied (15-55° N, 102-132° E) from 26.30 to 32.60 Tg annum-1, with positive updates which are stronger in winter ( ˜ 36 % increase). New source areas were identified in the southwest (25-35° N, 100-110° E) as well as in the northeast (40-50° N, 120-130° E) of the domain studied as high SO2 levels were observed by OMI, resulting in increased emissions in the a posteriori inventory that do not appear in the original MEIC v1.2 dataset. Comparisons with the independent Emissions Database for Global Atmospheric Research, EDGAR v4.3.1, show a satisfying agreement since the EDGAR 2010 bottom-up database provides 33.30 Tg annum-1 of SO2 emissions. When studying the entire OMI/Aura time period (2005 to 2015), it was shown that the SO2 emissions remain nearly constant before the year 2010, with a drift of -0.51 ± 0.38 Tg annum-1, and show a statistically significant decline after the year 2010 of -1.64 ± 0.37 Tg annum-1 for the entire domain. Similar findings were obtained when focusing on the greater Beijing area (30-40° N, 110-120° E) with pre-2010 drifts of -0.17 ± 0.14 and post-2010 drifts of -0.47 ± 0.12 Tg annum-1. The new SO2 emission inventory is publicly available and forms part of the official EU MarcoPolo emission inventory over China, which also includes updated NOx, volatile organic compounds and particulate matter emissions.

This report is an update of report LA-13859-MS (Bowen et al., 2001). In that original report, the underground radionuclide inventory at the Nevada National Security Site (NNSS) was decay corrected to September 23, 1992, the date of the last underground nuclear test at the NNSS. In this report, the inventory is updated to account for the decay of radionuclides over two additional decades (1992-2012) and revised tritium, fission product and actinide inventory figures and tables are presented. The maximum contaminant levels for radionuclides were also updated to Safe Drinking Water Act Maximum Contaminant Levels (MCLs) (CFR, 2013). Also, a numbermore » of minor errata found in the original publication were corrected. An inventory of radionuclides produced by 828 underground nuclear tests conducted at the NNSS by the Lawrence Livermore National Laboratory, the Los Alamos National Laboratory, and the Department of the Defense from 1951 to 1992 includes tritium, fission products, actinides, and activation products. The inventory presented in this report provides an estimate of radioactivity remaining underground at the NNSS after nuclear testing. The original test inventory is decayed to September 30, 2012, and predictions of inventory decay over the subsequent 1000 years are presented. For the purposes of summary and publication, the Los Alamos National Laboratory and Lawrence Livermore National Laboratory authors of this report subdivided the inventory into five areas corresponding to the principal geographic test centers at the NNSS. The five areas roughly correspond to Underground Test Area “Corrective Action Units” (CAUs) for remediation of groundwater. In addition, the inventory is further subdivided for the Yucca Flat region by tests where the working point depth is more than 328 feet (100 meters) above the water table and tests that were detonated below that level. Water levels used were those from the U. S. Department of Energy, Nevada Operations Office (1997), now called the Nevada Field Office. Curie activities and atoms are reported as of September 30, 2012. This inventory is strictly a compilation of the residual radiologic inventory remaining from the underground nuclear tests conducted by Lawrence Livermore National Laboratory, Los Alamos National Laboratory and the Department of the Defense from 1951 to 1992 and does not include radioactivity from other types of nuclear testing (e.g., atmospheric, reactors, rocket engines). Satellite observations of the tropospheric NO2 vertical column density (VCD) are closely correlated to surface NOx emissions and can thus be used to estimate the latter. In this study, the NO2 VCDs simulated by a regional chemical transport model with data from the updated Regional Emission inventory in ASia (REAS) version 2.1 were validated by comparison with multi-satellite observations (GOME, SCIAMACHY, GOME-2, and OMI) between 2000 and 2010. Rapid growth in NO2 VCD driven by expansion of anthropogenic NOx emissions was revealed above the central eastern China region, except during the economic downturn. In contrast, slightly decreasing trends were captured above Japan. The modeled NO2 VCDs using the updated REAS emissions reasonably reproduced the annual trends observed by multi-satellites, suggesting that the NOx emissions growth rate estimated by the updated inventory is robust. On the basis of the close linear relationship of modeled NO2 VCD, observed NO2 VCD, and anthropogenic NOx emissions, the NOx emissions in 2009 and 2010 were estimated. It was estimated that the NOx emissions from anthropogenic sources in China beyond doubled between 2000 and 2010, reflecting the strong growth of anthropogenic emissions in China with the rapid recovery from the economic downturn during late 2008 and mid-2009.

Target group-specific intervention strategies are often called for in order to effectively promote exercise and sport. Currently, motives and goals are rarely included systematically in the design of interventions, despite the key role they play in well-being and adherence to exercise. The Bernese motive and goal inventory (BMZI) allows an individual diagnosis of motives and goals in exercise and sport in people in middle adulthood. The purpose of the present study was to elaborate on the original BMZI and to modify the questionnaire in order to improve its psychometric properties. The study is based on data from two samples (sample A: 448 employees of companies and authorities; sample B: 853 patients of a medical rehabilitation programme). We applied confirmatory factor analysis and exploratory structural equation modelling. Overall, both the original and the updated BMZI had an acceptable to good validity and a good reliability. However, the revised questionnaire had slightly better reliability. The updated BMZI consists of 23 items and covers the following motives and goals: Body/Appearance, Contact, Competition/Performance, Aesthetics, Distraction/Catharsis, Fitness and Health. It is recommended as an economical inventory for the individual diagnosis of important psychological conditions for exercise and sport.

Spacecraft cabin air quality is of fundamental importance to crew health, with concerns encompassing both gaseous contaminants and particulate matter. Little opportunity exists for direct measurement of aerosol concentrations on the International Space Station (ISS), however, an aerosol source model was developed for the purpose of filtration and ventilation systems design. This model has successfully been applied, however, since the initial effort, an increase in the number of crewmembers from 3 to 6 and new processes on board the ISS necessitate an updated aerosol inventory to accurately reflect the current ambient aerosol conditions. Results from recent analyses of dust samples from ISS, combined with a literature review provide new predicted aerosol emission rates in terms of size-segregated mass and number concentration. Some new aerosol sources have been considered and added to the existing array of materials. The goal of this work is to provide updated filtration model inputs which can verify that the current ISS filtration system is adequate and filter lifetime targets are met. This inventory of aerosol sources is applicable to other spacecraft, and becomes more important as NASA considers future long term exploration missions, which will preclude the opportunity for resupply of filtration products.

The Pacific Northwest National Laboratory (PNNL) currently houses 88 samples (~10.5 kg) of K Basin sludge (81 wet and seven dry samples) on behalf of the Sludge Treatment Project (STP), which is managed for the U.S. Department of Energy (DOE) by the CH2M Hill Plateau Remediation Company (CHPRC). Selected samples are intended to serve, in part, as sentinels to enhance understanding of sludge properties after long-term storage, and thus enhance understanding of sludge behavior following transfer to sludge transfer and storage containers (STSCs) and storage at the Hanford 200 Area central plateau. In addition, remaining samples serve in contingency formore » future testing requirements. At PNNL, the samples are tracked and maintained under a prescriptive and disciplined monthly sample-monitoring program implemented by PNNL staff. This report updates the status of the K Basin archive sludge sample inventory to April 2014. The previous inventory status report, PNNL 22245 (Fiskum et al. 2013, limited distribution report), was issued in February of 2013. This update incorporates changes in the inventory related to repackaging of 17 samples under test instructions 52578 TI052, K Basin Sludge Sample Repackaging for Continued Long Term Storage, and 52578 TI053, K Basin Sludge Sample Repackaging Post-2014 Shear Strength Measurements. Satellite observations of the tropospheric NO2 vertical column density (VCD) are closely correlated to, and thus can be used to estimate, surface NOx emissions. In this study, the NO2 VCD simulated by a regional chemical transport model with emissions data from the updated Regional Emission inventory in ASia (REAS) version 2.1 were validated through comparison with multisatellite observations during the period 2000-2010. Rapid growth in NO2 VCD (~11% year-1) driven by the expansion of anthropogenic NOx emissions was identified above the central eastern China (CEC) region, except for the period during the economic downturn. In contrast, slightly decreasing trends (~2% year-1) were identified above Japan accompanied by a decline in anthropogenic emissions. To systematically compare the modeled NO2 VCD, we estimated sampling bias and the effect of applying the averaging kernel information, with particular focus on the SCanning Imaging Absorption spectroMeter for Atmospheric CHartographY (SCIAMACHY) data. Using the updated REAS, the modeled NO2 VCD reasonably reproduced annual trends observed by multisatellites, suggesting that the rate of increase of NOx emissions estimated by the updated REAS inventory would be robust. Province-scale revision of emissions above CEC is needed to further refine emission inventories. Based on the close linear relationship between modeled and observed NO2 VCD and anthropogenic NOx emissions, NOx emissions in 2009 and 2010, which were not covered by the updated REAS inventory, were estimated. NOx emissions from anthropogenic sources in China in 2009 and 2010 were determined to be 26.4 and 28.5 Tg year-1, respectively, indicating that NOx emissions increased more than twofold between 2000 and 2010. This increase reflected the strong growth of anthropogenic emissions in China following the rapid recovery from the economic downturn from late 2008 until mid-2009. Our method consists of simple estimations from satellite observations and provides results that are consistent with the most recent inventory of emissions data for China.

Dr. Michael P. Wilson of UC Berkeley delivered his keynote address before the general assembly of the American Industrial Hygiene Conference and Exhibition (AIHce) in Portland, Oregon, in May 2011. Here, Dr. Wilson again discusses the political and economic drivers of occupational disease in the United States and proposes a role for AIHA in helping to highlight and resolve them. He proposes that until these underlying drivers are acknowledged and ameliorated, the toll of occupational disease will persist, despite the hard work of industrial hygienists in the workplace. Among these drivers, Dr. Wilson points to the decline of labor rights and unionization; economic inequality; economic insecurity; political resistance to public health protections for workers, notably the OSHA and NIOSH programs; and weaknesses in the Federal Toxic Substances Control Act of 1976 (TSCA). Of these, Dr. Wilson calls on the AIHA to participate in the historic effort to rewrite TSCA. He points to weaknesses in TSCA that have produced a chemicals market dominated by the function, price, and performance of chemicals, with little attention given to their health and environmental effects. Under these conditions, he argues, hazardous chemicals have remained economically competitive, and innovation in inherently safer chemicals-in green chemistry-has been held back by a lack of market transparency and public accountability in the industry. TSCA reform has the potential to shift the market toward green chemistry, with long-term implications for occupational disease prevention, industrial investment, and renewed energy in the industrial hygiene profession. Dr. Wilson proposes that, like previous legislative changes in the United States, TSCA reform is likely to occur in response to myriad social pressures, which include the emergence of the European Union's REACH regulation; recent chemicals policy actions in 18 U.S. states; growing support from downstream businesses; increasing public awareness; and a social movement that reaches across traditional boundaries. Dr. Wilson urges the AIHA to involve itself in this effort by building alliances with professional associations and other groups that share similar goals.

Nanomaterials exemplify a new class of emerging technologies that have significant economic and social value, pose uncertain health and environmental risks, and are entering the marketplace at a rapid pace. Effective regimes for regulating emerging technologies generate information about known or suspected hazards and draw on private sector expertise to guide managers' behavior toward risk reduction, even in the absence of clear evidence of harm. This paper considers the extent to which the federal Toxic Substances Control Act (TSCA) accomplishes those objectives. It offers the approach of the Massachusetts Toxics Use Reduction Act (TURA) as a possible supplement to TSCA, filling gaps in agency knowledge and private sector capacities. TURA is notable for its focus on chemicals use and hazard and its emphasis on strengthening firms' internal management systems. Given the current deadlock in Congressional efforts to modernize federal laws such as TSCA, the role of state laws like TURA merit attention. Absent definitive information about risk, a governance strategy that generates information and focuses management attention on reducing hazards is worth considering.

The inventory control system has a strategic role for the business in managing inventory operations. Management of conventional inventory creates problems in the stock of goods that often runs into vacancies and excess goods at the retail level. This study aims to build inventory control system that can maintain the stability of goods availability at the retail level. The implementation of Vendor Managed Inventory (VMI) method on inventory control system provides transparency of sales data and inventory of goods at retailer level to supplier. Inventory control is performed by calculating safety stock and reorder point of goods based on sales data received by the system. Rule-based reasoning is provided on the system to facilitate the monitoring of inventory status information, thereby helping the process of inventory updates appropriately. Utilization of SMS technology is also considered as a medium of collecting sales data in real-time due to the ease of use. The results of this study indicate that inventory control using VMI ensures the availability of goods ± 70% and can reduce the accumulation of goods ± 30% at the retail level.

Sulfur and nitrogen oxides emitted to the atmosphere have been linked to the acidification of water bodies and soils and perturbations in the earth's radiation balance. In order to model the global transport and transformation of SO{sub x} and NO{sub x}, detailed spatial and temporal emission inventories are required. Benkovitz et al. (1996) published the development of an inventory of 1985 global emissions of SO{sub x} and NO{sub x} from anthropogenic sources. The inventory was gridded to a 1{degree} x 1{degree} latitude-longitude grid and has served as input to several global modeling studies. There is now a need to providemore » modelers with an update of this inventory to a more recent year, with a split of the emissions into elevated and low level sources. This paper describes the development of a 1990 update of the SO{sub x} and NO{sub x} global inventories that also includes a breakdown of sources into 17 sector groups. The inventory development starts with a gridded global default EDGAR inventory (Olivier et al, 1996). In countries where more detailed national inventories are available, these are used to replace the emissions for those countries in the global default. The gridded emissions are distributed into two height levels (0-100m and >100m) based on the final plume heights that are estimated to be typical for the various sectors considered. The sources of data as well as some of the methodologies employed to compile and develop the 1990 global inventory for SO{sub x} and NO{sub x} are discussed. The results reported should be considered to be interim since the work is still in progress and additional data sets are expected to become available.« less

Here, we present a new data set of annual historical (1750–2014) anthropogenic chemically reactive gases (CO, CH 4, NH 3, NO x, SO 2, NMVOCs), carbonaceous aerosols (black carbon – BC, and organic carbon – OC), and CO 2 developed with the Community Emissions Data System (CEDS). We improve upon existing inventories with a more consistent and reproducible methodology applied to all emission species, updated emission factors, and recent estimates through 2014. The data system relies on existing energy consumption data sets and regional and country-specific inventories to produce trends over recent decades. All emission species are consistently estimated using the samemore » activity data over all time periods. Emissions are provided on an annual basis at the level of country and sector and gridded with monthly seasonality. These estimates are comparable to, but generally slightly higher than, existing global inventories. Emissions over the most recent years are more uncertain, particularly in low- and middle-income regions where country-specific emission inventories are less available. Future work will involve refining and updating these emission estimates, estimating emissions' uncertainty, and publication of the system as open-source software.« less
