Plant managers in the CPI should proceed with caution in making some changes in chemical processes or waste disposal. A number of seemingly routine decisions, often made at the level of the plant manager and even below, can turn into costly compliance traps under the Toxic Substances Control Act (TSCA). TSCA is a federal statute designed to give the U.S. Environmental Protection Agency (EPA) information and control over commercial chemicals. Originally passed in 1976, the regulations it supports have been reworked at various times over the years. EPA is on the hunt for TSCA violators. In a December 1992 blitz,more » EPA assessed combined TSCA penalties of $9 million against 22 major chemical companies, including several of the top 20 international producers. According to a recent EPA press release, these actions are only the first in a series of planned enforcements initiatives. Among the various environmental statutes, TSCA is one of the most costly to violate. TSCA authorizes $23,000-per-day penalties for violations of its rules. EPA's internal penalty policies apply rigid formulas, often resulting in million-dollar assessments for essentially paperwork violations.« less

A multi-user real time inventorying system for radioactive materials: a networking approach.

A computerized system for radioisotope management and real time inventory coordinated across a large organization is reported. It handles hundreds of individual users and their separate inventory records. Use of highly efficient computer network and database technologies makes it possible to accept, maintain, and furnish all records related to receipt, usage, and disposal of the radioactive materials for the users separately and collectively. The system's central processor is an HP-9000/800 G60 RISC server and users from across the organization use their personal computers to login to this server using the TCP/IP networking protocol, which makes distributed use of the system possible. Radioisotope decay is automatically calculated by the program, so that it can make the up-to-date radioisotope inventory data of an entire institution available immediately. The system is specifically designed to allow use by large numbers of users (about 300) and accommodates high volumes of data input and retrieval without compromising simplicity and accuracy. Overall, it is an example of a true multi-user, on-line, relational database information system that makes the functioning of a radiation safety department efficient.

The goal of this study was to identify commercial chemicals that might be persistent and bioaccumulative (P&B) and that were not being considered in current Great Lakes, North American, and Arctic contaminant measurement programs. We combined the Canadian Domestic Substance List (DSL), a list of 3059 substances of "unknown or variable composition complex reaction products and biological materials" (UVCBs), and the U.S. Environmental Protection Agency (U.S. EPA) Toxic Substances Control Act (TSCA) Inventory Update Rule (IUR) database for years 1986, 1990, 1994, 1998, 2002, and 2006 yielding a database of 22263 commercial chemicals. From that list, 610 chemicals were identified by estimates from U.S EPA EPISuite software and using expert judgment. This study has yielded some interesting and probable P&B chemicals that should be considered for further study. Recent studies, following up our initial reports and presentations on this work, have confirmed the presence of many of these chemicals in the environment.

Integrating RFID technique to design mobile handheld inventory management system

An RFID-based mobile handheld inventory management system is proposed in this paper. Differing from the manual inventory management method, the proposed system works on the personal digital assistant (PDA) with an RFID reader. The system identifies electronic tags on the properties and checks the property information in the back-end database server through a ubiquitous wireless network. The system also provides a set of functions to manage the back-end inventory database and assigns different levels of access privilege according to various user categories. In the back-end database server, to prevent improper or illegal accesses, the server not only stores the inventory database and user privilege information, but also keeps track of the user activities in the server including the login and logout time and location, the records of database accessing, and every modification of the tables. Some experimental results are presented to verify the applicability of the integrated RFID-based mobile handheld inventory management system.

Objective To bridge gaps identified during the 2009 H1N1 influenza pandemic by developing a system that provides public health departments improved capability to manage and track medical countermeasures at the state and local levels and to report their inventory levels to the Centers for Disease Control and Prevention (CDC). Materials and Methods The CDC Countermeasure Tracking Systems (CTS) program designed and implemented the Inventory Management and Tracking System (IMATS) to manage, track, and report medical countermeasure inventories at the state and local levels. IMATS was designed by CDC in collaboration with state and local public health departments to ensure a “user-centered design approach.” A survey was completed to assess functionality and user satisfaction. Results IMATS was deployed in September 2011 and is provided at no cost to public health departments. Many state and local public health departments nationwide have adopted IMATS and use it to track countermeasure inventories during public health emergencies and daily operations. Discussion A successful response to public health emergencies requires efficient, accurate reporting of countermeasure inventory levels. IMATS is designed to support both emergency operations and everyday activities. Future improvements to the system include integrating barcoding technology and streamlining user access. To maintain system readiness, we continue to collect user feedback, improve technology, and enhance its functionality. Conclusion IMATS satisfies the need for a system for monitoring and reporting health departments’ countermeasure quantities so that decision makers are better informed. Predicting Active Users' Personality Based on Micro-Blogging Behaviors

Because of its richness and availability, micro-blogging has become an ideal platform for conducting psychological research. In this paper, we proposed to predict active users' personality traits through micro-blogging behaviors. 547 Chinese active users of micro-blogging participated in this study. Their personality traits were measured by the Big Five Inventory, and digital records of micro-blogging behaviors were collected via web crawlers. After extracting 845 micro-blogging behavioral features, we first trained classification models utilizing Support Vector Machine (SVM), differentiating participants with high and low scores on each dimension of the Big Five Inventory. The classification accuracy ranged from 84% to 92%. We also built regression models utilizing PaceRegression methods, predicting participants' scores on each dimension of the Big Five Inventory. The Pearson correlation coefficients between predicted scores and actual scores ranged from 0.48 to 0.54. Results indicated that active users' personality traits could be predicted by micro-blogging behaviors. PMID:24465462

Dr. Michael P. Wilson of UC Berkeley delivered his keynote address before the general assembly of the American Industrial Hygiene Conference and Exhibition (AIHce) in Portland, Oregon, in May 2011. Here, Dr. Wilson again discusses the political and economic drivers of occupational disease in the United States and proposes a role for AIHA in helping to highlight and resolve them. He proposes that until these underlying drivers are acknowledged and ameliorated, the toll of occupational disease will persist, despite the hard work of industrial hygienists in the workplace. Among these drivers, Dr. Wilson points to the decline of labor rights and unionization; economic inequality; economic insecurity; political resistance to public health protections for workers, notably the OSHA and NIOSH programs; and weaknesses in the Federal Toxic Substances Control Act of 1976 (TSCA). Of these, Dr. Wilson calls on the AIHA to participate in the historic effort to rewrite TSCA. He points to weaknesses in TSCA that have produced a chemicals market dominated by the function, price, and performance of chemicals, with little attention given to their health and environmental effects. Under these conditions, he argues, hazardous chemicals have remained economically competitive, and innovation in inherently safer chemicals-in green chemistry-has been held back by a lack of market transparency and public accountability in the industry. TSCA reform has the potential to shift the market toward green chemistry, with long-term implications for occupational disease prevention, industrial investment, and renewed energy in the industrial hygiene profession. Dr. Wilson proposes that, like previous legislative changes in the United States, TSCA reform is likely to occur in response to myriad social pressures, which include the emergence of the European Union's REACH regulation; recent chemicals policy actions in 18 U.S. states; growing support from downstream businesses; increasing public awareness; and a social movement that reaches across traditional boundaries. Dr. Wilson urges the AIHA to involve itself in this effort by building alliances with professional associations and other groups that share similar goals.

The Massachusetts Toxics Use Reduction Act: a model for nanomaterials regulation?

Nanomaterials exemplify a new class of emerging technologies that have significant economic and social value, pose uncertain health and environmental risks, and are entering the marketplace at a rapid pace. Effective regimes for regulating emerging technologies generate information about known or suspected hazards and draw on private sector expertise to guide managers' behavior toward risk reduction, even in the absence of clear evidence of harm. This paper considers the extent to which the federal Toxic Substances Control Act (TSCA) accomplishes those objectives. It offers the approach of the Massachusetts Toxics Use Reduction Act (TURA) as a possible supplement to TSCA, filling gaps in agency knowledge and private sector capacities. TURA is notable for its focus on chemicals use and hazard and its emphasis on strengthening firms' internal management systems. Given the current deadlock in Congressional efforts to modernize federal laws such as TSCA, the role of state laws like TURA merit attention. Absent definitive information about risk, a governance strategy that generates information and focuses management attention on reducing hazards is worth considering.

Over the past 20 years, heritage inventories in Flanders (Belgium) have evolved from printed books to digital inventories. It is obvious that a system that publishes a digital inventory needs to adapt to the user requirements. But, after years of working with a digital inventory system, it has become apparent that not only has the system been developed to the users needs, but also that user practice and the resulting data have been shaped by the system. Thinking about domain models and thesauri influenced our thinking about our methodology of surveying. Seeing our data projected on a common basemap led us to realise how intertwined and interdependent different types of heritage can be. The need for structured metadata has impressed upon us the need for good quality data, guaranteed by data entry standards, validation tools, and a strict editing workflow. Just as the researchers have transitioned from seeing their respective inventories as being significantly different to actually seeing the similarities between them, the information specialists have come to the realisation that there are synergies that can be achieved with other systems, both within and outside of our organisation. Deploying our inventories on the web has also changed how we communicate with the general public. Newer channels such as email and social media have enabled a more interactive way of communicating. But throughout the years, one constant has remained. While we do not expect the systems to live on, we do want the data in them to be available to future generations.

Depression is a highly heterogeneous condition, and identifying how symptoms present in various groups may greatly increase our understanding of its etiology. Importantly, Major Depressive Disorder is strongly linked with Substance Use Disorders, which may ameliorate or exacerbate specific depression symptoms. It is therefore quite plausible that depression may present with different symptom profiles depending on an individual's substance use status. Given these observations, it is important to examine the underlying construct of depression in groups of substance users compared to non-users. In this study we use a non-clinical sample to examine the measurement structure of the Beck Depression Inventory (BDI-II) in non-users and frequent-users of various substances. Specifically, measurement invariance was examined across those who do vs. do not use alcohol, nicotine, and cannabis. Results indicate strict factorial invariance across non-users and frequent-users of alcohol and cannabis, and metric invariance across non-users and frequent-users of nicotine. This implies that the factor structure of the BDI-II is similar across all substance use groups.

The Environmental Protection Agency is asserting regulatory control over the commercial production of genetically-engineered microorganisms, such as oil-eating bacteria, intended for release into the environment. EPA's legally-complex claim that such organisms are "new chemical substances," and thus subject to the Toxic Substances Control Act (TSCA), raises a challenge to the adequacy of regulation by the National Institute of Health's Recombinant DNA Advisory Committee (RAC) over the commercial and ecological implications of environmental release. Sludge from tank bottoms containing PCB`s, radioactivity and hazardous constituents are present in several tanks at one of the National Laboratories. Disposal of the material can proceed if the material is removed from TSCA regulations by decreasing the concentration of the PCB`s to {le}2 ppm. ON the bench scale, this sludge was treated by the DECHLOR/KGME{sup {trademark}} chemical dechlorination process. The levels of PCB`s were reduced to below 2 ppm, allowing the material to be managed outside the TSCA regulations. RUST believes that this is the first successful chemical dechlorination of a radioactive, RCRA listed, PCB bearing waste. A pilotmore » scale unit is available to provide on-site treatment of the remaining waste. Because of the small amounts of waste, treatment costs are high on a per unit volume. As a result of these high costs and other concerns the client is investigating potential non-treatment options of delisting the waste of obtaining a waiver. In the event that this particular waste cannot be delisted or a waiver is not granted, then dechlorination of the waste to remove it from TSCA regulations remains a viable option to allow the material to be disposed.« less

Chemical inventory management system has been experiencing a new revolution from traditional inventory system which is manual to an automated inventory management system. In this paper, some review of the classic and modern approaches to chemical inventory management system has been discussed. This paper also describe about both type of inventory management. After a comparative analysis of the traditional method and automated method, it can be said that both methods have some distinctive characteristics. Moreover, the automated inventory management method has higher accuracy of calculation because the calculations are handled by software, eliminating possible errors and saving time. The automated inventory system also allows users and administrators to track the availability, location and consumption of chemicals. The study of this paper can provide forceful review analysis support for the chemical inventory management related research.

...EPA is promulgating significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for 78 chemical substances which were the subject of premanufacture notices (PMNs). Seven of these chemical substances are subject to TSCA section 5(e) consent orders issued by EPA. This action requires persons who intend to manufacture, import, or process any of these 78 chemical substances for an activity that is designated as a significant new use by this rule to notify EPA at least 90 days before commencing that activity. The required notification will provide EPA with the opportunity to evaluate the intended use and, if necessary, to prohibit or limit that activity before it occurs.

Non-Dependent and Dependent Daily Cannabis Users Differ in Mental Health but Not Prospective Memory Ability

Research suggests that daily cannabis users have impaired memory for past events, but it is not clear whether they are also impaired in prospective memory (PM) for future events. The present study examined PM in daily cannabis users who were either dependent (n = 18) or non-dependent (n = 18), and compared them with non-using controls (n = 18). The effect of future event simulation (FES) on PM performance was also examined. Participants were matched across groups on age, gender, and highest level of education. The virtual week (VW) was used to objectively assess PM abilities, both at baseline and following FES. Other measures used were: cannabis use variables, immediate and delayed prose recall, phonemic and category fluency, spot-the-word test (premorbid intelligence), Beck Depression Inventory, Beck Anxiety Inventory, and a measure of schizotypy (Oxford-Liverpool Inventory of Feelings and Experiences: unusual experiences subscale). No group differences were found in PM performance on the VW, and FES did not improve PM performance in any group. Dependent cannabis users scored higher on depression, anxiety, and schizotypy than both other groups with non-dependent cannabis users scoring at a similar level to controls. There were no group differences in alcohol use. Findings suggest that when carefully matched on baseline variables, and not differing in premorbid IQ or alcohol use, young, near-daily cannabis users do not differ from non-using controls in PM performance. To evaluate hearing aid handling skills for new and experienced users and to assess if such skills influence user's benefit and satisfaction. Seventy four participants (mean age of 70.43), experienced (n=37) or new hearing aid users (n=37) performed the tasks of "Practical Hearing Aid Skills Test" (PHAST), which were scored on a five-point Likert scale - higher scores indicate better hearing aid handling skills. Experienced users answered the International Outcome Inventory for Hearing Aids (IOI-HA) and the hearing aid benefit for handicap reduction was calculated by the hearing handicap inventory (HHIA/HHIE). Medians for PHAST total scores of 79 and 71% were obtained for experienced and new users, respectively - there were no significant difference between groups. Lower PHAST scores were observed for the tasks of volume control manipulation and telephone usage. Moderate correlations were obtained between IOI benefit and quality of life items and the PHAST scores. There was no correlation between the results of PHAST and demographic data of the participants. There was no difference in handling skills between new and experienced hearing aid users. Handling skills affected hearing aid benefit.

Kosovo is one of the new states in transition in the Western Balkans and its state institutions are not yet fully functional. Although the territory has a rich architectural heritage, the documentation and inventory of this cultural legacy by the national monument protection institutions is insufficiently-structured and incomplete. Civil society has collected far more material than the state, but people are largely untrained in the terminology and categories of professional cultural inventories and in database systems and their international standards. What is missing is an efficient, user-friendly, low-threshold tool to gather together and integrate the various materials, archive them appropriately and make all the information suitably accessible to the public. Multiple groups of information-holders should be able to feed this open-access platform in an easy and self-explanatory way. In this case, existing systems such as the Arches Heritage Inventory and Management System would seem to be too complex, as it pre-supposes a certain understanding of the standard terminology and internationally used categories. Also, the platform as archive must be able to guarantee the integrity and authenticity of the inputted material to avoid abuse through unauthorized users with nationalistic views. Such an open-access lay-inventory would enable Kosovo to meet the urgent need for a national heritage inventory, which the state institutions have thus far been able to establish. The situation is time-sensitive, as Kosovo will soon repeat its attempt to join UNESCO, having failed to do so in 2015, receiving only a minimum number of votes in favour. In Austria, a program called docu-tools® was recently developed to tackle a similar problem. It can be used by non-professionals to document complicated and multi-structured cases within the building process. Its cloud and app-design structure allows archiving enormous numbers of images and documents in whatever format. Additionally, it allows parallel access by authorized users and avoids any hierarchy of structure or prerequisites for its users. The archived documents cannot be changed after input, which gave this documentation tool acclaimed court relevance. The following article is an attempt to explore the potential for this tool to prepare Kosovo for a comprehensive heritage inventory.

The Collider Detector at Fermilab (CDF) experiment records and analyses proton-antiproton interactions at a center-of-mass energy of 2 TeV. Run II of the Fermilab Tevatron started in April of this year. The duration of the run is expected to be over two years. One of the main data handling strategies of CDF for Run II is to hide all tape access from the user and to facilitate sharing of data and thus disk space. A disk inventory manager was designed and developed over the past years to keep track of the data on disk, to coordinate user access to themore » data, and to stage data back from tape to disk as needed. The CDF Run II disk inventory manager consists of a server process, a user and administrator command line interfaces, and a library with the routines of the client API. Data are managed in filesets which are groups of one or more files. The system keeps track of user access to the filesets and attempts to keep frequently accessed data on disk. Data that are not on disk are automatically staged back from tape as needed. For CDF the main staging method is based on the mt-tools package as tapes are written according to the ANSI standard.« less

US DOE mixed low-level and mixed transuranic waste inventory was estimated at 181,000 cubic meters (about 2,000 waste streams). Treatability studies may be used as part of DOE`s mixed waste management program. Commercial treatability study suppliers have been identified that either have current capability in their own facilities or have access to licensed facilities. Numerous federal and state regulations, as well as DOE Order 5820.2A, impact the performance of treatability studies. Generators, transporters, and treatability study facilities are subject to regulation. From a mixed- waste standpoint, a key requirement is that the treatability study facility must have an NRC ormore » state license that allows it to possess radioactive materials. From a RCRA perspective, the facility must support treatability study activities with the applicable plans, reports, and documentation. If PCBs are present in the waste, TSCA will also be an issue. CERCLA requirements may apply, and both DOE and NRC regulations will impact the transportation of DOE mixed waste to an off-site treatment facility. DOE waste managers will need to be cognizant of all applicable regulations as mixed-waste treatability study programs are initiated.« less

ITC-CMA partnership and data needs for alkylphenols and ethoxylates

The ITC has been an independent advisory committee to the EPA Administrator since enactment of the Toxics Substances Control Act (TSCA) in 1976. The ITC identifies and coordinates U.S. Government data needs for TSCA-regulable chemicals, and makes recommendations to the Administrator for priority testing consideration. Chemicals recommended by the ITC are added to the TSCA Priority Testing List that is revised semi-annually in Reports to the Administrator. In recent Reports, the ITC added alkylphenols (APs) and ethoxylates to the Priority Testing List. About 500 million pounds are produced annually for industrial processing, cleaning and personal care products. APs have been detected in the tissues of fish from the Great Lakes, and one AP (nonylphenol) causes vitellogenin gene expression in trout hepatocytes. Numerous APs and ethoxylates were recommended by the ITC because data are needed on: (1) chemical composition, (2) environmental fate of parent chemicals and impurities, and (3) health and ecological effects (including toxicokinetics and endocrine-modulating effects). In response to the ITC's recommendations, two activities have ensued. First, the EPA promulgated rules requiring manufacturers, importers and processors of APs and ethoxylates to submit production and exposure reports, and unpublished health and safety studies, for review. Second, the Alkylphenols and Ethoxylates Panel of Chemical Manufacturers Association (CMA) and the ITC formed a Dialogue Group to discuss the data needs. Data needs and activities initiated by the Dialogue Group will be presented.

Work on this project was focused on information management techniques for Marshall Space Flight Center's EOSDIS Version 0 Distributed Active Archive Center (DAAC). The centerpiece of this effort has been participation in EOSDIS catalog interoperability research, the result of which is a distributed Information Management System (IMS) allowing the user to query the inventories of all the DAAC's from a single user interface. UAH has provided the MSFC DAAC database server for the distributed IMS, and has contributed to definition and development of the browse image display capabilities in the system's user interface. Another important area of research has been in generating value-based metadata through data mining. In addition, information management applications for local inventory and archive management, and for tracking data orders were provided.

Due to the psychiatric comorbidity seen among cocaine addicts, it is of clinical interest to know the personality traits associated to the use of this substance. Personality-profile comparative study of cocaine users and multiple-substance users obtained through the Multistage Personality Inventory. The study analyzed a sample of 30 cocaine users and 26 users of various substances who asked for treatment at a specialized institution. Results show the same profile for both groups, with high 8-4-2 scales. According to the Multistage Personality Inventory, this profile corresponds to an antisocial personality disorder with depressive and schizoid traits. The fact that there is a single profile for different drug users leads us to the hypothesis that there are addictive personality characteristics rather than specific traits related to the use of each substance. These subjects' personality characteristics suggest that the fear to relate to others could make it very difficult to establish a therapeutic link. This, in addition to the acting up tendency seen among users, constitutes a call of alert in terms of their likely abandonment of treatment. Further more, as they take impulses into actions, they build a barrier before words. This could be called acting up, doing instead of saying, which can become an obstacle for the appropriate development of the therapeutic process. The result must consider the size of the sample.

A field study to evaluate the performance of three commercially available particulate matter (PM) continuous emission monitors (CEMs) was conducted in 1999-2000 at the US Department of Energy (DOE) Toxic Substances Control Act (TSCA) Incinerator. This study offers unique features that are believed to enhance the collective US experience with PM CEMs. The TSCA Incinerator is permitted to treat PCB-contaminated RCRA hazardous low-level radioactive wastes. The air pollution control system utilizes MACT control technology and is comprised of a rapid quench, venturi scrubber, packed bed scrubber, and two ionizing wet scrubbers in series, which create a saturated flue gas that must be conditioned by the CEMs prior to measurement. The incinerator routinely treats a wide variety of wastes including high and low BTU organic liquids, aqueous, and solid wastes. The various possible combinations for treating liquid and solid wastes may present a challenge in establishing a single, acceptable correlation relationship for individual CEMs. The effect of low-level radioactive material present in the waste is a unique site-specific factor not evaluated in previous tests. The three systems chosen for evaluation were two beta gauge devices and a light scattering device. The performance of the CEMs was evaluated using the requirements in draft Environmental Protection Agency (EPA) Performance Specification 11 (PS11) and Procedure 2. The results of Reference Method 5i stack tests for establishing statistical correlations between the reference method data and the CEMs responses are discussed.

The use of quantitative structure-activity relationships (QSARs) for deriving the predicted no-effect concentration of discrete organic chemicals for the purposes of conducting a regulatory risk assessment in Europe and the United States is described. In the United States, under the Toxic Substances Control Act (TSCA), the TSCA Interagency Testing Committee and the U.S. Environmental Protection Agency (U.S. EPA) use SARs to estimate the hazards of existing and new chemicals. Within the Existing Substances Regulation in Europe, QSARs may be used for data evaluation, test strategy indications, and the identification and filling of data gaps. To illustrate where and when QSARs may be useful and when their use is more problematic, an example, methyl tertiary-butyl ether (MTBE), is given and the predicted and experimental data are compared. Improvements needed for new QSARs and tools for developing and using QSARs are discussed.

This study develops data on the acute aquatic toxicity of selected biodiesel fuels which may become subject to environmental effects test regulations under the US Toxic Substances Control Act (TSCA). The test substances are Rape Methyl Ester (RME), Rape Ethyl Ester (REE), Methyl Soyate (MS), a biodiesel mixture of 20% REE and 80% Diesel, a biodiesel mixture of 50% REE and diesel, and a reference substance of Phillips D-2 Reference Diesel. The test procedure follows the Daphnid Acute Toxicity Test outlined in 40 CFR {section} 797.1300 of the TSCA regulations. Daphnia Magna are exposed to the test substance in amore » flow-through system consisting of a mixing chamber, a proportional diluter, and duplicate test chambers. Novel system modifications are described that accommodate the testing of oil-based test substances with Daphnia. The acute aquatic toxicity is estimated by an EC50, an effective concentration producing immobility in 50% of the test specimen.« less

For example, the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) program in Europe, and the recent reauthorization of the Toxic Substances Control Act (TSCA) in the United States (US) both explicitly mandate consideration of the potential toxicity of many thousands of chemicals that, in the past, would not have been assessed. There also is an increasing emphasis on understanding the effects of existing chemical mixtures on human health and the environment; for example in North America, the Great Lakes Restoration Initiative, sponsored by the Office of the President of the US, has identified complex mixtures of chemicals of emerging concern as one of the highest priority stressors in the lakes. Cheminformatics based tools, such as the Chemical Transformation Simulator under development in EPA’s Office of Research and Development, are being increasingly used to evaluate chemicals for their potential to degrade in the environment or be transformed through metabolism. Hydrolysis represents a major environmental degradation pathway; unfortunately, only a small fraction of hydrolysis rates for about 85,000 chemicals on the Toxic Substances Control Act (TSCA) inventory are in public domain, making it critical to develop in silico approaches to estimate hydrolysis rate constants. In this presentation, we compare three complementary approaches to estimate hydrolysis rates for carbamates, an important chemical class widely used in agriculture as pesticides, herbicides and fungicides. Fragment-based Quantitative Structure Activity Relationships (QSARs) using Hammett-Taft sigma constants are widely published and implemented for relatively simple functional groups such as carboxylic acid esters, phthalate esters, and organophosphate esters, and we extend these to carbamates. We also develop a pKa based model and a quantitative structure property relationship (QSPR) model, and evaluate them against measured rate constants using R square and root mean square (RMS) error. The functional capabilities of the Goddard Space Flight Center (GSFC) Climate Data Access System (CDAS), an interactive data storage and retrieval system, and the archival data sets which this system manages are discussed. The CDAS manages several climate-related data sets, such as the First Global Atmospheric Research Program (GARP) Global Experiment (FGGE) Level 2-b and Level 3-a data tapes. CDAS data management support consists of three basic functions: (1) an inventory capability which allows users to search or update a disk-resident inventory describing the contents of each tape in a data set, (2) a capability to depict graphically the spatial coverage of a tape in a data set, and (3) a data set selection capability which allows users to extract portions of a data set using criteria such as time, location, and data source/parameter and output the data to tape, user terminal, or system printer. This report includes figures that illustrate menu displays and output listings for each CDAS function.

A successful supply chain optimization project that leveraged technology, engineering principles, and a technician workflow redesign in the setting of a growing health system is described. With continued rises in medication costs, medication inventory management is increasingly important. Proper management of central pharmacy inventory and floor-stock inventory in automated dispensing cabinets (ADCs) can be challenging. In an effort to improve control of inventory costs in the central pharmacy of a large academic medical center, the pharmacy department implemented a supply chain optimization project in collaboration with the medical center's inhouse team of experts on process improvement and industrial engineering. The project had 2 main components: (1) upgrading and reconfiguring carousel technology within an expanded central pharmacy footprint to generate accurate floor-stock inventory replenishment reports, which resulted in efficiencies within the medication-use system, and (2) implementing a technician workflow redesign and algorithm to right-size the ADC inventory, which decreased inventory stockouts (i.e., incidents of depletion of medication stock) and improved ADC user satisfaction. Through a multifaceted approach to inventory management, the number of stockouts per month was decreased and ADC inventory was optimized, resulting in a one-time inventory cost savings of $220,500. The programmatic, technical, user application, and cost factors associated with the development of an operational, statewide land use inventory from LANDSAT data are described. The LANDSAT multispectral data are subjected to geometrical and categorical processing to produce map files for each of the 200 fifteen (15) minute quads covering Ohio. Computer compatible tapes are rescanned to produce inventory tapes which identify eight (8) Level I land use categories and a variety of Level II categories. The inventory tapes are processed through a series of ten (10) software programs developed by the State of Ohio. The net result is a computerized inventory which can be displayed in map or tabular form for various geographic units, at a variety of scales and for selected categories of usage. The computerized inventory data files are applied to technical programs developed by the various state agencies to be used in state, regional, and local planning programs.

Objective The long-term effects of the use of 3,4-methylenedioxymethamphetamine (MDMA, or Ecstasy) in humans are controversial and unclear. The authors’ goal was to assess the contribution of a functional polymorphism in the gene encoding serotonin transporter to changes in emotional processing following chronic Ecstasy use. Method They investigated Beck Depression Inventory scores and performance on the Affective Go/No-Go test, a computerized neuropsychological test sensitive to emotional processing, in Ecstasy users and comparison subjects, stratifying the results by serotonin transporter genotype. Results Ecstasy use was associated with higher Beck Depression Inventory score and abnormalities in the Affective Go/No-Go test in individuals with the ss and ls genotype but not those with the ll genotype. Conclusions Ecstasy users carrying the s allele, but not comparison subjects carrying the s allele, showed abnormal emotional processing. On the basis of a comparison with acute tryptophan depletion, the authors hypothesize that chronic Ecstasy use may cause long-term changes to the serotonin system, and that Ecstasy users carrying the s allele may be at particular risk for emotional dysfunction. Urban sprawl and the related landscape fragmentation is a Europe-wide challenge in the context of sustainable urban planning. The URBan land recycling Information services for Sustainable cities (URBIS) project aims for the development, implementation, and validation of web-based information services for urban vacant land in European functional urban areas in order to provide end-users with site specific characteristics and to facilitate the identification and evaluation of potential development areas. The URBIS services are developed based on open geospatial data. In particular, the Copernicus Urban Atlas thematic layers serve as the main data source for an initial inventory of sites. In combination with remotely sensed data like SPOT5 images and ancillary datasets like OpenStreetMap, detailed site specific information is extracted. Services are defined for three main categories: i) baseline services, which comprise an initial inventory and typology of urban land, ii) update services, which provide a regular inventory update as well as an analysis of urban land use dynamics and changes, and iii) thematic services, which deliver specific information tailored to end-users' needs.

End users will play a crucial role in up-coming smart grids that aim to link end-users and energy providers in a better balanced and more efficient electricity system. Within this context, this paper aims to deliver a coherent view on current good practice in end-user engagement in smart grid projects. It draws from a recent review of theoretical insights from sustainable consumption behaviour, social marketing and innovation systems and empirical insights from recent smart grid projects to create an inventory of common motivators, enablers and barriers of behavioural change, and the end-user engagement principles that can be derived from that. We conclude with identifying current research challenges as input for a research agenda on end-user engagement in smart grids.

The Gulf of Mexico Coastal Ocean Observing System Regional Association (GCOOS-RA) is one of eleven Regional Associations organized under the NOAA-led U.S. Integrated Ocean Observing System (IOOS) Program Office. Each of the RAs operate standards-based regional data portals designed to aggregate near real-time and historical observed data and modeled outputs from distributed providers and to offer these and derived products in standardized ways to a diverse set of users. The RA's portals are based on the IOOS Data and Communications Plan which describes the functional elements needed for an interoperable system. One of these elements is called "Uniform On-line Browse" which is an informational service designed primarily to visualize the inventory of a portal. An on-line browse service supports the end user's need to discover what parameters are available, to learn the spatial and temporal extend of the holdings, and to examine the character of the data (e.g, variability, gappiness, etc). These pieces of information help the end user decide if the data are fit for his/her purpose and to construct valid data requests. Note that on-line browse is a distinctly different activity than data analysis because it seeks to yield knowledge about the inventory and not about what the data mean. "Uniform" on-line browse is a service that takes advantage of the standardization of the data portal's data access points. Most portals represent station locations on a map. This is a view of the data inventory but these plots are rarely generated by pulling data through the standards-based services offered to the end users but through methods only available to the portal programmers. This work will present results of Uniform On-line browse tools developed within GCOOS-RA and their applicability to other RA portals.

Androgenetic alopecia, the gradual, progressive loss of hair frequently results in psychological despair, in part related to changes in self-image. Current androgenetic alopecia treatments are limited to hair transplantation and medications that inhibit dihydrotestosterone, a potent androgen associated with follicular micronization. Users of finasteride, which prevents dihydrotestosterone production, report serious physical and emotional adverse effects, collectively known as post-finasteride syndrome. Psychiatric illnesses and personality traits, specifically neuroticism influence emotional well-being. Limited research exists exploring the psychological corollaries of post-finasteride syndrome and preexisting Axis I and Axis II mental health conditions. The aim of this study was to explore how having a preexisting personal and/or familial history of a psychiatric diagnosis and certain personality traits may influence anxiety and depression among finasteride users. Participants in this online survey completed the Beck Depression Inventory, the Beck Anxiety Inventory, and Ten-Item Personality Inventory. An important finding in this study was that almost 57% (n = 97) of men reported a psychiatric diagnosis and 28% (n = 27) had a first-degree relative with a mental health disorder, of this group 17 only had a family history. Nearly 50% of the men surveyed reported clinically significant depression as evidenced by Beck Depression Inventory score and 34% experienced anxiety on the Beck Anxiety Inventory. There were no statistically significant trends in personality traits reported. Results provide evidence on the need to screen for psychiatric history and counseling patients about the potential psychological consequences of finasteride. Prescribing clinicians should carefully weigh the risk/benefit ratio with these patients. PMID:26868914

Road transport has always played an important role in a country's growth and, in order to manage road networks and ensure a high standard of road performance (e.g. durability, efficiency and safety), both public and private road inventories have been implemented using databases and Geographical Information Systems. They enable registering and managing significant amounts of different road information, but to date do not focus on 3D road information, data integration and interoperability. In an increasingly complex 3D urban environment, and in the age of smart cities, however, applications including intelligent transport systems, mobility and traffic management, road maintenance and safety require digital data infrastructures to manage road data: thus new inventories based on integrated 3D road models (queryable, updateable and shareable on line) are required. This paper outlines the first step towards the implementation of 3D GIS-based road inventories. Focusing on the case study of the "Road Cadastre" (the Italian road inventory as established by law), it investigates current limitations and required improvements, and also compares the required data structure imposed by cadastral legislation with real road users' needs. The study aims to: a) determine whether 3D GIS would improve road cadastre (for better management of data through the complete life-cycle infrastructure projects); b) define a conceptual model for a 3D road cadastre for Italy (whose general principles may be extended also to other countries).

Disposal costs for liquid PCB radioactive waste are among the highest of any category of regulated waste. The high cost is driven by the fact that disposal options are extremely limited. Toxic Substances Control Act (TSCA) regulations require most liquids with PCBs at concentration of {ge} 50 parts-per-million to be disposed by incineration or equivalent destructive treatment. Disposal fees can be as high as $200 per gallon. This figure does not include packaging and the cost to transport the waste to the disposal facility, or the waste generator's labor costs for managing the waste prior to shipment. Minimizing the generationmore » of liquid radioactive PCB waste is therefore a significant waste management challenge. PCB spill cleanups often generate large volumes of waste. That is because the removal of PCBs typically requires the liberal use of industrial solvents followed by a thorough rinsing process. In a nuclear facility, the cleanup process may be complicated by the presence of radiation and other occupational hazards. Building design and construction features, e.g., the presence of open grating or trenches, may also complicate cleanup. In addition to the technical challenges associated with spill cleanup, selection of the appropriate regulatory requirements and approach may be challenging. The TSCA regulations include three different sections relating to the cleanup of PCB contamination or spills. EPA has also promulgated a separate guidance policy for fresh PCB spills that is published as Subpart G of 40 CFR 761 although it is not an actual regulation. Applicability is based on the circumstances of each contamination event or situation. Other laws or regulations may also apply. Identification of the allowable regulatory options is important. Effective communication with stakeholders, particularly regulators, is just as important. Depending on the regulatory path that is taken, cleanup may necessitate the generation of large quantities of regulated waste. Allowable options must be evaluated carefully in order to reduce compliance risks, protect personnel, limit potential negative impacts on facility operations, and minimize the generation of wastes subject to TSCA. This paper will identify critical factors in selecting the appropriate TSCA regulatory path in order to minimize the generation of radioactive PCB waste and reduce negative impacts to facilities. The importance of communicating pertinent technical issues with facility staff, regulatory personnel, and subsequently, the public, will be discussed. Key points will be illustrated by examples from five former production reactors at the DOE Savannah River Site. In these reactors a polyurethane sealant was used to seal piping penetrations in the biological shield walls. During the intense neutron bombardment that occurred during reactor operation, the sealant broke down into a thick, viscous material that seeped out of the piping penetrations over adjacent equipment and walls. Some of the walls were painted with a PCB product. PCBs from the paint migrated into the degraded sealant, creating PCB 'spill areas' in some of these facilities. The regulatory cleanup approach selected for each facility was based on its operational status, e.g., active, inactive or undergoing decommissioning. The selected strategies served to greatly minimize the generation of radioactive liquid PCB waste. It is expected that this information would be useful to other DOE sites, DOD facilities, and commercial nuclear facilities constructed prior to the 1979 TSCA ban on most manufacturing and uses of PCBs.« less

Patients who use illicit drugs and suffer from comorbid psychiatric illnesses have worse outcomes than drug users without a dual diagnosis. For this reason we aimed at identifying predictors of cannabis use severity using a multivariate model in which different clinical and socio-demographic variables were included. We administered the Temperament and Character Inventory, SCID-P, SCID-II, the Beck Depression Inventory and the State-Trait Anxiety Inventory. Of the 84 subjects included, 25 were occasional users, 37 were abusers, and 22 were dependent on cannabis. A stepwise multiple regression analysis identified increased self-transcendence scores and state anxiety severity as the only predictors of a increased cannabis use severity (F = 6.635; d.f. = 2, 81; p = 0.0021). In particular, in a further multivariate analysis of variance, the transpersonal identification issue of self-transcendence was associated significantly (F = 4.267; d.f. = 2, 81; p = 0.017) with greater severity of cannabis use. Character dimension of self-transcendence and symptoms of state anxiety should be taken into consideration during the assessment procedure of patients with cannabis use as they may be helpful in the discrimination of cannabis use severity.
