  7. Essays on the Impacts of Geography and Institutions on Access to Energy and Public Infrastructure Services

    NASA Astrophysics Data System (ADS)

    Archibong, Belinda

While previous literature has emphasized the importance of energy and public infrastructure services for economic development, questions surrounding the implications of unequal spatial distribution in access to these resources remain, particularly in the developing country context. This dissertation provides evidence on the nature, origins and implications of this distribution uniting three strands of research from the development and political economy, regional science and energy economics fields. The dissertation unites three papers on the nature of spatial inequality of access to energy and infrastructure with further implications for conflict risk , the historical institutional and biogeographical determinants of current distribution of access to energy and public infrastructure services and the response of households to fuel price changes over time. Chapter 2 uses a novel survey dataset to provide evidence for spatial clustering of public infrastructure non-functionality at schools by geopolitical zone in Nigeria with further implications for armed conflict risk in the region. Chapter 3 investigates the drivers of the results in chapter 2, exploiting variation in the spatial distribution of precolonial institutions and geography in the region, to provide evidence for the long-term impacts of these factors on current heterogeneity of access to public services. Chapter 4 addresses the policy implications of energy access, providing the first multi-year evidence on firewood demand elasticities in India, using the spatial variation in prices for estimation.

  18. Harnessing science for environmental regulation

DOE Office of Scientific and Technical Information (OSTI.GOV)

    Graham, J.D.

    1991-01-01

An introductory chapter by Graham frames the issues to be discussed; then the following three chapters describe the formation and character of three organizations. These chapters are written by authors who have each had an active management role in the organization they are writing about: Terry F. Yosie, now at the American Petroleum Institute, who staffed the SAB (Science Advisory Board) while he was at EPA; Robert A. Neal, who headed CIIT (Chemical Industry Institute of Toxicology) before leaving for a position at Vanderbilt University; and Thomas P. Grumbly, former executive director of HEI (Health Effects Institute) now president ofmore » Clean Sites, Inc. While these chapters are well written and make a vital contribution to the overall development of the book's themes, the most valuable and enjoyable parts of the book are the succeeding five chapters, which present case studies dealing with EPA's regulatory efforts on unleaded gasoline, perchloroethylene, formaldehyde, nitrates in drinking water, and carbon monoxide. Each of these case studies, nominally historical accounts of how one or more of these (three) organizations participated in the regulatory controversy, offer insight into the broader issues of dealing with, and incorporating into regulations scientific information that has high uncertainty. One of the richest aspects of the five case studies is the extensive use of referenced interviews with identified participants from all aspects of the regulatory process. This material illuminates the motivation, emotions, and goals of the different players, helping the reader to understand their positions and other issues, such as why industry pursues, and EPA and the environmental movement appear to resist, good science; what underlies EPA's preferences for one regulatory option over another; and why scientists are histant to give yes-or-no answers in accord with the real time needs of the regulatory agency.« less

The institutional aspect of the study attempts to identify possible effects of geothermal research, development, and utilization on the area and its inhabitants in three chapters. Chapters I and II address key socio-economic and demographic variables. The initial chapter provides an overview of the area where the resource is located. Major data are presented that can be used to establish a baseline description of the region for comparison over time and to delineate crucial area for future study with regard to geothermal development. The chapter highlights some of the variables that reflect the cultural nature of the Gulf Coast, itsmore » social characteristics, labor force, and service in an attempt to delineate possible problems with and barriers to the development of geothermal energy in the region. The following chapter focuses on the local impacts of geothermal wells and power-generating facilities using data on such variables as size and nature of construction and operating crews. Data are summarized for the areas studied. A flow chart is utilized to describe research that is needed in order to exploit the resource as quickly and effectively as possible. Areas of interface among various parts of the research that will include exchange of data between the social-cultural group and the institutional, legal, environmental, and resource utilization groups are identified. NASA Astrophysics Data System (ADS)

    Ray, Donald David, Jr.

This prospectus examines the relationship of high school students' attitudes toward creation and evolution with the student's worldview philosophy. Chapter 1 presents the purpose of the research, which is to discover if there is a positive correlation in the relationship of high school students' attitudes toward creation and evolution and other aspects of worldview such as politics, economics, education, religion, and social issues. Also, the study will examine the frequency and comparative magnitude of the worldviews of homeschool, public school and Christian school students. Chapter 2 surveys precedents in the literature that are appropriate to the study. The significant literature to the study begins with the analysis of the relevant theological presuppositions pertaining to the topics of creation, evolution, and worldview. The analysis then moves to the literature on the relevant educational assumptions, which include theories, philosophies and practices related to high school students' attitudes toward creation and evolution with worldviews. Chapter 3 describes the methodological design for the study. Included in the chapter are the selection and profile of the sample, the selection and development of the instruments, namely the Creationist Worldview Test developed by Steve Deckard, and the PEERS Test---a worldview opinion survey developed by the Nehemiah Institute. Finally, the step-by-step protocol used in gathering the data completes the section. Chapter 4 presents the analysis of the data developed from the responses to the Creationist Worldview Test and the PEERS Test provided by the Nehemiah Institute and by the researcher. Profiles of each of the subgroups will be provided along with comparative analysis of the profiles. Concluding the chapter are summaries of profiles and comparative analysis. Chapter 5 presents a summary of the data describes the relationship of high school students' attitudes toward creation and evolution with the student's worldview philosophy. In addition, the major findings and general conclusions from the data are provided. The chapter concludes with recommendations for further research in this correlational analysis of origins.

  17. Three essays on energy and economic growth

    NASA Astrophysics Data System (ADS)

    Peach, Nathanael David

    2011-12-01

This dissertation explores the relationship between energy and economic growth. Chapter Two, Three, and Four examine the interaction of energy-related measures and economic outcomes by applying different methodologies across various spatial dimensions. Chapter Two shows that increases in energy consumption are necessary for increases in state level economic growth to occur. Chapter Three estimates a simultaneous supply and demand energy market at the state level. This system allows for estimates of structural elasticities to be obtained. Findings indicate that energy supply is considerably more elastic than energy demand. Energy demand is found to be determined by responses to short run shocks rather than long run processes. Chapter Four estimates the impact of changes in various elements of governance and institutional quality impact genuine investment within an economy. Increases in democracy are predicted to decrease genuine investment in energy-rich nations. The dissertation concludes with Chapter Five.

    PubMed

    Delaney, K J

    1991-01-01

Chapter 11 bankruptcy provides an opportunity for addressing issues of power and control during corporate crisis. A broad notion of power is essential in understanding the complex events that led to the Chapter 11 filing of the Manville Corporation, formerly the nation's leading asbestos manufacturer. The theory of finance hegemony places this case in an entirely new light by taking into account the power of the financial community. The Manville bankruptcy illuminates several mechanisms by which this hegemony operates. From this perspective, Chapter 11 bankruptcy is viewed as a choice made from a set of options severely constrained by other powerful institutions, rather than a result of managerial incompetence or market failure.

  5. A Volcano Rekindled: The Renewed Eruption of Mount St. Helens, 2004-2006

    USGS Publications Warehouse

Sherrod, David R.; Scott, William E.; Stauffer, Peter H.

    2008-01-01

Mount St. Helens began a dome-building eruption in September 2004 after nearly two decades of quiescence. Dome growth was initially robust, became more sluggish with time, and ceased completely in late January 2008. The volcano has been quiet again since January 2008. Professional Paper 1750 describes the first 1 1/2 years of this eruptive activity, chiefly from September 2004 until December 2005. Its 37 chapters contain contributions of 87 authors from 23 institutions, including the U.S. Geological Survey, Forest Service, many universities, and local and State emergency management agencies. Chapter topics range widely - from seismology, geology, geodesy, gas geochemistry, and petrology to the human endeavor required for managing the public volcanic lands and distributing information during the hectic early days of a renewed eruption. In PDF format, the book may be downloaded in its entirety or by its topical sections, each section including a few prefatory paragraphs that describe the general findings, recurrent themes, and, in some cases, the unanswered questions that arise repeatedly. Those readers who prefer downloading the smaller files of only a chapter or two have this option available as well. PubMed

    Lurie, I W; Prytkov, A N; Meldere, L V

    1984-08-01

We report on 18 infants from 13 families where the infant was affected with the Meckel syndrome. The parents belong to various national groups--Russians, Byelorussians, Poles, Ukranians, Letts, and Tatars. One child was from an incestuous union (half-sister and half-brother), in 4 families the parents were natives of the same or neighboring villages; other parents apparently were not related. Excluding 3 couples from Central Russia, the Ukraine, and Tatary, the other 10 families were the inhabitants of the Moscow region, Byelorussia, and Latvia. In 3 of these families at least one grandparent was of Tatar descent. At the same time the frequency of Tatars in these regions is less than 1%. Using the Newton binomial distribution it was shown that the hypothesis about equal frequency of the Meckel syndrome gene among Tatars and other national groups under study may be excluded completely, and therefore the alternative hypothesis about an unusually high frequency of this gene among Tatars must be accepted. Such analysis may be useful for comparative evaluation of gene frequencies in populations which cannot be studied directly.

    NASA Astrophysics Data System (ADS)

    Pang, Alex Soojung-Kim

Scientific expeditions have played an important role in the development of Western Science, but have received far less attention than theory-making or experiment. This is a cultural and social history of British solar eclipse expeditions and observing practices. An introductory chapter outlines the historiography of scientific practice, imperialism and science, and scientific expeditions, and explains the importance of solar eclipses to nineteenth-century science. The chapters follow expeditions from their planning, through their execution, and into the publication of results. Chapter 2 is an institutional and social history of British and American eclipse planning. British expeditions were organized by national societies, while American expeditions were planned by individual observatories and colleges. Chapters 3 and 4 move into the field. They show how the evolution of tourist culture, the expansion of imperial spheres of political control, the transfer of Western technological systems to colonial territories shaped the experience of going on an expedition, and even made accurate astrophysical observation possible. They also examine the roles women played on eclipse expeditions. Chapters 5 and 6 examine spectroscopic and visual observation. They study the effects of intellectual shifts, the introduction of photography, and the scaling up of instruments on observing practices. Chapter 6 shows how visual and photographic observations of the solar corona were made. Chapter 7 follows those pictures out of the field, and examines how they were copied and shared with other astronomers.

  14. Patterns of citations of open access and non-open access conservation biology journal papers and book chapters.

    PubMed

Calver, Michael C; Bradley, J Stuart

    2010-06-01

Open access (OA) publishing, whereby authors, their institutions, or their granting bodies pay or provide a repository through which peer-reviewed work is available online for free, is championed as a model to increase the number of citations per paper and disseminate results widely, especially to researchers in developing countries. We compared the number of citations of OA and non-OA papers in six journals and four books published since 2000 to test whether OA increases number of citations overall and increases citations made by authors in developing countries. After controlling for type of paper (e.g., review or research paper), length of paper, authors' citation profiles, number of authors per paper, and whether the author or the publisher released the paper in OA, OA had no statistically significant influence on the overall number of citations per journal paper. Journal papers were cited more frequently if the authors had published highly cited papers previously, were members of large teams of authors, or published relatively long papers, but papers were not cited more frequently if they were published in an OA source. Nevertheless, author-archived OA book chapters accrued up to eight times more citations than chapters in the same book that were not available through OA, perhaps because there is no online abstracting service for book chapters. There was also little evidence that journal papers or book chapters published in OA received more citations from authors in developing countries relative to those journal papers or book chapters not published in OA. For scholarly publications in conservation biology, only book chapters had an OA citation advantage, and OA did not increase the number of citations papers or chapters received from authors in developing countries.

It starts with a historical account of the field of asteroseismology followed by a general review of the basic physics and properties of stellar pulsations. Emphasis is then naturally placed on the stochastic excitation of stellar oscillations and on the potential of asteroseismic inference. The chapter closes with a discussion about observational techniques and the observational status of the field. Chapter 2 is devoted to the subject of data analysis in asteroseismology. This is an extensive subject, therefore, a compilation is presented of the relevant data analysis methods and techniques employed contemporarily in asteroseismology of solar-like stars. Special attention has been drawn to the subject of statistical inference both from the competing Bayesian and frequentist perspectives. The chapter ends with a description of the implementation of a pipeline for mode parameter analysis of Kepler data. In the course of these two first chapters, reference is made to a series of articles led by the author (or otherwise having greatly benefited from his contribution) that can be found in Appendices A to E. Chapter 3 then goes on to present a series of additional published results.

  7. The contemporary dynamics of Sino-Indian relations: Examining maritime security, economics, energy and elite dialogue

    NASA Astrophysics Data System (ADS)

    Athwal, Amardeep

This dissertation examines the modern-day dynamics of the Sino-Indian relationship---with a particular focus on issues relating to maritime security, economics, energy and elite bilateral dialogue. In exploring the contemporary nature of the Sino-Indian relationship, the dissertation also seeks to assess the accuracy of predominant neorealist accounts of the Sino-Indian relationship. Since the 1962 Sino-Indian War, most analysts have continued to emphasize the conflictual and competitive elements within the Sino-Indian relationship. The dissertation first explores the crucial post-independence history of Sino-Indian relations to provide the appropriate contextual background (chapter one). Thereafter, the dissertation explores the geopolitical significance of the Indian Ocean in light of soaring (global) energy demands. This then leads into an analysis of China and India's naval modernization and China's strategic partnership with Pakistan and Myanmar (chapter two). While acknowledging the credibility of neorealist insights in the realm of maritime security by detailing China and India's naval buildup and naval strategy, overall, it is found that the security dilemma argument is overstated. There is both a lack of threat perception and the existence of alternate explanations for both Chinese and Indian activities in Southern Asia. The dissertation then moves on to explore the positive elements within the Sino-Indian relationship---growing economic interdependence, energy convergence and elite consensus. In the economic realm (chapter three) it is found that Sino-Indian bilateral trade is increasingly being framed institutionally and rapidly expanding every year. The areas where the Sino-Indian economic relationship could be fruitfully expanded are traced and the great potential of bilateral trade is discussed. Thereafter, the dissertation highlights how China and India are beginning to coordinate energy policy (chapter four) as well as the growing political will (chapter five) to transform the Sino-Indian relationship from a framework of conflict and competition to cooperation. The dissertation concludes that there are serious mitigating factors in the Sino-Indian relationship and that an exclusively neorealist outlook is impoverished. Theoretical insights from neoliberal institutionalism and constructivism point to how emerging economic interdependence in tandem with the (elite) creation of dependable expectations of peaceful change point towards stability in the Sino-Indian relationship.

    Clarac, F; Barbara, J-G; Broussolle, E; Poirier, J

    2012-01-01

We present a short historical review on the major institutions and figures that contributed to make Paris a renowned centre of physiology and neurology during the xixth and the first half of the xxth centuries. We purposely chose to focus on the period 1800-1950, as 1800 corresponds to the development of brain science and 1950 marks the true beginning of neuroscience. Our presentation is divided into four chapters, matching the main disciplines which have progressed and contributed the most to the knowledge we have of the brain sciences: anatomy, physiology, neurology, and psychiatry-psychology. The present article is the first of four parts of this review, which includes an introduction followed by the chapter on neuroanatomy and on anatomo-pathology, which includes biographical sketches of Félix Vicq d'Azyr, François-Xavier Bichat, Franz Joseph Gall, Jean Cruveilhier, Jules Bernard Luys, Paul Broca, Louis Ranvier, André-Victor Cornil, Albert Gombault, Jean Nageotte and René Couteaux. NASA Astrophysics Data System (ADS)

    Schuck-Zöller, Susanne

    2013-04-01

Objective More than 50 German research institutions and networks are represented on www.klimanavigator.de, a common platform, where information about their work, and the latest findings from climate research and adaptation can be found. Thus Klimanavigator as a gateway to climate knowledge provides a information portal for those who have to respond to climate change. The internet portal gives an overview of the present state of research and is estimated as a decision support tool for appropriate mitigation and adaptation measures. Target Groups The portal collects the German climate research institutions to publish their scientific knowledge in a non-scientific language. Economists, policymakers, administration and the media are bound to find the names of scientific experts and institutions by an elaborated research tool. Methodology The chapter "Dossiers" is edited by the Klimanavigator-Coordinator CSC. It gathers information to a special issue looked upon from various points of view. Publications of outstanding German scientists are presented side by side, current knowledge is being synthesized, scientifically reviewed and disseminated. The latest news from climate and adaptation research is presented in an own chapter, dedicated to the press releases of the portal members. Via RSS-feed the press releases are collected from the different partner institutions. Thirdly, portraits of the member institutions, that are individually edited by themselves, draw a map of science in Germany and help to find appropriate cooperation partners. For the future further development is being planned. Common Management Klimanavigator is being managed by the partners in common. The main decisions concerning the concept and shape of the portal are made by the partners' assembly. An elected editorial committee decides about the content between the assemblies. The Climate Service Center (part of the Helmholtz-Zentrum Geesthacht) concentrates on facilitating the cooperation, and delivering the technical support. Results/Outcome/Products Map and navigator of climate and adaptation science in Germany Representation of science in Germany and Germany as a country of science Synthesis of knowledge Network of science institutions and projects Decision support tool
