This report evaluates the impacts assessment and proposed mitigations provided in environmental documents concerning the US Department of Energy`s (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. The projected impacts and proposed mitigations identified in UMTRA Project environmental documents were evaluated for two UMTRA Project sites. These sites are Gunnison and Durango, which are representative of currently active and inactive UMTRA Project sites, respectively. National Environmental Policy Act (NEPA) documentation was prepared for the remedial action at Durango and Gunnison as well as for the provision of an alternate water supply system at Gunnison. Additionally, environmental analysis was completed formore » mill site demolition Gunnison, and for a new road related to the Durango remedial action. The results in this report pertain only to the impact assessments prepared by the Regulatory Compliance staff as a part of the NEPA compliance requirements. Similarly, the mitigative measures documented are those that were identified during the NEPA process.« less

The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all Title I sites. On September 24, 1987, the EPA published proposed standards (52FR36000-36008) in response to the remand. This report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project, more » as well as a discussion of the DOE's position on the proposed standards. The report also contains and appendix which provides supporting information and cost analyses. In order to assess the impacts of the proposed EPA standards, this report summarizes the proposed EPA standards in Section 2.0. The next three sections assess the impacts of the three parts of the EPA standards: Subpart A considers disposal sites; Subpart B is concerned with restoration at processing sites; and Subpart C addresses supplemental standards. Section 6.0 integrates previous sections into a recommendations section. Section 7.0 contains the DOE response to questions posed by the EPA in the preamble to the proposed standards. 6 refs., 5 figs., 3 tabs.« less

Compliance with the mandate of the Uranium Mill Tailings Radiation Control Act (UMTRCA) at Uranium Mill Tailings Remedial Action (UMTRA) Project sites requires implementation of a groundwater remedial action plan that meets the requirements of Subpart B of the US Environmental Protection Agency`s proposed groundwater protection standards (40 CFR 192). The UMTRA Groundwater Project will ensure that unacceptable current risk or potential risk to the public health, safety and the environment resulting from the groundwater contamination attributable to the UMTRA sites, is mitigated in a timely and cost-efficient manner. For each UMTRA processing site and vicinity property where contamination exists, more » a groundwater remedial action plan must be developed that identifies hazardous constituents and establishes acceptable concentration limits for the hazardous constituents as either (a) alternate concentration limits (ACL), (b) maximum concentration limits (MCLs), (c) supplemental standards, or (d) background groundwater quality levels. Project optimization is a strategy that will aggressively work within the current regulatory framework using all available options to meet regulatory requirements. The site observational work plan (SOWP) for the Riverton, Wyoming, Uranium Mill Tailings Remedial Action (UMTRA) Project Site is the first document for the UMTRA Ground Water Project to address site-specific activities to meet compliance with the U.S. Environmental Protection Agency (EPA) proposed ground water standards (52 FR 36000 (1987)). In support of the activities the regulatory framework and drivers are presented along with a discussion of the relationship of this SOWP to other UMTRA Ground Water Project programmatic documents. A combination of the two compliance strategies that will be recommended for this site are no remediation with the applicationmore » of alternate concentration levels (ACL) and natural flushing in conjunction with institutional controls. ACLs are to be applied to constituents that occur at concentrations above background levels but which are essential nutrients and occur within nutritional ranges and/or have very low toxicity and high dietary intake rates compared to the levels detected in the ground water. The essential premise of natural flushing is that ground water movement and natural attenuation processes will reduce the detected contamination to background levels within 1 00 years. These two recommended compliance strategies were evaluated by applying Riverton site-specific data to the compliance framework developed in the UMTRA Ground Water programmatic environmental impact statement. There are three aquifers beneath the site: a surficial unconfined aquifer, a middle semiconfined aquifer, and a deeper confined aquifer. The milling-related contamination at the site has affected both the surficial and semiconfined aquifers, although the leaky shale aquifers separating these units limits the downward migration of contamination into the semiconfined aquifer. A shale aquitard separates the semiconfined aquifer from the underlying confined aquifer which has not been contaminated by milling-related constituents.« less

The Uranium Mill Tailings Remedial Action (UMTRA) Project is administered by the U.S. Department of Energy (DOE); its purpose is to cleanup uranium mill tailings and other contaminated material at 24 UMTRA Project sites in 10 states. This report summarizes the wildlife mitigation and monitoring program under way at the Gunnison UMTRA Project, Gunnison, Colorado. Remedial action at the Gunnison site was completed in December 1995 and is described in detail in the Gunnison completion report. The impacts of this activity were analyzed in the Gunnison environmental assessment (EA). These impacts included two important game species: the pronghorn antelope (Antilocapramore » americans) and sage grouse (Wentrocerus urophasianus). Haul truck traffic was predicted to limit antelope access to water sources north of the Tenderfoot Mountain haul road and that truck traffic along this and other haul roads could result in antelope road kills. Clearing land at the disposal cell, haul road and borrow site activities, and the associated human activities also were predicted to negatively impact (directly and indirectly) sage grouse breeding, nesting, loafing, and wintering habitat. As a result, an extensive mitigation and monitoring plan began in 1992. Most of the monitoring studies are complete and the results of these studies, written by different authors, appear in numerous reports. This report will: (1) Analyze existing impacts and compare them to predicted impacts. (2) Summarize mitigation measures. (3) Summarize all existing monitoring data in one report. This risk assessment evaluates the possibility of health and environmental risks from contaminated ground water at the uranium mill tailings site near Durango, Colorado. The former uranium processing site`s contaminated soil and material were removed and placed at a disposal site located in Body Canyon, Colorado, during 1986--1991 by the US Departments of Energy`s Uranium Mill Tailings Remedial Action (UMTRA) Project. Currently, the UMTRA Project is evaluating the nature and extent of ground water contamination at the site. This risk assessment follows an approach similar to that used by the US Environmental Protection Agency. The first step is to determinemore » what site-related contaminants are found in ground water samples. The next step in the risk assessment is to determine how much of these contaminants people might ingest if they got their drinking water from a well on the site. In accordance with standard practice for this type of risk assessment, the highest contaminant concentrations from the most contaminated wells are used. The risk assessment then explains the possible health problems that could result from this amount of contamination.« less

This programmatic environmental impact statement (PElS) was prepared for the Uranium Mill Tailings Remedial Action (UMTRA) Ground Water Project to comply with the National Environmental Policy Act (NEPA). This PElS provides an analysis of the potential impacts of the alternatives and ground water compliance strategies as well as potential cumulative impacts. On November 8, 1978, Congress enacted the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, Public Law, codified at 42 USC §7901 et seq. Congress found that uranium mill tailings " ... may pose a potential and significant radiation health hazard to the public, and that every reasonablemore » effort should be made to provide for stabilization, disposal, and control in a safe, and environmentally sound manner of such tailings in order to prevent or minimize other environmental hazards from such tailings." Congress authorized the Secretary of Energy to designate inactive uranium processing sites for remedial action by the U.S. Department of Energy (DOE). Congress also directed the U.S. Environmental Protection Agency (EPA) to set the standards to be followed by the DOE for this process of stabilization, disposal, and control. On January 5, 1983, EPA published standards (40 CFR Part 192) for the disposal and cleanup of residual radioactive materials. On September 3, 1985, the U.S. Court of Appeals for the Tenth Circuit set aside and remanded to EPA the ground water provisions of the standards. The EPA proposed new standards to replace remanded sections and changed other sections of 40 CFR Part 192. These proposed standards were published in the Federal Register on September 24, 1987 (52 FR 36000). Section 108 of the UMTRCA requires that DOE comply with EPA's proposed standards in the absence of final standards. The Ground Water Project was planned under the proposed standards. On January 11, 1995, EPA published the final rule, with which the DOE must now comply. The PElS and the Ground Water Project are in accordance with the final standards. The EPA reserves the right to modify the ground water standards, if necessary, based on changes in EPA drinking water standards. Appendix A contains a copy of the 1983 EPA ground water compliance standards, the 1987 proposed changes to the standards, and the 1995 final rule. Under UMTRA, DOE is responsible for bringing the designated processing sites into compliance with the EPA ground water standards and complying with all other applicable standards and requirements. The U.S. Nuclear Regulatory Commission (NRC) must concur with DOE's actions. States are full participants in the process. The DOE also must consult with any affected Indian tribes and the Bureau of Indian Affairs. Uranium processing activities at most of the inactive mill sites resulted in the contamination of ground water beneath and, in some cases, downgradient of the sites. This contaminated ground water often has elevated levels of constituents such as but not limited to uranium and nitrates. The purpose of the UMTRA Ground Water Project is to eliminate or reduce to acceptable levels the potential health and environmental consequences of milling activities by meeting the EPA ground water standards.« less

The nonuniform distribution of 226Ra and other radiological contamination of cobbly soil encountered on several Uranium Mill Tailings Remedial Action Project sites is presented and discussed, and the concomitant challenges to the intent and implementation of the U.S. Environmental Protection Agency's soil cleanup standards are noted. In response to technical assessments and information presented to the U.S. Nuclear Regulatory Commission by the U.S. Department of Energy, the Nuclear Regulatory Commission has recently resolved the dilemma by concluding that compliance with Environmental Protection Agency soil cleanup standards for cobby soil at Uranium Mill Tailings Remedial Action Project sites would be adequatelymore » attained using bulk radionuclide concentrations, instead of requiring that the radionuclide concentration of the finer soil fraction passing a No. 4 mesh sieve met the standards. The US Department of Energy (DOE) administers the Uranium Mill Tailings Remedial Action (UMTRA) Project to clean up uranium mill tailings and other surface contamination at 24 abandoned uranium mill sites in 10 states. One of these abandoned mill sites was near the town of Gunnison, Colorado. Surface remediation was completed at the Gunnison site in December 1995. Remedial action resulted in the elimination of 4.3 acres of wetlands and mitigation of this loss is through the enhancement of 17.8 acres of riparian plant communities in six spring-fed areas on US Bureau of Land Management mitigation sites. A five-year monitoringmore » program was then implemented to document the response of vegetation and wildlife to the exclusion of livestock. Uranium (U) originating from mining operations for weapon manufacturing and nuclear energy production is a significant radionuclide contaminant in groundwater local to uranium mining, uranium milling, and uranium mill tailing (UMT) storage sites. In the USA, the Department of Energy (DOE) is currently overseeing approximately 24 Uranium Mill Tailing Remediation Action (UMTRA) sites which have collectively processed over 27 million tons of uranium ore1,2. In-Situ microbial bio-reduction of the highly mobile U6+ ion into the dramatically less mobile U4+ ion has been demonstrated as an effective remedial process to inhibit uranium migration in the aqueous phase3. The resistance of this process to oxidization and possible remobilization of U when bioremediation stops (and oxidants such as oxygen from the air or nitrate in water diffuse into the formation) in the long term is not known. UMTRA site studies3 have shown that iron sulfide solids are produced by sulfate reducing bacteria (SRB) during U bioremediation, and some forms of these iron sulfide solids are known to be effective oxidant scavengers, potentially protecting against re-oxidation and thus remobilization of U. This work is investigating the role of iron sulfide solids in the long-term immobilization of reduced U compounds after bioremediation is completed in groundwater local to UMTRA sites. Re-oxidation tests are being performed in packed media columns loaded with both FeS and U solids. High quality mackinawite (FeS), and uraninite (UO2) have been synthesized in our laboratory via a wet chemistry approach. These synthetic materials are expected to mimic the naturally occurring and biogenic materials present in biologically stimulated UMTRA sites. In order to establish the initial conditions of the prepared experimental columns and to compare synthetic and biogenic FeS and UO2, these synthesized materials have been characterized with synchrotron radiation at the Stanford Synchrotron Radiation Lightsource using synchrotron x-ray powder diffraction (SXRD) and extended x-ray absorption fine structure (EXAFS). SXRD data were collected and analyzed with profile fitting to determine lattice parameters and crystallite size for comparison with published values for both biogenic and synthetic materials. This is particularly of interest for UO2, as there is very little information on particle size and lattice parameters for synthetic UO2 in the literature. Profile fitting of the SXRD data for FeS gives lattice parameters of a = b = 3.668 and a mean crystallite size of 5 to 8 nm. Both of these values are in good agreement with published values. For fresh UO2, lattice parameters were determined as a = b = c = 5.4 nm for both freshly synthesized and aged (3 months) UO2 and particle size was determined to be 3.5 nm for fresh UO2 and 5.83 nm for aged UO2. This suggests a growth mechanism for crystallites over time, and an inferred decrease in reactivity.

Progress Toward Remediation of Uranium Tailings in Mailuu-Suu, Kyrgyzstan
DOE Office of Scientific and Technical Information (OSTI.GOV)
Buckley, P B; Ranville, J; Honeyman, B D
2003-07-09
The town of Mailuu-Suu in Kyrgyzstan inherited 23 distinct tailings deposits from Soviet-Era uranium mining operations. Mailuu-Suu is located in the narrow landslide-prone valley of the Mailuu-Suu River about 25 km from the Uzbekistan border. Large-scale release of the radioactive tailings, as a result of landslides, could lead to irreversible contamination of the river and downstream areas. The Mailuu-Suu River is a tributary to the Syr-Darya River, the Fergana valley's main source of irrigation water. The Fergana Valley is a key agricultural region and major population center that spans Kyrgyzstan, Tajikistan, and Uzbekistan. The trans-boundary nature of the Mailuu-Suu tailingsmore » issue presents an opportunity for collaboration among these Central Asian states. A cooperative approach to addressing environmental issues such as Mailuu-Suu may contribute to the region's stability by facilitating peaceful associations. Experience from remediation of sites in the US under the Uranium Mill Tailings Remediation Action Project (UMTRA) will be useful in progressing toward remediation at Mailuu-Suu.« less

Citations from five source journals for the years 2002 through 2004 were studied using the protocols of the Mapping the Literature of Allied Health Project and Mapping the Literature of Nursing Project. The productivity of cited journals was analyzed by applying Bradford's Law of Scattering. Journals were the most frequently cited format, followed by books. Only 3.2% of the cited journal titles from all 5 source journals generated two-thirds of the cited titles. When only the health care management practitioner-oriented source journals were considered, two-thirds of the output of cited journal titles came from 10.8% of the titles. Science Citation Index and PubMed provided the best overall coverage of the titles cited by all 5 source journals, while the cited titles from the 2 practitioner-oriented journals were covered most completely by Social Sciences Citation Index and Business Source Complete. Health care management is a multidisciplinary field. Librarians must consider the needs of their users and assist them by providing the necessary materials and combination of indexes to access this field adequately.

During in-situ remediation of contaminated groundwater, a treatment chemical is injected into the contaminated groundwater to react with and degrade the contaminant, with reactions occurring where the treatment chemical contacts the contaminant. Traditional in-situ groundwater remediation relies on background groundwater flow for spreading of treatment chemicals into contaminant plumes. Engineered Injection and Extraction (EIE), in which time-varying induced flow fields are used to actively spread the treatment chemical into the contaminant plume, has been developed to increase contact between the contaminant and treatment chemical, thereby enhancing contaminant degradation. EIE has been investigated for contaminants that degrade through irreversible bimolecular reaction with a treatment chemical, but has not been investigated for a contaminant governed by reversible reactions. Uranium primarily occurs in its aqueous, mobile form, U(VI), in the environment but can be bioreduced to its sparingly soluble, immobile form, U(IV), by iron reducing bacteria stimulated by an acetate amendment. In this study, we investigate the ability of EIE to facilitate and sustain favorable conditions to immobilize uranium during remediation, and to prevent re-mobilization of uranium into the aqueous phase after active remediation has ended. Simulations in this investigation are conducted using a semi-synthetic model based on physical and chemical conditions at the Naturita Uranium Mill Tailings Remedial Action (UMTRA) site in southwestern Colorado and the Old Rifle UMTRA site in western Colorado. The EIE design is optimized for the synthetic model using the Borg multi-objective evolutionary algorithm.

Mapping the literature of nursing administration.
Galganski, Carol J
2006-04-01
As part of Phase I of a project to map the literature of nursing, sponsored by the Nursing and Allied Health Resources Section of the Medical Library Association, this study identifies the core literature cited in nursing administration and the indexing services that provide access to the core journals. The results of this study will assist librarians and end users searching for information related to this nursing discipline, as well as database producers who might consider adding specific titles to their indexing services. Using the common methodology described in the overview article, five source journals for nursing administration were identified and selected for citation analysis over a three-year period, 1996 to 1998, to identify the most frequently cited titles according to Bradford's Law of Scattering. From this core of most productive journal titles, the bibliographic databases that provide the best access to these titles were identified. Results reveal that nursing administration literature relies most heavily on journal articles and on those titles identified as core nursing administrative titles. When the indexing coverage of nine services is compared, PubMed/MEDLINE and CINAHL provide the most comprehensive coverage of this nursing discipline. No one indexing service adequately covers this nursing discipline. Researchers needing comprehensive coverage in this area must search more than one database to effectively research their projects. While PubMed/MEDLINE and CINAHL provide more coverage for this discipline than the other indexing services, none is sufficiently broad in scope to provide indexing of nursing, health care management, and medical literature in a single file. Nurse administrators using the literature to research current work issues need to review not only the nursing titles covered by CINAHL but should also include the major weekly medical titles, core titles in health care administration, and general business sources if they wish to adequately cover the many aspects of nursing administration.

Title X of the Public Health Service Act provides funding for a range of reproductive health services, with a priority given to low-income persons. Now that many of these services are provided to larger numbers of people with low-income since the passage of the Affordable Care Act and Medicaid expansion, questions remain on the continued need for the Title X program. The current project highlights the importance of these safety net programs. To help inform this policy issue, research was conducted to examine the revenue and service changes for Title X per state and compare those findings to the states' Medicaid expansion and demographics. The dataset include publicly available data from 2013 and 2014 Family Planning Annual Reports (FPAR). Paired samples differences of means t-tests were then used to compare the means of family planning participation rates for 2013 and 2014 across the different categories for Medicaid expansion states and non-expansion states. The ACA has had an impact on Title X services, but the link is not as direct as previously thought. The findings indicate that all states' Title X funded clinics lost revenue; however, expansion states fared better than non-expansion states. While the general statements from the FPAR National surveys certainly are supported in that Title X providers have decreased in number and scope of services, which has led to the decrease in total clients, these variations are not evenly applied across the states. The ACA has very likely had an impact on Title X services, but the link is not as obvious as previously thought. Title X funded clinics have helped increase access to health insurance at a greater rate in expansion states than non-expansion states. There was much concern from advocates that with the projected increased revenue from Medicaid and private insurance, that Title X programs could be deemed unnecessary. However, this revenue increase has yet to actually pan out. Title X still helps fill a much needed service gap for a vulnerable population.

This report summarizes research conducted in conjunction with a project entitled “Integrated Nucleic Acid System for In-Field Monitoring of Microbial Community Dynamics and Metabolic Activity”, which was funded through the Integrative Studies Element of the former NABIR Program (now the Environmental Remediation Sciences Program) within the Office of Biological and Environmental Research. Dr. Darrell Chandler (originally at Argonne National Laboratory, now with Akonni Biosystems) was the overall PI/PD for the project. The overall project goals were to (1) apply a model iron-reducer and sulfate-reducer microarray and instrumentation systems to sediment and groundwater samples from the Scheibe et al. FRC Areamore » 2 field site, UMTRA sediments, and other DOE contaminated sites; (2) continue development and expansion of a 16S rRNA/rDNA¬-targeted probe suite for microbial community dynamics as new sequences are obtained from DOE-relevant sites; and (3) address the fundamental molecular biology and analytical chemistry associated with the extraction, purification and analysis of functional genes and mRNA in environmental samples. Work on the UW subproject focused on conducting detailed batch and semicontinuous culture reactor experiments with uranium-contaminated FRC Area 2 sediment. The reactor experiments were designed to provide coherent geochemical and microbiological data in support of microarray analyses of microbial communities in Area 2 sediments undergoing biostimulation with ethanol. A total of four major experiments were conducted (one batch and three semicontinuous culture), three of which (the batch and two semicontinuous culture) provided samples for DNA microarray analysis. A variety of other molecular analyses (clone libraries, 16S PhyloChip, RT-PCR, and T-RFLP) were conducted on parallel samples from the various experiments in order to provide independent information on microbial community response to biostimulation.« less

Mapping the literature of cytotechnology
Stevens, Sheryl R.
2000-01-01
The major purpose of this study was to identify and assess indexing coverage of core journals in cytotechnology. It was part of a larger project sponsored by the Nursing and Allied Health Resources Section of the Medical Library Association to map the literature of allied health. Three representative journals in cytotechnology were selected and subjected to citation analysis to determine what journals, other publication types, and years were cited and how often. Bradford's Law of Scattering was applied to the resulting list of cited journals to identify core titles in the discipline, and five indexes were searched to assess coverage of these core titles. Results indicated that the cytotechnology journal literature had a small core but wide dispersion: one third of the 21,021 journal citations appeared in only 3 titles; another third appeared in an additional 26 titles; the remaining third were scattered in 1,069 different titles. Science Citation Index Expanded rated highest in indexing coverage of the core titles, followed by MEDLINE, EMBASE/Excerpta Medica, HealthSTAR, and Cumulative Index to Nursing and Allied Health Literature (CINAHL). The study's results also showed that journals were the predominantly cited format and that citing authors relied strongly on more recent literature. PMID:10783973
