The goal of the radiation modeling effort was to develop and implement a radiation algorithm that is fast and accurate for the underhood environment. As part of this CRADA, a net-radiation model was chosen to simulate radiative heat transfer in an underhood of a car. The assumptions (diffuse-gray and uniform radiative properties in each element) reduce the problem tremendously and all the view factors for radiation thermal calculations can be calculated once and for all at the beginning of the simulation. The cost for online integration of heat exchanges due to radiation is found to be less than 15% ofmore » the baseline CHAD code and thus very manageable. The off-line view factor calculation is constructed to be very modular and has been completely integrated to read CHAD grid files and the output from this code can be read into the latest version of CHAD. Further integration has to be performed to accomplish the same with STAR-CD. The main outcome of this effort is to obtain a highly scalable and portable simulation capability to model view factors for underhood environment (for e.g. a view factor calculation which took 14 hours on a single processor only took 14 minutes on 64 processors). The code has also been validated using a simple test case where analytical solutions are available. This simulation capability gives underhood designers in the automotive companies the ability to account for thermal radiation - which usually is critical in the underhood environment and also turns out to be one of the most computationally expensive components of underhood simulations. This report starts off with the original work plan as elucidated in the proposal in section B. This is followed by Technical work plan to accomplish the goals of the project in section C. In section D, background to the current work is provided with references to the previous efforts this project leverages on. The results are discussed in section 1E. Development of automotive battery systems capable of surviving modern underhood environments

The starting, lighting, and ignition (SLI) battery in today's automobile typically finds itself in an engine compartment that is jammed with mechanical, electrical, and electronic devices. The spacing of these devices precludes air movement and, thus, heat transfer out of the compartment. Furthermore, many of the devices, in addition to the internal combustion engine, actually generate heat. The resulting underhood environment is extremely hostile to thermally-sensitive components, especially the battery. All indications point to a continuation of this trend towards higher engine-compartment temperatures as future vehicles evolve. The impact of ambient temperature on battery life is clearly demonstrated in the failure-mode analysis conducted by the Battery Council International in 1990. This study, when combined with additional failure-mode analyses, vehicle systems simulation, and elevated temperature life testing, provides insight into the potential for extension of life of batteries. Controlled fleet and field tests are used to document and quantify improvements in product design. Three approaches to battery life extension under adverse thermal conditions are assessed, namely: (i) battery design; (ii) thermal management, and (iii) alternative battery locations. The advantages and disadvantages of these approaches (both individually and in combination) for original equipment and aftermarket applications are explored.

Thermal modeling was conducted to evaluate and develop thermal management strategies for high-temperature wide-bandgap (WBG)-based power electronics systems. WBG device temperatures of 175 degrees C to 250 degrees C were modeled under various under-hood temperature environments. Modeling result were used to identify the most effective capacitor cooling strategies under high device temperature conditions.

This report presents and summarizes exhaust emission data and other information obtained as a result of the testing and inspection of 350 in-use passenger cars. The test fleet was made up of 1978, 1979 and 1980 automobiles manufactured by Ford, General Motors, Mazda, Saab, Toyota, Volkswagen/Audi and Volvo. Each vehicle was equipped with a three way catalyst control system. They were obtained randomly from private owners in the Los Angeles and Orange County areas. The testing was completed December, 1979. Each vehicle was tested only in as-received condition. The test sequence consisted of the 1975 Federal Test Procedure (exhaust emissionsmore » only), a Highway Fuel Economy test, a Two-Speed Idle test, a Federal Three Mode test, and a Loaded Two Mode test. EuroNCAP and regulations in Europe and Japan evaluate the pedestrian protection performance of cars. The test methods are similar and they all have requirements for the passive protection of the hood area at a pedestrian to car impact speed of 40 km/h. In Europe, a proposal for a second phase of the regulation mandates a brake-assist system along with passive requirements. The system assists the driver in optimizing the braking performance during panic braking, resulting in activation only when the driver brakes sufficiently. In a European study this was estimated to occur in about 50% of pedestrian accidents. A future system for brake assistance will likely include automatic braking, in response to a pre-crash sensor, to avoid or mitigate injuries of vulnerable road users. An important question is whether these systems will provide sufficient protection, or if a parallel, passive pedestrian protection system will be necessary. This study investigated the influence of impact speed on head and brain injury risk, in impacts to the carhood. One car model was chosen and a rigid adjustable plate was mounted under the hood. Free-flying headform impacts were carried out at 20 and 30 km/h head impact velocities at different under-hood distances, 20 to 100 mm; and were compared to earlier tests at 40 km/h. The EEVC WG17 adult pedestrian headform was used for non-rotating tests and a Hybrid III adult 50th percentile head was used for rotational tests where linear and rotational acceleration was measured. Data from the rotational tests was used as input to a validated finite element model of the human head, the Wayne State University Head Injury Model (WSUHIM). The model was utilized to assess brain injury risk and potential injury mechanism in a pedestrian-hood impact. Although this study showed that it was not necessarily true that a lower HIC value reduced the risk for brain injury, it appeared, for the tested car model, under-hood distances of 60 mm in 20 km/h and 80 mm in 30 km/h reduced head injury values for both skull fractures and brain injuries. An earlier study showed that the corresponding value for a test speed of 40 km/h is 100 mm. A 10 km/h reduction in head impact velocity, as in automatic braking, allowed 20 mm less under-hood clearance with maintained head protection of the vulnerable road user.
Extreme temperature packaging: challenges and opportunities

Consumer electronics account for the majority of electronics manufactured today. Given the temperature limits of humans, consumer electronics are typically rated for operation from -40°C to +85°C. Military applications extend the range to -65°C to +125°C while underhood automotive electronics may see +150°C. With the proliferation of the Internet of Things (IoT), the goal of instrumenting (sensing, computation, transmission) to improve safety and performance in high temperature environments such as geothermal wells, nuclear reactors, combustion chambers, industrial processes, etc. requires sensors, electronics and packaging compatible with these environments. Advances in wide bandgap semiconductors (SiC and GaN) allow the fabrication of high temperature compatible sensors and electronics. Integration and packaging of these devices is required for implementation into actual applications. The basic elements of packaging are die attach, electrical interconnection and the package or housing. Consumer electronics typically use conductive adhesives or low melting point solders for die attach, wire bonds or low melting solder for electrical interconnection and epoxy for the package. These materials melt or decompose in high temperature environments. This paper examines materials and processes for high temperature packaging including liquid transient phase and sintered nanoparticle die attach, high melting point wires for wire bonding and metal and ceramic packages. The limitations of currently available solutions will also be discussed.
Application of CHAD hydrodynamics to shock-wave problems

CHAD is the latest in a sequence of continually evolving computer codes written to effectively utilize massively parallel computer architectures and the latest grid generators for unstructured meshes. Its applications range from automotive design issues such as in-cylinder and manifold flows of internal combustion engines, vehicle aerodynamics, underhood cooling and passenger compartment heating, ventilation, and air conditioning to shock hydrodynamics and materials modeling. CHAD solves the full unsteady Navier-Stoke equations with the k-epsilon turbulence model in three space dimensions. The code has four major features that distinguish it from the earlier KIVA code, also developed at Los Alamos. First, itmore » is based on a node-centered, finite-volume method in which, like finite element methods, all fluid variables are located at computational nodes. The computational mesh efficiently and accurately handles all element shapes ranging from tetrahedra to hexahedra. Second, it is written in standard Fortran 90 and relies on automatic domain decomposition and a universal communication library written in standard C and MPI for unstructured grids to effectively exploit distributed-memory parallel architectures. Thus the code is fully portable to a variety of computing platforms such as uniprocessor workstations, symmetric multiprocessors, clusters of workstations, and massively parallel platforms. Third, CHAD utilizes a variable explicit/implicit upwind method for convection that improves computational efficiency in flows that have large velocity Courant number variations due to velocity of mesh size variations. Fourth, CHAD is designed to also simulate shock hydrodynamics involving multimaterial anisotropic behavior under high shear. The authors will discuss CHAD capabilities and show several sample calculations showing the strengths and weaknesses of CHAD.« less
Combined Aero and Underhood Thermal Analysis for Heavy Duty Trucks

Aerodynamic analysis of the medium-duty delivery truck was performed to achieve vehicle design optimization. Three dimensional CFD simulations were carried out for several improved designs, with a detailed external component analysis of wheel covers, side skirts, roof fairings, and rounded trailer corners. The overall averaged aerodynamics drag reduction through the design modifications were shown up to 22.3% through aerodynamic considerations alone, which is equivalent to 11.16% fuel savings. The main identified fuel efficiencies were based on second generation devices, including wheel covers, side skirts, roof fairings, and rounded trailer corners. The important findings of this work were; (i) the optimummore » curvature radius of the rounded trailer edges found to be 125 mm, with an arc length of 196.3 mm, (ii) aerodynamic drag reduction increases with dropping clearance of side skirts between wheels and ground, and (iii) aerodynamic drag reduction increases with an extension of front bumper towards the ground.« less
Shape memory alloy resetable spring lift for pedestrian protection

Pedestrian protection has become an increasingly important aspect of automotive safety with new regulations taking effect around the world. Because it is increasingly difficult to meet these new regulations with traditional passive approaches, active lifts are being explored that increase the "crush zone" between the hood and rigid under-hood components as a means of mitigating the consequences of an impact with a non-occupant. Active lifts, however, are technically challenging because of the simultaneously high forces, stroke and quick timing resulting in most of the current devices being single use. This paper introduces the SMArt (Shape Memory Alloy ReseTable) Spring Lift, an automatically resetable and fully reusable device, which couples conventional standard compression springs to store the energy required for a hood lift, with Shape Memory Alloys actuators to achieve both an ultra high speed release of the spring and automatic reset of the system for multiple uses. Each of the four SMArt Device subsystems, lift, release, lower and reset/dissipate, are individually described. Two identical complete prototypes were fabricated and mounted at the rear corners of the hood, incorporated within a full-scale vehicle testbed at the SMARTT (Smart Material Advanced Research and Technology Transfer) lab at University of Michigan. Full operational cycle testing of a stationary vehicle in a laboratory setting confirms the ultrafast latch release, controlled lift profile, gravity lower to reposition the hood, and spring recompression via the ratchet engine successfully rearming the device for repeat cycles. While this is only a laboratory demonstration and extensive testing and development would be required for transition to a fielded product, this study does indicate that the SMArt Lift has promise as an alternative approach to pedestrian protection.

Hybrid electric vehicles were re-introduced in the late 1990s after a century dominated by purely internal combustion powered engines[1]. Automotive players, such as GM, Ford, DaimlerChrysler, Honda, and Toyota, together with major energy producers, such as BPAmoco, were the major force in the development of hybrid electric vehicles. Most notable was the development by Toyota of its Prius, which was launched in Japan in 1997 and worldwide in 2001. The shift to hybrids was driven by the fact that the sheer volume of vehicles on the road had begun to tax the ability of the environment to withstand the pollutionmore » of the internal combustion engine and the ability of the fossil fuel industry to produce a sufficient amount of refined gasoline. In addition, the number of vehicles was anticipated to rise exponentially with the increasing affluence of China and India. Over the last fifteen years, major advances have been made in all the technologies essential to hybrid vehicle success, including batteries, motors, power control and conditioning electronics, regenerative braking, and power sources, including fuel cells. Current hybrid electric vehicles are gasoline internal combustion--electric motor hybrids. These hybrid electric vehicles range from micro-hybrids, where a stop/start system cuts the engine while the vehicle is stopped, and mild hybrids where the stop/start system is supplemented by regenerative braking and power assist, to full hybrids where the combustion motor is optimized for electric power production, and there is full electric drive and full regenerative braking. PSA Peugeot Citroen estimates the increased energy efficiency will range from 3-6% for the micro-hybrids to 15-25% for the full hybrids.[2] Gasoline-electric hybrids are preferred in US because they permit long distance travel with low emissions and high gasoline mileage, while still using the existing refueling infrastructure. One of the most critical areas in which technology has been advancing has been the development of electronics that can operate in the high temperature environments present in hybrid vehicles. The temperatures under the hood for a gasoline-electric hybrid vehicle are comparable to those for traditional internal combustion engines. This is known to be a difficult environment with respect to commercial-grade electronics, as there are surface and ambient temperatures ranging from 125 C to 175 C. In addition, some hybrid drive electronics are placed in even harsher environments, such as on or near the brakes, where temperatures can reach 250 C. Furthermore, number of temperature cycles experienced by electronics in a hybrid vehicle is different from that experienced in a traditional vehicle. A traditional internal combustion vehicle will have the engine running for longer periods, whereas a mild or micro-hybrid engine will experience many more starts and stops.[3] This means that hybrid automotive electronics will undergo more cycles of a potential wider temperature cycle than standard automotive electronics, which in turn see temperature cycles of 2 to 3 times the magnitude of the {Delta}T = 50 C-75 C experienced by commercial-grade electronics. This study will discuss the effects of these harsh environments on the failure mechanisms and ultimate reliability of electronic systems developed for gasoline-electric hybrid vehicles. In addition, it will suggest technologies and components that can reasonably be expected to perform well in these environments. Finally, it will suggest areas where further research is needed or desirable. Areas for further research will be highlighted in bold, italic type. It should be noted that the first area where further research is desirable is in developing a clearer understanding of the actual hybrid automotive electronics environment and how to simulate it through accelerated testing, thus: Developing specific mission profiles and accelerated testing protocols for the underhood environment for hybrid cars, as has previously been done for gasoline-powered vehicles, is an important area for further study.« less

There has been the impression amongst many observers that discussion of a grant application has little practical impact on the final priority scores. Rather the final score is largely dictated by the range of preliminary scores given by the assigned reviewers. The implication is that the preliminary and final scores are the same and the discussion has little impact. The purpose of this examination of the peer review process at the National Institutes of Health is to describe the relationship between preliminary priority scores of the assigned reviewers and the final priority score given by the scientific review group. This study also describes the practical importance of any differences in priority scores. Priority scores for a sample of standard (R01) research grant applications were used in this assessment. The results indicate that the preliminary meeting evaluation is positively correlated with the final meeting outcome but that they are on average significantly different. The results demonstrate that discussion at the meeting has an important practical impact on over 13% of the applications. PMID:21103331

The Final ACT Configuration Evaluation Task of the Integrated Application of Active Controls (IAAC) technology project within the energy efficient transport program is summarized. The Final ACT Configuration, through application of Active Controls Technology (ACT) in combination with increased wing span, exhibits significant performance improvements over the conventional baseline configuration. At the design range for these configurations, 3590 km, the block fuel used is 10% less for the Final ACT Configuration, with significant reductions in fuel usage at all operational ranges. Results of this improved fuel usage and additional system and airframe costs and the complexity required to achieve it were analyzed to determine its economic effects. For a 926 km mission, the incremental return on investment is nearly 25% at 1980 fuel prices. For longer range missions or increased fuel prices, the return is greater. The technical risks encountered in the Final ACT Configuration design and the research and development effort required to reduce these risks to levels acceptable for commercial airplane design are identified.

Several previous annual reports were written and numerous papers published on the topics for this grant. That work is not repeated here in this final report. Only the work completed in the final year of the grant is presented in this final report. This final year effort concentrated on power loss measurements in magnetic bearing rotors. The effect of rotor power losses in magnetic bearings are very important for many applications. In some cases, these losses must be minimized to maximize the length of time the rotating machine can operate on a fixed energy or power supply. Examples include aircraft gas turbine engines, space devices, or energy storage flywheels. In other applications, the heating caused by the magnetic bearing must be removed. Excessive heating can be a significant problem in machines as diverse as large compressors, electric motors, textile spindles, and artificial heart pumps.

Selecting the Best and Brightest: A Structured Approach to Orthopedic Resident Selection.

Resident selection is integral to the graduate medical educational process and the future of our profession. There is no consensus among residency directors as to how to systematically and consistently screen and select applicants who would perform well as residents. The purpose of this study was to introduce and assess a high volume application screening tool and semistructured interview process. This study took place in an academic orthopedic surgery department over 2 years (2013-2014). Overall, 1382 applications were screened in 7 categories, with a maximum score of 100. A total of 14 faculty reviewed applications; 218 interviews were offered; 165 applicants accepted the interview. Overall, 4 interview domains (cognitive, affective, activities, and theme), and an impression score were ranked from 1 (Exceptional) to 6 (Concern). Each room had an assigned "theme" (ethics, affective, cognitive, research, and "fit") with standardized questions. A summary score was generated of all scores to determine the preliminary rank list; the final rank list was determined after group discussion. Correlation between preliminary rank, final rank, and screening scores were assessed. The average screening score was 62.5 (range: 0-100, median = 64). The average interview score was 69.5 (range: 32.24-95.0). Final rank lists correlated most highly with initial rank (0.912, p < 0.001), impression (0.847, p < 0.001), and affective domain (0.834, p < 0.001). Cognitive domain (0.628, p < 0.001) and screening scores (0.264, p < 0.001) less highly correlated with final rank position. A systematic approach was used to screen and evaluate a large number of orthopedic surgery applicants. Development of health professionals with ability to integrate, synthesize, and apply knowledge gained through medical college is greatly hampered by the system of delivery that is compartmentalized and piecemeal. There is a need to integrate basic sciences with clinical teaching to enable application in clinical care. To study the benefit and acceptance of vertical integration of basic science in final year MBBS undergraduate curriculum. After Institutional Ethics Clearance, neuroanatomy refresher classes with clinical application to neurological diseases were held as part of the final year posting in two medical units. Feedback was collected. Pre- and post-tests which tested application and synthesis were conducted. Summative assessment was compared with the control group of students who had standard teaching in other two medical units. In-depth interview was conducted on 2 willing participants and 2 teachers who did neurology bedside teaching. Majority (>80%) found the classes useful and interesting. There was statistically significant improvement in the post-test scores. There was a statistically significant difference between the intervention and control groups' scores during summative assessment (76.2 vs. 61.8 P < 0.01). Students felt that it reinforced, motivated self-directed learning, enabled correlations, improved understanding, put things in perspective, gave confidence, aided application, and enabled them to follow discussions during clinical teaching. Vertical integration of basic science in final year was beneficial and resulted in knowledge gain and improved summative scores. The classes were found to be useful, interesting and thought to help in clinical care and application by majority of students.

The Food and Drug Administration (FDA) is amending its regulations on new drug applications (NDAs) and abbreviated new drug applications (ANDAs) for approval to market new drugs and generic drugs (drugs for which approval is sought in an ANDA). The final rule discontinues FDA's use of approvable letters and not approvable letters when taking action on marketing applications. Instead, we will send applicants a complete response letter to indicate that the review cycle for an application is complete and that the application is not ready for approval. We are also revising the regulations on extending the review cycle due to the submission of an amendment to an unapproved application and starting a new review cycle after the resubmission of an application following receipt of a complete response letter. In addition, we are adding to the regulations on biologics license applications (BLAs) provisions on the issuance of complete response letters to BLA applicants. We are taking these actions to implement the user fee performance goals referenced in the Prescription Drug User Fee Amendments of 2002 (PDUFA III) that address procedures and establish target timeframes for reviewing human drug applications.

Parent Involvement in the Pediatric Resident Applicant Interview.

Parents and patients are actively involved in the clinical learning environment, yet scant literature exists about their involvement in the residency interview process. We aimed to pilot a process of including parents in resident interviews and to determine its value. During the 2016-17 residency interview cycle, 22 parent volunteers, blinded to applicant credentials, conducted brief structured interviews with 118 applicants. We then surveyed all parents and applicants with the use of mixed methods: descriptive statistics to analyze 5-point Likert-type-scale responses, and content analysis to identify themes from open-ended questions. Although parent interviews were not used in ranking, we later compared final composite parent interview scores (1-10, with 10 being high) among the final rank and match list candidates. Response rates were high for both groups (parents 100%; resident applicants 98.3%). Parents felt strongly positive about meeting applicants (mean ± SD, 5.00 ± 0.00), the value of parent participation (4.90 ± 0.30), and their own experience (4.95 ± 0.22). Applicants felt positive about meeting parents (4.45 ± 0.70), the value of parent participation (3.92 ± 0.84), and their own experience (4.51 ± 0.67). Several themes emerged from both groups, with the most salient parent themes including the value of patient-centered perspectives and appreciation and joy of meeting applicants. Parent interview scores correlated with the final match list, with matched applicants scoring higher (9.08 vs 8.51; P = .05). Involvement of parents in the pediatric residency interview process is achievable, is perceived positively by parents and applicants, and may provide valuable perspectives for consideration in residency selection. Vertical integration of basic science in final year of medical education

Background: Development of health professionals with ability to integrate, synthesize, and apply knowledge gained through medical college is greatly hampered by the system of delivery that is compartmentalized and piecemeal. There is a need to integrate basic sciences with clinical teaching to enable application in clinical care. Aim: To study the benefit and acceptance of vertical integration of basic science in final year MBBS undergraduate curriculum. Materials and Methods: After Institutional Ethics Clearance, neuroanatomy refresher classes with clinical application to neurological diseases were held as part of the final year posting in two medical units. Feedback was collected. Pre- and post-tests which tested application and synthesis were conducted. Summative assessment was compared with the control group of students who had standard teaching in other two medical units. In-depth interview was conducted on 2 willing participants and 2 teachers who did neurology bedside teaching. Results: Majority (>80%) found the classes useful and interesting. There was statistically significant improvement in the post-test scores. There was a statistically significant difference between the intervention and control groups' scores during summative assessment (76.2 vs. 61.8 P < 0.01). Students felt that it reinforced, motivated self-directed learning, enabled correlations, improved understanding, put things in perspective, gave confidence, aided application, and enabled them to follow discussions during clinical teaching. Conclusion: Vertical integration of basic science in final year was beneficial and resulted in knowledge gain and improved summative scores. The classes were found to be useful, interesting and thought to help in clinical care and application by majority of students. PMID:27563584

The Wing Planform Study and Final Configuration Selection Task of the Integrated Application of Active Controls (IAAC) Technology Project within the Energy Efficient Transport Program is documented. Application of Active Controls Technology (ACT) in combination with increased wing span resulted in significant improvements over the Conventional Baseline Configuration (Baseline) and the Initial ACT Configuration previously established. The configurations use the same levels of technology, takeoff gross weight, and payload as the Baseline. The Final ACT Configuration (Model 768-107) incorporates pitch-augmented stability (which enabled an approximately 10% aft shift in cruise center of gravity and a 44% reduction in horizontal tail size), lateral/directional-augmented stability, an angle-of-attack limiter, and wing-load alleviation. Flutter-mode control was not beneficial for this configuration. This resulted in an 890 kg (1960 lb) reduction in airplane takeoff gross weight and a 9.8% improvement in cruise lift/drag. At the Baseline mission range (3589 km 1938 nmi), this amounts to 10% block-fuel reduction. Results of this task strongly indicate that the IAAC Project should proceed with the Final ACT evaluation, and begin the required control system development and test.

Lignin from Micro- to Nanosize: Applications

Micro- and nanosize lignin has recently gained interest due to improved properties compared to standard lignin available today. As the second most abundant biopolymer after cellulose, lignin is readily available but used for rather low-value applications. This review focuses on the application of micro- and nanostructured lignin in final products or processes that all show potential for high added value. The fields of application are ranging from improvement of mechanical properties of polymer nanocomposites, bactericidal and antioxidant properties and impregnations to hollow lignin drug carriers for hydrophobic and hydrophilic substances. Also, a carbonization of lignin nanostructures can lead to high-value applications such as use in supercapacitors for energy storage. The properties of the final product depend on the surface properties of the nanomaterial and, therefore, on factors like the lignin source, extraction method, and production/precipitation methods, as discussed in this review. This paper will discuss the development of Electric Propulsion technology in the U.S. from the 1960's to the present. It will summarize the various activities related to arcjets, resistojets, pulsed plasma thrustors, magneto-plasma-dynamic thrustors, ion engines, and more recently the evaluation of Hall effect thrustors of the SPT or Anode Layer type developed in Russia. Also, demonstration test flight and actual mission applications will be summarized. Finally, the future application of electric propulsion to near-term commercial communications satellites and planetary missions will be projected. This history is rich in diversity, and has involved a succession of types of thrustors, propellants, and electric power sources. With the recent use of arcjets on commercial communication satellites and the flight tests of ion engines for this application, it appears that electric propulsion is finally on the verge of wide spread application.

This report summarizes the Wing Planform Study Task and Final Configuration Selection of the Integrated Application of Active Controls (IAAC) Technology Project within the Energy Efficient Transport Program. Application of Active Controls Technology (ACT) in combination with increased wing span resulted in significant improvements over the Conventional Baseline Configuration (Baseline) and the Initial ACT Configuration previously established. The configurations use the same levels of technology (except for ACT), takeoff gross weight, and payload as the Baseline. The Final ACT Configuration (Model 768-107) incorporates pitch-augmented stability (which enabled an approximately 10% aft shift in cruise center of gravity and a 45% reduction in horizontal tail sizes), lateral/directional-augmented stability, an angle-of-attack limiter, and wing-load alleviation. Flutter-mode control was not beneficial for this configuration. This resulted in an 890 kg (1960 lb) reduction in airplane takeoff gross weight and a 9.8% improvement in cruise lift/drag. At the Baseline mission range (3590 km) (1938 nmi), this amounts to 10% block fuel reduction. Good takeoff performance at high-altitude airports on a hot day was also achieved. Results of this task strongly indicate that the IAAC Project should proceed with the Final ACT evaluation and begin the required control system development and testing.

The intelligent visual system detects anomalies or defects in real time under normal lighting operating conditions. The application is basically a learning machine that integrates fuzzy logic (FL), artificial neural network (ANN), and generic algorithm (GA) schemes to process the image, run the learning process, and finally detect the anomalies or defects. The system acquires the image, performs segmentation to separate the object being tested from the background, preprocesses the image using fuzzy reasoning, performs the final segmentation using fuzzy reasoning techniques to retrieve regions with potential anomalies or defects, and finally retrieves them using a learning model built via ANN and GA techniques. FL provides a powerful framework for knowledge representation and overcomes uncertainty and vagueness typically found in image analysis. ANN provides learning capabilities, and GA leads to robust learning results. An application prototype currently runs on a regular PC under Windows NT, and preliminary work has been performed to build an embedded version with multiple image processors. The application prototype is being tested at the Kennedy Space Center (KSC), Florida, to visually detect anomalies along slide basket cables utilized by the astronauts to evacuate the NASA Shuttle launch pad in an emergency. The potential applications of this anomaly detection system in an open environment are quite wide. Another current, potentially viable application at NASA is in detecting anomalies of the NASA Space Shuttle Orbiter's radiator panels.

The Food and Drug Administration (FDA) is amending its regulations on supplements and other changes to an approved application to implement the manufacturing changes provision of the Food and Drug Administration Modernization Act of 1997 (the Modernization Act). The final rule requires manufacturers to assess the effects of manufacturing changes on the identity, strength, quality, purity, and potency of a drug or biological product as those factors relate to the safety or effectiveness of the product. We are publishing a final rule that amends our administrative review process for applications for benefits that are based on whether you are disabled under title II of the Social Security Act (the Act), or applications for supplemental security income (SSI) payments that are based on whether you are disabled or blind under title XVI of the Act. We expect that this final rule will improve the accuracy, consistency, and timeliness of decision-making throughout the disability determination process.

In this review, biomedical-related wireless miniature devices such as implantable medical devices, neural prostheses, embedded neural systems, and body area network systems are investigated and categorized. The two main subsystems of such designs, the RF subsystem and the energy source subsystem, are studied in detail. Different application classes are considered separately, focusing on their specific data rate and size characteristics. Also, the energy consumption of state-of-the-art communication practices is compared to the energy that can be generated by current energy scavenging devices, highlighting gaps and opportunities. The RF subsystem is classified, and the suitable architecture for each category of applications is highlighted. Finally, a new figure of merit suitable for wireless biomedical applications is introduced to measure the performance of these devices and assist the designer in selecting the proper system for the required application. This figure of merit can effectively fill the gap of a much required method for comparing different techniques in simulation stage before a final design is chosen for implementation.

In this paper, an application of genetic algorithms to predict the original final year project of a studentis proposed. In the simulation, the data of the final project for the last 5 years is collected. The genetic algorithm has several operators namely population, selection, crossover, and mutation. The result suggest that genetic algorithm can do better prediction than other comparable model. Experimental results of predicting showed that 70% was more accurate than the previous researched.

Self-assembly of quasi-spherical colloidal particles in two-dimensional (2D) arrangements is essential for a wide range of applications from optoelectronics to surface engineering, from chemical and biological sensing to light harvesting and environmental remediation. Several self-assembly approaches have flourished throughout the years, with specific features in terms of complexity of the implementation, sensitivity to process parameters, characteristics of the final colloidal assembly. Selecting the proper method for a given application amidst the vast literature in this field can be a challenging task. In this review, we present an extensive classification and comparison of the different techniques adopted for 2D self-assembly in order to provide useful guidelines for scientists approaching this field. After an overview of the main applications of 2D colloidal assemblies, we describe the main mechanisms underlying their formation and introduce the mathematical tools commonly used to analyse their final morphology. Subsequently, we examine in detail each class of self-assembly techniques, with an explanation of the physical processes intervening in crystallization and a thorough investigation of the technical peculiarities of the different practical implementations. We point out the specific characteristics of the set-ups and apparatuses developed for self-assembly in terms of complexity, requirements, reproducibility, robustness, sensitivity to process parameters and morphology of the final colloidal pattern. Such an analysis will help the reader to individuate more easily the approach more suitable for a given application and will draw the attention towards the importance of the details of each implementation for the final results. Possible applications for municipal solid waste fly ash.

The present study focuses on existing practices related to the reuse of Municipal Solid Waste (MSW) fly ash and identifies new potential uses. Nine possible applications were identified and grouped into four main categories: construction materials (cement, concrete, ceramics, glass and glass-ceramics); geotechnical applications (road pavement, embankments); "agriculture" (soil amendment); and, miscellaneous (sorbent, sludge conditioning). Each application is analysed in detail, including final-product technical characteristics, with a special emphasis on environmental impacts. A comparative analysis of the different options is performed, stressing the advantages but also the weaknesses of each option. This information is systemized in order to provide a framework for the selection of best technology and final products. The results presented here show new possibilities for this waste reuse in a short-term, in a wide range of fields, resulting in great advantages in waste minimization as well as resources conservation.

In this paper, the authors compare subgroup analyses as outlined in grant applications and their related publications. Grants awarded by the Netherlands Organization for Health Research and Development (ZonMw) from 2001 onward that were finalized before March 1, 2010, were studied. Of the 79 grant proposals, 50 (63%) were intervention studies, 18 (23%) were diagnostic studies, and 6 (8%) were prognostic studies. Subgroups were mentioned in 49 (62%) grant applications and in 53 (67%) publications. In 20 of the 79 projects (25%), the publications were completely in agreement with the grant proposal; that is, subgroups that were prespecified in the grant proposal were reported and no new subgroup analyses were introduced in the publications. Of the 149 prespecified subgroups, 46 (31%) were reported in the final report or scientific publications, and 143 of the 189 (76%) reported subgroups were based on post-hoc findings. For 77% of the subgroup analyses in the publications, there was no mention of whether these were prespecified or post hoc. Justification for subgroup analysis and methods to study subgroups were rarely reported. The authors conclude that there is a large discrepancy between grant applications and final publications regarding subgroup analyses. Both nonreporting prespecified subgroup analyses and reporting post-hoc subgroup analyses are common. More guidance is clearly needed.

The application computes earthquake ground motion design parameters compatible with the International Building Code and other seismic design provisions. It is the primary method for design engineers to obtain ground motion parameters for multiple building codes across the country. When designing new buildings and other structures, engineers around the country use the application. Users specify the design code of interest, location, and other parameters to obtain necessary ground motion information consisting of a high-level executive summary as well as detailed information including maps, data, and graphs. Results are formatted such that they can be directly included in a final engineering report. In addition to single-site analysis, the application supports a batch mode for simultaneous consideration of multiple locations. Finally, an application programming interface (API) is available which allows other application developers to integrate this application's results into larger applications for additional processing. Development on the application has proceeded in an iterative manner working with engineers through email, meetings, and workshops. Each iteration provided new features, improved performance, and usability enhancements. This development approach positioned the application to be integral to the structural design process and is now used to produce over 1800 reports daily. Recent efforts have enhanced the application to be a data-driven, mobile-first, responsive web application. Development is ongoing, and source code has recently been published into the open-source community on GitHub. Open-sourcing the code facilitates improved incorporation of user feedback to add new features ensuring the application's continued success.

Numerical relativity is an essential tool in studying the coalescence of binary black holes (BBHs). It is still computationally prohibitive to cover the BBH parameter space exhaustively, making phenomenological fitting formulas for BBH waveforms and final-state properties important for practical applications. We describe a general hierarchical bottom-up fitting methodology to design and calibrate fits to numerical relativity simulations for the three-dimensional parameter space of quasicircular nonprecessing merging BBHs, spanned by mass ratio and by the individual spin components orthogonal to the orbital plane. Particular attention is paid to incorporating the extreme-mass-ratio limit and to the subdominant unequal-spin effects. As an illustration of the method, we provide two applications, to the final spin and final mass (or equivalently: radiated energy) of the remnant black hole. Fitting to 427 numerical relativity simulations, we obtain results broadly consistent with previously published fits, but improving in overall accuracy and particularly in the approach to extremal limits and for unequal-spin configurations. We also discuss the importance of data quality studies when combining simulations from diverse sources, how detailed error budgets will be necessary for further improvements of these already highly accurate fits, and how this first detailed study of unequal-spin effects helps in choosing the most informative parameters for future numerical relativity runs.

This final rule with comment period revises the Medicare hospital outpatient prospective payment system to implement applicable statutory requirements and changes arising from our continuing experience with this system, and to implement certain related provisions of the Medicare Prescription Drug, Improvement, and Modernization Act (MMA) of 2003 and the Deficit Reduction Act (DRA) of 2005. In this final rule with comment period, we describe changes to the amounts and factors used to determine the payment rates for Medicare hospital outpatient services paid under the prospective payment system. These changes are applicable to services furnished on or after January 1, 2007. In addition, this final rule with comment period implements future CY 2009 required reporting on quality measures for hospital outpatient services paid under the prospective payment system. This final rule with comment period revises the current list of procedures that are covered when furnished in a Medicare-approved ambulatory surgical center (ASC), which are applicable to services furnished on or after January 1, 2007. This final rule with comment period revises the emergency medical screening requirements for critical access hospitals (CAHs). This final rule with comment period supports implementation of a restructuring of the contracting entities responsibilities and functions that support the adjudication of Medicare fee-for-service (FFS) claims. This restructuring is directed by section 1874A of the Act, as added by section 911 of the MMA. The prior separate Medicare intermediary and Medicare carrier contracting authorities under Title XVIII of the Act have been replaced with the Medicare Administrative Contractor (MAC) authority. This final rule continues to implement the requirements of the DRA that require that we expand the "starter set" of 10 quality measures that we used in FY 2005 and FY 2006 for the hospital inpatient prospective payment system (IPPS) Reporting Hospital Quality Data for the Annual Payment Update (RHQDAPU) program. We began to adopt expanded measures effective for payments beginning in FY 2007. In this rule, we are finalizing additional quality measures for the expanded set of measures for FY 2008 payment purposes. These measures include the HCAHPS survey, as well as Surgical Care Improvement Project (SCIP, formerly Surgical Infection Prevention (SIP)), and Mortality quality measures.
Simple Synthesis Hydrogenated Castor Oil Fatty Amide Wax and Its Coating Characterization.

A simple method for incorporating amine groups in hydrogenated castor oil (HCO) to produce wax for beeswax or carnauba wax substitution in packaging and coating was developed. From the conversion rate of the products, HCO was reacted with ethanolamine at 150°C for 5 h, and the molar ratio of HCO and ethanolamine was 1:4. The hardness of the final product was seven times higher than that of beeswax, the cohesiveness of the final product was 1.3 times higher than that of beeswax and approximately one half of that of carnauba wax, and the melting point of the final product is 98°C. The Fourier transform Infrared spectroscopy showed that the amide groups were incorporated to form the amide products. In coating application, the results showed that the force of the final product coating cardboard was higher than that of beeswax and paraffin wax and less than that of carnauba wax. After 24 h soaking, the compression forces were decreased. HCO fatty acid wax can be an alternative wax for carnauba wax and beeswax in coating applications.

Microencapsulation is finding increasing applications in cosmetics and personal care markets. This article provides an overall discussion on encapsulation of cosmetically active ingredients and encapsulation techniques for cosmetic and personal care products for topical applications. Some of the challenges are identified and critical aspects and future perspectives are addressed. Many cosmetics and personal care products contain biologically active substances that require encapsulation for increased stability of the active materials. The topical and transdermal delivery of active cosmetic ingredients requires effective, controlled and safe means of reaching the target site within the skin. Preservation of the active ingredients is also essential during formulation, storage and application of the final cosmetic product. Microencapsulation offers an ideal and unique carrier system for cosmetic active ingredients, as it has the potential to respond to all these requirements. The encapsulated agent can be released by several mechanisms, such as mechanical action, heat, diffusion, pH, biodegradation and dissolution. The selection of the encapsulation technique and shell material depends on the final application of the product, considering physical and chemical stability, concentration, required particle size, release mechanism and manufacturing costs.
[Application of Ocular Trauma Score in Mechanical Ocular Injury in Forensic Medicine].

To evaluate the application value for the prognosis of mechanical ocular injury cases using ocular trauma score (OTS). Four hundred and eleven cases of mechanical ocular trauma were retrospectively reviewed. Of the 449 eyes, there were 317 closed globe injury and 132 open globe injury. OTS variables included numerical values as initial visual acuity, rupture, endophthalmitis, perforat- ing or penetrating injury, retinal detachment and relative afferent pupillary block. The differences be- tween the distribution of the final visual acuity and the probability of standard final visual acuity were compared to analyze the correlation between OTS category and final visual acuity. The different types of ocular trauma were compared. Compared with the distribution of final visual acuity in standard OTS score, the ratio in OTS-3 category was statistically different in present study, and no differences were found in other categories. Final visual acuity showed a great linear correlation with OTS category (r = 0.71) and total score (r = 0.73). Compared with closed globe injury, open globe injury was generally associated with lower total score and poorer prognosis. Rupture injury had poorer prognosis compared with penetrating injury. The use of OTS for the patients with ocular trauma can provide re- liable information for the evaluation of prognosis in forensic medicine.

Intra-fractional organs at risk (OARs) deformations can lead to dose variation during image-guided adaptive brachytherapy (IGABT). The aim of this study was to modify the final accepted brachytherapy treatment plan to dosimetrically compensate for these intra-fractional organs-applicators position variations and, at the same time, fulfilling the dosimetric criteria. Thirty patients with locally advanced cervical cancer, after external beam radiotherapy (EBRT) of 45-50 Gy over five to six weeks with concomitant weekly chemotherapy, and qualified for intracavitary high-dose-rate (HDR) brachytherapy with tandem-ovoid applicators were selected for this study. Second computed tomography scan was done for each patient after finishing brachytherapy treatment with applicators in situ. Artificial neural networks (ANNs) based models were used to predict intra-fractional OARs dose-volume histogram parameters variations and propose a new final plan. A model was developed to estimate the intra-fractional organs dose variations during gynaecological intracavitary brachytherapy. Also, ANNs were used to modify the final brachytherapy treatment plan to compensate dosimetrically for changes in 'organs-applicators', while maintaining target dose at the original level. There are semi-automatic and fast responding models that can be used in the routine clinical workflow to reduce individually IGABT uncertainties. These models can be more validated by more patients' plans to be able to serve as a clinical tool.

This final rule establishes requirements for State agencies, local educational agencies, and schools operating the Community Eligibility Provision, a reimbursement option that allows the service of school meals to all children at no-cost in high poverty schools without collecting household applications. By eliminating the household application process and streamlining meal counting and claiming procedures through the Community Eligibility Provision, local educational agencies may substantially reduce administrative burden related to operating the National School Lunch and School Breakfast Programs. This rule codifies many requirements that were implemented through policy guidance following enactment of the Healthy, Hunger-Free Kids Act of 2010, as well as provisions of the proposed rule. These requirements will result in consistent, national implementation of the Community Eligibility Provision.

SLEEC (Semantics-rich Libraries for Effective Exascale Computation) was a project funded by the Department of Energy X-Stack Program, award number DE-SC0008629. The initial project period was September 2012–August 2015. The project was renewed for an additional year, expiring August 2016. Finally, the project received a no-cost extension, leading to a final expiry date of August 2017. Modern applications, especially those intended to run at exascale, are not written from scratch. Instead, they are built by stitching together various carefully-written, hand-tuned libraries. Correctly composing these libraries is difficult, but traditional compilers are unable to effectively analyze and transform across abstraction layers.more » Domain specific compilers integrate semantic knowledge into compilers, allowing them to transform applications that use particular domain-specific languages, or domain libraries. But they do not help when new domains are developed, or applications span multiple domains. SLEEC aims to fix these problems. This paper presents personality testing data from final stage applicants to the NASA astronaut program. Questions addressed include whether personality predicted final selection into the astronaut corps, whether women and men demonstrated typical gender differences in personality, and whether three characteristic clusters found in other high performance populations replicated in this group. Between 1989 and 1995, 259 final stage astronauts completed the Personal Characteristic Inventory (PCI) which assesses personality characteristics related to the broad traits of Instrumentality and Expressivity. In addition, 147 of these individuals also completed an abbreviated version of the NEO Five Factor Inventory (NEO-FFI) which assesses the "Big Five" traits of Neuroticism, Extraversion, Openness, Agreeableness, And Conscientiousness. Three previously identified trait clusters (Right, Wrong, and No Stuff) were found to replicate in this population. No differences were found on the PCI or on the modified NEO-FFI between applicants who were chosen to become astronauts (n = 63) and those who were not (n = 196). Men scored higher than women on competitiveness, but lower on expressivity and achievement strivings. These analyses suggest that the "Right Stuff," "Wrong Stuff" and "No Stuff" clusters originally described in airline pilots and other high performance groups also exist within this population. Consistent with findings from other high performance populations, men and women tend to differ to a lesser extent than found in the general population, particularly on traits related to achievement motivation. Personality trait testing did not predict which applicants were most likely to be accepted into the astronaut corps.

The application of phase change materials (PCMs) in green buildings has been increasing rapidly. PCM applications in green buildings include several development models. This paper briefly surveys the recent research and development activities of PCM technology in building applications. Firstly, a basic description of phase change and their principles is provided; the classification and applications of PCMs are also included. Anaerobic digestion (AD) has been in use for many decades. To date, it has been primarily aimed at treating organic wastes, mainly manures and wastewater sludge, and industrial wastewaters. However, with the current advancements, a more open mind is required to look beyond these somewhat restricted original applications of AD. Biorefineries are such concepts, where multiple products including chemicals, fuels, polymers etc. are produced from organic feedstocks. The anaerobic biorefinery concept is now gaining increased attention, utilizing AD as the final disposal step. This review aims at evaluating the potential significance of anaerobic biorefineries, including types of feedstocks, uses for the produced energy, as well as sustainable applications of the generated residual digestate. A comprehensive analysis of various types of anaerobic biorefineries has been developed, including both large-scale and household level applications. The potential application of the blackboard model of problem solving to multidisciplinary design is discussed. Multidisciplinary design problems are complex, poorly structured, and lack a predetermined decision path from the initial starting point to the final solution. The final solution is achieved using data from different engineering disciplines. Ideally, for the final solution to be the optimum solution, there must be a significant amount of communication among the different disciplines plus intradisciplinary and interdisciplinary optimization. In reality, this is not what happens in today's sequential approach to multidisciplinary design. Therefore it is highly unlikely that the final solution is the true optimum solution from an interdisciplinary optimization standpoint. A multilevel decomposition approach is suggested as a technique to overcome the problems associated with the sequential approach, but no tool currently exists with which to fully implement this technique. A system based on the blackboard model of problem solving appears to be an ideal tool for implementing this technique because it offers an incremental problem solving approach that requires no a priori determined reasoning path. Thus it has the potential of finding a more optimum solution for the multidisciplinary design problems found in today's aerospace industries.

Results of a 2-year study are reported which were carried out to extend the development of laminar flow control (LFC) technology and evaluate LFC systems concepts. The overall objective of the LFC program is to provide a sound basis for industry decisions on the application of LFC to future commercial transports. The study was organized into major tasks to support the stated objectives through application of LFC systems concepts to a baseline LFC transport initially generated for the study. Based on competitive evaluation of these concepts, a final selection was made for incorporation into the final design of an LFC transport which also included other advanced technology elements appropriate to the 1990 time period.

The program WTO, which is designed for computing cross sections and other relevant observables in the e+e- annihilation into four fermions, is described. The various quantities are computed over both a completely inclusive experimental set-up and a realistic one, i.e. with cuts on the final state energies, final state angles, scattering angles and final state invariant masses. Initial state QED corrections are included by means of the structure function approach while final state QCD corrections are applicable in their naive formulation. A gauge restoring mechanism is included according to the Fermion-Loop scheme. The program structure is highly modular and particular care has been devoted to computing efficiency and speed.

Magnetohydrodynamic (MHD) fluid flow in different geometries relevant to human body parts is an interesting and important scientific area due to its applications in medical sciences. This article performs a comprehensive review on the applications of MHD and their numerical modelling in biological systems. Applications of MHD in medical sciences are classified into four categories in this paper. Applications of MHD in simple flow, peristaltic flow, pulsatile flow, and drag delivery are these categories. The numerical researches performed for these categories are reviewed and summarized separately. Finally, some conclusions and suggestions for future works based on the literature review are presented. The results indicated that during a surgery when it is necessary to drop blood flow or reduce tissue temperature, it may be achieved by using a magnetic field. Moreover, the review showed that the trapping is an important phenomenon in peristaltic flows that causes the formation of thrombus in blood and the movement of food bolus in gastrointestinal tract. This phenomenon may be disappeared by using a proper magnetic field. Finally, the concentration of particles that are delivered to the target region increases with an increase in the magnetic field intensity.

The objective of the current study was to improve the quality characteristics of ohmically pre-cooked beef meatballs via infrared cooking as a final stage. Samples were pre-cooked in a specially designed-continuous type ohmic cooker at a voltage gradient of 15.26 V/cm for 92 s. Infrared cooking was then applied to the pre-cooked samples at different combinations of heat fluxes (3.706, 5.678, and 8.475 kW/m(2)), application distances (10.5, 13.5, and 16.5 cm) and application durations (4, 8, and 12min). Effects of these parameters on color, texture and cooking characteristics of ohmically pre-cooked beef meatballs were investigated. The appearance of ohmically pre-cooked meatball samples was improved via infrared heating. A dark brown layer desired in cooked meatballs formed on the surface of the meatballs with lowest application distance (10.5 cm) and longest application duration (12 min). The texture of the samples was also improved with these parameters. However the cooking yield of the samples decreased at the longest application duration of infrared heating. This study evaluated the influence of 20 annual land applications of Class B biosolids on the soil microbial community. The potential benefits and hazards of land application were evaluated by analysis of surface soil samples collected following the 20th land application of biosolids. The study was initiated in 1986 at the University of Arizona Marana Agricultural Center, 21 miles north of Tucson, AZ. The final application of biosolids was in March 2005, followed by growth of cotton (Gossypium hirsutum L.) from April through November 2005. Surface soil samples (0-30 cm) were collected monthly from March 2005, 2 wk after the final biosolids application, through December 2005, and analyzed for soil microbial numbers. December samples were analyzed for additional soil microbial properties. Data show that land application of Class B biosolids had no significant long-term effect on indigenous soil microbial numbers including bacteria, actinomycetes, and fungi compared to unamended control plots. Importantly, no bacterial or viral pathogens were detected in soil samples collected from biosolid amended plots in December (10 mo after the last land application) demonstrating that pathogens introduced via Class B biosolids only survived in soil transiently. However, plots that received biosolids had significantly higher microbial activity or potential for microbial transformations, including nitrification, sulfur oxidation, and dehydrogenase activity, than control plots and plots receiving inorganic fertilizers. Overall, the 20 annual land applications showed no long-term adverse effects, and therefore, this study documents that land application of biosolids at this particular site was sustainable throughout the 20-yr period, with respect to soil microbial properties.

Mobile Radiologist 360, rolled out as part of the voice dictation system upgrade from Nuance Powerscribe 5.0 to PS360 allows an attending radiologist to edit and sign-off a report assigned by a trainee or that has been started by the radiologist on a workstation. The purpose of this study was to evaluate the adoptability and impact of this application. Report turnaround time data was extracted from the RIS (GE-Centricity RIS-IC) for 60 days before- (period-1) and 60 days after- (period-2) the application implementation and then, for 60 days after end of period-2 (period-3). Adoptability of the application was evaluated using two metrics; first, the number of attending radiologists who signed-off reports using the application in periods 2 and 3, and second, the proportion of reports signed-off by the top five users of the mobile application using the application. Impact of the application was evaluated by comparing the time from initial dictation to final sign-off (time_PF) for the top five users of the mobile application to the time_PF by other five radiologists who did not use the application. 41% radiologists used the mobile application at least once during the study period; the proportion of cases signed-off using the mobile application ranged from 1% to 20%. ANOVA revealed no statistically significant effect of the mobile application system on time_PF (p=0.842). In conclusion, there was low initial adoptability and no impact of the mobile dictation and reporting system in reducing the time from initial dictation to final sign-off on a radiology report.

With the continued rapid growth of Internet, new network service emerges in endless stream, especially the increase of network game, meeting TV, video on demand, etc. The bandwidth requirement increase continuously. Network technique, optical device technical development is swift and violent. FTTH supports all present and future service with enormous bandwidth, including traditional telecommunication service, traditional data service and traditional TV service, and the future digital TV and VOD. With huge bandwidth of FTTH, it wins the final solution of broadband network, becomes the final goal of development of optical access network. Firstly, it introduces the main service which FTTH supports, main analysis key technology such as FTTH system composition way, topological structure, multiplexing, optical cable and device. It focus two kinds of realization methods - PON, P2P technology. Then it proposed that the solution of FTTH can support comprehensive access (service such as broadband data, voice, video and narrowband private line). Finally, it shows the engineering application for FTTH in the district and building. It brings enormous economic benefits and social benefit.

This final rule applies to the Temporary Assistance for Needy Families (TANF) program and requires States, the District of Columbia and the Territories (hereinafter referred to as the "States") to use the "benefiting program" cost allocation methodology in U.S. Office of Management and Budget (OMB) Circular A-87 (2 CFR part 225). It is the judgment and determination of HHS/ACF that the "benefiting program" cost allocation methodology is the appropriate methodology for the proper use of Federal TANF funds. The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 gave federally-recognized Tribes the opportunity to operate their own Tribal TANF programs. Federally-recognized Indian tribes operating approved Tribal TANF programs have always followed the "benefiting program" cost allocation methodology in accordance with OMB Circular A-87 (2 CFR part 225) and the applicable regulatory provisions at 45 CFR 286.45(c) and (d). This final rule contains no substantive changes to the proposed rule published on September 27, 2006.
Hyperspectral image segmentation using a cooperative nonparametric approach

In this paper a new unsupervised nonparametric cooperative and adaptive hyperspectral image segmentation approach is presented. The hyperspectral images are partitioned band by band in parallel and intermediate classification results are evaluated and fused, to get the final segmentation result. Two unsupervised nonparametric segmentation methods are used in parallel cooperation, namely the Fuzzy C-means (FCM) method, and the Linde-Buzo-Gray (LBG) algorithm, to segment each band of the image. The originality of the approach relies firstly on its local adaptation to the type of regions in an image (textured, non-textured), and secondly on the introduction of several levels of evaluation and validation of intermediate segmentation results before obtaining the final partitioning of the image. For the management of similar or conflicting results issued from the two classification methods, we gradually introduced various assessment steps that exploit the information of each spectral band and its adjacent bands, and finally the information of all the spectral bands. In our approach, the detected textured and non-textured regions are treated separately from feature extraction step, up to the final classification results. This approach was first evaluated on a large number of monocomponent images constructed from the Brodatz album. Then it was evaluated on two real applications using a respectively multispectral image for Cedar trees detection in the region of Baabdat (Lebanon) and a hyperspectral image for identification of invasive and non invasive vegetation in the region of Cieza (Spain). A correct classification rate (CCR) for the first application is over 97% and for the second application the average correct classification rate (ACCR) is over 99%.
