The cultural divide between US military and civilian institutions amplifies the consequences of military discharge status on public health and criminal justice systems in a manner that is invisible to a larger society. Prompt removal of problematic wounded warriors through retributive justice is more expedient than lengthy mental health treatment. Administrative and punitive discharges usually preclude Department of Veterans Affairs eligibility, posing a heavy public health burden. Moving upstream—through military rehabilitative justice addressing military offenders’ mental health needs before discharge—will reduce the downstream consequences of civilian maladjustment and intergenerational transmission of mental illness. The public health community can play an illuminating role by gathering data about community effect and by advocating for policy change at Department of Veterans Affairs and community levels. After 45 years as a closest ally of the Soviet Union in the Warsaw Pact, founded mainly against the US and the Western Europe countries, and 15 years of democratic changes, since 2004 Bulgaria has been a full member of NATO and an equal and trusted partner of its former enemies. The unprecedented transformation has affected all aspects of the Bulgarian society. As a function of the Bulgarian Armed Forces, Bulgarian military medicine and in particular Bulgarian military neurosurgery is indivisibly connected with their development. The history of Bulgarian military neurosurgery is the history of the transition from the Union of Soviet Socialist Republics military system and military medicine to NATO standards in every aspect. The career of the military neurosurgeon in Bulgaria is in many ways similar to that of the civilian neurosurgeon, but there are also many peculiarities. The purpose of this study was to outline the background and the history of Bulgarian military neurosurgery as well as its future trends in the conditions of world globalization.

With the collapse of the former Soviet Union and the emergence of the United Nations actively pursuing a peace keeping role in world affairs, the United States has been forced into a position as the world's leading peace enforcer. It is still a very dangerous world with seemingly never ending ideological, territorial, and economic disputes requiring the U.S. to maintain a credible deterrent posture in this uncertain environment. This has created an urgent need to rapidly transport large numbers of troops and equipment from the continental United States (CONUS) to any potential world trouble spot by means of a global range/mobility transport aircraft. The most recent examples being Operation Desert Shield/Storm and Operation Restore Hope. To meet this challenge head-on, a request for proposal (RFP) was developed and incorporated into the 1992/1993 AIAA/McDonnell Douglas Corporation Graduate Team Aircraft Design Competition. The RFP calls for the conceptual design and justification of a large aircraft capable of power projecting a significant military force without surface transportation reliance.

This study examines race-specific military service effects on outpatient care utilization in the Department of Veterans Affairs (VA) using data from the 1992 National Survey of Veterans. The study population consisted of 4,791 male veterans. After controlling for predisposing, enabling, and need variables, black veterans were 3.7 times more likely than white veterans to use VA outpatient care. Veterans discharged from the military for medical release were less likely to use VA outpatient care (odds ratio = 0.76) than veterans discharged at the end of their normal terms. Hispanic veterans discharged for medical release were 5.3 times more likely than white veterans discharged for the same reason to use VA outpatient care. Korean conflict and mixed war period veterans were more likely to use VA outpatient care than World War II veterans. Racial/ethnic differences in military service characteristics influence the use of VA outpatient care and should be understood in delivering outpatient care to veterans.

How did geographic and occupational mobility after the Civil War differ between Union Army veterans and nonveterans? By 1880, Union veterans were more likely to migrate to a different state or region than nonveterans. The higher geographic mobility of veterans is likely attributable to their experience of traveling away from their hometowns while in service. Union veterans who held unskilled jobs prior to enlistment were more likely to move up to white-collar or farming jobs by 1880 than unskilled nonveterans. In contrast, unskilled veterans were less likely to become artisans than nonveterans. The differences in occupational mobility by veteran status might be explained by the effects of military experiences such as learning from comrades in the company. PMID:23275679

The invention of the laser in 1960 created the possibility of using a source of coherent light as a transmitter for a laser radar (ladar). Coherent ladar shares many of the basic features of more common microwave radars. However, it is the extremely short operating wavelength of lasers that introduces new military applications, especially in the area of missile identification, space target tracking, remote rang finding, camouflage discrimination and toxic agent detection. Therefore, the most popular application field such as laser imaging and ranging were focused on CO2 laser in the last few decades. But during the development of solid state and fiber laser, some people said that the CO2 laser will be disappeared and will be replaced by the solid and fiber laser in the field of military and industry. The coherent CO2 laser radar will have the same destiny in the field of military affairs. However, to my opinion, the high power CO2 laser will be the most important laser source for laser radar and countermeasure in the future.

This article presents findings from a survey conducted to examine the availability of foreign language and culture training to Civil Affairs health personnel and the relevance of that training to the tasks they perform. Civil Affairs forces recognize the value of cross-cultural communication competence because their missions involve a significant level of interaction with foreign governments? officials, military, and civilians. Members of the 95th Civil Affairs Brigade (Airborne) who had a health-related military occupational specialty code were invited to participate in the survey. More than 45% of those surveyed were foreign language qualified. Many also received predeployment language and culture training specific to the area of deployment. Significantly more respondents reported receiving cultural training and training on how to work effectively with interpreters than having received foreign language training. Respondents perceived interpreters as important assets and were generally satisfied with their performance. Findings from the survey highlight a need to identify standard requirements for predeployment language training that focuses on medical and health terminology and to determine the best delivery platform(s). Civil Affairs health personnel would benefit from additional cultural training that focuses on health and healthcare in the country or region of deployment. Investing in the development of distance learning capabilities as a platform for delivering health-specific language and culture training may help ease the time and resources constraints that limit the ability of Civil Affairs health personnel to access the training they need. 2012.
Military positions and post-service occupational mobility of Union Army veterans, 1861–1880

Although the Civil War has attracted a great deal of scholarly attention, little is known about how different wartime experiences of soldiers influenced their civilian lives after the war. This paper examines how military rank and duty of Union Army soldiers while in service affected their post-service occupational mobility. Higher ranks and non-infantry duties appear to have provided more opportunities for developing skills, especially those required for white-collar jobs. Among the recruits who were unskilled workers at the time of enlistment, commissioned and non-commissioned officers were much more likely to move up to a white-collar job by 1880. Similarly, unskilled recruits assigned to white-collar military duties were more likely to enter a white-collar occupation by 1880. The higher occupational mobility of higher-ranking soldiers is likely to have resulted from disparate human capital accumulations offered by their military positions rather than from their superior abilities. The first class 1 treatment trial ever conducted in multiple sclerosis (MS) was a Veterans Administration Cooperative Study. This led us to explore MS in the military-veteran populations of the United States in three main series: Army men hospitalized with final diagnoses of MS in World War II, all veterans of World War II and the Korean Conflict, and veterans of later service up to 1994. In each series, all cases had been matched with pre-illness military peers. These series provide major information on its clinical features, course and prognosis, including survival, by sex and race (white men and women; black men), as well as risk factors for occurrence, course, and survival. They comprise the only available nationwide morbidity distributions of MS in the United States. Veterans who are service-connected for MS by the Department of Veterans Affairs and matched with their military peers remain a unique and currently available resource for further clinical and epidemiological study of this disease.

During the last 12 years the European Union (EU) has financed the new member applicant countries of Central and Eastern Europe in their preparation for joining the EU. Based on this enlargement of the EU, funding for Cross Border Protection has been made available from the overall infrastructure improvement budget. Border protection was required in areas where border conflicts had taken place and to limit Illegal Immigration (II) and smuggling. After 9/11/2001, defence against terrorist activities will no doubt be added to the requirement. This paper describes the approach taken in the design of the latest "containerised" police and para military Mobile Surveillance Units (MSUs). This approach may also be considered for Homeland Security initiatives. These MSU's utilise standard road vehicles, and off-road variants, converted to use high performance military thermal imagers, such as SiGMA. In future the current, in service, MSUs will require increased sensor integration and networking to cover land and coastal borders. The underlying key is affordability for the police and para-military markets whilst retaining the highest performance derived from the latest SFPA military standard thermal imagers.

It analyses 'irregular and illicit unions' in the records of the National Council for the Unmarried Mother and her Child (now One Parent Families/Gingerbread), and explores evidence on these unions in the debates over the passage of the Divorce Acts of 1923 and 1937 as well as the Legitimacy Acts of 1926 and 1959. It suggests that the prevalence of illicit unions throughout the twentieth century and before allows us to question contemporary concerns about our supposed 'divorcing society' and the decline of family life in modern Britain.

The enlargement process of the European Union may be regarded as one of the most important social projects of human history in that it is trying to unite several nation-states under a "European identity." As a historically and culturally "distant" candidate, Turkey has been asked to meet a set of expectations referred to as the "Copenhagen Criteria," requiring a series of large-scale reforms to the infrastructure and superstructure of the country. Taking advantage of the unique opportunity to relate Turkish people's opinions on the criteria to their values, hypotheses based on Schwartz's model of values were tested. Schwartz's Personal Values Questionnaire and a questionnaire measuring opinions on the criteria and the Union were completed by 368 Turkish university students. Factor analysis of the opinion items yielded five factors: reduction of military influence in civil life, scepticism towards Europe and the European Union, improvement of human rights and liberties, improvement of minority rights, and lack of transparency in public institutions. Regression analyses showed that values and nationalism were powerful predictors of opinions whereas the effect of religiosity was limited only to the prediction of a preference for the reduction of military influence in civil life. Preference for openness to change values were successful in predicting variance in three of the five criteria: The more the participants favoured these values, the more they supported the improvement of human rights and liberties, the improvement of minority rights, and regretted the lack of transparency. Self-transcendence values were also positively related to support for the same three criteria together with a preference for reduction of military influence. As for nationalism, the results showed that this variable was related negatively to reduction of the military influence, improvement of human rights and liberties, improvement of minority rights; and positively to scepticism.

To describe current and future career-span health research in the US Department of Defense Millennium Cohort Study. Collaborating with all military service branches and the Department of Veterans Affairs, the Millennium Cohort Study launched in 2001, before September 11 and the start of deployments in Afghanistan and Iraq, to conduct coordinated strategic research to determine any effects of military occupational and deployment-related exposures, on long-term health. More than 150,000 consenting members represent demographic, occupational, military, and health characteristics of the US military. More than 70% of the first two panels have submitted follow-up questionnaires and >50% have deployed since 2001. Prospective cohort data have identified subgroups of military populations at higher risk or more resilient to decrements in mental and physical health. Continued career span and beyond follow-up will answer long-term health questions related to military service.

Post-traumatic stress disorder (PTSD) stands out as a major mental illness; however, little is known about effective policies for mitigating the problem. The importance and complexity of PTSD raise critical questions: What are the trends in the population of PTSD patients among military personnel and veterans in the postwar era? What policies can help mitigate PTSD? To address these questions, we developed a system dynamics simulation model of the population of military personnel and veterans affected by PTSD. The model includes both military personnel and veterans in a "system of systems." This is a novel aspect of our model, since many policies implemented at the military level will potentially influence (and may have side effects on) veterans and the Department of Veterans Affairs. The model is first validated by replicating the historical data on PTSD prevalence among military personnel and veterans from 2000 to 2014 (datasets from the Department of Defense, the Institute of Medicine, the Department of Veterans Affairs, and other sources). The model is then used for health policy analysis. Our results show that, in an optimistic scenario based on the status quo of deployment to intense/combat zones, estimated PTSD prevalence among veterans will be at least 10% during the next decade. The model postulates that during wars, resiliency-related policies are the most effective for decreasing PTSD. In a postwar period, current health policy interventions (e.g., screening and treatment) have marginal effects on mitigating the problem of PTSD, that is, the current screening and treatment policies must be revolutionized to have any noticeable effect. Furthermore, the simulation results show that it takes a long time, on the order of 40 years, to mitigate the psychiatric consequences of a war. Policy and financial implications of the findings are discussed.

The rapid changes that are occurring in Europe and in the world at large create qualitatively new military and political realities and will force nuclear powers to make major adjustments in their foreign policy and military-technological thinking. The new situation will certainly lead to changes in both the nuclear doctrines of those countries and their approaches to nuclear forces - both strategic and tactical - as will be needed to ensure national security. This applies fully to the Commonwealth of Independent States (the former USSR), whose nuclear doctrine, like that of the North Atlantic Treaty Organization (NATO), is now beingmore » overhauled. It is well known that the former Soviet Union in its public declarations, including those made at the highest political level, has been strongly critical of the doctrine of deterrence. An unbiased historical analysis of the postwar period also demonstrates that military competition between the Soviet Union and the United States in the nuclear field followed the action-reaction logic, the constraining factors being primarily financial and technological rather than moral. Parity was initially interpreted as numerical equality in strategic nuclear arms and later as rough equality in operational nuclear capabilities. Another confirmation that the Soviet Union had based its policy precisely on the doctrine of deterrence is the Antiballistic Missile (ABM) Treaty, which limits the antiballistic missile systems of the two sides to purely symbolic numbers of ABMs and effectively exposes the former Soviet Union and the United States to a retaliatory strike. Nuclear deterrence is a modus vivendi of the world we live in, and it will stay that way until nations devise a fundamentally new system of maintaining international security. The problem is that the nuclear powers have more than enough nuclear weapons to make deterrence work effectively.« less

The U.S. Department of Veterans Affairs compensates 13 percent of the nation’s military veterans for service‐related disabilities through the Disability Compensation (DC) program. In 2001, a legislative change made it easier for Vietnam veterans to receive benefits for diabetes associated with military service. In this paper, we investigate this policy’s effect on DC enrollment and expenditures as well as the behavioral response of potential beneficiaries. Our findings demonstrate that the policy increased DC enrollment by 6 percentage points among Vietnam veterans and that an additional 1.7 percent experienced an increase in their DC benefits, which increased annual program expenditures by $2.85 billion in 2007. Using individual-level data from the Veterans Supplement to the Current Population Survey, we find that the induced increase in DC enrollment had little average impact on the labor supply or health status of Vietnam veterans but did reduce labor supply among their spouses.

In the fall of 2007, the AGU Development Board commissioned the development staff to survey the approximately 1200 AGU supporting members to learn why these members give $100 to AGU each year- many give much more-to fund activities in education, public affairs, public information, the sections, and the focus groups. (A recent list of supporting members was published in Eos, 88(49), 544-545, 2007.) With supporting membership having more than doubled since 2003, the development staff and the Development Board wanted to find out more about the individual motivations underlying this trend. With the expansion of women's roles in the military, the number of female service members and veterans has increased. Considerable knowledge about intimate partner violence (IPV) in civilian couples exists but little is known about IPV among female service members and veterans. Prevalence rates of IPV range from 17% to 39% for female service members, and 21.9% to 74% for veterans. Most service members and veterans indicated using the Internet at least occasionally and expressed willingness to seek information about services via the Internet. Informed by data, we conducted a systematic review of military (Army, Navy, Air Force, and Marine Corps) and non-military (Veterans Affairs and Google) websites to explore the availability and presentation of information and resources related to IPV. The websites search revealed a variety of resources and information available, and important differences between sites with regard to what and how information is presented. Implications for practice and further research are discussed.

Posttraumatic stress disorder (PTSD) is a psychiatric disorder that affects 7-8% of the general U.S. population at some point during their lifetime; however, the prevalence is much higher among certain subgroups, including active duty military personnel and veterans. In this article, we review the empirical literature on the epidemiology and screening of PTSD in military and veteran populations, including the availability of sensitive and reliable screening tools. Although estimates vary across studies, evidence suggests that the prevalence of PTSD in deployed U.S. military personnel may be as high as 14-16%. Prior studies have identified trauma characteristics and pre- and posttrauma factors that increase risk of PTSD among veterans and military personnel. This information may help to inform prevention and screening efforts, as screening programs could be targeted to high-risk populations. Large-scale screening efforts have recently been implemented by the U.S. Departments of Defense and Veterans Affairs. Given the prevalence and potential consequences of PTSD among veterans and active duty military personnel, development and continued evaluation of effective screening methods is an important public health need.

Between 1982 and 1984 the Soviet Union launched four small recoverable lifting bodies designed to test heatshield materials for the Soviet space shuttle Buran. Called BOR-4, these vehicles were originally designed to be flown in support of the Spiral military spaceplane programme, but after the cancellation of that project were reoriented towards Buran. They were widely misinterpreted in the West as subscale versions of a military spaceplane and would later serve as the basis for several American spaceplane designs.
