The International Charter 'Space and Major Disaster', now entering its 5th year of operation, has been activated nearly 80 times to provide space-based data and information in response to natural disasters. The disasters ranged from volcanic eruption in Columbia, floods in Europe, Argentina, Sudan to earthquakes in Iran, from landslides in Philippines to the tragic tsunami in Asia, all resulting in major loss of life and property. The Charter provided imagery and the related information were found to be useful in disaster relief and assessment. Since July 1st 2003, a framework cooperation agreement has been allowing United Nations organizations involved in disaster response to request activation of the Charter.The purpose of the Charter is to provide assistance in situations of emergencies caused by natural and technological disasters by pooling together the space and associated ground resources of the Charter participants, which are currently the European (ESA), French (CNES), Canadian (CSA), Indian (ISRO), American (NOAA), Argentinean (CONAE) and Japanese (JAXA) space organizations.This paper will point out some of the best cases of Charter activation for different disasters leading to change detection imagery and damage assessment products which could be used for disaster reduction in close co-ordination with the end users after the crisis period.

Responding to catastrophic natural disasters requires information. When the flow of information on the ground is interrupted by crises such as earthquakes, landslides, volcanoes, hurricanes, and floods, satellite imagery and aerial photographs become invaluable tools in revealing post-disaster conditions and in aiding disaster response and recovery efforts. USGS is a global clearinghouse for remotely sensed disaster imagery. It is also a source of innovative products derived from satellite imagery that can provide unique overviews as well as important details about the impacts of disasters. Repeatedly, USGS and its resources have proven their worth in assisting with disaster recovery activities in the United States and abroad. USGS has a well-established role in emergency response in the United States. It works closely with the Federal Emergency Management Agency (FEMA) by providing first responders with satellite and aerial images of disaster-impacted sites and products developed from those images. The combination of the USGS image archive, coupled with its global data transfer capability and on-site science staff, was instrumental in the USGS becoming a participating agency in the International Charter Space and Major Disasters. This participation provides the USGS with access to international members and their space agencies, to information on European and other global member methodology in disaster response, and to data from satellites operated by Charter member countries. Such access enhances the USGS' ability to respond to global emergencies and to disasters that occur in the United States (US). As one example, the Charter agencies provided imagery to the US for over 4 months in response to the Gulf oil spill. The International Charter mission is to provide a unified system of space data acquisition and delivery to those affected by natural or man-made disasters. Each member space agency has committed resources to support the provisions of the Charter and thus is helping to mitigate the effects of disasters on human life and property. The International Charter has been in formal operation since November 1, 2000. An Authorized User can call a single number to request the mobilization of satellite imagery and associated ground station support of the Charter's member agencies to obtain data and information on a disaster occurrence. The International Charter is supported by Argentinean, Canadian, European, Indian, Japanese, Chinese, Brazilian, Korean, Russian and U.S. satellite operators, as well as through U.S. and foreign commercial satellite firms and consortia. These operators can provide a wide variety of imagery and information under various environmental conditions (including, in some instances, through cloud cover and darkness). The Charter works in close cooperation with the intergovernmental Group on Earth Observations (GEO), and with United Nations bodies such as the UN Office of Outer Space Affairs (UN OOSA) and the UN Institute for Training and Research (UNITAR) Operational Satellite Applications Programe (UNOSAT). Both UN OOSA and UNOSAT are authorized to request data from Charter members in response to a UN emergency. Sentinel Asia is also allowed to request activations on behalf of its member states. These organizations play an important role in maximizing the Charter's use.

Responding to catastrophic natural disasters requires information. When the flow of information on the ground is interrupted by crises such as earthquakes, landslides, volcanoes, hurricanes, and floods, satellite imagery and aerial photographs become invaluable tools in revealing post-disaster conditions and in aiding disaster response and recovery efforts. USGS is a global clearinghouse for remotely sensed disaster imagery. It is also a source of innovative products derived from satellite imagery that can provide unique overviews as well as important details about the impacts of disasters. Repeatedly, USGS and its resources have proven their worth in assisting with disaster recovery activities in the United States and abroad. USGS has a well-established role in emergency response in the United States. It works closely with the Federal Emergency Management Agency (FEMA) by providing first responders with satellite and aerial images of disaster-impacted sites and products developed from those images. FEMA’s partnership with the USGS began in 1999 when the agency established USGS as its executive agent for the acquisition and coordination of aerial and satellite remote sensing data. Understanding the terrain affords FEMA the vital perspective needed to effectively respond to the devastation many disasters leave behind. The combination of the USGS image archive, coupled with its global data transfer capability and on-site science staff, was instrumental in the USGS becoming a participating agency in the International Charter Space and Major Disasters. This participation provides the USGS with access to international members space agencies, to information on their methodology in disaster response, and to data from the satellites they operate. Such access enhances the USGS’ ability to respond to global emergencies and to disasters that occur in the United States (US). As one example, the Charter agencies provided over 75 images to the US in support of Hurricane Katrina. The International Charter mission is to provide a unified system of space data acquisition and delivery to those affected by natural or man-made disasters. Each member space agency has committed resources to support the provisions of the Charter and thus is helping to mitigate the effects of disasters on human life and property. The International Charter has been in formal operation since November 1, 2000. An Authorized User calls a single number to request the mobilization of satellite imagery and associated ground station support of the Charter’s member agencies to obtain data and information on a disaster occurrence. The International Charter is supported by Argentinean, Canadian, European, Indian, Japanese, Chinese, and U.S. satellite operators, as well as through U.S. and foreign commercial satellite firms. These operators can provide a wide variety of imagery and information under various environmental conditions. The Charter works in close cooperation with the intergovernmental Group on Earth Observations (GEO), and with United Nations bodies such as the UN Office of Outer Space Affairs (UN OOSA) and the UN Institute for Training and Research (UNITAR) Operational Satellite Applications Programe (UNOSAT). These organizations play an important role in maximizing the Charter’s use with U.N. member states.

Origins of a national seismic system in the United States

This historical review traces the origins of the current national seismic system in the United States, a cooperative effort that unifies national, regional, and local‐scale seismic monitoring within the structure of the Advanced National Seismic System (ANSS). The review covers (1) the history and technological evolution of U.S. seismic networks leading up to the 1990s, (2) factors that made the 1960s and 1970s a watershed period for national attention to seismology, earthquake hazards, and seismic monitoring, (3) genesis of the vision of a national seismic system during 1980–1983, (4) obstacles and breakthroughs during 1984–1989, (5) consensus building and convergence during 1990–1992, and finally (6) the two‐step realization of a national system during 1993–2000. Particular importance is placed on developments during the period between 1980 and 1993 that culminated in the adoption of a charter for the Council of the National Seismic System (CNSS)—the foundation for the later ANSS. Central to this story is how many individuals worked together toward a common goal of a more rational and sustainable approach to national earthquake monitoring in the United States. The review ends with the emergence of ANSS during 1999 and 2000 and its statutory authorization by Congress in November 2000.

Against a background of growing concern for the large numbers of semiliterate or completely illiterate school leavers and adults in the industrialized countries, this article examines four key aspects necessary for gauging a nation's response to the problem of adult illiteracy. The four aspects — awareness raising, high-level national commitment, resource allocation, and range and extent of in-school and out-of-school basic education/literacy provision — are analyzed with particular reference to the United Kingdom, the United States, France and Canada. The article indicates that, in a period of economic austerity when education budgets are being cut, provision for adult literacy and for remedial classes in school is one of the first areas to be sacrificed. The article ends on a pessimistic note with respect to the implementation of a `Right to Read' charter in all industrialized countries.

The purpose of the International Charter is to provide a unified system of space data acquisition and delivery for users affected by disasters, to promote co - operation between space agencies and space system operators and to allow participation in the organisation of emergency assistance or subsequent operations. The Charter which is officially in operation since November 1, 2000 was signed on June 20, 2000 by CNES (1) and ESA (2) and enlarged later on with the membership of the CSA (3) in October 2000 and of the NOAA (4) and the ISRO (5), both in September 2001. All Partner agencies undertake to co-operate on a voluntary basis with no exchange of funds between them in the event of a major natural or man-induced disaster. This paper, after a brief description of the Charter organisation and of its implementation procedures, addresses three typical cases of Charter activation and the lessons learned to date. The first example will deal with the major earthquakes in January and February 2001 in El Salvador for the benefit of the Salvadorian National Register Centre, the second concerning flooding in the North East of France early 2002 with quick delivery of flood maps to the French Civil Protection Authority and the last one will focus on the Nyiragongo volcanic eruption near the town of Goma in the Democratic Republic of Congo. The purpose of the Charter is to provide assistance in situations of emergencies caused by natural or technological disasters, through the combination of the space and associated ground resources of the Charter participants. The Charter was signed on June 20, 2000 by CNES and ESA, followed by the Canadian Space Agency in October 2000. The Indian Space Research Organisation (ISRO) and the National Oceanic and Atmospheric Administration (NOAA) joined the Charter in September 2001. Under the terms of the Charter immediate, free access to data provided through partners is available to authorised civil protection agencies. All Partner agencies undertake to co- operate on a voluntary basis with no exchange of funds between them. A key objective of the Charter is to establish a long-term working relationship between the civil protection community and space agencies, essential to achieve an efficient use of space technology in disaster management. Since the Charter was formally declared operational on November 1, 2000, it has been activated on average once a month for various kinds of events such as landslide, earthquake, oil spill, flood and volcanic eruption. Each operation was analysed with the relevant end-users in order to improve the efficiency of the service provided to the civil protection community, particularly in terms of response time and of delivered products. After a brief description of the Charter organisation and of its implementation procedures, this paper will focus on the evaluation of the contribution of the Charter to crisis management two years after its inception, based on an analysis of the Charter activation cases.

The Incorporation Charter for the city of Krakow, the former capital of Poland, is one of the most valuable documents stored in the National Archives in Krakow. The document, which was written in 1257 on parchment, grants Krakow the Magdeburg rights and regulates its legal, statutory, economic and settlement-related aspects. The Charter was placed in the National Register of the Memory of the World UNESCO programme in 2014. A ducal seal, considered to be the lost seal detached from the Incorporation Charter, was found in the sphragistic collection after nearly 500 years. Unfortunately, it was uncertain whether the seal in question was indeed the missing part of the document. The aim of the study presented below was to solve this mystery. For this purpose, the parchment on which the Incorporation Charter was written was compared with the fragment of the parchment attached to the discovered seal. The study involved the analysis of selected mitochondrial DNA sequences and additional analysis at the level of nuclear DNA using microsatellite markers in the form of 11 STR (Short Tandem Repeat) loci, to identify the species and individual whose skin had been used to make the parchment. This analysis revealed that seal and parchment was from different individuals and thereby discovered that the seal was never a part of the Incorporation Charter. The study is further an example of informative DNA preservation in cultural heritage objects.

The National Academy of Sciences (NAS) was chartered by Congress, under the leadership of President Abraham Lincoln, to provide scientific and technical advice to the government of the United States. Over the years, the advisory program of the institution has expanded, leading to the establishment of the National Academy of Engineering (NAE) and the Institute of Medicine, and of the National Research Council (NRC), the operational arm of the National Academies. The original charter of the Space Science Board was established in June 1958, three months before NASA opened its doors. The Space Science Board and its successor, the Space Studies Board (SSB), have provided expert external and independent scientific and programmatic advice to NASA on a continuous basis from NASA's inception until the present. The Board has also provided such advice to other agencies, including the National Oceanic and Atmospheric Administration, the National Science Foundation, the U.S. Geological Survey, and the Department of Defense, and responds to requests from Congress. Early in 2005, the leadership of NASA changed, and with it new emphases emerged. Some of the early interpretations of the 2004 Vision for Space Exploration, in which only certain aspects of space science were encouraged, disappeared and a broader mandate for science emerged. But what also emerged was fiscal reality, which precluded many of the exciting activities that were planned for NASA's science programs. In this environment of change, there has been a continuing need to evaluate NASA's plans against the strategies for science that have been laid down in the various NRC decadal surveys, and to assist NASA in determining how best to proceed given the reduced level of resources it will have. Coupled with this has been a continuing need to provide Congress with the assessments of NASA's plans that it requests.

Medical professionalism in China and the United States: a transcultural interpretation.

As in other societies, medical professionalism in the Peoples' Republic of China has been rapidly evolving. One of the major events in this process was the endorsement in 2005 of the document, "Medical Professionalism in the New Millennium: A Physician Charter," by the Chinese Medical Doctor Association (hereafter, the Charter)(1). More recently, a national survey, the first on such a large scale, was conducted on Chinese physicians' attitudes toward the fundamental principles and core commitments put forward in the Charter. Based on empirical findings from that study and comparing them to the published results of a similar American survey, the authors offer an in-depth interpretation of significant cross-cultural differences and important transcultural commonalities. The broader historical, socio-economic, and ethical issues relating to salient Chinese cultural practices such as family consent, familism (the custom of deferring decisions to family members), and the withholding of medical information, as well as controversial topics such as not respecting patients' autonomy, are examined. The Chinese Survey found that Chinese physicians supported the principles of the Charter in general. Here we argue that Chinese culture and traditional medical ethics are broadly compatible with the moral commitments demanded by modern medical professionalism. Methodologically and theoretically-recognizing the problems inherent in the hoary but still popular habit of dichotomizing cultures and in relativism-a transcultural approach is adopted that gives greater (due) weight to the internal moral diversity present within every culture, the common ground shared by different cultures, and the primacy of morality. Genuine cross-cultural dialogue, including a constructive Chinese-American dialogue in the area of medical professionalism, is not only possible, but necessary. In the early 1950s, the United States Constitution, the Bill of Rights, and the Declaration of Independence, collectively known as the "Charters of Freedom," were encased in specially designed enclosures. As a protective measure the enclosures were filled with moist helium and sealed. Currently a project is underway to remove the Charters from these encasements and re-encase them in modem enclosures. Before these cases are opened, conservationists at the National Archives and Records Administration (NARA) wish to know if air has leaked into the cases and what the relative humidity is. In 1998 NARA contacted NASA to request assistance with this problem. By adapting the NASA Diode Laser Hygrometer (DLH), an airborne sensor based on the absorption of infrared radiation at 1.4 microns by water vapor, the cases containing the second and third pages of the Constitution were non-invasively analyzed in 1999. Approximate relative humidity values were obtained. In addition, because the width of the absorption line is dependent on the other gases present it was possible to determine that the seals had not leaked. During the summer of 2001, the remaining documents were removed from public display and were made available for analysis. To increase the sensitivity of the DLH to the presence of air, for the 2001 measurements a stronger water vapor absorption line was chosen, however this required locating a laser that operated at the wavelength of this stronger line. In this work a number of diode lasers were characterized and a suitable one was identified and installed in the DLH. A series of laboratory measurements of the chosen absorption line were performed to determine spectroscopic parameters including line strength, and helium broadening, air broadening, and self-broadening coefficients. The DLH was then reconfigured from its normal aircraft configuration to one more suitable for the Charters measurements. This involved installing it in a different housing, one specifically designed in 1998 for the Charters investigation, and installing all its associated electronics in a portable rack. From July 23 to July 26,2001, measurements were performed at the National Archives II in College Park, Maryland. The data are still being analyzed, but preliminary results indicate that the seals on the remaining documents are intact and the relative humidity values are in the expected range. Further analysis is expected to result in more accurate relative humidity values and will also establish an upper bound on the amount of air contamination in the enclosures.

In 1854, Abraham Lincoln was retained to prepare a state legislative proposal to charter a homeopathic medical college in Chicago. This was a complex task in view of the deep-seated animosity between allopathic or orthodox medical practitioners and irregular healers. Homeopathy was regarded as a cult by the nascent American Medical Association. In addition, the poor reputation of medical education in the United States in general, further complicated the project. Lincoln and influential individuals in Illinois lobbied legislators and succeeded in securing the charter. Subsequently, the Hahnemann Homeopathic Medical College accepted its first class in 1860 and with its successors remained in existence for almost sixty-five years.

Medical and Safety Reforms in Boxing

The continued existence of boxing as an accepted sport in civilized society has been long debated. The position of the American Medical Association (AMA) has evolved from promoting increased safety and medical reform to recommending total abolition of both amateur and professional boxing. In response to the AMA opposition to boxing, the boxing community has attempted to increase the safeguards in amateur and professional boxing. The United States of America Amateur Boxing Federation, which is the national regulatory agency for all amateur boxing in the United States, has taken several actions to prevent the occurrence of acute brain injury and is currently conducting epidemiologic studies to assess the long-term neuropsychologic consequences of amateur boxing. In professional boxing, state regulatory agencies such as the New York State Athletic Commission have introduced several medical interventions to prevent and reduce neurologic injury. The lack of a national regulatory agency to govern professional boxing has stimulated the formation of the Association of Boxing Commissions and potential legislation for the federal regulation of professional boxing by a federally chartered organization called the United States Boxing Commission. Nuclear weapons use and deployment and nonviolent anti-nuclear protests are evaluated. Use of nuclear weapons would constitute war crimes and crimes against humanity as defined in both the Nuremberg Charter and Allied Control Council Law No. 10 and applied by the International Military Tribunal and other Nuremberg courts. Strategic and atomic bombing during World War 2 did not set a precedent for use of nuclear weapons. The consequentialist argument for World War 2 bombing fails and the bombing has also been repudiated by codification of the law of war in Protocol 1 to the 1949 Geneva Conventions. A conceptual design of a monitoring system for the Charters of Freedom was developed for the National Archives and Records Service. The monitoring system would be installed at the National Archives and used to document the condition of the Charters as part of a regular inspection program. The results of an experimental measurements program that led to the definition of analysis system requirements are presented, a conceptual design of the monitoring system is described and the alternative approaches to implementing this design were discussed. The monitoring system is required to optically detect and measure deterioration in documents that are permanently encapsulated in glass cases. An electronic imaging system with the capability for precise photometric measurements of the contrast of the script on the documents can perform this task. Two general types of imaging systems are considered (line and area array), and their suitability for performing these required measurements are compared. A digital processing capability for analyzing the electronic imaging data is also required, and several optional levels of complexity for this digital analysis system are evaluated.

In the 2012, the National Research Council (NRC) of the National Academies' reported that one of the major issues associated with the development of climate change curriculum was the lack of interdisciplinary materials that also promoted a correlation between science standards and content. Therefore, in order to respond to this need, our group has developed an interdisciplinary climate change curriculum that has had as its fundamental basis the alignment with the guidelines presented by the Next Generation Science Standards (NGSS) and the ones presented by the international document entitled The Earth Charter. In this regards, while the alignment with NGSS disciplinary core ideas, cross-concepts and students' expectations intended to fulfill the need for the development of climate change curriculum activities that were directly associated with the appropriate set of NGSS guidelines, the alignment with The Earth Charter document intended to reinforce the need the for the integration of sociological, philosophical and intercultural analysis of the theme 'climate change'. Additionally, our curriculum was also developed as part of a collaborative project between climate scientists and engineers, who are responsible for the development of a Regional Arctic Simulation Model (RASM). Hence, another important curriculum constituent was the feedback, suggestions and reviews provided by these professionals, who have also contributed to these pedagogical materials' scientific accuracy by facilitating the integration of datasets and visualizations developed by RASM. Furthermore, our group has developed a climate change curriculum for two types of audience: high school and early undergraduate students. Each curriculum unit is divided into modules and each module contains a set of lesson plans. The topics selected to compose each unit and module were designated according to the surveys conducted with scientists and engineers involved with the development of the climate change simulation model. Inside each module, we have provided a description of the general topic being addressed, the appropriate grade levels, students' required prior knowledge, the correspondent NGSS topics, disciplinary core ideas and students' performance expectations, purpose of the activities, and lesson plan activities. Each lesson plan activity is composed by the following: an introductory text that aims at explaining the topic, activities description (classroom tasks and optional classroom activities), time frame, materials, assessment, additional readings and online resources (scientific journals, online simulation models, and books). Each module presents activities and discussions that incorporate historical, philosophical, sociological and/or scientific perspectives on the topics being addressed. Moreover, the activities and lesson plans designed to compose our curriculum have the potential of being used either individually or together, according to the teacher and topic of interest, at the same time that each unit can also be used as a full semester course.

Genetic Discrimination: A Case for a European Legislative Response?

With rapid scientific and technological advances, a new genetic era is emerging. However, these advances raise ethical and legal issues, particularly genetic discrimination, that may threaten advancing science in the absence of appropriate regulation. There is currently no concrete legislative position in this area at EU level, but rather a patchwork of diverging legislative approaches amongst Member States. Genetic discrimination has been singled out as an area of reform in Europe as evidenced, for example in EU Charter of Fundamental Rights, Article 21.1 prohibiting discrimination based on ‘genetic features.’ The United Nations Convention on the Rights of Persons with Disabilities also informs this debate and may spur legislative action. From a transatlantic perspective, the United States’ federal legislation (Genetic Information Non Discrimination Act) is noteworthy. Considering scientific and technological developments, the rights at stake and the various regulatory benchmarks, this paper explores the regulation of genetic information in the EU.

There is a growing international agreement on the need to provide greater access to research data and bio-specimen collections to optimize their long-term value and exploit their potential for health discovery and validation. This is especially evident for rare disease research. Currently, the rising value of data and bio-specimen collections does not correspond with an equal increase in data/sample-sharing and data/sample access. Contradictory legal and ethical frameworks across national borders are obstacles to effective sharing: more specifically, the absence of an integrated model proves to be a major logistical obstruction. The Charter intends to amend the obstacle by providing both the ethical foundations on which data sharing should be based, as well as a general Material and Data Transfer Agreement (MTA/DTA). This Charter is the result of a careful negotiation of different stakeholders' interest and is built on earlier consensus documents and position statements, which provided the general international legal framework. Further to this, the Charter provides tools that may help accelerate sharing. The Charter has been formulated to serve as an enabling tool for effective and transparent data and bio-specimen sharing and the general MTA/DTA constitutes a mechanism to ensure uniformity of access across projects and countries, and may be regarded as a consistent basic agreement for addressing data and material sharing globally. The Charter is forward looking in terms of emerging issues from the perspective of a multi-stakeholder group, and where possible, provides strategies that may address these issues.

All citizens have the right to dignified and respectful social care and assistance. The state and society as a whole have the responsibility to guarantee the realization of these rights. However, the question arises what is dignified and respectful long-term care and assistance for the individual? One possible answer is given by the German Charter of Rights for people in need of long-term care and assistance. The charter summarizes existing books of law such as the German Federal Constitution or the European Social Charter and translates them into a specific context of long-term care. It is written in a language easily understood by everyone and reflects the central situation of people in need of long-term care and assistance. It sets an explicit benchmark for health and social care in Germany. The Charter was developed in 2005 at the round table for long-term care, hosted by the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth in collaboration with the Federal Ministry of Health and Social Security. The round table consisted of representatives of users, consumer groups and other stakeholders, but also of care providers and health and care insurance funds in Germany.Many institutions, such as residential homes and health care services have now successfully applied the Charter in their daily work and it has found its way into several books of law at national and regional levels. The following article gives an overview of the structure, content and intention of the Charter and also highlights examples of implementation and its effects on the care structure and daily work with people in need of long-term care.

The U.S. Geological Survey (USGS) Earth Resources Observation and Science (EROS) Center has legislative charters to preserve and make accessible land remote sensing records important to the United States. This essay explains the appraisal process developed by EROS to ensure the science records it holds and those offered to it align with those charters. This paper considers the risk factors that may affect the water safety in healthcare facilities and reports the current regulatory frameworks governing the management of installations and the quality of the water. Historically, FAR Part 121 commercial carriers have provided efficient, economical and safe air transportation for corporate and business users. Recently, however, corporate and business travelers find their travel plans disrupted by delays, bankruptcies, poor service, lost baggage, fare increases, labor strikes and other systemic difficulties that degrade their travel experience to unsatisfactory levels. This article examines these Part 121 service delivery problems and, utilizing a tripartite investigative methodology, examines an alternative air transport mode: FAR Part 135 on-demand charter travel products. This long extant segment of our national air transportation system is set prime to support increased demand for charter services. Corporate and business travelers are set prime to utilize viable, cost effective alternatives to commercial travel products. Two research questions emerge. First is whether corporate and business travelers are aware of Part 135 travel alternatives. Second is whether Part 135 charter service providers are aware of this latent demand and are effectively targeting this demand segment in their marketing efforts. Current trends in satellite based emergency mapping - the need for harmonisation

During the past years, the availability and use of satellite image data to support disaster management and humanitarian relief organisations has largely increased. The automation and data processing techniques are greatly improving as well as the capacity in accessing and processing satellite imagery in getting better globally. More and more global activities via the internet and through global organisations like the United Nations or the International Charter Space and Major Disaster engage in the topic, while at the same time, more and more national or local centres engage rapid mapping operations and activities. In order to make even more effective use of this very positive increase of capacity, for the sake of operational provision of analysis results, for fast validation of satellite derived damage assessments, for better cooperation in the joint inter agency generation of rapid mapping products and for general scientific use, rapid mapping results in general need to be better harmonized, if not even standardized. In this presentation, experiences from various years of rapid mapping gained by the DLR Center for satellite based Crisis Information (ZKI) within the context of the national activities, the International Charter Space and Major Disasters, GMES/Copernicus etc. are reported. Furthermore, an overview on how automation, quality assurance and optimization can be achieved through standard operation procedures within a rapid mapping workflow is given. Building on this long term rapid mapping experience, and building on the DLR initiative to set in pace an "International Working Group on Satellite Based Emergency Mapping" current trends in rapid mapping are discussed and thoughts on how the sharing of rapid mapping information can be optimized by harmonizing analysis results and data structures are presented. The occurrence of SARS in March 2003 has resulted in an increased interest, worldwide in emerging infectious diseases. The SARS experience provided us a lesson on the importance of promoting hygienic practices among individuals and different working sectors. In Hong Kong, a voluntary organization called the UNITE proposed a Hygiene Charter which aimed at taking hygiene to new levels. This action has been supported by individuals and different sectors including the Personal and Family, Management, Buildings, Catering, Education, Finance and Commercial, Industrial, Medical and Health, Public Transportation, Social Welfare, Sports and Culture and Tourism. As promotion and maintenance of environmental health requires input from different sectors, the signing of the Hygiene Charter provides an opportunity for individuals and the public to show their pledge and commitment to good hygiene practices. As a result, with environment improvement and good infectious disease control measures, prevention of epidemics of infectious diseases is deemed to be possible.

The purpose of this project was to develop a Charter of Physical Activity and Sport for Children and Youth. Its primary purpose is to provide a philosophical framework to support participation, enjoyment and safety in physical activity and sport for all Australian children and youth. The development of the charter was initiated by The Children's Hospital at Westmead, New South Wales (NSW) and was developed in consultation with 60 parent and community groups, sporting and recreational clubs and organisations, professional associations, schools, local and state government organisations and national sporting bodies. The charter emphasises that physical activity and sport should be a fundamental right of all children and youth; be enjoyable; enhance health and well-being; be available for children and youth with disabilities and chronic illness; include those who are geographically isolated; be safe and free from physical and psychological abuse; be free from exploitation for political, commercial or financial gain; avoid elitism; and be encouraged by a wide cross section of the community. Broad consensus has been reached by most organisations with a role or interest in child and youth sport and physical activity on the foundations for participation in these activities by young people living in NSW. Research and evaluation of practice in Australia is essential and will allow development of evidence-based guidelines for participation in physical activity and sport for young Australians, based on the philosophy of the charter.

In Australia and New Zealand, there has not been a national systematic development of oncofertility services for cancer patients of reproductive age although many cancer and fertility centers have independently developed services. A number of barriers exist to the development of these services, including a lack of clear referral pathways, a lack of communication between clinicians and patients about fertility preservation, differences in the knowledge base of clinicians about the risk of cancer treatment causing infertility and fertility preservation options, a lack of national health insurance funding covering all aspects of fertility preservation, and storage costs and cultural, religious, and ethical barriers. The development of strategies to overcome these barriers is a high priority for oncofertility care to ensure that equitable access to the best standard of care is available for all patients. The FUTuRE Fertility Research Group led a collaborative consultation process with the Australasian Oncofertility Consumer group and oncofertility specialists to explore consumers' experiences of oncofertility care. Consumers participated in qualitative focus group meetings to define and develop a model of consumer driven or informed "gold standard oncofertility care" with the aim of putting together a Charter that specifically described this. The finalized Australasian Oncofertility Consortium Charter documents eight key elements of gold standard oncofertility care that will be used to monitor the implementation of oncofertility services nationally, to ensure that these key elements are incorporated into standard practice over time.

Schools can address critical sexual and reproductive health (SRH) issues among youth. However, little is known about SRH education being implemented in charter schools. Thus, our purpose was to explore implementation of SRH education in charter schools. Using purposive sampling, semistructured telephone interviews were conducted with 20 charter school principals in San Diego County, California. Questions were guided by the Kaiser Family Foundation National Survey of Public Secondary School Principals. Analyses followed a case-oriented approach, examining aspects within each case (ie, a principal), and then a comparative analysis of a small number of cases (ie, all principals). Overall, 17 principals acknowledged offering sexuality education in the previous 2 years. Over half of these schools had provided content on: sexually transmitted diseases/human immunodeficiency virus/acquired immune deficiency syndrome (STDs/HIV/AIDS), reproduction/pregnancy/birth, pregnancy prevention methods, delaying sex, and managing sexual pressure. Condom use, sexual assault, sexual orientation, talking with partners about STD/pregnancy prevention, talking with parents about relationships/sex, and using/where to get contraception were less commonly taught. Abortion was not addressed. When asked the grade they would assign to their schools' sexuality/HIV instruction, principals assigned 1 A, 7 Bs, 7 Cs, and 1 D. Consistency between our findings and what has been reported elsewhere varies. As charter schools often have greater curricular flexibility than traditional schools, this study provides unique preliminary data to inform future innovative, or strengthen existing, SRH programming. © 2017, American School Health Association.

The vision of the Charter and the work of the English Geodiversity Forum is to encourage good practice and to act as a focus in order to: • raise awareness of the importance, value and relevance of geodiversity to our economic prosperity and comfort and its wider links with the natural environment, landscape, cultural and historical heritage and sense of place • encourage a sense of pride through education and learning, promotion and interpretation • promote careful management of geodiversity through conservation and enhancement of its special character and qualities across the country and the continued development and sharing of good geoconservation practice • encourage a sustained legacy through maintenance and conservation of museum geology collections and archives and support initiatives to reach a wide audience • integrate geodiversity into relevant local and national policies, guidance and advice ensuring a sustainable and integrated approach to the management of our natural environment for the wider benefit of England's people, environment and economy • carry out research to improve our understanding of the role of geodiversity in providing benefits to ecosystems and people, leading to better decisions about managing our natural environment • secure resources to support the delivery of these goals from a local to a national level through existing organisations and funding provision and continue to encourage the provision The Geodiversity Charter encourages determined action from all sectors of society to fulfil the vision set out above. This charter establishes the International Space Station Program (ISSP) Mobile Servicing System (MSS) Systems Engineering Working Group (SEWG). The MSS SEWG is established to provide a mechanism for Systems Engineering for the end-to-end MSS function. The MSS end-to-end function includes the Space Station Remote Manipulator System (SSRMS), the Mobile Remote Servicer (MRS) Base System (MBS), Robotic Work Station (RWS), Special Purpose Dexterous Manipulator (SPDM), Video Signal Converters (VSC), and Operations Control Software (OCS), the Mobile Transporter (MT), and by interfaces between and among these elements, and United States On-Orbit Segment (USOS) distributed systems, and other International Space Station Elements and Payloads, (including the Power Data Grapple Fixtures (PDGFs), MSS Capture Attach System (MCAS) and the Mobile Transporter Capture Latch (MTCL)). This end-to-end function will be supported by the ISS and MSS ground segment facilities. This charter defines the scope and limits of the program authority and document control that is delegated to the SEWG and it also identifies the panel core membership and specific operating policies.

And since its creation in 1958, NASA's people have been passionate about sharing their inspiring discoveries, research and exploration with students and educators. In May 2010, NASA administration chartered an Education Design Team composed of 12 members chosen from the Office of Education, NASA's Mission Directorates and Centers for their depth of knowledge and education expertise, and directed them to evaluate the Agency's program in the context of current trends in education. By improving NASA's educational offerings, he was confident that the Agency can play a leading role in inspiring student interest in science, technology, engineering and mathematics (STEM) as few other organizations can. Through its unique workforce, facilities, research and innovations, NASA can expand its efforts to engage underserved and underrepresented communities in science and mathematics. Through the Agency's STEM education efforts and science and exploration missions, NASA can help the United States successfully compete, prosper and be secure in the 21st century global community. Cost comparison of methods for preparation of neonatal red cell aliquots.

The purpose of this study was to compare the preparation costs of two common methods used for neonatal red blood cell transfusion aliquots. Three months of data from a Level 2 and Level 3 neonatal intensive care unit (NICU) were used to determine the comparative cost for red cell aliquot transfusions using an eight bag aliquot/transfer system or the syringe set system. Using leuko-poor red blood cell blood collected in Adsol and containing approximately 320 ml of red blood cells and supernatant solution, the average cost of neonatal transfusion aliquots was determined using the Charter Medical syringe set and the Charter Medical eight bag aliquot/transfer system. A total of 126 red blood cell transfusion aliquots were used over the three month period. The amount transfused with each aliquot ranged from 5.0 ml - 55.0 ml with an average of 24.0 ml per aliquot. The cost per aliquot using the eight aliquot/transfer set was calculated as $36.25 and the cost per aliquot using the syringe set cost was calculated as $30.71. Additional benefits observed with the syringe set included decreased blood waste. When comparing Charter Medical multiple aliquot bag sets and the Charter Medical syringe aliquot system to provide neonatal transfusions, the use of the syringe system decreased blood waste and proved more cost effective.

The International Year of Astronomy 2009 (IYA2009) is a global collaboration between nations and organisations for peaceful purposes - the search for our cosmic origin, a common heritage that connects everyone. The science of astronomy represents millennia of collaborations across all boundaries: geographic, gender, age, culture and race, in accordance with the principles of the UN Charter. 1 January 2009 will mark the beginning of the IYA2009 in the eyes of the public. However this immense worldwide science outreach and education event began more than six years earlier, with IAU's initiative in 2003. The IYA2009 aims to unite nations under the umbrella of astronomy and science, while at the same time acknowledging cultural differences and national and regional particularities. Never before has such a network of scientists, amateur astronomers, educators, journalists and scientific institutions come together. When the IYA2009 officially kicks off in Paris on 15 January 2009, it is estimated that more than 5000 people will be directly involved in the organisation of IYA2009 activities across the globe. During this talk we will outline the status of the principal projects and activities that make up the Year.

The Patient's Charter has been in effect for nearly five years. This article considers the purpose and value of the document through a comparison with the New Jersey Patient Bill of Rights. Patient rights statements have been posted in American hospitals for more than twenty years. However, the New Jersey document and the patient rights programme it established seven years ago, have proven to be economically effective, successful in their representation of patients and enforceable, due to the adoption of state legislation and regulation to oversee the process. Several examples of how the programme works are included in the comparison, with a similar review of The Patient's Charter. In the comparison the author argues that for the programme to succeed as it has done in New Jersey, the government will need to develop legislative backing to ensure enforcement, and an efficient system for monitoring compliance. The programme will need to become credible in the eyes of the health service user. The author suggests this may be best achieved by developing an efficient, accessible and user-friendly means of redress, should the patient consider his or her rights have been violated. A "mish-mash" of quality assurance standards and levels of care which patients can "expect" from the health service providers only serves to distract the health service user from the government's failure to commit the resources that would empower the patients rights portion of The Patient's Charter.
