Created by a student frustrated with fellow students addicted to smart phones with an extreme lack of interest in the geosciences, one student visited each World Heritage site in the United States and created one e-book chapter per park. Overview of flow studies for recycling metal commodities in the United States

Metal supply consists of primary material from a mining operation and secondary material, which is composed of new and old scrap. Recycling, which is the use of secondary material, can contribute significantly to metal production, sometimes accounting for more than 50 percent of raw material supply. From 2001 to 2011, U.S. Geological Survey (USGS) scientists studied 26 metals to ascertain the status and magnitude of their recycling industries. The results were published in chapters A-Z of USGS Circular 1196, entitled, "Flow Studies for Recycling Metal Commodities in the United States." These metals were aluminum (chapter W), antimony (Q), beryllium (P), cadmium (O), chromium (C), cobalt (M), columbium (niobium) (I), copper (X), germanium (V), gold (A), iron and steel (G), lead (F), magnesium (E), manganese (H), mercury (U), molybdenum (L), nickel (Z), platinum (B), selenium (T), silver (N), tantalum (J), tin (K), titanium (Y), tungsten (R), vanadium (S), and zinc (D). Each metal commodity was assigned to a single year: chapters A-M have recycling data for 1998; chapters N-R and U-W have data for 2000, and chapters S, T, and X-Z have data for 2004. This 27th chapter of Circular 1196 is called AA; it includes salient data from each study described in chapters A-Z, along with an analysis of overall trends of metals recycling in the United States during 1998 through 2004 and additional up-to-date reviews of selected metal recycling industries from 1991 through 2008. In the United States for these metals in 1998, 2000, and 2004 (each metal commodity assigned to a single year), 84 million metric tons (Mt) of old scrap was generated. Unrecovered old scrap totaled 43 Mt (about 51 percent of old scrap generated, OSG), old scrap consumed was 38 Mt (about 45 percent of OSG), and net old scrap exports were 3.3 Mt (about 4 percent of OSG). Therefore, there was significant potential for increased recovery from scrap. The total old scrap supply was 88 Mt, and the overall new-to-old-scrap ratio was 36:64. On a weighted-average basis, the recycling rate overall for these metals was 40 percent, and the estimated efficiency of recovery was 63 percent. New scrap consumed was 21 Mt. The United States was a net exporter of most scrap metals, and the net exports of 3.3 Mt were valued at $2 billion in constant 1998 dollars. Metals show a wide range of recycling rates, recycling efficiency, and new-to-old-scrap ratios. Recycling rates cluster in the range from 15 to 45 percent, whereas efficiencies are fairly evenly distributed over a range from 7 to 97 percent.

This paper, dealing with the different kinds of host rocks and their alterations associated with uranium-bearing veins in the United States, is a chapter of a comprehensive report entitled , "Geology of uranium-bearing vein deposits in the United States," in preparation by George W. Walker, Frank W. Osterwald, and others. The comprehensive report will include detailed information on tectonic and structural setting, kinds of host rocks, wall-rock alteration, mineralogy, physical characteristics, processes of deposition, and concepts of origin of uraniferous veins; but, because it will not be completed until sometime in the future, some chapters of the report are being transmitted as they are finished. Part of an introductory chapter to the comprehensive report entitled, "Classification and distribution of uranium-bearing veins in the United States" (Walker and Osterwald, 1956) has already been transmitted; several of the terms used herein are defined in the introductory chapter. Data included in this chapter demonstrate that uranium-bearing veins are: 1) in rocks of nearly all textural, chemical, and mineralogic types; 2) most abundant in holocrystalline, commonly equigranular, igeneous and metamorphic rocks characterized by a moderate to high silica content and and by similar physical properties. Although some of the physiochemical properties of the host rocks are discussed in terms of favorability or nonfavoribility for uranium deposition, the principal purpose of this chapter is to establish the petroloic environment in which uranium-bearing veins have been found. Because favorability or nonfavorability of host rocks is related complexly to the chemistry of ore solutions and to methods or uranium transport and deposition, several hypothetical processes of transport and deposition have been referred to briefly; these and other hypotheses will be outlines and discussed in greater detail in a subsequent chapter. Lakes Mead and Mohave, which are the centerpieces of Lake Mead National Recreation Area, provide many significant benefits that have made the modern development of the Southwestern United States possible. Lake Mead is the largest reservoir by volume in the nation and it supplies critical storage of water supplies for more than 25 million people in three Western States (California, Arizona, and Nevada). Storage within Lake Mead supplies drinking water and the hydropower to provide electricity for major cities including Las Vegas, Phoenix, Los Angeles, Tucson, and San Diego, and irrigation of more than 2.5 million acres of croplands. Lake Mead is arguably the most important reservoir in the nation because of its size and the services it delivers to the Western United States. This Circular includes seven chapters. Chapter 1 provides a short summary of the overall findings and management implications for Lakes Mead and Mohave that can be used to guide the reader through the rest of the Circular. Chapter 2 introduces the environmental setting and characteristics of Lakes Mead and Mohave and provides a brief management context of the lakes within the Colorado River system as well as overviews of the geological bedrock and sediment accumulations of the lakes. Chapter 3 contains summaries of the operational and hydrologic characteristics of Lakes Mead and Mohave. Chapter 4 provides information on water quality, including discussion on the monitoring of contaminants and sediments within the reservoirs. Chapter 5 describes aquatic biota and wildlife, including food-web dynamics, plankton, invertebrates, fish, aquatic birds, and aquatic vegetation. Chapter 6 outlines threats and stressors to the health of Lake Mead aquatic ecosystems that include a range of environmental contaminants, invasive species, and climate change. Chapter 7 provides a more detailed summary of overall findings that are presented in Chapter 1; and it contains a more detailed discussion on associated management implications, additional research, and monitoring needs.

The purpose of the investigation is to provide a description of the principal geohydrologic systems in Upper Cambrian through Lower Cretaceous rocks in Kansas. This investigation was made as part of the Central Midwest Regional Aquifer-System Analysis (CMRASA). The CMRASA is one of several major investigations by the U.S. Geological Survey of regional aquifer systems in the United States. These regional investigations are designed to increase knowledge of the flow regime and hydrologic properties of major aquifer systems and to provide quantitative information for the assessment, development, and management of water supplies. The CMRASA study area includes all or parts of 10 Central Midwestern States (Jorgensen and Signor, 1981), as shown of the envelope cover,This Hydrologic Investigations Atlas, which consists of a series of chapters, presents a description of the physical framework and geohydrology of principal aquifers and confining systems in Kansas. Chapter H presents the geohydrology of the upper aquifer unit in the Western Interior Plains aquifer system. The physical framework of the aquifer system in relation to other systems is described by maps and sections showing areal extent and the thickness of rocks that compose the unit. The physical framework of the upper aquifer unit is described in detail in chapter D of the atlas (Hansen and others, in press). The hydrology of the system in relation to that of other systems is described in this chapter by maps showing the altitude of fluid levels and the direction of water movement within the unit. The chemical composition of water in the system is described by maps that show the distribution of dissolved-solids concentrations and the differences in water types on the basis of principal chemical constituents. The companies filed for protection from creditors on March 4, 1985 under Chapter 11 of the United States Bankruptcy Code. (2) Thin-film PV technologies have grown faster than crystalline silicon over the past 5 years, with a 10-year CAGR of 47% and a 5-year CAGR of 87% for thin-film shipments through 2008. Regional market shares for the 13 GW are about 51% in the United States, 33% in Spain, 8% in the Middle East and North Africa, and 8% in Australasia, Europe, and South Africa. PrefaceThe Ground Water Atlas of the United States presents a comprehensive summary of the Nation's ground-water resources and is a basic reference for the location, geography, geology, and hydrologic characteristics of the major aquifers in the Nation. The information was collected by the U.S. Geological Survey and other agencies during the course of many years of study. Results of the Regional Aquifer-System Analysis Program, a systematic study of the Nation's major aquifers by the U.S. Geological Survey, were used as a major, but not exclusive, source of information of the Atlas. The Atlas, which is designed in a graphical format that is supported by descriptive discussions, includes 13 chapters, each representing areas that collectively cover the 50 States and Puerto Rico, as well as the U.S. Virgin Islands. Each chapter of the Atlas presents and describes hydrogeologic and hydrologic conditions for the major aquifers in each regional area. The scale of the Atlas does not allow portrayal of minor features of the geology or hydrology of each aquifer presented, nor does it include detailed discussion of minor aquifers. Those readers who seek detailed local information for the aquifers will find extensive lists of references at the end of each chapter. The introductory chapter in this volume presents an overview of ground-water conditions Nationwide and gives an example of an aquifer in each of six hydrogeologic settings.

This study attempts to ascertain the environmental and economic suitability of utilizing forest biomass for cellulosic ethanol production in the Southern United States. The study is divided into six chapters. The first chapter details the background and defines the relevance of the study along with objectives. The second chapter reviews the existing literature to ascertain the present status of various existing conversion technologies. The third chapter assesses the net energy ratio and global warming impact of ethanol produced from slash pine (Pinus elliottii Engelm.) biomass. A life-cycle assessment was applied to achieve the task. The fourth chapter assesses the role of emerging bioenergy and voluntary carbon markets on the profitability of non-industrial private forest (NIPF) landowners by combining the Faustmann and Hartmann models. The fifth chapter assesses perceptions of four stakeholder groups (Non-Government Organization, Academics, Industries, and Government) on the use of forest biomass for bioenergy production in the Southern United States using the SWOT-AHP (Strength, Weakness, Opportunity, and Threat-Analytical Hierarchy Process) technique. Finally, overall conclusions are made in the sixth chapter. Results indicate that currently the production of cellulosic ethanol is limited as the production cost of cellulosic ethanol is higher than the production cost of ethanol derived from corn. However, it is expected that the production cost of cellulosic ethanol will come down in the future from its current level due to ongoing research efforts. The total global warming impact of E85 fuel (production and consumption) was found as 10.44 tons where as global warming impact of an equivalent amount of gasoline (production and consumption) was 21.45 tons. This suggests that the production and use of ethanol derived from slash pine biomass in the form of E85 fuel in an automobile saves about 51% of carbon emissions when compared to gasoline. The net energy ratio of ethanol produced at the mill was found to be 3.2. The unit cost of production of ethanol was estimated to be $2.05 per gasoline gallon energy equivalent. The study also found that the emerging bioenergy and voluntary carbon markets will significantly increase land expectation values and, thus, the profitability of landowners. Results suggest that the optimal rotation age is insensible to alternate management scenarios. Finally, it was found that all stakeholder groups perceive that the overall benefits of forest biomass-based bioenergy development were higher than its weaknesses.

The purpose of this Hydrologic Investigations Atlas is to provide a description of the principal geohydrologic systems in Upper Cambrian through Lower Cretaceous rocks in Kansas. This investigation was made as part of the Central Midwest Regional Aquifer-System Analysis (CMRASA). The CMRASA is one of several major investigations by the U.S. Geological Survey of regional aquifer systems in the United States. These regional investigations are designed to increase knowledge of the flow regime and hydrologic properties of major aquifer systems and to provide quantitative information for the assessment, development, and management water supplies. The CMRASA study area includes all or parts of 10 Central Midwestern States (Jorgensen and Signor, 1981), as shown on the envelope cover.This Hydrologic Investigations Atlas, which consists of a series of nine chapters, presents a description of the physical framework and the geohydrology of principal aquifers and confining systems in Kansas. Chapter D presents maps that show the areal extent, altitude and configuration of the top, and thickness of Mississippian rocks that compose the upper aquifer unit of the Western Interior Plains aquifer system in Kansas, The chapter is limited to the presentation of the physical framework of the upper aquifer unit. The interpretation of the physical framework of the upper aquifer unit is based on selected geophysical and lithologic logs and published maps of stratigraphically equivalent units. Maps indicating the thickness and the altitude and configuration of the top of the upper aquifer unit in the Western Interior Plains aquifer system have been prepared as part of a series of interrelated maps that describe the stratigraphic interval from the Precambrian basement through Lower Cretaceous rocks. A concerted effort was made to ensure that maps of each geohydrologic unit are consistent with the maps of underlying and overlying units. Chapter A of this atlas series (Wolf and others, 1990) describes the relation of principal geohydrologic systems in Kansas and presents a more detailed discussion of the methods and data used to prepare and ensure consistency among the sets of maps.

The purpose of this article is to describe United States Pharmacopeia Chapter <71> Sterility Tests from the perspective of Current Good Manufacturing Practices in order to aid compounding pharmacists in understanding the details and complexities that are required. Compounding pharmacists face a unique challenge in the industry today, with their compounding practice and the U.S. Food and Drug Administration trying to impose Current Good Manufacturing Practices guidelines. Naturally, this becomes a challenge to contract testing laboratories as well, as they are caught between the testing for non-Current Good Manufacturing Practices compounding standards and Current Good Manufacturing Practices manufacturing. It is important that the compounding pharmacist and their partner testing laboratory work closely together to ensure appropriate requirements are being met.

My dissertation focuses on the influence of politics, policies, and markets in determining oil and natural gas and wind energy development. In the first chapter, I examine the role of federal elected political influence and market factors in determining the acres of oil and natural gas leases issued on Bureau of Management (BLM) lands in the western United States between 1978 and 2008. I seek to determine if the political party and ideology of the federal political environment influence the number of acres that are leased and if there is disparate federal political influence in states that have a large amount of federal lands. Using a random effects Tobit model for a 17-state sample of the westernmost states in the contiguous United States, I find that more conservative federal political influence leads to additional leasing. The results are consistent across Senate committee leaders, Senate majority leadership, and the President's office. The further found that the influence of politics on leasing is not stronger in states with more federal lands. In the second chapter, I analyze the influence of state and federal political party changes and market factors on state oil and natural gas permitting. My findings, using a first-differenced empirical model for two samples, a 19-state sample, from 1990--2007, and a 14-state sample, from 1977--2007, indicate that the influence of state political party changes are trumped by economic factors. Oil and gas prices are the main drivers of permitting changes, while the state political party changes for the state legislatures and Governor's office are consistently not significant. In the third chapter I focus on the role of electricity markets and renewable energy regulation in wind development across the United States. My findings, using a random effects Tobit model with a 25-state sample, from 1994--2008, indicate that the implementation of state Renewables Portfolio Standards (RPS), the Federal Production Tax Credit (PTC), and Green Power Purchase Programs (GPP) positively influence a state's wind capacity. The influence of green power purchase programs continues to increase in the years after implementation, while for RPS it diminishes. The role of market factors is less significant.

The United States is the largest producer and consumer of diatomite in the world. In 2001, the United States produced about a third of the estimated global production of 1.95 million metric tons (Mt) of diatomite (Dolley, 2003). In any given year, the United States accounts for at least 50 percent of all the diatomite exported in the world (Roskill, 1994). Seven diatomite companies operating in the United States produce diatomite in various grades for a range of applications, including filtration, absorbents, fillers, insulation, and cement manufacture. Economic deposits of diatomite within the United States depend on variations in the physical and chemical properties between and within deposits, potential end uses, and proximity to suitable markets. On the basis of historical production figures, estimated U.S. diatomite-production capacity is currently about 800,000 metric tons per year (t/yr).

The United States (US) Food and Drug Administration (FDA) is a regulatory agency that has oversight for a wide range of products entering the US market, including gene and cell therapies. The regulatory approach for these products is similar to other medical products within the United States and consists of a multitiered framework of statutes, regulations, and guidance documents. Within this framework, there is considerable flexibility which is necessary due to the biological and technical complexity of these products in general. This chapter provides an overview of the US FDA regulatory oversight of gene and cell therapy products.

This dissertation analyzes the differences between private and non-private firms in two contexts. Chapters 1 and 2 examine the electricity industry in the United States and the motivation behind electric utilities' usage of demand side management programs. The first chapter focuses on load management programs, which decrease electricity demand during the peak hours of the day. It looks into the impact of a plausibly exogenous decrease in natural gas prices on the utilization and capacity of these programs. The second chapter analyzes the relationship between electricity market deregulation and electric utilities' energy efficiency activity. The third chapter investigates the impact of Chinese enterprise restructuring on employment, wage bills, and productivity. All three chapters show that different objectives due to ownership type lead to differences in firm behavior.

The General Ensemble Biogeochemical Modeling System (GEMS) was es in individual models, it uses multiple site-scale biogeochemical models to perform model simulations. Second, it adopts Monte Carlo ensemble simulations of each simulation unit (one site/pixel or group of sites/pixels with similar biophysical conditions) to incorporate uncertainties and variability (as measured by variances and covariance) of input variables into model simulations. Natural hazards such as earthquakes, landslides and debris flows, wildfires, hurricanes, and intense storm-induced flash floods threaten communities to varying degrees all along the United States–Mexican border. The U.S. Geological Survey (USGS) collaborates with Federal, State, and local agencies to minimize the effects of natural hazards by providing timely, unbiased science information to emergency response officials, resource managers, and the public to help reduce property damage, injury, and loss of life. The USGS often mobilizes response efforts during and after a natural hazard event to provide technical and scientific counsel on recovery and response, and it has a long history of deploying emergency response teams to major disasters in both domestic and international locations. This chapter describes the challenges of natural hazards in the United States–Mexican border region and the capabilities of the USGS in the fields of hazard research, monitoring, and assessment, as well as preventative mitigation and post-disaster response.

SummaryMineral commodities are vital for economic growth, improving the quality of life, providing for national defense, and the overall functioning of modern society. Minerals are being used in larger quantities than ever before and in an increasingly diverse range of applications. With the increasing demand for a considerably more diverse suite of mineral commodities has come renewed recognition that competition and conflict over mineral resources can pose significant risks to the manufacturing industries that depend on them. In addition, production of many mineral commodities has become concentrated in relatively few countries (for example, tungsten, rare-earth elements, and antimony in China; niobium in Brazil; and platinum-group elements in South Africa and Russia), thus increasing the risk for supply disruption owing to political, social, or other factors. At the same time, an increasing awareness of and sensitivity to potential environmental and health issues caused by the mining and processing of many mineral commodities may place additional restrictions on mineral supplies. These factors have led a number of Governments, including the Government of the United States, to attempt to identify those mineral commodities that are viewed as most “critical” to the national economy and (or) security if supplies should be curtailed.This book presents resource and geologic information on the following 23 mineral commodities currently among those viewed as important to the national economy and national security of the United States: antimony (Sb), barite (barium, Ba), beryllium (Be), cobalt (Co), fluorite or fluorspar (fluorine, F), gallium (Ga), germanium (Ge), graphite (carbon, C), hafnium (Hf), indium (In), lithium (Li), manganese (Mn), niobium (Nb), platinum-group elements (PGE), rare-earth elements (REE), rhenium (Re), selenium (Se), tantalum (Ta), tellurium (Te), tin (Sn), titanium (Ti), vanadium (V), and zirconium (Zr). For a number of these commodities—for example, graphite, manganese, niobium, and tantalum—the United States is currently wholly dependent on imports to meet its needs. Effects of acid deposition on ecosystems: Advances in the state of the science

Chapter 2 focused on the environmental results of the ARP, presenting data from national monitoring networks on SO2 and NOx emissions, air quality, atmospheric deposition, surface water chemistry, and visibility. This chapter expands on this information by examining the most recent research into how ecosystems respond to acid deposition, especially the processes that control the recovery of ecosystems as acid deposition decreases. In Chapter 2, two general trends were discussed regarding the current recovery status of affected ecosystems: (1) these ecosystems are trending generally towards recovery, but improvements in ecosystem condition shown by surface water chemistry monitoring data thus far have been less than the improvements in deposition; and (2) ecosystem impacts and trends vary widely by geographic region, but the evidence of improvement is strongest and most evident in the Northeast. These trends are not uniform across the United States, however, and in some regions (e.g., central Appalachian Mountain region), trends in improved water quality are generally not evident. Despite the strong link in many areas between reduced emissions and reduced acidity of atmospheric deposition, the link is less clear between reduced acidity and recovery of the biological communities that live in aquatic and terrestrial ecosystems that have experienced deleterious effects from acid deposition. The recovery of these communities is proceeding at a slower pace than, for example, the improvements in stream and lake ANC would indicate. The goal of this chapter is to synthesize the science in a weightof-evidence manner to provide policy makers with tangible evidence and likely causative factors regarding ecosystem status and recovery patterns to date. This chapter serves as an update to the 2005 NAPAP RTC (NSTC, 2005), with an emphasis on scientific studies and monitoring since 2003, which was the last year for consideration of research results in the 2005 report. Several issues pertinent to ecosystem response to emission controls and acid deposition are receiving increasing attention in the scientific literature and will be discussed in this chapter, including the (1) observed delay in ecosystem recovery in the eastern United States, even with decreases in emissions and deposition over the past 30 years; (2) emerging ecosystem impacts of nitrogen deposition in the western United States; (3) the application of critical deposition loads as a tool for scientists to better inform air quality policies; (4) the role of changes in climate and the carbon cycle as factors that affect the response of ecosystems to acid deposition; and (5) the interaction of multiple pollutants in ecosystems. Throughout this chapter, the value of long-term environmental monitoring data in informing air quality policy will be highlighted, including the limitations of assessing the current status of some ecosystem indicators for which continuous, long-term data are lacking.

Temperature is among the most important climatic elements used in decision-making. For example, builders and insurers use temperature data for planning and risk management while energy companies and regulators use temperature data to predict demand and set utility rates. Temperature is also a key indicator of climate change: recent increases are apparent over the land, ocean, and troposphere, and substantial changes are expected for this century. This chapter summarizes the major observed and projected changes in near-surface air temperature over the United States, emphasizing new data sets and model projections since the Third National Climate Assessment (NCA3). Changes are depicted using a spectrum of observations, including surface weather stations, moored ocean buoys, polar-orbiting satellites, and temperature-sensitive proxies. Projections are based on global models and downscaled products from CMIP5 (Coupled Model Intercomparison Project Phase 5) using a suite of Representative Concentration Pathways (RCPs; see Ch. 4: Projections for more on RCPs and future scenarios).

Severe and prolonged droughts between 1961 and 1988, combined with increased demands for freshwater supplies in the United States, have resulted in a critical need to assess the potential for development of ground- and surface-water supplies. Rapid industrial growth and urban expansion have caused existing freshwater supplies to be used at or near maximum capacity. Begun in 1978, the Regional Aquifer-System Analysis (RASA) Program of the U.S. Geological Survey (USGS) is a systematic effort to study a number of the Nation's most important aquifer systems, which, in aggregate, underlie much of the country and represent an important component of the Nation's total water supply. The broad objective for each of the 28 studies in the program is to assemble geologic, hydrologic, and geochemical information, to analyze and develop an understanding of the system, and to develop predictive capabilities that will contribute to the effective management of the system.In 1988, as part of the RASA Program, the USGS began a 6-year study of the ground-water resources of parts of 11 States in the Eastern United States (Swain and others, 1991). The study was designated the Appalachian Valley and Piedmont Regional Aquifer-System Analysis (APRASA). The APRASA team investigated ground-water resources primarily in the unglaciated part of the Valley and Ridge, the Blue Ridge, the New England, and the Piedmont Physiographic Provinces (fig. 1). For the purposes of this report, the small area in the New England Physiographic Province that is within the study area in New Jersey and Pennsylvania was considered part of the Piedmont Physiographic Province. The results of the APRASA are contained in about 50 reports and abstracts, including reports on simulation of ground-water flow in three type areas, this atlas, and chapters in Professional Paper 1422. These chapters include the summary (Chapter A), descriptions of recharge rates and surface- and ground-water relations (Chapter B), hydrogeologic terranes in the Valley and Ridge Physiographic Province (Chapter C), and ground-water geochemistry (Chapter D).The purposes of this atlas are to summarize the hydrogeology, to describe an analysis of maps and well records, and to present a classification and map of the hydrogeologic terranes of the Blue Ridge and Piedmont Physiographic Provinces within the APRASA study area. Hydrogeologic terranes are defined for this atlas as regionally mappable areas characterized by similar water-yielding properties of a grouping of selected rock types. The hydrogeologic terranes represent areas of distinct hydrologic character. The terranes are intended to help water users locate and develop adequate water supplies and to help hydrologists interpret the regional hydrogeology.Previous investigations provide maps and descriptions of the geologic units, describe the local quantity and quality of ground water within these units, and establish the statistical methods for comparing the water-yielding properties of these units. State geologic maps show the distribution of geologic units at a scale of 1:500,000 for Alabama (Osborne and others, 1989), Georgia (Lawton and others, 1976), North Carolina (Brown and Parker, 1985), and Virginia (Calver and Hobbs, 1963). State maps show geologic units at a scale of 1:250,000 for Maryland (Cleaves and others, 1968), New Jersey (Lewis and Kummel, 1912), Pennsylvania (Berg and others, 1980), South Carolina (Overstreet and Bell, 1965), Tennessee (Hardeman, 1966), and West Virginia (Cardwell and others, 1968). Quadrangle geologic maps show geologic units at a scale of 1:24,000 for parts of Delaware within the APRASA area (Woodruff and Thompson, 1972, 1975). Many reports have been published describing the groundwater resources of a county, parts of a county, multi-county areas, or river basins.The statistical methods used in this atlas are based largely on those used by Helsel and Hirsch (1992) and by Knopman (1990, p. 7-9). In her analysis of well records in the USGS Ground-Water Site Inventory (GWSI) data base, Knopman (1990) ranked factors that must be taken into account when assessing the water-yielding potential of the rocks in the Valley and Ridge, the Blue Ridge, and the Piedmont Physiographic Provinces in Pennsylvania. Readers are referred to Helsel and Hirsch (1992) and Knopman (1990) for details regarding statistical methods.

Professional societies sponsor student chapters in order to foster scholarship and training in photonics at the college and graduate level, but they are also an excellent resource for disseminating photonics knowledge to pre-college students and teachers. Starting in 2006, we tracked the involvement of SPIE student chapter volunteers in informal pre-college education settings. Chapter students reached 2800, 4900 and 11800 pre-college students respectively from 2006-2008 with some form of informal instruction in optics and photonics. As a case study, the EduKit, a self-contained instruction module featuring refractive and diffractive micro-optics developed by the European Network of Excellence on Micro-Optics (NEMO), was disseminated through student chapters in Argentina, Belgium, Canada, China, Colombia, India, Latvia, Mexico, Peru, Russia, Singapore, South Africa, and the United States. We tracked the movement of this material through the network, up to the student-teacher feedback stage. The student chapter network provided rapid dissemination of the material, translation of the material into the local language, and leveraged existing chapter contacts in schools to provide an audience. We describe the student chapter network and its impact on the development of the EduKit teaching module.

Human activities have greatly increased nitrogen emissions and deposition across large areas of Earth. Although nitrogen is an essential nutrient for plant growth, too much nitrogen in excess of critical loads leads to losses of biodiversity, soil and stream acidification, nutrient imbalances, and other deleterious effects. In a new report quantifying critical loads of nitrogen deposition across the United States, USGS scientist Steve Perakis and co-authors provided a chapter about responses of marine west coast forests. Much of this region is understudied with respect to nitrogen deposition, and in this chapter the authors identify known adverse effects and estimate critical loads of nitrogen deposition for western Oregon and Washington and southeast Alaska forests. Perakis also contributed to the synthesis chapter, which includes background, objectives, advantages and uncertainties of critical loads, an overview of critical loads across U.S. ecoregions, and other topics.

Severe and prolonged droughts between 1961 and 1988, combined with increased demands for freshwater supplies in the United States, have resulted in a critical need to assess the potential for development of ground- and surface-water supplies. Rapid industrial growth and urban expansion have caused existing freshwater supplies to be used at or near maximum capacity. Begun in 1978, the Regional Aquifer-System Analysis (RASA) Program of the U.S. Geological Survey (USGS) is a systematic effort to study a number of the Nation's most important aquifer systems, which, in aggregate, underlie much of the country and represent an important component of the Nation's total water supply. The broad objective for each of the 28 studies in the program is to assemble geologic, hydrologic, and geochemical information, to analyze and develop an understanding of the system, and to develop predictive capabilities that will contribute to the effective management of the system.In 1988, as part of the RASA Program, the USGS began a 6-year study of the ground-water resources of parts of 11 States in the Eastern United States (Swain and others, 1991). The study was designated the Appalachian Valley and Piedmont Regional Aquifer-System Analysis (APRASA). The APRASA team investigated ground-water resources primarily in the unglaciated part of the Valley and Ridge, the Blue Ridge, the New England, and the Piedmont Physiographic Provinces (fig. 1). For the purposes of this report, the small area in the New England Physiographic Province that is within the study area in New Jersey and Pennsylvania was considered part of the Piedmont Physiographic Province. The results of the APRASA are contained in about 50 reports and abstracts, including reports on simulation of ground-water flow in three type areas, this atlas, and chapters in Professional Paper 1422. These chapters include the summary (Chapter A), descriptions of recharge rates and surface- and ground-water relations (Chapter B), hydrogeologic terranes in the Valley and Ridge Physiographic Province (Chapter C), and ground-water geochemistry (Chapter D).The purposes of this atlas are to summarize the hydrogeology, to describe an analysis of maps and well records, and to present a classification and map of the hydrogeologic terranes of the Blue Ridge and Piedmont Physiographic Provinces within the APRASA study area. Hydrogeologic terranes are defined for this atlas as regionally mappable areas characterized by similar water-yielding properties of a grouping of selected rock types. The hydrogeologic terranes represent areas of distinct hydrologic character. The terranes are intended to help water users locate and develop adequate water supplies and to help hydrologists interpret the regional hydrogeology.Previous investigations provide maps and descriptions of the geologic units, describe the local quantity and quality of ground water within these units, and establish the statistical methods for comparing the water-yielding propertics of these units. State geologic maps show the distribution of geologic units at a scale of 1:500,000 for Alabama (Osborne and others, 1989), Georgia (Lawton and others, 1976), North Carolina (Brown and Parker, 1985), and Virginia (Calver and Hobbs, 1963). State maps show geologic units at a scale of 1:250,000 for Maryland (Cleaves and others, 1968), New Jersey (Lewis and Kummel, 1912), Pennsylvania (Berg and others, 1980), South Carolina (Overstreet and Bell, 1965), Tennessee (Hardeman, 1966), and West Virginia (Cardwell and others, 1968). Quadrangle geologic maps show geologic units at a scale of 1:24,000 for parts of Delaware within the APRASA area (Woodruff and Thompson, 1972, 1975). Many reports have been published describing the groundwater resources of a county, parts of a county, multi-county areas, or river basins.The statistical methods used in this atlas are based largely on those used by Helsel and Hirsch (1992) and by Knopman (1990, p. 7-9). In her analysis of well records in the USGS Ground-Water Site Inventory (GWSI) data base, Knopman (1990) ranked factors that must be taken into account when assessing the water-yielding potential of the rocks in the Valley and Ridge, the Blue Ridge, and the Piedmont Physiographic Provinces in Pennsylvania. Readers are referred to Helsel and Hirsch (1992) and Knopman (1990) for details regarding statistical methods.

Deregulation in electricity and natural gas market in an attempt to alleviate market power of privately owned utilities is widespread throughout the United States. Beginning with Gollop and Roberts (1979), a number of empirical studies have allowed the data to identify industry competition and marginal cost levels by estimating the firms' first order condition within a conjectural variations framework. The first chapter of my dissertation uses direct measures of marginal cost for the California electricity market to measure the extent to which estimated mark-ups and marginal costs are biased. My results suggest that the New Empirical Industrial Organization technique poorly estimates the level of mark-ups and the sensitivity of marginal cost to cost shifters. The second chapter takes advantage of the market structure of electricity and natural gas varies in the United States. The goal of the chapter is to analyze whether combined-billed residential households of electricity and natural gas firms face information costs associated with determining the portion of their monthly energy bill attributed to natural gas consumption and the portion attributed to electricity consumption. However, if households are unable to determine whether an increase in their energy bill is the result of an increase in the price of electricity or an increase in the price of natural gas, they act as if electricity and natural gas were complements. I find that own-price elasticities are smaller in absolute terms in combined-billed markets, while cross-price elasticities are more positive, compared to separate-billed markets; both of these results are consistent with the presence of information costs. In chapter 3, I provide an empirical evidence of the impact of variations in ownership, regulation and market structure on the electric and natural gas markets in the United States. My results suggest that the private firms in electricity markets are associated with higher prices than public firms. I further find that dual-product firms in the natural gas industry tend to charge less than single product firms. Finally, my results suggest that merger activities in natural gas markets are associated with higher rates after controlling cost and demand.
Stranded cost recovery: Reregulating the electricity markets in the United States

For the past few years, Stranded Cost recovery has been one of the most contentious issues regarding the restructuring of electricity markets among the regulators, researchers, and the other interested parties. Among the states that have moved towards retail competition, some have already made decisions regarding the levels of the stranded cost recovery. So the question is: how have these states handled the "stranded cost problem"? Following the introduction and the historical perspective of the industry in the first chapter, the second chapter takes a broad view for understanding the overall process of deregulation. It attempts to analyze why some states have made a rapid transition to competition in the electric utility industry, while other states are just beginning to consider the issue. White (1996) and Ando & Palmer (1998) have conducted a similar exercise. We present a more comprehensive and theoretically informed econometric analysis that sheds light over some of the crucial issues involved in restructuring, such as, stranded cost recovery, regulation of transmission and distribution sectors, and establishment of Independent System Operator, etc. This chapter offers the rationale for alternative econometric techniques, and extends the political economy analysis to incorporate actual timings of retail competition. Once we have identified the role of stranded cost in restructuring and the theoretical foundations, we study empirically the political economy of states' decisions to grant stranded cost recovery. This constitutes the third chapter. Here, we concentrate on California and Pennsylvania, two states that are at the frontiers of deregulation, and compare their respective treatments of the stranded cost. We probe the reasons behind Pennsylvania's lead over California on the path towards deregulation.
Taxation of United States general aviation

General aviation in the United States has been an important part of the economy and American life. General aviation is defined as all flying excluding military and scheduled airline operations, and is utilized in many areas of our society. The majority of aircraft operations and airports in the United States are categorized as general aviation, and general aviation contributes more than one percent to the United States gross domestic product each year. Despite the many benefits of general aviation, the lead emissions from aviation gasoline consumption are of great concern. General aviation emits over half the lead emissions in the United States or over 630 tons in 2005. The other significant negative externality attributed to general aviation usage is aircraft accidents. General aviation accidents have caused over 8000 fatalities over the period 1994-2006. A recent Federal Aviation Administration proposed increase in the aviation gasoline tax from 19.4 to 70.1 cents per gallon has renewed interest in better understanding the implications of such a tax increase as well as the possible optimal rate of taxation. Few studies have examined aviation fuel elasticities and all have failed to study general aviation fuel elasticities. Chapter one fills that gap and examines the elasticity of aviation gasoline consumption in United States general aviation. Utilizing aggregate time series and dynamic panel data, the price and income elasticities of demand are estimated. The price elasticity of demand for aviation gasoline is estimated to range from -0.093 to -0.185 in the short-run and from -0.132 to -0.303 in the long-run. These results prove to be similar in magnitude to automobile gasoline elasticities and therefore tax policies could more closely mirror those of automobile tax policies. The second chapter examines the costs associated with general aviation accidents. Given the large number of general aviation operations as well as the large number of fatalities and injuries attributed to general aviation accidents in the United States, understanding the costs to society is of great importance. This chapter estimates the direct and indirect costs associated with general aviation accidents in the United States. The indirect costs are estimated via the human capital approach in addition to the willingness-to-pay approach. The average annual accident costs attributed to general aviation are found to be 2.32 billion and 3.81 billion (2006 US) utilizing the human capital approach and willingness-to-pay approach, respectively. These values appear to be fairly robust when subjected to a sensitivity analysis. These costs highlight the large societal benefits from accident and fatality reduction. The final chapter derives a second-best optimal aviation gasoline tax developed from previous general equilibrium frameworks. This optimal tax reflects both the lead pollution and accident externalities, as well as the balance between excise taxes and labor taxes to finance government spending. The calculated optimal tax rate is 4.07 per gallon, which is over 20 times greater than the current tax rate and 5 times greater than the Federal Aviation Administration proposed tax rate. The calculated optimal tax rate is also over 3 times greater than automobile gasoline optimal tax rates calculated by previous studies. The Pigovian component is 1.36, and we observe that the accident externality is taxed more severely than the pollution externality. The largest component of the optimal tax rate is the Ramsey component. At 2.70, the Ramsey component reflects the ability of the government to raise revenue aviation gasoline which is price inelastic. The calculated optimal tax is estimated to reduce lead emissions by over 10 percent and reduce accidents by 20 percent. Although unlikely to be adopted by policy makers, the optimal tax benefits are apparent and it sheds light on the need to reduce these negative externalities via policy changes.

The ad hoc Task Group on Planetary Protection formed by the Space Studies Board (SSB) of the National Research Council focused on making recommendations concerning the protection of Mars from forward contamination (i.e., Earth to Mars) during upcoming missions by both the United States and the former Soviet Union. In so doing, it distinguished between missions whose goals include reconnaissance and measurement and those that specifically include experiments to detect life. The task group also discussed what additional knowledge will be needed in order to assure that future recommendations regarding contamination of Earth from Mars might be made with a higher degree of certainty than is now possible. Following a short introduction to the rationale underlying planetary exploration (Chapter 1) is a brief summary of approved and contemplated missions to Mars (Chapter 2). Chapter 3 briefly reviews the state of knowledge in several areas pertinent to the problem of planetary protection, in the limits of life on Earth and the abilities of known terrestrial organisms to withstand extreme environment conditions, as well as new approaches to detecting life forms. Chapter 5 includes a review and comments (made in light of current knowledge)- on the recommendations made in 'Recommendations on Quarantine Policy for Mars, Jupiter, Saturn, Uranus, Neptune, and Titan'. Updates to the recommendations made in 1978 are also given in Chapter 5. Chapter 6 gives additional recommendations concerning collection of essential data, spacecraft sterilization and bioburden assessment, and future research, as well as legal and social issues and NASA's overall planetary protection program.

Exotic annual Bromus species are widely recognized for their potential to invade, dominate, and alter the structure and function of ecosystems. In this chapter, we summarize the invasion potential, ecosystem threats, and management strategies for different Bromus species within each of five ecoregions of the western United States. We characterize invasion potential and threats in terms of ecosystem resistance to Bromus invasion and ecosystem resilience to disturbance with an emphasis on the importance of fi re regimes. We also explain how soil temperature and moisture regimes can be linked to patterns of resistance and resilience and provide a conceptual framework that can be used to evaluate the relative potential for invasion and ecological impact of the dominant exotic annual Bromus species in the western United States.
