A next generation magnetic sensor is being developed at L-3 Communications, Communication Systems East to enhance the ability of Army and Marine Corps unattended ground sensor (UGS) systems to detect and track targets on the battlefield. This paper describes a magnetic sensor that provides superior detection range for both armed personnel and vehicle targets, at a reduced size, weight, and level of power consumption (SWAP) over currently available magnetic sensors. The design integrates the proven technology of a flux gate magnetometer combined with advanced digital signal processing algorithms to provide the warfighter with a rapidly deployable, extremely low false-alarm-rate sensor. This new sensor improves on currently available magnetic UGS systems by providing not only target detection and direction information, but also a magnetic disturbance readout, indicating the size of the target. The sensor integrates with Government Off-the-Shelf (GOTS) systems such as the United States Army's Battlefield Anti-Intrusion System (BAIS) and the United States Marine Corps Tactical Remote Sensor System (TRSS). The system has undergone testing by the US Marine Corps, as well as extensive company testing. Results from these field tests are given.

Reducing mental health stigma and perceived barriers to care is a necessary strategy for addressing the public health problem of suicide among the United States Armed Forces. The purpose of this study was threefold: (a) to empirically evaluate the principal component structure of the Perceived Barriers to Care (PBTC) measure; (b) to gain an understanding of the perceived barriers to seeking mental health services among Marine Corps noncommissioned officers (NCOs) selected to participate in a primary suicide prevention training program, Never Leave a Marine Behind (NLMB); and (c) to explore the relationship among sex, education, prior exposure to suicide within one's military unit, and perceived barriers to seeking mental health services. The data for the PBTC (N = 1,758) were drawn from a previously performed pretest/posttest program evaluation study of the Marine Corp's NLMB program, which took place over 6 months in 2009 (April-October). The three highest perceptions of barriers to care reported by NCOs for their Marines were related to being embarrassed, having members of one's unit have less confidence in the Marine, and concerns about being treated differently by military unit leadership. Three principal components for PBTC were identified, accounting for approximately 59% of the total variance. Higher education and prior exposure to suicide within one's military unit significantly correlated with greater perceived barriers to care; sex was not significantly correlated with greater perceived barriers to care. Objective To describe how pharmacy officers in the Commissioned Corps are making a difference in protecting, promoting, and advancing health and safety of the Nation. Summary Pharmacists who serve in the Commissioned Corps of the United States Public Health Service fill roles that are considerably different than their counterparts in the private sector. Their work takes them out from behind the counter and into the world. Pharmacy officers advance the health and safety of the Nation by their involvement in the delivery of direct patient care to medically underserved people, national security, drug vigilance, research and policy-making endeavors. PHS pharmacists fill essential public health leadership and service roles throughout the U.S. Department of Health and Human Services (HHS) and certain non-HHS federal agencies and programs. The Federal Bureau of Prisons, Health Resources and Services Administration, Food and Drug Administration, United States Coast Guard, Indian Health Service, and National Institutes of Health are among the many federal agencies where pharmacy officers are assigned. Conclusion In each setting, pharmacists find traditional roles augmented with assignments and challenges that broaden the scope of their practice. PMID:19443327

Dewatering of slurries has been successfully accomplished by the proper use of polymers in flocculating the fine particulate matter suspended in mineral processing streams. The U.S. Bureau of Mines (USBM) entered into a cooperative research effort with the U.S. Army Corps of Engineers (Corps) for the purpose of testing and demonstrating the applicability of mining flocculation technology to dredging activities associated with the removal of sediments from navigable waterways. The Corps has the responsibility for maintaining the navigable waterways in the United States. Current technology relies primarily on dredging operations which excavate the material from the bottom of waterways. The Corps is testing new dredging technology which may reduce resuspension of sediments by the dredging operation. Pilot plant dredging equipment was tested by the Corps which generated larger quantities of water when compared to conventional equipment, such as the clam shell. The transportation of this 'excess' water adds to the cost of sediment removal. The process developed by the USBM consists of feed material from the barge being pumped through a 4-in line by a centrifugal pump and exiting through a 4-in PVC delivery system. A 1,000-gal fiberglass tank was used to mix the polymer concentrate. The polymer was pumped through a 1-in line using a variable speed progressive cavity pump and introduced to the 4-in feed line prior to passing through a 6-in by 2-ft static mixer. The polymer/feed slurry travels to the clarifying tank where the flocculated material settled to the bottom and allowed 'clean' water to exit the overflow. A pilot scale flocculation unit was operated on-site at the Corps' 'Confined Disposal Facility' in Buffalo, NY.

In response to a request by Colonel Harry O. Fisher, District Engineer of the Fort Worth District of the Corps of Engineers, United States Army (letter of Dec. 13, 1954), a reconnaissance investigation was made of the geology of the Canyon (F-1) reservoir site on the Guadalupe River in Comal County, Tex. The purpose of the investigation was to study the geology in relation to possible leakage - particularly leakage of water that might then be lost from the drainage area of the Guadalupe River - and to add to the general knowledge of the ground-water hydrology of the San Antonio area. The dam (F-1) was originally designed for flood control and conservation only, with provision for the addition of a power unit if feasible. Since the completion of the investigation by the Corps of Engineers, the city of San Antonio has expressed an interest in the reservoir as a possible source of public water supply. The Corps of Engineers has made a thorough engineering and geologic study of the dam site (Corps of Engineers, 1950), which has Congressional approval. The geology and water resources of Comal County have been studied by George (1952). The rocks studied are those within the reservoir area and generally below the 1,000-foot contour as shown on the Smithson Valley quadrangle of the U.S. Geological Survey.

The 1972 Clean Water Act was passed to protect chemical, physical, and biological integrity of United States' waters. The U.S. Environmental Protection Agency and U.S. Army Corps of Engineers codified a new "waters of the United States" rule on June 29, 2015, because several Supreme Court case decisions caused confusion with the existing rule. Climate change could affect this rule through connectivity between groundwater and surface waters; floodplain waters and the 100-year floodplain; changes in jurisdictional status; and sea level rise on coastal ecosystems. Four approaches are discussed for handling these implications: (1) "Wait and see"; (2) changes to the rule; (3) use guidance documents; (4) Congress statutorily defining "waters of the United States." The approach chosen should be legally defensible and achieved in a timely fashion to provide protection to "waters of the United States" in proactive consideration of scientifically documented effects of climate change on aquatic ecosystems.

Several detailed technical investigations of grid ancillary service impacts of wind power plants in the United States have recently been performed. These studies were applied to Xcel Energy (in Minnesota) and PacifiCorp and the Bonneville Power Administration (both in the northwestern United States). Although the approaches vary, three utility time frames appear to be most at issue: regulation, load following and unit commitment. This article describes and compares the analytic frameworks from recent analysis and discusses the implications and cost estimates of wind integration. The findings of these studies indicate that relatively large-scale wind generation will have an impact on power system operation and costs, but these impacts and costs are relatively low at penetration rates that are expected over the next several years. Since 2001 the US Army Corps of Engineers has been permitting most surface coal mines as Individual Permits rather than Nationwide Permits under the Section 404 program. This was shown in a survey by Skelly & Loy of permits published by Huntingdon Crops District and the state of Kentucky. Nationwide Permit 21 (NWP21) authorises the filling of waters of the United States associated with surface coal mining and reclamation operations already authorised or currently being processed as part of the integrated permit processing procedure. The report has been prepared for and under specifications established by the Corps of Engineers, U. S. Army, and the Public Health Service, Department of Health, Education, and Welfare.A comprehensive study of the water and related land resources of the Susquehanna River basin was authorized by the Congress of the United States in October 1961, and the task of preparing a report and of coordinating the work being done by others in support of the study was assigned to the Corps of Engineers. The comprehensive study is being conducted by several Federal departments and independent agencies in cooperation with the States of New York, Pennsylvania, and Maryland. The 2015 U.S. Environmental Protection Agency report Climate Change in the United States: Benefits of Global Action estimated the potential cumulative future economic impacts of storm surge and sea-level rise on U.S. coasts during this century at 5 trillion (2014 dollars) if no adaptation measures are implemented. These impacts drop to 0.8 trillion if investments are made in cost-effective adaptations and protections. Awareness of flood risk and its long-term fiscal impact historically has proven insufficient to motivate pre-disaster land use changes and investments in mitigation and protection. While many adaptations and protections fall largely under state and local authority, some stakeholders are interested in federal coastal flood protection projects, including projects by the U.S. Army Corps of Engineers. Since the 1950s, Congress has authorized the Corps to construct specific coastal projects. The broad vision, strategy, and priorities for the federal role in coastal flood damage reduction projects nonetheless remain ill-defined. This research analyzes (1) the authorization and appropriations trends for Corps coastal storm damage reduction projects, and (2) how Corps feasibility studies account for and address coastal flood hazards. Identified trends include: emergency appropriations for storm-damaged areas outstrip annual investments in coastal flood projects; the rate at which projects are congressionally approved for construction outpaces the rate at which construction is funded; and how coastal protection projects are evaluated in Corps feasibility studies shows variation and change in agency practices. These trends have consequences; they affect public and local expectations when projects begin providing protection benefits, and may influence investments in other adaptation measures. These trends also raise questions for policymakers at all levels and for scientists and practitioners interested in coastal flood resilience.

In March 1945 Colonel George R. Goethels, Chief of the Civil Works Division of the Corps of Engineers, requested the Director of the Geological Survey, United States Department of the Interior, to prepare a report on the mineral resource of the area that, according to economic studies made by the Corps of Engineers, would be affected by the canalization of the Trinity River to Fort Worth. As a consequence, the staff of the Geological Survey's Regional Office in Rolla, Mo., was assigned the task of preparing the desired information. A. E. Weissenborn, acting Regional Geologist, called on Major H. R. Norman, Division Engineer of the Corps of Engineers, U. S. Army, and discussed with him the purpose, scope, and form of the proposed report. Following this discussion, Dr. John T. Lonsdale, Director of the Bureau of Economic Geology of the University of Texas, at Mr. Weissenborn's request, agreed that the Bureau of Economic Geology should participate in the preparation of the report. My. Weissenborn also called on Robert H. Dott, Director of the Oklahoma State Geological Survey at Norman, Oklahoma. The Oklahoma Geological Survey was unable to participate in writing the report, but was very helpful in supplying published and unpublished or out-of-print information on the mineral resources of Oklahoma.

Since 1798, the men and women of the Commissioned Corps of the US Public Health Service (USPHS), one of the seven US uniformed services, have served on the front lines of public health. Two hundred years after the start of the USPHS, the first physician assistant (PA) entered the service to carry on the tradition of protecting, promoting, and advancing the health and safety of the nation. These dedicated clinicians are involved in healthcare delivery to underserved and vulnerable populations, disease control and prevention, biomedical research, food and drug regulation, and national and international response efforts for natural and man-made disasters. This article describes how PAs in the Commissioned Corps of the USPHS have impacted the health and safety of not only the United States but also the international community.

Ghana National Petroleum Corp. (GNPC) plans a two well offshore drilling program it hopes will lead to a resumption of hydrocarbon production in the West African state. The wells will be drilled in South Tano field in the extreme western sector of Ghana's offshore area, near the boundary with Ivory Coast. If the program is successful, the state company will develop a novel floating production system to handle and export oil. Gas will provide fuel for an electrical power generating unit integrated into a floating production system. Power will move ashore through a submarine cable. North and south Tano fieldsmore » were discovered by Phillips Petroleum Corp., which relinquished the acreage in 1982. The South Tano discovery well flowed 1,614 b/d of oil and 8.2 MMCfd of gas. Studies by a unit of ARCO, when it was a partner in a group that later acquired the Tano block, pegged North Tano hydrocarbons in place at 53.6 million bbl of oil and 102 bcf of gas. Braspetro, under contract with GNPC, estimated South Tano hydrocarbons in place at 82 million bbl of oil and 100 bcf of gas. GNPC is evaluating the possibility of rehabilitating Saltpond oil field about 150 miles east-northeast of North and South Tano. Saltpond has been shut in since 1985.« less

Service members (SM) are at increased risk of psychiatric conditions, including suicide, yet research indicates SMs believe seeking mental health treatment may negatively impact their military careers, despite a paucity of research examining actual career impacts. This study examined the link between seeking outpatient mental health (MH) treatment and military career impacts within the United States Marine Corps. In Phase 1, a retrospective medical record review of outpatient MH treatment-seeking Marines ( N = 38) was conducted. In Phase 2, a sample of outpatient MH treatment-seeking Marines ( N = 40) was matched to a non-treatment-seeking sample of Marines ( N = 138) to compare career-progression. In Phase 1, there were no significant links between demographic, military, and clinical characteristics and referral source or receipt of career-affecting treatment recommendations. In Phase 2, MH treatment-seeking Marines in outpatient settings were more likely than matched controls to be separated from the military (95.0% versus 63.0%, p = 0.002), but no more likely to experience involuntary separation. MH treatment-seeking Marines were more likely to have documented legal action (45.0% versus 23.9%, p = 0.008) and had a shorter time of military service following the index MH encounter than matched controls ( p < 0.001). Clinical, anti-stigma, and suicide prevention policy implications are discussed.

The U.S. Geological Survey, Department of the Interior, as part of its responsibility to appraise the quantity of water resources in the United States, maintains facilities for the calibration of water-velocity meters at the Gulf Coast Hydroscience Center's Hydraulic Laboratory Facility, NSTL, Mississippi. These meters are used in hydrologic studies by the Geological Survey, U.S. Army Corps of Engineers, U.S. Department of Energy, state agencies, universities, and others in the public and private sector. This paper describes calibration facilities, types of water-velocity meters calibrated, and calibration standards, methods and results.

The nation's flood risk is increasing. The condition of U.S. dams and levees contributes to that risk. Dams and levee owners are responsible for the safety, maintenance, and rehabilitation of their facilities. Dams-Of the more than 90,000 dams in the United States, about 4% are federally owned and operated; 96% are owned by state and local governments, public utilities, or private companies. States regulate dams that are not federally owned. The number of high-hazard dams (i.e., dams whose failure would likely result in the loss of human life) has increased in the past decade. Roughly 1,780 state-regulated, high-hazard facilities with structural ratings of poor or unsatisfactory need rehabilitation. Levees-There are approximately 100,000 miles of levees in the nation; most levees are owned and maintained by municipalities and agricultural districts. Few states have levee safety programs. The U.S. Army Corps of Engineers (Corps) inspects 15,000 miles of levees, including levees that it owns and local levees participating in a federal program to assist with certain post-flood repairs. Information is limited on how regularly other levees are inspected. The consequence of a breach or failure is another aspect of risk. State and local governments have significant authority over land use and development, which can shape the social and economic impacts of a breach or failure; they also lead on emergency planning and related outreach. To date, federal dam and levee safety efforts have consisted primarily of (1) support for state dam safety standards and programs, (2) investments at federally owned dams and levees, and (3) since 2007, creation of a national levee database and enhanced efforts and procedures for Corps levee inspections and assessments. In Public Law 113-121, enacted in 2014, Congress (1) directed the Corps to develop voluntary guidelines for levee safety and an associated hazard potential classification system for levees, and (2) authorized support for the development of state levee safety programs. As of 2017, federal funding for work pursuant to these provisions has been limited. Key policy considerations include (1) whether the status quo regarding investment and responsibilities in dam and levee safety results in a tolerable level of risk nationally and locally, and (2) who bears those risks.
