China's international trade and air pollution in the United States.

China is the world's largest emitter of anthropogenic air pollutants, and measurable amounts of Chinese pollution are transported via the atmosphere to other countries, including the United States. However, a large fraction of Chinese emissions is due to manufacture of goods for foreign consumption. Here, we analyze the impacts of trade-related Chinese air pollutant emissions on the global atmospheric environment, linking an economic-emission analysis and atmospheric chemical transport modeling. We find that in 2006, 36% of anthropogenic sulfur dioxide, 27% of nitrogen oxides, 22% of carbon monoxide, and 17% of black carbon emitted in China were associated with production of goods for export. For each of these pollutants, about 21% of export-related Chinese emissions were attributed to China-to-US export. Atmospheric modeling shows that transport of the export-related Chinese pollution contributed 3-10% of annual mean surface sulfate concentrations and 0.5-1.5% of ozone over the western United States in 2006. This Chinese pollution also resulted in one extra day or more of noncompliance with the US ozone standard in 2006 over the Los Angeles area and many regions in the eastern United States. On a daily basis, the export-related Chinese pollution contributed, at a maximum, 12-24% of sulfate concentrations over the western United States. As the United States outsourced manufacturing to China, sulfate pollution in 2006 increased in the western United States but decreased in the eastern United States, reflecting the competing effect between enhanced transport of Chinese pollution and reduced US emissions. Our findings are relevant to international efforts to reduce transboundary air pollution.

On a daily basis, the export-related Chinese pollution contributed, at a maximum, 12–24% of sulfate concentrations over the western United States. As the United States outsourced manufacturing to China, sulfate pollution in 2006 increased in the western United States but decreased in the eastern United States, reflecting the competing effect between enhanced transport of Chinese pollution and reduced US emissions. Our findings are relevant to international efforts to reduce transboundary air pollution. PMID:24449863

While the export of pollutants from the United States exhibits notable variability from day to day and is often considered to be "episodic," the contribution of strong daily export events to total export has not been quantified. We use carbon monoxide (CO) as a tracer of anthropogenic pollutants in the Model of OZone And Related Tracers (MOZART) to estimate this contribution. We first identify the major export pathway from the United States to be through the northeast boundary (24-48°N along 67.5°W and 80-67.5°W along 48°N), and then analyze 15 summers of daily CO export fluxes through this boundary. These daily CO export fluxes have a nearly Gaussian distribution with a mean of 1100 Gg CO day-1 and a standard deviation of 490 Gg CO day-1. To focus on the synoptic variability, we define a "synoptic background" export flux equal to the 15 day moving average export flux and classify strong export days according to their fluxes relative to this background. As expected from Gaussian statistics, 16% of summer days are "strong export days," classified as those days when the CO export flux exceeds the synoptic background by one standard deviation or more. Strong export days contributes 25% to the total export, a value determined by the relative standard deviation of the CO flux distribution. Regressing the anomalies of the CO export flux through the northeast U.S. boundary relative to the synoptic background on the daily anomalies in the surface pressure field (also relative to a 15 day running mean) suggests that strong daily export fluxes are correlated with passages of midlatitude cyclones over the Gulf of Saint Lawrence. The associated cyclonic circulation and Warm Conveyor Belts (WCBs) that lift surface pollutants over the northeastern United States have been shown previously to be associated with long-range transport events. Comparison with observations from the 2004 INTEX-NA field campaign confirms that our model captures the observed enhancements in CO outflow and resolves the processes associated with cyclone passages on strong export days. "Moderate export days," defined as days when the CO flux through the northeast boundary exceeds the 15 day running mean by less than one standard deviation, represent an additional 34% of summer days and 40% of total export. These days are also associated with migratory midlatitude cyclones. The remaining 35% of total export occurs on "weak export days" (50% of summer days) when high pressure anomalies occur over the Gulf of Saint Lawrence. Our findings for summer also apply to spring, when the U.S. pollutant export is typically strongest, with similar contributions to total export and associated meteorology on strong, moderate and weak export days. Although cyclone passages are the primary driver for strong daily export events, export during days without cyclone passages also makes a considerable contribution to the total export and thereby to the global pollutant budget.

Obesity has reached epidemic proportions, in the United States as well as among its trade partners such as Mexico. It has been established that an "obesogenic" (obesity-causing) food environment is one influence on obesity prevalence. To isolate the particular role of NAFTA, the North American Free Trade Agreement, in changing Mexico's food environment, we plotted the flow of several key products between the United States and Mexico over the 14-year NAFTA period (1994-2008) and situated them in a broader historical context. Key sources of USDA data include the Foreign Agricultural Service's Global Agricultural Trade System, its official repository for current and historical data on imports, exports and re-exports, and its Production, Supply, and Distribution online database. US export data were queried for agricultural products linked to shifting diet patterns including: corn, soybeans, sugar and sweeteners, consumer-oriented products, and livestock products. The Bureau of Economic Analysis' Balance of Payments and Direct Investment Position Data in their web-based International Economic Accounts system also helped determine changes in US direct investment abroad from 1982 to 2009. Directly and indirectly, the United States has exported increasing amounts of corn, soybeans, sugar, snack foods, and meat products into Mexico over the last two decades. Facilitated by NAFTA, these exports are one important way in which US agriculture and trade policy influences Mexico's food system. Because of significant US agribusiness investment in Mexico across the full spectrum of the latter's food supply chain, from production and processing to distribution and retail, the Mexican food system increasingly looks like the industrialized food system of the United States.

Quantifying export flows of used electronics: advanced methods to resolve used goods within trade data.

There is limited convincing quantitative data on the export of used electronics from the United States (U.S.). Thus, we advance a methodology to quantify the export flows of whole units of used electronics from the U.S. using detailed export trade data, and demonstrate the methodology using laptops. Since used electronics are not explicitly identified in export trade data, we hypothesize that exports with a low unit value below a used-new threshold specific to a destination world region are used. The importance of using the most disaggregated trade data set available when resolving used and new goods is illustrated. Two detailed U.S. export trade data sets were combined to arrive at quantities and unit values for each port, mode of transport, month, trade partner country, and trade code. We add rigor to the determination of the used-new threshold by utilizing both the Neighborhood valley-emphasis method (NVEM) and published sales prices. This analysis found that 748 to 1199 thousand units of used laptops were exported from the U.S. in 2010, of which 78-81% are destined for non-OECD countries. Asia was found to be the largest destination of used laptop exports across all used-new threshold methods. Latin American and the Caribbean was the second largest recipient of these exports. North America and Europe also received used laptops from the U.S. Only a small fraction of used laptops was exported to Africa. However, these quantities are lower bound estimates because not all shipments of used laptops may be shipped using the proper laptop trade code. Still, this approach has the potential to give insight into the quantity and destinations of the exports if applied to all used electronics product types across a series of years.

The vast majority of selenium consumption in the United States is in dissipative uses, such as alloys, animal feeds, fertilizers, glass decolorizer, and pigments. The nondissipative use as a photoreceptor for xerographic copiers is declining. As a result of a lack of a substantial supply of selenium-containing scrap, there are no longer selenium recycling facilities in the United States. Selenium-containing materials collected for recycling, primarily selenium-containing photocopier drums, are exported for processing in other countries. Of the estimated 350 metric tons (t) of selenium products that went to the U.S. market in 2004, an estimated 300 t went to dissipative uses. An estimated 4 t was recovered from old scrap and exported for recycling.

Unregulated commercial harvest remains a major threat for turtles across the globe. Due to continuing demand from Asian markets, a significant number of turtles are exported from the United States of America (US). Beginning in 2007, several southeastern states in the US implemented restrictions on the commercial harvest of turtles, in order to address the unsustainable take. We have summarized freshwater turtle exports from the US between 2002 and 2012 and demonstrated that the magnitude of turtle exports from the US remained high although the exports decreased throughout the decade. Louisiana and California were the major exporters. The majority of exports were captive bred, and from two genera, Pseudemys and Trachemys. We review the changes over the decade and speculate that the increase in export of wild turtles out of Louisiana after 2007 could be a consequence of strict regulations in surrounding states (e.g., Alabama, Florida). We suggest that if wild turtle protection is a goal for conservation efforts, then these states should work together to develop comprehensive regulation reforms pertaining to the harvest of wild turtles. It is well known that the vast majority of seafood is captured or farmed in emerging countries and exported to developed countries. This has resulted in seafood being the number one traded food commodity in the world. Food safety is essential to this trade. Exporting countries should understand the regulatory food safety programs of the countries they ship to in order to comply with their applicable laws and regulations to avoid violations and disruptions in trade. The United States (U.S.) imports more seafood than any individual country in the world but the European Union (E.U.) countries, as a block, import significantly more. Each importing country has its own programs and systems in place to ensure the safety of imported seafood. However, most countries that export seafood have regulatory programs in place that comply with the import requirements of the E.U. The purpose of this paper is to describe the United States Food and Drug Administration’s (USFDA) imported seafood safety program. The primary audience for the information is foreign government regulators, seafood exporters, and U.S. importers. It can also give consumers confidence that f U.S. seafood is safe no matter which country it originates from. PMID:28231127

Changing patterns in the use, recycling, and material substitution of mercury in the United States

Environmental concerns have led to numerous regulations that have dramatically decreased the reported production and use of mercury in the United States since the 1980s. Government legislation and subsequent industry actions have led to increased collection of mercury-containing materials and the recovery of mercury through recycling. Mercury emissions have been reduced and effective alternatives to mercury products have been developed for many applications. This study updates and quantifies the changes in demand, supply, use, and material flow for mercury in various sectors in the United States that have taken place since 1996. Nearly all primary mercury produced in the United States is derived as a byproduct of processing of gold and silver ore in Nevada. Since 2001, annual production of mercury from gold and silver mining in Nevada has decreased by 22 percent overall because ore from greater depths containing low grade mercury is recovered, and mercury emissions from this source have decreased by 95 percent as a result of increased regulation and improved collection and suppression technology. The distribution of consumption of mercury in the United States has changed as a result of regulation (elimination of large-scale mercury use in the paint and battery sectors), reduction by consumers (decommissioning of mercury-cell chloralkali manufacturing capacity), and technological advances (improvements in dental, lighting, and wiring sectors). Mercury use in the chloralkali sector, the leading end-use sector in the United States in 1996, has declined by 98 percent from 136 metric tons (t) in 1996 to about 0.3 t in 2010 because of increased processing and recycling efficiencies and plant closures or conversion to other technologies. As plants were closed, mercury recovered from the infrastructure of decommissioned plants has been exported, making the United States a net exporter of mercury, even though no mercury has been produced as the primary product from mines in the United States since 1992. In 1996, the three leading end-use sectors for mercury in the United States were chloralkali manufacturing (accounting for 38 percent of consumption), electrical and electronic instrumentation (13 percent of consumption), and instruments and measuring devices (11 percent of consumption). In 2010, the three leading end-use sectors were dental amalgam (accounting for between 35 and 57 percent of consumption), electrical and electronic instrumentation (29 percent of consumption), and batteries (8 percent of consumption). Mercury use in lighting is increasing because incandescent lights are being phased out in favor of mercury-containing compact fluorescent bulbs, but the demand for mercury per unit produced is small. Dental amalgam constituted the largest amount of mercury in use in the United States. One study reported about 290 t of mercury in dental amalgam was estimated to be contained in human mouths, an estimated 30 t of mercury amalgam was treated as waste, 28.5 t of mercury amalgam was released to the environment, 6 t of amalgam was recycled, and 3.5 t was treated and stored in landfills in 2009. Mercury contained in products recovered by State, municipal, or industry collection activities is recycled, but the estimated overall recycling rate is less than 10 percent. Increasingly, the U.S. mercury recycling industry has been processing a significant amount of mercury-containing material derived from foreign gold mining operations or decommissioned mercury-cell chloralkali plants. Regulation of mercury export and storage is expected to result in surplus mercury inventories in the United States. The Mercury Export Ban Act of 2008 limits elemental mercury exports for unregulated uses such as artisanal gold mining after January 1, 2013, and requires development of adequate long-term storage facilities in the United States for elemental mercury. During the past 4 years, producers and recyclers of elemental mercury have been exporting large quantities of mercury in anticipation of this regulation, but the U.S. inventory of mercury in 2010 was estimated to have exceeded 7,000 t from Government stockpiles and industry stocks. Costs attributed to long-term storage may affect the competitiveness of mercury recycling.

To reduce the health security risk and impact of outbreaks around the world, the US Centers for Disease Control and Prevention and its partners are building capabilities to prevent, detect, and contain outbreaks in 49 global health security priority countries. We examine the extent of economic vulnerability to the US export economy posed by trade disruptions in these 49 countries. Using 2015 US Department of Commerce data, we assessed the value of US exports and the number of US jobs supported by those exports. US exports to the 49 countries exceeded $308 billion and supported more than 1.6 million jobs across all US states in agriculture, manufacturing, mining, oil and gas, services, and other sectors. These exports represented 13.7% of all US export revenue worldwide and 14.3% of all US jobs supported by all US exports. The economic linkages between the United States and these global health security priority countries illustrate the importance of ensuring that countries have the public health capacities needed to control outbreaks at their source before they become pandemics.

Stricter emissions requirements on coal-fired power plants together with low natural gas prices have contributed to a recent decline in the use of coal for electricity generation in the United States. Faced with a shrinking domestic market, many coal companies are taking advantage of a growing coal export market. As a result, U.S. coal exports hit an all-time high in 2012, fueled largely by demand in Asia. This paper presents a comparative life cycle assessment of two scenarios: a baseline scenario in which coal continues to be burned domestically for power generation, and an export scenario in which coal is exported to Asia. For the coal export scenario we focus on the Morrow Pacific export project being planned in Oregon by Ambre Energy that would ship 8.8 million tons of Powder River Basin (PRB) coal annually to Asian markets via rail, river barge, and ocean vessel. Air emissions (SOx, NOx, PM10 and CO2e) results assuming that the exported coal is burned for electricity generation in South Korea are compared to those of a business as usual case in which Oregon and Washington's coal plants, Boardman and Centralia, are retrofitted to comply with EPA emissions standards and continue their coal consumption. Findings show that although the environmental impacts of shipping PRB coal to Asia are significant, the combination of superior energy efficiency among newer South Korean coal-fired power plants and lower emissions from U.S. replacement of coal with natural gas could lead to a greenhouse gas reduction of 21% in the case that imported PRB coal replaces other coal sources in this Asian country. If instead PRB coal were to replace natural gas or nuclear generation in South Korea, greenhouse gas emissions per unit of electricity generated would increase. Results are similar for other air emissions such as SOx, NOx and PM. This study provides a framework for comparing energy export scenarios and highlights the importance of complete life cycle assessment in determining net emissions effects resulting from energy export projects and related policy decisions.

The tobacco industry has lobbied successfully to obtain the support of the United States government for opening Asian Markets to American tobacco products. This paper comments on two issues arising from these efforts: the development of an atmosphere of invasion and resistance to invasion in Asia; and the change in the image of the United States in Asian nations from that of a leader in health to that of an exporter of death. The threat of sanctions and the effects of the open market and United States tobacco company advertising in Japan, Taiwan, and South Korea are noted. Parallels are drawn between the opium wars a century and a half ago in China and the current threat of trade sanctions. Reacting to American policy, an Asia-Pacific Association for Control of Tobacco has been formed and linked with the US Coalition Against Smoking. PMID:2343946

This report considers changes to the copper and copper scrap industries of the United States. For the study period, 1995 through 2014, U.S. refined copper production from all sources (primary and secondary materials) decreased from 2.28 million metric tons (Mt) of copper to 1.05 Mt (a 54 percent decrease). During the same period, U.S. copper scrap net exports increased from 0.203 Mt to 0.737 Mt (a 263 percent increase and a compound annual growth rate of about 7.0 percent per year). Copper and copper scrap prices (in constant 2014 dollars) rose such that 2014 prices were about 48 percent greater than 1995 prices. From 1995 through 2014, Chinese imports of copper scrap from the United States grew from 0.061 Mt to 0.569 Mt (an increase of about 830 percent and a compound annual growth rate of about 12.5 percent per year). In 2011, Chinese imports of U.S. copper scrap peaked at 0.745 Mt of contained copper. In 1995, Chinese imports of U.S. copper scrap accounted for 17 percent of U.S. copper scrap exports. By 2014, Chinese imports accounted for 69 percent of U.S. copper scrap exports (by weight), and Chinese imports of U.S. copper scrap were valued at $1.45 billion.

Relating management practices and nutrient export in agricultural watersheds of the United States

Relations between riverine export (load) of total nitrogen (N) and total phosphorus (P) from 133 large agricultural watersheds in the United States and factors affecting nutrient transport were evaluated using empirical regression models. After controlling for anthropogenic inputs and other landscape factors affecting nutrient transport-such as runoff, precipitation, slope, number of reservoirs, irrigated area, and area with subsurface tile drains-the relations between export and the area in the Conservation Reserve Program (CRP) (N) and conservation tillage (P) were positive. Additional interaction terms indicated that the relations between export and the area in conservation tillage (N) and the CRP (P) progressed from being clearly positive when soil erodibility was low or moderate, to being close to zero when soil erodibility was higher, to possibly being slightly negative only at the 90th to 95th percentile of soil erodibility values. Possible explanations for the increase in nutrient export with increased area in management practices include greater transport of soluble nutrients from areas in conservation tillage; lagged response of stream quality to implementation of management practices because of nitrogen transport in groundwater, time for vegetative cover to mature, and/or prior accumulation of P in soils; or limitations in the management practice and stream monitoring data sets. If lags are occurring, current nutrient export from agricultural watersheds may still be reflecting the influence of agricultural land-use practices that were in place before the implementation of these management practices.
