Prevention is the first line of defense against introduced invasive species - it is always preferable to prevent the introduction of new invaders into a region or country. However, it is not always possible to detect all alien hitchhikers imported in cargo, or to predict with any degree of certainty which introduced species will become invasive over time. Fortunately, the majority of introduced plants and animals don't become invasive. But, according to scientists at Cornell University, costs and losses due to species that do become invasive are now estimated to be over $137 billion/year in the United States. Early detection and rapid response (EDRR) is the second line of defense against introduced invasive species - EDRR is the preferred management strategy for preventing the establishment and spread of invasive species. Over the past 50 years, there has been a gradual shift away from large and medium scale federal/state single-agency-led weed eradication programs in the United States, to smaller interagency-led projects involving impacted and potential stakeholders. The importance of volunteer weed spotters in detecting and reporting suspected new invasive species has also been recognized in recent years.

Foot and mouth disease (FMD) continues to be a disease of major concern for the United States Department of Agriculture (USDA) and livestock industries. Foot and mouth disease virus is a high-consequence pathogen for the United States (USA). Live animal trade is a major risk factor for introduction of FMD into a country. This research estimates the probability of FMD being introduced into the USA via the legal importation of livestock. This probability is calculated by considering the potential introduction of FMD from each country from which the USA imports live animals. The total probability of introduction into the USA of FMD from imported livestock is estimated to be 0.415% per year, which is equivalent to one introduction every 241 years. In addition, to provide a basis for evaluating the significance of risk management techniques and expenditures, the sensitivity of the above result to changes in various risk parameter assumptions is determined.

Rising health care costs are an international concern, particularly in the United States, where spending on health care outpaces that of other industrialized countries. Consequently, there is growing desire in the United States and Europe to take a more value-based approach to health care, particularly with respect to the adoption and use of new health technology. This article examines medical device reimbursement and pricing policies in the United States and Europe, with a particular focus on value. Compared to the United States, Europe more formally and consistently considers value to determine which technologies to cover and at what price, especially for complex, costly devices. Both the United States and Europe have introduced policies to provide temporary coverage and reimbursement for promising technologies while additional evidence of value is generated. But additional actions are needed in both the United States and Europe to ensure wise value-based reimbursement and pricing policies for all devices, including the generation of better pre- and postmarket evidence and the development of new methods to evaluate value and link evidence of value to reimbursement.

Observations suggest that contemporary wildfire suppression practices in the United States have contributed to conditions that facilitate large, destructive fires. We introduce a forest-fire model with natural fire resistance that supports this theory. At risk of committing entomological heresy, we question the identity of a dung-burying beetle species that originates from Africa and has been introduced first into Hawaii and subsequently to Australasia, North America, and South America (Fincher 1986; Edwards 2007; Noriega et al. 2010) for pasture improvement and biological control of dung-breeding flies (Waterhouse 1974; Bornemissza 1979).  Under the name Onthophagus gazella (Fabricius 1787), it was the first species selected for introduction into Australia by the CSIRO Dung Beetle Project (Bornemissza 1976; Edwards 2007). Firstly, in 1968, a "tropical strain" was introduced from Hawaii where it had become established after introduction from Zimbabwe in 1957 (Markin & Yoshioka 1998). Later, after establishment of the CSIRO Dung Beetle Research Unit in Pretoria in 1970, a "cold" or "even rainfall strain" was introduced into Australia directly from South Africa (Bornemissza 1976) (even rainfall region = south coast of Eastern Cape). The species was subsequently introduced into the southern continental United States of America (Victoria County, Texas) from Hawaii (Montes de Oca & Halffter 1998) then elsewhere into southeastern and southwestern states from Hawaii and breeding colonies from Australia (Anderson & Loomis 1978). It has since expanded its range through Mexico, Central America, and the Caribbean to coastal Colombia (Kohlmann 1994; Noriega 2002; Noriega et al. 2006, 2011). Expansion of its range within central southern South America (Noriega et al. 2010) has been assisted by introductions into Brazil from the United States of America since the 1980s (Bianchin et al. 1998), and others into Venezuela and Chile (Vidaurre et al. 2008). More recently, it has been introduced into quarantine and field trials in New Zealand (Forgie et al. 2013) using individuals originating from the south coast of the Eastern Cape and Northwest Province of South Africa (S. Forgie, personal communication).

The recent introduction of Salvinia molesta constitutes a serious threat to aquatic systems in the warm temperate regions of the United States. Salvinia minima, the only other member of Salviniaceae present in North America, is considered native by current floras. Evidence is presented which suggests that Salvinia minima was also introduced to North America, probably during the late 1920s and early 1930s. Likely sites of introduction and subsequent range expansions are identified. The accidentally introduced salvinia weevil, putatively Cyrtobagous salviniae, was found to occur widely on S. minima in Florida but is not established in other states. The disparate distribution of this Salvinia herbivore may account for the reduced aggressiveness of S. minima in Florida as compared to its troublesome growth in Texas and LOUisiana, where the weevil is not yet known.

Workers' compensation law in the United States is derived from European models of social insurance introduced in Germany and in England. These two concepts of workers' compensation are found today in the federal and state workers' compensation programs in the United States. All reform proposals in the United States are influenced by the European experience with workers' compensation. In 2006, a reform proposal termed the Public Health Model was made that would abolish the workers' compensation system, and in its place adopt a national disability insurance system for all injuries and illnesses. In the public health model, health and safety professionals would work primarily in public health agencies. The public health model eliminates the physician from any role other than that of privately consulting with the patient and offering advice solely to the patient. The Public Health Model is strongly influenced by the European success with physician consultation with industry and labor. PMID:22151643

The sugarcane borer moth, Diatraea saccharalis, is widespread throughout the Western Hemisphere, and is considered an introduced species in the southern United States. Although this moth has a wide distribution and is a pest of many crop plants including sugarcane, corn, sorghum and rice, it is considered one species. The objective was to investigate whether more than one introduction of D. saccharalis had occurred in the southern United States and whether any cryptic species were present. We field collected D. saccharalis in Texas, Louisiana and Florida in the southern United States. Two molecular markers, AFLPs and mitochondrial COI, were used to examine genetic variation among these regional populations and to compare the sequences with those available in GenBank and BOLD. We found geographic population structure in the southern United States which suggests two introductions and the presence of a previously unknown cryptic species. Management of D. saccharalis would likely benefit from further investigation of population genetics throughout the range of this species. PMID:25337705

Health care costs in the United States are rising every year, and patients are seeking new ways to control their expenditures and save money. Going abroad to receive health care is a cheaper alternative than receiving the same or similar care at home. Insurance companies are beginning to realize the benefits of medical tourism for both themselves and their beneficiaries and have therefore started to introduce medical tourism plans for their clients as an option for their beneficiaries. This research study explores the benefits and risks of medical tourism and examines the US insurance market's reaction to the trend of increasing medical tourism. The US medical tourism industry mirrors that of the United Kingdom in recent years, with more patients seeking care abroad than in the United States. Insurance companies have introduced new plans providing the option of traveling abroad to countries such as India and Costa Rica. Medical tourism is gaining popularity with US residents, and insurance companies are recognizing this trend.

The rate of car exhaust suicides in the United States has declined following the introduction of emission controls in the mid-1960s, though not as much as the decline in CO emitted by cars. In Britain, where emission controls have not been introduced, the rate of these suicides, initially much lower than in the United States, has greatly increased since the beginning of the 1970s and is now about double that of the United States. This rise cannot be explained simply on the basis of an increase in the opportunities for suicide as represented by an increase in the number of cars but may be due to increased knowledge of the method. While these results are interpreted as generally supporting the potential for opportunity-reducing preventive measures, they also demonstrate that much more research is needed into the complex nature of the opportunity structure for suicide. Building a human rights framework for workers' compensation in the United States: opening the debate on first principles.

This article introduces the idea of human rights to the topic of workers' compensation in the United States. It discusses what constitutes a human rights approach and explains how this approach conflicts with those policy ideas that have provided the foundation historically for workers' compensation in the United States. Using legal and historical research, key international labor and human rights standards on employment injury benefits and influential writings in the development of the U.S. workers' compensation system are cited. Workers' injury and illness compensation in the United States does not conform to basic international human rights norms. A comprehensive review of the U.S. workers' compensation system under international human rights standards is needed. Examples of policy changes are highlighted that would begin the process of moving workers' compensation into conformity with human rights standards. Copyright © 2012 Wiley Periodicals, Inc.

Biosimilars have become a subject of great interest in the past few years. The European Union and the United States are seeing an increasing number of biosimilar applications and approvals. The development of a biosimilar is significantly more complex and costly than a small molecule generic product. In the European Union, there has been a wider use of these medications compared to the United States. More biosimilars are gaining approval in the United States, and these products will likely alter the healthcare system in highly impactful ways. Understanding the regulatory process, the risks, and benefits will enable clinicians to be prepared and maximize the utility of these medications when they enter the market. It is estimated that Apis mellifera scutellata, a honey bee subspecies from Africa, now extends over a 20 million square kilometer range that includes much of South America and practically all of Central America, and recently has been introduced to the southern United States. African honeybees were introduced into Brazil in 1956 by a Brazilian geneticist, Mr. Warwick Kerr. At the insistence of the Brazilian Ministry of Agriculture, in 1957, 26 colonies were accidentally released in a eucalyptus forest outside S5o Paulo. The swelling front of the bees was recorded as traveling between 80 and 500 kilometers a year. David Roubik, one of the original killer bee team members estimated that there were one trillion individual Africanized/African honey bees in Latin America. An estimate that is thought to be conservative.

During the Meiji era, at the end of the 19th century, Japan introduced western systems into many fields, economically developing later than other industrially developed countries. Japan introduced a higher education system modeled on the German system, focusing not on education but on research. The historical background has shaped contemporary Japanese academia differently from that of the United States and the European Union. In addition, because of geographical and linguistic barriers in Asia, intercommunication with researchers in other developed countries has been much less than that between the United States and the European Union, leaving Japanese academia relatively isolated. We survey the characteristics of the Japanese academic system in higher education, using the latest published data. This article indicates a concentration of research at former imperial universities and a rigidity of movement among universities both internationally and domestically. Furthermore, small differences in salary levels have provided little incentive to perform research. However, while most universities in Japan have not introduced evaluation systems for promotion and salary that are heavily dependent on journal rankings, as in the European Union and United States, Japanese academic performance has not declined. This article suggests that in Japan, salary incentives, the impact factor, and so on have had little influence on academic performance. Even though cultural and historical differences between countries affect academic behaviors, we hope that this article might trigger consideration of other possible evaluation schemes for the future. © The Author(s) 2015.

Domestic oil production is declining and United States reliance on imported oil is increasing. America will be faced with difficult decisions that address the strategic, economic, and political consequences of its energy resources shortage. The geologically literate under-graduate student needs to be aware of current and future United States energy issues. The U.S. Geological Survey periodically provides energy assessment data via digitally-formatted CD-ROM publications. These publications are free to the public, and are well suited for use in undergraduate geology curricula. The U.S. Geological Survey (USGS) 1995 National Assessment of United States Oil and Gas Resources (Digital Data Series or DDS-30) (Gautier and others, 1996) is an excellent resource for introducing students to the strategies of hydrocarbon exploration and for developing skills in problem-solving and evaluating real data. This paper introduces the reader to DDS-30, summarizes the essential terminology and methodology of hydrocarbon assessment, and offers examples of exercises or questions that might be used in the introductory classroom. The USGS contact point for obtaining DDS-30 and other digital assessment volumes is also provided. Completing the sample exercises in this report requires a copy of DDS-30.

The United States and biological warfare: secrets from the early cold war and Korea.

The United States and Biological Warfare is about accusations that the United States resorted to bacteriological warfare at a time of great military stress during the Korean War. In December 1951, the then US Secretary of Defense ordered early readiness for offensive use of biological weapons. Soon afterwards, the North Korean and Chinese armies accused the United States of starting a large-scale biological warfare experiment in Korea. The US State Department denied the accusation. Both parties to the dispute maintain their positions today. The authors spent 20 years researching the accusations in North America, Europe and Japan. They were the first foreigners to be given access to Chinese classified documents. The reader is also introduced to the concept of 'plausible denial', an official US policy which allowed responsible governmental representatives to deny knowledge of certain events. The authors hope that their work will contribute to the understanding of a time when modern war expanded into a new type of violence.

Genetic analysis of introduced populations, especially in morphologically conservative taxa, can clarify introduction histories, identify management units and source populations, provide a more realistic estimate of the frequency of successful invasion, and suggest strategies for preventing further introductions. In the last 7 years, populations of swamp eels, referred to the Asian genus Monopterus (Family Synbranchidae) on the basis of external morphology, have been discovered in aquatic habitats near Atlanta, Georgia; Tampa, Florida; North Miami, Florida; and most recently in close proximity to Everglades National Park in Homestead, Florida. Swamp eels are large predators capable of dispersal over land and have the potential to disrupt already threatened ecosystems. We analyzed mitochondrial DNA sequences from four known populations in the continental United States and samples from Malaysia, Indonesia, Vietnam, and two locations in China to determine introduction histories, source populations, genetic diversity, and relationships among populations. Our results indicate that there have been at least three independent introductions of genetically distinct forms. Introduced populations in close proximity (separated by <40 km) are genetically distinct. The level of sequence difference among introduced populations reaches levels seen among sister families of teleost fishes for the same region of the mitochondrial genome. These genetically distinct introduced populations in all likelihood represent at least two and possibly three species. Regardless of species status, these genetically distinct lineages may be expected to vary in ecological or life-history traits, representing different potential threats to the ecosystems where they have been introduced. Given the success of swamp eels in invading many habitats around the world, further study of these eels is warranted to elucidate the characteristics of successful invaders and invasions.

Although gender-specific theories are often deployed in interventions to reduce women's HIV risks, the same is often not true for interventions among men. Theories of masculinity are not guiding most US research on the risky sexual behavior of heterosexual men or on what can be done to intervene. We first assess the extent to which evidence-based HIV-prevention interventions among heterosexually active men in the United States draw upon relevant theories of masculinity. Next, we introduce a useful framework within masculinity and gender studies that can be applied to HIV-prevention interventions with heterosexually active men. Since its discovery in Houston, Texas, in 1987, the Asian "tiger mosquito" Aedes albopictus has spread to 678 counties in 25 states. This species, which readily colonizes container habitats in the peridomestic environment, was probably introduced into the continental United States in shipments of scrap tires from northern Asia. The early pattern of dispersal followed the interstate highway system, which suggests further dispersal by human activities. The Public Health Service Act of 1988 requires shipments of used tires from countries with Ae. albopictus to be treated to prevent further importations. Given the extensive spread of the mosquito in the United States, it is questionable whether such a requirement is still justified. Ae. albopictus, a major biting pest throughout much of its range, is a competent laboratory vector of at least 22 arboviruses, including many viruses of public health importance. Cache Valley and eastern equine encephalomyelitis viruses are the only human pathogens isolated from U.S. populations of Ae. albopictus. There is no evidence that this mosquito is the vector of human disease in the United States. PMID:9284377

The increasing presence of computers and other forms of information and communications technology (ICT) in schools has raised concerns in the United States (US) and elsewhere. Children are using computers more than any other age group in the US. It is not known whether early intensive use of ICT predisposes children to future injury. Ergonomics is not included in state curriculum standards or requirements but can be supported by some of the existing standards. Some who believe that children are better off being educated early about ergonomics are taking action to bring ergonomics into elementary and secondary schools. Results for both the United States and Canada show that econometric models can provide estimates of confusion crop ratios that are more accurate than historical ratios. Whether these models can support the LACIE 90/90 accuracy criterion is uncertain. In the United States, experimenting with additional model formulations could provide improved methods models in some CRD's, particularly in winter wheat. Improved models may also be possible for the Canadian CD's. The more aggressive province/state models outperformed individual CD/CRD models. This result was expected partly because acreage statistics are based on sampling procedures, and the sampling precision declines from the province/state to the CD/CRD level. Declining sampling precision and the need to substitute province/state data for the CD/CRD data introduced measurement error into the CD/CRD models.

The valley can serve as a new degree of freedom in the manipulation of particles or waves in condensed matter physics, whereas systems containing combinations of gain and loss elements constitute rich building units that can mimic non-Hermitian properties. By introducing gain and loss in artificial acoustic boron nitride, we show that the acoustic valley states and the valley-projected edge states display exotic behaviors in that they sustain either attenuated or amplified wave propagation. Our findings show how non-Hermiticity introduces a mechanism in tuning topological protected valley transports, which may have significance in advanced wave control for sensing and communication applications.

Frank Lamson-Scribner, in 1885, became the first scientist commissioned by the United States Department of Agriculture with the responsibility to study diseases of economic plants. His innovative approach established the foundation for applied plant pathology at the USDA. In an early international cooperative effort in plant pathology, he detailed the life history of the grape black rot pathogen. His early studies with the Bordeaux mixture introduced the American farmer to the modern era of chemical control. Scribner became the botanist and director of the University of Tennessee Agricultural Experiment Station. He published the first book written on the subject of plant diseases in the United States, and described a new nematode disease of potato. He asserted that the practical value of plant pathology to farmers would only follow meticulous studies of the life history of pathogens.

An economic analysis of payment for health care services: the United States and Switzerland compared.

This article seeks to assess whether physician payment reforms in the United States and Switzerland were likely to attain their objectives. We first introduce basic contract theory, with the organizing principle being the degree of information asymmetry between the patient and the health care provider. Depending on the degree of information asymmetry, different forms of payment induce "appropriate" behavior. These theoretical results are then pitted against the RBRVS of the United States to find that a number of its aspects are not optimal. We then turn to Switzerland's Tarmed and find that it fails to conform with the prescriptions of economic contract theory as well. The article closes with a review of possible reforms that could do away with uniform fee schedules to improve the performance of the health care system.

Assessing the Risk of Establishment of Rhagoletis cerasi (Diptera: Tephritidae) in the United States and Globally.

The European cherry fruit fly, Rhagoletis cerasi (L.) (Diptera: Tephritidae), is a highly destructive pest of cherries (Prunus spp.) (Rosaceae) in Europe and Asia. In 2016, R. cerasi was detected in Ontario, Canada, and in 2017 in New York State, USA, the first records of this pest in North America. The initial detections in Canada caused concern for the major cherry-growing states of Michigan, Washington, Oregon, and California in the United States. Establishment of R. cerasi in the United States could restrict cherry exports to other markets and increase costs needed for fly control, but it is unknown if R. cerasi can establish in U.S. commercial cherry regions. Here, we used the CLIMEX ecological niche model to determine the risk of establishment of R. cerasi in the United States and globally. Within the United States under a no-irrigation scenario, R. cerasi would establish in the East and West Coasts; however, under an irrigation scenario, its distribution would expand to the major cherry-growing regions in the interior of central and eastern Washington and in California. Results also showed that if introduced, R. cerasi would likely establish in eastern China, Japan, the Koreas, Australia, New Zealand, South America, South Africa, Mexico, and Canada. Host plant (Prunus spp. and Lonicera spp. [Caprifoliaceae]) presence, although not included in models, would affect fly establishment. Our results stress the importance of surveying for R. cerasi to prevent its spread and establishment within the United States and other countries.

The goals of this paper fall into two closely related areas. First, we develop a formal framework for deterministic unital quantities in which measurement unitization is understood to be a built-in feature of quantities rather than a mere annotation of their numerical values with convenient units. We introduce this idea within the setting of certain ordered semigroups of physical-geometric states of classical physical systems. States are assumed to serve as truth makers of metrological statements about quantity values. A unital quantity is presented as an isomorphism from the target system's ordered semigroup of states to that of positive reals. This framework allows us to include various derived and variable quantities, encountered in engineering and the natural sciences. For illustration and ease of presentation, we use the classical notions of length, time, electric current and mean velocity as primordial examples. The most important application of the resulting unital quantity calculus is in dimensional analysis. Second, in evaluating measurement uncertainty due to the analog-to-digital conversion of the measured quantity's value into its measuring instrument's pointer quantity value, we employ an ordered semigroup framework of pointer states. Pointer states encode the measuring instrument's indiscernibility relation, manifested by not being able to distinguish the measured system's topologically proximal states. Once again, we focus mainly on the measurement of length and electric current quantities as our motivating examples. Our approach to quantities and their measurement is strictly state-based and algebraic in flavor, rather than that of a representationalist-style structure-preserving numerical assignment.

At least 1,065 introduced vertebrate species have been introduced in the United States and its territories, including at least 86 mammalian, 127 avian, 179 reptilian/amphibian, and 673 fish species. Examples in each major taxonomic group include domestic cat, small Indian mongoose, red fox, goat, pig, rabbit, rats, house mouse, gray squirrel, nutria, starling, Indian common myna, red-vented bulbul, brown treesnake, red-eared slider, brown trout, tilapia, and grass carp. We briefly review some of these species and the types of damage they cause. We then review the basic types of methods used for control or eradication of each taxonomic group, including physical, chemical, biological, and cultural methods. We discuss some of the challenges in managing these species, including issues with the use of toxicants, land access, public attitudes, and monitoring difficulties. Finally, we list some ongoing research and future research needs, including improved detection methods, improved attractants, improved barriers, improved capture methods, fertility control, and risk assessment methods.

Distribution and abundance of nonnative fishes in streams of the western United States

This report presents data from one of the largest standardized stream surveys conducted in he western United States, which shows that one of every four individual fish in streams of 12 western states are nonnative. The states surveyed included Arizona, California, Colorado, Idaho, Montana, Nevada, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming. The most widely distributed and abundant nonnative fishes in the western USA were brook trout Salvelinus fontinalis, brown trout Salmo trutta, rainbow trout Oncorhynchus mykiss, common carp Cyprinus carpio, smallmouth bass Micropterus dolomieu, largemouth bass M. salmoides, green sunfish Lepomis cyanellus, fathead minnow Pimephales promelas, yellow perch Percaflavescens, yellow bullhead Ameiurus natalis, cutthroat trout O. clarkii, western mosquitofish Gambusia affinis, golden shiner Notemigonus crysoleucas, channel catfish Ictalurus punctatus, and red shiner Cyprinella lutrensis. The greatest abundance and distribution of nonnative fishes was in interior states, and the most common nonnatives were introduced for angling. Nonnative fishes were widespread in pristine to highly disturbed streams influenced by all types of land use practices. We present ranges in water temperature, flow, stream order, riparian cover, human disturbance, and other environmental conditions where the 10 most common introduced species were found. Of the total western U.S. stream length bearing fish, 50.1% contained nonnative fishes while 17.9% contained physical environment that was ranked highly or moderately disturbed by humans. Introduced fishes can adversely affect stream communities, and they are much more widespread in western U.S. streams than habitat destruction. The widespread distribution and high relative abundance of nonnative fishes and their documented negative effects suggest their management and control should elicit at least as much attention as habitat preservation in the protection of native western U.S. stream biota. ?? A new analytical framework of relatively competitive advantages of economies is established in this paper, which involves distinguishing functions of industrial sectors on the global value chain with bipartite graph theory and extracting inter-sector competitive relations through resource allocation process. Furthermore, it introduces network-based quantitative indices to measure the competitive advantage on the level of industrial sector and country respectively, taking scarcity of industrial resources into consideration. Finally, it carries out scenario simulation to analyze impacts on 13 TPP-related countries' competitiveness under four kinds of scenarios. Results show that a TPP without both the United States and China will undermine the two countries' competitiveness, and China's impact on GVC will be truly weaken if a TPP agreement led by the United States is reached and vice versa. This commentary heralds the recognition in China of a new subspecialty, Pulmonary and Critical Care Medicine, and the first national fellowship training pathway in any medical specialty. Because of striking environmental health-care similarities that existed in the United States, the Chinese medical community decided to model the specialty after that in the United States. Because of its expertise in educating pulmonary and critical care physicians in the United States, the American College of Chest Physicians was chosen by the Chinese Thoracic Society, with the approval of the Chinese government, to help with the transformation of this new specialty. A work group representing the two societies is collaborating to reorganize ICUs within a select group of large teaching hospitals in China and to introduce standardized and rigorous training in pulmonary and critical care medicine as a national program.

This paper reports on the acceptability, experience of participation and the immediate impact on maternal mood state of group singing sessions, introduced as a routine component of a mother-baby unit (MBU) treatment programme. Data was collected from 27 women who participated in the pilot programme. Results showed that implementation of a singing intervention in this setting is positively appraised by women and is associated with positive changes in self-reported mood state from pre- to post-session. Key facilitators and barriers to the success of the programme and directions for future research are discussed.

Buffelgrass (Pennisetum ciliare) poses a problem in the deserts of the United States, growing in dense stands and introducing a wildfire risk in an ecosystem not adapted to fire. The Invasive Species Science Branch of the Fort Collins Science Center has worked with many partners to develop a decision support model and a data management system to address the problem. The decision support model evaluates potential strategies for resource use and allocation. The data management system is a portal where users can submit, view, and download buffelgrass data. These tools provide a case study showcasing how the FORT is working to address the urgent issue of invasive species in the United States.

The U.S. Geological Survey’s Nonindigenous Aquatic Species (NAS) Database has tracked introductions of freshwater aquatic organisms in the United States for the past four decades. A website provides access to occurrence reports, distribution maps, and fact sheets for more than 1,000 species. The site also includes an on-line reporting system and an alert system for new occurrences. We provide an historical overview of the database, a description of its current capabilities and functionality, and a basic characterization of the data contained within the database.

A surge in the collection of exotic Marsilea, M. mutica, M. minuta and M. hirsuta in the southeastern United States has prompted the need for updated identification aids. This study provides an annotated key to all water-clover ferns occurring in the region. It describes and illustrates recently documented exotic species and a previously misidentified western introduction. It details the rediscovery of M. ancylopoda, presumed extinct, and confirms its identification as the western species M. oligospora. Finally it clarifies the status and distribution of two additional western North American species introduced to the southeast, M. vestita and M. macropoda.

Extremely long lines at airports in the United States have been sharply criticized. In order to find out the bottleneck in the existing security system and put forward reasonable improvement plans and proposal, the Petri net model and the Markov Chain are introduced in this paper. This paper uses data collected by transportation Security Agency (TSA), assuming the data can represent the average level of all airports in the Unites States, to analysis the performance of security check system. By calculating the busy probabilities and the utilization probabilities, the bottleneck is found. Moreover, recommendation is given based on the parameters’ modification in Petri net model.

Using molecules as building blocks for electronic devices offers ample possibilities for new device functionalities due to a chemical tunability much higher than that of standard inorganic materials, and at the same time offers a decrease in the size of the electronic component down to the single-molecule level. Purely organic molecules containing no metallic centers such as organic radicals can serve as an electronic component with magnetic properties due to the unpaired electron in the radical state. Here we present memristive logic units based on organic radicals of the nitronyl-nitroxide kind. Integrating these purely molecular units as a spin coated layer into crossbar arrays, electrically induced unipolar resistive switching is observed with a change in resistance of up to 100%. We introduce a model based on filamentary reorganization of molecules of different oxidation state revealing the importance of the molecular nature for the switching properties. The major role of the oxidation state of these paramagnetic molecules introduces a magnetic field dependence to the device functionality, which goes along with magnetoresistive charactistics observed for the material. These are the first steps towards a spintronic implementation of organic radicals in electronic devices.

Did the introduction of 'dangerousness' and 'risk of harm' criteria in mental health laws increase the incidence of suicide in the United States of America?

Mental health laws limiting involuntary admission to psychiatric hospitals to those assessed to be dangerous or at risk of harm to themselves or others (obligatory dangerousness criteria, ODC) have been introduced in almost every jurisdiction in the United States of America. Some mentally ill patients, who might have been admitted for treatment under previous laws, but who were not admitted because they were not considered 'dangerous', could subsequently have committed suicide. In order to investigate whether or not suicide rates increased after the introduction of ODC, we examined suicide statistics from 48 states and the District of Columbia. We aligned suicide statistics according to the year in which ODC were introduced in each jurisdiction. We then examined suicide rates in the 15 years before and after the introduction of ODC and trends in national and state suicide rates between 1960 and 1990. Meta-analysis was used to examine differences in suicide rates in the year immediately before and in the year immediately after the introduction of ODC. Between 1968 and 1977, the decade in which ODC were introduced in the majority of jurisdictions, national suicide rates increased from under 11 per 100,000 per annum to over 12.5 per 100,000 per annum. The increase in many jurisdictions occurred in the years immediately before the introduction of ODC. The introduction of ODC was associated with a non-significant increase in suicide rates in the 49 jurisdictions. There was a significant increase in suicide rates after the introduction of ODC in the 19 jurisdictions that introduced ODC prior to 1976. The introduction of ODC might have contributed to increased suicide rates prior to 1976. However, a simpler explanation for the finding is that national suicide rates were rising for other reasons in the same period. We did not find an increase in suicide rates in the jurisdictions where ODC mental health laws were introduced after 1976. Hence, the findings of this study do not support the conclusion that ODC laws have a measurable impact on suicide rates.

We present an all-temperature magnon formalism for ferromagnetic solids. To our knowledge, this is the first time that all-temperature spin statistics have been calculated. The general impression up to now is that the magnon formalism breaks down at the Curie point as it introduces a series expansion and unphysical states. Our treatment is based on an accurate quantum mechanical representation of the Holstein-Primakoff transformation. To achieve this end, we introduce the 'Kubo operator'. The treatment is valid for all 14 types of Bravais lattices, and not limited to simple cubic unit cells. In the present work, we carry out a zeroth-order treatment involving all possible spin states, and leaving out all unphysical states. In a subsequent paper we will show that the perturbed energy values are very different, but the magnetic properties undergo only small modifications from the zeroth-order results.

HopewellCulture National Historical Park, a unit of the United States National Park Service located in Ross County in south central Ohio, was created to restore, protect, and interpret the legacy of the mound building Hopewell prehistoric peoples. The vascular flora of the park had been estimated to be only 20% known prior to the undertaking of this project. During the spring, summer, and fall of 1995, almost 700 plant specimens were collected by three investigators from five units of the park. Totals of 438 species, 281 genera, and 93 families of vascular plants were discovered, representing 40% of the flora of Ross County, and 17% of the flora of Ohio. Introduced species constituted 32% of the flora. Sixty-five species are new records for Ross County. Two species of special concern, Spiranthes ovalis and Eleocharis ovata, are on the state's threatened and endangered species list. The Hopewell unit had the highest plant diversity of the five units.

Following our integrated hierarchical modeling framework of natural gas internal reforming solid oxide fuel cell (IRSOFC), this paper firstly introduces the model libraries of main balancing units, including some state-of-the-art achievements and our specific work. Based on gPROMS programming code, flexible configuration and modular design are fully realized by specifying graphically all unit models in each level. Via comparison with the steady-state experimental data of Siemens-Westinghouse demonstration system, the in-house multi-level SOFC-gas turbine (GT) simulation platform is validated to be more accurate than the advanced power system analysis tool (APSAT). Moreover, some units of the demonstration system are designed reversely for analysis of a typically part-load transient process. The framework of distributed and dynamic modeling in most of units is significant for the development of control strategies in the future.

We have improved the stability and computational efficiency of a physiologically realistic, virtual muscle (VM 3.*) model (Cheng et al 2000 J. Neurosci. Methods 101 117-30) by a simpler structure of lumped fiber types and a novel recruitment algorithm. In the new version (VM 4.0), the mathematical equations are reformulated into state-space representation and structured into a CMEX S-function in SIMULINK. A continuous recruitment scheme approximates the discrete recruitment of slow and fast motor units under physiological conditions. This makes it possible to predict force output during smooth recruitment and derecruitment without having to simulate explicitly a large number of independently recruited units. We removed the intermediate state variable, effective length (Leff), which had been introduced to model the delayed length dependency of the activation-frequency relationship, but which had little effect and could introduce instability under physiological conditions of use. Both of these changes greatly reduce the number of state variables with little loss of accuracy compared to the original VM. The performance of VM 4.0 was validated by comparison with VM 3.1.5 for both single-muscle force production and a multi-joint task. The improved VM 4.0 model is more suitable for the analysis of neural control of movements and for design of prosthetic systems to restore lost or impaired motor functions. VM 4.0 is available via the internet and includes options to use the original VM model, which remains useful for detailed simulations of single motor unit behavior.

The apple maggot fly, Rhagoletis pomonella (Walsh), is an introduced, quarantine pest of apple (Malus domestica Borkhausen) in the Pacific Northwest of the United States. In the eastern United States where the fly is native, fruit volatiles have been reported to be more attractive than ammonia compounds to R. pomonella. However, the opposite may be true in the western United States. Here, we determined whether newly identified western apple and western hawthorn fruit volatiles are more attractive than ammonium carbonate (AC) to R. pomonella in apple, black hawthorn, and ornamental hawthorn trees in western Washington State. In all three host trees, sticky red sphere or yellow panel traps baited with AC generally caught more flies than traps baited with lures containing the four newly developed fruit blends (modified eastern apple, western apple, western ornamental hawthorn, and western black hawthorn) or two older blends (eastern apple and eastern downy hawthorn). Fruit volatiles also displayed more variation among trapping studies conducted at different sites, in different host trees, and across years than AC. The results imply that traps baited with AC represent the best approach to monitoring R. pomonella in Washington State.

This study introduces a new geographic framework, phenological classification, for the conterminous United States based on Moderate Resolution Imaging Spectroradiometer (MODIS) Normalized Difference Vegetation Index (NDVI) time-series data and a digital elevation model. The resulting pheno-class map is comprised of 40 pheno-classes, each having unique phenological and topographic characteristics. Cross-comparison of the pheno-classes with the 2001 National Land Cover Database indicates that the new map contains additional phenological and climate information. The pheno-class framework may be a suitable basis for the development of an Advanced Very High Resolution Radiometer (AVHRR)-MODIS NDVI translation algorithm and for various biogeographic studies.
