Pharmaceutical patents and some international trade issues: Canada, the United States, and NAFTA.
Tancer, R S
1993-01-01
This paper traces the evolution of a more aggressive US policy for the protection of the intellectual property rights of its citizens, individual and corporate, who do business aborad. It focuses on the pharmaceutical industry and, in particular, the harmonization of conflicting US and Canadian policies. In reconciling these policy differences, the United States unilaterally applied relatively new procedures authorized under section 301 and Special 301 of its trade laws. It also utilized the bilateral dispute mechanism mandating cooperation "in the Uruguay Round ... to improve protection of intellectual property," as provided in the Canada-United States Free Trade Agreement. These efforts were successful; Canada amended its patent law in 1993 to conform to current international practices. These changes were incorporated into the North American Free Trade Agreement (NAFTA), making it a state-of-the-art example of the protection of intellectual property rights. The intellectual property chapter of NAFTA will serve as the model for US intellectual property rights negotiations for the foreseeable future.

[2.2]Paracyclophane-based through-space conjugated oligomers and polymers were prepared, in which poly(p-arylene-ethynylene) (PAE) units were partially π-stacked and layered, and their properties in the ground state and excited state were investigated in detail. Electronic interactions among PAE units were effective through at least ten units in the ground state. Photoexcited energy transfer occurred from the stacked PAE units to the end-capping PAE moieties. The electrical conductivity of the polymers was estimated using the flash-photolysis time-resolved microwave conductivity (FP-TRMC) method and investigated together with time-dependent density functional theory (TD-DFT) calculations, showing that intramolecular charge carrier mobility through the stacked PAE units was a few tens of percentage larger than through the twisted PAE units. We compare these characteristics to a sample of conventional classical gamma-ray bursts (C-GRBs) observed during the same period. We confirm the correlation between Epeak and fluence noted by others and find further evidence that XRFs, XRRs and C-GRBs form a continuum. We also confirm that our known redshift sample is consistent with the correlation between the peak energy in the GRB rest frame (Epeak) and the isotropic radiated energy (Eiso), so called the Epeak-Eiso relation. The spectral properties of X-ray afterglows of XRFs and C-GRBs are similar, but the temporal properties of XRFs and C-GRBs are quite different. We found that the light curves of C-GRB afterglows show a break to steeper indices (shallow-to-steep break) at much earlier times than do XRF afterglows. Moreover, the overall luminosity of XRF X-ray afterglows is systematically smaller by a factor of two or more compared to that of C-GRBs. These distinct differences between the X-ray afterglows of XRFs and C-GRBs may be the key to understanding not only the mysterious shallow-to-steep break in X-ray afterglow light curves, but also the unique nature of XRFs.

Characterization of hydrogeologic units using matrix properties, Yucca Mountain, Nevada
Flint, L.E.
1998-01-01
Determination of the suitability of Yucca Mountain, in southern Nevada, as a geologic repository for high-level radioactive waste requires the use of numerical flow and transport models. Input for these models includes parameters that describe hydrologic properties and the initial and boundary conditions for all rock materials within the unsaturated zone, as well as some of the upper rocks in the saturated zone. There are 30 hydrogeologic units in the unsaturated zone, and each unit is defined by limited ranges where a discrete volume of rock contains similar hydrogeologic properties. These hydrogeologic units can be easily located in space by using three-dimensional lithostratigraphic models based on relation- ships of the properties with the lithostratigraphy. Physical properties of bulk density, porosity, and particle density; flow properties of saturated hydraulic conductivity and moisture-retention characteristics; and the state variables (variables describing the current state of field conditions) of saturation and water potential were determined for each unit. Units were defined using (1) a data base developed from 4,892 rock samples collected from the coring of 23 shallow and 8 deep boreholes, (2) described lithostratigraphic boundaries and corresponding relations to porosity, (3) recognition of transition zones with pronounced changes in properties over short vertical distances, (4) characterization of the influence of mineral alteration on hydrologic properties such as permeability and moisture-retention characteristics, and (5) a statistical analysis to evaluate where boundaries should be adjusted to minimize the variance within layers. This study describes the correlation of hydrologic properties to porosity, a property that is well related to the lithostratigraphy and depositional and cooling history of the volcanic deposits and can, therefore, be modeled to be distributed laterally. Parameters of the hydrogeologic units developed in this study and the relation of flow properties to porosity that are described can be used to produce detailed and accurate representations of the core-scale hydrologic processes ongoing at Yucca Mountain.

The United States is the largest producer and consumer of diatomite in the world. In 2001, the United States produced about a third of the estimated global production of 1.95 million metric tons (Mt) of diatomite (Dolley, 2003). In any given year, the United States accounts for at least 50 percent of all the diatomite exported in the world (Roskill, 1994). Seven diatomite companies operating in the United States produce diatomite in various grades for a range of applications, including filtration, absorbents, fillers, insulation, and cement manufacture. Economic deposits of diatomite within the United States depend on variations in the physical and chemical properties between and within deposits, potential end uses, and proximity to suitable markets. On the basis of historical production figures, estimated U.S. diatomite-production capacity is currently about 800,000 metric tons per year (t/yr).

Mechanical and Thermal Properties of Dental Composites Cured with CAD/CAM Assisted Solid-State Laser
De Santis, Roberto; Gloria, Antonio; Maietta, Saverio; Martorelli, Massimo; De Luca, Alessandro; Spagnuolo, Gianrico; Riccitiello, Francesco; Rengo, Sandro
2018-01-01
Over the last three decades, it has been frequently reported that the properties of dental restorative composites cured with argon laser are similar or superior to those achieved with conventional halogen and light emitting diode (LED) curing units. Whereas laser curing is not dependent on the distance between the curing unit and the material, such distance represents a drawback for conventional curing units. However, a widespread clinical application of this kind of laser remains difficult due to cost, heavy weight, and bulky size. Recently, with regard to the radiation in the blue region of the spectrum, powerful solid-state lasers have been commercialized. In the current research, CAD (computer-aided design)/CAM (computer-aided manufacturing) assisted solid-state lasers were employed for curing of different dental restorative composites consisting of micro- and nanoparticle-reinforced materials based on acrylic resins. Commercial LED curing units were used as a control. Temperature rise during the photopolymerisation process and bending properties were measured. By providing similar light energy dose, no significant difference in temperature rise was observed when the two light sources provided similar intensity. In addition, after 7 days since curing, bending properties of composites cured with laser and LED were similar. The results suggested that this kind of laser would be suitable for curing dental composites, and the curing process does not suffer from the tip-to-tooth distance. PMID:29584683

Although the Western Region includes Alaska, coal data from this state will often be cited apart from the Western Region data from the lower United States. This is the third of a three volume report on the coals of the United States. All the data are presented in six appendices. Statistical techniques and definitions are presented in Appendix A, and a glossary of terms is presented in Appendix B. Themore » complete washability data and an in-depth characterization of each sample are presented alphabetically by state in Appendix C. In Appendix D, a statistical evaluation is given for the composited washability data, selected chemical and physical properties, and washability data interpolated at various levels of Btu recovery. This presentation is shown by state, section, and region where four or more samples were collected. Appendix E presents coalbed codes and names for the Western Region coals. Graphical summations are presented by state, rank, and region showing the effects of crushing on impurity reductions, and the distribution of raw and clean coal samples meeting various levels of SO{sub 2} emissions. 35 figs., 3 tabs.« less

Paper addresses the different methods for protecting intellectual property in modern knowledge-based economies. The focus of the paper is a comparison between the procedures for applying for patents in Poland and the United States. The comparison has been made from the perspective of the cost of obtaining and maintaining a patent in Poland, the United States and some other countries. The comparison has also been made from the perspective of the procedures for applying for a patent in different countries based on the Patent Cooperation Treaty. The paper also includes a comparison of the time needed for processing the patent application. Low cost provisional twelve-month patent pending protection available in the United States is also being discussed. The paper also provides some guidance and recommendations for conducting a patent search in order to validate the originality of the invention.

Redox chemistry during the activation of carbon dioxide involves changing the charge state in a CO2 molecular unit. However, such changes are usually not well described by integer formal charges, and one can think of COO functional units as being in intermediate oxidation states. In this article, we discuss the properties of CO2 and CO2-based functional units in various charge states. Besides covering isolated CO2 and its ions, we describe the CO2-based ionic species formate, oxalate, and carbonate. Finally, we provide an overview of CO2-based functional groups and ligands in clusters and metal-organic complexes.

Frequency analyses for recent regional floods in the United States
Melcher, Nick B.; Martinez, Patsy G.; ,
1996-01-01
During 1993-95, significant floods that resulted in record-high river stages, loss of life, and significant property damage occurred in the United States. The floods were caused by unique global weather patterns that produced large amounts of rain over large areas. Standard methods for flood-frequency analyses may not adequately consider the probability of recurrence of these global weather patterns.

Correlates of weapon carrying among high school students in the United States
Muula, Adamson S; Rudatsikira, Emmanuel; Siziya, Seter
2008-01-01
Background Deaths and injuries arising from interpersonal violence among adolescents are major public health concerns in the United States. The bearing of weapons among adolescents is a critical factor in many of these deaths and injuries. Methods A secondary analysis of the 2005 United States Youth Risk Behavior Surveillance System Survey data was carried out to examine the variables associated with self-reported history of weapon carrying on school property among high school students. We used logistic regression analysis to assess the associations. Results Of the 13,707 respondents who participated in the survey, 10.2% of males and 2.6% of females reported carrying a weapon on school property. In multivariate logistic regression analysis, males were more likely to report having carried a weapon than females (odds ratio (OR) = 5.58; 95% confidence interval (CI) [4.23, 7.62]). Self-reported race/ethnicity was also associated with weapon carrying. Other variables positively associated with weapon carrying at school were substance use (OR = 1.77; 95% CI [1.16, 2.68]), depression (OR = 1.44; 95% CI [1.10, 1.89]), suicidal ideation (OR = 1.64; 95% CI [1.23, 2.19]), having had property stolen or deliberately damaged at school (OR = 1.55; 95% CI [1.21, 1.98]), having been raped (OR = 1.70; 95% CI [1.22, 2.37]), having been threatened or injured with a weapon on school property (OR = 2.19; 95% CI [1.63, 2.95]), and having engaged in physical fighting (OR = 2.02; 95% CI [1.56, 2.63]). Conclusion This research identifies factors that are associated with weapon bearing among adolescents in the United States. These factors may be important in the design of interventions aimed at improving school safety and adolescent health. PMID:18605995

Attracting Dynamics of Frontal Cortex Ensembles during Memory-Guided Decision-Making
Seamans, Jeremy K.; Durstewitz, Daniel
2011-01-01
A common theoretical view is that attractor-like properties of neuronal dynamics underlie cognitive processing. However, although often proposed theoretically, direct experimental support for the convergence of neural activity to stable population patterns as a signature of attracting states has been sparse so far, especially in higher cortical areas. Combining state space reconstruction theorems and statistical learning techniques, we were able to resolve details of anterior cingulate cortex (ACC) multiple single-unit activity (MSUA) ensemble dynamics during a higher cognitive task which were not accessible previously. The approach worked by constructing high-dimensional state spaces from delays of the original single-unit firing rate variables and the interactions among them, which were then statistically analyzed using kernel methods. We observed cognitive-epoch-specific neural ensemble states in ACC which were stable across many trials (in the sense of being predictive) and depended on behavioral performance. More interestingly, attracting properties of these cognitively defined ensemble states became apparent in high-dimensional expansions of the MSUA spaces due to a proper unfolding of the neural activity flow, with properties common across different animals. These results therefore suggest that ACC networks may process different subcomponents of higher cognitive tasks by transiting among different attracting states. PMID:21625577

Epigenetic computational analyses based on Markov chains can integrate dependencies between regions in the genome that are directly adjacent. In this paper, the BED files of fifteen chromatin states of the Broad Histone Track of the ENCODE project are parsed, and comparative nucleotide frequencies of regional chromatin blocks are thoroughly analyzed to detect the Markov property in them. We perform various tests to examine the Markov property embedded in a frequency domain by checking for the presence of the Markov property in the various chromatin states. We apply these tests to each region of the fifteen chromatin states. The results of our simulation indicate that some of the chromatin states possess a stronger Markov property than others. We discuss the significance of our findings in statistical models of nucleotide sequences that are necessary for the computational analysis of functional units in noncoding DNA.

Three push-pull chromophores comprising a triphenylamine (TPA) as electron-donating moiety and functionalized β-diketones as electron acceptor units are studied by various spectroscopic techniques. The time-correlated single-photon counting data shows that increasing the number of electron acceptor units accelerates photoluminescence relaxation rate of compounds. Transient spectra data shows that intramolecular charge transfer (ICT) takes place from TPA units to β-diketones units after photo-excitation. Increasing the number of electron acceptor units would prolong the generation process of ICT state, and accelerate the excited molecule reorganization process and the relaxation process of ICT state.

The U.S. Forest Service (FS) has a long, shared history with the Spanish and Mexican land grants of northern New Mexico. The Treaty of Guadalupe Hidalgo, which ended the war between the United States and Mexico, was supposed to recognize and respect the property rights of the resident Hispano population. In many cases the intent of the Treaty was not honored. During...
Nonnative forest insects and pathogens in the United States: Impacts and policy options.

We review and synthesize information on invasions of nonnative forest insects and diseases in the United States, including their ecological and economic impacts, pathways of arrival, distribution within the United States, and policy options for reducing future invasions. Nonnative insects have accumulated in United States forests at a rate of ~2.5 per yr over the last 150 yr. Currently the two major pathways of introduction are importation of live plants and wood packing material such as pallets and crates. Introduced insects and diseases occur in forests and cities throughout the United States, and the problem is particularly severe in the Northeast and Upper Midwest. Nonnative forest pests are the only disturbance agent that has effectively eliminated entire tree species or genera from United States forests within decades. The resulting shift in forest structure and species composition alters ecosystem functions such as productivity, nutrient cycling, and wildlife habitat. In urban and suburban areas, loss of trees from streets, yards, and parks affects aesthetics, property values, shading, stormwater runoff, and human health. The economic damage from nonnative pests is not yet fully known, but is likely in the billions of dollars per year, with the majority of this economic burden borne by municipalities and residential property owners. Current policies for preventing introductions are having positive effects but are insufficient to reduce the influx of pests in the face of burgeoning global trade. Options are available to strengthen the defenses against pest arrival and establishment, including measures taken in the exporting country prior to shipment, measures to ensure clean shipments of plants and wood products, inspections at ports of entry, and post-entry measures such as quarantines, surveillance, and eradication programs. Improved data collection procedures for inspections, greater data accessibility, and better reporting would support better evaluation of policy effectiveness. Lack of additional action places the nation, local municipalities, and property owners at high risk of further damaging and costly invasions. Adopting stronger policies to reduce establishments of new forest insects and diseases would shift the major costs of control to the source and alleviate the economic burden now borne by homeowners and municipalities. © 2016 by the Ecological Society of America.

Fragmented patterns of flood change across the United States
Hirsch, R. M.; Viglione, A.; Blöschl, G.
2016-01-01
Abstract Trends in the peak magnitude, frequency, duration, and volume of frequent floods (floods occurring at an average of two events per year relative to a base period) across the United States show large changes; however, few trends are found to be statistically significant. The multidimensional behavior of flood change across the United States can be described by four distinct groups, with streamgages experiencing (1) minimal change, (2) increasing frequency, (3) decreasing frequency, or (4) increases in all flood properties. Yet group membership shows only weak geographic cohesion. Lack of geographic cohesion is further demonstrated by weak correlations between the temporal patterns of flood change and large‐scale climate indices. These findings reveal a complex, fragmented pattern of flood change that, therefore, clouds the ability to make meaningful generalizations about flood change across the United States. PMID:27917010

The electronic structure of UCoC2, a di-carbide with the C-C units is examined from ab initio with an assessment of the properties of chemical bonding. The energy-volume equation of state shows large anisotropy effects due to C-C alignment along tetragonal c-axis leading to high linear incompressibility. Relevant features of selective bonding of uranium and cobalt with carbon at two different Wyckoff sites and strong C-C interactions are remarkable. The vibrational frequencies for C⋯C stretching modes indicate closer behavior to aliphatic C-C rather than Cdbnd C double bond. A ferromagnetic ground state is proposed from the calculations.

Agricultural pesticide emissions associated with common crops in the United States
DOE Office of Scientific and Technical Information (OSTI.GOV)
Benjey, W.G.
Annual emissions for the year 1987 from the application of agricultural pesticides have been estimated by crop type by county for the United States using a geographic information system. The emissions estimates are based upon computed volatilization rates accounting for the properties of each pesticide, evaporation rates, mode of application (surface or soil incorporation) and percent of interception by leaves. Key pesticide properties include the Henry's Law constant, half-life in soil and the organic carbon partitioning coefficient. The volatilization rates are multiplied by the amount of pesticide applied by crop acreage in each county as determined from agricultural census andmore » pesticide sales data. The geographic distribution of the dominant emissions, such as atrazine and diazinon, etc. are presented by crop type and state. For a given pesticide, the geographic variability is controlled principally by amount applied and water availability as reflected in evaporation rates.« less

The United States Federal Aviation Administration’s Office of Commercial Space Transportation(AST) authorizes the launch and reentry of expendable and reusable launch vehicles and the operation of launch and reentry sites by United States citizens or within the United States. It authorizes these activities consistent with public health and safety, the safety of property, and the national security and foreign policy interests of the United States. In addition to its safety role, AST has the role to encourage, facilitate, and promote commercial space launches and reentries by the private sector. AST’s promotional role includes, among other things, the development of information of interest to industry, the sharing of information of interest through a variety of methods, and serving as an advocate for Commercial Space Transportation within the United States government. This dual safety and promotion role is viewed by some as conflicting. AST views these two roles as complementary, and important for the current state of commercial space transportation. This paper discusses how maintaining a sound safety decision-making process, maintaining a strong safety culture, and taking steps to avoid complacency can together enable safe and successful commercial space transportation.
Zak phase induced multiband waveguide by two-dimensional photonic crystals.
Yang, Yuting; Xu, Tao; Xu, Yun Fei; Hang, Zhi Hong
2017-08-15
Interface states in photonic crystals provide efficient approaches to control the flow of light. Photonic Zak phase determines the bulk band properties of photonic crystals, and, by assembling two photonic crystals with different bulk band properties together, deterministic interface states can be realized. By translating each unit cell of a photonic crystal by half the lattice constant, another photonic crystal with identical common gaps but a different Zak phase at each photonic band can be created. By assembling these two photonic crystals together, multiband waveguide can thus be easily created and then experimentally characterized. Our experimental results have good agreement with numerical simulations, and the propagation properties of these measured interface states indicate that this new type of interface state will be a good candidate for future applications of optical communications.

Bergel, Salvador Darío
2010-01-01
The decision of the United States Supreme Court in the Chakrabarty case marked the beginning of a far reaching process, the development of which considerably extended the field of patentabiltiy of humans, their body parts and genetic information. The author believes that a period of three decades is sufficient to draw conclusions. A critical point has been reached from a debatable decision, which had more economic support than legal, which requires serious recapitulation of the scope and the purpose of industrial property rights.

Magnetic properties of the upper mantle beneath the continental United States

The interpretation of long wavelength satellite magnetic data (Magsat, Oersted, CHAMP, SWARM) requires an understanding of magnetic mineralogy in the lithospheric mantle and reliable models of induced and remanent magnetic sources in the lithospheric mantle and the crust. Blakely et al. (2005) proposed the hypothesis of a magnetic lithospheric mantle in subduction zones. This prompted us to reexamine magnetic sources in the lithospheric mantle in different tectonic settings where unaltered mantle xenolith have been reported since the 1990s. Xenoliths from the upper mantle beneath the continental United States show different magnetic properties depending on the tectonic setting in which they equilibrated. Three localities in the South Central United States (San Carlos, AZ; Kilbourne Hole, NM; Knippa, TX) produced lherzolite and harzburgite xenoliths, while the Bearpaw Mountains in Montana (subduction zone) produced dunite and phlogopite-rich dunite xenoliths. Paleomagnetic data on these samples shows the lack of secondary alteration which is commonly caused by post-eruption serpentinization and the lack of basalt contamination. The main magnetic carrier is pure magnetite. The ascent of mantle xenoliths to the surface of the Earth generally takes only a few hours. Numerical modelling shows that nucleation of magnetite during ascent would form superparamagnetic grains and therefore cannot explain the observed magnetic grain sizes. This implies that the ferromagnetic phases present in the studied samples formed at mantle depth. The samples from the South Central United States exhibit a small range in low-field magnetic susceptibility (+/- 0.00003 [SI]), and Natural Remanent Magnetization (NRM) between 0.001 - 0.100 A/m. To the contrary samples from the Bearpaw Mountains exhibit a wider range of low-field susceptibilities (0.00001 to 0.0015 [SI]) and NRM (0.01 and 9.00 A/m). These samples have been serpentinized in-situ by metasomatic fluids related to the Farallon plate (Facer et al., 2009). Hence, the magnetic properties of the lithospheric mantle beneath the continental United States differ significantly depending on tectonic setting. The combination of the low geotherm observed in the Bearpaw Mountains with the stronger induced and remanent magnetization of mantle rocks in this area may produce a detectable LWMA.

We propose a modelling framework for distributed hydrological modelling of 103-105 km2 catchments by discretizing the catchment in geomorphologic units. Each of these units is modelled using a lumped model representative for the processes in the unit. Here, we focus on the development and parameterization of this lumped model as a component of our framework. The development of the lumped model requires rainfall-runoff data for an extensive set of geomorphological units. Because such large observational data sets do not exist, we create artificial data. With a high-resolution, physically-based, rainfall-runoff model, we create artificial rainfall events and resulting hydrographs for an extensive set of different geomorphological units. This data set is used to identify the lumped model of geomorphologic units. The advantage of this approach is that it results in a lumped model with a physical basis, with representative parameters that can be derived from point-scale measurable physical parameters. The approach starts with the development of the high-resolution rainfall-runoff model that generates an artificial discharge dataset from rainfall inputs as a surrogate of a real-world dataset. The model is run for approximately 105 scenarios that describe different characteristics of rainfall, properties of the geomorphologic units (i.e. slope gradient, unit length and regolith properties), antecedent moisture conditions and flow patterns. For each scenario-run, the results of the high-resolution model (i.e. runoff and state variables) at selected simulation time steps are stored in a database. The second step is to develop the lumped model of a geomorphological unit. This forward model consists of a set of simple equations that calculate Hortonian runoff and state variables of the geomorphologic unit over time. The lumped model contains only three parameters: a ponding factor, a linear reservoir parameter, and a lag time. The model is capable of giving an appropriate representation of the transient rainfall-runoff relations that exist in the artificial data set generated with the high-resolution model. The third step is to find the values of empirical parameters in the lumped forward model using the artificial dataset. For each scenario of the high-resolution model run, a set of lumped model parameters is determined with a fitting method using the corresponding time series of state variables and outputs retrieved from the database. Thus, the parameters in the lumped model can be estimated by using the artificial data set. The fourth step is to develop an approach to assign lumped model parameters based upon the properties of the geomorphological unit. This is done by finding relationships between the measurable physical properties of geomorphologic units (i.e. slope gradient, unit length, and regolith properties) and the lumped forward model parameters using multiple regression techniques. In this way, a set of lumped forward model parameters can be estimated as a function of morphology and physical properties of the geomorphologic units. The lumped forward model can then be applied to different geomorphologic units. Finally, the performance of the lumped forward model is evaluated; the outputs of the lumped forward model are compared with the results of the high-resolution model. Our results show that the lumped forward model gives the best estimates of total discharge volumes and peak discharges when rain intensities are not significantly larger than the infiltration capacities of the units and when the units are small with a flat gradient. Hydrograph shapes are fairly well reproduced for most cases except for flat and elongated units with large runoff volumes. The results of this study provide a first step towards developing low-dimensional models for large ungauged basins.

Dissociation constants of aqueous ion pairs HCl{sup 0} and HBr{sup 0} derived in the literature from vapor pressure and supercritical conductance measurements (Quist and Marshall, 1968b; Frantz and Marshall, 1984) were used to calculate the standard partial molal thermodynamic properties of the species at 25 C and 1 bar. Regression of the data with the aid of revised Helgeson-Kirkham-Flowers equations of state (Helgeson et al., 1981; Tanger and Helgeson, 1988; Shock et al., 1989) resulted in a set of equations-of-state parameters that permits accurate calculation of the thermodynamic properties of the species at high temperatures and pressures. These properties andmore » parameters reproduce generally within 0.1 log unit (with observed maximum deviation of 0.23 log unit) the log K values for HBr{sup 0} and HCl{sup 0} given by Quist and Marshall (1968b) and Frantz and Marshall (1984), respectively, at temperatures to 800 C and pressures to 5 kbar.« less

Compact localized states and flat-band generators in one dimension

Flat bands (FB) are strictly dispersionless bands in the Bloch spectrum of a periodic lattice Hamiltonian, recently observed in a variety of photonic and dissipative condensate networks. FB Hamiltonians are fine-tuned networks, still lacking a comprehensive generating principle. We introduce a FB generator based on local network properties. We classify FB networks through the properties of compact localized states (CLS) which are exact FB eigenstates and occupy U unit cells. We obtain the complete two-parameter FB family of two-band d =1 networks with nearest unit cell interaction and U =2 . We discover a novel high symmetry sawtooth chain with identical hoppings in a transverse dc field, easily accessible in experiments. Our results pave the way towards a complete description of FBs in networks with more bands and in higher dimensions.

Language revitalization, oral tradition and epistemology are expressions of Native peoples intellectual sovereignty, and thus the foundation for indigenous intellectual property rights. As the people of California move towards language and cultural revitalization the question arises: What constitutes or constructs the definitions of intellectual property and how can appropriation of indigenous knowledge be protected? Looking at the issues faced by the California's indigenous populace and by implication, other indigenous peoples in the United States, this essay examines how protection may be afforded under the United Nations definition of 'heritage'. Given that the holding safe of a 'culture' or 'heritage' is inclusive of language, and thus has been determined to be a human right.

Putting down roots in earthquake country-Your handbook for earthquakes in the Central United States
Contributors: Dart, Richard; McCarthy, Jill; McCallister, Natasha; Williams, Robert A.
2011-01-01
This handbook provides information to residents of the Central United States about the threat of earthquakes in that area, particularly along the New Madrid seismic zone, and explains how to prepare for, survive, and recover from such events. It explains the need for concern about earthquakes for those residents and describes what one can expect during and after an earthquake. Much is known about the threat of earthquakes in the Central United States, including where they are likely to occur and what can be done to reduce losses from future earthquakes, but not enough has been done to prepare for future earthquakes. The handbook describes such preparations that can be taken by individual residents before an earthquake to be safe and protect property.

Earthquake early warning systems use earthquake science and the technology of monitoring systems to alert devices and people when shaking waves generated by an earthquake are expected to arrive at their location. The seconds to minutes of advance warning can allow people and systems to take actions to protect life and property from destructive shaking. The U.S. Geological Survey (USGS), in collaboration with several partners, has been working to develop an early warning system for the United States. ShakeAlert, a system currently under development, is designed to cover the West Coast States of California, Oregon, and Washington.

Enhanced luminescence of a lanthanide complex with dynamic polarization of the excited state and molecular motion is introduced. The luminescent lanthanide complex is composed of one Eu(hfa)3 (hfa, hexafluoroacetylacetonate) and two phosphine oxide ligands with ruthenocenyl units Rc, [Eu(hfa)3(RcPO)2] (RcPO = diphenylphosphorylruthenocene). The ruthenocenyl units in the phosphine oxide ligands play an important role of switching for dynamic molecular polarization and motion in liquid media. The oxidation states of the ruthenocenyl unit (Rc(1+)/Rc(1+)) are controlled by potentiostatic polarization. Eu(III) complexes attached with bidentate phosphine oxide ligands containing ruthenocenyl units, [Eu(hfa)3(RcBPO)] (RcBPO = 1,1'-bis(diphenylphosphoryl)ruthenocene), and with bidentate phosphine oxide ligands, [Eu(hfa)3(BIPHEPO)] (BIPHEPO =1,1'-biphenyl-2,2'-diylbis(diphenylphosphine oxide), were also prepared as references. The coordination structures and electrochemical properties were analyzed using single crystal X-ray analysis, cyclic voltammetry, and absorption spectroscopy measurements. The luminescence properties were estimated using an optoelectrochemical cell. Under potentiostatic polarization, a significant enhancement of luminescence was successfully observed for [Eu(hfa)3(RcPO)2], while no spectral change was observed for [Eu(hfa)3(RcBPO)]. In this study, the remarkable enhanced luminescence phenomena of Eu(III) complex based on the dynamic molecular motion under potentiostatic polarization have been performed.

Properties influencing fat, oil, and grease deposit formation.
Keener, Kevin M; Ducoste, Joel J; Holt, Leon M
2008-12-01
Fat, oil, and grease (FOG) deposits are the reported cause of 50 to 75% of sanitary sewer overflows in the United States, resulting in 1.8 X 10(6) m3 (500 mil. gal) of raw wastewater released into the environment annually. The objective of this research was to characterize the chemical and physical properties of FOG deposits. Twenty-three cities from around the United States contributed FOG samples for the study. The FOG deposits showed a wide range in yield strength (4 to 34 kPa), porosity (10 to 24%), and moisture content (10 to 60%), suggesting uncontrolled formation processes. A majority of these deposits display hard, sandstonelike texture, with distinct layering effects, suggesting a discontinuous formation process. The results found that 84% of FOG deposits contained high concentrations of saturated fatty acids and calcium, suggesting preferential accumulation.
Remote sensing and geospatial support to burned area emergency response teams
McKinley, Randy; Clark, Jess
2011-01-01
A major concern of land managers in the United States is the response of watersheds to weather after a wildfire. With an ever-expanding wildland-urban interface (WUI), land managers must be cognizant of potential damage to private property and other values at risk. In the United States, land-management agencies from the U.S. Department of Agriculture (USDA) and the U.S. Department of the Interior (DOI) deploy Burned Area Emergency Response (BAER) teams to address these concerns and to “prescribe and implement emergency treatments to minimize threats to life or property or to stabilize and prevent unacceptable degradation to natural and cultural resources resulting from the effects of a fire” (USDA Forest Service 2004, p. 17). BAER teams’ objective is emergency stabilization of burned areas, rather than long-term restoration of the landscape after a fire.

A database called the “Comprehensive Resource Database” (CRD) was prepared to support U.S. Geological Survey (USGS) assessments of technically recoverable hydrocarbons that might result from the injection of miscible or immiscible carbon dioxide (CO2) for enhanced oil recovery (EOR). The CRD was designed by INTEK Inc., a consulting company under contract to the USGS. The CRD contains data on the location, key petrophysical properties, production, and well counts (number of wells) for the major oil and gas reservoirs in onshore areas and State waters of the conterminous United States and Alaska. The CRD includes proprietary data on petrophysical properties of fields and reservoirs from the “Significant Oil and Gas Fields of the United States Database,” prepared by Nehring Associates in 2012, and proprietary production and drilling data from the “Petroleum Information Data Model Relational U.S. Well Data,” prepared by IHS Inc. in 2012. This report describes the CRD and the computer algorithms used to (1) estimate missing reservoir property values in the Nehring Associates (2012) database, and to (2) generate values of additional properties used to characterize reservoirs suitable for miscible or immiscible CO2 flooding for EOR. Because of the proprietary nature of the data and contractual obligations, the CRD and actual data from Nehring Associates (2012) and IHS Inc. (2012) cannot be presented in this report.
The intersection between cannabis and cancer in the United States.
Bowles, Daniel W; O'Bryant, Cindy L; Camidge, D Ross; Jimeno, Antonio
2012-07-01
In the last 15 years there has been a major shift in the laws governing medical use of cannabis in the United States. Corresponding with this change there has been escalating interest in the role that cannabis, commonly referred to as marijuana, and cannabinoids play in the care of patients with cancer. This review will examine cannabis' and cannabinoids' current and potential roles in cancer care. Specifically, we will examine five areas of cannabis medicine: (1) pharmacologic properties of cannabis; (2) its potential role in the development of human cancers, particularly smoking-related malignancies; (3) cannabinoids' potential as anti-cancer therapies; (4) cannabis and cannabinoids in the palliation of common cancer-associated symptoms; (5) current legal status of cannabis for medical purposes in the United States. Placing the pieces: Reconstructing the original property mosaic in a warrant and patent watershed
Bain, D.J.; Brush, G.S.
2005-01-01
Recent research shows that land use history is an important determinant of current ecosystem function. In the United States, characterization of land use change following European settlement requires reconstruction of the original property mosaic. However, this task is difficult in unsystematically surveyed areas east of the Appalachian Mountains. The Gwynns Falls watershed (Baltimore, MD) was originally surveyed in the 1600-1700s under a system of warrants and patents (commonly known as 'metes and bounds'). A method for the reconstruction and mapping of warrant and patent properties is presented and used to map the original property mosaic in the Gwynns Falls watershed. Using the mapped mosaic, the persistence of properties and property lines in the current Gwynns Falls landscape is considered. The results of this research indicate that as in agricultural areas, the original property lines in the Gwynns Falls watershed are persistent. At the same time, the results suggest that the property mosaic in heavily urbanized/suburbanized areas is generally 'reset.' Further, trends in surveying technique, parcel size, and settlement patterns cause property line density and property shape complexity to increase in the less urbanized upper watershed. The persistence of original patterns may be damping expression of heterogeneity gradients in this urban landscape. This spatial pattern of complexity in the original mosaic is directly opposite of hypothesized patterns of landscape heterogeneity arising from urbanization. The technique reported here and the resulting observations are important for landscape pattern studies in areas settled under unsystematic survey systems, especially the heavily urbanized areas of the eastern United States. ?? 2004 Kluwer Academic Publishers.
