Cruise ship's doctors - company employees or independent contractors?

Traditionally, cruise companies have stated that they are in the transport business but not in the business of providing medical services to passengers. They have claimed not to be able to supervise or control the ship's medical personnel and cruise ship's doctors have therefore mostly been signed on as independent contractors, not employees. A United States court decision from 1988, Barbetta versus S/S Bermuda Star, supported this view and ruled that a ship's owner cannot be held vicariously liable for the negligence of the ship's doctor directed at the ship's passengers. Some years ago a cruise passenger fell and hit his head while boarding a trolley ashore. Hours later he was seen aboard by the ship's doctor, who sent him to a local hospital. He died 1 week later, and his daughter filed a complaint alleging the cruise company was vicariously liable for the purported negligence of the ship's doctor and nurse, under actual or apparent agency theories. A United States district court initially dismissed the case, but in November 2014 the United States Court of Appeals for the Eleventh Circuit disagreed and reversed. From then on independently contracted ship's doctors may be considered de facto employees of the cruise line. The author discusses the employment status of physicians working on cruise ships and reviews arguments for and against the Appellate Court's decision.

Developing an acoustic method for reducing North Atlantic right whale (Eubalaena glacialis) ship strike mortality along the United States eastern seaboard

North Atlantic right whales (Eubalaena glacialis ) are among the world's most endangered cetaceans. Although protected from commercial whaling since 1949, North Atlantic right whales exhibit little to no population growth. Ship strike mortality is the leading known cause of North Atlantic right whale mortality. North Atlantic right whales exhibit developed auditory systems, and vocalize in the frequency range that dominates ship acoustic signatures. With no behavioral audiogram published, current literature assumes these whales should be able to acoustically detect signals in the same frequencies they vocalize. Recorded ship acoustic signatures occur at intensities that are similar or higher to those recorded by vocalizing North Atlantic right whales. If North Atlantic right whales are capable of acoustically detecting oncoming ship, why are they susceptible to ship strike mortality? This thesis models potential acoustic impediments to North Atlantic right whale detection of oncoming ships, and concludes the presence of modeled and observed bow null effect acoustic shadow zones, located directly ahead of oncoming ships, are likely to impair the ability of North Atlantic right whales to detect and/or localize oncoming shipping traffic. This lack of detection and/or localization likely leads to a lack of ship strike avoidance, and thus contributes to the observed high rates of North Atlantic right whale ship strike mortality. I propose that North Atlantic right whale ship strike mortality reduction is possible via reducing and/or eliminating the presence of bow null effect acoustic shadow zones. This thesis develops and tests one method for bow null effect acoustic shadow zone reduction on five ships. Finally, I review current United States policy towards North Atlantic right whale ship strike mortality in an effort to determine if the bow null effect acoustic shadow zone reduction method developed is a viable method for reducing North Atlantic right whale ship strike mortality within United States waters. I recommend that future work include additional prototype modifications and testing, application for a marine mammal scientific take authorization permit to test the modified prototype on multiple mysticete species, and continued interfacing of the prototype with evolving United States North Atlantic right whale ship strike reduction policies.

A moon shadow of the total solar eclipse swept through the continent of United States (CONUS) from west to east on 21 August 2017. Massive total electron content (integration of electron density from 0 km to 20,200 km altitude) observations from 2,255 ground-based Global Navigation Satellite System receivers show that the moon shadow ship generates a great ionospheric bow wave front which extends 1,500 km away from the totality path covering the entire CONUS. The bow wave front consists of the acoustic shock wave due to the supersonic/near-supersonic moon shadow ship and the significant plasma recombination due to the reduction in solar irradiation within the shadow area. The deep bow wave trough (-0.02 total electron content unit (1 TECU = 1016 el m-2) area) nearly coincides with the 100% obscuration moving along the totality path over the CONUS through the entire eclipse period. The supersonic moon shadow ship induces a bow wave crest in front of the ship ( 80% obscuration). It is the first time to find the acoustic shock wave-formed bow wave trough and crest near the totality.

In 1975, the then-Center for Disease Control (CDC) established the Vessel Sanitation Program (VSP) to minimize the risk for diarrheal disease among passengers and crew aboard ships by assisting the cruise ship industry in developing and implementing comprehensive environmental health programs. To evaluate the relationship between cruise ship sanitation scores and diarrheal disease incidence and outbreaks among cruise ship passengers. Retrospective cohort study of ship inspection and diarrheal disease data from 1990 through 2000 from the National Center for Environmental Health, CDC database, for cruise ships entering the United States. Yearly trends in number of ships inspected, number of inspections conducted, inspection scores, and risks of failing inspections; rates of diarrheal disease among passengers, by inspection year, cruise duration, incidence of outbreaks, and passing- or failing-score status of the associated ship. From 1990 through 2000, inspection scores gradually increased from a median of 89 in 1990 to 93 in 2000 (p<0.001), with an associated statistically significant 21% increase in likelihood of passing. The total baseline level of diarrhea among passengers was 2.0 cases per cruise (13243/6485), or 23.6 cases per 100,000 passenger-days (13243/56129096). The latter rate declined significantly from 29.2 in 1990 to 16.3 in 2000 (p<0.0001). Diarrheal disease incidence rates among passengers sailing on ships that passed environmental inspections were significantly lower than rates among passengers sailing on ships that failed inspections (21.7 vs 30.1; RR = 1.39; 95% CI: 1.31-1.47). Diarrheal disease outbreak-related illnesses decreased from 4.2 to 3.5 per 100000 passenger-days from 1990-1995 to 1996-2000. Environmental sanitation inspections conducted among ships sailing into the United States appear to continue to decrease diarrheal disease rates and outbreaks among passengers.

S94-47810 (2 Dec. 1994) --- Lockheed Space Operations Company workers in the Extended Duration Orbiter (EDO) Facility, located inside the Vehicle Assembly Building (VAB), carefully hoist the Orbiter Docking System (ODS) from its shipping container into a test stand. The ODS was shipped in a horizontal position to the Kennedy Space Center (KSC) from contractor Rockwell Aerospace's Downey plant. Once the ODS is upright, work can continue to prepare the hardware for the first docking of the United States Space Shuttle and Russian Space Station MIR in 1995. The ODS contains both United States-made and Russian-made hardware. The black band is Russian-made thermal insulation protecting part of the docking mechanism, also Russian-made, called the Androgynous Peripheral Docking System (APDS). A red protective cap covers the APDS itself. Other elements of the ODS, most of it protected by white United States-made thermal insulation, were developed by Rockwell, which also integrated and checked out the assembled Russian-United States system.

The drug-related death of Dianne Brimble on the P&O cruise liner Pacific Sky in 2002 triggered a wide-ranging review of the safety on board cruise ships operating in the Australian market. This column assesses the frequency of recent sexual assaults on cruise ships and examines the findings and recommendations of the Brimble inquest, focusing on the Commonwealth government's response to those recommendations. The problem of jurisdiction on flag of convenience registered ships is discussed, with emphasis on a possible co-operative arrangement between Australian police and foreign flag states. It seems likely that the United States and Canadian models of cruise ship regulation to enhance passenger safety will in part be introduced in Australia.

From 1990 to 2004, the reported rates of diarrheal disease (three or more loose stools or a greater than normal frequency in a 24-hour period) on cruise ships decreased 2.4%, from 29.2 cases per 100,000 travel days to 28.5 cases (1,2). Increased rates of acute gastroenteritis illness (diarrhea or vomiting that is associated with loose stools, bloody stools, abdominal cramps, headache, muscle aches, or fever) occurred in years that novel strains of norovirus, the most common etiologic agent in cruise ship outbreaks, emerged (3). To determine recent rates of acute gastroenteritis on cruise ships, CDC analyzed combined data for the period 2008-2014 that were submitted by cruise ships sailing in U.S. jurisdiction (defined as passenger vessels carrying ≥13 passengers and within 15 days of arriving in the United States) (4). CDC also reviewed laboratory data to ascertain the causes of acute gastroenteritis outbreaks and examined trends over time. During the study period, the rates of acute gastroenteritis per 100,000 travel days decreased among passengers from 27.2 cases in 2008 to 22.3 in 2014. Rates for crew members remained essentially unchanged (21.3 cases in 2008 and 21.6 in 2014). However, the rate of acute gastroenteritis was significantly higher in 2012 than in 2011 or 2013 for both passengers and crew members, likely related to the emergence of a novel strain of norovirus, GII.4 Sydney (5). During 2008-2014, a total of 133 cruise ship acute gastroenteritis outbreaks were reported, 95 (71%) of which had specimens available for testing. Among these, 92 (97%) were caused by norovirus, and among 80 norovirus specimens for which a genotype was identified, 59 (73.8%) were GII.4 strains. Cruise ship travelers experiencing diarrhea or vomiting should report to the ship medical center promptly so that symptoms can be assessed, proper treatment provided, and control measures implemented.

As part of the Spreader Bar Radiation Detector project, PNNL analyzed US import data shipped through US ports collected over the 12 months of 2006 (over 4.5 million containers). Using these data, we extracted a variety of distributions that are of interest to modelers and developers of active and passive detection systems used to 'scan' IMCCs for potential contraband. This report expands on some of the analysis presented in an earlier report from LLNL, by investigation the foreign port distribution of commodities shipped to the US. The majority of containers shipped to the United States are 40 ft containers ({approx}70%);more » about 25% are 20 ft; and about 3.6% are 45 ft containers. A small fraction (<1%) of containers are of other more specialized sizes, and very few ports actually ship these unique size containers (a full distribution for all foreign ports is shown in Appendix A below). The primary foreign ports that ship the largest fraction of each container are shown in the table below. Given that 45 ft containers comprise 1 of out every 27 containers shipped to the US, and given the foreign ports from which they are shipped, they should not be ignored in screening; further testing and analysis of radiation measurements for national security with this size container is warranted. While a large amount of NORM is shipped in IMCCs, only a few specific commodities are shipped with enough frequency to present potential issues in screening IMCCs at ports. The majority of containers with NORM will contain fertilizers (5,700 containers), granite (59,000 containers), or ceramic (225,000 containers) materials. Fertilizers were generally shipping in either 20- or 40 ft containers with equal frequency. While granite is mostly shipped in 20 ft containers, ceramic materials can be shipped in either 20- or 40 ft containers. The size of container depended on the specific use of the ceramic or porcelain material. General construction ceramics (such as floor and roofing tiles) tend to be shipped in 20 ft containers. Consumer products made from ceramic materials (e.g., tableware, sinks, and toilets) are generally shipped in 40 ft containers. This distinct discrepancy is due in large part to the packaging of the commodity. Consumer products are generally shipped packed in a box loaded with Styrofoam or other packing material to protect the product from breakage. Construction ceramic materials are generally shipped in less packing material, many times consisting of only a cardboard or wooden box. The U.S. Navy conducts "full ship shock trials" (FSST) on new construction ships to validate the ability the ship to carry out assigned missions in the combat shock environment. The shock trial attempts to simulate the effects of a near-miss underwater explosion by detonating 10,000 pound high explosive charges near the ship. On June 10, June 23, and July 16, 2016, respectively, the Navy carried out three FSSTs on the Littoral Combat Ship USS Jackson (LCS-6) off Florida coast. The three events were well recorded in eastern United States, and the U.S. Geological Survey (USGS) reported the events as "experimental explosions", with magnitudes in 3.7-3.8; and 78, 82, and 114 associated/picked phases, respectively. The CTBTO's seismic bulletin has the first and third FSSTs reported, but not the second. CTBTO's International Monitoring Systems (IMS) stations in the United States (Tuckaleechee of TN, Lajitas of TX, Mina of NV, Eilson of AK), Canada (Lac du Bonnet), Turkey (Belbashi), Finland (Lahti), and Australia (Warramunga, Alice Springs) saw some of these events. In addition, five hydrophone channels at Ascension Island hydroacoustic array detected two events. IDC did not "screen out" the detected FSSTs as earthquakes. Both USGS and IDC locations are fairly reasonable. In the case of USGS, the events are off shore, while most of the reporting seismic stations are on land, on one side. The test area selected by the Navy for FSSTs is a narrow hexagon, bounded by two arcs: the 600-ft depth bathymetry on the west, and an arc of radius 120 nautical miles centered at Mayport Naval Station (Florida). The seismic solutions determined by USGS and IDC lie inside the hexagon, using the standard single-event location algorithm. In the seismic monitoring mission area, it has been well known that the best calibration data points are those well-recorded, controlled active-source experiments for which the Ground Truth (of the event size, origin time, and coordinates) are known - such as the 100-ton "Omega" explosions carried out by the United States and Kazakhstan in 1997-2001 for the purpose of destroying the unused Soviets shafts and adits at Semipalatinsk. Navy's FSSTs have similar potential for evaluation and calibration of the seismic (and/or hydroacoustic) systems operated by the USGS and CTBTO.

On May 17, 1987 two EXOCET missiles hit and crippled the frigate USS STARK. Thirty seven sailors lost their lives due to the inability of the ship to defend itself against a sea- skimming cruise missile attack. In 1991, as a result of this incident, Congress mandated the establishment of a Program Executive Office for Ship Self Defense. The purpose of the legislation was to preclude another incident by placing a high priority on the combat system engineering process used to design and field the anti-ship cruise missile (ASCM) defense capability of surface ships. Over 35 countries now have sea- skimming ASCMs and this type of threat continues to proliferate. The use of IRST is a critical element of ship self defense, providing early and reliable detection of sea- skimming cruise missiles. This paper describes the contribution of IRST in providing self-defense and the current status of the United States Navy (USN) shipboard IRST development program.

Cruise ship outbreaks of vaccine-preventable diseases (VPD) such as rubella and varicella have been previously associated with introduction and spread among susceptible crew members originating from countries with endemic transmission of these diseases. During February to April 2006, we investigated a cluster of rash illnesses due to measles, rubella, or varicella on a cruise ship sailing from Florida to the Caribbean. Case-finding measures included review of medical logs, active surveillance for rash illness among crew members, and passive surveillance for rash illness in the ship's infirmary lasting two incubation periods from the last case of measles. Passengers with potential exposure to these VPD were notified by letters. All susceptible crew members with potential exposure were administered the measles, mumps, and rubella vaccine after informed consent. A total of 16 cases were identified only among crew members: 1 rubella, 3 measles (two-generation spread), 11 varicella (three-generation spread), and 1 unknown diagnosis. Of 1,197 crew members evaluated, 4 had proof of immunity to measles and rubella. Based on passive surveillance, no cases were identified among passengers, the majority of whom resided in the United States. The international makeup of the population aboard cruise ships combined with their semi-enclosed environment has the potential to facilitate introduction and spread of VPD such as measles, rubella, and varicella onboard and into communities. Cruise lines should ensure crew members have evidence of immunity to these diseases. Passengers should be up to date with all vaccinations, including those that are travel-specific, prior to embarking on cruise travel. Published 2012. Hospital ships adrift? Part 2: the role of US Navy hospital ship humanitarian assistance missions in building partnerships.

US Navy hospital ships are used as a foreign policy instrument to achieve various objectives that include building partnerships. Despite substantial resource investment by the Department of Defense (DoD) in these missions, their impact is unclear. The purpose of this study was to understand how and why hospital ship missions influence partnerships among the different participants. An embedded case study was used and included the hospital ship Mercy's mission to Timor-Leste in 2008 and 2010 with four units of analysis: the US government, partner nation, host nation, and nongovernmental organizations. Key stakeholders representing each unit were interviewed using open-ended questions that explored the experiences of each participant and their organization. Findings were analyzed using a priori domains from a proposed partnership theoretical framework. A documentary review of key policy, guidance, and planning documents was also conducted. Fifteen themes related to how and why hospital ship missions influence partnerships emerged from the 37 interviews and documentary review. The five most prominent included: developing relationships, developing new perspectives, sharing resources, understanding partner constraints, and developing credibility. Facilitators to joining the mission included partner nations seeking a regional presence and senior executive relationships. Enablers included historical relationships and host nation receptivity. The primary barrier to joining was the military leading the mission. Internal constraints included the short mission duration, participant resentment, and lack of personnel continuity. External constraints included low host nation and United States Agency for International Development (USAID) capacity. The research finds the idea of building partnerships exists among most units of analysis. However, the results show a delay in downstream effects of generating action and impact among the participants. Without a common partnership definition and policy, guidance, and planning documents reinforcing these constructs, achieving the partnership goal will remain challenging. Efforts should be made to magnify the facilitators and enablers while developing mitigation strategies for the barriers and constraints. This is the first study to scientifically assess the partnership impact of hospital ship missions and could support the DoD's effort to establish, enable, and sustain meaningful partnerships. Application of the findings to improve partnerships in contexts beyond hospital ship missions may be warranted and require further analysis. This unique opportunity could bridge the rift with humanitarian actors and establish, enable, and sustain meaningful partnerships with the DoD.

International trade and air pollution: estimating the economic costs of air emissions from waterborne commerce vessels in the United States.

Although there is a burgeoning literature on the effects of international trade on the environment, relatively little work has been done on where trade most directly effects the environment: the transportation sector. This article shows how international trade is affecting air pollution emissions in the United States' shipping sector. Recent work has shown that cargo ships have been long overlooked regarding their contribution to air pollution. Indeed, ship emissions have recently been deemed "the last unregulated source of traditional air pollutants". Air pollution from ships has a number of significant local, national, and global environmental effects. Building on past studies, we examine the economic costs of this increasing and unregulated form of environmental damage. We find that total emissions from ships are largely increasing due to the increase in foreign commerce (or international trade). The economic costs of SO2 pollution range from dollars 697 million to dollars 3.9 billion during the period examined, or dollars 77 to dollars 435 million on an annual basis. The bulk of the cost is from foreign commerce, where the annual costs average to dollars 42 to dollars 241 million. For NOx emissions the costs are dollars 3.7 billion over the entire period or dollars 412 million per year. Because foreign trade is driving the growth in US shipping, we also estimate the effect of the Uruguay Round on emissions. Separating out the effects of global trade agreements reveals that the trade agreement-led emissions amounted to dollars 96 to dollars 542 million for SO2 between 1993 and 2001, or dollars 10 to dollars 60 million per year. For NOx they were dollars 745 million for the whole period or dollars 82 million per year. Without adequate policy responses, we predict that these trends and costs will continue into the future.

The United States Department of Agriculture, Animal and Plant Health Inspection Service (USDA-APHIS) has been exploring methods of quantitative risk assessment to support decision-making, provide risk management options and identify research needs. With current changes in world trade, regulatory decisions must have a scientific basis which is transparent, consistent, documentable and defensible. These quantitative risk assessment methods are described in an accompanying paper in this issue. In the present article, the authors provide an illustration by presenting an application of these methods. Prior to proposing changes in regulations, USDA officials requested an assessment of the risk of introduction of foreign animal disease to the United States of America through garbage from Alaskan cruise ships. The risk assessment team used a combination of quantitative and qualitative methods to evaluate this question. Quantitative risk assessment methods were used to estimate the amount of materials of foreign origin being sent to Alaskan landfills. This application of quantitative risk assessment illustrates the flexibility of the methods in addressing specific questions. By applying these methods, specific areas were identified where more scientific information and research were needed. Even with limited information, the risk assessment provided APHIS management with a scientific basis for a regulatory decision.

During World War II, 2710 Liberty ships were built in the United States across 18 ship yards. The rate of production of these ships was at a scale not previously witnessed, reflecting a strategic marshaling of national assets critical to the war effort. For the metallurgist, metallurgical engineer, or materials scientist, these ships also struck commanding images regarding their catastrophic failures. The study of these failures led to increased understanding of brittle fracture, fracture mechanics, and ductile-to-brittle transition temperatures. The post-mortem studies of Liberty ships highlighted the importance of composition and microstructure in controlling the properties of steel in fracture-critical applications. This study examines a rivet from the SS "John W. Brown", which was assembled in Baltimore, Maryland, and launched in September 1942, The "John W. Brown" was restored between 1988 and 1991. Classical metallurgical analysis of a rivet from the original 1942 vessel is compared with modern rivets used during its restoration. The rivets provide an analogue to the plate material used in these ships. A comparison of these materials is presented along with a discussion of the importance of composition-microstructure-property relationships that concomitantly evolved.

The severe bombing of Belfast in 1941 had far-reaching consequences. Harland and Wolff was crippled. The British Merchant Ship Building Mission to the USA was being constrained by the UK treasury. On being told of the Belfast destruction, the British Mission and the United States Maritime Commission were emboldened. The result was 2,710 Liberty Ships launched to a British design. The necessary asbestos use associated with this and other shipbuilding, after a quarter century or more latency, is a genesis of malignancy killing thousands. Reversal of studies on asbestos limitation of fire propagation was crucial to Allied strategic planning of mass-fires which resulted in the slaughter of one to two million civilians. Government funding for the security at shipping facilities and ports is limited so there is a need for low cost scalable security systems. With over 20 million sea, truck, and rail containers entering the United States every year, these facilities pose a large risk to security. Securing these facilities and monitoring the variety of traffic that enter and leave is a major task. To accomplish this, the authors have developed and fielded a low cost fully distributed building block approach to port security at the inland Port of Catoosa in Oklahoma. Based on prior work accomplished in the design and fielding of an intelligent transportation system in the United States, functional building blocks, (e.g. Network, Camera, Sensor, Display, and Operator Console blocks) can be assembled, mixed and matched, and scaled to provide a comprehensive security system. The following functions are demonstrated and scaled through analysis and demonstration: Barge tracking, credential checking, container inventory, vehicle tracking, and situational awareness. The concept behind this research is "any operator on any console can control any device at any time."

Asbestotic radiological abnormalities among United States merchant marine seamen.

There has been limited information concerning the prevalence of radiologically evident parenchymal and pleural fibrosis consistent with prior exposure to asbestos among merchant marine seamen, despite the wide use of asbestos in ship construction until the late 1970s and subsequent exposure of seamen to the asbestos that had been installed. A total of 3324 chest radiographs (1985-7) of long term United States seamen were reviewed. One third (34.8%) had parenchymal or pleural abnormalities, or both (ILO classification); pleural changes were predominant. Abnormalities increased with longer duration from onset of shipboard exposure (as defined by first year at sea). The prevalence of asbestotic changes was greater among seamen who had served in the engine department (391/420; 42.5%) compared with seamen in other departments, including deck (301/820; 36.6%), steward (278/981; 28.4%), or with service in multiple departments (167/541; 30.9%). Since many vessels, particularly those built before 1978, contain asbestos materials, appropriate engineering controls (including complete removal, if possible) are required as well as appropriate medical surveillance for those who served aboard such ships.

There has been limited information concerning the prevalence of radiologically evident parenchymal and pleural fibrosis consistent with prior exposure to asbestos among merchant marine seamen, despite the wide use of asbestos in ship construction until the late 1970s and subsequent exposure of seamen to the asbestos that had been installed. A total of 3324 chest radiographs (1985-7) of long term United States seamen were reviewed. One third (34.8%) had parenchymal or pleural abnormalities, or both (ILO classification); pleural changes were predominant. Abnormalities increased with longer duration from onset of shipboard exposure (as defined by first year at sea). The prevalence of asbestotic changes was greater among seamen who had served in the engine department (391/420; 42.5%) compared with seamen in other departments, including deck (301/820; 36.6%), steward (278/981; 28.4%), or with service in multiple departments (167/541; 30.9%). Since many vessels, particularly those built before 1978, contain asbestos materials, appropriate engineering controls (including complete removal, if possible) are required as well as appropriate medical surveillance for those who served aboard such ships. Oceanographic characteristics and the presence of international shipping in Puget Sound, Washington, USA contribute to its vulnerability to non-indigenous species (NIS) invasions. To evaluate NIS arriving in ballast water, zooplankton was sampled in 380 ballast tanks of ships after they entered Puget Sound. Taxa were classified into a higher risk group of coastal organisms (including known NIS), and a lower risk group of largely oceanic species. Most ships reported conducting mid-ocean ballast water exchange (BWE). However, despite state regulations requiring BWE, and apparent compliance by ship operators, most sampled tanks from both transpacific and coastal routes had coastal zooplankton densities exceeding internationally proposed discharge standards. BWE efficiency models and controlled before-and-after BWE experiments indicate that BWE consistently removes most coastal zooplankton. However, this study found that although the empty-refill method of BWE significantly reduced coastal plankton compared with un-exchanged tanks, the flow-through method did not, and in either case remaining coastal plankton densities presented appreciable risks of introducing NIS. Densities of high risk taxa were consistently and significantly higher from US domestic trips dominated by tank ships carrying ballast water from California, and lower in samples from trans-Pacific trips dominated by container ships and bulk carriers with ballast from Asia. These findings are probably a result of the dense and diverse NIS assemblages present in California and other US west coast estuaries and the comparatively short transit times between them and Puget Sound. While it appears that BWE can effectively replace NIS with less risky ocean species, new reporting, verification, and operational procedures may be necessary to enhance BWE efficacy. In the long-term, the introduction of ballast water treatment technologies may be required to significantly reduce the discharge of risky organisms from commercial ships if BWE practices do not become more effective. With the increased frequency of shipping activities, navigation safety has become a major concern, especially when economic losses, human casualties and environmental issues are considered. As a contributing factor, the sea state plays a significant role in shipping safety. However, the types of dangerous sea states that trigger serious shipping accidents are not well understood. To address this issue, we analyzed the sea state characteristics during ship accidents that occurred in poor weather or heavy seas based on a 10-year ship accident dataset. Sea state parameters of a numerical wave model, i.e., significant wave height, mean wave period and mean wave direction, were analyzed for the selected ship accident cases. The results indicated that complex sea states with the co-occurrence of wind sea and swell conditions represent threats to sailing vessels, especially when these conditions include similar wave periods and oblique wave directions.

Geostationary maritime satellites, one over the Pacific and one over the Atlantic Ocean, are planned to make available high-speed communications and navigation (position determination) services to ships at sea. A shipboard satellite terminal, operating within the authorized maritime L-band, 1636.5 to 1645.0 MHz, will allow ships to pass voice, teletype, facsimile, and data messages to shore communication facilities with a high degree of reliability. The shore-to-ship link will also operate in the maritime L-band from 1535.0 to 1543.5 MHz. A significant number or maritime/commercial ships are expected to be equipped with an L-band satellite terminal by the year 1980, and so consequently, there is an interest in determining electromagnetic compatibility between the proposed L-band shipboard terminal and existing, on-board, shipboard communications/electronics and electrical systems, as well as determining the influence of shore-based interference sources. The shipboard electromagnetic interference survey described was conducted on-board the United States Line's American Leader class (15,690 tons) commercial container ship, the "American Alliance" from June 16 to 20, 1974. Details of the test plan and measurements are given.
