The United States and China are committed to cooperation to address the challenges of the next century. Technical cooperation, building on a long tradition of technical exchange between the two countries, can play an important role. This paper focuses on technical cooperation between the United States and China in the areas of nonproliferation, arms control and other nuclear security topics. It reviews cooperation during the 1990s on nonproliferation and arms control under the U.S.-China Arms Control Exchange, discusses examples of ongoing activities under the Peaceful Uses of Technology Agreement to enhance security of nuclear and radiological material, and suggests opportunitiesmore » for expanding technical cooperation between the defense nuclear laboratories of both countries to address a broader range of nuclear security topics.« less

Technical options for processing additional light tight oil volumes within the United States
2015-01-01
This report examines technical options for processing additional LTO volumes within the United States. Domestic processing of additional LTO would enable an increase in petroleum product exports from the United States, already the world’s largest net exporter of petroleum products. Unlike crude oil, products are not subject to export limitations or licensing requirements. While this is one possible approach to absorbing higher domestic LTO production in the absence of a relaxation of current limitations on crude exports, domestic LTO would have to be priced at a level required to encourage additional LTO runs at existing refinery units, debottlenecking, or possible additions of processing capacity.

Systems identification and the adaptive management of waterfowl in the United States
Williams, B.K.; Nichols, J.D.
2001-01-01
Waterfowl management in the United States is one of the more visible conservation success stories in the United States. It is authorized and supported by appropriate legislative authorities, based on large-scale monitoring programs, and widely accepted by the public. The process is one of only a limited number of large-scale examples of effective collaboration between research and management, integrating scientific information with management in a coherent framework for regulatory decision-making. However, harvest management continues to face some serious technical problems, many of which focus on sequential identification of the resource system in a context of optimal decision-making. The objective of this paper is to provide a theoretical foundation of adaptive harvest management, the approach currently in use in the United States for regulatory decision-making. We lay out the legal and institutional framework for adaptive harvest management and provide a formal description of regulatory decision-making in terms of adaptive optimization. We discuss some technical and institutional challenges in applying adaptive harvest management and focus specifically on methods of estimating resource states for linear resource systems.

Wind energy is a rapidly growing form of renewable energy in the United States. While summary information on the total amounts of installed capacity are available by state, a free, centralized, national, turbine-level, geospatial dataset useful for scientific research, land and resource management, and other uses did not exist. Available in multiple formats and in a web application, these public domain data provide industrial-scale onshore wind turbine locations in the United States up to March 2014, corresponding facility information, and turbine technical specifications. Wind turbine records have been collected and compiled from various public sources, digitized or position verified from aerial imagery, and quality assured and quality controlled. Technical specifications for turbines were assigned based on the wind turbine make and model as described in public literature. In some cases, turbines were not seen in imagery or turbine information did not exist or was difficult to obtain. Uncertainty associated with these is recorded in a confidence rating.

This report summarizes the results of a 3-year study of the oil and gas resources of the onshore and state waters of the United States by the U.S. Geological Survey. A parallel study of the Federal offshore is being conducted by the Minerals Management Service. Estimates are made of technically recoverable oil, including measured (proved) reserves, future additions to reserves in existing fields, and undiscovered resources. Estimates are also made of the technically recoverable conventional resources of natural gas in measured reserves, in anticipated growth of reserves in existing fields, and in undiscovered resources. Additionally, an assessment is made of recoverable resources in continuous-type (largely unconventional) accumulations in sandstones, shales, chalks, and coal beds.
Technical assistance and the transfer of remote sensing technology. [for economic development
NASA Technical Reports Server (NTRS)
Chipman, R.
1977-01-01
The transfer of technology from industrialized countries to the third world is a very complicated process and one that requires a great deal of research and development. The political and social obstacles to this transfer are generally greater than the technical obstacles, but technical assistance programs have neither the competence nor the inclination to deal with these factors adequately. Funding for technical assistance in remote sensing is now expanding rapidly, and there is a growing need for institutions to study and promote the effective use of this technology for economic development. The United Nations, the Food and Agriculture Organization, the World Bank, the United States Agency for International Development and the Canadian technical assistance agencies take different approaches to the problem and deal with the political pressures in different ways.

To evaluate and describe outcomes of state and local medical countermeasure preparedness planning, which is critical to ensure rapid distribution and dispensing of a broad spectrum of life-saving medical assets during a public health emergency. We used 2007 to 2014 state and local data collected from the Centers for Disease Control and Prevention's Technical Assistance Review. We calculated descriptive statistics from 50 states and 72 local Cities Readiness Initiative jurisdictions that participated in the Technical Assistance Review annually. From 2007 to 2014, the average overall Technical Assistance Review score increased by 13% for states and 41% for Cities Readiness Initiative jurisdictions. In 2014, nearly half of states achieved the maximum possible overall score (100), and 94% of local Cities Readiness Initiative jurisdictions achieved a score of 90 or more. Despite challenges, effective and timely medical countermeasure distribution and dispensing is possible with appropriate planning, staff, and resources. However, vigilance in training, exercising, and improving plans from lessons learned in a sustained, coordinated way is critical to ensure continued public health preparedness success.

All the data of the State Energy Data System (SEDS) is given. The data is used to estimate annual energy consumption by principal energy sources (coal, natural gas, petroleum, electricity), by major end-use sectors (residential, commercial, industrial, transportation, and electric utilities), and by state (50 states, the District of Columbia, and the United States). Data is organized alphabetically by energy source (fuel), by end-use sector or energy activity, by type of data and by state. Twenty data values are associated with each fuel-sector-type state grouping representing positionally the years 1960 through 1979. Data values in the file are expressed either as physical units, British thermal units, physical to Btu conversion factors or share factors.

This revised CD-ROM summarizes the results, released in 1995, of the 3-year study of the oil and gas resources of the onshore and state waters of the United States. Minor errors in the original DDS-30 (listed in DDS-35 and DDS-36) are corrected in this revised version and in the data files now released in DDS-35 and DDS-36.

2015-06-01
This battery test procedure manual was prepared for the United States Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), Vehicle Technologies Office. It is based on technical targets for commercial viability established for energy storage development projects aimed at meeting system level DOE goals for Electric Vehicles (EV). The specific procedures defined in this manual support the performance and life characterization of advanced battery devices under development for EVs. However, it does share some methods described in the previously published battery test manual for plug-in hybrid electric vehicles. Due to the complexity of some of themore » procedures and supporting analysis, future revisions including some modifications and clarifications of these procedures are expected. As in previous battery and capacitor test manuals, this version of the manual defines testing methods for full-size battery systems, along with provisions for scaling these tests for modules, cells or other subscale level devices. The DOE-United States Advanced Battery Consortium (USABC), Technical Advisory Committee (TAC) supported the development of the manual. Technical Team points of contact responsible for its development and revision are Chul Bae of Ford Motor Company and Jon P. Christophersen of the Idaho National Laboratory. The development of this manual was funded by the Unites States Department of Energy, Office of Energy Efficiency and Renewable Energy, Vehicle Technologies Office. Technical direction from DOE was provided by David Howell, Energy Storage R&D Manager and Hybrid Electric Systems Team Leader. Comments and questions regarding the manual should be directed to Jon P. Non-US data compression and coding research. FASAC Technical Assessment Report
DOE Office of Scientific and Technical Information (OSTI.GOV)
Gray, R.M.; Cohn, M.; Craver, L.W.
1993-11-01
This assessment of recent data compression and coding research outside the United States examines fundamental and applied work in the basic areas of signal decomposition, quantization, lossless compression, and error control, as well as application development efforts in image/video compression and speech/audio compression. Seven computer scientists and engineers who are active in development of these technologies in US academia, government, and industry carried out the assessment. Strong industrial and academic research groups in Western Europe, Israel, and the Pacific Rim are active in the worldwide search for compression algorithms that provide good tradeoffs among fidelity, bit rate, and computational complexity, more » though the theoretical roots and virtually all of the classical compression algorithms were developed in the United States. Certain areas, such as segmentation coding, model-based coding, and trellis-coded modulation, have developed earlier or in more depth outside the United States, though the United States has maintained its early lead in most areas of theory and algorithm development. Researchers abroad are active in other currently popular areas, such as quantizer design techniques based on neural networks and signal decompositions based on fractals and wavelets, but, in most cases, either similar research is or has been going on in the United States, or the work has not led to useful improvements in compression performance. Because there is a high degree of international cooperation and interaction in this field, good ideas spread rapidly across borders (both ways) through international conferences, journals, and technical exchanges. Though there have been no fundamental data compression breakthroughs in the past five years--outside or inside the United State--there have been an enormous number of significant improvements in both places in the tradeoffs among fidelity, bit rate, and computational complexity.« less

Objectives. To evaluate and describe outcomes of state and local medical countermeasure preparedness planning, which is critical to ensure rapid distribution and dispensing of a broad spectrum of life-saving medical assets during a public health emergency. Methods. We used 2007 to 2014 state and local data collected from the Centers for Disease Control and Prevention’s Technical Assistance Review. We calculated descriptive statistics from 50 states and 72 local Cities Readiness Initiative jurisdictions that participated in the Technical Assistance Review annually. Results. Conclusions. Despite challenges, effective and timely medical countermeasure distribution and dispensing is possible with appropriate planning, staff, and resources. However, vigilance in training, exercising, and improving plans from lessons learned in a sustained, coordinated way is critical to ensure continued public health preparedness success. PMID:28892441

Here, the United Nations Economic Commission for Europe Global Technical Regulation (GTR) Number 13 ( Global Technical Regulation on Hydrogen and Fuel Cell Vehicles) is the defining document regulating safety requirements in hydrogen vehicles, and in particular, fuel cell electric vehicles (FCEVs). GTR Number 13 has been formally adopted and will serve as the basis for the national regulatory standards for FCEV safety in North America (led by the United States), Japan, Korea, and the European Union. The GTR defines safety requirements for these vehicles, including specifications on the allowable hydrogen levels in vehicle enclosures during in-use and post-crash conditionsmore » and on the allowable hydrogen emissions levels in vehicle exhaust during certain modes of normal operation. However, in order to be incorporated into national regulations, that is, to be legally binding, methods to verify compliance with the specific requirements must exist. In a collaborative program, the Sensor Laboratories at the National Renewable Energy Laboratory in the United States and the Joint Research Centre, Institute for Energy and Transport in the Netherlands have been evaluating and developing analytical methods that can be used to verify compliance with the hydrogen release requirements as specified in the GTR.« less

The National Academy of Sciences recently published a detailed study of technical factors related to the Comprehensive Nuclear Test Ban Treaty (CTBT), with emphasis on those issues that arose when the Senate declined to ratify the Treaty in 1999. The study considered (1) the capacity of the United States to maintain confidence in the safety and reliability of its nuclear weapons without nuclear testing; (2) the capabilities of the international nuclear-test monitoring system; and (3) the advances in nuclear weapons capabilities that other countries might make through low-yield testing that might escape detection. Excluding political factors, the committee considered three possible future worlds: (1) a world without a CTBT; (2) a world in which the signatories comply with a CTBT; and (3) a world in the signatories evade its strictures within the limits set by the detection system. The talk and ensuing discussion will elaborate on the study. The principal conclusion of the report, based solely on technical reasons, is that the national security of the United States is better served with a CTBT in force than without it, whether or not other signatories conduct low level but undetected tests in violation of the treaty. Moreover, the study finds that nuclear testing would not add substantially to the US Stockpile Stewardship Program in allowing the United States to maintain confidence in the assessment of its existing nuclear weapons.

The present state and development of circulating fluidized bed (CFB) technology around the world are briefly reviewed. Questions of increasing the capacity of single boiler units and raising the parameters of steam are discussed. CFB boilers for 225- and 330-MW power units are described and their parameters are estimated as applied to the conditions of firing different Russian fuels. Indicators characterizing CFB boilers and pulverized-coal boilers are given. Capital outlays and operational costs for new coal-fired units are compared, and the results from this comparison are used to show the field of the most promising use of the CFB technology during technical refitting of Russian thermal power stations.

Critical technology items and issues are defined in which there is a need for developmental research in order to assure technical and economic success for the state of the art of coal gasification in the United States. Technology development needs for the main processing units and the supporting units are discussed. While development needs are shown for a large number of systems, the most critical areas are associated with the gasifier itself and those systems which either feed the gasifier or directly receive products form the gasifier.

The U.S. Department of Energy (DOE) is currently evaluating the water management procedures at the Separations Process Research Unit (SPRU). The facility has three issues related to water management that require technical assistance: (1) due to a excessive rainfall event in October, 2010, contaminated water collected in basements of G2 and H2 buildings. As a result of this event, the contractor has had to collect and dispose of water offsite; (2) The failure of a sump pump at a KAPL outfall resulted in a Notice of Violation issued by the New York State Department of Environment and Conservation (NYSDEC) andmore » subsequent Consent Order. On-site water now requires treatment and off-site disposition; and (3) stormwater infiltration has resulted in Strontium-90 levels discharged to the storm drains that exceed NR standards. The contractor has indicated that water management at SPRU requires major staff resources (at least 50 persons). The purpose of this review is to determine if the contractor's technical approach warrants the large number of staff resources and to ensure that the technical approach is compliant and in accordance with federal, state and NR requirements.« less

This battery test procedure manual was prepared for the United States Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), Vehicle Technologies Office. It is based on technical targets for commercial viability established for energy storage development projects aimed at meeting system level DOE goals for Plug-in Hybrid Electric Vehicles (PHEV). The specific procedures defined in this manual support the performance and life characterization of advanced battery devices under development for PHEV’s. However, it does share some methods described in the previously published battery test manual for power-assist hybrid electric vehicles. Due to the complexity of somemore » of the procedures and supporting analysis, future revisions including some modifications and clarifications of these procedures are expected. Technical Team points of contact responsible for its development and revision are Renata M. Arsenault of Ford Motor Company and Jon P. Christophersen of the Idaho National Laboratory. The development of this manual was funded by the Unites States Department of Energy, Office of Energy Efficiency and Renewable Energy, Vehicle Technologies Office. International boundary experiences by the United Nations
NASA Astrophysics Data System (ADS)
Kagawa, A.
2013-12-01
Over the last few decades, the United Nations (UN) has been approached by Security Council and Member States on international boundary issues. The United Nations regards the adequate delimitation and demarcation of international boundaries as a very important element for the maintenance of peace and security in fragile post-conflict situations, establishment of friendly relationships and cross-border cooperation between States. This paper will present the main principles and framework the United Nations applies to support the process of international boundary delimitation and demarcation activities. The United Nations is involved in international boundary issues following the principle of impartiality and neutrality and its role as mediator. Since international boundary issues are multi-faceted, a range of expertise is required and the United Nations Secretariat is in a good position to provide diverse expertise within the multiple departments. Expertise in different departments ranging from legal, political, technical, administrative and logistical are mobilised in different ways to provide support to Member States depending on their specific needs. This presentation aims to highlight some of the international boundary projects that the United Nations Cartographic Section has been involved in order to provide the technical support to different boundary requirements as each international boundary issue requires specific focus and attention whether it be in preparation, delimitation, demarcation or management. Increasingly, the United Nations is leveraging geospatial technology to facilitate boundary delimitation and demarcation process between Member States. Through the presentation of the various case studies ranging from Iraq - Kuwait, Israel - Lebanon (Blue Line), Eritrea - Ethiopia, Cyprus (Green Line), Cameroon - Nigeria, Sudan - South Sudan, it will illustrate how geospatial technology is increasingly used to carry out the support. In having applied a range of geospatial solutions, some of the good practices that have been applied in preceding projects, but there have been challenges and limitations faced. However, these challenges need to be seen as an opportunity to improve the geospatial technology solutions in future international boundary projects. This presentation will also share the aspirations that the United Nations Cartographic Section has in becoming a facilitator in geospatial technical aspects related to international boundary issues as we increasingly develop our geospatial institutional knowledge base and expertise. The presentation will conclude by emphasizing the need for more collaboration between different actors dealing with geospatial technology on borderland issues in order to meet the main goal of the United Nations - to live and work together as "We the Peoples of the United Nations".

2017-06-01
Evaluation of the technical state of the modern coal-fired power plants and quality of coal consumed by Russian thermal power plants (TPP) is provided. Measures aimed at improving the economic and environmental performance of operating 150-800 MW coal power units are considered. Ways of efficient use of technical methods of NO x control and electrostatic precipitators' upgrade for improving the efficiency of ash trapping are summarized. Examples of turbine and boiler equipment efficiency upgrading through its deep modernization are presented. The necessity of the development and introduction of new technologies in the coal-fired power industry is shown. Basic technical requirements for a 660-800 MW power unit with the steam conditions of 28 MPa, 600/600°C are listed. Design solutions taking into account features of Russian coal combustion are considered. A field of application of circulating fluidized bed (CFB) boilers and their effectiveness are indicated. The results of development of a new generation coal-fired TPP, including a steam turbine with an increased efficiency of the compartments and disengaging clutch, an elevated steam conditions boiler, and a highly efficient NO x /SO2 and ash particles emission control system are provided. In this case, the resulting ash and slag are not to be sent to the ash dumps and are to be used to a maximum advantage. Technical solutions to improve the efficiency of coal gasification combined cycle plants (CCP) are considered. A trial plant based on a 16 MW gas turbine plant (GTP) and an air-blown gasifier is designed as a prototype of a high-power CCP. The necessity of a state-supported technical reequipment and development program of operating coal-fired power units, as well as putting into production of new generation coal-fired power plants, is noted.

James, Joseph J.
The goal of this project, sponsored by Agri-Tech Producers, LLC (ATP), the small business grantee, was to determine if the torrefaction technology, developed by North Carolina State University (NCSU), which ATP has licensed, could be feasibly deployed in a mobile unit. The study adds to the area investigated, by having ATP’s STTR Phase I team give thoughtful consideration to how to use NCSU’s technology in a mobile unit. The findings by ATP’s team were that NCSU’s technology would best perform in units 30’ by 80’ (See Spec Sheet for the Torre-Tech 5.0 Unit in the Appendix) and the technical effectivenessmore » and economic feasibility investigation suggested that such units were not easily, efficiently or safely utilized in a forest or farm setting. (Note rendering of possible mobile system in the Appendix) Therefore, the findings by ATP’s team were that NCSU’s technology could not feasibly be deployed as a mobile unit.« less

The disposal of wastes associated with the processing of cotton is posing increasing problems for cotton gin operators in the western United States. Traditional disposal methods, such as open-air incineration and landfilling are no longer adequate due to increasing environmental concerns. This paper evaluates the technical, economic and environmental feasibility for cotton gin trash to serve as an energy resource. Cotton gin trash has been quantified, by county, in the five cotton-growing states of the western United States. The energy conversion technology that appears to offer the most promise is gasification. An economic evaluation model has been developed that willmore » allow gin operators to analyze their own situation to determine the profitability of converting gin trash to energy.« less
Why is China’s wind power generation not living up to its potential?
NASA Astrophysics Data System (ADS)

2018-04-01
Following a decade of unprecedented investment, China now has the world’s largest installed base of wind power capacity. Yet, despite siting most wind farms in the wind-rich Northern and Western provinces, electricity generation from Chinese wind farms has not reached the performance benchmarks of the United States and many other advanced economies. This has resulted in lower environmental, economic, and health benefits than anticipated. We develop a framework to explain the performance of the Chinese and US wind sectors, accounting for a comprehensive set of driving factors. We apply this framework to a novel dataset of virtually all wind farms installed in China and the United States through the end of 2013. We first estimate the wind sector’s technical potential using a methodology that produces consistent estimates for both countries. We compare this potential to actual performance and find that Chinese wind farms generated electricity at 37%–45% of their annual technical potential during 2006–2013 compared to 54%–61% in the United States. Our findings underscore that the larger gap between actual performance and technical potential in China compared to the United States is significantly driven by delays in grid connection (14% of the gap) and curtailment due to constraints in grid management (10% of the gap), two challenges of China’s wind power expansion covered extensively in the literature. However, our findings show that China’s underperformance is also driven by suboptimal turbine model selection (31% of the gap), wind farm siting (23% of the gap), and turbine hub heights (6% of the gap)—factors that have received less attention in the literature and, crucially, are locked-in for the lifetime of wind farms. This suggests that besides addressing grid connection delays and curtailment, China will also need policy measures to address turbine siting and technology choices to achieve its national goals and increase utilization up to US levels.
Rooftop Solar Photovoltaic Technical Potential in the United States. A Detailed Assessment

How much energy could be generated if PV modules were installed on all of the suitable roof area in the nation? To answer this question, we first use GIS methods to process a lidar dataset and determine the amount of roof area that is suitable for PV deployment in 128 cities nationwide, containing 23% of U.S. buildings, and provide PV-generation results for a subset of those cities. We then extend the insights from that analysis to the entire continental United States. We develop two statistical models--one for small buildings and one for medium and large buildings--and populate them with geographicmore » variables that correlate with rooftop's suitability for PV. We simulate the productivity of PV installed on the suitable roof area, and present the technical potential of PV on both small buildings and medium/large buildings for every state in the continental US. Within the 128 cities covered by lidar data, 83% of small buildings have a location suitable for a PV installation, but only 26% of the total rooftop area of small buildings is suitable for development. The sheer number of buildings in this class, however, gives small buildings the greatest technical potential. Small building rooftops could accommodate 731 GW of PV capacity and generate 926 TWh/year of PV energy, approximately 65% of rooftop PV's total technical potential. We conclude by summing the PV-generation results for all building sizes and therefore answering our original question, estimating that the total national technical potential of rooftop PV is 1,118 GW of installed capacity and 1,432 TWh of annual energy generation. This equates to 39% of total national electric-sector sales.« less

Breakeven Prices for Photovoltaics on Supermarkets in the United States
DOE Office of Scientific and Technical Information (OSTI.GOV)
Ong, S.; Clark, N.; Denholm, P.
The photovoltaic (PV) breakeven price is the PV system price at which the cost of PV-generated electricity equals the cost of electricity purchased from the grid. This point is also called 'grid parity' and can be expressed as dollars per watt ($/W) of installed PV system capacity. Achieving the PV breakeven price depends on many factors, including the solar resource, local electricity prices, customer load profile, PV incentives, and financing. In the United States, where these factors vary substantially across regions, breakeven prices vary substantially across regions as well. In this study, we estimate current and future breakeven prices formore » PV systems installed on supermarkets in the United States. We also evaluate key drivers of current and future commercial PV breakeven prices by region. The results suggest that breakeven prices for PV systems installed on supermarkets vary significantly across the United States. Non-technical factors -- including electricity rates, rate structures, incentives, and the availability of system financing -- drive break-even prices more than technical factors like solar resource or system orientation. In 2020 (where we assume higher electricity prices and lower PV incentives), under base-case assumptions, we estimate that about 17% of supermarkets will be in utility territories where breakeven conditions exist at a PV system price of $3/W; this increases to 79% at $1.25/W (the DOE SunShot Initiative's commercial PV price target for 2020). These percentages increase to 26% and 91%, respectively, when rate structures favorable to PV are used.« less

ABSTRACT Scaling up HIV prevention programming among key populations (female sex workers and men who have sex with men) has been a central strategy of the Government of India. However, state governments have lacked the technical and managerial capacity to oversee and scale up interventions or to absorb donor-funded programs. In response, the national government contracted Technical Support Units (TSUs), teams with expertise from the private and nongovernmental sectors, to collaborate with and assist state governments. In 2008, a TSU was established in Karnataka, one of 6 Indian states with the highest HIV prevalence in the country and where monitoring showed that its prevention programs were reaching only 5% of key populations. The TSU provided support to the state in 5 key areas: assisting in strategic planning, rolling out a comprehensive monitoring and evaluation system, providing supportive supervision to intervention units, facilitating training, and assisting with information, education, and communication activities. This collaborative management model helped to increase capacity of the state, enabling it to take over funding and oversight of HIV prevention programs previously funded through donors. With the combined efforts of the TSU and the state government, the number of intervention units statewide increased from 40 to 126 between 2009 and 2013. Monthly contacts with female sex workers increased from 5% in 2008 to 88% in 2012, and with men who have sex with men, from 36% in 2009 to 81% in 2012. There were also increases in the proportion of both populations who visited HIV testing and counseling centers (from 3% to 47% among female sex workers and from 6% to 33% among men who have sex with men) and sexually transmitted infection clinics (from 4% to 75% among female sex workers and from 7% to 67% among men who have sex with men). Changes in sexual behaviors among key populations were also documented. For example, between 2008 and 2010, the proportion of surveyed female sex workers in 9 districts reporting that they used a condom at last intercourse rose from 60% to 68%; in 6 districts, the proportion of surveyed men who have sex with men reporting that they used a condom at last anal sex increased from 89% to 97%. The Karnataka experience suggests that TSUs can help governments enhance managerial and technical resources and leverage funds more effectively. With careful management of the working and reporting relationships between the TSU and the state government, this additional capacity can pave the way for the government to improve and scale up programs and to absorb previously donor-funded programs. The U.S. Geological Survey (USGS) has developed an assessment methodology for estimating the potential incremental technically recoverable oil resources resulting from carbon dioxide-enhanced oil recovery (CO2-EOR) in reservoirs with appropriate depth, pressure, and oil composition. The methodology also includes a procedure for estimating the CO2 that remains in the reservoir after the CO2-EOR process is complete. The methodology relies on a reservoir-level database that incorporates commercially available geologic and engineering data. The mathematical calculations of this assessment methodology were tested and produced realistic results for the Permian Basin Horseshoe Atoll, Upper Pennsylvanian-Wolfcampian Play (Texas, USA). The USGS plans to use the new methodology to conduct an assessment of technically recoverable hydrocarbons and associated CO2 sequestration resulting from CO2-EOR in the United States.

Grid impacts of wind power: a summary of recent studies in the United States

Several detailed technical investigations of grid ancillary service impacts of wind power plants in the United States have recently been performed. These studies were applied to Xcel Energy (in Minnesota) and PacifiCorp and the Bonneville Power Administration (both in the northwestern United States). Although the approaches vary, three utility time frames appear to be most at issue: regulation, load following and unit commitment. This article describes and compares the analytic frameworks from recent analysis and discusses the implications and cost estimates of wind integration. The findings of these studies indicate that relatively large-scale wind generation will have an impact on power system operation and costs, but these impacts and costs are relatively low at penetration rates that are expected over the next several years. This forces staff to walk uncomfortably along many fine lines: advising but never directing; guiding but never governing; leading but never advocating; evaluating but never judging. The result is mediocrity on both fronts. Instead, WHO should be split in two, separating its technical and political stewardship functions into separate entities, with collaboration in areas of overlap. The Executive Board and secretariat would be bifurcated, with technical units reporting to a Technical Board and political units reporting to a Political Board. Both boards would report to the World Health Assembly where all member states would continue to provide ultimate oversight. Such bold changes can be implemented either by revising WHO's constitution or through simpler mechanisms. Either way, structural governance reforms would need to be accompanied by complementary changes in culture that support strengthened political decision-making and scientific independence. States' inability to act on WHO's institutional design challenges will only lead them and non-state actors to continue bypassing the organization through the creation of new entities as they have done over the last 15 years. The key will be to mobilize those advocates and decision-makers who have the audacity to demand more from WHO and convince member states to elevate their ambitions in current WHO reform efforts. Continued progress in global health depends on it. Copyright © 2013 The Royal Society for Public Health. Published by Elsevier Ltd. All rights reserved.

Where no flag has gone before: Political and technical aspects of placing a flag on the Moon
NASA Technical Reports Server (NTRS)
Platoff, Anne M.
1993-01-01
The flag on the Moon represents an important event in vexillological history. The political and technical aspects of placing a flag on the Moon, focusing on the first Moon landing, is examined. During their historic extravehicular activity, the Apollo 11 crew planted the flag of the United States on the lunar surface. This flag-raising was strictly a symbolic activity, as the United Nations Treaty on Outer Space precluded any territorial claim. Nevertheless, there were domestic and international debates over the appropriateness of the event. Congress amended the agency's appropriations bill to prevent the National Aeronautics and Space Administration (NASA) from placing flags of other nations, or those of international associations, on the Moon during missions funded solely by the United States. Like any activity in space exploration, the Apollo flag-raising also provided NASA engineers with an interesting technical challenge. They designed a flagpole with a horizontal bar allowing the flag to 'fly' without the benefit of wind to overcome the effects of the Moon's lack of an atmosphere. Other factors considered in the design were weight, heat resistance, and ease of assembly by astronauts whose space suits restricted their range of movement and ability to grasp items. As NASA plans a return to the Moon and an expedition to Mars, we will likely see flags continue to go 'where no flag has gone before'.

The United Nations Global Technical Regulation (GTR) Number 13 (Global Technical Regulation on Hydrogen and Fuel Cell Vehicles) is the defining document regulating safety requirements in hydrogen vehicles, and in particular fuel cell electric vehicles (FCEV). GTR Number 13 has been formally implemented and will serve as the basis for the national regulatory standards for FCEV safety in North America (Canada, United States), Japan, Korea, and the European Union. The GTR defines safety requirement for these vehicles, including specifications on the allowable hydrogen levels in vehicle enclosures during in-use and post-crash conditions and on the allowable hydrogen emissions levels inmore » vehicle exhaust during certain modes of normal operation. However, in order to be incorporated into national regulations, that is, in order to be binding, methods to verify compliance to the specific requirements must exist. In a collaborative program, the Sensor Laboratories at the National Renewable Energy Laboratory in the United States and the Joint Research Centre, Institute for Energy and Transport in the Netherlands have been evaluating and developing analytical methods that can be used to verify compliance to the hydrogen release requirement as specified in the GTR.« less

Objective To explore the relative efficiency of dialysis facilities in the United States and identify factors that are associated with efficiency in the production of dialysis treatments. Data Sources/Study Setting Medicare cost report data from 4,343 free-standing dialysis facilities in the United States that offered in-center hemodialysis in 2010. Study Design A cross-sectional, facility-level retrospective database analysis, utilizing data envelopment analysis (DEA) to estimate facility efficiency. Data Collection/Extraction Methods Treatment data and cost and labor inputs of dialysis treatments were obtained from 2010 Medicare Renal Cost Reports. Demographic data were obtained from the 2010 U.S. Census. Principal Findings Only 26.6 percent of facilities were technically efficient. Neither the intensity of market competition nor the profit status of the facility had a significant effect on efficiency. Facilities that were members of large chains were less likely to be efficient. Cost and labor savings due to changes in drug protocols had little effect on overall dialysis center efficiency. Conclusions The majority of free-standing dialysis facilities in the United States were functioning in a technically inefficient manner. As payment systems increasingly employ capitation and bundling provisions, these institutions will need to evaluate their efficiency to remain competitive. PMID:24237043

The purpose of the U.S. Geological Survey's (USGS) National Oil and Gas Assessment is to develop geology-based hypotheses regarding the potential for additions to oil and gas reserves in priority areas of the United States, focusing on the distribution, quantity, and availability of oil and natural gas resources. The USGS has completed an assessment of the undiscovered, technically recoverable coalbed-gas resources in Cretaceous and Tertiary rocks underlying the North Slope and adjacent State waters of Alaska (USGS Northern Alaska Province 5001). The province is a priority Energy Policy and Conservation Act (EPCA) province for the National Assessment because of its potential for oil and gas resources. The assessment of this province is based on geologic principles and uses the total petroleum system concept. The geologic elements of a total petroleum system include hydrocarbon source rocks (source rock maturation, hydrocarbon generation and migration), reservoir rocks (stratigraphy, sedimentology, petrophysical properties), and hydrocarbon traps (trap formation and timing). In the Northern Alaska Province, the USGS used this geologic framework to define one composite coalbed gas total petroleum system and three coalbed gas assessment units within the petroleum system, and quantitatively estimated the undiscovered coalbed-gas resources within each assessment unit.

Shredder residue is the by-product remaining after ferrous and nonferrous metals have been recovered from the processing of vehicles, white goods, and peddler scrap. Shredder residue consists of glass, plastics, rubber, dirt, and small amounts of metal. It is estimated that 5-7 million tons of this shredder residue are landfilled each year in the United States. Technical advancements, coupled with European Union directives and the economic climate, have transformed the recycling of shredder residue in Europe. In the United States, however, regulatory controls and the cheap cost of landfill have worked against the advancement of recycling and recovery of this resource. The Argonne National Laboratory, which is funded by the U.S. Department of Energy, has investigated the effectiveness of recycling shredder residue into polymers. Other research has examined the use of shredder residue in waste-to-energy applications. To improve our ability to process and recycle shredder residue, an investigation of the regulatory, economic, and technological challenges was undertaken. The objective was to conduct a comprehensive review of work done to date, to document the composition of typical shredder output and to identify potential recoverable items (residual metals, plastics, rubber, foam, etc.). Along with uncovering potential new markets, the research would identify the technical, regulatory, and economic barriers to developing those markets.
Engineering Technical Support Center Annual Report Fiscal ...
The United States Environmental Protection Agency (EPA or Agency) Office of Research and Development (ORD) created the Engineering Technical Support Center (ETSC) in 1987, one of several technical support centers created as part of the Technical Support Project (TSP). ETSC provides engineering expertise to Agency program and regional offices and remediation teams working at contaminated sites across the country. The ETSC is operated within ORD’s Land Remediation and Pollution Control Division (LRPCD) of the National Risk Management Research Laboratory (NRMRL) in Cincinnati, Ohio. The ETSC’s mission is to provide site-specific scientific and engineering technical support to Remedial Project Managers, On-Scene Coordinators, and other remediation personnel at contaminated sites. This allows local, regional, or national authorities to work more quickly, efficiently, and cost effectively, while also increasing the technical experience of the remediation team. Since its inception, the ETSC has supported countless projects across all EPA Regions in almost all states and territories. This report highlights significant projects the ETSC supported in fiscal year 2015 (FY15). These projects addressed an array of environmental scenarios, such as remote mining contamination, expansive landfill waste, cumulative impacts from multiple contamination sources, and persistent threats from abandoned industrial sites. United States benefits of improved worldwide wheat crop information from a LANDSAT system overview
NASA Technical Reports Server (NTRS)
1976-01-01
The value of improvements in worldwide information on wheat crops provided by LANDSAT was measured in the context of world wheat markets. These benefits were based on exiting LANDSAT technical goals and assumed that information would be made available to the United States and other countries at the same time. The benefits to the United States of such public LANDSAT information on wheat crops were found to be 174 million dollars a year on the average. The benefits from improved wheat crop information compare favorably with the annual system's cost of about $62 million. A detailed empirical sample demonstration of the effect of improved information was developed. The history of wheat commodity prices for 1971-72 was reconstructed and the price changes from improved vs. historical information were compared.
Reduction of earthquake risk in the united states: Bridging the gap between research and practice
Hays, W.W.
1998-01-01
Continuing efforts under the auspices of the National Earthquake Hazards Reduction Program are under way to improve earthquake risk assessment and risk management in earthquake-prone regions of Alaska, California, Nevada, Washington, Oregon, Arizona, Utah, Wyoming, and Idaho, the New Madrid and Wabash Valley seismic zones in the central United States, the southeastern and northeastern United States, Puerto Rico, Virgin Islands, Guam, and Hawaii. Geologists, geophysicists, seismologists, architects, engineers, urban planners, emergency managers, health care specialists, and policymakers are having to work at the margins of their disciplines to bridge the gap between research and practice and to provide a social, technical, administrative, political, legal, and economic basis for changing public policies and professional practices in communities where the earthquake risk is unacceptable. ?? 1998 IEEE.
Human research ethics committees in technical universities.
Koepsell, David; Brinkman, Willem-Paul; Pont, Sylvia
2014-07-01
Human research ethics has developed in both theory and practice mostly from experiences in medical research. Human participants, however, are used in a much broader range of research than ethics committees oversee, including both basic and applied research at technical universities. Although mandated in the United States, the United Kingdom, Canada, and Australia, non-medical research involving humans need not receive ethics review in much of Europe, Asia, Latin America, and Africa. Our survey of the top 50 technical universities in the world shows that, where not specifically mandated by law, most technical universities do not employ ethics committees to review human studies. As the domains of basic and applied sciences expand, ethics committees are increasingly needed to guide and oversee all such research regardless of legal requirements. We offer as examples, from our experience as an ethics committee in a major European technical university, ways in which such a committee provides needed services and can help ensure more ethical studies involving humans outside the standard medical context. We provide some arguments for creating such committees, and in our supplemental article, we provide specific examples of cases and concerns that may confront technical, engineering, and design research, as well as outline the general framework we have used in creating our committee. © The Author(s) 2014.

This study aimed to evaluate technical efficiency of US intensive care units and determine the effects of environmental factors on technical efficiency in providing quality of nursing care. Data were obtained from the 2014 National Database of Nursing Quality Indicators and the Centers for Medicare and Medicaid Services. Data envelopment analysis was used to estimate technical efficiency for each intensive care unit. Multilevel modeling was used to determine the effects of environmental factors on technical efficiency. Overall, Medicare Advantage penetration and hospital competition in a market did not create pressure for intensive care units to become more efficient by reducing their inputs. However, these 2 environmental factors showed positive influences on technical efficiency in intensive care units with certain levels of technical efficiency. The implications of the study results for management strategies and health policy may vary according to the levels of technical efficiency in intensive care units. Further studies are needed to examine why and how intensive care units with particular levels of technical efficiency are differently affected by certain environmental factors. US Competitiveness in Synthetic Biology
2015-01-01
Synthetic biology is an emerging technical field that aims to make biology easier to engineer; the field has applications in strategically important sectors for the US economy. While the United States currently leads in synthetic biology R&D, other nations are heavily investing in order to boost their economies, which will inevitably diminish the US leadership position. This outcome is not entirely negative—additional investments will expand markets—but it is critical that the US government take steps to remain competitive: There are applications from which the US population and economy may benefit; there are specific applications with importance for national defense; and US technical leadership will ensure that US experts have a leading role in synthetic biology governance, regulation, and oversight. Measures to increase competitiveness in S&T generally are broadly applicable for synthetic biology and should be pursued. However, the US government will also need to take action on fundamental issues that will affect the field's development, such as countering anti-GMO (genetically modified organism) sentiments and anti-GMO legislation. The United States should maintain its regulatory approach so that it is the product that is regulated, not the method used to create a product. At the same time, the United States needs to ensure that the regulatory framework is updated so that synthetic biology products do not fall into regulatory gaps. Finally, the United States needs to pay close attention to how synthetic biology applications may be governed internationally, such as through the Nagoya Protocol of the Convention on Biological Diversity, so that beneficial applications may be realized. Geospatial analysis of near-term potential for carbon-negative bioenergy in the United States
Baik, Ejeong; Turner, Peter A.; Mach, Katharine J.; Field, Christopher B.; Benson, Sally M.
2018-01-01
Bioenergy with carbon capture and storage (BECCS) is a negative-emissions technology that may play a crucial role in climate change mitigation. BECCS relies on the capture and sequestration of carbon dioxide (CO2) following bioenergy production to remove and reliably sequester atmospheric CO2. Previous BECCS deployment assessments have largely overlooked the potential lack of spatial colocation of suitable storage basins and biomass availability, in the absence of long-distance biomass and CO2 transport. These conditions could constrain the near-term technical deployment potential of BECCS due to social and economic barriers that exist for biomass and CO2 transport. This study leverages biomass production data and site-specific injection and storage capacity estimates at high spatial resolution to assess the near-term deployment opportunities for BECCS in the United States. If the total biomass resource available in the United States was mobilized for BECCS, an estimated 370 Mt CO2⋅y−1 of negative emissions could be supplied in 2020. However, the absence of long-distance biomass and CO2 transport, as well as limitations imposed by unsuitable regional storage and injection capacities, collectively decrease the technical potential of negative emissions to 100 Mt CO2⋅y−1. Meeting this technical potential may require large-scale deployment of BECCS technology in more than 1,000 counties, as well as widespread deployment of dedicated energy crops. Specifically, the Illinois basin, Gulf region, and western North Dakota have the greatest potential for near-term BECCS deployment. High-resolution spatial assessment as conducted in this study can inform near-term opportunities that minimize social and economic barriers to BECCS deployment. PMID:29531081

This article presents a comparison of research ethics in psychopharmacology in France and the United States. The authors present some elements of definition, etymology and of history. In addition, they study how this very specific research is actually done. Many questions are discussed, including the right of the patient, and the problem of normal volunteers. Other aspects are more technical i.e. remuneration, protocol, and the product. Finally the role of the ethics committees is investigated. These committees comprise the third component of the trial that consists of the research and the subject.

The U.S. Geological Survey estimated volumes of technically recoverable, conventional petroleum resources resulting from reserve growth for discovered fields outside the United States that have reported in-place oil and gas volumes of 500 million barrels of oil equivalent or greater. The mean volumes were estimated at 665 billion barrels of crude oil, 1,429 trillion cubic feet of natural gas, and 16 billion barrels of natural gas liquids. These volumes constitute a significant portion of the world's oil and gas resources.

Aerospatiale Helicopter Corporation (AHC) was awarded a contract by the United States Coast Guard for a new Short Range Recovery (SRR) Helicopter on 14 June 1979. The award was based upon an overall evaluation of performance, cost, and technical suitability. In this last respect, the SRR helicopter was required to meet a wide variety of mission needs for which the integrated avionics system has a high importance. This paper illustrates the rationale for the avionics system requirements, the system architecture, its capabilities and reliability and its adaptability to a wide variety of military and commercial purposes.

Nonpoint source (NPS) pollution has emerged as the largest threat to water quality in the United States, influencing policy makers and resource managers to direct more attention toward NPS prevention and remediation. In response, the United States Environmental Protection Agency (USEPA) spent more than $204 million in fiscal year (FY) 2006 on the Clean Water Act's Section 319 program to combat NPS pollution, much of it on the development and implementation of watershed-based plans. State governments have also increasingly allocated financial and technical resources to collaborative watershed efforts within their own borders to fight NPS pollution. With increased collaboration among the federal government, states, and citizens to combat NPS pollution, more information is needed to understand how public resources are being used, by whom, and for what, and what policy changes might improve effectiveness. Analysis from a 50-state study suggests that, in addition to the average 35% of all Section 319 funds per state that are passed on to collaborative watershed groups, 35 states have provided financial assistance beyond Section 319 funding to support collaborative watershed initiatives. State programs frequently provide technical assistance and training, in addition to financial resources, to encourage collaborative partnerships. Such assistance is typically granted in exchange for requirements to generate a watershed action plan and/or follow a mutually agreed upon work plan to address NPS pollution. Program managers indicated a need for greater fiscal resources and flexibility to achieve water quality goals.

Acceleration, airspeed, and altitude data obtained with an NACA VGH recorder from a four-engine commercial transport airplane operating over a northwestern United States-Alaska route were evaluated to determine the magnitude and frequency of occurrence of gust and maneuver accelerations., operating airspeeds, and gust velocities. The results obtained were then compared with the results previously reported in NACA Technical Note 3475 for two similar airplanes operating over transcontinental routes in the United States. No large variations in the gust experience for the three operations were noted. The results indicate that the gust-load experience of the present operation closely approximated that of the central transcontinental route in the United States with which it is compared and showed differences of about 4 to 1 when compared with that of the southern transcontinental route in the United States. In general, accelerations due to gusts occurred much more frequently than those due to operational maneuvers. At a measured normal-acceleration increment of 0.5g, accelerations due to gusts occurred roughly 35 times more frequently than those due to operational maneuvers.

Collar, Craig
This document represents the final report for the Admiralty Inlet Pilot Tidal Project, located in Puget Sound, Washington, United States. The Project purpose was to license, permit, and install a grid-connected deep-water tidal turbine array (two turbines) to be used as a platform to gather operational and environmental data on tidal energy generation. The data could then be used to better inform the viability of commercial tidal energy generation from technical, economic, social, and environmental standpoints. This data would serve as a critical step towards the responsible advancement of commercial scale tidal energy in the United States and around themore » world. In late 2014, Project activities were discontinued due to escalating costs, and the DOE award was terminated in early 2015. Permitting, licensing, and engineering design activities were completed under this award. Final design, deployment, operation, and monitoring were not completed. This report discusses the results and accomplishments achieved under the subject award.« less
United States Air Force Academy get-away-special flexible beam experiment

1989-01-01
The Department of Astronautics at the United States Air Force Academy is currently planning to fly an experiment in a NASA Get-Away-Special (GAS) canister. The experiment was named the flex beam experiment. The primary technical objective of the flex beam experiment is to measure the damping of a thin beam in the vacuum and zero G environment of space. By measuring the damping in space, it is hoped to determine the amount of damping the beam normally experiences due to the gravitational forces present on Earth. This will allow validation of models which predict the dynamics of thin beams in the space environment. The experiment will also allow the Academy to develop and improve its ability to perform experiments within the confines of a NASA GAS canister. Several experiments, of limited technical difficulty, were flown by the Academy. More complex experiments are currently planned and it is hoped to learn techniques with each space shuttle flight.

This technical report details the results of an uncontrolled study of EyeGuide Focus, a 10-second concussion management tool which relies on eye tracking to determine the potential impairment of visual attention, an indicator often of mild traumatic brain injury (mTBI). Essentially, people who can visually keep steady and accurate attention on a moving object in their environment likely suffer from no impairment. However, if after a potential mTBI event, subjects cannot keep attention on a moving object in a normal way as demonstrated on their previous healthy baseline tests. This may indicate possible neurological impairment. Now deployed at multiple locations across the United States, Focus (EyeGuide, Lubbock, Texas, United States) to date, has recorded more than 4,000 test scores. Our data analysis of these results shows the promise of Focus as a low-cost, ocular-based impairment test for assessing potential neurological impairment caused by mTBI in subjects ages eight and older.
A Minimized Technological Approach towards Human Self Sufficiency off Earth
NASA Technical Reports Server (NTRS)
Curreri, Peter A.
2007-01-01
Since the early 1970's it has been known that it is technically feasible to build large habitats in space where many people could live, more or less, independently off Earth. These large habitats would require decades of Apollo level expenditures to build. The objective of this paper is to begin the study of the minimum technological system that wi11 enable the historic shift from the state where all of humanity is dependent on Earth to the state where an independent human community can exist off Earth. It is suggested that such a system is more on the order of a homestead than a city. A minimum technical system is described that could support one human reproductive unit (family) in free space or on a planetary or lunar surface. The system consists of life support, materials extraction, mobility, and power production. Once the technology is developed for the single unit, many could be deployed. They could reproduce themselves at an exponential rate using space resources and energy. One would imagine cooperation of these units to build any combination of towns, cities and nations in space to extend human life beyond Earth.

This white paper was requested by the Core Team (United States Department of Energy [USDOE], United States Environmental Protection Agency [USEPA], and South Carolina Department of Health and Environmental Control [SCDHEC]) at the P-Area Groundwater (PAGW) Operable Unit (OU) Scoping Meeting held in January 2017 to discuss recent data and potential alternatives in support of a focused Corrective Measures Study/Feasibility Study (CMS/FS). This white paper presents an overview of the problem, and a range of technical and administrative options for addressing the tritium contamination in groundwater and Steel Creek. As tritium cannot be treated practicably, alternatives are limited to mediamore » transfer, containment and natural attenuation principally relying on radioactive decay. Using other groundwater OU decisions involving tritium as precedent, Savannah River Nuclear Solutions (SRNS) recommends that final tritium alternatives be evaluated in a CMS/FS, understanding that the likely preferred remedy will include natural attenuation with land use controls (LUCs). This is based on the inability to significantly reduce tritium impact to Steel Creek using an engineered solution as compared to natural attenuation. The timing of this evaluation could be conducted concurrently with the final remedy evaluation for volatile organic compounds (VOCs).« less

Aerospace engineers and scientists from Western Europe, Japan, and the United States were surveyed as part of the NASA/DoD Aerospace Knowledge Diffusion Research Project. Questionnaires were used to solicit their opinions regarding the following: (1) the importance of technical communications to their profession; (2) the use and production of technical communications; and (3) their views about the appropriate content of an undergraduate course in technical communications. The ability to communicate technical information effectively was very important to the aerospace engineers and scientists who participated in the study. A considerable portion of their working week is devoted to using and producing technical information. The types of technical communications used and produced varied within and among the three groups. The type of technical communication product used and produced appears to be related to respondents' professional duties. Respondents from the three groups made similar recommendations regarding the principles, mechanics, and on-the-job communications to be included in an undergraduate technical communications course for aerospace majors.

As the United States grapples with an opioid epidemic, expanding access to effective treatment for opioid use disorder is a major public health priority. Identifying effective policy tools that can be used to expand access to care is critically important. This article examines the relationship between state-targeted funding and technical assistance and adoption of three medications for treating opioid use disorder: oral naltrexone, injectable naltrexone, and buprenorphine. This study draws from the 2013-2014 wave of the National Drug Abuse Treatment System Survey, a nationally representative, longitudinal study of substance use disorder treatment programs. The sample includes data from 695 treatment programs (85.5% response rate) and representatives from single-state agencies in 49 states and Washington, D.C. (98% response rate). Logistic regression was used to examine the relationships of single-state agency targeted funding and technical assistance to availability of opioid use disorder medications among treatment programs. State-targeted funding was associated with increased program-level adoption of oral naltrexone (adjusted odds ratio [AOR]=3.14, 95% confidence interval [CI]=1.49-6.60, p=.004) and buprenorphine (AOR=2.47, 95% CI=1.31-4.67, p=.006). Buprenorphine adoption was also correlated with state technical assistance to support medication provision (AOR=1.18, 95% CI=1.00-1.39, p=.049). State-targeted funding for medications may be a viable policy lever for increasing access to opioid use disorder medications. Given the historically low rates of opioid use disorder medication adoption in treatment programs, single-state agency targeted funding is a potentially important tool to reduce mortality and morbidity associated with opioid disorders and misuse.

The United States and India have among the largest economies in the world, and they continue to work together to address current and future challenges in reliable electricity supply. The acceleration to efficient, grid-responsive, resilient buildings represents a key energy security objective for federal and state agencies in both countries. The weaknesses in the Indian grid system were manifest in 2012, in the country’s worst blackout, which jeopardized the lives of half of India’s 1.2 billion people. While both countries are investing significantly in power sector reform, India, by virtue of its colossal growth rate in commercial energy intensity andmore » commercial floor space, is better placed than the United States to integrate and test state-of-art Smart Grid technologies in its future grid-responsive commercial buildings. This paper presents a roadmap of technical collaboration between the research organizations, and public-private stakeholders in both countries to accelerate the building-to-grid integration through pilot studies in India.« less

Capture and permanent geologic sequestration of biogenic CO 2 emissions may provide critical flexibility in ambitious climate change mitigation. However, most bioenergy with carbon capture and sequestration (BECCS) technologies are technically immature or commercially unavailable. Here, we evaluate low-cost, commercially ready CO 2 capture opportunities for existing ethanol biorefineries in the United States. The analysis combines process engineering, spatial optimization, and lifecycle assessment to consider the technical, economic, and institutional feasibility of near-term carbon capture and sequestration (CCS). Our modeling framework evaluates least cost source-sink relationships and aggregation opportunities for pipeline transport, which can cost-effectively transport small CO 2 volumes to suitable sequestration sites; 216 existing US biorefineries emit 45 Mt CO 2 annually from fermentation, of which 60% could be captured and compressed for pipeline transport for under $25/tCO 2 A sequestration credit, analogous to existing CCS tax credits, of $60/tCO 2 could incent 30 Mt of sequestration and 6,900 km of pipeline infrastructure across the United States. Similarly, a carbon abatement credit, analogous to existing tradeable CO 2 credits, of $90/tCO 2 can incent 38 Mt of abatement. Aggregation of CO 2 sources enables cost-effective long-distance pipeline transport to distant sequestration sites. Financial incentives under the low-carbon fuel standard in California and recent revisions to existing federal tax credits suggest a substantial near-term opportunity to permanently sequester biogenic CO 2 This financial opportunity could catalyze the growth of carbon capture, transport, and sequestration; improve the lifecycle impacts of conventional biofuels; support development of carbon-negative fuels; and help fulfill the mandates of low-carbon fuel policies across the United States. Among factors characterising steam turbine units of power plants, a specific metal content which value decreases inversely to turbine power is of substantive importance. In turn, their maximum power depends on the capacity of low pressure turbines. It is traditionally managed to increase either by installation of larger number of low pressure turbines or by lengthening the exhaust blades. It is worth noting that the above-mentioned methods have some technical restrictions by the number of rotors to be connected. Currently some works aimed at solving the stated technical problems appear in the literature for the purpose of increasing the unit power of turbomachines, for example, by using exhaust blades with the length of 1 500 mm and longer. However, it is to be understood that increasing the exhaust area of turbomachine only by lengthening exhaust blades cannot provide a cost-effective and reliable work of the turbine flow part. Here new problems appear: losses rise abruptly due to the stage fan-out, the turbomachine dimensions increase, etc. In this connection, an issue of development of new, technically implementable ways of turbo-units power increase is very acute today.

While technical issues, such as cost, device efficiency, and other technical characteristics are often listed as barriers to storage, there are a number of non-technical and policy-related issues. This paper surveys some of these main barriers and proposes some potential research and policy steps that can help address them. Furthermore, while the discussion is focused on the United States, a number of the findings and observationsmore » may be more broadly applicable.« less
