An epidemic of morbidity and mortality has swept across the United States related to the use of prescription opioids for chronic noncancer pain. More than 100,000 people have died from unintentional overdose, making this one of the worst manmade epidemics in history. Much of health care delivery in the United States is regulated at the state level; therefore, both the cause and much of the cure for the opioid epidemic will come from state action. We detail the strong collaborations across executive health care agencies, and between those public agencies and practicing leaders in the pain field that have led to a substantial reversal of the epidemic in Washington State.

The apple maggot fly, Rhagoletis pomonella (Walsh), is an introduced, quarantine pest of apple (Malus domestica Borkhausen) in the Pacific Northwest of the United States. In the eastern United States where the fly is native, fruit volatiles have been reported to be more attractive than ammonia compounds to R. pomonella. However, the opposite may be true in the western United States. Here, we determined whether newly identified western apple and western hawthorn fruit volatiles are more attractive than ammonium carbonate (AC) to R. pomonella in apple, black hawthorn, and ornamental hawthorn trees in western Washington State. In all three host trees, sticky red sphere or yellow panel traps baited with AC generally caught more flies than traps baited with lures containing the four newly developed fruit blends (modified eastern apple, western apple, western ornamental hawthorn, and western black hawthorn) or two older blends (eastern apple and eastern downy hawthorn). Fruit volatiles also displayed more variation among trapping studies conducted at different sites, in different host trees, and across years than AC. The results imply that traps baited with AC represent the best approach to monitoring R. pomonella in Washington State.

1989-01-01
The U.S. Geological Survey, in cooperation with the United States Department of Energy, conducted a study of the Pasco basin and adjacent areas, Washington, in support of the Basalt Waste Isolation Project at the Hanford site, Washington. The purpose of the study was to develop a data set that would help define the groundwater-flow system of the Pasco Basin. This report contains the basic data, without interpretation, that were collected from the start of the project in February 1986 through January 1989. Information presented is from the U.S. Bureau of Reclamation, State of Washington Department of Ecology , US Army Corps of Engineers, Kennewick Irrigation District, and the Survey, and consists of well location and construction data, records of water levels in the wells, and aquifer designations for each well. The aquifer designation represents the geohydrologic unit to which the well is reported to be open. (USGS)

The effect of early adolescent alcohol use on antisocial behavior was examined at one- and two-year follow-up in Washington, United States and Victoria, Australia. Each state used the same methods to survey statewide representative samples of students (N = 1,858, 52% female) in 2002 (Grade 7 [G7]), 2003 (Grade 8 [G8]), and 2004 (Grade 9 [G9]). Rates of lifetime, current, frequent, and heavy episodic alcohol use were higher in Victoria than Washington State, whereas rates of five antisocial behaviors were generally comparable across states. After controlling for established risk factors, few associations between alcohol use and antisocial behavior remained, except that G7 current use predicted G8 police arrests and stealing and G9 carrying a weapon and stealing; G7 heavy episodic use predicted G8 and G9 police arrests; and G7 lifetime use predicted G9 carrying a weapon. Hence, risk factors other than alcohol were stronger predictors of antisocial behaviors. PMID:25132702

Hanford Facility Dangerous Waste Permit Application for T Plant Complex
DOE Office of Scientific and Technical Information (OSTI.GOV)
BARNES, B.M.
2002-09-01
The Hanford Facility Dangerous Waste Permit Application is considered to be a single application organized into a General Information Portion (document number DOE/RL-91-28) and a Unit-Specific Portion. The scope of the Unit-Specific Portion is limited to Part B permit application documentation submitted for individual, operating treatment, storage, and/or disposal units, such as the T Plant Complex (this document, DOE/RL-95-36). Both the General Information and Unit-Specific portions of the Hanford Facility Dangerous Waste Permit Application address the content of the Part B permit application guidance prepared by the Washington State Department of Ecology (Ecology 1996) and the U.S. Environmental Protection Agencymore » (40 Code of Federal Regulations 270), with additional information needs defined by the Hazardous and Solid Waste Amendments and revisions of Washington Administrative Code 173-303. For ease of reference, the Washington State Department of Ecology alpha-numeric section identifiers from the permit application guidance documentation (Ecology 1996) follow, in brackets, the chapter headings and subheadings. A checklist indicating where information is contained in the T Plant Complex permit application documentation, in relation to the Washington State Department of Ecology guidance, is located in the Contents Section. Documentation contained in the General Information Portion is broader in nature and could be used by multiple treatment, storage, and/or disposal units (e.g., the glossary provided in the General Information Portion). Wherever appropriate, the T Plant Complex permit application documentation makes cross-reference to the General Information Portion, rather than duplicating text.« less

The Northeast Washington Survey was performed under the United States Department of Energy's National Uranium Resource Evaluation (NURE) Program, which is designed to provide radioelement distribution information to assist in assessing the uraniferous material potential of the United States. The radiometric and ancilliary data were digitally recorded and processed. The results are presented in the form of stacked profiles, contour maps, flight path maps, statistical tables and frequency distribution histograms. These graphical outputs are presented at a scale of 1:62,500 and are contained in the individual Volume 2 reports.

Context School suspension may have unintended consequences in contributing to problem behaviors including school drop-out, substance use, and antisocial behavior. Tobacco use is an early-onset problem behavior, but prospective studies of the effects of suspension on tobacco use are lacking. Method Longitudinal school-based survey of students drawn as a 2-stage cluster sample, administered in 2002 and 2003 in Washington State, United States and Victoria, Australia. The study uses statewide representative samples of students in Grades 7 and 9 (N = 3,599). Results Rates of tobacco use were higher for Victorian than Washington State students. School suspension remained a predictor of current tobacco use at 12-month follow-up, after controlling for established risk factors including prior tobacco and other drug use for Grade 7 but not Grade 9 students. Conclusions School suspension is associated with tobacco use in early adolescence, itself an established predictor of adverse outcomes in young people. Findings suggest the need to explore process mechanisms and alternatives to school suspensions as a response to challenging student behavior in early adolescence. PMID:21586667

Cultural Norms in Conflict: Breastfeeding Among Hispanic Immigrants in Rural Washington State.
Hohl, Sarah; Thompson, Beti; Escareño, Monica; Duggan, Catherine
2016-07-01
Objectives To examine perceptions, experiences, and attitudes towards breastfeeding among Hispanic women living in rural Washington State. Methods Twenty parous Hispanic women of low acculturation, aged 25-48 years and residents in rural Washington State participated in an exploratory, face-to-face interview. Interviews were audio-recorded, translated and transcribed, and analyzed using a thematic content analysis approach. Results Nine emergent themes were grouped into three overarching categories: (1) Breast is best; (2) Hispanic cultural and familial expectations to breastfeed; and (3) Adapting to life in the United States: cultural norms in conflict. Women said they were motivated to breastfeed because of their knowledge and observations of its health benefits for mother and child. They said breastfeeding is ingrained in their Hispanic cultural heritage, and infant feeding choices of female family members were particularly influential in women's own decision to breastfeed. Women said they experienced embarrassment about breastfeeding in the United States and as a result, often chose to initiate formula feeding as a complement so as to avoid feelings of shame. Additionally, they faced economic pressure to work, key barriers for continued breastfeeding among Hispanics in the United States. Conclusions for Practice Knowledge of the benefits of breastfeeding for mother and child and longstanding cultural practices of breastfeeding are not enough to encourage exclusive breastfeeding to 6 months among this rural Hispanic population. Continued support through family-level interventions as well as work place policies that encourage breastfeeding are needed for rural Hispanics to reach optimal breastfeeding rates.

The European cherry fruit fly, Rhagoletis cerasi (L.) (Diptera: Tephritidae), is a highly destructive pest of cherries (Prunus spp.) (Rosaceae) in Europe and Asia. In 2016, R. cerasi was detected in Ontario, Canada, and in 2017 in New York State, USA, the first records of this pest in North America. The initial detections in Canada caused concern for the major cherry-growing states of Michigan, Washington, Oregon, and California in the United States. Establishment of R. cerasi in the United States could restrict cherry exports to other markets and increase costs needed for fly control, but it is unknown if R. cerasi can establish in U.S. commercial cherry regions. Here, we used the CLIMEX ecological niche model to determine the risk of establishment of R. cerasi in the United States and globally. Within the United States under a no-irrigation scenario, R. cerasi would establish in the East and West Coasts; however, under an irrigation scenario, its distribution would expand to the major cherry-growing regions in the interior of central and eastern Washington and in California. Results also showed that if introduced, R. cerasi would likely establish in eastern China, Japan, the Koreas, Australia, New Zealand, South America, South Africa, Mexico, and Canada. Host plant (Prunus spp. and Lonicera spp. [Caprifoliaceae]) presence, although not included in models, would affect fly establishment. Our results stress the importance of surveying for R. cerasi to prevent its spread and establishment within the United States and other countries.

The Supreme Court's recent decisions in United States v. Lopez and United States v. Morrison articulate a vision of federalism under which Congress's regulatory authority under the Commerce Clause is severely limited in favor of returning traditional areas of state concern, particularly criminal law enforcement, to local or state control. The Court's decisions in these cases coincide with ballot initiatives legalizing the medical use of marijuana garnering a majority of the vote in California, Arizona, Alaska, Colorado, Nevada, Oregon, Washington, Maine, and Washington D.C. Those who use marijuana for medical purposes under sanction of state law, however, still face the threat of federal prosecution under the Controlled Substances Act. Medical marijuana proponents have traditionally, and unsuccessfully, contested federal prosecution using individual rights arguments under theories of equal protection or substantive due process. This Comment argues that after Lopez and Morrison, the federal government's authority to regulate intrastate use of marijuana for medicinal purposes is not the foregone conclusion it once was. The author suggests that proponents of medical marijuana use should invoke the federalism arguments of Lopez and Morrison and argue for state legislative independence from the federal government on this issue.

School suspension has been not only associated with negative behaviours but is predictive of future poor outcomes. The current study investigates a) whether school suspension is a unique predictor of youth nonviolent antisocial behaviour (NVAB) relative to other established predictors, and b) whether the predictors of NVAB are similar in Australia and the United States (U.S.). The data analysed here draws on two state-wide representative samples of Grade 7 and 9 students in Victoria, Australia and Washington State, U.S., resurveyed at 12-month follow-up (N = 3,677, 99% retention). School suspension did not uniquely predict NVAB in the final model. The predictors of NVAB, similar across states, included previous student NVAB; current alcohol and tobacco use; poor family management; association with antisocial friends; and low commitment to school. An implication of the findings is that U.S. evidence-based prevention programs targeting the influences investigated here could be trialled in Australia. PMID:24860192

Continued progress in implementing smoke-free laws throughout the United States would benefit from documenting positive economic effects, particularly for the hospitality industry. This study describes changes in sales revenue in bars and taverns since December 2005, when a statewide smoke-free law in Washington State went into effect. Using 24 quarters of inflation-adjusted taxable retail sales data from 2002 through 2007, we fitted a regression model to estimate the effect of the smoke-free law on sales revenue, controlling for seasonality and other economic factors. We found no immediate change in bar revenues in the first quarter of 2006, but taxable retail sales grew significantly through the fourth quarter of 2007. In the 2 years after the smoke-free law was implemented, sales revenues were $105.5 million higher than expected for bars and taverns in Washington State. The higher-than-expected revenue from taxable sales in bars and taverns after the implementation of smoke-free laws in Washington State provided extra funds to the state general fund. Potential increases in revenue in other jurisdictions that implement smoke-free indoor air policies could provide funds to benefit residents of those jurisdictions.

The creation of a new Department of Health in Washington State in 1989 provided an opportunity for analysis of the many forces beyond the pressure of interest groups leading to such a change. Interviews with key actors from executive and legislative branches of state government, local government, and interested health organizations were conducted to uncover the full scope considered for the new department, and the interactions that led to the final, narrower entity. A process model based on these findings is presented as a useful tool for those seeking to improve public health at the state level through changes in the organizational units responsible for health activities.

The U.S. Geological Survey Groundwater Resources Program is undertaking a series of regional groundwater availability studies to improve our understanding of groundwater availability in major aquifers across the Nation. One of the objectives of the Glacial Principal Aquifers study (proposed) is to provide information on the occurrence of groundwater in glacial aquifers in the United States, an area that includes parts of the northern continental States and much of Alaska. Toward this effort, a literature search was conducted to identify readily available documents that describe the occurrence of groundwater in glacial aquifers in the United States. This bibliography provides citations for documents, as well as codes indicating types of information available in each, for Washington, Idaho, and northwestern Montana—an area corresponding approximately to the southern extent of the Cordilleran ice sheet.

2014-01-01
The purpose of this article is to describe the state elder abuse statutes in the United States and Washington DC during 2011-2012. The last review of elder abuse statutes occurred in 2001; thus, a reexamination is warranted given the increased awareness of elder abuse at the state and national level and the growing number of older adults in the United States. This descriptive study analyzed the following components of elder or dependent abuse statutes: definitions, reporting requirements, training, and consequences for failure to report. It was determined that differences remain in how states respond to elder abuse at the community-based level.

The iron industry played a vital role in the industrialization of the United States and in the development of the U.S. economy and society. Much of the early history of the iron industry took place in Virginia. The remains of 11 iron furnaces and nearby mines in the George Washington and Jefferson National Forests in Virginia and West Virginia are silent reminders of a time when iron mines and furnaces operated along a belt that extended through the Appalachian Mountains from New York State to Alabama.

Geologic Assessment of Undiscovered Gas Resources of the Eastern Oregon and Washington Province
U.S. Geological Survey Eastern Oregon and Washington Province Assessment Team, (compiler)
2008-01-01
The purpose of the U.S. Geological Survey's (USGS) National Oil and Gas Assessment is to develop geology-based hypotheses regarding the potential for additions to oil and gas reserves in priority areas of the United States, focusing on the distribution, quantity, and availability of oil and natural gas resources. The USGS has completed an assessment of the undiscovered oil and gas potential of the Eastern Oregon and Washington Province of Oregon and Washington (USGS Province 5005). The province is a priority Energy Policy and Conservation Act (EPCA) province for the National Assessment because of its potential for oil and gas resources. The assessment of this province is based on geologic principles and uses the total petroleum system concept. The geologic elements of a total petroleum system include hydrocarbon source rocks (source rock maturation, hydrocarbon generation and migration), reservoir rocks (stratigraphy, sedimentology, petrophysical properties), and hydrocarbon traps (trap formation and timing). In the Eastern Oregon and Washington Province, the USGS used this geologic framework to define one total petroleum system and two assessment units within the total petroleum system, and quantitatively estimated the undiscovered gas resources within each assessment unit.

Acrolein is an aquatic herbicide used in the western United States to prevent impaired water flow in irrigation canals. Despite its toxicity, few cases of acrolein-related illness have been reported in the literature. On August 15, 2012, an irrigation district notified the Washington State Department of Labor & Industries (L&I) of acrolein-related illness in one of its pesticide applicators. L&I inspected the site and interviewed the exposed worker, coworkers, and employer. The Washington State Department of Health assisted by obtaining medical records, interviewing the patient and hospital staff, and reviewing information obtained from L&I. To look for additional cases, CDC reviewed data from the SENSOR-Pesticides program* and the California Department of Pesticide Regulation for 1993-2009, the most recent years of data availability, and identified seven additional cases of acute acrolein-related illness.

The availability of marijuana products is becoming increasingly prevalent across the United States (US), many states are allowing for the production, processing, and retailing of these products for medical and/or recreational use. The purpose of this study is to: (1) examine the spatial patterning of marijuana licenses, and (2) examine the impact of alcohol outlets in addition to other neighborhood characteristics on marijuana licenses within the state of Washington. This cross-sectional observational study examined 1458 census tracts in Washington state from 2017, using marijuana and alcohol data from the Washington State Liquor and Cannabis Board as well as neighborhood characteristics data from the American Community Survey 2011-2015 5-year estimates. We used exploratory and formal spatial regression methods, including integrated nested Laplace approximation within a Bayesian statistical framework, to address the study aims. Our results indicate there is significant spatial patterning of marijuana producers and processors across the state. We also found that all marijuana licenses are located in poorer census tracts, and marijuana retailers are co-located in census tracts with off-premises alcohol outlets. Our study provides empirical evidence of the relationship between marijuana licenses, alcohol outlets, and neighborhood characteristics, and has important implications for policymakers in other states currently considering legalizing marijuana-products for medical and/or recreational use. This paper reflects future direction for early Science Technology Engineering and Mathematics (STEM) education, science in particular. Washington State stakeholders use guidelines including: standards, curriculums and assessments to gauge young children's development and learning, in early childhood education (ECE). Next Generation Science Standards (NGSS), and the Framework for K-12 programs (National Research Council, 2011) emphasizes the need for reconfiguration of standards: "Too often standards are a long list of detailed and disconnected facts... this approach alienates young people, it also leaves them with fragments of knowledge and little sense of the inherent logic and consistency of science and of its universality." NGSS' position elevates the concern and need for learners to experience teaching and learning from intentionally designed cohesive curriculum units, rather than as a series of unrelated and isolated lessons. To introduce the argument the present study seeks to examine Washington State early learning standards. To evaluate this need, I examined balance and coverage/depth. Analysis measures the level of continuum in high-quality guidelines from which Washington State operates to serve its youngest citizens and their families.

Most species were collected using pitfall traps, although other capture methods were employed. Trapping results indicate the Hanford Site supports a diverse ground beetle community, with over 90% of the 92 species captured native to North America. Four species collected during the study period are newly recorded for Washington State: Bembidion diligens Casey, Calosoma obsoletum Say, Pseudaptinus rufulus (LeConte), and Stenolophus lineola (Fabricius). Based on these data, the Site maintains a diverse ground beetle fauna and, due to its size and diversity of habitats, is an important repository of shrub-steppe biodiversity.

In response to reported findings of infectious salmon anaemia virus (ISAV) in British Columbia (BC), Canada, in 2011, U.S. national, state and tribal fisheries managers and fish health specialists developed and implemented a collaborative ISAV surveillance plan for the Pacific Northwest region of the United States. Accordingly, over a 3-1/2-year period, 4,962 salmonids were sampled and successfully tested by real-time reverse-transcription PCR. The sample set included multiple tissues from free-ranging Pacific salmonids from coastal regions of Alaska and Washington and farmed Atlantic salmon (Salmo salar L.) from Washington, all representing fish exposed to marine environments. The survey design targeted physiologically compromised or moribund animals more vulnerable to infection as well as species considered susceptible to ISAV. Samples were handled with a documented chain of custody and testing protocols, and criteria for interpretation of test results were defined in advance. All 4,962 completed tests were negative for ISAV RNA. Results of this surveillance effort provide sound evidence to support the absence of ISAV in represented populations of free-ranging and marine-farmed salmonids on the northwest coast of the United States.

An evaluation of Washington's Medicaid disease-management program.
Lind, Alice; Kaplan, Louise
2007-10-01
In 2002, Washington State Medicaid implemented a disease-management program for clients with diagnoses of asthma, chronic obstructive pulmonary disease, heart failure, and diabetes. The program represented a unique attempt to manage disabled clients in a fee-for-services environment, and at its onset, was one of the first statewide programs in the United States. This article reviews the effectiveness of the program based on the results from two independent evaluations. Results of cost-savings measurements and health outcomes are presented for each of the conditions. These results were used to make program changes, which began in 2007.

The purpose of the U.S. Geological Survey (USGS) National Oil and Gas Assessment is to develop geology-based hypotheses regarding the potential for additions to oil and gas reserves in priority areas of the United States, focusing on the distribution, quantity, and availability of oil and natural gas resources. The USGS has completed an assessment of the undiscovered, technically recoverable oil and gas resources in western Oregon and Washington (USGS Western Oregon and Washington Province 5004). The province includes all of Oregon and Washington north of the Klamath Mountains and west of the crest of the Cascade Range, and extends offshore to the 3-mi limit of State waters on the west and to the International Boundary in the Straits of Juan de Fuca and Canada on the north. It measures about 450 mi north-south and 50 to 160 mi east-west, encompassing more than 51,000 mi2. The assessment of the Western Oregon and Washington Province is geology based and used the total petroleum system (TPS) concept. The geologic elements of a TPS include hydrocarbon source rocks (source rock maturation and hydrocarbon generation and migration), reservoir rocks (quality and distribution), and traps for hydrocarbon accumulation. Using these geologic criteria, two conventional and one unconventional (continuous) total petroleum systems were defined, with one assessment unit (AU) in each TPS: (1) the Cretaceous-Tertiary Composite TPS and the Western Oregon and Washington Conventional Gas AU, (2) the Tertiary Marine TPS and the Tertiary-Marine Gas AU, and (3) the Tertiary Coalbed Gas TPS and the Eocene Coalbed Gas AU, in which a cell-based methodology was used to estimate coalbed-gas resources.

This plan was submitted to meet the requirements of Clean Air Act (CAA) sections 169A and 169B that require states to prevent any future and remedy any existing man-made impairment of visibility in mandatory Class I areas. EPA is proposing to: (1) Approve portions of this SIP submittal as meeting most of the requirements of the regional haze program, (2) propose a limited approval and limited disapproval of the SO2 Best Available Retrofit Technology (BART) determination for Intalco Aluminum Corp. (Intalco) potline operation and propose a federal ``Better than BART'' alternative, and (3) propose to disapprove the NOx BART determination for five BART emission units at the Tesoro Refining and Marketing refinery (Tesoro) and propose a federal Better than BART alternative. This combined rule package of proposed SIP approved elements and proposed federal elements will meet the requirements of CAA sections 169A and 169B. On August 20, 2012, EPA approved those provisions of the Washington SIP addressing the BART determination for TransAlta Centralia Generation L.L.C. coal fired power plant (TransAlta).

The First Dinosaur from Washington State and a Review of Pacific Coast Dinosaurs from North America
2015-01-01
We describe the first diagnostic dinosaur fossil from Washington State. The specimen, which consists of a proximal left femur, was recovered from the shallow marine rocks of the Upper Cretaceous (Campanian) Cedar District Formation (Nanaimo Group) and is interpreted as pertaining to a large theropod on the basis of its hollow medullary cavity and proximally placed fourth trochanter. The Washington theropod represents one of the northernmost occurrences of a Mesozoic dinosaur on the west coast of the United States and one of only a handful from the Pacific coast of Laramidia during the Cretaceous. Its isolated nature and preservation in marine rocks suggest that the element was washed in from a nearby fluvial system. If the femur pertains to a tyrannosauroid, which seems likely given its size and the widespread occurrence of the group across Laramidia during Late Cretaceous times, then it would represent an earlier occurrence of large body size than previously recognized (complete femur length estimated at 1.2 meters). Uncertainty surrounding the latitude of deposition of the Nanaimo Group (i.e., the Baja-British Columbia hypothesis) precludes assigning the Washington theropod to either of the putative northern or southern biogeographic provinces of Laramidia. PMID:25993090

Estimated Domestic, Irrigation, and Industrial Water Use in Washington, 2000
Lane, R.C.
2004-01-01
Since 1950, the U.S. Geological Survey has published a series of Circulars and other reports on the estimated use of water in the United States at 5-year intervals. This report presents State, regional, and county estimates of the amount of water used for domestic, irrigation, and industrial purposes in the State of Washington during the year 2000. Domestic water use was estimated to be 674 million gallons per day and the per-capita rate, 114 gallons per day. Crop-irrigation water use was estimated to be 3,005 million gallons per day and the application rate, 2.2 acre-feet per acre per year, or feet per year. Golf-course irrigation water use was estimated to be 23.6 million gallons per day and the application rate, 1.4 feet per year. Industrial water use was estimated to be 681 million gallons per day. Historically, these core categories account for about 92 percent of the estimated offstream water used in Washington.

An areawide suppression program for codling moth (Cydia pomonella L) populations was initiated in 1995 in Washington, Oregon and California under the direction of the US Department of Agriculture, Agricultural Research Service in cooperation with Washington State University, Oregon State University and University of California, Berkeley. Mating disruption was used to reduce the pest population while reducing and eliminating the use of organophosphate insecticides. During the 5-year program, the original 1064 hectares were expanded to 8400 hectares and from 66 grower participants to more than 400 participants. The acreage under mating disruption in the three states increased from 6000 hectares in 1994 to 54000 hectares in the year 2000.
Miscellaneous streamflow measurements in the State of Washington, January 1961 to September 1985
Williams, John R.; Riis, S.A.
1989-01-01
This report is a compilation of previously published miscellaneous streamflow measurements made in Washington State by the U.S. Geological Survey between January 1961 and September 1985. It is a supplement to a volume of similar data for the period 1890 to January 1961. The data include stream name and stream to which it is tributary, latitude and longitude, county code, hydrologic unit code, land-line location, drainage area, and measurement dates and discharges. In general, the data sites are not at gaging stations; however, some data are given for gaging station sites during periods when the stations were not in operation. All data in this report have been entered into a computerized data base that includes the data for the period 1890 to January 1961. The data can be retrieved in a variety of ways, such as by county, by hydrologic unit code, by river basin , or by size of drainage area. (USGS)

In November 2012, Washington State and Colorado became the first states in the United States to legalize recreational marijuana use for adults, and Uruguay became the first country to allow the cultivation, distribution, possession, and use of marijuana. One possible consequence of these changes is increased adolescent marijuana use. Parents may mitigate this adverse consequence; however, whether parents and adolescents have accurate knowledge about the laws and are discussing marijuana use in light of the law changes is unknown. We examine perceptions, knowledge, and parent-child discussions about Washington State's recreational marijuana law in a sample of low-income families. Participants were a subset of families (n = 115) in an ongoing study that originally recruited parents and adolescents from middle schools in Tacoma, Washington. In summer 2013, when students were entering the 11(th) grade, students and their parents were asked questions about the recreational marijuana law. Participants perceived that their marijuana-related attitudes and behaviors changed little as a result of the law, and displayed uncertainty about what is legal and illegal. Most parents reported discussing the new law with their children but only occasionally, and conversations emphasized household rules, particularly among parent lifetime marijuana users compared to non-users. Conclusions/Importance: Results suggest that there should be a public health campaign focused on families that provides clear information about the recreational marijuana laws.

Ground beetles (Coleoptera, Carabidae) of the Hanford Nuclear Site in south-central Washington State
Looney, Chris; Zack, Richard S.; LaBonte, James R.
2014-01-01
Abstract In this paper we report on ground beetles (Coleoptera: Carabidae) collected from the Hanford Nuclear Reservation and Hanford National Monument (together the Hanford Site), which is located in south-central Washington State. The Site is a relatively undisturbed relict of the shrub-steppe habitat present throughout much of the western Columbia Basin before the westward expansion of the United States. Species, localities, months of capture, and capture method are reported for field work conducted between 1994 and 2002. PMID:24715791

A major medical education need in Sub-Saharan Africa includes expanding clinical training opportunities to develop health professionals. Medical education expansion is a complicated process that requires significant investment of financial and human resources, but it can also provide opportunities for innovative approaches and partnerships. In 2010, the U.S. President's Emergency Plan for AIDS Relief launched the Medical Education Partnership Initiative to invest in medical education and health system strengthening in Africa. Building on a 30-year collaborative clinical and research training partnership, the University of Nairobi in Kenya developed a pilot regional medical education program modeled on the WWAMI (Washington, Wyoming, Alaska, Montana, and Idaho) medical education program at the University of Washington in the United States. The University of Nairobi adapted key elements of the WWAMI model to expand clinical training opportunities without requiring major capital construction of new buildings or campuses. The pilot program provides short-term clinical training opportunities for undergraduate students and recruits and trains clinical faculty at 14 decentralized training sites. The adaptation of a model from the Northwestern United States to address medical education needs in Kenya is a successful transfer of knowledge and practices that can be scaled up and replicated across Sub-Saharan Africa.

IntroductionThis is a 1:24,000-scale geologic map of the Vancouver and Orchards quadrangles and parts of the Portland and Mount Tabor quadrangles in the States of Washington and Oregon. The map area is within the Portland Basin and includes most of the city of Vancouver, Washington; parts of Clark County, Washington; and a small part of northwestern Multnomah County, Oregon. The Columbia River flows through the southern part of the map area, generally forming the southern limit of mapping. Mapped Quaternary geologic units include late Pleistocene cataclysmic flood deposits, eolian deposits, and alluvium of the Columbia River and its tributaries. Older deposits include Miocene to Pleistocene alluvium from an ancestral Columbia River. Regional geologic structures are not exposed in the map area but are inferred from nearby mapping.

Background Support for the legalization of recreational marijuana continues to increase across the United States and globally. In 2016, recreational marijuana was legalized in the most populous US state of California, as well as three other states. The primary aim of this study was to examine trends in support for recreational marijuana legalization in Washington, a state which has had legal recreational marijuana for almost four years, using data collected over the four years post-legalization. A secondary aim was to examine trends in support for the cultivation of marijuana for personal use. Methods Data come from geographically representative general population samples of adult (aged 18 and over) Washington residents collected over five timepoints (every six months) between January 2014 and April 2016 (N = 4,101). Random Digit Dial was used for recruitment. Statistical analyses involved bivariate comparisons of proportions across timepoints and subgroups (defined by age, gender, and marijuana user status), and multivariable logistic regression controlling for timepoint (time) to formally test for trend while controlling for demographic and substance use covariates. All analyses adjusted for probability of selection. Results Support for legalization in Washington has significantly increased: support was 64.0% (95% CI: 61.2%–67.8%) at timepoint 1 and 77.9% (95% CI: 73.2%–81.9%) at timepoint 5. With each six months’ passing, support increased 19% on average. We found no statistically significant change in support for home-growing. Conclusions Support for marijuana legalization has continued to significantly increase in a state that has experienced the policy change for almost four years. PMID:28448904

The new politics of missile proliferation
DOE Office of Scientific and Technical Information (OSTI.GOV)
Karp, A.
1996-10-01
The author addresses the most consequential proliferation battle of the 1990s which occurred in Washington over the interpretation of the long-term threat to the United States from ballistic missiles. In the early 1970s, the stabilization of the US-Soviet strategic relationship led to new disputes over the other side`s future intentions, seen most graphically in Western debates over the implications of the Soviet SS-18 and SS-20 missile programs. Today, in much the same way, proliferation politics has matured to the point that surprises are few and the most challenging problem is anticipating the more distant future. Washington`s ballistic missile proliferation battlemore » was sparked by National Intelligence Estimate (NIE) 95-19, entitled {open_quotes}Emerging Threats to North America During the Next 15 Years,{close_quotes} released by the National Intelligence Council in November 1995. This document updated the evidence of regional missile programs reviewed in a similar report issued in 1993, and recapitulated the previous finding that {open_quotes}No country, other than the major declared nuclear powers, will develop or otherwise acquire a ballistic missile in the next 15 years that could threatened the contiguous 48 states or Canada.{close_quotes} The new report confirmed what several other studies of missile proliferation had already established: that besides the five nuclear-weapon states (the United States, Russia, China, France and Britain), only India, Israel and Japan are in a position to develop an ICBM during the foreseeable future, and while all have relevant capabilities, none are undertaking the steps necessary to develop an actual ICBM.« less

After the oil boom: The holiday ends in the gulf
DOE Office of Scientific and Technical Information (OSTI.GOV)
Zanoyan, V.
1995-11-01
The most unmanageable risk facing American interests in the Persian Gulf is the slow but sure decay of the economic and political structure of the United States` key regional allies. They are the Gulf Cooperation Council (GCC) states: Saudia Arabia, Kuwait, Bahrain, Qatar, Oman, and the United Arab Emirates (UAE). External threats to these friendly governments and the direct risks to the continued flow of oil has blinded Washington to the end of these countries 20-year holiday from politics and economics. The holiday from economics was characterized by, among other syndromes, the lack of binding budget constraints, which reduced andmore » sometimes even eliminated the need to set spending priorities and allocate scarce economic resources. It is no longer possible to cover up structural weaknesses and policy inconsistencies. All major interest groups, including governments, ruling families, merchant families, and the population at large, are under pressure to earn not only their privileges but their keep. The need for Washington to address these new threats is examined.« less
Work related injuries in Washington State's Trucking Industry, by industry sector and occupation.
Smith, Caroline K; Williams, Jena
2014-04-01
The trucking industry continues to have some of the highest work-related injury and illness rates and costs of any industry in the United States. Until recently, little focus has been placed on addressing non-motor vehicle collision related injuries within the trucking industry. Drivers are exposed to multiple physical risk factors that contribute to occupational injuries in order to complete their job duties, such as loading/unloading freight, decoupling trailers, strapping down loads and ingress and egress from the cab and trailer. About one-fourth of all truck driver injuries in the United States are related to slips, trips, and falls near the truck. The purpose of this descriptive study is to report on recent injuries in the trucking industry in Washington State. Data are presented by occupation and industry sector, in order to better understand the magnitude of specific injuries in terms of time-loss days and workers' compensation costs. All accepted, compensable (time-loss) claims from 2005 to 2010 within the trucking industry in Washington State were reviewed. Counts, rates, median and quartile data are presented. Logistic regression models are presented to identify factors associated with more severe claims. Non-traumatic musculoskeletal disorders of the neck, back and upper extremities are the most frequent injuries across all industry sectors and occupations in the trucking industry. Vehicle related claims had the highest median costs and time loss days and Courier and Messenger claims had the highest risk for higher time loss claims. Injuries varied substantially by sector and within sectors by occupation. It is important to review work-related injuries within the trucking industry by sector and occupation in order to maximize limited resources for injury prevention within this important sector. Foodborne botulism is a potentially fatal paralytic illness caused by ingestion of neurotoxin produced by the spore-forming bacterium Clostridium botulinum. Historically, home-canned vegetables have been the most common cause of botulism outbreaks in the United States. During 2008 and 2009, the Centers for Disease Control and Prevention (CDC) and state and local health departments in Ohio and Washington State investigated three outbreaks caused by unsafe home canning of vegetables. We analyzed CDC surveillance data for background on food vehicles that caused botulism outbreaks from 1999 to 2008. For the three outbreaks described, patients and their family members were interviewed and foods were collected. Laboratory testing of clinical and food samples was done at the respective state public health laboratories. From 1999 to 2008, 116 outbreaks of foodborne botulism were reported. Of the 48 outbreaks caused by home-prepared foods from the contiguous United States, 38% (18) were from home-canned vegetables. Three outbreaks of Type A botulism occurred in Ohio and Washington in September 2008, January 2009, and June 2009. Home-canned vegetables (green beans, green bean and carrot blend, and asparagus) served at family meals were confirmed as the source of each outbreak. In each instance, home canners did not follow canning instructions, did not use pressure cookers, ignored signs of food spoilage, and were unaware of the risk of botulism from consuming improperly preserved vegetables. Home-canned vegetables remain a leading cause of foodborne botulism. These outbreaks illustrate critical areas of concern in current home canning and food preparation knowledge and practices. Similar gaps were identified in a 2005 national survey of U.S. adults. Botulism prevention efforts should include targeted educational outreach to home canners.

Objectives People in prison may be at high risk for infectious diseases and have an elevated risk of death immediately after release compared with later; their risk of death is elevated for at least a decade after release. We compared rates, characteristics, and prison-related risk factors for infectious disease–related mortality among people released from prisons in Queensland, Australia, and Washington State, United States, regions with analogous available data. Methods We analyzed data from retrospective cohort studies of people released from prison in Queensland (1997–2007, n=37,180) and Washington State (1999–2009, n=76,208) and linked identifiers from each cohort to its respective national death index. We estimated infectious disease–related mortality rates (deaths per person-years in community) and examined associations using Cox proportional hazard models. Results The most frequent infectious disease–related underlying cause of death after release from prison was pneumonia (43%, 23/54 deaths) in the Australian cohort and viral hepatitis (40%, 69/171 deaths) in the U.S. cohort. The infectious disease–related mortality rate was significantly higher in the U.S. cohort than in the Australian cohort (51.2 vs. 26.5 deaths per 100,000 person-years; incidence rate ratio = 1.93, 95% confidence interval 1.42, 2.62). In both cohorts, increasing age was strongly associated with mortality from infectious diseases. Conclusion Differences in the epidemiology of infectious disease–related mortality among people released from prison may reflect differences in patterns of community health service delivery in each region. These findings highlight the importance of preventing and treating hepatitis C and other infectious diseases during the transition from prison to the community. PMID:27453602

BACKGROUND This paper examines the effect of early adolescent alcohol use on mid-adolescent school suspension, truancy, commitment, and academic failure in Washington State, United States (US) and Victoria, Australia. Also of interest was whether associations remain after statistically controlling for other factors known to predict school outcomes. METHODS State-representative student samples were surveyed in 2002 (grade 7; N = 1858) and followed up annually to 2004 (grade 9) in both venues. Students completed a modified version of the Communities That Care survey to report alcohol use, school outcomes and risk and protective factors. Response rates were above 74% and retention rates exceeded 98% in both places. RESULTS Controlling for grade 7 risk factors, grade 7 current alcohol use and heavy episodic drinking were associated with grade 8 school suspension. Grade 7 current and frequent alcohol use and heavy episodic drinking were linked to grade 9 truancy. In fully adjusted analyses, associations between early alcohol use and academic failure and low school commitment did not remain. CONCLUSIONS Although alcohol use is one factor influencing school performance and connection, there are other risk factors that need to be targeted to improve school outcomes. PMID:25274170

The Bonneville Power Administration (BPA), the United States Bureau of Reclamation (USSR), and the Washington State Department of Ecology (WDOE) are funding the construction and evaluation of fish passage facilities and fish protection facilities at irrigation and hydroelectric diversions in the Yakima River Basin, Washington State. The program provides offsite enhancement to compensate for fish and wildlife losses caused by hydroelectric development throughout the Columbia River Basin, and addresses natural propagation of salmon to help mitigate the impact of irrigation in the Yakima River Basin. This report evaluates the flow characteristics of the screening facilities. Studies consisted of velocity measurementsmore » taken in front of the rotary drum screens and within the fish bypass systems during peak flows. Measurements of approach velocity and sweep velocity were emphasized in these studies; however, vertical velocity was also measured. 5 refs., 18 figs., 15 tabs.« less
Cancer incidence among boat-building workers exposed to styrene.
Ruder, Avima M; Bertke, Stephen J
2017-07-01
A cancer incidence analysis was conducted on The National Institute for Occupational Safety and Health boat-builders cohort exposed to styrene, a possible carcinogen. Standardized incidence ratios (SIR) and standardized rate ratios (SRR) were calculated using national and Washington State rates and a person-years analysis program. Among 3704 workers living in Washington State after 1991, when cancer registry case accrual began, 516 first primary diagnoses occurred through 2007. While overall cancer incidence was significantly reduced [SIR: 0.83 (0.76, 0.90)], internal comparisons suggest an association with exposure comparing high to low exposed person-time [SRR: 1.28 (1.05, 1.55)]. There is evidence of styrene exposure being linked to cancer incidence, which is notable since the cohort has not yet reached the median age of cancer diagnosis (65) in the United States. © 2017 Wiley Periodicals, Inc.

Tsunami Hazards - A National Threat
,
2006-01-01
In December 2004, when a tsunami killed more than 200,000 people in 11 countries around the Indian Ocean, the United States was reminded of its own tsunami risks. In fact, devastating tsunamis have struck North America before and are sure to strike again. Especially vulnerable are the five Pacific States--Hawaii, Alaska, Washington, Oregon, and California--and the U.S. Caribbean islands. In the wake of the Indian Ocean disaster, the United States is redoubling its efforts to assess the Nation's tsunami hazards, provide tsunami education, and improve its system for tsunami warning. The U.S. Geological Survey (USGS) is helping to meet these needs, in partnership with the National Oceanic and Atmospheric Administration (NOAA) and with coastal States and counties.
ShakeAlert—An earthquake early warning system for the United States west coast
Burkett, Erin R.; Given, Douglas D.; Jones, Lucile M.

Earthquake early warning systems use earthquake science and the technology of monitoring systems to alert devices and people when shaking waves generated by an earthquake are expected to arrive at their location. The seconds to minutes of advance warning can allow people and systems to take actions to protect life and property from destructive shaking. The U.S. Geological Survey (USGS), in collaboration with several partners, has been working to develop an early warning system for the United States. ShakeAlert, a system currently under development, is designed to cover the West Coast States of California, Oregon, and Washington.

The map (Plate.pdf), pamphlet (Pamphlet.pdf), and the accompanying datasets in this report provide information for 290 sites in California where asbestos occurs in natural settings, using descriptions found in the geologic literature. Data on location, mineralogy, geology, and relevant literature for each asbestos site are provided. Using the map and digital data in this report, the user can examine the distribution of previously reported asbestos and their geological characteristics in California. This report is part of an ongoing study by the U.S. Geological Survey to identify and map sites where asbestos mineralization occurs in the United States, which includes similar maps and datasets of natural asbestos localities within the Eastern United States (http://pubs.usgs.gov/of/2005/1189/), the Central United States (http://pubs.usgs.gov/of/2006/1211/), the Rocky Mountain States (http://pubs.usgs.gov/of/2007/1182/), the Southwestern United States (http://pubs.usgs.gov/of/2008/1095/), and the Northwestern United States (Oregon and Washington) (http://pubs.usgs.gov/of/2010/1041/). These reports are intended to provide State and local government agencies and other stakeholders with geologic information on reported asbestos mineralization in the United States.
